FBI: DNA testing confirms bombing suspect died in Palm Springs blast
DNA testing on human remains found at the scene of Saturday's bombing of a Palm Springs fertility clinic confirmed them to be those of the man named as a suspect in the explosion, FBI officials said Monday.
The FBI announced on social media that the DNA from the human remains found "a positive match to Guy Edward Bartkus, the suspect in the clinic attack.
FBI officials said previously the remains at the scene were presumed to be those of the 25-year-old Twentynine Palms resident, who was identified over the weekend as the suspect in the blast that occurred around 11 a.m. Saturday at the American Reproductive Centers facility clinic, 1199 N. Canyon Drive.
The clinic was closed at the time of the explosion, but four others were injured at the scene. Those victims were released from medical care as of Sunday. Bartkus has now been confirmed as the only fatality.
In a Sunday morning news briefing, Akil Davis, assistant director of the FBI's Los Angeles field office, said authorities served a search warrant Saturday at Bartkus' home in Twentynine Palms,
where some neighbors were briefly evacuated.
Davis said Bartkus was driving a 2010 silver Ford Fusion sedan with California license number 8HWS848.
"That's critical because we need the public's help in identifying the gaps in our investigation," Davis said.
"We know where Mr. Bartkus was at about 6 a.m. We know the timeline of when he entered the city; however, we need the public's help for identifying where he traversed within the city before the explosion."
Authorities were also working to determine what
type of explosives were used and where the suspect obtained them.
The clinic sustained extensive damage in the blast, which Davis described Saturday as an "intentional act of terrorism" and "one of the largest bombing investigations we've had in Southern California," with evidence strewn for hundreds of feet around the blast.
On Sunday, Davis went a step further saying: "The is probably the largest bombing scene that we've had in Southern California. This does eclipse the
bombing matter in Aliso Viejo (at a day spa in 2018); it's that big. For reference, to throw pieces of vehicle hundreds of feet in the air, and several blocks away, you can use your imagination how big that bomb device was."
Authorities reiterated Sunday that all the embryos inside the fertility clinic building were safe.
Davis said Sunday that "the suspect had nihilistic ideations."
U.S. Attorney Bill Essayli noted that "an anti pro-life manifesto believed to be authored by the suspect has been located and is being examined by the FBI. We are happy to report that no embryos at the IVF center were damaged by the explosion. This case is being treated as an intentional act of domestic terrorism. The investigation is ongoing."
The online manifesto includes a rambling audio recording, with the author outlining his motivations and noting that "nobody got my consent" to be born. The website -- since removed from the internet -- noted that the person intended to live-stream his suicide

Prosecutor: Developer accused of bribing ex-mayor cared only about 'money ... and control'
Areal estate developer accused of enriching the one-time mayor of Palm Springs with six-figure bribes to cinch his support for downtown projects cared only about "money ... and control," a prosecutor said Monday, while the defense countered there was "little" evidence implicating the man in a conspiracy.
"The law is very clear: You have to follow the rules," Riverside County Deputy District Attorney Amy Zois told jurors in her opening statement Monday at the Banning Justice Center.
Zois characterized 86-year-old John Elroy Wessman's business relationship with former Mayor Steve Pougnet as one of backroom deals intended to do one thing — benefit Wessman and his ventures.

Homelessness declines in San Bernardino County

San Bernardino County homelessness decreased over 10% in 2025 compared with last year, according to results of the county's annual point-in-time count.
Unsheltered homelessness decreased countywide from 3,055 people in 2024 to 2,620 this year, or more than 14%. Overall homelessness decreased from 4,255 to 3,821.
In 2018, the number of unhoused county residents was 2,118 and steadily increased until this year, PITC data shows.
The 2025 report lists count data from cities in San Bernardino County.

Board resolves to establish 'no-kill' standards for Riverside County animal shelters

