editorial Welcome to this week’s editorial, Next Tuesday’s Council mee@ng will see our councillors make the BIGGEST decision of their poli@cal Vol 16when September 15th lives they 7th, vote2017 to accept a tender in excess of $60 million dollar to further design and construct 28 December Vol 48 111April July 27th 12th 2018 20192017 the Mackay Park project in Batemans Bay. The councillors are NOT going to reveal how much the building will cost because that shall remain a secret.

We know they have a guaranteed $55 million for the project but, based on advice from a consul@ng quan@ty surveyor, they were given the heads up that they beEer find more dollars. So the councillors sat around and discussed, in secret, what they intend to see by way of parks, reserves and assets including selling the Batemans Bay Informa@on Centre for $1 million (dreaming). They also looked at where they could move money from within their restricted accounts and came up with a brilliant idea to use Sec@on 94 contribu@ons as a short term buffer in order to “Move Forward” and turn a sod on the project.

This last “great idea” of using Sec@on 94 money (levied monetary contribu@ons for public ameni@es required as a consequence of developments) is the by-product of ‘behind closed door’ workshops.

Most of the councillors will now enter the chamber on Tuesday cocksure that they will have the vo@ng numbers required to see the tender approved for an undisclosed sum thereby also endorsing the sale of unnamed assets, unnamed parks and reserves and taking out loans of undisclosed amounts to cover the tender.

They are also confident that they have the dollars required for ‘con@ngencies’ from their Sec@on 94 funds. Certainly enough to cover their backsides un@l the next Council elec@on in September 2021. From then on if the project blows out and the opera@ng costs far exceed the over inflated incomes then that will be the problem of the next council—and will have to be met by the ratepayers.

So in a nutshell. Next Tuesday councillors will vote to spend a secret amount of ratepayer money and agreed to sell off a secret stash of ratepayer assets to pay for a building that will cost an undisclosed amount and if it fails we will all have to pay an unknown amount more in our rates. EPA orders Stop Work on forestry opera#ons in South Brooman State Forest Vol 16 September 15th 2017 The NSW Environment 28 December 7th, 2017Protec@on Authority has issued Vol 48 111April July 27th 12th 2018 2019 Forestry Corpora@on of NSW with a Stop Work Order to cease tree harves@ng in part of South Brooman State Forest near Bateman’s Bay. It is the second #me in less than a week that a Stop Work Order has been issued to Forestry Corpora#on.

EPA Execu@ve Director Regulatory Opera@ons Carmen Dwyer said “Officers allegedly found 26 hollow bearing trees that were either felled or damaged, with many of these trees also not iden@fied and mapped in the planning phase. This area is known to be home to several threatened species that use hollow bearing trees. The Yellow-bellied Glider, the Glossy-Black Cockatoo and the Powerful, Masked and Sooty Owls are all listed as vulnerable species and may use hollow bearing trees for habitat” .

“The importance of iden@fying, mapping and protec@ng these vital trees is a key requirement and there should be proper processes in place to ensure compliance.”

ARer the recent Black Summer bushfires, the EPA imposed addi@onal site-specific condi@ons on the exis@ng strict environmental controls – called the Coastal Integrated Forestry Opera@ons Approval (IFOA) – to mi@gate the specific environmental risks caused by the bushfires at each site, including impacts on plants, animals and their habitats, soils and waterways.

The order ensures that no further tree harves#ng takes place in the area where the trees were felled for 40 days, or un#l the EPA is confident that Forestry Corpora#on can meet its obliga#ons to comply with the IFOA including the site-specific condi#ons. The inves@ga@on into the maEer is ongoing and noncompliance with the Coastal IFOA can aEract a maximum penalty as high as $5 million.

Independent NSW MP and South Coast resident Jus#n Field has welcomed the order to Forestry Corpora#on a3er mul#ple acts of illegal logging were iden#fied by local residents and has called for the maximum penalty for the illegal ac#on and a moratorium on all logging in burnt forests un#l a statewide ecological assessment of the poten#al impacts of post fire logging are understood.

Mr Field said "The stop work order was issued aRer evidence was found that 26 cri@cal hollow bearing trees that are required to be protected under new post-fire logging rules had been logged".

