LA County assistant district attorney ordered to stand trial

ALos Angeles County assistantdistrict attorney who was in charge of ethics and integrity operations for the office was ordered Tuesday to stand trial on six felony counts for alleged unauthorized use of data from confidential police officer files.

Superior Court Judge Sam Ohta dismissed two other identical felony counts against Diana Teran, finding that those counts "had failed."

Three other counts against Teran were dismissed earlier this month at the request of the California Attorney General's Office, which is prosecuting the case.

Reading from a 28-page ruling, the judge noted that the case involves a "highranking prosecutor" in the District Attorney's Office, and that the case was "technical in nature."

The judge said he spent "a lot of time thinking about the law" and whether the prosecution's theory was valid.

Teran is free on her own recognizance and is due back in a downtown Los Angeles courtroom Sept. 3 for arraignment.

She was charged April 24 by the California Department of Justice with violating a state law prohibiting the use of data from a government computer system without permission, according to a statement released by the state Attorney General's Office.

Former Los Angeles County District Attorney Gil Garcetti, who was in court for the judge's ruling, later called it "just a sad day, a sad day that someone is being prosecuted for something she did in her scope of responsibility."

"No one is above the law," Attorney General Rob Bonta said in the statement. "Public officials are called to serve the people and the state of California with integrity and honesty."

Teran's attorney James Spertus has questioned whether it was a crime for his client to do her job, and told the judge that he disagreed with his conclusion. Outside court, he said he "absolutely" plans to ask another judge to reconsider whether there was sufficient evidence to require Teran to stand trial.

"The judge was very diligent, but I believe he misapplied the law," Spertus said after the hearing. "I don't think it's possible to split the ruling the way the court did."

Teran allegedly accessed computer data, including numerous confidential peace officer files, in 2018 while working as a constitutional policing adviser at the Los Angeles County Sheriff's Department and then impermissibly used that data at the District Attorney's Office after going to work there in January 2021, according to a statement released earlier this year by the Attorney General's Office.

"This is a crime?" said Garcetti, who hugged Teran after the hearing.

He described her as bright, careful and ethical, noting that she had worked for him in the District Attorney's Office before he became the county's top prosecutor.

The Los Angeles Times reported last month that the District Attorney's Office has said Teran is no longer in the role of assistant district attorney over ethics and integrity operations.

Shortly after the case against Teran was filed, District Attorney George Gascón said in a statement, "When I took office, we developed a protocol that ensured we complied with our constitutional obligations under Brady — which requires us to

In 2019, then-Los Angeles County Undersheriff Tim Murakami said the agency was investigating Teran along with Inspector General Max Huntsman for allegedly accessing confidential personnel files of high-ranking sheriff's executives, including then-Sheriff Alex Villanueva.

Murakami told ABC7 at the time that Teran had downloaded the confidential personnel records on behalf of the Inspector General's Office a few days before Villanueva was sworn into office in late 2018.

Huntsman at the time denied any wrongdoing, insisting that a county ordinance afforded his office access to county employee records, and that his office kept such records confidential.

Gov. Gavin Newsom on Friday announced a plan that would require oil refiners to maintain minimum supply inventories to prevent price spikes that annually cost Californians hundreds of millions of dollars.

The governor's proposal — the first of its kind in the U.S. — would authorize the California Energy Commission, or CEC, to require that oil refineries maintain a minimum fuel reserve to safeguard against supply shortages that inflate pump prices.

“Price spikes at the pump are profit spikes for Big Oil," Newsom said in a statement. "Refiners should be required to plan ahead and backfill supplies to keep prices stable, instead of playing games to earn even more profits. By making refiners act responsibly and maintain a gas reserve, Californians would save money at the pump every year.”

According to Newsom's office, the proposed mandate would:

"Obligate California’s petroleum refiners to demonstrate resupply plans and arrangements to the CEC that are adequate to address the loss in production from refinery maintenance.

"Authorize the CEC to require petroleum refiners to maintain enough fuel inventory to stabilize fuel supply.

"Impose penalties on refiners who fail to follow these requirements."

State residents and visitors would have saved upwards of $650 million in gasoline costs that resulted from refiners’ price spikes if the fuel-reserve mandate had been in effect last year, Newsom's office reported.

LA approves $400M more for LAX Automated People Mover

The Los Angeles City Council voted Friday to increase the total cost of LAX's significantly delayed Automated People Mover from $2.9 billion to $3.34 billion to settle legal claims and set a date of operation for January 2026.

Council members voted 12-0 to allocate an additional $400 million for the project -- a recommendation forwarded by the council's Trade, Travel and Tourism Committee and the Los Angeles Board of Airport Commission.

Council members Curren Price recused himself while Heather Hutt and Imelda Padilla were absent during the vote.

