Beaumont became Canada’s Newest City on January 1st On December 13, 2018, the Honourable Minister of Municipal Affairs, Shaye Anderson announced that Beaumont would become Canada’s newest city on January 1, 2019.

“This historic announcement is a momentous milestone for our community,” said Mayor John Stewart. “It provides us with opportunities to attract new residents, businesses, and investment to diversify our tax base and gain more recognition provincially for our community.” With this new title, Beaumont became the 15th largest city in the province.

Already the 5th fastest growing city in Canada with an annualized five-year growth rate at 4.1% (according to 2018 MoneySense Report: Top 100 Fastest-Growing Cities), Beaumont’s rapid growth from a quaint suburb to its ongoing evolution as a thriving city is a testament to the popularity of its flourishing arts and culture, safe and friendly neighbourhoods, a premier location, unique Francophone identity, and the steadfast entrepreneurial spirit within the community.

Beaumont officials believe that becoming Alberta’s 19th city is a natural step forward for the community and will ensure Beaumont can retain its unique character while attracting new businesses and supporting the growth in the Edmonton Metropolitan Region. With no business tax, excellent transportation access, and a market excited for more shopping and services, Beaumont is eager to welcome new businesses to share in the community’s success.

The celebration for the achievement of city status will be held in May 2019. More details about the celebration will be posted at Beaumont.ab.ca/events.

After a public survey, Beaumont has chosen to go with two new sites for the temporary dog parks. The new parks opened on December 10, 2018.

2019 Budget Highlights 1. Council through strong budget deliberations approved a tax rate increase of 1.88% while maintaining a focus on increased service levels for our community.

2. As we develop a multi-year grant policy to facilitate the long-term planning and delivery of quality arts and culture programming for our community; Council approved the Grant Funding of $190,000 for 2019 (approximately 1% of Municipal Tax Revenue), which includes: a. b. c. d. e.

$50,000 for Beaumont Blues and Roots Festival $50,000 for Beaumont Arts Society $15,000 for Beaumont Heritage Society $5,000 for Beaumont and District Agricultural Society $70,000 available for other community grant requests

8. To advance the priorities identified in the Council Strategic Plan, key staff positions in areas such as economic development, protective services, and planning & development will be added in 2018 and 2019 while staying within the 1.88% tax increase.

9. Maintaining the current cost recovery for City-operated Childcare sites while the Childcare Review- Phase 2 is being conducted.

10. With Beaumont taking on a greater and more influential role in the region, Council approved moving the Mayor’s role to be a full-time position as of January 1, 2019. A recommendation was made to increase the Mayor’s salary to $100,000 with an increase in the Council’s salary to $40,000.

3. As our commitment to increase the snow clearing and ice prevention service levels, a new grader has been budgeted for deployment in winter 2019.

4. Commitment to upgrade our water pumps to address the water demands during the summer.

5. Commitment for a community liaison officer to work within our school system to improve on the positive youth engagement initiatives in Beaumont.

6. No increase in the curbside collection fee for 2019.

7. Increase in Food Bank Contribution of $10,000 to $15,000.

11. Council also reviewed franchise fees for gas and electricity which hasn’t changed in over 20 years. Council approved an increase in Franchise Fees for Gas and Electricity over the next two years (3.65% for Gas and 6.125% for Electricity each year) with the increase going to fund future capital projects for our community. This increase brings us closer to the regional average.

12. An increase in Water and Sewer Rate - $0.12 and $0.05 based on the rate increases passed on by the respective water and wastewater commissions.

We are proud that we were able to work with the administration to deliver a draft budget that is 1% below inflation while increasing key service deliveries across our community.

Our Zoning Blueprint: Beaumont’s New Land Use Bylaw What is a Land Use Bylaw?

The Land Use Bylaw is a regulatory document which provides the rules on how land can be developed within Beaumont. The Land Use Bylaw identifies different land use districts throughout Beaumont and specifies what types of development may be built within those districts, such as commercial or residential uses. Each district also has specific development standards that control the size, location, and amount of buildings, landscaping, parking, and signage. It regulates things that indirectly influence all areas of our lives. For instance, the Land Use Bylaw directs what houses look like, where stores are located, how far to get to daycare, and what size of a fence to build. The Land Use Bylaw also contains details on how applications for changes can be made, how they are assessed, and who makes the decisions.

Where are we in the process now?

After a round of public engagement that involved design charrettes, open houses, workshops, a survey, and a variety of pop up events, the project team has taken everything we heard to produce a draft of the new Land Use Bylaw, called Our Zoning Blueprint.

Now that a draft of the Our Zoning Blueprint - Land Use Bylaw is complete we are coming back to you for feedback and refinement! Our Zoning Blueprint – Land Use Bylaw is tentatively scheduled for approval in April 2019.