"This is the second stop work issued by the EPA within the last week, aRer the agency found it had felled two giant trees in contraven@on of forestry rules.

"Forestry Corpora@on had been logging burnt areas within the South Brooman State Forest aRer being granted special condi@ons in February/March 2020. The rules specify that all hollow bearing trees are to be leR standing (Clause 22). These hollows are cri@cal habitat for many species recovering aRer the fires. Locals have documented and reported numerous incidents where these cri@cal habitat trees have been felled, Mr Field said.

“This is unforgivable and unexplainable and the book needs to be thrown at Forestry Corpora@on. With as much as 85% of South Coast forests having been burnt in last season’s fires, every habitat tree is cri@cally important for the recovery of na@ve species. beagle weekly : Vol 165 July 24th 2020

Shire Mayor welcomes infrastructure spending Eurobodalla Mayor Innes has welcomed new Vol 16 September 15thLiz 2017 28 December 7th, 2017 Vol 48 April 27th 2018 111 July 12th 2019 NSW Government infrastructure spending in the shire while praising Council’s delivery of bushfire recovery projects in the face of COVID-19.

Speaking at the newly replaced Rosedale footbridge on Friday 24 July, Clr Innes said she couldn’t be happier for the villagers, “this footbridge gives back the north and south access the people of Rosedale have enjoyed for genera@ons, lost during the bushfires”.

Rosedalian David Boardman has been associated with the village for 54 years and echoed that sen@ment, “It’s all one Rosedale and now we’ve re-established the physical connec@on.”

Council’s construc@on coordinator Greg Knight said the previous bridge was built from soR-wood @mbers and burnt in the fires despite efforts by residents to put it out.

“This new bridge has stronger @mbers and a fibreglass deck – we expect this bridge to be around upwards of 50 odd years,” Mr Knight said.

Also present at the Rosedale footbridge, Bega MP Andrew Constance said the reconnec@on of north and south Rosedale was another step forward in community recovery, with the footbridge funded by Disaster Welfare money, and Council works crews again delivering.

Mr Constance took the opportunity on Friday to announce significant infrastructure spending in Eurobodalla, including $3.1 million for local roads in the shire and $2.48 million for marine infrastructure across the Eurobodalla and Bega Valley shires.

At the Brierleys Boat Ramp on Moruya’s North Head, Clr Innes said the grant included significant upgrades to boat ramp facili@es at Hanging Rock in Batemans Bay, a new pontoon for Narooma’s Apex Park boat ramp, facili@es upgrades at Mossy Point boat ramp, and new facili@es and upgrades for the Brierleys boat ramp.

“Considering what we’ve been through with bushfires and COVID-19, I think the community will be reassured to see that Council has proac@vely sought funding to improve our shire,” she said.

“With this money we will deliver some excellent projects for our boaters and fishers, and for the wider community. When travel is safe again, tourists wan@ng to share our unique coast bring economic benefits to us all.”

$3.1 m in new road projects for the Vol 16 September 15th 2017 Eurobodalla 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 $3.1 million has been announced towards the fixing local roads program, suppor@ng nine projects in the Eurobodalla which will improve local roads in our communi@es and create regional jobs.

In making the announcement the Member for Bega Andrew Constance said the Fixing Local Roads is a vital program for local councils to assist in delivering the smaller projects that make a difference to our local communi@es.

“The Australian Government commiEed $191 million to build on the NSW Government’s $500 million Fixing Local Roads program, ensuring even more regional communi@es benefit, faster.

Eurobodalla Shire Council will lead these projects whilst also contribu@ng to the project cost.

Changed traffic condi#ons on the Princes Highway between Jeremadra and Batemans Bay Motorists are advised changed traffic condi@ons to accommodate the delivery of bridge segments along Vol 16 September 15th 2017 28 December 7th, 2017 Vol 48 April 27th 2018 111 July 12th 2019 the Princes Highway between Jeremadra and Batemans Bay are set to be in place from next week.

The ongoing changes will allow for the safe delivery of concrete bridge segments from the pre-cast facility at Jeremadra, south of Mogo, to the Batemans Bay Bridge replacement construc@on site.

