editorial Welcome to this week’s editorial, There are a plethora of major issues before the Mayor and her Councillors at the moment that need to be addressed as a maCer of urgency. The region and the country as a whole is hurDng with 11% Vol 16 September 15th 2017 unemployment announced and climbing.

Locally we are already above 16% unemployment with much higher figures for underemployment and youth unemployment. Long before the bushfires we were in local recession with more and more shops closing their doors. Things were already grim before the bushfires and then they got worse.

The Dming of the bushfires over the criDcal summer trading months brought a massive financial impact to the region, added to by Covid. Many of our local businesses have aCempted to soldier on as best they can and as a community we have done what we can to support them with our own diminished incomes.

Fortunately there has been a moment of fiscal respite via two $750 payments to the many shire residents supported by Social Security. The Job Keeper and Job Seeker payments are also helping but the crunch will come in six weeks to learn what will happen next. In all we are doing it as best we can but collecDvely we are doing it hard. What we need is leadership and vision to support the community to recover.

From a Federal and State level we are hearing of major injecDons of funding into infrastructure projects to employ and sDmulate. But locally we have no projects that qualify. Yes, we have the Batemans Bay and Nelligen bridges, the Spine Road connecDon and the Dunns Creek Road upgrade but that is old money which will employ very few of our locals who don't have the skills required of those projects.

Our trades might benefit from the proposed new hospital however the evidence is that larger out of town companies win those tenders. The same will apply to the proposed Mackay Park project. Yes, there may be a short term spike as workers move into the area to rent, to eat and to shop but then they move on. And our locals are leJ out of the loop and remain at square one.

Eurobodalla Council has a major role to play in the recovery process as their planning policies, their fees and charges and their procurement pracDces each plays a vital role in the affordability of the area from both a residenDal and investment point of view. The ESC has adverDsed a new posiDon. They are seeking a Manager, Economic Development and Place AcDvaDon offering $114K pa. plus a vehicle saying the appointee’s job is to revitalise our depressed town centres by filling empty shops, driving people to town centres, and crea"ng a night economy.

The shops were emptying before the bushfires, based primarily on market forces of supply and demand where the demand for goods from tradiDonal shop fronts was waning. Target in Batemans Bay was an example and soon aJer Harris Scarfe in Moruya came under threat. In Narooma Smyths closed their doors aJer decades of trading.

The cause? Shoppers were going on line for greater choice, for cheaper prices and for convenience of having goods delivered to their door. Adding to the impact of slowing demand was the steady rise in compliances, licences, rates and fees imposed by Council. In the end it was too much for many and the doors began to close. Long before the bushfires. Long before Covid.

Now Council proposes to find an expert to fill empty shops and drive people back to town as well as create a night economy saying "The Eurobodalla Shire Council has set itself an exci"ng and evidence-based strategic direc"on to grow its economy and drive recovery post the devasta"ng fire season. An exci"ng part of this economic growth agenda is ac"va"on of our town centres by iden"fying key investment opportuni"es and renewing retail and visitor precincts."

From their own pen Eurobodalla Shire Council says they have "set itself an exci"ng and evidence-based strategic direc"on to grow its economy and drive recovery post the devasta"ng fire season." Unfortunately they haven't told the community, nor engaged with the community about this "exci"ng and evidencebased strategic direc"on".

This week we learnt that the council intended to break its promise to the community and consider leasing the Batemans Bay Community Centre to a third party for two years. With no consultaDon or warning. We also learnt that they had decided to remove the Batemans Bay boat ramp and replace it with a park. Again with no consultaDon. All too oJen, it seems, the Mayor and her council is claiming to be MOVING FORWARD however it is soon revealed they are not including the community in the process and rather than consulDng with the community they consider a "conversaDon" as a one side presentaDon that announces a decision they have already made behind closed doors.

So now we learn that they will be engaging an expert at $104,000 per year with a car thrown in to "iden"fy key investment opportuni"es and renew retail and visitor precincts." Good luck with that is all we can say if Council fails to leave the community in the dark as it will be the community who will be the ones who invest, will provide the demand of retail and will aCend the visitor precincts. And they are going to need expendable funds to do so, which is something we simply don't have.