According to L.A. Board of Airport Commission, the funding is needed to address claims filed by the contractor, LAX Integrated Express Solutions, also known as LINXS, over issues related to compensation and production.

"These delays have been extremely frustrating," Councilwoman Traci Park, who chairs the trade committee, said on Aug. 8.

"But today is a new day, and in spite of these challenges, I see this as an opportunity to learn how to draw lessons from our expe-

riences to ensure that what delayed this project doesn't happen again because the Automated People Mover isn't the last project of LAX by an means -- nor is it the only public works projects in Los Angeles," Park added.

Park -- who represents the 11th District, including LAX and other West L.A. and coastal neighborhoods -said she intends to introduce a motion to ensure problems encountered with the Automated People Mover won't occur on other modernization projects at the airport or other capital projects the city has in the future.

The LAWA board in May already approved some $200 million in additional money for the project, to address similar claims submitted by the contractor -- but that money would be included as part of this $400 million, increasing the total settlement to about $550 million.

An additional $50 million will be part of a contingency that may or may not be allocated fully, according to airport officials. The settlement agreement largely covers already completed extra work by LINXS dating back to August 2018, and a longer than anticipated construction timeline.

The Automated People Mover is a piece of the airport's larger $30 billion project to update terminals, gates and airport signage.

The project could be completed on Dec. 8, 2025, and begin operation in January 2026 -- in time for world events taking stage in the Los Angeles region, including the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. The electric train system on 2.25 miles of elevated rail with six stations will be available to ticketed passengers, their guests and airport employees for free.

L.A. World Airports CEO John Ackerman explained that the delays to the project were caused by COVID19, labor and production conflicts.

"This remains a very, very complicated project. We're entering a phase where we're moving from the construction of the guideways and the tracks and the stations and the vertical circulation that connects this system to the airport," Ackerman said on Aug. 8. "We're moving into the actual train testing phase."

He noted that if the settlement is not approved,

the city is likely at some point to be in a significant litigation with the developer.

Even with City Council's approval, airport officials can still pull back if they aren't "100% satisfied" and confident in the delivery of the project. Los Angeles taxpayers have "zero exposure" to the project, according to Ackerman. The airport broke ground on the Automated People Mover in March 2019. It's estimated that it will eventually carry some 30 million passengers a year, resulting in 117,000 fewer vehicle miles traveled per day, according to LAWA's website.

LAX's train will operate 24/7, with trains arriving at stations every two minutes during peak hours from 9 a.m. to 11 p.m. The elevated rail will connect to six stations: three inside the Central Terminal Area; one at LAX's Economy Parking facility; one connecting to Metro's LAX/Metro Transit Center station with transfers to the C (Green) and K lines; and one at LAX's Consolidated Rent-A-Car facility. Total end-to-end travel time will be 10 minutes with a top speed of 47 miles per hour.

Back for its 16th year, the La Jolla Art & Wine Festival will be held on Sept. 28 and 29 for a weekend of live entertainment, family-friendly activities and more.

This much anticipated event, which draws visitors from across the region to the beautiful La Jolla Village, showcases over 160 artists and a ticketed Wine & Beer Garden featuring more than 35 international wineries and local craft breweries.

“We are thrilled to bring together such a diverse and talented group of artists, as well as the region’s finest wineries, distilleries, and breweries, in a grand open-air celebration in the village every year,” said Brenda Chand, executive director of the La Jolla Art & Wine Festival. “We look forward to welcoming everyone to this year’s festival and supporting the arts and education in San Diego.”

The festival was founded in 2008 by Sherry Ahern in the wake of the financial crash to help people who had been adversely affected by the financial crash. A nonprofit organization, its mission is to bring needed funds to the city’s public schools and art to the community as well as promote La Jolla and its merchants.

An astounding 10,000 attended the first festival which was held on upper Girard, where the farmers market is. It has since relocated on Girard Avenue between Torrey Pines Road and Prospect Street.

Occupancy at the garden was limited to 450 people so there was a queue around the block during the entire weekend; the garden can now seat hundreds. They also charged attendees during the first few festivals, which is a free event today.

This year, the iconic Wine & Beer Garden will feature more than 35 international wineries, local craft breweries and distilleries and local food vendors offering a delightful array of tastes and experiences. Whether you are a seasoned connoisseur or simply looking to enjoy a refreshing beverage, the wine and beer garden will provide a welcoming atmosphere to savor and enjoy the festival.

Participants include local favorites Pali Wine Co., Bird Rock Fine Wine, Puesto, Boochcraft, IZO Spirits, Solento Tequila and more.

“Geppetto’s in La Jolla has been a sponsor and huge supporter of the event since day one,” Chand said. “The owners — Brian and Danielle Miller — live in La Jolla and had kids at the schools. They helped us start the family art center because we wanted a place where families and kids could do fun projects and learn about art.”