The segments will be delivered to site along the Princes Highway to Batemans Bay from the week commencing Monday 27 July, weather permiTng. A total of 166 segments will be delivered under NSW Police escort between 6am and 7am, 9.30am and 2.30pm and 4.30pm and sunset during weekdays and between 6am and 8am on Saturdays, weather permiTng. To minimise impacts to motorists and the community, the deliveries will not occur during peak holiday periods, at night or on Sundays and public holidays.

The deliveries will also avoid bridge opening @mes of 11.45am and 2.20pm.

Delivery is expected to con@nue un@l late 2020 and motorists can check Live Traffic NSW for updates.

All road users should follow the direc@on of the NSW Police escort if they are travelling during segment delivery @mes.

Motorists may experience delays of up to 10 minutes due to slower truck speeds and reduced speed limits of between 60 km/h and 80 km/h on sec@ons of the Princes Highway, and may also experience intermiEent delays due to trucks crossing bridges at reduced speeds of 10 km/h along the delivery route.

Motorists are advised to drive to the condi@ons, safely use designated overtaking lanes and follow the direc@ons of signs and traffic control.

Council facili#es close temporarily in response to Vol 16 September 15th 2017 28 December 7th, 2017 Vol 48 COVID-19 111April July 27th 12th 2018 2019 Like many businesses, Eurobodalla Council will err on the side of cau@on and close some of its facili@es un@l there is a clearer picture of the Batemans Bay COVID-19 situa@on.

From Monday 20 July, Surf Beach and Brou waste management facili@es will be open only for bushfire cleanup contractors, tradies, and commercial contractors, not the general public. Moruya waste transfer sta@on will stay open for domes@c waste, allowing rural residents not on kerbside collec@on to get rid of their waste.

Batemans Bay Visitor Informa@on Centre is closed, along with the Council depot.

The community centre is open, but only to those with an exis@ng booking and a COVID-safe plan in place.

Eurobodalla’s three libraries at Batemans Bay, Moruya and Narooma are closed for public browsing but open for click and collect. Contact the libraries or visit the website for details - www.esc.nsw.gov.au/libraries The Basil Sellers Exhibi@on Centre in Moruya is closed.

Council’s administra@on building in Moruya is open for now, however, in line with the Premier’s advice to limit unnecessary travel, residents are asked to do their business with Council online or over the phone. Only customer service staff will be available at the front counter for the @me being.

Sportsgrounds, playgrounds and outdoor gyms are open, and essen@al services such as household bin collec@on, water, sewer, and most administra@ve services are opera@ng as usual. This includes the hard waste (junk) collec@on, which kicked off today in the south of the shire.

These temporary measures will be reviewed as the week progresses.

Funds to help environmental bushfire recovery Vol 16 September 15th 2017 Eurobodalla Council has received more than $1.8 million 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 funding to bolster environmental recovery efforts following the Black Summer bushfires.

The funds will help rehabilita@on and restora@on work throughout the shire by improving na@ve revegeta@on, outcomes for wildlife, soil and water quality and biodiversity, as well as managing invasive species.

About 80.7% of the Eurobodalla Shire was burnt in the fires. Seven months on, Eurobodalla Council’s natural resource supervisor Heidi Thomson said future Above: Emma Patyus and Heidi Thomson from Council’s environment team assess the damage along a sec#on of the environmental management required significant resources.

“Environmental regenera@on across the shire has been quite varied - in a lot of cases it depends on the intensity of the fire when it went through,” she said.

“Some areas are regenera@ng really well, beEer than we would have thought, whereas others are preEy slow to take off.

“The focus has been on high priority sediment and erosion control, but now it’s geTng more strategic.”

Ms Thomson said one of the biggest issues was geTng on top of the weeds, which were regenera@ng as quickly as the natural vegeta@on.

“We oRen get calls from residents wan@ng to iden@fy weeds growing on their property. A lot of the plants coming up people haven’t seen in a long @me because their seeds are s@mulated by fire,” she said.

“We urge landowners to be aware of changes on their property, and if they think something’s not quite right, they can call us for advice. We also have a great video on our YouTube channel showing the different types of plants likely to be sprou@ng in burnt areas – the good and the bad.”