NSW Health is also contract tracing casual contacts of the pair while they were staying at the BIG4 Bateman’s Bay East Caravan Park, Wharf Rd, North Bateman Bay on Monday 13 and Tuesday 14 July, 2020.

While invesDgaDons are underway, anyone who aCended the Batemans Bay Soldiers Club between 7pm to 9:30pm on Monday 13 July or the BIG4 Bateman’s Bay East Caravan Park from Monday 13 July and Tuesday 14 July should come forward for tesDng. Southern NSW Local Health District (SNSWLHD) has confirmed nil reported cases which have been idenDfied within the District @ 2300 hours, Thursday 16 July, 2020.

This maintains the total number of posiDve cases for SNSWLHD at 55 following a total of 20 440 tests.

While others in the community must watch for respiratory symptoms or fever, and if they occur, isolate and get tested for COVID-19 right away.

To ensure people can get tested quickly, SNSWLHD has arranged a COVID-19 Pop-up clinic at the Hanging Rock Oval Car Park (near the funcDon centre) on Beach Road, Batemans Bay. The clinic will be open from 9:00am to 2:00pm on Saturday 18 July, Sunday 19 and Monday 20 July, 2020.

It’s essenDal that we all take the risk of transmission very seriously and take steps to protect ourselves and loved ones: - If you have even mild symptoms, a cold or cough, get tested and stay home unDl you’re cleared.

- Keep your distance from others at all Dmes even if you are well.

Boaters advised to take extra care Boaters are advised to take extra care with heavy seas and gale force winds evident along the South Coast and Central Coast due to an east coast low pressure system off the coast.

“The seas are likely to be very rough and localised flash flooding is expected which may impact the South Coast and will be more severe if the trough moves north to the Central Coast. Although it is winter and there are fewer boaters on our waterways, it is school holidays and skippers need to remain vigilant if children are on board.

“Everyone should wear a lifejacket at all Dmes and, if bad weather impacts your trip, skippers should find a well-protected waterway as a Plan B, or not head out on the water at all. Skippers and owners of small boats should be on high alert and check the condiDons before considering crossing a coastal bar or heading offshore.

“While condiDons are expected to ease by Wednesday, large ocean swells are likely to persist for some days and crossing ocean bars will remain a challenge for navigaDon. NSW MariDme strongly recommends reconsidering your need to be out on the water in those affected areas over the next few days.”

Every skipper is responsible for the safety of their vessel and everyone on board.NSW MariDme and Centre for MariDme Safety offer the following safety Dps include: · Ensure your boat and its equipment are suitable for the condiDons. · Log on/off with Marine Rescue NSW via marine radio, phone or mobile app. · Ensure that you and everyone on board your vessel is wearing a lifejacket at all Dmes, especially during unpredictable condiDons. · Ensure your vessel’s mooring is secure due to the strong winds.

Got a trunk worth of junk?

Residents can rid themselves of unwanted bulky items when Eurobodalla’s annual hard waste collecDon kicks off next week.

The kerbside collecDon 28 December 7th, 2017travels south to north, beginning at Tilba and North Narooma on Monday 20 July and Vol 48 April 2018 111 July 27th 12th 2019 finishing at South Durras in late September. Eurobodalla Council’s manager of waste services Amanda Jones said the hard waste collecDon included fridges, microwaves, rolls of carpet, garden tools and furniture.

“Households can put out up to two cubic metres of those bulky items too big for their bins,” Ms Jones said.

“We’re asking residents to separate metal items from other items like furniture. One truck will collect metal for recycling, a second will collect all other items except fridges, freezers and air-condiDoning units, which are collected by a third truck.”

Ms Jones requested people put out their hard waste items just prior to collecDon in their area. “That keeps everyone safe and neighbourhoods looking beCer,” she said.

Ms Jones said televisions and computers, monitors and printers would not be collected but could be taken to one of Council’s waste management faciliDes free of charge at any Dme. “Other bulky items that won’t be collected and should be taken to a waste facility includes maCresses, tyres, motor vehicle parts, vegetaDon and building materials,” Ms Jones said. “Importantly, we won’t be collecDng burnt waste material. It’s been a tough year for all and residents can take their bushfire debris to waste faciliDes at Surf Beach or Brou, with loads up to two cubic metres accepted at the Moruya transfer staDon. “If you haven’t already, you can sDll take a trailer load of burnt household waste and vegetaDon to either Surf Beach or Brou for free.”

