Gov.GavinNewsom signelegislation
SaturdayinLos Angeles that aims to stem the ongoing illegal immigration crackdown in Southern California.
Newsom appeared with a large group of state and local officials at the Miguel Contreras Learning Complex in downtown LA to sign a package of bills that include a ban on law enforcement agents wearing masks, requiring federal agents to visibly display identification and prohibiting "bail fugitive recovery agents," or bounty hunters from participating in immigration enforcement activity.
Another new law requires schools and colleges to notify parents, students and staff when confirmed immigration enforcement is occurring on campus. Another law requires law enforcement officers to obtain a judicial warrant and meet other obligations before entering an education facility. The newly signed bill also prohibits school officials from collecting immigration information and disclosing pupil or family information to immigration authorities without a court order or warrant.
A fifth signed bill restricts health care facilities from giving patient information or allowing access to immigration enforcement.
Joining Newsom for the signing event Saturday were Mayor Karen Bass, LA County Supervisor Hilda Solis, LAUSD Superintendent Alberto Carvalho, Assemblyman Al Muratsuchi, D-Torrance, state Sen.
Deputy City Manager
Justine Bruno challenged what she called "inaccurate" budget criticisms by Arcadia Mayor Sharon Kwan and former Councilwoman April Verlato. Kwan and Verlato, who was termed out of office last year, have warned pay
increases in contracts with city employee unions could drain reserve funds and lead to future budget deficits. In an email to HeySoCal. com, Bruno addressed concerns Verlato put into a recent mass-email, "several of which draw inaccurate conclusions about the city’s budget."
By Joe Taglieri joet@beaconmedianews.com
Referring to Verlato's observation that the city's Equipment Fund report shows a $3 million drop in funding, Bruno responded, "I presume she is talking about the reduction in Beginning Fund Balance, which shows the (fiscal year)
2024-25 Estimate at $19.3M and $16.1M in FY25-26?
"The amount transferred into the Equipment Replacement Fund each year is based on a 10-year rolling average of our equipment spend. This means that we transfer into the fund what we expect to need based on
Lena Gonzalez, D-Long Beach, and state Superintendent of Public Instruction Tony Thurmond.
“Public safety depends
on trust between law enforcement and the communities they serve — but Trump and Miller have shattered that trust and spread fear across America," Newsom said in a statement. "California is putting an end to it and making sure schools and hospitals remain what they should be: places of care, not chaos.”
During remarks Saturday, the governor said Los Angeles is "the most diverse city in the most diverse state, California, in the world's most diverse democracy. It is a point of pride. ... At our best we don't tolerate that diversity, at our best we celebrate that diversity," Newsom said.
The governor added that California's diverse population is "unique" and is "what makes California great. It's what makes America great, and it's under assault by this administration," he said. "There's a word that you've
10-years of data. Having a flat amount for the Beginning Fund Balance across all years implies that we purchase equipment in flat/ even increments and replace in the same manner, which is not practical or logical. We replace the asset when it’s necessary based on age, condition, and lifecycle, and in other instances, when supply chain limitations disrupt our ability to obtain the asset, which causes even more fluctuation."