For this year’s festival, the Geppetto’s Family Art Center will offer engaging activities for children of all ages provided by the La Jolla Youth Robotics, The Living Coast Discovery Center, Seaside Arts Center and Science Guys of San Diego. Activities will range from face painting and balloon twisting to interactive visual

arts projects and exciting robotics demonstrations.

“The event has tripled or quadrupled since its inception 16 years ago. Everyone looks forward to it because every year we add new things to make the event enjoyable and exciting," Chand enthused. We strive to be inclusive and we like to promote up-and-coming artists, so we involve artists and vendors of diverse backgrounds. Many careers have been launched at our event due to the special opportunities it brings for new vendors.”

Chand noted that the festival is "a juried fine art show, so all artists that want to participate must apply via Zapplications — an international artist platform. A jury selects the final participating artists. We sell the exhibit space (booths) to artists and then the artists sell their

art to attendees. This year, hundreds of artists applied and we sold out of 160-plus artist booths in a week.”

Art enthusiasts will have the opportunity to explore and acquire new masterpieces from artists hailing from across the United States, Mexico and beyond. At the open-air festival artists will present their works in a diverse array of mediums, including painting, sculpture, jewelry design, fine glass, ceramics, woodwork, mixed media and photography.

This year's featured artist is Roy Kerckhoffs, a renowned photographer and mixed media artist whose work conveys a story of a place with a history, highlighting the beauty that exists in human-made wooden, concrete, and steel structures contrasting with soft organic forms from nature.

“The La Jolla Art &Wine Festival is one of the biggest art festivals in California and we expect over 45,000 people to attend over the course of two days,” Chand said. “We will have 160-plus fine artists, 40-plus vendors in the wine and beer garden — breweries, wineries, distilleries and restaurants — numerous sponsors, 20-plus vendors in the Geppetto’s Family Art Center where everything is free for kids, a gourmet food court, a silent auction — this is online and the link is on our website — live entertainment, live art, roving entertainment by Rosin Box Project and stilt walkers and pet adoptions. While this is Chand’s third year as executive director, she has been involved with the festival as the art director since 2017.

“Every year brings something new and special — from the unique cool artists, to the fun entertainment, there is something happening everywhere you look," Chand said. "I love my job and I love getting to see my team’s hard work come together for such a special cause. Our event helps support art, science, technology and other programs that are underfunded in these public schools. To date, we have raised $1.2 million for the education benefit of 5,000 kids each year."

So this fall, plan to drive to La Jolla Village for an art and wine weekend adventure and contribute to a worthwhile cause.

Aug. 8

At 7:19 a.m., officers responded to the 200 block of East Pomona regarding a residential burglary in progress. They made contact with a female subject inside the residence. A computer search revealed she had been arrested earlier that week for burglarizing the same residence. She was arrested and taken into custody.

At 9:30 a.m., an officer patrolling the 200 block of East Chestnut observed a male subject on a scooter commit a traffic violation. A traffic stop was conducted, and a search revealed the subject was in possession of drug paraphernalia. He was arrested, cited, and released at the scene.

At 7:40 p.m., a caller in the 200 block of East Pomona reported a female subject trespassing. Officers arrived and made contact with the female subject, who had already been arrested twice for trespassing at the same residence. She was arrested and taken into custody.

At 11:56 p.m., officers were patrolling the 200 block of West Huntington when they observed a motorist commit a vehicle code violation. A traffic stop was conducted, and the driver displayed symptoms of intoxication. A DUI investigation confirmed the driver was under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

Aug. 9

At 1:21 p.m., an employee from a business in the 1400 block of South Mountain re-

ported that a customer used another person’s identifying information to purchase a vehicle. This investigation is continuing.

At 6:35 p.m., a resident in the 200 block of East Pomona called to report a female subject trespassing at his neighbor's home. The same subject had been arrested for breaking into the home earlier in the week and for trespassing earlier the same day. Officers arrived, made contact with the female subject, and she was arrested and taken into custody.

At 10:46 p.m., officers responded to the area of Myrtle and Olive regarding the theft of a purse from a vehicle. This investigation is continuing.

Aug. 10

At 1:48 a.m., a caller in the 700 block of Walnut Court reported suspicious subjects in the area. Officers arrived and made contact with two juveniles who were in violation of the city's curfew. They were both arrested and released to the care of their parents with citations.

At 9:39 a.m., a resident in the 200 block of North Canyon reported his tricycle stolen. This investigation is continuing.

At 2:50 p.m., a victim walked into the MPD lobby to report fraudulent charges on his account. This investigation is continuing.