The Board of Supervisors on Tuesday unanimously approved a resolution declaring that Riverside County's animal shelters will promote "no-kill" policies and practices that seek to ensure 90% of canines and felines who are impounded leave alive.
"It took us a while to get here with this resolution," board Chairman Manuel Perez said. "This is from the county coming together and understanding the gravity of the issue. The goal is to save as many animals as possible."
The measure, among other things, contains a pledge that the county will "work collaboratively with public and private partners, animal welfare organizations, veterinary professionals, contract cities and residents ... to reduce euthanasia."
The 90% no-kill goal will entail greater emphasis on free or low-cost spay and neuter clinics, enhanced "return-to-owner" programs that unite lost pets with their loved ones, adoption campaigns and expedited "trap-neuter-return-tofield" programs that were inaugurated in March 2024.
County CEO Jeff Van Wagenen said a complement to the resolution is the newly activated "data
dashboard" available via the Department of Animal Services' web portal rcdas. org that depicts "intakes," or the number of pets impounded on a given day, along with "outcomes," showing whether animals have been adopted, transferred, returned to owners or euthanized.
"With the goal of 90%, we're not prepared to plant a flag and say by 'X' date, this will be done," Van Wagenen said. "We're reporting results as we go. Yes, there will be a financial impact."
He indicated the upcoming 2025-26 budget hearings may include a request from the Department of Animal Services for a $5 million outlay to hire over two dozen new employees to serve as caretakers, processors, control officers and administrators. The next fiscal year likely will also include a request for appropriations to expand space at each of the county's four shelters, where the kennels are constantly operating at maximum capacity, he said.
While no one complained about the motives behind the resolution, several residents addressed the board about its application.
"This is nothing more than wasted paper," a woman identified as
"Jennifer" said in a call-in comment. "If this is merely to placate the public, it will not do. All these people at the helm are not going to change anything. We will wait and wait and wait for change to occur."
Another woman, "Mara," further dismissed the dependability of the leadership now overseeing the Department of Animal Services.
"These self-proclaimed saviors gave you a pitch, and you fell for it," she said. "These so-called consultants have caused so many problems in California and other places. They're charlatans who show up and say, `We're the answers to your problems."'
She was particularly incensed by the trapneuter-return-to-field policy, which entails surgically fixing cats impounded at shelters, then turning them loose to become "community cats," free to roam where they were originally found.
"They're getting run over in the street every day," she said. "While searching for safety, they're getting mangled."
Perez expressed dismay at the criticism, noting, "It seems like, no matter where we turn, it's never enough. We're willing to take it. But
after a while, that's not going to lead us ... where we need to get to."
The department is in the early stages of a reformation initiated last year by the county board.
A lawsuit filed in August by Rancho Mirage-based Walter Clark Law Group is seeking a permanent injunction against the department's euthanasia programs. Clark called it a "ground-breaking case" that's predicated on the 1998 Hayden Act. That legislation, authored by then-state Sen. Tom Hayden, D-Santa Monica, states in part, "no adoptable animal should be euthanized if it can be adopted into a suitable home."
One organization has alleged the county has the highest pet "kill rate" in the nation. In September, the board hired Austin, Texas-based Outcomes for Pets LLC Principal Adviser Kristen Hassen to rectify problems within the agency.
In February, the supervisors approved the Executive Office's selection of Mary Martin to head the department following a nationwide executive recruitment drive. Martin, who most recently served as assistant director for Dallas Animal Services of Texas, officially started her new job at the end of March.

April jobless rate falls slightly in SoCal counties

Los Angeles County's seasonally adjusted unemployment rate dropped slightly to 5.8% in April, from a revised 5.9% the previous month, according to data released Friday by the California Employment Development Department.
The 5.8% rate was above the rate of 5.6% during the same monthlong period last year.
Orange County's April unemployment rate was 3.7%, down from a revised 3.8% in March and higher than last year's 3.4% rate.
Statewide the seasonally adjusted unemployment rate was 5.3% in April, the same figure as the previous month and 5.2% a year ago. For the nation, unemployment was 4.2% in April, unchanged from March and 3.9% in April 2024.
Total nonfarm employment in LA County rose by 16,100 jobs between March and April totaling 4.59 million.
The trade, transportation and utilities sector showed the largest decline, shedding 2,400 positions. The government sector posted month-over-month gains of 11,400 jobs.
In Orange County, non-farm employment increased by 5,000 jobs to reach 1.68 million. Leisure and hospitality added 3,000 payroll jobs over the month, the most of any sector.
The unemployment rate in the Riverside-San Bernardino-Ontario metropolitan area was 4.9% in April, down from a revised 5% in March, and above the year-ago estimate of 4.6%, according to the EDD. The April unemployment
rate was 4.9% in Riverside County and 4.8% in San Bernardino County. Private education and health services added the most jobs compared with March with 2,600 positions. Health care and social assistance's 2,400 new jobs were the most in the sector thanks largely to 1,700 jobs in ambulatory health care services. Private educational services completed the overall sectoral gain with 200 newly added positions. Trade, transportation and utilities lost 1,400 jots, the most over the month. Retail trade declined by 700 jobs, followed by losses in transportation, warehousing and utilities, which were down 500 positions, and wholesale trade's 200 jobs shed. The information sector also declined, losing 100 jobs over the month.

Long Beach launches pilot program to offer smart public restrooms
The City of Long Beach has partnered with Throne Labs to launch a new four-month pilot program to offer smart public restrooms. In addition to 52 freestanding public restrooms across the city, Throne smart restrooms are now available for public use at DeForest Park, Harvey Milk Promenade Park, Belmont Pier and Shoreline Marina. These locations were chosen based on a review of restroom demand and funding availability of existing restrooms at the locations. Throne restrooms are Americans with Disabilities Act-accessible facilities that feature running water sinks, flushing toilets, baby changing stations and free menstrual products. Each unit is equipped with 21 sensors that provide realtime data on the restroom's status, cleanliness and usage statistics, including potential misuse. During the pilot phase, users can access the units via text message or mobile app, creating accountability while maintaining user privacy.