Of the recently-announced funding, Council will use $250,000 to help owners of fire-impacted land combat high-threat agricultural weeds, focussing on the Tuross and Buckenbowra River valleys. A further $1.1 million over three years will be used for sediment, erosion and weed control on private and public land to minimise impacts to water quality and estuary health.

Almost $50,000 from WIRES will help Council con@nue its work with community groups making and installing nest boxes in bush close to burnt areas.

Landcare Australia also allocated grants to some of the shire’s valuable local Landcare groups for things like sediment and weed control; at PreEy Point, the Deua Valley, Surf Beach, Lilli Pilli/Malua Bay and Rosedale; while funds from the Biodiversity Conserva@on Trust will be used for a strategic project to improve the bio-cer@fica@on area at Broulee.

A south-east catchment and waterways bushfire recovery plan will also be developed in partnership with Eurobodalla, Bega and Shoalhaven Councils to strategically plan for region’s recovery in the medium to long-term. beagle weekly : Vol 165 July 24th 2020

Boa#ng grants fail to impress boat users in the Eurobodalla During a press call at Brierleys boat ramp today the Member for Bega announced that $2.48 million in NSW Government funding would be provided to support Bega Valley Shire Council and Eurobodalla Shire Council Vol 16 September 15th 2017 28 December 7th, 2017 Vol 48 April 27th 2018 111 July 12th 2019 plans for six new boa@ng infrastructure projects allocated under the NSW Government’s Round 3 of the Boa@ng Now program which supports infrastructure projects to improve boa@ng access, ameni@es and safety for NSW boaters. The program is funded from boa@ng licence and registra@on fees which are reinvested back into ini@a@ves that improve boa@ng for local communi@es.

The round was established to allow local councils, boa@ng and community groups, as well as private sector organisa@ons, deliver new or upgraded boa@ng infrastructure, including boat ramps, jeTes, wharves, car and trailer parking, dinghy storage racks and sewage pump-outs.

The six projects will involve: · Hanging Rock boat ramp $300,000 - Building a 30-metre long boat rigging bay, upgrading the boat washdown area with improvements to the pavement and an addi@onal tap, extending the southern pontoon and upgrading signage and ligh@ng; Right: It is understood that this pontoon will most likely be installed to service Marine Rescue and avail them a safer pontoon to access their vessels in a similar way to the locked and gated pontoon recently installed at Preddeys Wharf Moruya for the Marine Rescue vessel moored there.

"The new facility at Brierleys boat ramp is most surprising as it is very rarely used simply because it is very shallow and adjacent to nipper beds, and has long been in disrepair. Presently anyone with any physical incapacity launches at the Moruya Town wharf so that they can safely use the pontoon there. I have to wonder who the Council and the Local Member have been talking to.”

“We welcome the money being spent in the region but the news comes as a surprise as we only met the Mayor and the Director of Infrastructure, Mr Warren Sharpe just last week and they made no men@on of these facili@es being advocated for. Meanwhile the many sugges@ons that have we have put forward remain ignored.”

Harry Watson Smith of the Batemans Bay Boaters Associa@on said of the announcements that, while the Associa@on welcomed the funding the amount made available pales when compared to the road funding that was announced. He told The Beagle that he welcomes the maintenance elements hoping that this will be a turning point where Boa@ng Now looks to inves@ng in both new infrastructure while maintaining old such as the poorly maintained pontoon at Narooma that will now be replaced.

"The car parking improvements at Mossy Point will be welcome by those who use this ramp but in all honesty this is not marine infrastructure improvements; nor is the rockwall works on Crown Land".

"Most importantly from today's announcement is the incongruous revela@on that Pambula River will receive a new three lane boat ramp while at the same @me Eurobodalla Council proposes to close a popular and very well used town boatramp and offer a single lane sand ramp that is not fit for purpose as an alternate".

"Once again we see Bega Shire actually providing new marine infrastructure while Eurobodalla dresses up carparking, line marking, improves taps and uses the funds to provide toilets that should be built with public reserve funds. The state’s peak business organisa@on, Business NSW, said that a Youth Jobs Guarantee is one of the top ten priori@es needed to recharge the economy as we recover from the impacts of COVID-19. These top ten priori@es are detailed in a new Business NSW report called Back On Track.