At 7:02 p.m., a homeowner reported unknown subjects were entering his vacant property in the 200 block of East Evergreen. The property had been fraudulently listed for rent by an unknown subject. This in-

vestigation is continuing.

Aug. 11

At 12:56 a.m., while patrolling the 600 block of South Myrtle, officers observed a subject loitering near the entrance of a closed restaurant. Officers made contact with the subject, who was heavily intoxicated. He was arrested and transported to the MPD jail to be held for a sobering period.

At 3:27 a.m., officers responded to the area of Prospect and Grand regarding unknown trouble. They made contact with a victim of a robbery. A perimeter was established, and four suspects were located nearby. The suspects were arrested and taken into custody.

At 3:58 p.m., a staff member at a senior living facility in the 100 block of South Myrtle reported a male subject left and had not returned. Surrounding agencies and the bus system were notified. This investigation is continuing.

Aug. 12

At 4:16 p.m., a victim walked into the MPD lobby to report fraud. The victim reported receiving a random text message from the suspect earlier in the year, and they developed a friendship over the phone. After several months, the victim was convinced by the suspect to make cryptocurrency investments online. The victim eventually discovered she had been scammed when she did not have access to the cryptocurrency she purchased. This investigation is continuing.

At 10:17 p.m., an employee from a gas station in the 700 block of East Huntington reported a male adult standing in

the middle of Huntington Drive. Officers arrived and located the subject, who would have been struck by a vehicle if officers had not arrived and intervened. Officers determined he was a danger to himself. He was transported to a medical facility for a mental evaluation.

Aug. 13

At 11:02 a.m., an officer patrolling the area of Magnolia and Pomona saw a male subject commit a bicycle violation. He conducted a traffic stop and made contact with the subject. A computer search revealed he had warrants for his arrest. He was arrested and taken into custody.

At 8:20 p.m., a theft was reported at a store in the 500 block of West Huntington. Officers arrived and were unable to locate the subject. This investigation is continuing.

At 10:34 p.m., a resident in the 100 block of South Madison reported a male subject urinating in public at a coffee shop. Officers arrived and located the suspect. The caller identified him and placed him under private person’s arrest. The subject was arrested, cited, and released at the scene.

Aug. 14

At 6:39 a.m., a caller in the 400 block of West Foothill reported that several businesses in the area had their front windows shattered. Officers arrived and found three businesses had been burglarized overnight. This investigation is continuing.

Arcadia

Aug. 4

At 12:40 a.m., officers were dispatched to an audible burglary alarm at a residence in the 200 block of Walnut Avenue. Officers arrived and discovered a shattered rear sliding glass door. Officers investigated and learned unknown suspect(s) shattered the glass door and entered the location. The resident was out of town so a loss could not be determined. The resident was contacted by phone and advised CCTV captured images of a suspect running from the location. The suspect was described as wearing a black sweatshirt, gray

pants and a hat.

Aug. 5

At 10:43 a.m. an officer recognized a male subject in the area of Second Avenue and Colorado Boulevard who was wanted for several outstanding warrants. The officer contacted the subject and took him into custody for the warrants. During the arrest, the officer located narcotics in the subject’s pocket. The subject was arrested for warrants and drug possession.

Aug. 6

An alert resident called the Arcadia Police Department at about 11:06 a.m., reporting four males in hooded sweatshirts breaking into their neighbor’s home in the 400 block of West Longden Avenue. At about the same time, the resident called to report their house had just been burglarized. Officers arrived and learned the suspects fled in a black BMW. Officers checked the area but were unable to locate the vehicle. During their investigation, officers discovered the suspects entered the location by smashing the rear sliding glass door. The suspects stole jewelry and cash.

Aug. 7

At 1:01 a.m., officers responded to Ralph’s Grocery Store located at 211 E. Foothill Blvd. regarding a vandalism that just occurred. An employee reported a male subject was confronted after he was seen concealing items on his person. The subject became agitated and began knocking items off displays causing damage. Officers conducted an area check but were unable to locate him. The same subject returned on Aug. 9, 2024, and was seen stealing merchandise again. Officers responded, located the subject and arrested him for the most recent theft. APD Detectives will follow up on the earlier theft and vandalism.

Aug. 8

At 2:33 p.m., an officer responded to a residence in the 1300 block of Highland Oak Drive regarding an attempted burglary. The resident told the officer they received a call from the alarm company regarding an alarm activation. The resident returned home within a few minutes and didn’t notice anything out of place. The

resident resumed their errands and returned home a few hours later. At that time the resident discovered someone had cut the screen on a rear window and attempted to force the window open.