Chemicals and hazardous materials will not be collected in hard waste pickup, however paint, gas boCles and oil can be taken to Council’s chemical cleanout collecDon in September or to the Community Recycling Centre at Surf Beach at any Dme. Callers to the 1800 999 880 COVID line will be provided with informaDon on tesDng eligibility and clinic Dmes and locaDons.

These sites include Goulburn Base Hospital, Queanbeyan District Hospital, Eurobodalla Health Service (Moruya), South East Regional Hospital, Cooma District Hospital, Jindabyne Clinic and Yass District Hospital.

Also included are the ‘Pop-up’ clinics at Malua Bay, Hanging Rock, Merimbula and Crookwell.

Moruya Repair Cafe Opening August 2020 Vol 16 September 15th 2017

28 December 7th, 2017and Sustainability Alliance (SHASA) Vol 48 April The Southcoast Health 111 July 27th 12th 2018 2019 and the Eurobodalla Shire Council are collaboraDng to set up a Repair Cafe for the residents of the Eurobodalla. It will be located in the the Basil Sellers ExhibiDon Centre aCached to the Moruya Library and will operate from 10am-2pm on Tuesdays.

Members of the community will be able to bring in items for repair. There will be a three step process of assessment Step 1 - assess whether an item is repairable; Step 2 - idenDfy whether the item can be repaired by the Repair Café Step 3 –advise of alternaDve local repair opDons if the Repair Café is unable to repair the item The Moruya Repair Café will also provide an opportunity for members of the community to drop in and network with other people, thereby enhancing general well-being and promoDng recovery in the wake of the recent bushfires and Covid-19 pandemic.

We need volunteers to: welcome those seeking help to fix items and fill in a register with details about the repairs undertake, or teach others to undertake, sewing repairs (using a machine or by hand) inspect and clean vacuum cleaners or other appliances that may not have not been maintained and do not work properly fix electrical goods (one SHASA member is undertaking tag and test training and SHASA will cover the cost of other volunteers to do this training) organise tea and coffee and/or bake biscuits and cakes for the Repair Café help with seYng up and packing away the Repair Café each week promote the Repair Café by puYng up posters, seYng up a social media site etc.

Shipping container debris washes ashore South east swells have brought more than crashing waves to Eurobodalla’s coastline, Vol 16 September 15th 2017 as containers 28 December 7th, 2017and facemasks Voltakeway 48 2018 111April July 27th 12th 2019 wash onto the shire’s beaches.

Eurobodalla Council’s manager of environmental services Deb Lenson said these were the first deposits to reach Eurobodalla following a shipping container spill in May. “The APL England lost 50 shipping containers into the sea while on route to Melbourne,” Ms Lenson said.

The Tangaroa Blue FoundaDon has been tracking the spill debris since the containers were lost. Council’s environmental educaDon officer BernadeCe Davis said items like plasDc takeaway containers and unused facemasks had begun washing ashore yesterday.

“It is important to remove these items, but it is equally important to record what we find,” Ms Davis said.

“The best way to help at your local beach is to track and record where and how many items are washing up. Simply enter those details into the Australian Marine Debris database, an easy to use phone app.”

Employment project wins award, funding It’s been a big month for Eurobodalla Council’s Employment RevoluDon, with the project winning a presDgious award well as funding to extend its youth jobs project for a further 12 months.

Vol 16 September 15thas 2017 28 December 7th,Employment 2017 Vol April The48 Eurobodalla RevoluDon partners with local employers, government, agencies and 111 July 27th 12th 2018 2019 educaDon providers to connect job seekers with employment and training opportuniDes. It had two focuses; filling jobs in health and community services, Eurobodalla’s fastest growing employment sector, and connecDng people aged 15 to 24 with training and job opportuniDes. While the component focussing on the health sector wrapped up in June, the NSW Government recently allocated $150,000 to conDnue the team’s work to improve employment outcomes for youth.