“This week’s Economic and Fiscal Update from the Federal Treasurer must give the business sector confidence about the road ahead, par@cularly given the new risks that have emerged in Victoria,” said Adam Zarth, Execu@ve Director of the Capital Far South Coast Region.

“Uncertainty about the health crisis and the future of business support programs, such as JobKeeper, is having a massive chilling effect on the appe@te of business owners to hire staff and invest for the future,” Mr Zarth said.

“The Recovery Drivers discussed in our report are aimed at ensuring that businesses stay open, staff are rehired and that the founda@ons for future economic growth are set in place.”

“These Drivers include a Federal and State Government Compact commiTng to returning unemployment to below 6 percent by June 2022, providing greater certainty on the pathway ahead for businesses currently affected by restric@ons, suppor@ng young people through a Youth Jobs Guarantee and replacing JobKeeper with a new rebate to protect vulnerable jobs.”

“Our future living standards depend on our resolve to reduce the cost of doing business and improving compe@@on in markets. That is why we urgently need regulatory reform to drive business growth, concrete steps to improve NSW’s energy outlook and investment in new infrastructure to unlock economic capacity in regional areas.”

“We would also like to see greater co-opera@on, including through Na@onal Cabinet, to implement overdue reforms to federal financial rela@ons, payroll tax and workplace rela@ons.”

Business NSW conducted a Business Recovery Survey of more than a thousand businesses in June 2020 to beEer understand the opera@ng environment and to iden@fy what needs to be done to navigate the crisis through to the other side.

The survey suggests there are significant challenges ahead.

“In this global crisis, Australia has an opportunity to seize and then capitalise on its reputa@on as a safe and reliable place to invest, work and study,” Mr Zarth said.

Data loggers are aEached to the main water meter to track water at a site and help iden@fy both leaks and paEerns of usage.

Council’s business water efficiency officer Ciska White said it had been reassuring during COVID closures to know that Council would be alerted to poten@al water leaks even when schools and business were closed.

“Data loggers really come into their own during periods where no water is being used at a site, such as overnight or during school holidays,” she said.

“We set up alert systems so that if a school is using, for example, 20 litres of water a minute at 1am when no one is there, we probably have a water leak of some kind.

“We were alerted to a couple of leaks at sites that were closed due to COVID in April where leaks may have gone undetected for quite some @me had it not been for the data loggers.

“Together with local schools and businesses we’ve saved many thousands of litres of fresh water from going down the drain for no reason every year.”

Ms White said some of the leaks might have been detected eventually by staff or patrons, good maintenance schedules or unexpected quarterly bills, but the data loggers made early detec@on so easy.

“They also give schools and businesses the opportunity to become more engaged with their own water-use paEerns and look for ways to conserve water through staff and customer educa@on,” she said.

“If you don’t have a data logger, you can also check for leaks at your home or businesses by taking a meter reading at the end of the day and then again first thing in the morning.”

Local accommoda@on businesses can contact Ms White to access a range of water-saving educa@on s@ckers that can be used to help visitors to conserve water.

COVID-19 will cost Australia’s superannua#on industry $3 trillion in foregone growth by 2040.

Prior to COVID-19 Australia’s superannua@on savings were projected to climb to $10 trillion over the next Vol 16 September 15th 2017 two decades, but COVID-19 has seen this figured revised down to $7 trillion, according to Rainmaker 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019 Informa@on.

This assessment is based on results from its Superannua#on Projec#on Model that compared two strategic scenarios: pre-pandemic growth expecta@ons with post-pandemic expecta@ons. This modelling factored in Australia’s recession, rising unemployment, lowering superannua@on contribu@on levels, lower long-run super fund earnings expecta@ons and reduced popula@on growth.

About half of Australia’s popula@on growth is driven by net immigra@on and this is highly likely to be impacted by interna@onal border closures and travel restric@ons. The longer this impact lasts the bigger the dampening effect on Australia’s economic growth.

