Trump’s FEMA proposals and feud with Gavin Newsom could devastate California’s disaster response

In January, Katie Clark’s one-bedroom rental of more than 15 years, and nearly everything inside, was incinerated by Los Angeles County’s Eaton fire, one of the most destructive wildfires in California history. For her troubles, she received a one-time payment of $770 from the Federal Emergency Management Agency, which she used to replace clothes, food and a crate for her dog. While it was only a fraction of what she needed, the money was at least available while she waited for other funding.
As an organizer with the Altadena Tenants Union who has been helping renters with their FEMA applications, Clark knows just how common her experience has been for fire survivors. She believes federal and local agencies severely underestimated the need and cost of housing for the 150,000 people displaced by the fires, leaving many still struggling to recover. A FEMA spokesperson denied the accusation, saying the agency’s “ongoing assessments indicate that the current Rental Assistance program is effectively meeting the housing needs of survivors eligible for FEMA assistance.”
The disaster response “has been so shockingly bad,” Clark said, but she recognizes that without FEMA’s help in responding to fires that killed at least 30 people and destroyed more than 16,000 structures, “it could have been so, so, so much worse.”
“We would have seen a whole lot more people left to their own devices.
And what that would mean is homelessness. It would mean people just abandoned,” Clark said.
Even before President Donald Trump and Gov. Gavin Newsom squared off over Trump’s decision to send National Guard troops to quell immigration protests, before Newsom likened Trump to a dictator and Trump endorsed the idea of arresting the governor, the question of how much California could continue to rely on FEMA was front and center.
It’s a critical question in a state — with its earthquakes, wildfires, floods, drought and extreme heat — that frequently suffers some of the costliest disasters in the country.
Since Trump’s inauguration, his administration has floated sweeping propos-
als that would slash FEMA dollars and make disasters harder to declare. This has left both blue and red states wrestling with scenarios in which they must pay for what FEMA will not.
States have long counted on FEMA to cover at least 75% of declared major disaster response and recovery costs.
In just the past few months, FEMA has denied federal assistance for devastating floods in West Virginia and a destructive windstorm in Washington. The agency approved such funding for deadly tornadoes in Arkansas after Gov. Sarah Huckabee Sanders appealed an initial denial and personally begged the president for help.
Last month, ProPublica
reported that FEMA missed a May deadline to open the application process for many grants, including funding that states rely on to pay for basic emergency management operations. The delay, which the agency has not explained, appears to have little precedent.
In California, Trump has cast doubt on whether he will approve the $40 billion Newsom has requested to help pay for recovery costs associated with the fires, including $16.8 billion from FEMA to rebuild property, infrastructure and remove debris. That’s on top of the almost $140 million the agency has already provided to individual survivors.

The San Bernardino County Public Works Department held a groundbreaking event Tuesday on the newly started bridge to mark what officials called “a significant milestone” for the Glen Helen Parkway Bridge and Road Improvement Project. The $52.2 million project aims to enhance the safety, reliability and accessibility of the roadway that will be an important connector for residents, commuters and visitors to Glen Helen Regional Park and the Devore area, officials said.

Riverside authorities issue over 60 citations for illegal fireworks

Authorities in Riverside wrote 65 tickets for illegal fireworks this year, the city announced Thursday. Riverside police, firefighters and Code Enforcement Division officers worked together on the crackdown, levying $1,500 fines, officials said.
Recent amendments to the Riverside Municipal Code allowed the use of remote-piloted small drones in the days leading up to and on July 4 to assist police, fire and code enforcement teams. Authorities used the airborne drones to find, record and document the alleged illegal fireworks violations, according to a city statement. Five enforcement teams were based at locations in the city that officials said have a history of significant illegal fireworks activity. Authorities also identified locations through dispatch calls and reports made to the 311 Call Center.
When a drone recorded a fireworks violation, investigators collected video evidence to determine the property of origin.
“Before issuing a citation, each case was carefully verified by the sUAS operator, visual observer, code enforcement officer, and often additional police and fire personnel,” officials said.
From June 27 to July 4, the city’s Public Safety Communications Center received 547 calls for service related to fireworks, up from 477 in 2024, officials reported. The 311 Call Center, which also has a mobile app and website, aims