Vandals sprayed antiLGBTQ+ language on a utility box in front of the building that houses Long Beach Pride and the act was being investigated as a hate crime, officials said Sunday.
The language, along with a swastika and the acronym "MAGA," were painted at about 5:40 p.m. Saturday at the corner of 10th Street and Obispo Avenue, according to Long Beach Police Department spokeswoman Allison Gallagher.
"Officers located graffiti that made derogatory statements," Gallagher said. "The incident is being investigated as hate- /bias- motivated."
Long Beach Pride is a nonprofit organization that produces the annual Pride festival and parade.
The vandalism "was not just an attack on a symbol, but an attack on our LGBTQ+ family, friends and neighbors," said Long Beach Mayor Rex Richardson. "This vile act of hate has absolute-
ly no place in Long Beach."
The city's graffiti-removal team was dispatched to remove the graffiti and the Long Beach Police Department was investigating "to ensure those responsible will be held accountable," Richardson said.
"This is deeply concern-
ing," Long Beach Pride interim president Elsa Martinez said. "Acts of hate are not something we expect to see in our own front yard, in a city like ours -- one where we have fought for decades to be seen, accepted and embraced as equal members of this commu-
nity." Pride is more than parades and celebrations, Martinez said. "It is about standing up for our right to live openly and fully, to share in all the privileges and freedoms that every American deserves. And we will continue to prevail."
LosAngelesCounty's seasonallyadjusted unemploymentrate fell slightly to 5.7% in August, down from 5.8% in July, according to figures released Friday by the state Employment Development Department.
The 5.7% rate was down from 6.1% a year ago.
In Orange County, where seasonally adjusted figures were not immediately available, the August unemployment rate was 4.6%.
Statewide, California's seasonally adjusted unemployment rate was 5.5% in August, the same rate as July but up slightly from 5.4% in August 2024. The comparable estimates for the nation were 4.3% in August, 4.2% in July, and 4.2% a year ago.
Total non-farm employment in Los Angeles County increased by 21,200 jobs between July and August to reach nearly 4.6 million.
The government sector led the way by adding 16,100 jobs, powered primarily by the beginning of the school year.
Inland Empire
Payroll gains overcame losses last month across the regional economy, pushing Riverside County's unemployment rate slightly lower, according to figures released Friday by the California Employment Development Department.
The countywide jobless rate in August, based on preliminary EDD estimates,
was 6.3%, compared to 6.5% in July.
According to figures, the August rate was a tenth of a percentage point higher than the year-ago level, when countywide unemployment then stood at 6.2%.
The combined unemployment rate for Riverside and San Bernardino counties — the Inland Empire — was 6.1%, down from 6.4% in July, the EDD stated. The San Bernardino County rate was 5.9% in August, compared with 6.3% in July.
Data showed Cherry Valley had the highest unemployment rate countywide in August at 12.9%, followed by Coachella at 12.5%, Rancho Mirage at 10%, Valle Vista at 9.1% and Palm Desert at 8.9%.
Bi-county data indicated payrolls expanded by the widest margin last month in the public sector, where
4,200 positions were added, mainly in education, as teachers and support staff in area schools returned for the fall term.
The health services, hospitality, manufacturing and professional business services sectors additionally grew by an aggregate 4,000 jobs, according to figures.
Payrolls contracted by the largest level in the agricultural sector, which shed 2,000 positions, while the construction, information technology and transportation sectors declined by a total 1,600 jobs in August.
The EDD said miscellaneous unclassified industries posted a loss of 200, and the financial services and mining sectors were unchanged.
The statewide nonseasonally adjusted unemployment rate in August was 5.8%.
Think you can handle some big-time love? Meet Biggs! He may be a hefty guy, but underneath all that tough exterior is a total softie waiting for the right person to love. This 4-year-old American Bulldog came to Pasadena Humane under heartbreaking circumstances during the Eaton Fire, arriving as an emergency boarding case. At first, Biggs was overwhelmed, fearful, and unsure of people –but Biggs is resilient. With time, patience and lots of one-on-one love with the dedicated behavior team at Pasadena Humane, he’s made incredible progress. Today, he’s shown he can build meaningful bonds and offer true affection to those who earn his trust. He still needs slow introductions, but when he lets you in, it’s deeply rewarding. Biggs is looking for a very special adopter: he needs an adultonly household with no other animals, and in a quiet home to help him feel safe and secure as he continues his journey. If you have patience, understanding and a soft spot to give him the home he deserves, you won’t just be adopting a dog –you'll be gaining a loyal companion for life.
Meet Waffles, a handsome German Shepherd at Pasadena Humane whose toasty, golden-brown color truly lives up to his name! At 10 years old, this senior gentleman is looking forward to spending the rest of his days curled up on a comfy couch in a calm, cozy home. Waffles is a quiet soul who prefers life at an easy pace. While he may take some time to warm up to new people, he walks politely on leash, knows his “sit” command, and perks up when treats are around (which he can still catch mid-air with a gentle toss!). He's not a dog who craves too much activity but would love a nice evening stroll with his humans, and a peaceful environment to call home. Because of his history, Waffles would do best in a low-traffic home without young children or other pets. He would thrive with a patient, understanding adopter, and in return, he’ll be a steady, loyal presence. If you’re ready to open your heart and home to a senior pup who just wants a soft place to land, Waffles is waiting to be yours! Adopt Waffles today and make his golden years truly special.
The adoption fee for dogs is $150. All dog adoptions include spay or neuter, microchip, and age-appropriate vaccines. Walk-in adoptions are available every day from 10:00 –5:00. View photos of adoptable pets at pasadenahumane.org. New adopters will receive a complimentary health-and-wellness exam from VCA Animal Hospitals, as well as a goody bag filled with information about how to care for your pet. Pets may not be available for adoption and cannot be held for potential adopters by phone calls or email.

Anaheim council discussion of entertainment tax item postponed to October
Discussion of a potential entertainment tax ballot measure by Anaheim’s City Council has beenpostponed until October. A new date for discussing the topic hasn’t been set yet. Councilmember Natalie Rubalcava, who represents District 3 in and around downtown Anaheim, said she “would like to work with city staff to gather additional information and data to ensure all policymakers have the comprehensive details necessary to make a thoughtful, well-informed decision on this important issue.” An entertainment tax proposal would call for a city levy on entertainment tickets and parking. Any tax in Anaheim would need to be put before voters. The City Council can place an initiative before voters with a two-thirds majority vote of five members. An entertainment tax proposal would have to go on the November 2026 general election. If the City Council does not vote to place a proposal before voters, community groups can collect required signatures — about 20,000 registered Anaheim voters — and seek to go through the process of qualifying for the ballot. That process generally takes about six months.