The announcement came as the project was chosen from 182 entries to win the Community Partnerships and CollaboraDon award of the NSW Local Government Professionals Awards, in the 60,000 populaDon and under category.

Council’s community development manager Kim Bush was thrilled by the news of the award – but she’s even more thrilled by the project team’s achievements.

“This award is a real testament to the role of local government in being able to collaborate and partner with exisDng organisaDons and business in our community to deliver improved local employment outcomes,” she said.

“In such a short Dme the small but hardworking team was able to make a real impact into improving unemployment in Eurobodalla and upskilling our local job seekers, while importantly working with industry to support local workforce needs.”

One of the project’s original targets was to get 50 young people into jobs to reduce Eurobodalla’s local youth employment by 3 per cent.

“We ended up helping 88 young people into jobs, a fantasDc achievement, and we also helped another 110 people into jobs in the health and community services sector,” Ms Bush said.

Some of the project’s iniDaDves over the past 18 months included an innovaDve youth traineeship program, a successful health jobs expo, a 70-page health and human services career guide, a Jobs and Training Facebook page, weekly jobs and training email updates, as well as ongoing personalised support and advice to both businesses and job seekers.

Ms Bush said the team was planning to open a “youth job shop” in Moruya soon. It will also go on to compete at the NaDonal Awards for Local Government later this year.

The Eurobodalla Employment RevoluDon is funded through the Australian Government’s Regional Jobs and Investment Program and the Regional Employment Trials program, the NSW Department of EducaDon and Eurobodalla Council.

Market Garden Internship Program opens at Stepping Stone Farm.

2020.

Aspiring market gardeners are invited to apply for internships at Stepping Stone Farm, a unique training facility on a working farm 8kms west of Moruya NSW. StarDng in September 2020, the one year hands-on and immersive training program will be led by Joyce Wilkie, a farmer and educator with more than 35 years’ experience. Interns can expect to learn all aspects of running a successful commercial market garden including planning, preparaDon, producDon, sales, distribuDon and using adapDve farming pracDces.

The 2020 inaugural internships are offered free with no fees, full Dme (35 hours a week) with some flexibility to allow students to work part Dme in paid employment if necessary. Wages or other payments are not offered to interns in the program. Interns are expected to support themselves financially for the 12-month program and organise their own accommodaDon near Moruya and reliable transport to and from the training farm.

Stepping Stone Farm Inc is an iniDaDve of Sustainable Agriculture and Gardening Eurobodalla Inc (SAGE), a not-for-profit, community based organisaDon whose mission is to create and support a NSW South Coast sustainable fair food economy and food sovereignty for local communiDes. SAGE manages the awardwinning SAGE Farmers Market and e-Market in Moruya, supports chariDes with food and runs a popular program of educaDon and events. The aim of the Stepping Stone Farm intern project is to create jobs, secure the food supply and serve the community.

Applicants should ideally have 12 months farming, gardening, or relevant experience and be aiming to establish or work in a commercial market garden business at the end of the program. You must be able to work in Australia, speak English, and have literacy skills necessary to study, communicate and operate a business. You should also be physically fit and able to do manual farm work.

You might not be aware of it but there are many properDes and areas in the Eurobodalla that are on Crown Land and either leased directly from the Crown or are under the care and control of the Council or other government agencies.

A few examples are The Boatshed on the foreshore in Batemans Bay, leased directly from the Crown for a nominal fee as are the Batemans Bay Beach Resort owned by Council and the Batemans Bay Marina. Added to this is the Hanging Rock Reserve.

Throughout the region you will find Crown Reserves under Council's care and control that they either maintain or lease out such as the beach side caravan parks at Mourya North Head, Tuross Head, Dalmeny and Narooma. Most of our boatsheds are on Crown lands.

Under the Crown Land Management Act 2016 (the Act) the NSW Government is required to create a State Strategic Plan for Crown land with the State Strategic Plan "seYng the vision, prioriDes and overarching strategy for the management of Crown land and outline Dmeframes and outcomes."

The NSW Government says that "Crown land is highly valued and enjoyed by individuals and diverse communiDes across the state. It is used for a wide variety of purposes, from farms, parks, reserves, roads and cemeteries, to showgrounds, campgrounds, surf clubs, community halls and industrial sites."