Palm Springs International Film Festival announces new sponsor

County program addresses staffing shortage for early childhood education

To address the ongoing staffing shortage in early childhood education, the San Bernardino County Preschool Services Department announced Thursday the completion of its inaugural Teacher Aide Cohort program.
With a focus on education, mentorship and workforce development, the program offers a pathway into the teaching profession for people “eager to make a lasting impact on the lives of young children,” according to a county statement.
Development of the Teacher Aide Cohort began in March 2024. Three months later, the Preschool Services Department launched the six-month pilot program that combined virtual college coursework with hands-on experience at PSD sites across the county, officials said.
The program is designed for aspiring early childhood educators, including recent graduates, people who have changed careers and those reentering the workforce. Program participants learn how to earn a “Child Development Associate Teacher Permit” to make the eligible to pursue careers in the teaching field.
With guidance from experienced teachers and support from program staff, participants took college-level courses such on child growth and development, infant and
toddler development and a course called “Principles of Teaching Young Children.”
The classes were complemented by live experience supporting children and teachers in PSD classrooms.
Of the participants who began the program, 75% successfully completed it and are now eligible to enter the early education workforce in the county.
“If all of those who have applied with PSD are hired as expected, the department projects an 18% reduction in Teacher Aide vacancies — meaning more classrooms
staffed and more children supported with high-quality early education,” according to the county statement.
“The impact of the cohort extends beyond numbers.
One participant shared how the experience helped confirm that early childhood education was her calling,” the statement continued.
“With the encouragement of welcoming teachers and staff, she developed new confidence and discovered her academic potential — successfully completing college courses she never imagined she could pass. Others echoed similar
sentiments, describing how the program helped them grow professionally and personally.”
Supervisors across various PSD sites praised the cohort participants for their professionalism, initiative, and genuine engagement in the classroom. According to a county statement the unnamed supervisors said:
“The cohort staff demonstrated extraordinary growth in their interactions with children and showed strong development in communication skills.”
“They showed notice-
able improvement in their confidence and connection with children. Their collaborative approach and positive attitude made them an asset to any team.”
“They consistently demonstrated a willingness to learn, maintained excellent communication with staff, and reliably completed tasks and assignments on time. Their contributions had a noticeable, positive impact on the classroom environment.”
County officials said the Teacher Aide Cohort program is effective because of its “comprehensive, supportive
design.” Participants receive mentorship, structured training and access to college enrollment while gaining real-world experience in the workforce.
“PSD staff model the behaviors and soft skills they hope to instill in the next generation of educators, fostering a positive and nurturing learning culture,” according to the county statement.
Officials noted that by reallocating salary savings from unfilled positions, PSD was able to fund the program without increasing department spending.
“With its measurable success and strong participant feedback, the Teacher Aide Cohort program has set a new standard for workforce development in early childhood education,” officials said.
A second cohort started June 16.
“PSD is proud of its cohort participants and looks forward to seeing many of them return as permanent team members — bringing with them fresh energy, passion, and a deep commitment to serving San Bernardino County’s children and families,” according to the statement.

states need to be weaned off FEMA and that the federal government will start distributing less federal aid after hurricane season ends in November.
The questions now are: How much will be approved? Will it be enough? And, if not, what then?
A FEMA spokesperson did not directly respond to questions from Capital & Main about anticipated funding cuts and potential impacts on state and local communities, but said the agency “asserts that disasters are best managed when they’re federally supported, state managed and locally executed.”
The uncertainty makes it “very hard” to plan, said Heather Gonzalez, principal fiscal and policy analyst for emergency services at California’s Legislative Analyst’s Office. “The little bean-counters in the back are stressing out right now trying to figure out ‘what are we going to have to work with?’”