Aroarofapplause followedpitcher Clayton Kershaw as he walked off the mound Friday evening in his final regular season start at home in Dodger Stadium ahead of his recently announced retirement
Kershaw gave up two runs out of 91 pitches in the matchup against the San Francisco Giants before striking out Rafael Devers to close out the top of the 5th inning. He embraced teammates, shook hands with manager Dave Roberts, then blew kisses and mouthed words of appreciation to thousands of fans giving him a standing ovation as he walked to the dugout.
"I think all I can say right now is thank you guys so much," Kershaw said after stepping off the field. "Thank you for 18 years. It hasn't always been a smooth ride, but you guys have stuck with me. Thank you all so much. We have another month to go."
Shohei Ohtani followed up Kershaw's performance with a three run home run, and another homer by Mookie Betts would give the Dodgers a 5-2 lead by the end of the fifth inning. They would hold on to beat the Giants with a final score of 6-3.
Kershaw's family and friends were seen wiping tears from their eyes as they looked on from the stands Friday night. In a postgame interview, the pitcher expressed gratitude to those of have been stood behind him over the years, and said he was proud to play a part in Dodgers history.
The Dodger culture has been established long before me, and it will be established long after I'm gone, Kershaw told reporters. That's the cruel thing about baseball is that your career will be gone in an instant and the game keeps going. But that's also the beautiful thing about it too, is that this game doesn't need anybody. I'm so grateful I got to be a part of Dodger history for as long as I've been here.
We've had some amazing groups along the way, and this one's pretty special this year, he continued, looking forward to the post-season.
I'm, excited for what the next five, six weeks could look like.
Kershaw had announced his retirement Thursday. With 11 All-Star selections, three Cy Young Awards and a World Series title to his name in 2020, he will go down as one of the most dominant pitchers of his generation.
"I'm at peace with it," Kershaw told reporters before Thursday's game. "I think it's the right time and it's been such a fun year, it's been such a blast."
The announcement
Kershaw had toyed with the idea of retirement at the start of the season, doubling down on public desire to retire a Dodger.
"I don't think I put enough merit on it at times, what it means to be able to be in one organization for your entire career," he said before Spring Training. "You look at people throughout all of sports that have been able to do that, and it is special, it is. I don't want to lose sight of that. Getting to be here for my whole career, however long that is, is definitely a goal."
On Thursday, Kershaw sent a group text to teammates letting them know the retirement announce-
"I know it's reality, but I still don't know that I believe it," Muncy told the Los Angeles Times. "For as long as I've been here, it's been 22."
Longtime manager Dave Roberts gave Kershaw his flowers.
"I think he's the greatest pitcher in this generation," he said before Thursday's game. "There's obviously a lot of great pitchers. I've just never been around a greater competitor. Very accountable, very consistent. He's made me better. And I think that we have grown together, so I feel fortunate to have been able to manage him and be around him for 10 years. He's earned this
initially came through the Dodgers' social media accounts, quickly followed by a statement from Dodgers owner Mark Walter.
"On behalf of the Dodgers, I congratulate Clayton on a fabulous career and thank him for the many moments he gave to Dodger fans and baseball fans everywhere, as well as for his profound charitable endeavors," Walter said. "His is a truly legendary career, one that we know will lead to his induction in the Baseball Hall of Fame."
Before Thursday's game, Kershaw was the first player on the field, throwing to his son Charley.

against the San Francisco Giants and a possible start on the road against the Seattle Mariners next week, his role on the team becomes murky. Roberts told ESPN this week he felt there was "a place for him on our postseason roster," but with six healthy starting pitchers, it might come as a reliever, if at all.
"I don't know what role, but I think that the bottom line is, I trust him. And so, for me, the postseason is about players you trust," Roberts said.
began the season on the 60-day injured list to recover from left toe and left knee surgeries performed in November — the same injuries that caused him to miss out on the second championship of his career in 2024.
He was the National League MVP in 2014. He won the National League Cy Young Award in 2011, 2013 and 2014 and has amassed a record of 222-96 with a 2.54 earned-run average, according to Baseball Reference. He received the Roberto Clemente Award in 2012, given annually to the Major League Baseball player who "best exemplifies the game of baseball, sportsmanship, community involvement and the individual's contribution to his team."
While as a younger man his fastballs could hit 98 MPH, Kershaw has long relied on ball movement to get batters to jump at shadows, using a deadly slider and curveball to his advantage.
Last month, he became one of only 20 pitchers in league history to record 3,000 strikeouts. Kershaw is the fourth southpaw to notch 3,000 Ks, joining Steve Carlton, Randy Johnson and CC Sabathia.
All but two of the eligible pitchers with 3,000 strikeouts are in the Hall of Fame. The exceptions are Roger Clemens and Curt Schilling.
Following Friday's game
His 18 years in Dodger blue make him one of the longest-tenured players with one team in the league's history, tying him with legends like Roberto Clemente (Pittsburgh), Bob Feller (Cleveland), Mickey Mantle (New York Yankees), Edgar Martinez (Seattle) and Mike Schmidt (Philadelphia). He is the only active player with that lengthy of a resume, with four players who debuted in 2011 still playing for the same team.
He has the second-most wins among active players, behind only Justin Verlander.
The Dodgers selected Kershaw with the seventh pick in the 2006 draft out of Highland Park High School in the Dallas suburb of University Park where he was also the center on the football team, quarterbacked by Matthew Stafford, now the Rams' quarterback.
Kershaw made his major league debut on May 25, 2008, against the St. Louis Cardinals at Dodger Stadium, striking out the first batter he faced, Skip Schumaker.
Kershaw's top strikeout victim is Brandon Belt, who he struck out 30 times in 67 plate appearances between 2011 and 2020, all when Belt was with the San Francisco Giants.
This season, he has a 10-2 record with a 3.53 ERA. He and his wife, Ellen, have four children, with a fifth on the way.
It’s a slow news day in Old Town. We’re in limbo. While it’s officially fall, it’s 95 degrees outside. In my chilly office, I was scrolling through soup recipes. I walked outside for lunch and decided tonight’s dinner will be take-out. Sigh. If only In-N-Out were open. I’m so excited. They did such a fantastic job on the design and build: ample parking, charging stations, interior seating, plenty of line space. All the naysayers will be eating their words when they should be eating a delicious cheeseburger. While they expect to open any day now, it can’t happen soon enough. I know I’m not the only person that drives by and checks to see the status and if anyone is working inside. The parking lot smells so good. They’re in there perfecting their service for opening day.
Tickets are live for the Taste of Old Town Monrovia. I’m so happy this super fun event is back. This might be my favorite event of the year. The last Taste of Old Town was in 2019. Then COVID shut it down. It tried to come back last year and failed. This year, it’s back and I expect it to be a wonderful time. Mark your calendars for Oct. 26 from 5 to 8 p.m. You can get your tickets at the Community Center, Charlie’s House, The Money Store and on Eventbrite. Get a group of friends together and enjoy tastes and sips from local eateries, breweries, distilleries and bakeries. This event is not only fun but also a fundraiser put on by the Monrovia Kiwanis Club to benefit the youth in our community. Don’t miss this party. It’s honestly a vibe. Buy your tickets!
Are you ready to have
Hiring in 2025 has becomedisconnected from corporate realities. You’ve seen the news. Companies are laying people off. Things are hard and, frankly, they have been since 2020.
Most job seekers look for and apply to jobs online. Applications and resumes are fed into what’s called an applicant tracking system or ATS. Companies use an ATS to track applications and to put candidates through interview steps.
I recently had the opportunity to take a behind the scenes peek inside of an ATS. And, what I saw was disappointing. When a candidate is rejected, the company selects a reason from a list. Included are things you would expect, such as lives too far away, not qualified, or high salary expectations.
However, there’s another

