LA County
The Los Angeles County rental market is chronically undersupplied, according to the report. Years of sluggish construction has stagnated vacancy near 5% despite a recent, temporary surge. Despite having one of the slowest rent growth rates in Southern California, LA County rents increased only 0.5% this year to $2,336 not because of improving affordability, but because high luxurysegment vacancy offsets the average while tight conditions persist in lower-cost units.
The LA rental inventory grew only 1% in 2024, and units under construction have dropped sharply, pointing to even slower future development, researchers noted. Rent growth is expected to remain nearly flat at 0.6% over the next two years, well below gains in every other Southern California housing market.
“Without sustained development of both marketrate and affordable housing, Los Angeles will continue to lag the region in renter relief and investor confidence,” according to the report.
Orange County Southern California’s tightest and most expensive rental market is in Orange County, defined by chronic undersupply and vacancy that rarely moves higher than 4%. Last year, the county added fewer than 0.5% of its rental stock, about 1,500 units, pushing average rents to $2,776. That’s 19% higher than Los Angeles County and nearly 10% above San Diego County.

ity eroded further as rent growth slowed to 1.5% while vacancy held near 4%. Forecasted rents will rise about 2.5% annually over the next two years.
The report noted that although new construction is expected to increase to about 2,500 units each year, the county’s housing supply continues to fall far short of demand, particularly in coastal and North County areas. Despite an incoming spike in new housing starts, the county will continue to be “fundamentally constrained and unaffordable” without big, sustained development.
Inland Empire
TheInlandEmpire remainsmostaffordable rental market in the region, bolstered by Riverside and San Bernardino counties’ logistics-driven economy and a steady influx of new residents from coastal areas. Average rents reached $2,112 this year, about 10% under LA County and 25% below OC
The report found that a responsive construction cycle kept conditions competitive to attain 6.4% vacancy. As new construction slows and vacancies fill, rents are projected to rise 4.6% over the next two years to about $2,210. While IE affordability is gradually narrowing, the area stands out as one of the Southern California’s “few markets where added supply has meaningfully restrained rent growth, underscoring the value of sustained development as demand continues to climb,” according to researchers.
San Diego County
The report found that San Diego County stands out as the region’s most responsive major rental market, “where pro-housing policies and steady development have kept rents
meaningfully competitive.”
Over the last five years, San Diego added nearly double the amount of rental units as Orange County — about 23,000 versus 12,000 — a pace that helped hold vacancy near 5% and kept rent growth to just 0.26% in 2025.
As a result, average rents now are about 9% under Orange County’s rate. Five years ago the two markets were nearly identical.
Over the next two years, rent growth is expected to pick up to around 1.9% as vacancy tightens and new construction slows.
“San Diego’s commitment to denser, transit-orienteddevelopment helped stabilize rents and offers a replicable model for other Southern California counties,” according to researchers.
Ventura County
Firmly established as a high-cost, low-delivery rental market, Ventura County remains among the most expensive areas in the region, according to the report. Average rents hit $2,628 this year, 13% above average rents in LA County, after posting the region’s third-fastest five-year rent growth at 3.8%.
Vacancy temporarily increased to 4.8% after a rare wave of new construction projects, but has historically sat below 5% for years because of a limited number of building projects.
Rent growth is expected to moderate to about 1.2% over the next two years as vacancy tightens back toward 4%, according to the forecast. While recent development tilted toward the middle tier of the market, overall housing volume remains too low to meaningfully affect affordability.