Burbank teacher arrested for lewd acts with a minor
On May 14, investigators with the Burbank Police Department arrested 33-year-old physical education teacher Dimitri Altobar, of Burbank, on suspicion of committing lewd acts with a minor. According to Burbank PD, Altobar allegedly had inappropriate contact with a student while entrusted in his official capacity as a physical education teacher at St. Francis Xavier School in Burbank. Altobar has been placed on administrative leave pending the outcome of this weekslong investigation. The Los Angeles County District Attorney’s Office has since reviewed the case and filed five counts of committing lewd acts with a child under the age of 14 years against Altobar. This investigation is ongoing and anyone with

Monterey Park launches assistance program for restaurants, retailers
The city of Monterey Park's new Small Business Assistance Program offers financial aid to local restaurants and retail stores. The program started accepting applications May 15 via the Chinatown Service Center, which is administering the program on the city's behalf. The program will focus on supporting restaurants and retailers' "recovery and growth," according to a city statement. The program's forgivable loans are from $5,000 to $25,000 with a 1% interest rate, which will be fully forgiven if the business remains operational in Monterey Park for at least three years from receipt of the funding. Officials said funds are limited and advised prospective applicants to apply online to determine eligibility at bit.ly/MPSBAP2025. OC supervisors approve resolution opposing federal Medicaid spending cuts
The Orange County Board of Supervisors passed a resolution opposing federal Medicaid spending cuts on May 6. About one in three residents in Orange County are Medi-Cal enrollees, totaling more than 1 million residents. Medi-Cal spending brings in over 12 billion dollars each year in Orange County and these funds are at risk of being cut. Funding cuts would diminish access to care and increase providers’ cost for uncompensated care.“MediCal is crucial to our most vulnerable populations and any cuts will ultimately lead to lower quality care and negative health outcomes,” said Chair Doug Chaffee. The resolution was adopted with a 3-0 vote, with one
abstention and one absence. Chairman Doug Chaffee, Vice Chair Katrina Foley, and Supervisor Vicente Sarmiento voted in favor of the resolution. Supervisor Janet Nguyen abstained, and Supervisor Donald Wagner was absent.

City of Riverside stems growth in homelessness, new data shows
The city of Riverside has largely stopped the growth of homelessness in the city and has helped more people into shelter than ever before, according to data in the recent Point in Time Count, which documents the number of individuals experiencing homelessness on a given day around Riverside County. The 2025 count found 614 unsheltered individuals within the city limits, roughly akin to the 605 found in 2023. The most recent data illustrates an improvement as the number of unsheltered people rose to 605 in 2023 from 307 in 2022. The count also revealed that in the city, 473 people were in a shelter, an improvement over previous years when fewer individuals were in a shelter during the count. For example, in 2023, 372 individuals were in shelter and 398 individuals were in shelter in 2022. There was no count in 2024. The count will inform future efforts to prevent homelessness. The data showed that 21% of unsheltered homeless individuals had been homeless for less than one year and that the principal reasons for falling into homelessness were disruptions in the home, inadequate income, or loss of a job. The largest group of those recently falling into homelessness were seniors over the age of 55.

The 2025 swim season officially opens on Saturday at Glen Helen and Yucaipa regional parks and will remain open through Labor Day weekend. San Bernardino opens new Satellite Animal Shelter and Pet Adoption Center
The City of San Bernardino Animal Services Department held a ribbon cutting on May 6 to celebrate the
opening of the new Satellite Animal Shelter and Pet Adoption Center located at 1543 W. Eighth St. The 7,175 square foot facility will house up to 150 cats and 80 dogs, as well as other small animals under the department’s care, such as rabbits, and reptiles in a climatecontrolled environment. Tuesday approved a judge’s ruling granting State Farm's request for a 17% interim rate increase for homeowners policies.
State Farm, California's largest insurer, initially asked for a 21.8% emergency rate hike in February.
Renter/condominium tenant insurance from State Farm also will go up 15%, and rental dwelling policies will rise 38%, according to the Judge Karl Seligman's May 12 ruling in Oakland.
In a further move to reinforce the company's solvency, State Farm is required to secure $400 million from its parent company State Farm General Insurance Co.
State Farm has agreed to refrain from not renewing policies through the end of this year.
The emergency rate increase takes effect June 1, with a full rate hearing scheduled to start at a date determined by the judge.
In March Lara called for an administrative law judge to review the evidence and make a proposed decision on State Farm's requested rate increases. Under state law, however, Lara is the ultimate decision-maker.
Following a three-day hearing April 8-10, the Seligman found that “the evidence presented in
the hearing established a prima facie showing that State Farm is experiencing extraordinary financial distress, coupled with surplus depletion that threatens ongoing business operations," the judge wrote. “While the interim rates remain temporary and subject to further review, the stipulation seeks to balance consumer protections with the need for financial stability.”
Lara issued a statement after the ruling.
“Californians deserve a process grounded in fairness, transparency, and integrity — not politics or posturing," he said. "That is why I requested an independent review of the evidence by an administrative law judge, who presented a proposed decision. I ordered this hearing to ensure that the parties have the opportunity to present their arguments before a neutral arbiter. ...
“Let me be clear: We are in a statewide insurance crisis, affecting millions of Californians," Lara continued. "Taking this on requires tough decisions. This is not a game. This is not a mediadriven moment for some to exploit — this impacts people I am committed to protecting.