some pizza back in town? Pie Life is coming soon. They hope to open in November, and I cannot wait. Their pizza is delish. Pop over to their Pasadena location and give it a try. You won’t be sorry. Coming soon to the Foothill Plaza is the Sourdough Co. They have bread, of course. They have what appear to be delicious sandwiches, salads and soups. The soup is served IN THE BREAD. This is a terrible time to be low carb but everyone needs a cheat day. This is going to be a fantastic addition to Old Town and I expect them to be here for a very long time, God willing.
If you haven’t noticed, we live in turbulent times. Remember to be kind to your neighbors, no matter who they voted for, what religion they are, what gender or race. We are all different. We have
different ideas and opinions. But at the end of the day, we are all human, fathers, mothers, brothers, sisters,
husbands and wives. You can’t pretend to be a good person while you spew hate.
As a bruised and battered man
item on the rejection list: “job hopper.” That’s right. “Job hopper” is ranked along with not being qualified or being too expensive. Companies are still making decisions this way.
I have recently heard of multiple CEOs who rejected qualified candidates for this reason. The other managers at the companies felt the candidates were valuable and qualified, but the CEOs overrode their recommendations. In one case, an HR recruiter asked the candidate for help explaining to the CEO why job hopping occurs – because all of the good candidates they received were job hoppers.
Rarely does anyone want to change jobs. It’s painful. It’s risky. Employees do not begin to actively look for a new job unless they believe there is nothing else they can do to salvage their relationship

with their current company. Why do employees leave jobs? One issue is that an employee may be significantly underpaid. Salaries are more commonly posted online today. When an employee finds out they are paid 30 or 40 percent less than their peers, they may ask for a raise but they would be lucky to get six percent. The only option may be to change jobs, if they want to be compensated fairly.
This is not the most common reason people leave jobs today. Companies make decisions differently now than they did 20 years ago. It is not unusual for a company to lay off hundreds or thousands of employees to help their bottom line, or to bump up their stock price. It’s common for companies to be bought and sold as part of private equity deals that may leave an entire workforce out
of jobs.
There are also cases where an employee specializes in a very specific role. These employees may have to consider changing companies if they want to continue to gain new skills and experience.
Very rarely is any employee jumping from job to job carelessly. Employers need to rethink their perspective on this issue. Employees have been put through the ringer, by no fault of their own, but what these job hoppers are is resilient. They
value a good company and a stable job. It’s time to adjust hiring practices to match today’s business environment. Angela Copeland, a leadership and career expert, can be reached at www.angelacopeland.com.