many years and are heavily dependent on FEMA.
The recent “dust-ups” between Newsom and Trump, she said, have only underscored the unpredictability. For his part, Newsom said he prefers the “open hand” of cooperation over the “closed fist” of fighting when it comes to disaster response.
“Emergency preparedness and emergency planning, recovery and renewal — period, full stop — that should be nonpolitical,” he said on July 7, which marked six months since the fires.
The Rising Cost of Disasters
Since at least the 1980s, California has endured a rapidly growing number of billion-dollar disasters, with 18 occurring between 2015 and 2024 alone.
As the frequency and severity of California’s disasters increase, so too does its reliance on federal assistance to respond. In the aftermath of January’s Eaton and Palisades fires — the second and third most destructive wildfires in California history, respectively — FEMA has already provided $139 million for everything from home repair costs to medical expenses, and the agency “has allocated billions of dollars for debris removal,” according to a FEMA spokesperson. Over 5,000 properties have already been cleared of ash and fire debris.
Los Angeles County Office of Emergency Management Communications Director Emily Montanez said recovery efforts for the fires likely won’t be complete for
“After the Northridge earthquake in 1994, FEMA had field offices here for 28 years,” Montanez said. “We see this as being no different. This was way more devastation, way more impact. So this could be years, definitely decades.”
While Montanez acknowledged that potential “gaps” in disaster response efforts leave some survivors without sufficient resources, she said that the recent operations coordinated between FEMA and local agencies in Los Angeles have mostly been efficient and successful.
FEMA’s federal assistance supplements California’s own disaster response and mitigation resources like those allocated to the Governor’s Office of Emergency Services, which was allotted $4.4 billion in the May revision of the state’s 2025-26 budget. When the office’s funding does not cover all disaster costs, California can also pull from a number of its reserves, including the Budget Stabilization Account and Special Fund for Economic Uncertainties.
Newsom told Capital & Main on July 7 that the state has increased its discretionary reserves as a direct consequence of Trump’s ongoing threats to FEMA, though he admitted that even that increased investment wouldn’t make up for the potential loss in federal funding.
California “can’t backfill the elimination of FEMA,” Newsom said. “There’s no state in America [that can], even the most endowed state — $4.1 trillion a year economy — largest in the nation, fourth largest in the world.”
And California’s $12 billion budget deficit will make backfilling the office’s shortfall especially difficult the next time a major disaster strikes, according to Laurie Schoeman, senior adviser on climate resilience to former President Joe Biden.
That will be made even harder if the still-unfinalized proposals outlined in an internal FEMA memo are implemented, according to Schoeman. One of the reforms floated in the memo caps the proportion of recovery costs covered by the federal government at the current baseline of 75%. Under current rules, the president can increase FEMA’s cost share up to 100%, as Biden did for the Los Angeles fires less than two weeks before he left office.
Another proposal quadruples the amount of damage that needs to be suffered in a disaster before FEMA awards any public assistance grants for infrastructure repair and debris removal. That would hike California’s damage threshold from roughly $75 million to nearly $300 million per disaster.
Had just that second reform been in place between 2008 and 2024, California would have received 26% less in public assistance funding from FEMA, a loss of nearly $2 billion, according to a May analysis by the Urban Institute, a Washington, D.C.based think tank.
Yet already, significant damage has been done, Schoeman said.
In April, the Trump administration canceled the Building Resilient Infrastructure and Communities program, a FEMA initiative dedicated to funding disaster-preparedness projects. Over $880 million in federal funding was rescinded, including a $35 million grant in California’s Napa County largely dedicated to wildfire prevention work. The administration declined to respond to Capital & Main’s request for comment, referring questions to FEMA. An agency spokesperson said that its approach to disaster preparedness mirrors that of disaster response: FEMA will play a supporting role.
“All types of preparedness start with families, individuals and local and state officials ahead of any emergency and disaster,” a statement from the agency said.
The rescinded federal funding risks undermining communities’ abilities to protect against future disasters, Schoeman said, and undoes work accomplished under Trump’s first term.
“They’re just cutting these projects even though they have proven benefit cost analyses in place,” Schoeman said. “The BRIC program was started under the Trump administration … so it feels like the administration is going to cut their own leg off.”
Clark said she is already struggling to get help. She said her insurance provider has so far withheld over $25,000 due to disagreements over whether her transitional housing qualifies as temporary, and her applications for additional FEMA assistance have been denied due to her technically being insured. Some wealthier survivors had “the insulation and resiliency that economic resources give you,” while others had to depend on nonprofits or the kind of government assistance that is now at risk to afford transitional housing.
“If you don’t have those economic resources, your only option is to turn to either philanthropy or the state,” Clark said. “If neither of those are available, then tough luck.”

Such reduced funding during future events would cause an “apocalyptic scenario” where California communities would struggle to afford the cost of running shelters and paying for emergency responders to rescue disaster victims, according to Sarah Labowitz, a senior fellow in the Sustainability, Climate, and Geopolitics Program at the Carnegie Endowment for International Peace.

Prett-ay,prett-ay, prett-ay good news for Larry David fans — TV’s curmudgeon king is returning to the small screen, this time in a six-episode, halfhour American history sketch comedy series on HBO to be co-produced by the “Curb Your Enthusiasm” alum along with Barack and Michelle Obama’s Higher Ground productions.
HBO announced Thursday it’s ordered up the as-yet untitled series, saying David will star, write and executive produce — and that it will feature a mix of “Curb” actors and “noteworthy” stars.
Jeff Schaffer, a frequent “Curb” director, will serve as co- executive producer and writer as well as director, according to HBO.
Details were few, but it’s likely to air sometime in 2026, in time for the 250th anniversary of the Declaration of Independence.