Federalprosecutors in Los Angeles have launched a program to file complaints and arrest warrants to allow federal law enforcement to take defendants into federal custody from state jails.
The program, called Operation Guardian Angel, seeks "to neutralize California's sanctuary state policy and protect Americans from criminal illegal aliens incarcerated in county jails by issuing federal arrest warrants for them," according to the U.S. Attorney's Office for the Central District of California.

Lara's rate approval is available on the Insurance Department's website.

The program, which began May 10, has resulted in the arrest of 13 defendants on federal charges as of last Thursday, prosecutors said. "Even the worst criminal
aliens in state custody are frequently released into the community because California's sanctuary state policies block cooperation with federal law enforcement," U.S. Attorney Bill Essayli said in a statement. "These laws effectively render federal immigration detainers meaningless. The days of giving criminal illegal aliens a free pass are over. While California may be presently disregarding detainers, it cannot ignore federal arrest warrants."
An immigration detainer is a request from U.S. Immigration and Customs Enforcement asking a federal, state or local law enforcement agency -- including jails, prisons or other confinement facilities -- to notify the requesting agency as early as possible
before releasing a removable undocumented immigrant, and to hold the person for up to 48 hours beyond the scheduled release time so the U.S. Department of Homeland Security can assume custody under federal immigration law.
A release from the U.S. Attorney's Office said the goal of Operation Guardian Angel is "to neutralize -- as far as possible -- California's sanctuary state policy and make our community safer."
The Central District of California -- composed of the counties of Los Angeles, Orange, Riverside, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura -- is home to an estimated 1.5 million undocumented immigrants, according to federal prosecutors.

Anew study showed in 2022, more than 240,000 hospitalizations in California could have been prevented with proper outpatient care.
Researchers said most of the patients had poorlycontrolled chronic conditions like diabetes, heart disease or COPD.
Rhonda Smith, executive director of the California Black Health Network, which cosponsored the report, said her organization helps patients learn to advocate for themselves.
"I can tell you countless stories that we hear about patients who just are not listened to and then end up being hospitalized or misdiagnosed," Smith explained.
The report showed patients who rely on
Medi-Cal or are Black, Native American, or Englishlanguage learners are affected the most. The report found the state could save $400 million a year if Medi-Cal members had the same rate of preventable hospitalizations as people with private insurance.
Kiran Savage-Sangwan, executive director of the California Pan-Ethnic Health Network, also a co-sponsor of the report, said the savings would help the state's taxpayers.
The report authors suggested policymakers resist calls to cut Medicaid nationally and to eliminate coverage for undocumented people in California. They also recommended hiring more culturally and linguistically responsive primary care physicians.

Transportation Secretary Sean Duffy sold stocks two days before Trump announced a plan for reciprocal tariffs