Biologistsbelieve there are only 73 endangered southern resident orcas left, so advocates are encouraged by recent state-level efforts in Oregon to protect them.
The Oregon Fish and Wildlife Commission just approved three Endangered Species Management Plans to reduce threats to the population of iconic black and white whales, whose habitat ranges from Monterey up to Puget Sound in Washington State.
Colin Reynolds, senior adviser of Northwest programs for the nonprofit Defenders of Wildlife, started petitioning for a state-level endangerment listing two years ago.
"Over decades, a lot of really devoted scientists,
government agencies and others have really looked into the species and identify what's affecting the species, and a lot of those effects originate on land," Reynolds pointed out. "It does really take that all-of-the-above approach."
Southern resident orcas feed almost exclusively on Chinook salmon, which are themselves endangered. Salmon are now starting to recover after the California Department of Fish and Wildlife removed four dams on the Klamath River in 2023 and 2024. The state is also moving on multiple fronts to combat pollution and climate change, which is blamed for rising water temperatures, affecting both salmon and whales. The Golden State will release a
new general state wildlife action plan Oct. 1.
Reynolds noted the orcas are also harmed by noise from passing boats and ships.
"Southern residents like to communicate to each other," Reynolds observed. "They also use their senses to sense where fish are, but that can kind of get drowned out when ships are in the area, the churning, the engine noise, propellers, things like that."
The federal government introduced a recovery plan for orcas in 2008 and renewed the most recent five-year priority action plan in 2021. The southern resident orcas are known to have their own dialects and culture, with distinctions between pods.

In an age rife with online misinformation and disinformation, one nonpartisan nonprofit, which started at Stanford University, offers a free curriculum to help schools arm students with the tools to evaluate internet claims.
The Digital Inquiry Group helps teachers integrate critical-thinking skills into many subjects.
Sam Wineburg, professor of education at Stanford University and the group's cofounder, said the curriculum has been downloaded 16 million times so far.
"The most important thing is to recognize that we can't look at a particular post or video on TikTok and assume that we know who's
behind it and what their interests are," Wineburg explained. "All information comes from a source, and to evaluate the quality of information, we have to take into account who produced it, and why."
The group teaches a technique called lateral reading, where you leave a site, find out what others are saying about it, make a judgment about its credibility, and then decide if it is worth your attention.
California passed a law in 2023 to require media literacy training to be integrated into multiple subjects in K-12 instruction, including history, social studies, English, math and science.
Wineburg noted the group's offerings are listed as recommended curricula in 42 states but the Trump administration recently slashed support.
"We have funding from the William and Flora Hewlett Foundation. We have funding from Google. org. We were funded up until DOGE and Elon Musk by the Department of Education," Wineburg outlined. "We had a $2.7 million project to spread this material, but then we just had a million dollars of funding cut."
False claims often race across the internet but far fewer people hear about it when the material is debunked.

NOTICE OF PUBLIC HEARING MONROVIA PLANNING COMMISSION
ORDINANCE NO. 2025-11
PLANNING COMMISSION RESOLUTION NO. 2025-0003
PUBLIC HEARING SCHEDULED: A public hearing will be held by the Planning Commission of the City of Monrovia on Wednesday, October 15, 2025 at 7:30 p.m., or as soon thereafter as possible, to consider Ordinance No. 2025-11 (Bungalow Court Ordinance) and Planning Commission Resolution No. 2025-0003, adding Section 17.12.070 and amending Section 17.52.110 of the Monrovia Municipal Code. The hearing will be held in the Council Chambers of Monrovia City Hall, 415 South Ivy Avenue, Monrovia, California. The Planning Commission’s action will be a recommendation to the City Council for the final adoption of the ordinance.
PROJECT TITLE: Ordinance No. 2025-11 (Bungalow Court Ordinance) and Planning Commission Resolution 2025-0003 adding Section 17.12.070 and amending Section 17.52.110 of the Monrovia Municipal Code.
APPLICANT: City of Monrovia
PROJECT LOCATION: Citywide
PROJECT DESCRIPTION: The City of Monrovia is proposing a Zoning Code Amendment to encourage and incentivize the development of Bungalow Courts—a traditional multi-family housing type,
historically common in Monrovia, characterized by smaller dwelling units oriented around a shared landscaped courtyard. The Ordinance adds Section 17.12.070 and amends Section 17.52.110 of the Monrovia Municipal Code to define “Bungalow Court” and authorize the Development Review Committee (DRC) to grant Minor Exceptions for non-habitable, architecturally compatible, open-air (unenclosed) decorative accessory structures, such as arbors, trellises, and pergolas in Bungalow Courts. The Ordinance distinguishes between primary and secondary entry features in the front and side yard setbacks and establishes objective standards for these structures—including height, width, openness, placement, and architectural compatibility. The purpose is to preserve the character of historic Bungalow Courts, support their continued development, enhance shared open space and maintain neighborhood compatibility.
ENVIRONMENTAL DETERMINATION: Pursuant to the California Environmental Quality Act (“CEQA”) and the City’s local CEQA Guidelines, City staff has determined that there is no potential for significant environmental impacts from the adoption of Ordinance No. 2025-11 and is categorically exempt from environmental review under California Code of Regulations (CCR) Section 15305 (Minor Alterations in Land Use Limitations). This exemption applies because the Ordinance only allows minor changes to setback regulations for non-habitable, architecturally compatible, open-air (unenclosed) decorative accessory structures, and does not change permitted land uses or density; therefore no further CEQA action is required.
AVAILABILITY: The staff report and proposed ordinance will be available on Thursday, October 9, 2025 after 4:00 p.m. on the City’s website at: https://www.monroviaca.gov/your-government/boardsand-commissions/planning-commission/agendas-minutes.
Public comments may be provided in person at the hearing or submitted in writing. Written comments submitted by 5:00 p.m. on the day of the meeting will be distributed to the Planning Commissioners.
If you challenge the ordinance in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing. For more information, please contact the Planning Division at (626) 932-5565 or email at planning@monroviaca.gov