ACLU SoCal names new executive director

Chandra S. Bhatnagar has been named executive director of the ACLU of Southern California, becoming just the third head of the national organization’s Los Angeles affiliate in more than 50 years, it was announced Tuesday.
Bhatnagar has a 20-year track record as an organizational leader and changemaker spanning the nonprofit sector, federal government and higher education, according to the civil rights organization.
“I am deeply honored to return to the ACLU as the Southern California affiliate’s next executive director,” Bhatnagar, who previously worked as senior staff attorney in the Human Rights Program at the national ACLU, said in a statement.
“For more than 100 years, the ACLU SoCal has been indispensable in the fight for fundamental civil rights and civil liberties in California,” he said. “As our region and country confront the greatest threat to our constitutional rights of this generation, we will remain on the
frontline of the struggle to protect and advance the dignity and well-being of all our communities.”
Over the course of his career, Bhatnagar has used litigation, community organizing, public education and policy advocacy to defend communities who have been historically marginalized including migrant workers, the ACLU said. In 2015, he was part of a team that successfully represented H2B guest workers from India who were defrauded and exploited in a labor trafficking scheme in Mississippi and Texas.
Bhatnagar also served in the administration of former President Barack Obama as the senior legal and policy advisor to the chair of the U.S. Equal Employment Opportunity Commission.
In 2017, Bhatnagar left the EEOC to join UCLA, where he helped establish and led the institution’s Civil Rights Office, a neutral and independent civil rights enforcement entity that serves all of UCLA and the UCLA Health System.
“Chandra is a proven
fighter for the people,” said Carlos Amador, president of the ACLU SoCal and chair of the ACLU Foundation SoCal. “His extensive experience as an organizer and movement lawyer, his keen understanding of systemic oppression and his genuine empathy for people make him the ideal leader for the affiliate in this extraordinary time.”
Bhatnagar will lead the work of an office that so far this year has filed lawsuits challenging the Trump administration’s “unconstitutional and discriminatory mass deportation campaign, among other attacks on constitutional rights,” according to the ACLU SoCal.
He follows Hector Villagra, who led the ACLU SoCal since 2011, and during whose tenure offices were opened in the Inland Region and Kern County.
Established in 1923, the ACLU SoCal is the first affiliate of the ACLU, which now has 53 affiliates across the nation. Civil rights icon Ramona Ripston led the ACLU SoCal from 1972 to 2011.
CA’s Channel Islands Fox, a conservation success story

Asmall fox that lives on the Channel Islands off the coast of southern California is thriving after near extinction. The island fox - found nowhere else on Earth - was listed as endangered in 2004 when only about 30 remained.
A multi-agency recovery effort that started in 1999 resulted in the fastest comeback of any terrestrial mammal under the Endangered Species Act.
Chuck Graham, a photographer, traveled to the islands to chronicle their recovery and share the story.
“It wouldn’t have happened without all the work of the biologists and everything,” said Graham. “I mean otherwise, if it wasn’t successful, it would have been a really big disappointmentbut everything worked out.”
Revered by the islands early Indigenous people, the fox weighs just four pounds, smaller than the average house cat. A photo exhibit by Graham is currently on display at the Santa Barbara Maritime Museum.
The population began plummeting in the 1960s
after predatory golden eagles replaced bald eagles who could no longer breed on the islands due the effects of runoff from the pesticide DDT.
Before the island fox could recover, golden eagles were relocated to the mainland and 61 bald eagles were reintroduced starting in 2002.
With the predators gone, the fox survival rate increased to 90% and the population rebounded to more than 2,000 in 2015. Graham said he wanted to document not just the Island Fox, but its environment and the urgency
of preserving it.
“I knew the foxes were an item and I knew the bald eagles were, but it was one of those things that you just have to go to know,” he explained. “I definitely broadened awareness.”
Scientists still debate how the foxes got to the islands some 10,000 years ago. Some speculate they rafted there on storm debris when ocean levels were lower, or were more likely introduced by the Native American Chumash Tribe who considered them a sacred animal.

Study: Duration of heat waves accelerating faster than global warming

Whilemillionsof Americans swelter under heat warnings from the National Weather Service, new research finds that not only will climate change make heat waves hotter and longer, but the lengthening of heat waves will accelerate with each additional fraction of a degree of warming, UCLA announced Tuesday.
In the study published July 7 in the journal Nature Geoscience, researchers led by UCLA and the Universidad Adolfo Ibañez in Santiago, Chile, found that the longest heat waves will see the greatest acceleration, and the frequency of the most blistering heat waves will increase the most.
The duration of a heat wave exacerbates the risk to people, animals, agriculture and ecosystems.

temperature of the following day, the researchers detected this acceleration at a global level, scientists determined.
The equation they developed has the flexibility to analyze one region or to gain additional insight by analyzing multiple regions as a whole, said senior author and UCLA climate scientist David Neelin.
“Each fraction of a degree of warming will have more impact than the last,” said Neelin, a professor of atmospheric and oceanic sciences who studies climate variability. “The acceleration means that if the rate of warming stays the same, the rate of our adaptation has to happen quicker and quicker, especially for the most extreme heat waves, which are changing the fastest.”
People have already begun feeling longer heat waves in recent decades, Neelin noted.
Just this month, a late-June heat dome settled over much
of the United States, breaking daily heat records, damaging a Virginia drawbridge and causing heat-related illness among dozens at a high school graduation.
Europe sweltered through the first week of July as scorching heat closed the Eiffel Tower, Wimbledon launched “Operation Ice Towel” for its record hottest opening day, and the Acropolis in Athens, Greece, was temporarily shuttered. The extreme heat has been blamed for hundreds of deaths.
Parts of 18 states across the country were under heat advisories Tuesday, including extreme heat warnings in California, Arizona and Nevada, where temperatures could hit 120 degrees.
“We found that the longest and rarest heat waves in each region -- those lasting for weeks -- are the ones that show the greatest increases in frequency,” said Cristian
Martinez-Villalobos, the study’s lead author and an assistant professor of engineering and science at the Universidad Adolfo Ibáñez.
“By taking into account the natural variation of temperatures at each location, we find that recent observed trends of
heat wave durations already follow a similar pattern of acceleration predicted by climate models.”
Future research is dependent on federal budgets, Neelin said.
Panic has set in at school districtsacrossthe Golden State as the Trump administration continues to withhold federal funds.

