FRONTIER CHARTER ACADEMY Board of Directors Meeting Minutes from June 15, 2020, at 6:00 p.m.

The Regular Meeting of the Board was held at the FCA office at 10653 NE 71st St., Brooks, Oregon 97305 and via ​videoconference I.

PRELIMINARY A. Call To Order and Pledge of Allegiance The meeting was called to order by Director Burch at 6:00 P.M. B.

Roll Call Director Burch called for a response from those in attendance. Directors Winning and Englehart answered affirmatively. Director Memory arrived at 6:05 p.m. and Director Gallagher was absent.

Board Members: ● Jordan Burch, Board Chair - 3-year term ending June 30, 2021 ● Jelani Memory, Board Vice-Chair - 3-year term ending June 30, 2021 ● Michael Winning, Secretary - 2-year term ending June 30, 2020 ● Jack Gallagher, Board Member - 2-year term ending June 30, 2019, e​ xtended by bylaws to June 30, 2022 ● Travis Englehart, Board Member appointed November 18, 2019, term ending June 30, 2021 Motion to revise agenda Director Burch moved and Director Winning seconded to revise the meeting agenda to include two action items approving a new signer for the bank accounts and the dates of the 2020/21 school board meeting. The motion passed 4-0 (Director Gallagher absent).

Approval of Previous Board Minutes Director Burch moved and Director Englehart seconded that the FCA Board Meeting Minutes of the regular meeting on March 16, 2020, and the special session on March 19, 2020, be approved as presented. The motion passed 4-0 (Director Gallagher absent).

COMMUNICATIONS A. PUBLIC COMMENTS: No individual comment shall be for more than three (3) minutes and the total time for this purpose shall not exceed fifteen (15) minutes. Board members may respond to comments however no action can be taken. The Board may give direction to staff following comments.

BOARD/STAFF DISCUSSION Director’s report: 1.

School Update Todd Schweitzer, Executive Director, reported that the student enrollment was at 519 when the year ended. He anticipates that there will be at least 575 students enrolled at the beginning of the 2020/21 school year. There was a general discussion about the state school funds that were reduced as a result of a point-in-time measurement mandated by the Oregon Department of

Education. Todd also provided more information on the action item to limit enrollment during the 20/21 school year by grade level.

Financial Review Melissa Wolfer, Business Manager provided a written report. She stated that the Gervais School Board had approved the FCA 20/21 Budget on May 21 and provided further explanation about the action item called, Health and Safety Plan required by the Oregon Department of Education.

Principal Update Katie Schweitzer, Elementary Principal & Student Service Director, updated the Board members on the hiring process for the 20/21 school year stating that there are four positions that are in the middle of the hiring process. There are an additional two positions that will be hired later in July.

CONSENT AGENDA ITEMS All matters listed under the consent agenda are considered by the Board to be routine and will be approved/enacted by the Board in one motion in the form listed below. Unless specifically requested by a Board member for further discussion or removed from the agenda, there will be no discussion of these items prior to the Board voting on them. The Executive Director recommends approval of all the consent agenda items.

Motion: Director Burch moved and Director Winning seconded to approve the consent agenda as listed. The motion passed 4-0 (Director Gallagher absent).

Personnel IV-BDRPT-01_061520 2020-21 Enrollment CAP Director Burch moved and Director Winning seconded that the Frontier Charter Academy Board of Directors approves the proposed memorandum of agreement with Gervais School District restricting enrollment by grade during the 2020/21 as presented. The motion passed 4-0 (Director Gallagher absent).

Business IV-BDRPT-02_061520 2020-21 Calendar Director Winning moved and Director Burch seconded that the Frontier Charter Academy Board of Directors approves the proposed 2020-21 calendar as presented. The motion passed 4-0 (Director Gallagher absent).

Director Englehart moved and Director Burch seconded that the Frontier Charter Academy Board of Directors approves the 2020-21 Healthy and Safe School Plan as presented. The motion passed 4-0 (Director Gallagher absent).

IV-BDRPT-04_061520 2020-21 Bank Signer & Board Meeting Dates Director Burch moved and Director Winning seconded that the Frontier Charter Academy Board of Directors approves Melissa Wolfer as a signer on the bank accounts and set the 2020-21 Board meeting dates as August 17, November 16, February 15, and May 17. The motion passed 4-0 (Director Gallagher absent).

ITEMS SCHEDULED FOR INFORMATION Melissa notified the School Board that there were minor changes to the approved 20/21 salary schedule as noted in red font including the addition of a classified scale. Todd added that a step was added to each scale to accommodate those staff that had reached the last row.

ADJOURNMENT Director Burch moved and Director Englehart seconded to end the regular session of the Board Meeting at 6:24 p.m. Motion passed 4-0 (Director Gallagher absent).