Two days before President Donald Trump announced dramatic plans for “reciprocal” tariffs on foreign imports, Transportation Secretary Sean Duffy sold stock in almost three dozen companies, according to records reviewed by ProPublica.
The Feb. 11 sales occurred near the stock market’s historic peak, just before it began to slide amid concerns about Trump’s tariff plans and ultimately plummeted after the president unveiled the details of the new tariffs on April 2.
Disclosure records filed by Duffy with the U.S. Office of Government Ethics show he sold between $75,000 and $600,000 of stock two days before Trump’s Feb. 13 announcement, and up to $50,000 more that day.
Transportation secretaries normally have little to do with tariff policy, but Duffy has presented himself as one of the intellectual forefathers of Trump’s current trade agenda. As a congressman in 2019, his last government position before Trump elevated him to his cabinet post, Duffy introduced a bill he named the “United States Reciprocal Trade Act.” The proposed legislation, which did not pass, in many ways mirrors Trump’s reciprocal tariff plan. Duffy worked on that bill with Trump’s trade adviser Peter Navarro. Trump’s tariffs were “the culmination of that work,” Duffy posted online, referring to his own bill in the House.
Trades by government officials informed by nonpublic information learned in the course of their official duties could violate the law. However, it’s unclear whether Duffy had any information about the timing or scale of Trump’s reciprocal tariff plans before the public did.
Trump had repeatedly promised to institute significant tariffs throughout
the campaign. But during the first weeks of his term, investors were not panic selling, seeming to assume Trump wouldn’t adopt the far-reaching levies that led to the market crash following his “Liberation Day” announcement.
In response to questions from ProPublica, a Transportation Department spokesperson said an outside manager made the trades and Duffy “had no input on the timing of the sales” — a defense that ethics experts generally consider one of the strongest against questions of trading on nonpublic information.
His stock transactions “are part of a retirement account and not managed directly by the Secretary. The account managers must follow the guidance of the ethics agreement and they have done so.”
“The Secretary strongly supports the President’s tariff policy, but he isn’t part of the administration’s decisions on tariff levels,” the spokesperson said.
The spokesperson dismissed the notion that knowledge of Trump’s coming tariffs could constitute insider knowledge because “President Trump has been discussing tariffs since the 1980s.”
Duffy is the second cabinet secretary to have sold stock at an opportune time.
Last week, ProPublica reported that Attorney General Pam Bondi sold between $1 million and $5 million worth of shares of Trump Media, the president’s social media company, on April 2. A government ethics agreement required Bondi to sell the shares within 90 days of her confirmation, a deadline that would have given her until early May, but why she sold on that date is unclear. After the market closed that day, Trump presented his
tariffs, sending the market reeling.
Following ProPublica’s story, at least two Democratic members of Congress called for investigations. Bondi has yet to answer questions about whether she knew anything about Trump’s tariff plans before the public did. The Justice Department has not responded to questions about the trades. Disclosure forms for securities trading by government officials do not require them to state the exact amount bought or sold but instead to provide a broad range for the totals of each transaction.
Duffy's disclosure records show he sold 34 stocks worth between $90,000 and $650,000 on Feb. 11 and Feb. 13. Per the ethics agreement he signed to avoid conflicts of interest as head of the Transportation Department, he was required to sell off stock in seven of those companies during his first three months in office. Cabinet members are typically required to divest themselves of financial interests that intersect with their department’s oversight role, which in Duffy’s case involve U.S. roadways, aviation and the rest of the nation’s transportation network. The ethics agreement was dated Jan. 13, and Duffy was confirmed by the senate on Jan. 28, meaning he had until late April to sell. His spokes-

The stocks he sold in the other 27 companies were not subject to the ethics agreement. Those shares were valued somewhere between $27,000 and $405,000, according to the records. Among them were Shopify, whose merchants are impacted by the tariffs, and John Deere, the agricultural machinery manufacturer that has projected hundreds of millions of dollars in new costs because of Trump’s tariffs.
Other companies Duffy sold, like gambling firm DraftKings and food delivery service DoorDash, are less directly vulnerable to tariff disruptions. But even those companies will be impacted if Americans have less disposable cash to spend. Few stocks were not hit hard by Trump’s “Liberation Day” tariff announcements. The S&P 500, a broadbased index, fell almost 19% in the weeks that followed Duffy’s sales and 13% specifically after Trump unveiled the details of his reciprocal tariff plan. Since Trump unexpectedly walked back much of those initial tariffs, the market has rebounded.
There’s no indication that the cash from Duffy’s sales was immediately reinvested. He appears to have held on to parts of his portfolio, including a Bitcoin fund, treasuries, S&P 500 funds
and stock in Madrigal Pharmaceuticals, an American biopharma company. (Duffy also purchased some Microsoft shares, one of the stocks he’s prohibited from holding, days earlier on Feb. 7, only to sell them on Feb. 11 with the rest of his sales.)
Trades by government officials informed by nonpublic information learned through their jobs could violate the Stop Trading on Congressional Knowledge, or STOCK, Act. The 2012 law clarified that executive and legislative branch employees cannot use nonpublic government information to trade stock and requires them to promptly disclose their trades.
But no cases have ever been brought under the law, and some legal experts have doubts it would hold up to scrutiny from the courts, which in recent years have generally narrowed what constitutes illegal insider trading. Current and former officials have also raised concerns that Trump’s Justice Department and Securities and Exchange Commission would not aggressively investigate activities by Trump or his allies.
The president’s selection of Duffy to lead the Department of Transportation was somewhat unexpected. Duffy, who came to fame when he starred in the reality show “The Real World” in the late 1990s, had last held public office in 2019 during Trump’s first term when he served as a Wisconsin congressman.
As a lawmaker, Duffy introduced the bill that would have made it easier for Trump, or any president, to levy new tariffs, a role that had long been largely reserved for Congress. The bill would have allowed the president to impose additional tariffs on imported goods if he determined that another country was
applying a higher duty rate on the same goods when they were coming from America.
The bill did not pass, but Trump has essentially assumed that power by justifying new tariffs as essential to national security or in response to a national emergency. His Feb. 13 announcement called on his advisers to come up with new tariff rates on goods coming from countries around the world based on a number of restrictions he said those countries were placing on American products — not just through tariffs, but also with their exchange rates and industry subsidies.
Even the public rollout of Duffy’s bill and Trump’s tariffs were similar. Duffy released a spreadsheet showing how other countries tariffed particular goods at a higher rate than the U.S. Trump also used a spreadsheet during his rollout to show that his new tariffs were the same or lower than the trade restrictions other countries had placed on American goods.
More recently, Duffy has been a booster of Trump’s trade policies.