“This lower projected outlook for superannua@on savings outlook could have significant economic consequences on Australia if it is not carefully managed,” said Alex Dunnin, execu@ve director of research and compliance at Rainmaker Informa@on.

“Super funds are major investors into Australia’s economy with their investments spanning infrastructure, property, purchase of government bonds, company shares, agribusiness, seeding start-ups and energy projects. Three trillion dollars less in available capital could have major ramifica@ons.”

Dunnin said that superannua@on will however remain a massive pool of savings available to boost re@rement living standards and help the na@on’s economy for decades to come. The release of Rainmaker’s latest superannua@on projec@ons come aRer the announcement that almost $30 billion has already been withdrawn by distressed super fund members as part of the Early Release of Super scheme.

On top of this, the Rainmaker MySuper performance index is expected to show that 2019-20 delivered average returns of -0.7%, the lowest returns since the Global Financial Crisis.

Despite the slower than expected long term growth in superannua@on savings in coming decades, Rainmaker s@ll expects the major long-evident strategic shiRs in superannua@on to con@nue.

These industrial shiRs include; the con@nued increase in dominance of not for profit (NFP) super over retail and self-managed super as well as the propor@on of superannua@on savings owned by re@rees will con@nue to rise.

Dunnin said “We are already seeing this playout with these sectors working hard to become much more efficient, lower their fees, develop new lines of business, new channels and pla\orms”.

“While re@rees currently own about 30% of all superannua@on savings, by 2040 they could own up to 44% of it. Rainmaker projects the share of re@rement savings managed by each segment to change profoundly,” said Dunnin.

“This will fuel pressure for con@nued reform of Australia’s superannua@on policy”, he added.

Gently push 2 cubes onto each of 16 small skewers. Combine vegetable and sesame oils, yuzu juice, salt and pepper in a large shallow bowl, add skewers and set aside to marinate for 30 minutes, turning the skewers occasionally. Meanwhile, combine mayonnaise and wasabi paste and set aside un@l needed. Heat a barbecue or char-grill plate. SPORTING CONFERENCE.—At a meeting of the committee of the Moruya Registered Race Club, held last week, it was unanimously decided to comply with a request made by the Bega Jockey Club to form a Union of Race Clubs embracing Major’s Creek, Bateman’s Bay, Moruya, Cobargo, Bega, Bemboka, Candela and Pambula, to be known as the “Far South Coast Racing Association.” If registered racing is to continue in the South Coast towns named with any degree of success, a Conference of Delegates from each club must be held, a Union established, a proper rotation of dates decided upon for meetings—the number of which in each locality to be increased—and many important details discussed and arranged.

The present is an opportune time for the establishment of such a Union, so let us hope that the Clubs interested will lose no time in its formation.

INVALID AND OLD-AGE PENSIONS.– In the Federal Parliament Mr. Austin Chapman asked the Treasurer: - 1. Is it a fact that many old-age and invalid pensioners are suffering great hardships owning to the high cost of living? 2. If so, in view of the difficulties experienced by pensioners, will the Government favourably consider the necessity for increasing the amount of pension in conformity with the increased cost of living? Sir Joseph Cook: I regret the effect of high prices on the old-age and invalid pensioners, but am unable at the moment to promise further relief. The last increase of 2s.6d per week has absorbed in the six months period £693,000. The total for year will probably be £1,500,000.

SUDDEN DEATH.– An awfully sudden death is reported from Major’s Creek. Mr Thomas Keyte, with his son, Mr T. Keyte, junr., was engaged cutting eucalyptus leaves on the common about a mile from his residence. Both of them had just fallen a tree. Mr. Keyte, with his axe still in his hand, remarked to his son what fine foliage the tree contained. Almost immediately afterwards he fell back. His son caught him in his arms as he was falling, and laid him on the ground. He drew a deep breath, and died. The deceased gentleman was 63 years of age, and was one of the best known and most respected citizens—a model of uprightness and integrity. The doctor’s certificate was that death was due to heart failure. Deceased leaves a widow and large family. Mr. J. Keyte, of Turlinjah, is a brother of deceased. The late Mr. Keyte was well-known in Moruya, especially amongst the sporting fraternity, by whom he was regarded as one of the straightest of straight goers.