Aug. 9

At 2:56 p.m., an officer responded to a residential burglary investigation in the 200 block of West Las Flores Avenue. The officer discovered the suspects entered the location by shattering a rear window. Once inside the suspects ransacked several rooms and stole two iPads and jewelry. The location has CCTV which showed there were four suspects wearing hooded sweatshirts. They were seen fleeing in a newer Kia Forte. The residence has an alarm which was not activated at the time.

Officers responded to the report of a robbery in the 1100 block of Sunset Boulevard. The victim returned home from work and was approached by two male suspects in his driveway. One of the suspects tried to pull the victim’s lunch bag from him and a struggle ensued. The second suspect began pulling the lunch bag and was able to get it away from the victim. The suspects fled with the victim’s lunch bag in a white SUV.

At 7:23 p.m., officers responded to the 1200 block of Oakwood Drive regarding a residential burglary investigation. The officers determined the suspects entered the residence through an unlocked rear door. Once inside the suspects stole cash and jewelry. The location did not have an alarm or CCTV at the time of the incident.

Aug. 10

At 12:44 p.m., officers responded to the 300 block of West Longden Avenue regarding a residential burglary in progress. The resident was inside of their home when they heard glass shattering. The resident looked outside and observed four male subjects wearing black hooded sweatshirts trying to open the rear door. The suspects saw the resident and fled. A witness observed 5 to 6 males running from the location, get into a gray Kia “crossover” style vehicle and flee. Officers conducted an area check for the vehicle but were not able to locate it.

Long Beach Health Department awarded $1M from CDPH for hepatitis B screening, vaccination

The City of Long Beach Department of Health and Human Services (Health Department) has been awarded a $1 million grant from the California Department of Public Health (CDPH) to enhance care around and reduce the occurrence of hepatitis B virus infection (HBV) among at-risk populations throughout the city. The project will prioritize serving communities impacted by or at risk of HBV infection, with a focus on Long Beach’s Asian American and Pacific Islander populations, as well as those with history of substance use. Long Beach will enhance existing hepatitis B services by providing the following resources to the community: screening, vaccination and linkage to care.

Duarte residents are invited to participate in the American Cancer Society Relay for Life at Santa Anita Park starting on Saturday, Sept. 7 at 11 a.m. and ending on Sunday, Sept. 8 at 11 a.m. The relay will take place at Santa Anita Park infield. OC Waste & Recycling has announced the successful collaboration with Disneyland Resort in organizing a Household Hazardous Waste Collection Event, which was held on May 30, 2024, in Anaheim. The event aimed to provide Disneyland Resort cast members and employees with a convenient and safe way to dispose of household hazardous waste materials. During the event, OC Waste & Recycling, supported by Orange County Conservation Corps and Disneyland Resort, collected a total of over 5,900 pounds of household hazardous waste and 1,218 pounds of e-waste. The Household Hazardous Waste Collection Center is open to residents Tuesday through Saturday, 9 a.m. to 3 p.m. at four of our locations throughout the county.

Stepmother who beat 2-yearold stepson into a coma sentenced to life in prison

A 24-year-old stepmother who beat her two-year-old stepson into a coma, leaving the toddler permanently paralyzed with severe brain damage because she was upset the boy’s father was gone for long periods of time and talked about the boy’s mother, was sentenced Friday to life in prison.

Noelia Ayala, 24, of Garden Grove, was convicted last month by a jury of one felony count of torture, one felony count of assault resulting in a comatose state or paralysis of a child under the age of 8, and two felony enhancements of causing great bodily injury on a child under five. The boy’s father, 36-year-old Alberto Aragon, has been charged with one count of felony child abuse and endangerment, for delaying in providing medical care to his severely injured son. He faces a maximum sentence of six years in state prison if convicted.

Palm Springs Aerial Tramway to close Sept. 9 for monthlong repairs

The Palm Springs Aerial Tramway will close next month to undergo annual maintenance, operators announced Tuesday. The tram will be closed Sept. 9-Oct. 6. Operating on its usual schedule until Sept. 8, the world's largest rotating tram car carries visitors 2.5 miles from Palm Springs into the San Jacinto Mountains in about 10 minutes. Repairs scheduled during the shutdown include a track rope repositioning, annual service and general upgrades, in addition to state-permit testing, tram officials said. The tramway was also closed in February due to storm-caused road damage. The annual closure "allows our maintenance team to perform complex projects that cannot be completed during normal business hours," tramway general manager Nancy Nichols said in a statement.

41-year-old Murrieta jail inmate dies

A 41-year-old inmate in an intake sobering cell at the Cois Byrd Detention Center in Murrieta was found unresponsive and later pronounced dead, the Riverside County Sheriff's Department announced Monday. Joshua Frank Swart of Lake Elsinore was found unresponsive around 2:15 p.m. Sunday, according to a department statement. Medical assistance was immediately administered by staff until paramedics arrived. Swart was later pronounced dead at the scene. The cause of Swart's death is under investigation. There were no signs of foul play. Anyone with information regarding the in-custody death was urged to call Investigator Justin Williams at 951-922-7152.