Metro board recertifies environmental documents for Dodger gondola

Despite a large showing of opponents of the proposedgondola that would run from Union Station to Dodger Stadium, the Metro Board of Directors on Thursday recertified a court-ordered supplemental environmental impact report.
Directors unanimously approved the 437-page supplement EIR under the consent calendar, and without discussion among them. Last month, the agency’s Executive Management Committee advanced the report to the full board in a 4-1 vote with LA County Supervisor and board member Janice Hahn voting against the item and committee member Jacquelyn Dupont-Walker absent during the vote.
Recertifying environmental documents for the project allows the nonprofit leading the project to continue pursuing approvals required for construction such as from the California State Park and Recreation Commission, Caltrans, the Federal Highway Authority and city of Los Angeles.
Anticipating a significant number of attendees who wanted to weigh-in on the project, the agency allowed public comment, giving speakers 30 seconds to speak on the item. Board Chair and Whittier City Councilman Fernando Dutra later expanded the rule to allow speakers a minute each but limited public comment on the project to an hour.

residents and members of Stop the Gondola held red signs stating “Stop the Gondola,” and a banner “Protect Chinatown from Frank McCourt.”
The group chanted “Olvera Street is not for sale,” “Historic Park is not for sale,” “Elysian Park is not for sale” and “Dodgers support ICE.”
Metro’s Board of Directors entered a closed session for an hour before they came out and heard public comment.
Los Angeles City Council members Eunisses Hernandez, Ysabel Jurado and Hugo Soto-Martinez; Phyllis Ling, founder of Stop the Gondola coalition; and Jon Christensen, a UCLA professor with the Institute of the Environment and Sustainability, urged the board to deny the supplemental EIR. Hernandez, Jurado and Soto-Martinez were able to get a resolution approved by the City Council to formally oppose the proposed gondola project.
“The proposed gondola is not a public transportation project but rather a private tourist attraction that would benefit Frank McCourt and the entertainment complex he wants to build at Dodger Stadium,” according to a statement from Stop the Gondola.
Critics argue there is no guarantee taxpayers won’t be stuck with the bill for the project’s estimated $500 million construction costs, as well as potentially $8 million to $10 million in annual
maintenance and operations. Critics also cite a UCLA Mobility Lab study that showed data the gondola would not reduce traffic or emissions.
Some speakers supported the project and encouraged board members to approve the supplemental EIR.
Zero Emissions Transit, a nonprofit organization with an independent board of directors, is leading the project, formerly known as the Los Angeles Aerial Rapid Transit, after it was donated to it by former Dodger owner Frank McCourt.
The nonprofit bills itself as an organization committed to all efforts accelerating zero emission technology of any kind into the transportation space.
Project specs consist of a 1.2-mile route passing through Chinatown and the Los Angeles State Historic Park to connect Union Station and Dodger Stadium via three stations — Alameda Station, Chinatown/State Park Station and the Dodger Stadium Station — a nonpassenger junction and three cable- supporting towers.
Zero Emissions Transit and other proponents of the aerial tram say it will provide the first permanent mass transit connection linking Dodger Stadium to the broader Los Angeles transit system.
They say the gondola would operate with zero emissions and be the first aerial gondola transit system
to include a battery-electric backup system, and that the project’s approved environmental study found that it could reduce emissions by over 150,000 metric tons of greenhouse gasses over its lifetime.
The gondola is backed by several groups such as the Chinese American Museum, Coalition for Clean Air, Los Angeles and Orange County Building Trades Council, the Los Angeles County Business Federation and Los Angeles Chamber of Commerce.

County Supervisor Holly Mitchell said it was “deeply disturbing” to see anti-Black hate crimes among the forms of hate that have increased. She added in a statement the report “is a painful and necessary snapshot of the acts of violence we know about, underscoring why we must remain committed to addressing the root cause of hate and supporting our communities in creating meaningful change.”
“We are seeing a second wave of unprecedented data reflecting the impact of hate across diverse communities in L.A. County,” Helen Chin, president of the county Commission on Human Relations, said in a state-
ment.
Robin Toma, executive director of the commission, added the report shows that county communities are “under attack from multiple fronts,” a reflection of how the rest of the nation stands. She encouraged residents to learn about their LA vs Hate initiative, which provides victims/survivors with confidential services in multiple languages and informs hate-prevention strategies.
County Sheriff Robert Luna emphasized that his department investigates all hate-motivated acts with the highest priority and seeks to hold offenders accountable.
“We want our community to know that we are here to protect them and
signed up to support the project, which also has the backing of organized labor, business and environmental advocates, according to Zero Emissions Transit.
The supplemental EIR incorporates a community benefits package that Hilda Solis, a county supervisor and Metro board member, previously negotiated with ZET.
It encompasses robust labor standards, apprenticeships and local hiring promises, a business interruption fund to protect small businesses during construction, free and unlimited rides for Chinatown residents and
businesses and a prohibition on eminent domain and fair market compensation for any public property rights, as well as a new community advisory committee, according to Solis. Solis has made a commitment to ensure affordable housing, senior housing, small business support and the expansion of transit options such as Dodger Stadium Express, if the project is approved by all regulatory agencies.
“I can only see myself supporting this because of the attachment of the community benefits,” Solis previously said.