According to Bruno, the former councilwoman's "assertion implies that a $3M variation in the Equipment Replacement Fund indicates a negative trend. This is not an accurate conclusion for the reasons stated above."
Bruno also challenged Verlato's assertion that Equipment Fund spending was decreasing — "substantially less is expected to be spent from the equipment fund than the prior year. $5.2M less. That’s a cut,” according to Verlato.
Bruno countered that "spending less from one year to another on equipment is not a cut," she wrote. "A cut would be a reduction in an established level of service, program, purchasing level, etc.
"Again, the reason our spending fluctuates from year-to-year is based on factors I described above. You can see these variations by reviewing our Equipment Replacement Fund spending over any period of time, beyond the one year that is referenced," Bruno noted.
She then said Verlato falsely claimed city officials presented conflicting information in a June 3 budget presentation showing a discrepancy in the $3.1 million allocation for equipment and what is shown in a document detailing spending on equipment.
Replacement, across all funds. The $1.9M shown in the Equipment Replacement Fund table is just the General Fund."
Bruno provided this breakdown of the $3.1 million in question and pointed to the city's Capital Improvement & Equipment Replacement Budget that's online:
Air Quality Management Fund — $100,000
Water Fund — $850,000
Arcadia Par 3 Golf Course Fund — $85,000
Sewer Fund — $30,000
Homeland Security Fund — $100,000
General Fund — $1.9 million
Bruno acknowledged Verlato's observation that revenue from the utility users tax is declining. "Correct, there are fluctuations in all major revenues sources, but the increase we receive here is
go up-up-up, never dipping below the prior years collections. It doesn’t exist."
According to Bruno, the former councilwoman and mayor led an unsuccessful campaign to have the UUT repealed from 2014-16.
"(Verlato) claims that she is concerned about the state of the City’s budget, yet she invested a lot of effort to reduce/eliminate an important revenue source for Arcadia," Bruno wrote.
She also challenged Verlato's assessment that property tax is "just 5%."
Bruno countered, "If you were to do research and compare property tax collections among cities, you will see that 5% growth is strong. Last year, Arcadia’s property values placed the city in the top 15 for all of LA County, which contradicts April’s assertion that our property tax collections are typical, and do not represent above-
costs after the third year of current contracts":
"That statement is
based on the growing price of electricity, internet, gas — nothing we control," Bruno
average growth."
On employee compensation totals, Verlato said
According to Bruno, "$3.1M is the total amount spent on Equipment
wrote. "I would challenge you to find one municipal budget where all revenues
“estimates (in the city budget) do not include an increase in employee
Bruno said. "Those projections do include a 3% increase in employee payroll costs, which can all be verified in the attached presentation slides that are on our website (in slide 19).
"The slide appears to be intentionally snipped to mislead the reader...not appreciated," she added.
"We have already provided April with all of this information, yet she continues to misrepresent and selectively reinterpret it to fit a narrative that portrays the City as dishonest, lacking transparency, and fiscally unsound," Bruno wrote in her email, referring to Verlatto's budget analysis as "misinformation and unfounded speculation."
The deputy city manager added that Verlato was
"selectively using facts to push a skewed agenda."
Kwan did not immediately respond to a request for comment.
"Justine Bruno is intentionally attacking and slandering me because my numbers are accurate and correct, so she has to take a swipe at me to bring a cloud of doubt around my numbers," Verlato said in an email to HeySoCal. com. "But I’m just reading the City’s slides. I’m not making anything up. I did not intentionally manipulate or twist facts. Their equipment fund slide shows a decline in funds over the next 5 years at the current funding level. That’s the City staff warning council and the public. They can’t walk that back just by making things about me."
Verlato said she "never supported a repeal of the UUT, and I’m pretty sure there is video evidence of me at a council meeting in 2015 or 2016 saying as much at public comment prior to my successful campaign for city council in 2016."
The City Council voted 4-1 Sept. 2 to censure Kwan for alleged misconduct. Kwan said a motivation for the censure action, the
first of its kind in Arcadia history, was to silence her for asking questions about city finances.
In her email, Verlato criticized city employees: "I am a threat to (the police and fire department unions') unchecked, bloated compensation packages that lead to financial instability in the City, so they make up outlandish rumors about me to try to tarnish my reputation," she wrote. "I am a resident and have a vested interest in the City being able to afford our police and fire. I am a direct beneficiary of these services and if our current revenue sources can’t sustain our employee costs, me and my neighbors are the ones that have to pony up the money. Justine and all City staff are the direct beneficiaries of our taxpayer dollars and they have a vested interest in supporting the passage of compensation packages even if the City’s revenues don’t sustain or justify those raises.
"Follow the money," Verlato said.
Information and documents on Arcadia's annual budget are available on the city's website.

