PRELIMINARY A. Call To Order and Pledge of Allegiance Meeting was called to order by Mr. Beau Neal, Principal, at 6:10 P.M. by asking Ms. Maddy Dahl to lead the Pledge of Allegiance.

Roll Call Director Burch moved and Director Gallagher seconded to begin the meeting and then called for an acknowledgement of those in attendance. Motion passed 3-0, Director Winning was absent.

Board Members: ● Jordan Burch, Board Chair - 3 year term ending June 30, 2021 ● Jelani Memory, Board Vice-Chair - 3 year term ending June 30, 2021 ● Michael Winning, Secretary - 2 year term term ending June 30, 2020 ● John Gallagher, Board Member - 2 year term ending June 30, 2019, extended by bylaws to June 30, 2022 ● Travis Englehart​, Board Member appointed this meeting, term ending June 30, 2021

Approval of Previous Board Minutes ​(Action) Approve the Board Meeting Minutes (8.19.19) Director Burch moved and Director Gallagher seconded that the FCA Board Meeting Minutes of August 19, 2019 be approved as presented. Motion passed 3-0, Director Winning absent.

COMMUNICATIONS A. PUBLIC COMMENTS:​ No individual comment shall be for more than three (3) minutes and the total time for this purpose shall not exceed fifteen (15) minutes. Board members may respond to comments however no action can be taken. The Board may give direction to staff following comment.

PRESENTATIONS​: Shakespeare Festival: Maddy Dahl Ms. Dahl provided information on an upcoming 11th grade field trip in May to Ashland, Oregon to watch a Mid-Summer Night's Dream play. Students will not only see the play, but attend a tour of the Ashland stages, listen to an overview of the play, and go to a student workshop. The school will provide transportation and a hotel. Students are asked to contribute $125. Ms. Dahl is expecting a 70% participation rate within the Junior class. Seven teachers will attend and parents can chaperone at their own expense. The budget is anticipated to be $4,650 with the school contributing $2,100.

BOARD/STAFF DISCUSSION Director’s report: 1. School Update: Mr. Neal reported that there were 400 students enrolled as of today. FCA had lost about 20 students, so the net gain of 40 students is significant. He attributes much of this increase to the Oregonian ad campaign that utilizes search optimization, is managing the FCA Facebook page, and controlling Google search words. Parent referrals have also been a good source of new enrollments.

2. Financial Review: Ms. Wolfer reported on the 18-19 financial audit. The beginning fund balance, July 1, 2019 of $242,900 was $116,000 higher than the prior year. The audit also reported on the growth of 184 students. She discussed the implementation of eFinance financial software and an increase in the ADP payroll/personnel services.

3. Principal Update: Mr. Neal reported on the success of the Frontier days, the structure of the events, and the number of participants (averaging 100 students per event). Mr. Neal also stated that Ms. Schweitzer has been instrumental in organizing these events. Mr. Neal invited the Board Members to participate in future Frontier days and noted that the next event will be at OMSI in Portland.

CONSENT AGENDA ITEMS All matters listed under the consent agenda are considered by the Board to be routine and will be approved/enacted by the Board in one motion in the form listed below. Unless specifically requested by a Board member for further discussion or removed from the agenda, there will be no discussion of these items prior to the Board votes on them. The Executive Director recommends approval of all consent agenda items.

4. 2019-20 Personnel Services Contract Director Burch moved and Director Gallagher seconded that the FCA Board of Directors approves a 19/20 contract in the amount of $22,629 to ADP for personnel and payroll services (policy reference DJCA). Motion passed 3-0, Director Winning absent.

IV-BDRPT-03_111819 - Extension of Charter Agreement Director Burch moved and Director Gallagher seconded that the Frontier Charter Academy Board of Directors approve the 2020-2023 Charter Agreement as presented.

Motion passed 3-0, Director Winning absent.

IV-BDRPT-04_111819 - Deficiency Action Plan Director Burch moved and Director Gallagher seconded that the Frontier Charter Academy Board of Directors approve the 2018-19 Financial Audit Deficiency Action Plan as presented. Motion passed 3-0, Director Winning absent.

IV-BDRPT-05_111819 - Appoint Board Member Director Burch moved and Director Gallagher seconded that the Frontier Charter Academy Board of Directors appoints ​Travis Englehart​ to serve as a Board Member for Frontier Charter Academy with term ending June 30, 2021. Motion passed 3-0, Director Winning absent.

Mr. Englehart introduced himself stating that he lives in Spokane, Washington and is currently a Safety Manager for an Electric Co-op. He attended Central Washington University.