1. We had to bring in mandatory quaran@ning in hotels because we couldn’t trust people to stay home aRer returning from overseas.

2. We then had to bring in security, because we couldn’t trust people to stay in those hotels.

3. We then had to bring in ADF, because we couldn’t trust the security guards not to have sex with those in quaran@ne in the hotels.

4. We had to get the police to door knock and check up on people because we couldn't trust those who were meant to be self-isola@ng to actually stay at home.

5. We also have to have police and ADF reinforce the metropolitan Melbourne zone and state borders, because we can’t trust people to follow the restric@ons.

6. We are now being asked to use masks because we cannot trust people to social distance when they are in public.

7. Through it all, our supermarkets have had to introduce shopping restric@ons because we couldn’t trust people to not to take more than what they needed.

So we can get as mad as we want at poli@cians or health officials for imposing restric@ons, or the country where the virus originated, but essen@ally it’s our own fault that we find ourselves here.

Selfishness and lack of empathy seem to be as much of a disease as COVID-19 itself.

Open Le?er to the Mackay Park Sunset Commi?ee Members Dear Sunset CommiEee Members, It seems some in council are grasping at straws to find addi@onal funds for the Mackay Park development and in2017 view of the community's objec@ons to the proposed fate of the Community Centre, it is Vol 16 September 15th 28 December 7th, 2017 April 2018 111 July 27th 12th 2019 toVolbe48 hoped councillors need no more convincing that to pursue any more sales of assets to help finance the Mackay Park project will result in today's equivalent of riots on the streets.

It seems that the GM and Mayor are s@ll expec@ng councillors to approve the go-ahead of the Mackay Park development at next Tuesday's mee@ng which means, of course, that they will have to be convinced beyond doubt that the project offers what the community wants and will be affordable to build, own and operate for its 50-60 year life!

Even more importantly at this @me, because of the magnitude of the impacts of the Mackay Park development for now and decades ahead, Councillors should sensibly defer any decision on the Mackay Park tenders un@l holding an extraordinary mee@ng. That extraordinary mee@ng would be held aRer releasing all the latest informa@on including up-dated business cases, tender prices, etc., allowing for public informa@on and for feedback. There is no longer the stated need for this informa@on to remain "commercial in confidence" - the tenders are in now.

Keep in mind that on top of the bowling club purchase, loans, consultancies' fees, staff @me, etc. - at least some $7 million - so far expended, the total tender price is expected be around $70 million aRer con@ngencies. That means the council will s@ll have a $15 million gap to fill from the $55 million in grants and an earlier loan just to pay for the build and that gap has to be filled from reserves, addi@onal loans, etc. as men@oned in the agenda for the 28 July mee@ng. There will no doubt be further consultancy costs before comple@on and then there are the con@nuing opera@onal, financial and ownership costs for coverage by the next several genera@ons of residents and ratepayers.

Remember in the progressive stages of the development, facili@es and ameni@es have been reduced or cut out altogether from the ini@al scope of the project because we were told they were unaffordable to build and to operate ................ and that was when the es@mated cost was around $48 million!

We in the community, you too, deserve to see the latest numbers before councillors vote for a $22 million more expensive building, which presents a much less significant and a less aErac@ve “Gateway Development”, with fewer ameni@es, than first envisaged in 2016.

There won’t be any more chances for a sensible review if the Councillors fire the star@ng gun on Tuesday so, please, if you agree, tell them to hold off and engage the community with the full story before proceeding.

In a response to ques@ons raised by The Beagle around the future funding of the project in terms of maintenance and opera@onal costs the Mayor writes (July 24th, 2020) : In terms of the ongoing opera#onal costs councillors have been regularly briefed on the whole of life costs associated with the opera#ons of the BBRAALC; this included a detailed analysis of various business models. Ul#mately Council endorsed the Fee for Service op#on at the Ordinary Mee#ng of Council on 10 March 2020.

This decision was based on an updated analysis of revenue and expenditure. The detail included likely replacement costs and #meframes. Councillors are fully aware of the expected construc#on and opera#onal costs for the new building. 12th 2018 2019 boat ramp The Bega Shire get $1.36 million for just two projects, both of which are actual three lane boat ramps.