They say Pasadena is really just a small town, where neighbors know each other by name and history binds people together. That truth feels especially alive when you step into the newly established offices of LA Fire Justice, led by Chief Executive Officer Chris Holden. The former Assemblyman, who spent more than 36 years in elected office serving the people of Altadena, Sierra Madre, and Pasadena, has now turned his full attention to guiding fire survivors through the long, painful road of recovery.
LA Fire Justice’s headquarters, nestled in the heart of Pasadena, doesn’t look like a law office at first glance. Local artists from Altadena line the walls with paintings and murals—a visual reminder of community pride. A massive mural recreates the Altadena of years past, while the lobby is filled with friendly faces from the neighborhood who greet visitors with warmth.
Holden wanted the building to feel less like a firm and more like a refuge. “This is about the people.”
That people-first philosophy is more than words.
The office has created weekly programs, including “Mental Health Mondays,” where survivors can talk openly about trauma in a safe environment. Coffee Chats encourage residents to share stories, vent frustrations, and imagine new beginnings together.
The need for such healing spaces is immense. The fires that tore through Altadena, Sierra Madre, and Pasadena left 19 dead and hundreds of families grieving lost homes, schools, churches, and businesses. Sitting in his office with a view of the San Gabriel Mountains, Holden keeps those losses front of mind. “Every day I’m reminded of what needs to be rebuilt,” he says with steady resolve.
For Holden, this work is deeply personal. He grew up knowing many of the families devastated by the
fires. Over the last eight months, he has sat across from neighbors, listening as they describe the unthinkable. With quiet compassion, he offers not just legal guidance but reassurance that they are not alone.
This year has also brought personal grief.
Holden’s father, the Honorable Nate Holden, passed away on May 7, 2025, at the age of 95. His legacy— marked by courage, conviction, and love of community—has only deepened his son’s resolve to carry forward the family’s commitment to service.
It is that same commitment that will shine once again at the 26th Annual Community Resource Fair & Block Party, an event Holden began decades ago. This year’s gathering, set for Saturday, September 27, 2025, from 2 to 6 PM on the 500 block of East Jackson in Pasadena, will spotlight fire-impacted vendors, local artisans, music, games, and laughter for children who have endured so much.

USC graduate Katherine Spies was among 10 astronaut candidates introduced Monday by NASA in Houston.
The 43-year-old San Diego native received a bachelor's degree in chemical engineering from USC and a master's in design engineering from Harvard University.
Spies was a Marine Corps AH-1 attack helicopter pilot and experimental test pilot, with more than 2,000 flight hours in more than 30 different aircraft. A graduate of the U.S. Naval Test Pilot School, she served as UH- 1Y/AH-1Z project officer and AH-1W platformcoordinator during her time on active duty.
At the time of her selection as an astronaut candidate, Spies was the director of flight test engineering at the Gulfstream Aerospace Corp.
The agency's 24th astronaut class reported for duty at NASA Johnson Space Center in mid-September and immediately began their training. Their curriculum includes instruction and skills development for complex operations aboard the International Space Station and Artemis missions to the Moon, and beyond.
The training includes robotics, land and water survival, geology, foreign language, space medicine
and physiology. The class members will also conduct simulated spacewalks and fly high-performance jets.
The class was selected from among more than 8,000 applicants according to acting NASA Administrator Sean Duffy, who described them as "scientists, pilots, engineers, dreamers from every corner of this nation.
"The 10 men and women sitting here today embody the truth that in America, regardless of where you start, there is no limit to what a determined dreamer can achieve -- even going to space," Duffy said. "Together, we'll unlock the Golden Age of exploration."

The LA County Fair, held at the Fairplex in Pomona, attracts nearly 800,000 guests per year, according to organizers.
The 2026 event will mark the fair's 104th anniversary. Attractions at the fair include a skating rink, farm animals, carnival
rides, and the usual array of deep-fried foods.
The theme for the 2026 LA County Fair will be "Play Your Way" and aims to celebrate "all the ways Southern California loves to play," including through music, dance, and food, according to the Fairplex.
The Los Angeles County LibraryTuesday announced the return of its Bookmark Contest for the 46th year, giving young readers a chance to show their love for books and libraries.
Starting Tuesday through Oct. 18, county youth can design original bookmarks inspired by reading, books, libraries or their own imagination for consideration. Each library will select a local winner for each gradelevel category, which will be broken down into the following: kindergarten through second grade, third grade through fifth grade, sixth through eighth grades, and ninth to 12th
grade.
Winners are expected to be announced in November.
The L.A. County Board of Supervisors will then select 20 grand prize winners, five of which will be representing each supervisor's district in the spring.
Winning bookmark designs will be recognized, displayed and distributed at every county library location in 2026.
"When we give young people space to express themselves, we unlock a deeper connection to learning and community," LA County Library Director Skye Patrick said in a statement. "This project is a
beautiful way to celebrate the brilliance and imagination found in every corner of L.A. County."
Participants can scan and submit their entry form online, or drop it off at any county library, or mail to LA County Library, Att: Bookmark Contest, 12348 Imperial Hwy, Norwalk, CA 90650.
The department has also made a short video on how to submit artwork, which can be found at youtube. com/shorts/Bqc92kW27yc. For more information about the contest, or to download or submit an entry form, visit LACountyLibrary.org/ Bookmark-Contest.