The grants are usually distributed on July 1. Valentino warned there will be farreaching consequences if the congressionally-approved funding is not restored.
“Migrant children, English language learners and those in low-performing schools stand to lose vital support that helps them meet academic benchmarks,” Valentino pointed out. “This decision will only exacerbate existing educational inequities across each state.”

Study: New tariff, visa policies threaten one of US’s top exports — education

Astudy from UC San Diego’s School of Global Policy and Strategy found Thursday that a trade war with other countries, particularly China, could torpedo one of the United States’ most important exporting industries -- higher education.
The researchers of the study, scheduled to be published in the Review of Economics and Statistics, estimate that the tariffs levied on Chinese imports during the first Trump administration led to a 25% drop in students from China studying in the U.S., costing U.S. universities $1.1 billion annually in revenue.
“In a very real sense, international students are reversing the trade deficit,” said Gaurav Khanna, associate professor of economics at UCSD and coauthor of the study. “America imports goods from China but exports education in return. That has been a win for both economies -- and one that a trade war risks unraveling.”
The study focuses on China’s 2001 entry into the World Trade Organization, an action which dramatically boosted Chinese exports to the U.S. and household incomes in certain Chinese cities -making American college tuition suddenly affordable for many families.
Analyzing visa records, trade data and city-level economics, the researchers found that Chinese cities that had more exposure to
WTO-related tariff reductions sent significantly more students to the U.S., compared to cities with less exposure. A 10% increase in trade exposure generated 34 more students per million city residents, accounting for about 40% of the surge in Chinese student enrollment between 2002 and 2013, according to a UCSD statement.
However, tariff policies that are designed to slow China’s manufacturing sectors will reverse this trend, they claim. In 2019, education exports added $45 billion to the U.S. economy. Increased visa restrictions are likely to hurt this trade as well.
“Policymakers often talk about soybeans, oil and steel,” Khanna said. “But education contributes more to the U.S. economy than any of those. It’s an export we ignore at our own peril.”
The billions likely to be lost in tuition doesn’t even include spending international students do while in the United States such as housing, transportation and local services.
While the majority of Chinese students who came to the U.S. after China’s entry into the WTO were coming for graduate-level STEM (science, technology, engineering and mathematics) enrollments, that has shifted over time. Now, more head to the United States for undergraduate degrees in business and social sciences -- and many pay full sticker price.
Khanna references his previous research showing how nonresident tuition benefited U.S. universities suffering declines in state funding.
“Universities had to choose between increasing tuition levels and cutting expenditures -- such as decreasing academic offerings to in-state students, or enrolling a greater proportion of students who pay out-of-state tuition,” he said.
The University of California was one of these institutions, relying on international student tuition rather than sharply increasing the tuition of in-state students.
Khanna said recent political decisions have created a sharp decline in the flow of international students. Yearly growth of Chinese students in the U.S. averaged about 22% between 2007 and 2013, but has since fallen to under 5% per year.
“There’s often an assumption that trade and immigration are substitutes,” Khanna said. “What we found is that they can be powerful complements. Trade helped create a middle class in China that saw U.S. education as both a pathway and a product.
“America’s edge has always been its universities. If we make it harder for international students to come here, we’re not just closing the door on students -- we’re closing the door on one of our biggest trade advantages.”
California teens organize to promote arts education

More than 400 teen artists gathered this Saturday in Southern California to learn about equity in arts education. The 3rd annual Arts Advocacy Day kicked off the California State Summer School for the Arts. Speakers and workshops tackled issues like the troubled rollout of Proposition 28, which was supposed to fund new arts classes but has been diverted by some school districts.
Caitlin Lainoff, senior manager of youth engagement at the nonprofit Create CA which sponsors the event, said the event is important for its informational value.
“We want to make sure that students leave knowing that they are guaranteed money for the arts and that they can connect with their administrators to see how that money is spent and can reach out to their legislators at any point,” she explained.
The program took place at the California Institute of the Arts in Santa Clarita. The goal is to inspire the state’s next entrepreneurs, artists and culture makers to fight for
education funding, during a particularly challenging time. The feds just froze almost $7 billion in education grants nationwide to see if they align with Trump administration priorities. The money was supposed to be distributed on July first, leaving districts scrambling.
Lainoff added that the programs such as theater, music and fine art are often the first to go when budgets are tight.
“The potential impact on arts programs is that instead of Prop 28 going to additional arts classes, they will be plugged in to
previous arts classes or cut completely for other uses,” she continued.
In May, the Trump administration proposed eliminating the National Endowment for the Arts and has already canceled grants to hundreds of arts organizations.