To date the Crown Lands have been managed in a very clunky, red taped draconian fashion, as can be aCested to by anyone trying to find out anything about a parcel of Crown Land. AJer numerous complaints there has been a reshuffle at the top and processes are improving. The draJ State Strategic Plan that is now out for submissions idenDfies four key priority areas to "enable the use of Crown land to evolve and meet changing community needs."

The draJ plan idenDfies outcomes for each of these priority areas, as well as short, medium and long term Dmeframes from 2020 through to 2030.

A draJ say it offers range of iniDaDves to support the delivery of the outcomes . These include: making more of our informaDon available and transparent, standardising leasing and licensing for common acDviDes, engaging and supporDng a new generaDon of Crown land managers.

Fishers reel in record-breaking Southern Bluefin tuna

Some 26 years later, this giant Southern Bluefin tuna (SBT) is giving scienDsts a rare glimpse into the life of these ocean ultra-marathon runners.

We love making discoveries that propel our research towards sustainable ocean futures. And someDmes a discovery leaves us completely gobsmacked!

Our offishal record RecreaDonal fishers off the south coast of New South Wales have recaptured a tagged SBT. Our scienDsts first tagged Angler Jason Garling (centre) captured this 29this fish in the Great Australian Bight back in 1994. The year-old Southern Bluefin tuna using 24 kg stand SBT weighed in at 148 kilograms, measured an impressive up gear. They were aboard Charter Fish Narooma 185 cenDmetres, and clocked up more than 29 years in with Benn Boulton who reported the tag age. recapture to us. Source: Facebook, Charter Fish Narooma.

This fish is a CSIRO record! The oldest SBT ever recaptured aJer tagging and longest ‘days at liberty’ for a tagged fish. Not just a boon for the lucky anglers – who, by the way, had the baCle of a lifeDme landing it – but also for science and future management of this valuable fishery.

Tagged at first catch We first met this tuna fish as a young three-year-old. It was during a research trip in the Great Australian Bight. Fish tagger Wade Whitelaw tagged the 97 cm fish with a convenDonal ‘spagheY tag while aboard the vessel FINA K. This was part of a large-scale CSIRO tagging program, which has improved internaDonal stock assessments.

We recorded the tag number and informaDon about the fish and registered it in our tag database. The database now holds records of more than 160,000 individual SBT our researchers have tagged and released over the years. We do this to understand their movement and populaDon biology. This includes understanding their rate of mortality due to natural causes, and due to fishing, at different sizes and ages.

Many of these fish were tagged in the Great Australian Bight, where 95 per cent of Australia’s commercial SBT catch occurs.

The Bight is an important summer feeding ground for juvenile SBT (aged one to five years). They return there on a regular basis. beagle weekly : Vol 164 July 17th 2020

Leasing of BBay community Centre "off the table" for now says an unapologe5c Council At the July 14th, 2020 Council meeDng, when MaCers of Urgency were sought, Councillor Anthony Mayne said that he had received, just that morning, four emails from community members seeking clarity about the Vol 16 September 15th 2017 28 December 7th, 2017 Centre saying the quesDon of the theme was the level of concern around Council's Batemans Community Vol 48 27th 2018 111April JulyBay 12th 2019 aCempt to lease the property was high.

This week saw the General Manager and her Council staff revealed as willingly choosing to ignore a unanimous councillor moDon to defer all acDon in regards to the Batemans Bay Community Centre unDl the Mackay Park project was past the tender process. The revelaDon has once again brought to the surface the divide that exists between Council and the community and the conDnued distrust that the community has for the council around their conDnued determinaDon to sell the community facility to provide funds for their Mackay Park pool and art space project that has now blown out to a suggested $65 million dollars and rising.

While Councillor Mayne may well have fumbled his way through his request for an Urgent MaCer the process was hampered by the Zoom session dropping in an out and the General Manager offering interjecDng, yet incomprehensible advice to the Chair, Rob Pollock on the maCer. Councillor Mayne called on the General Manager to offer clarity around the leasing and the Community Centre future given "the current situaDon", adding "is that appropriate to ask that now?"