Riverside County board OKs fire chief's request to close hiking spots for wildfire season

The Board of Supervisors on Tuesday authorized Riverside County Fire Department Chief Bill Weiser to close access to multiple outdoor recreational locations for the duration of Southern California's wildfire season to minimize public safety risks.
Since 2007, the agency has sought and received authorization to close designated grounds — located mainly in the central and southwest portions of the county — typically from June to November.
Weiser intends to implement the closures on June 15.
"Due to the potential for large damaging humancaused fires, the county fire chief has determined these areas should be closed, except on public roadways and on inhabited areas of private property within the closure areas," according to a fire department statement. "The potential for large
damaging fires this year may be enhanced by the extreme vegetation growth experienced throughout Riverside County."
Though precipitation totals from last winter were well below average, there was growth after several storms in March and April, and that vegetation has already gone brittle and brown across large swaths of the inland region.
Wildfires in any of the locations slated for closure would be difficult to manage, given their terrain and remoteness, officials said.
The following sites fall under the closure order:

By reducing foot and off-road vehicle traffic in each location, the chances of a wildfire starting are much slimmer, according to the fire department.
Closure signs will be posted at entry points to warn potential violators of fines and other penalties. First offenses usually result in a minimum $100 ticket. Residents will be permitted to come and go as they please.
The closures are usually lifted at year's end but can be rescinded before then by the chief, depending on the timing of winter rains.

Riverside state senator cited on suspicion of driving under the influence

Sen. Sabrina Cervantes, D-Riverside, was cited in Sacramento on suspicion of driving under the influence, according to a report published Tuesday.
Cervantes, 37, was driving Monday in downtown Sacramento when her car collided with another vehicle just blocks from the Capitol, a Sacramento Police Department spokesperson told the political news website Politico.
Cervantes was taken to a nearby hospital before officers arrived at the crash scene around 1:30 p.m. Monday, according to Officer Allison Smith, the department spokesperson. Police met Cervantes at a hospital, where
they determined she was under the influence of alcohol, cited her with a misdemeanor and then released her, according to Politico.
Cervantes forcefully disputed the police account, stating the officers falsely accused her of driving under the influence.
"I want to be clear: I did nothing wrong," Cervantes said in a statement late Tuesday. "The lab results I sought in the hospital show conclusively I had no alcohol in my system. I expect this to be quickly and justly resolved."
In the statement, Cervantes said she was seeking care in the emergency room because her sedan was T-boned by a large SUV.
"I was accosted by Sacramento Police Department officers, (who) falsely accused (me) of driving under the influence, and involuntarily detained for several hours at the hospital," Cervantes said.
A spokesperson for the Sacramento County District Attorney's Office did not respond to a question from Politico about whether Cervantes has been charged with a DUI.
After eight years in the California State Assembly, Cervantes was elected in November to represent the 31st Senate District, which includes Jurupa Valley and portions of Corona, Eastvale and Riverside. She became

The Crossing Fire was reported at 1:38 p.m. Tuesday in the area of Petes Crossing and Janell Drive, according to the Riverside County Fire Department.
The agency said multiple engine and hand crews from the county, Hemet Fire Department, Riverside Fire Department and surrounding agencies were sent to the location, encountering flames moving at a moderate rate in light brush.
One Hemet firefighter suffered heat exhaustion and was taken by ambulance to a regional trauma center for treatment. Temperatures in the Anza Valley Tuesday topped out in the low 90s.

Memorial Day weekend flag walk planned at Riverside National Cemetery
Those seeking to pay homage to the nation's fallen servicemen and women are encouraged to join a Memorial Day weekend mission at Riverside National Cemetery, where volunteers will place miniature American flags alongside more than 250,000 grave sites.

The flames were 40% contained by 9:30 p.m. Tuesday, and working through the night, fire crews were able to bring containment up to 85% by 8 a.m. Wednesday.
The cause of the fire was under investigation.
The "Flag for Every Hero" event is slated for 8 a.m. to noon on Saturday beginning with a brief ceremony at the Veterans Memorial Amphitheater in the middle of the cemetery.
Brennan Leininger, who inaugurated the walks more than a decade ago with the help of Garden Grove-based nonprofit Honoring Our Fallen, said the "emotional experience that results from participating in this event is what it is all about."
The walks, first organized in 2012, are conducted not only on Memorial Day weekend, but also on Veterans Day.
Boy Scouts, police Explorers, Civil Air Patrol cadets, unions and other inter-
ested parties from the Inland Empire take part in the walks, which have drawn upwards of 1,500 volunteers in the past.
When the events began in 2012, participants were able to reach only 21,000 grave sites.
In 2014, organizers were able to procure enough flags and enlist a sufficient number of people to plant the Stars and Stripes next to just about all of the final resting places of individuals interred at the cemetery.
Since then, flags have been erected at every grave within three hours.
Leininger, an honorably discharged U.S. Air Force serviceman who became
a police officer, visited the cemetery in 2011 and was dismayed by how few flags were flying, prompting him to start the placements, ultimately in partnership with Honoring Our Fallen.
Leininger's group later joined with Riverside resident Mary Ellen Gruendyke to ensure all graves receive a flag. Gruendyke had contributed money and time to the effort long before 2012.
The 900-acre national cemetery is the fourth-largest of its kind in the nation — and running out of space.