5 birds found in LA County test positive for H5 bird flu

Five wild birds found in parts of Los Angeles County have tested positive for H5 bird flu, health officials said Thursday, while stressing that the risk of residents being infected remains low.
According to the county Department of Public Health, the birds all tested positive for highly pathogenic avian influenza H5, also known as H5 bird flu.
“The risk to the general public is low, but everyone can help take steps to reduce the spread and risk of H5 bird flu,” according to a social media post by the agency.
According to the department, the infected birds
were:
-- an egret found Nov. 9 in Van Nuys;
-- a California gull found Nov. 10 in Manhattan Beach;
-- a Western gull found Nov. 13 in Malibu;
-- a gull found Nov. 14 in San Pedro; and -- a Western gull found Nov. 21 in Palos Verdes.
Health officials urged people — and their pets — to maintain a safe distance from birds and avoid any direct contact. People should also avoid feeding wild birds or animals, and stay away from bird droppings and surfaces where wild birds gather.
Officials also urged people to wash their hands thoroughly
after outdoor activities near birds.
Residents can report sick wild birds by calling 211 to be directed to a local animal control agency.
According to the U.S. Centers for Disease Control and Prevention, H5 bird flu is widespread in birds worldwide, leading to some outbreaks in poultry and dairy cows, with some occasional human cases reported in U.S. dairy and poultry workers.
A total of 71 human cases have been reported in the United States since 2024, with two deaths, according to the CDC.Thirty-eight of those cases have been in California.
Applications to open for LA County’s Emergency Rent Relief Program

TheLosAngeles CountyDepartment ofConsumerand Business Affairs announced Thursday it will open applications next week for emergency rent relief to residents impacted by January’s wildfires and new financial pressures tied to federal immigration crackdowns.
That application period for the Emergency Rent Relief Program will begin at 9 a.m. Monday, Dec. 17 and continue through 5 p.m. Jan. 23. The new program is expected to distribute more than $23 million in rental and mortgage relief to eligible landlords and homeowners affected by the Palisades, Eaton, and other wildfires, as well as households impacted by federal actions.
County officials urged residents and landlords to review eligibility requirements, sign up for updates (which will provide a link to the application portal when it opens), and access the application at lacountyrelief.com.
Grants may cover up to six months of debt, with a maximum award of $15,000 per rental unit in most cases.
The program is administered by DCBA in partnership with The Center by Lendistry.
County officials emphasized that while the program helps tenants stay housed, tenants cannot apply directly — landlords must submit the application, and all funds are paid to the landlord to clear eligible rental debt.
The programs will provide financial assistance to the following:
-- Eligible landlords whose tenants were unable to pay rent due to emergencyrelated hardship, or whose rental units were directly affected by the wildfires and remain vacant due to needed repairs; and
-- Displaced homeowners who lost their homes in the wildfires and are now renting elsewhere while facing unpaid rent, unpaid mortgages, or other qualified expenses caused by recent emergencies.
Once the application is online, county officials will ensure it is available in multiple languages with free in-language technical assistance daily from 8 a.m. to 5 p.m. Limited weekend support will be available by appointment only.
Applications will be evaluated using a prioritized review process to ensure relief reaches those most impacted, according to the department. Priority consideration will be given to the following:
-- Small landlords who own four or fewer units;
-- Applicants in high-and highest-need areas, as identified by the LA County Equity Explorer Tool; and
-- Households with incomes at or below 80% of the Area Median Income.