How not to overspend on your summer vacation

Summer is here, which means it’s time for lounging on the beach, exploring national parks, hopping on international flights and more. But when the warm weather hits, and you’re in vacation mode, it’s easy to overspend.
While it’s important to enjoy your time off and hard-earned money, it’s also important not to hinder your progress toward your saving goals. Consumer fintech banking platform Current shares steps below that can help ensure you stay on track to hit your milestones, whether they’re as short-term as paying for a car repair or as long-term as retirement.
“Too often people go on vacation trying to de-stress or get a break from work and thinking about all this stuff — but then if you come back home with credit card debt, it defeats the purpose,” says Adrianna Adams, head of financial planning for Domain Money.
Figure out how much you can spend
The first step to making sure you don’t overspend on vacation is figuring out how much you can spend. Adams recommends you start by assessing your emergency fund and retirement savings. Financial experts typically recommend that you have enough money set aside to cover at least three to six months of your expenses should the unexpected happen, such as losing your job or getting hit with a surprise vet bill.
When it comes to your retirement savings, you want to make sure you’re saving an adequate amount every month or year to help secure a comfortable retirement down the line. That will look different for everyone, but a classic rule is to save 10% to 15% of your pretax income annually.
Once you have those bases covered, consider how much savings you have on hand and how much you spend each month on your essentials, such as housing, utilities, groceries, etc.
Mapping all this out will leave you with a better sense of what you have left over to take on vacation.
“Then you can really figure out how much fun money you have without feeling guilty or wondering if you should have put it somewhere else,” Adams says.
Monitor the cost of flights and accommodations
Airfare and hotels are often the most expensive part of a vacation — but when you book can make a huge difference. The experts at travel app Hopper advise that you start monitoring prices at least three to four months out for domestic trips, since they’ll increase and decrease frequently and tend to drop a month or two before the flight takes off — but nearly double in the last three weeks. For international trips, you’re going to want to start monitoring seven to eight months in advance.
Traveling on certain days can also help you save money. If you’re traveling within the U.S., flying midweek can save you roughly $45 per ticket, or about 15%, according to Hopper. For most international trips, you’ll save the most by avoiding the weekend and flying early in the week.
Last-minute hotel room bookings in popular vacation destinations tend to see a price surge, so you’ll want to plan ahead when it comes to where you’ll stay. And if you can, skip the weekend: Hopper found that travelers who check in to their accommodations
Friday or Saturday and stay through Sunday can expect to pay 20% to 23% more than those who check in on Monday. Be sure to check online travel agent apps such as Priceline, Expedia and Hotwire. You can simply enter where you’re headed and which dates, and you’ll get a list of the best deals along with ratings (though you may have to forego knowing the actual name of the hotel until after booking, depending on the service).
Plan ahead
Ideally, you’re saving for your vacation in the months leading up to it. That way, you can have a savings goal in mind — say $5,000 — and know you need to set aside $500 a month for 10 months to have enough to cover the cost. If you are planning a more expensive trip or don’t have enough wiggle room in your monthly budget to save $500 each month, then you can push the trip out a few months.
But if your trip is coming up quickly, don’t panic: There are still ways to save. Make reservations in advance for restaurants and activities so you have a better understanding of what you’re spending before you get there, says Thomas Van Spankeren, a wealth advisor and chief investment officer at Rise Investments. That’s especially important if you’re traveling with a large group.
“When you’re in a big group, people tend to overbuy,” Van Spankeren explains. “When you have too many opinions together, you don’t want to offend people. If one person wants X and one person wants Y, you tend to get both and then you’re left with too much.”
Stick to a budget
When you’re on vacation, you’re probably pulling out your wallet for meals, transportation and souvenirs. But
having a sense of how much you can spend each day can help keep you on track.
Let’s say you have $700 saved for the trip, and you’re going for seven days. Aim to spend around $100 per day so you don’t come to the end of the trip and realize you blew through your budget in the first few days.
“If you know there’s something you want to do like Jet Skiing that is $50, then maybe that day you plan more casual stuff for the meals,” Adams says. “But if there is a beach day when you’re not doing much, make that day your fancier dinner.”
You only want to spend within your means, but if you’re super nervous, you can also check to make sure your card has overdraft protection to ensure you won’t get charged if you make a mistake and spend more than what’s in your account.
Use your credit card

rewards points can go far on vacation, especially when it comes to booking accommodations and flights (plus, they tend to have better fraud protection than other cards, which is important when you’re on vacation with your guard down). Look into what your credit card offers and be sure to take full advantage of rewards when booking your accommodations and activities.
“Even if it’s not a ton of points, it can definitely help chip away at some of those costs for flights or hotels,” Adams says. She adds that if you’re using only one card, it’s easy to look at the charges throughout the trip to keep in line with your budget.
You want to make sure that when you’re spending on vacation, you’re earning something for every swipe, such as rewards for future trips or points to redeem for cash back.