Generator leaks over 100 gallons of diesel in retirement community

A diesel generator in a retirement community just south of Riverside developed a massive leak Tuesday, pouring over 100 gallons of fuel onto a street and into a storm drain, prompting a hazardous materials response by the Riverside

County Fire Department. The hazmat emergency was reported at 2:35 p.m. in the Westmont Village community southeast of the Ben Clark Public Safety Training Center, along Arnold Drive, according to the fire department. Emergency crews and a hazmat team encountered between 100 and 140 gallons of diesel emanating from a standby electrical generator that had sustained unexplained damage. As of 3:10 p.m., crews were trying to stanch the leak and disperse absorbents. No shelter-inplace orders were declared. The specific cause of the leak was under investigation.

McKinley Street project closures planned this weekend

Construction on the McKinley Street project will fully close several Corona streets Friday through Monday, city officials announced. Fully inaccessible roadways include: McKinley Street from SR-91 to Magnolia Avenue; Sampson Avenue at the McKinley Street intersection; eastbound SR-91 off-ramp; and the westbound SR-91 McKinley Street South loop off-ramp. The closure starts at 9 p.m. Friday and ends 5 a.m. Monday. Information on detours is on the city website's homepage, coronaca.gov. The McKinley Street Grade Separation Project is the construction of a suspension bridge elevating McKinley Street over the BNSF railroad tracks and Arlington Channel, city officials said. Construction will extend from State Route 91 on the north to Magnolia Avenue on the south.

San Bernardino County Registrar working with city clerks to cope with error

The Registrar of Voters (ROV) is working closely with several city and town clerks to explain to local candidates an error that led five office-seekers to believe they had qualified for the Nov. 5 ballot when they had not. On Friday, after

the candidate filing period closed, the ROV discovered a clerical error that affected the evaluation of nomination petition signatures for city candidates. To ensure each candidate met their nomination petition requirement, ROV staff reevaluated all petitions for the city candidates. As a result of this reevaluation, eight candidates were determined to be impacted. This affected candidates are in the cities of Highland, Rialto, Hesperia, Ontario, Rancho Cucamonga, Twentynine Palms and the Town of Apple Valley.

What is Alpha Kappa Alpha? All about Kamala Harris' sorority

Vice President Kamala Harris appeared on the cover of Vogue three years ago wearing her signature Converse and a wide smile. At the time, the image started a flurry of conversation, but — for those in the know — one of its most exciting features was the pink and green background behind her.

BestColleges reports that those colors were a direct nod to her ties to Alpha Kappa Alpha Sorority Inc., an organization she has proudly been a member of since the 1980s.

Now, as the presumptive Democratic nominee for the 2024 presidential race, both Harris and the AKAs are back in the spotlight.

In just three hours over a Zoom call on July 21, a group of 44,000 women — largely comprised of Harris' sorority sisters or "sorors" — raised $1.5 million for her campaign. Their work to support Harris has only just begun as many are discussing their planned efforts across social media platforms and getting involved in larger efforts to increase voter turnout.

So who are these women and what is Alpha Kappa Alpha Sorority Inc.?

What to know about Alpha Kappa Alpha Sorority

Alpha Kappa Alpha Sorority, Inc. is the oldest Greek-letter association established by Black college women in the U.S. It's also the first Black Greek-letter organization established at a historically Black college or university, or HBCU.

The organization was founded by Black students in 1908 at Howard University in Washington, D.C., with the express purpose of cultivating unity, friendship, high scholastic and ethical standards, and service among Black women. The nine women who made up the founding class were among fewer than 1,000 Black students enrolled in higher education that year.

Though Harris is currently one of the organization's most notable members, she's far from the only one. Other prominent

UC president tells heads of UCLA, other campuses to enforce encampment ban

The president of the University of California is directing the leaders of UCLA and the system's nine other campuses Tuesday to enforce a ban on protest encampments and the wearing of identity-concealing face masks by demonstrators.

The ban comes after this spring's pro-Palestinian demonstrations at UCLA, in which Jewish students reportedly were prevented from accessing classrooms, the library and other campus locations.

The university was subsequently sued by two law students and an undergraduate alleging UCLA allowed a group of students and outsiders to set up the pro-Palestinian encampment that forcibly kept Jewish students and faculty from accessing critical parts of campus.

A Los Angeles federal judge last week blasted as "unimaginable" and "abhorrent" UCLA's handsoff policy regarding the encampments. The judge issued a temporary injunction ordering UCLA to prevent alleged antisemitic zones such as the encampments in April. Attorneys said it is the first such ruling in the nation against a university.