Zoning Code Amendment to Implement Objective Design Standards for High Density Residential Development
PROJECT DESCRIPTION: The Planning and Community Development Department is bringing forward a Zoning Code Amendment to amend Title 17 (the Zoning Code) of the Pasadena Municipal Code to implement objective design standards, related to items such as building bulk and mass, setbacks, articulation, and materials, applicable to residential and mixed-use projects, with a density greater than 48 dwelling units per acre.
PROJECT LOCATION: Citywide
ENVIRONMENTAL DETERMINATION: The Planning Commission will consider whether the proposed Zoning Code Amendment is exempt from the California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption), that CEQA only applies to projects which have the potential for causing a significant effect on the environment. The proposed Amendment would implement new objective design standards related to building bulk and mass, setbacks, articulation, and materials, applicable to residential and mixed-use projects with a density greater than 48 dwelling units per acre. The Amendment would not increase development levels or intensity or add new uses that would generate impacts. Since it can be seen with certainty that there is no possibility that the proposed objective design standards will have a significant effect on the environment and there are no features that distinguish this project from others in the exempt class, the Zoning Code Amendments are not subject to CEQA.
APPROVALS NEEDED: The Planning Commission will conduct a public hearing and consider recommendations on the proposed Zoning Code Amendment and environmental determination. The Planning Commission recommendation will be forwarded to the City Council. The City Council will make a final decision at a separately noticed public hearing.

CASE NUMBER: Amendment to Zoning Code AZC 25-02
ADDRESS: Citywide
REQUEST: A request to City Council to approve a Zoning Text Amendment to incorporate Los Angeles County’s Emblem program into Chapter 127 and amend Chapter 127 and 128 to include a reference which states that the County’s Title 11 of the County Health Code and portions of Title 8 of the County Consumer Protections Code have already been incorporated in BPMC section 94.01, all of which will enable the County to perform
cannabis inspections and enforcement actions within the City’s jurisdiction (Location: Citywide; Applicant: City of Baldwin Park; Case Number: AZC 25-02).
CEQA: The proposed ordinance is exempt from environmental review under the California Environmental Quality Act (Pub. Resources Code, §§ 21000 et seq.) (“CEQA”) and the State CEQA Guidelines (Cal. Code Regs, tit. 14, §§ 15000 et seq.). Specifically, the ordinance is categorically exempt from CEQA under Guidelines Section 15061(b)(3) (Common Sense Exception) since the ordinance is not a “project” and can be seen with certainty that there is no possibility that the ordinance may have a significant effect on the environment, either directly or indirectly, and that therefore no environmental review under CEQA is required.
If in the future anyone wishes to challenge a decision of the City Council in court, you may be limited to raising only those issues you or someone else raise at the public hearing described above or in written correspondence delivered to the City Council at, or prior to, the Public Hearing. Decisions on this matter will be final unless appealed within 10 days of the decision by any interested party.

"There are no sidewalks for immigrant children and sidewalks for everybody else," the superintendent said. "Everybody walks the same sidewalk of hope and opportunity to our school."
California Democrats have condemned the Trump administration's heightened immigration enforcement activity, which began in the Los Angeles area June 6. Local and state officials have accused federal agents of targeting people based on their race, and of detaining people without due process. They also say the raids have failed to live up to the administration's promise to target those undocumented immigrants suspected of committing violent crimes.
The Department of Homeland Security has regularly released the alleged criminal backgrounds of many detainees swept up in
immigration raids and other enforcement actions.
On "Real Time with Bill Maher" Friday in Los Angeles, White House border czar Tom Homan said that even if people in the United States illegally do not commit other crimes, they still create a backlog in the immigration system that slows down the process for thousands of immigrants waiting to come here legally.

"Illegal immigration is not
the greatest nation on Earth, there's a right way and a wrong way to do it," Homan continued. "The ones who are here illegally cheated the system. They moved themselves to the front of the line and they

White House spokeswoman Abigail Jackson said agents wear masks to prevent "doxing," which refers to individuals researching and publishing personal information of law enforcement officers.
“ICE officers are facing a 1000% increase in assaults against them because of dangerous, untrue smears from elected Democrats like Gavin Newscum," Jackson said in a statement to HeySoCal. com "ICE officers wear masks to protect themselves and their families from being doxed. ICE officers act heroically to enforce the law and protect American communities with the utmost professionalism. Anyone pointing the finger at law enforcement officers instead of the criminals are simply doing the bidding of criminal illegal aliens.”
Four of the California bills go into effect immediately. The masking law takes effect in January.
Community initiative launches to monitor ICE agents
Hundreds assembled Saturday at MacArthur Park
to start a community effort to monitor federal immigration agents' enforcement activity.
According to organizers, The Save America Movement is "a rapid-response and civic empowerment initiative to ensure the American people have a clear understanding of the actions and impact of Immigration and Customs Enforcement operations in our communities while providing support to impacted communities."
The plan is for trained camera crews and volunteers to record ICE operations in real time as they're occurring. The group unveiled three specially equipped vans to be staffed by trained volunteers that include lawyers, clergy, veterans and videographers.
"Los Angeles will always stand with families under threat," Bass said in a statement. "Angelenos are showing the country that when our communities are targeted, we respond with solidarity, with resources, and with an unbreakable commitment to justice."
Volunteertraining will precede van deployment, which is set for early October, organizers said.