When it comes to planning, get creative.
“If it’s somewhere more local, plan in advance and carpool,” Van Spankeren says. And if you’re traveling somewhere that a relative or friend lives near, consider staying with them even if it means driving a bit further to your destination — such as a city’s downtown — as opposed to shelling out for a hotel. Driving so that you can bring equipment like tennis rackets and boating tubes instead of renting can also pay off.
And of course, consider low-cost activities once you’re there. Packing sandwiches and heading to the beach or going for a hike will be much less expensive than spending the day at Disney World.

Driver charged with killing 2 in wreck while drunk at the wheel in Jurupa

An unlicensed motorist accused of killing two of his passengers in a driving under the influence wreck on the south end of Jurupa Valley was charged Wednesday with two counts of second-degree murder.
Bryan Cruz Arenas, 23, of Jurupa Valley was arrested Saturday following a Riverside County Sheriff’s Department investigation into the deaths of 18-yearold Sabrina De Lara of Eastvale and 24-year-old Javier Rios of Jurupa Valley.
Arenas pleaded not guilty during his arraignment Wednesday afternoon before Superior Court Judge Melissa Hale, who scheduled a felony settlement conference for Sept. 12 at the Riverside Hall of Justice.
The judge ordered Arenas held in lieu of $1 million bail at the Robert Presley Jail. His bail had been previously set at $75,000.
Sheriff’s Sgt. Rafael Lopez said shortly before 3 a.m. Saturday, the defendant was driving a van at an unconfirmed speed eastbound on Limonite Avenue, just west of Beach Street, when he slammed into another vehicle.
Two of his passengers, Lara and Rios, suffered grave injuries in the colli-
sion, possibly because they weren’t wearing safety restraints.
Lopez said patrol deputies and paramedics reached the location within a few minutes and discovered both victims dead.
Arenas was given a field sobriety test and confirmed to be intoxicated, the sergeant said.
The defendant was taken to jail after undergoing a pre-booking medical check. He wasn’t hurt.
The driver of the other vehicle, whose identity
wasn’t disclosed, along with several other passengers riding with Lopez, also not identified, were transported to Riverside Community Hospital for treatment of minor to moderate injuries.
The intersection of Limonite and Beach was shut down all Saturday morning while a preliminary investigation was conducted and the wreckage was cleared.
Court records indicated Arenas has documented prior convictions, but they weren’t specified.
Photo exhibit in Palm Springs to fund journalism internships

AValley journalists will open this week in Palm Springs, with proceeds funding the Coachella Valley Journalism Foundation’s visual journalism internship.
The opening reception will be held at the Stephen Richard Baumbach Gallery in the Backstreet Art District, at 4116 Matthew Drive, from 5-7 p.m. Wednesday. The exhibit will conclude Aug. 2, with hours from 11 a.m. to 3 p.m.
Photographs were donated by photographer Michael Childers and various local news organizations, including the Desert Sun, Coachella Valley Independent, Palm Springs Life and El Informador Del Valle.
Organizers said the exhibit will include images of sports stars such as Serena Williams and Novak Djokovic, along with politicians including Donald Trump and Barack Obama. Photographs will be available for purchase in person or online at zeffy.com/en-US/ticketing/cvjf-newsmakers-photo-shop.

CHP distributes grants to local law enforcement agencies for anti-DUI ops

Eight law enforcement agencies in Riverside County were among nearly 150 recipients of grants administered by the California Highway Patrol for anti-driving under the influence operations and educational campaigns, it was announced Wednesday.
“This funding represents a major step forward in our ongoing mission to save lives and prevent impaired driving,” CHP Commissioner Sean Duryee said. “With over $35 million going to public safety partners across the state, we’re expanding our reach like never before. These resources will help those on the front lines keep
California’s roads safer for everyone.”
The 2025 Proposition 64 grants include funds for toxicology laboratory analysis, educational campaigns highlighting the perils of drinking, or drugging, and driving, autopsies, highdensity patrols to crack down on DUI activity and public service announcements, officials said.
The Blythe Police Department, Cathedral City Police Department, Corona Police Department, Indio Police Department, Menifee Police Department, Murrieta Police Department, Riverside County Sheriff’s Department and Riverside
Police Department comprised a small portion of the list of recipients, though specific disbursals to the agencies were not provided.
Prop 64, the Control, Regulate & Tax Adult Use of Marijuana Act, approved by voters statewide in 2016, included provisions for revenue collected on cannabis sales to be distributed in support of law enforcement operations.
The CHP will begin accepting agencies’ requests for grant funding in 2026 sometime in January or February.