UCLA allegedly reinforced the zones — both by providing metal barriers and by sending away Jewish students — while taking no effective action to ensure safe passage for the students, the suit said. In response to the complaint, UCLA disavowed any obligation to protect its Jewish students, the judge wrote.

The university is appealing the judge's order.

In a letter to the chancellors of the 10 UC campuses on Monday, UC President Michael V. Drake wrote of required policies that ban putting up tents and campsites on university property, blocking access to university buildings and masking to evade being recognized.

"As we prepare to begin a new academic year, it is important that we reaffirm our commitment to fostering an environment that encourages free expression and debate while protecting the rights of all community members to teach, study, live, provide and receive clinical care, and work safely," the letter reads.

Drake wrote that existing policies cover the issues at most of the system's campuses but ordered chancellors to develop or amend

policies where they don't.

The letter covers:

-- Camping or encampments: Policies must clarify that no person shall camp, set up or erect a campsite, or occupy a tent or other temporary housing structure on university property, unless specifically preapproved;

-- Unauthorized structures: Policies must clarify that no person shall erect, build, construct, set up, establish and/or maintain unauthorized structures on university property;

-- Restricting free movement: Policies must clarify that no person shall restrict the movement of another person or persons by, among other means, blocking or obstructing their ingress or egress of roadways, walkways, buildings, parking structures, fire lanes, windows, doors or other passageways to university property, or otherwise denying a person access to a university facility or space;

-- Masking to conceal identity: Policies must clarify that no person shall wear a mask or personal disguise or otherwise conceal their identity with the intent of intimidating any person or group, or for

the purpose of evading or escaping discovery, recognition, or identification in the commission of violations of law or policy; and

-- Refusal to reveal identity: Policies must clarify that no person shall refuse to identify themselves while on university property to university officials who are acting in the performance of their duties in situations where assistance or intervention is needed.

Drake issued a separate letter addressed to the UC

community in which he said that campus leaders had spent the summer reflecting on the events of the past year and that consistent policies and laws were key to achieving a balance between free speech and the need to maintain safety and university operations.

"While the vast majority of protests held on our campuses are peaceful and nonviolent, some of the activities we saw this past year were not," he wrote.

gic communications, said in a statement last week that "UCLA is committed to fostering a campus culture where everyone feels welcome and free from intimidation, discrimination, and harassment. The district court's ruling is improper and would hamstring our ability to respond to events on the ground and to meet the needs of the Bruin community. We're closely reviewing the judge's ruling and considering all our options moving forward."

Judge lifts partial stay of 'Rust' crew member's suit vs. Alec Baldwin

Ajudge has lifted a stay of parts of a lawsuit against Alec Baldwin and his company El Dorado Pictures stemming from the accidental fatal shooting of cinematographer Halyna Hutchins with a bullet fired by the actor/producer from a prop weapon.

Los Angeles Superior Court Judge Maurice Leiter issued the ruling Friday regarding plaintiff Serge Svetnoy's case. Leiter had put Svetnoy's lawsuit on

hold Jan. 4 because Baldwin's deposition testimony could have been used against him in the criminal case in New Mexico in which Baldwin was charged with involuntary manslaughter in Hutchins' death.

However, on July 12, a New Mexico judge dismissed the criminal case against Baldwin in mid-trial on grounds that the prosecution had suppressed evidence.

Svetnoy claimed in his original suit filed in

November 2021 that the shooting on the film's set "was caused by the negligent acts and omissions" of the multiple defendants in his suit. In a subsequent an amended complaint, Svetnoy added causes of action for assault and intentional infliction of emotional distress against the 66-yearold Baldwin only.

Svetnoy alleges Baldwin "willfully disregarded the laws of New Mexico when he acted as alleged herein with

the loaded Colt revolver" and says he felt the bullet whiz by him and that gunpowder and other residual materials struck the right side of his face.

As a result of Baldwin's "pointing and subsequently discharging the gun towards him, (Svetnoy) has suffered compensable damages including ... physical injury and extreme and severe emotional distress," according to the amended suit, which further states that the

actor's actions were taken with "utter disregard" for the plaintiff's safety.

Svetnoy was among the first "Rust" crew members to publicly speak out about the shooting that killed the 42-year-old Hutchins while Baldwin was helping to prepare camera angles on the film's set near Santa Fe. The weapon, which was supposed to contain only blank rounds, discharged a lead bullet that struck Hutchins in the chest then lodged in the shoulder

Svetnoy wrote on social media days later that he witnessed the shooting and comforted the bleeding Hutchins until paramedics arrived. He immediately deemed the shooting an act of negligence, saying armorer Hannah GutierrezReed and assistant director David Halls both failed to check the weapon before declaring it safe and passing it to Baldwin.