Homelessness in Redlands has plummeted more than 30% for the second year in a row, according to results of the 2025 count.
The 146 Redlands unhoused residents counted this year were 67 fewer than in 2024. Unsheltered homelessness — people living on streets, in vehicles or in tents — was down 28%.
The previous year's point-in-time count showed an overall 34% reduction.
“Homelessness remains
a top concern among our residents,” City Manager Charlie Duggan said in a statement Friday. “That’s why we have continued marshalling our resources to address the issue. Two years of reduction in homelessness ... demonstrate that we are on the right track and making significant progress."
In 2022, the City Council approved creating the Homeless Solutions Office and hiring a Homeless Solutions Manager David Rabindranath to coordinate resources and provide outreach to people experiencing homelessness and housing insecurity, officials said. Also in 2022, the city was awarded a $30 million state Project Homekey grant that funded the conversion of a motel into the Step Up in Redlands supportive housing facility.
Step Up in Redlands began operating in January 2023 and was soon fully occupied. The facility

provides permanent housing and supportive services to more than 100 people, according to the city.
Over the last three years, Redlands has received over $10 million in state grants and $50,000 from the Kaiser Foundation, officials said. The funding expanded the city’s homeless outreach teams that provide shelter beds and rapid rehousing, employment training and assistance, access to treatment programs and support from organizations such as the Salvation Army, Family Service Association, Goodwill, Youth Hope and other local nonprofits.
Officials noted the city's collaboration and strategic planning with the San Bernardino County Office of Homeless Services; the sheriff’s department Homeless Outreach and Proactive Enforcement, or HOPE Team; and the Central Valley Homeless Provider Network.

count is a one-day effort to document the number of sheltered and unsheltered people experiencing homelessness on a single night in January, officials said. This year's survey took place Jan. 23.

The unsigned manifesto makes reference to an end goal to "begin the process of sterilizing this planet of the disease of life." It also states, "I think we need a war against pro-lifers." The author describes himself as a pro-mortalist, noting that "your death is already a guarantee" and "all a promortalist is saying is let's make it happen sooner rather than later ... to prevent your future suffering and, more importantly, the suffering your existence will cause to all the other sentient beings."
In an interview with The New York Times, Bartkus' father, Richard, said his son would often build stink bombs as a child, was good with a firearm and liked to build rockets. He said he has not spoken to his son in about a decade.

Saturday by a witness showed what appeared to be at least part of a body near the blast scene, which was later covered with a white blanket.
Other images showed the remains of a vehicle in the parking lot behind the clinic and the clinic's front facade in the street.
Witness video also showed scattered debris in the street in front of the clinic and windows shattered at multiple businesses in the area, including a nearby liquor store. Residents reported feeling the shaking from the blast throughout the city.
The clinic is located near Desert Regional Medical Center, which did not sustain any serious damage.
According to the American Reproductive Centers' website, the clinic opened in 2006 and is the Coachella Valley's "first and only full-service fertility center and IVF (in vitro fertilization) lab." Its services also include LGBTQ family building,
egg donation and freezing, fertility evaluations and embryo transfer.
"My heart is heavy as we grapple with the horrific explosion that occurred today outside the American Reproductive Centers," Palm Springs Mayor Ron deHarte said in a statement Saturday. "This act of violence is unforgivable, and I want to be clear: it has no place in our community.
"We mourn the loss of any life. One individual tragically died in this blast, and others were injured. Our thoughts are with the injured and we send healing energy for their quick and full recovery. ...

Stiles said Sunday that the "horrific nature of this explosion" damaged a great number of businesses and residences nearby, and city business teams went door to door Saturday to many of those properties to help them get the recovery process started.
Mills described the crime scene as several blocks in all directions and asked anyone who finds anything that could be evidence to call police.
Dr. Maher Abdallah, who runs the clinic, posted a message on social media saying the facility's office space was damaged but the lab was untouched. He confirmed that no employees of the clinic were injured.
"We are immensely grateful to share that no members of the ARC team were harmed, and our lab — including all eggs, embryos, and reproductive materials — remains fully secure and undamaged," Abdallah said. "We are heavily conducting a complete safety inspection and have confirmed that our opera-