Immediately, being schooled by the General Manager at his side, Chair Pollock responded "No, it's not on this agenda but it has been made clear to all councillors the whole issue of the Batemans Bay Community Centre and the potenDal leasing of that has now been taken off the table but there will be a FULL report to the next council meeDng so you can reach those people who have been in touch with you that they no longer need to have that level of concern" Clr Mayne, rather than reflecDng the distaste and disgust of the community who had clearly indicated to him via emails and open leCers to the editor that the Council had reneged on its obligaDons to respect a Council resoluDon thereby disrespecDng and dishonouring their community in the process, chose instead to say "Thanks Deputy Mayor".

At this point we hear the General Manager once again talking at speed beside Clr Pollock offering him advice but then..... NOTHING ... and the council meeDng via ZOOM came to a frozen halt - never to return. What was said aJer, what was offered by the unusually instrucDve General Manager, what was then challenged by Clr Anthony Mayne and whether he raised a point of order with the Chair advising that his Urgent MaCer was NOT on "this agenda" because "Urgent MaCers" are not described on agendas simply because they arise due to .... being URGENT. While Councillor Pollock might have offered the community "a level of assurance" and it might be considered a posiDve outcome the maCer of Council's obvious intent on leasing the building and their contempt of a standing Council instrucDon leaves the issue well and truely on the table.

At no Dme have we heard any apology given for the General Manager's flagrant aCempt to disregard Council's commitment to its community and defer any acDon on the Batemans Bay Community Centre unDl tenders for the Mackay Pork project have been processed and acDoned. It is clear that there is sDll a long way ahead for the community to gain certainty around its Community Centre and an even longer road ahead for Council to regain any respect and trust the community had for its ability or intent to "keep its word". beagle weekly : Vol 164 July 17th 2020

100 years ago—July 17th 1920 DEATH.—Once again we are called upon to chronicle the death of one of our old and highly respected residents. This time it is Mr. Charles Colefax, who passed peacefully over the Great Divide early on Vol 16 September 15th 2017 Sunday morning at2017 the age of 75 years. Mr. Colefax, who was a native of Maitland came to Moruya when 28 December 7th, Vol 48 111April July 27th 12th 2018 2019 a boy and has resided here ever since. He followed farming pursuits, and being industrious and a man of the strictest integrity, he was very successful in the industry, amassing a comfortable income to live on in his declining days. He was greatly esteemed throughout the district, being of a quite reserved disposition, he lived for his wife and family only. The funeral took place on Tuesday, the body being taken first to the Church of England, where an impressive service was held by the Rev. G. A. Sanders, who also performed the last sad rites at the graveside. Deceased leaves a widow (a sister of Mr. W. Constable, of Gundary, and Mrs R. Little, Moruya), and a grown-up family of seven sons and four daughters, to all of whom we extend our deepest sympathy.

SUCCESSFUL PASS.– The “Examiner” offers its congratulations to Miss Lyla Ball, fourth daughter of Mr. and Mrs. H. Ball, of Mullenderree, who has been successful in passing the necessary examinations for appointment as telephonist in the G.P.O., Sydney. This clever young lady left on Thursday to take up her position.

We heard all about this wonderful idea but nothing about its failure.

This new tenured appointment cosDng millions of dollars into the future is another example of what happens when all responsibility is transferred from councillors to staff.

Market forces, the drive and iniDaDve of the private sector, and gravity will determine the future of this shire, not posiDon papers prepared by an ever expanding bureaucracy. Another small step towards pressure on the general fund and another SRV. Owen Cartledge

Humankind: A hopeful history—a review

by Trevor Moore Rutger Bregman, Bloomsbury Publishing, 2020, ISBN 978-14088Vol 16 September 15th 2017 9894-9, 463pp2018 28 December 7th, 2017 Vol 48 111April July 27th 12th 2019 I had been looking forward to reading Rutger Bregman’s latest offering. His last book, Utopia for Realists: How We Can Build the Ideal World, is great read by a thought-provoking author. Bregman has been described as "one of Europe's most prominent young thinkers" and there is no doubt that he is a bright young fellow. Lest you think that this is patronising or damning with faint prose. let me assure you that it is not. The cover of Utopia for Realists has a quote from the Observer that proclaims “listen out for Rutger Bregman.