Hanging Rock “Boat Ramp” gets improved pavements and the surfacing of the wash down area. Marine Rescue receive an extension to their exclusive facili@es with an added floa@ng pontoons in their on-water area.

This spending of boaters licence fees at Hanging Rock is taking place in the lease area of the BB Marina managed by the Sydney development company. The issue is why is the State Government inves@ng in a privately managed lease for the obvious benefit of the lease holders who may close that sec@on of the marina tomorrow, just like they did for the other boat ramp and wharf located in the marina precinct. See Photo right.

The upgraded, classed as a “new” boat ramp, at Brieley’s place next to the Moruya River airport has ques@onable value because it is in very shallow waters behind a sand bank and a difficult passage to the river and almost impossible to the river mouth and open sea.

The ques@on of “who put in these applica@ons and what consulta@on took place with the real on-water boaters and fishers” is again raised. This lack of real consulta@on by the Shire has again come to the fore with the release of the Batemans Bay Waterfront Master Plan & Ac@va@on Strategy currently out for comment.

The firestorm of outrage over the proposed closure of the Clyde Street Boat Ramp should have given the Mayor Liz Innes and Councillor Jack Tait, who aEended today’s announcement, a very clear warning that any par@cipa@on at such an announcement would be greeted with a high level of scep@cism.

The Associa@on trust that if the local print and TV media were at the announcement they would have asked “What happened to the Clyde Street Boat Ramp and why did the Minister not clarify the issue and promise to spend no money in taking away this vital piece of marine asset used by locals and visitor for many years in the past.” We await their breathless praise of the spending of boaters money on tourist facili@es.

Your up to date fishing report from Tackle World Moruya July 10th 2020 Moruya River Vol September 15th 2017 The16 river this week has been a liEle hit or miss. There has been some 28 December 7th, 2017 Vol 48 111April July 27th 12th 2018 2019

nice sized bream caught throughout the system, but they have been few and far between. Down around Preddy’s wharf has seen a few fish taken with the hole in the wall holding a few nice bream. The odd trevally has also been taken, both off the wharf and in front of the hole itself. For those heading upstream, the odd bream has been caught around the front of Mogendoura creek. The flats under the Moruya bridge have been very quiet this week, with crystal clear water star@ng to turn up indica@ng dropping water temperatures and liEle rain fall. This will have the effect of making everything a bit spooky, as there is less cover from above. Running smaller hooks, fresher baits, thinner leaders and less weight to help present a more natural looking bait, is one way to overcome these finicky, spooky fish.

Tuross River There have been a few reports of good sized flathead being seen from the southern side of the lower Tuross system this last week. The fish have been hard to elicit a bite from though, as cooler water temps have given these fish a case of lock jaw. Graham, whilst fishing with Jack last week came across a flathead of about 90cm that was siTng in 2 feet of water right under his boat, that refused all lures presented to it before it swam away. The estuary perch con@nue to be quite conspicuous in their absence from any reported catches this week.

The aggrega@on of luderick that was found last weekend around the boat shed, would have appeared to spread out throughout the system this week, thus making them a liEle harder to target. There should be the odd mulloway holding deep in front of the boat sheds, with live baits and lures working for these fine scrappers.

Rock and beach Now that the big east coast low from last weekend has abated, there are guEers aplenty on most of the local beaches. With the landscape, or oceans scape having had a major change as a result of the amount of water that being deposited on the local beaches. This has had the effect of moving the fish around a bit from where they have been holding last week. In short, get out and explore!

There have been good catches of drummer from the rock ledges this week, as can be seen on the face book page. There have also been a few salmon landed from the stones this week, and we can expect to start seeing the snapper moving into shallower water, as they start to search for post spawn cuElefish carcasses. Fresh caught or good quality squid will be the gun baits, with 5-7” plas@cs that resemble squid tentacles also being great this @me of year.

Offshore There have been a few reports of snapper being caught in 30-40m of water, as have there been a few flathead also gracing the catch boxes of those who have got out post swell. Game fish reports have died off this week, so I don’t have anything to report on that front.