Coachella Valley Firebirds Announce 2025-26 Season Schedule

TheCoachellaValley FirebirdsThursday announced their 72 game schedule for the 20252026 season.
The American Hockey League affiliate of the Seattle Kraken, will face all teams in the Pacific Division and one out-of-division squad, the Texas Stars, which is affiliated with the NHL’s Dallas Stars. The Pacific Division includes the reigning Calder Cup Champion Abbotsford
Canucks, affiliated with Vancouver’s NHL team of the same naem, the Ontario Reign (Los Angeles Kings), Bakersfield Condors (Edmonton Oilers), Calgary Wranglers (Calgary Flames), Colorado Eagles (Colorado Avalanche), Henderson Silver Knights (Vegas Golden Knights), San Diego Gulls (Anaheim Ducks), San Jose Barracuda (San Jose Sharks) and Tucson Roadrunners (Utah Mammoth).

The destructive 588-acre Hawarden Fire last summer was the largest in the city’s history and resulted from illegal fireworks. The Mandalay Fire in Riverside in late June is suspected to have been ignited by illegal fireworks, which burned over 83 acres of wildland near Tyler Street and Jurupa Avenue, leading to numerous home evacuations, according to the city.
“Illegal fireworks, especially commercial-grade aerial types, pose a serious threat to public safety,” Riverside Fire Chief Steve McKinster said in a statement. “They’re more than loud nuisances; they can cause devastating fires and life-changing injuries, putting homes, property, and lives at risk every year.”
Riverside Police Chief Larry Gonzalez lauded the drone technology, calling it “a vital tool in cracking down on illegal fireworks, and we will continue to use it. It allows us to safely identify violations, collect evidence, and hold offenders accountable, without putting officers or firefighters at risk,” Gonzalez said in a statement.
The city’s anti-fireworks strategy remains using “proactive enforcement, public education and continued use of small Unmanned Aerial Systems.”
Fireworks are illegal within city limits year-round, and violators will be held accountable. To report illegal fireworks, use the 311 app, visit the City’s website, or call 311.

Sir Paul McCartney to open ‘Got Back 2025’ tour at Acrisure Arena

BelovedBeatlePaul McCartney will kick off his first tour in three years at Acrisure Arena in Riverside County, it was announced Thursday.
The 19-date “Got Back 2025” tour takes wing Sept. 29 at the 3-year-old, 11,000-seat arena in Thousand Palms.
The general on-sale begins Friday at 10 a.m. Pacific Time via Ticketmaster.com.
From the Greater Palm Springs area, the tour then moves on to Las Vegas; Albuquerque, New Mexico; Denver; Des Moines, Iowa; Minneapolis; Tulsa, Oklahoma; New Orleans; Atlanta; Nashville, Tennessee; Columbus, Ohio; Pittsburgh; Buffalo, New York; Montreal and Hamilton, Ontario.
The Beatles co-founder and former Wings front man concludes the tour with two nights at the United Center in Chicago on Nov. 24-25.
McCartney, 83, is one of two remaining former Beatles.

Average Riverside County gas price drops to lowest amount since Jan. 31
The average price of a gallon of self-serve regular gasoline in Riverside County dropped Friday to its lowest amount since Jan. 31, decreasing a half-cent to $4.375.
The average price has dropped four consecutive days, decreasing 2 cents, including four-tenths of a cent Thursday, according to figures by AAA and the Oil Price Information Service. The decreases follow backto-back increases totaling seven-tenths of a cent.
The average price is 1.7 cents less than one week ago, 11.1 cents lower than one month ago and 31.9 cents below what it was one year ago. It has dropped $1.998 since rising to a record $6.373 on Oct. 5, 2022.
“According to Oil Price Information Service, the U.S. Energy Information Administration reported yesterday that West Coast gasoline inventories are at their highest level since January and refinery utilization rates remain near 90%,”
Doug Shupe, the Automobile Club of Southern California’s corporate communications manager, said in a statement released Thursday.
“So far, those factors have offset the 1.6 centper-gallon tax increase on gasoline July 1 and a policy change on Low Carbon Fuel Standards that is expected to increase gasoline costs.”
The national average
price dropped a half-cent to $3.167 after three consecutive increases totaling 2.9 cents, including 1 cent Thursday. It is 1.5 cents more than one week ago 4.3 cents higher than one month ago but 37.6 cents lower than one year ago. The national average price has dropped $1.849 since rising to a record $5.016 on June 14, 2022.