He has a big future shaping the future”. The book itself opens with an Oscar Wilde quote: “a map of the world that does not include Utopia is not worth even glancing at, for it leaves out the one country at which Humanity is always landing. And when Humanity lands there, it looks out, and seeing a beCer country, sets sail.

Progress is the realisaDon of Utopias.”

Utopia for Realists picks out some characterisDcs of a Utopian world and provides a brief history and overview. One example is about universal basic income. This is the idea that a wealthy society, such as ours, should provide a basic income to everyone, irrespecDve of who they are or what their circumstances are. The fact that this works has been borne out by many studies. The fact that we don’t have a universal basic income is enDrely due to prejudice and misunderstanding. The topics of Utopia coupled with the opening quote, almost points Bregman to this next book Humankind: A hopeful history for, unless you are hopeful, the concept of Utopia is one that just takes up too much brain space.

In Humankind: A hopeful history Bregman expands on his central thesis that human beings are basically good and decent and, all other things being equal, behave well towards one another. The view he expresses is that humanity’s biggest superpower is our ability to communicate and cooperate. This sounds posiDve enough and indeed it is, but it seems to run counter to the more prevailing view that we see other people as selfish, untrustworthy and dangerous and therefore we behave towards them with defensiveness and suspicion.

Two contrasDng threads run through the book. The first thread is the view of Thomas Hobbes (1588 – 1679), the English philosopher, who would have us believe in the wickedness of human nature. Hobbes asserted that civil society alone could save us from our baser insDncts. The second thread that runs through the book is the view of Jean-Jacques Rousseau (1712 – 1778) the Frenchman who declared that in our heart of hearts we are all good. Far from being our salvaDon, Rousseau believed civilisaDon is what ruins us.

Bregman is on the side of Rousseau. The book is a series of essays about aspects of how we do or do not behave well to one another. Bregman draws upon research or experience of one kind or another to support his hypotheses. Perhaps not surprisingly he drags out Stanley Milgram. He quotes the New York Times 1963 headline on Milgram’s work that said that “sixty-five per cent in test blindly obey order to inflict pain”. In Milgram’s experiment a volunteer would be a “teacher”. “learners”. The teachers were seated in front of a large device which they were told was an electric shock machine. They were then instructed to perform a memory test with their learner, who was strapped to a Vol 16in September 15th 2017 chair the next2018 room.

The “teachers”, who could not see the “learners” could increase the severity of the shock if the “learner” failed to perform. The “learner” was an actor: there was no electric shock, but there was a reacDon. The result is expressed in the New York Times headline. Over the last fiJy years or so Milgram’s experiments have been somewhat discredited.

On the other hand, Bregman tells the story of what happened during the Blitz in 1941 in Britain. The Nazi objecDve of the Blitz was to create panic in the BriDsh public, to sow the seeds of distrust in the poliDcal leadership and to render the BriDsh Isles ready for occupaDon. Between the first large-scale aCack on central London on 7 September 1940, and 11 May 1941, when the Blitz came to an end nearly 29,000 of London’s ciDzens were killed and 28,556 seriously injured. Bregman remarks, with the possibly amused views a Dutchman assessing BriDsh behaviour that “the BriDsh endured the German raids much as they would have a delayed train; irritaDng, to be sure, but tolerable on the whole.” At the Dme, the government would have had people believe that their spirit was “extremely good” but this is not quite the case. Nevertheless, the blitz did not shaCer the BriDsh public’s morale and people did pull together.

Bregman is good at ferreDng out scienDfic papers and old stories and then invesDgaDng them to see if their conclusions hold. In many cases, he finds that they don’t. He starts the book with a reference to William Golding’s Lord of the Flies where a group of schoolboys marooned on an island eventually turn to cannibalism. Bregman finds that there is a real-life example of this happening, in 1977 in the South Pacific.

AJer 15 months stranded on an island, six boys formed lasDng bonds of friendship – a far cry from the ficDonal cannibalism of Golding’s novel.