Riverside Harley-Davidson always hosts the events, which began in 2000, when the dealership belonged to Skip Fordyce and operated under that banner.
More than 7,500 motorcycle enthusiasts are expected to take part in this year's ride.
The event returned in May 2023 following a three-year hiatus, initially stemming from the COVID lockdowns, then ongoing concerns that led to further cancellations.
This year's event will get underway in front of the dealership at 7688 Indiana Ave., with motorcyclists bearing American flags and other ensigns starting to assemble about 6 a.m. on May 26. They'll leave the location at 9:11 a.m., under escort by Riverside police officers, sheriff's deputies and other law enforcement personnel, proceeding up Alessandro Boulevard to

The ride will then transition to Van Buren Boulevard, where some participants will peel off to Riverside National Cemetery to pay their respects, while others will continue onto northbound Interstate 215, making a wide sweep on the freeway that leads back into the city, concluding at Riverside Municipal Auditorium downtown.
In previous years, the rides traveled farther east to San Jacinto, or farther south into the Temecula Valley.
"The move to Riverside Municipal Auditorium allows us to provide a more immersive and engaging experience for participants while keeping the focus on our core mission of honoring fallen service members," Dodd said. "We are excited to host our
concert at this iconic venue in the heart of Riverside and continue this cherished tradition."
Country artist LANCO will be performing at the venue.
A large share of proceeds raised from the rides and musical shows are donated to the Riverside National Cemetery Support Committee, which relies on contributions to build monuments and make other improvements at the hallowed grounds, where more than 250,000 U.S. military veterans, police officers, firefighters and others are interred.
More than $1 million has been generated over the past two decades, and even when the rides weren't held, the West Coast Thunder Foundation continued donation drives to support the cemetery.

"These men cared about money, property and control," Zois told jurors.
She said Pougnet's $3,605-a-month salary during his two terms was "peanuts" compared to the hefty cash infusions into his bank account facilitated by the two developers.
Zois argued it was Wessman's influence that landed Pougnet work on the Palm Springs International Film Festival, for which he received $150,000 in 2012. The festival board chairman ended the mayor's consultancy when it didn't net the kind of results that the board had wanted, according to the prosecution.
Zois alleged the developers provided $225,000 in illicit payoffs to the mayor between 2012 and 2014, all to ensure his active support for the downtown renaissance projects, which court records allege included construction of The Dakota, the Desert Fashion Plaza, The Morrison and Vivante.
Zois displayed photographs of Pougnet and Wessman together at public functions, revealing obvious signs of friendship.
Wessman is charged with nine counts of bribery of a public official and one count of conspiracy to commit a felony. During a pretrial hearing last week, Pougnet reached a plea agreement directly with the court, admitting nine counts of bribery by a public official, eight counts of illicit financial interest in public contracts and one count of conspiracy, as well as no contest to three perjury counts.
Prosecutors objected to the plea to Superior Court Judge Samuel Diaz, releasing a statement that Pougnet "took advantage of the public trust" and should be held to account at trial.
Diaz scheduled a sentencing hearing for July 2.
All the felony charges against Meaney were dismissed over a year ago. However, he pleaded guilty to a reinstated misdemeanor
count of financial conflict in a government contract. Like Wessman, Meaney is free on his own recognizance. He's due for sentencing in June.
Both the ex-mayor and Meaney are expected to receive terms of probation.
"There is very little evidence against Mr. Wessman," defense attorney David Greenberg told jurors in his opening statement.
"The payments were legit, the testimony against my client are not reliable, and there's no proof of specific intent to corrupt the mayor."
The attorney detailed how his client took appropriate steps and remained within the bounds of the law to get his projects approved by the Palm Springs City Council. He displayed the record of votes and the paper trail of loans and promissory notes associated with the developer's enterprises.
Greenberg underscored how Wessman relied on creative financing to contend with impacts of the Great Recession that started in 2008, seeking what amounted to a "public-private partnership" between Wessman Development Inc. and the city to move forward with redevelopment.
The efforts led to Measure J being put before voters citywide in 2011. It passed, resulting in $43 million in municipal bonds going to the developer's projects, which began in
earnest in the winter of 2012, the defense said.
Greenberg leveled blame at Meaney for any improprieties connected to cash for Pougnet.
The attorney insisted that his client always considered his dealings with the mayor and council aboveboard.
"Justice in this case is not guilty for John Wessman," Greenberg concluded.
Pougnet, Wessman and Meaney were criminally charged, for the first time, in 2017 and later indicted by a grand jury.
The case began as a federal corruption probe until it was turned over to county investigators in 2016.
A trial judge in December 2020 dismissed all counts against Wessman, characterizing them as baseless, but the charges were reinstated by the 4th District Court of Appeals in Riverside less than two years later.
Pougnet was in office from 2007 to 2015.
Payments to him were drawn directly from accounts maintained by Meaney's Union Abbey Co. and Wessman Development Inc., according to the prosecution.
A prosecutor told the grand jury in 2019 that Pougnet planned to move to Colorado to join his husband and two children when his first term ended in 2011, but the two developers put him "on their payroll" in order to gain his votes of confidence in their projects.