Notwithstanding Bregman’s storytelling abiliDes, I thought that Humankind: A hopeful history was about 150 pages too long. He has a thesis which is appealing and which I believe to be largely correct. I think that when he did his deal with his publishers, he was clear about the way he would tell his story. His examples are interesDng and the way he shows up the contrast between Hobbes and Rousseau would have got him a good mark in the poliDcal philosophy class I took in 1969. But then the editors got hold of the book and turned it into one of those breathless pieces of wriDng that encourages you to think that something must be true, only then to tell you that it isn’t. The Utopia book is shorter, snappier and far more engaging. So, I was disappointed.

I am reminded of Dr Johnson who, on visiDng the Giants’ Causeway in Eire, was asked by Boswell whether it was worth seeing. “Worth seeing,” replied Johnson, “but not worth going to see.” I felt the same about Humankind; worth reading but not worth going out of your way to do so. But Janice at Moruya Books has copies and if you happened to be in there you could snap one up and tell me I am wrong.

Weather paCerns, wind, erosion all have temporal effects on landscapes which Lola tries to convey in an abstract way through various painterly and prinDng techniques.

Inspired by one of Australia’s leading texDle arDsts Mona Hessing, a selected group of arDsts from the Eurobodalla Fibre and TexDle ArDst Group (EFTAG) have come together to pay homage in Shimmering: The Mona Hessing Tribute Project.

Exhibi5on dates: 5l Sunday 26 July, 2020 A pioneer of texDle art, Mona Hessing exhibited naDonally and internaDonally throughout the 1960s, 70s and 80s before seCling in Eurobodalla. AJer receiving a donaDon of some of Hessing’s materials, each arDst created an original artwork inspired by Hessing and her contribuDon to the texDle medium. This exhibiDon will feature both 2D and 3D works made from natural braided sisal and hand-dyed and hand-spun wool with silk slubs.

Mona Hessing (1933-2001) was instrumental in moving the texDle form from the constraints of fine cloth made on a loom to the freedom, scope and scale enjoyed by contemporary texDle arDsts today; three-dimensional construcDons and hand-woven forms in varied techniques. AJer traveling and exhibiDng overseas, Hessing seCled in Tuross Head where she conDnued to exhibit locally and naDonally.— EFTAG formed in 2005 through shared interests and passion for texDle art. Since then over 100 members have shared and learned skills, promoDng fibre and texDle arts with the aim of increasing awareness to future members and with the wider public.

Your up to date fishing report from Tackle World Moruya July 10th 2020 Vol 16 September 15th 2017 Moruya River 7th, 28 December Vol 48 111April July 27th 12th 2018 20192017

Most of the reported acDvity has been in the lower secDons of the river this week. Trevally have been reported around Preddy’s wharf as have some reasonable luderick. Small soJ plasDc and baits have accounted for the trevally, while baits of small prawns and strips of squid seemed to have been tempDng the luderick. The flats around the airport have seen a few slow flathead mooching around. Lots of cast with small to medium sized soJ plasDcs are required to get the bite. Quarry wharf on the north side can hold a few fish with the odd tailor, bream and flathead turning up there from Dme to Dme. Tuross River Good numbers of luderick have started to hold down around the boat sheds in the lower half of the system this week. They can be tempted with lightly weighted rigs of prawn or weed. Underneath these schools, the odd mulloway has been known to hide. Tide changes are the best periods to target the mighty mulloway. Live baits, hardbody lures or soJ plasDcs can all tempt them into biDng. There are sDll plenty of big winter bream to tempt in and around the oyster racks and the surrounding areas. Shallow running hardbody lures and baits of live nippers will be the undoing of this bread and buCer species.

Rock and beach Well, haven’t we seen a big week of swells this week - with swells to approx 6-7m this week not a lot of beach or rock fishing has been happening. Before the swells moved in though, good numbers of salmon were being caught around the Congo area.

Once the swell drops making the rocks accessible again, this area would be a good one to try for those wanDng to have a crack at a few salmon. Get up high onto a headland and look for dark masses in the breakers or just behind to find the schools of salmon. A big swell will get a lot of species biDng, once it starts to drop away.

Good numbers of drummer, and even snapper could be encountered. Just be sure that the ledge you want to fish is safe to do so.

Offshore Early last week there were sDll a few yellowfin being caught out wide. How this fishes once the game crews can get out again, will be anyone’s guess. The inshore reefs should be firing with good snapper around, once it is safe to get out through all the local bar crossings.