Centennial Square Boxing Show set for Friday in Pasadena

Adiverse field of boxers will demonstrate their skills in an Olympic-style boxing exhibition Friday in Pasadena, the city announced.

For the ninth year the Pasadena Parks, Recreation and Community Services Department will host the Centennial Square Boxing Show in front of City Hall, 100 N. Garfield Ave., from 7-10 p.m.

The free, family-friendly event features 12 boxing matches with male and female competitors ages 8 and older.

"Boxing promotes physical and mental discipline, strength, and well-being, and is often a good fit for youth," according to a city statement.

The event begins with the national anthem and a color guard presentation by the Pasadena-based 2nd Battalion, 23rd Marine Regiment. A DJ spinning music, classic cars on display and food for purchase are also key attractions.

Mosquitoes test positive for West Nile virus in Santa Ana

Orange County vector controlinspectors Tuesday were keeping a close watch on mosquito populations in a section of Santa Ana, where some samples of the insects tested positive for West Nile virus.

According to the Orange County Mosquito and Vector Control District, West Nilepositive mosquitoes were found in an area bordered by Garden Grove Boulevard, the Santa Ana River, Trask Avenue and Fairview Street.

Group says LAX violated agreement limiting gate operations

AWestchester-based organizationis waiting on a response from LAX Tuesday after sending a letter to airport leadership regarding alleged violations of a 2016 agreement limiting gate operations.

In its letter sent Aug. 1, the Alliance for a Regional Solution to Airport Congestion said it is providing a notice of default/right to cure against the airport for exceeding the 153 commercial passenger aircraft gate cap limit in May with 154 gates in operation, which they allege might be further over the limit with up to 163 gates. ARSAC says a monthly report — produced by LAX detailing a summary of operational gates — supports its claims.

ARSAC officials said they are hoping to meet and confer with LAWA to resolve the issues, and will provide 30 days for airport leadership to address its concerns.

ARSAC also alleges

that LAX is not meeting its commitment to limit the number of gates in terminal groupings, and has allowed for "double parking" of aircrafts that are actively enplaning or deplaning passengers at three gates in violation of the agreement at the West Gates at Tom Bradley International Terminal, formerly known as the Midfield Satellite Concourse North.

In 2016, ARSAC and Los Angeles World Airports — the city department that oversees the LAX and Van Nuys Airport — entered into a memorandum of understanding to settle litigation over a proposed move of the airport's north runway 260 feet closer to the neighborhoods of Westchester and Playa del Rey.

As part of the agreement, ARSAC would not file legal claims to block the LAWA's Landside Access Modernization Program. In turn, LAWA made commitments to not move the north runway,

to limit its operation of boarding gates to 153 through December 31, 2024, and to implement gate controls on its terminals through December of 2030.

"The MOU was supposed to represent a new era of cooperation, but has proven to fall very short of that objective," ARSAC President Denny Schneider said in a statement on Aug. 14. "LAWA has forgotten its commitment to be a first class neighbor during work to make LAX a world

According to the LA Board of Airport Commission, the extra $400 million-plus was needed to address claims filed by the contractor, LAX Integrated Express Solutions, also known as LINXS, over issues related to compensation and production.

The settlement agreement largely covers already completed extra work by LINXS dating back to August 2018, and a longer than anticipated construction timeline.

The project could be completed on Dec. 8, 2025, and begin operation in January 2026 — in time for world events taking stage in the Los Angeles region, including the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. The electric train system on 2.25 miles of elevated rail with six stations will be available to ticketed passengers, their guests and airport employees for free.

LA County unemployment rate increases in July

Los Angeles County's seasonally adjusted unemployment rate increased to 5.5% in July, up from a revised 5.3% in June, according to figures released Friday by the state Employment Development Department.

The 5.5% rate was above the rate of 4.9% from July 2023.

Meanwhile, the July unemployment rate in Orange County was 4.4%, up from a revised 4% in June and topping the 3.6% figure from a year ago.

Statewide, the seasonally adjusted unemployment

rate was 5.2% in July - - the same as a month earlier, but topping the 4.7% of July 2023.

Nationally, the July estimate stood at 4.3% compared to 4.1% in June and 3.5% a year ago.

The L.A. County figures released Friday by the state EDD said that, in July, civilian employment increased by 13,000 to 4,767,000, while unemployment increased by 9,000 to 275,000.

The county's civilian labor force increased by 22,000 over the month to 5,042,000 in July in seasonally adjusted figures, according to the EDD. The unadjusted unemploy-

ment rate for L.A. County was 6.5% in July.

From June to July, total nonfarm employment in L.A. County decreased by 30,800 to 4,558,000, the EDD data show.

Leisure and hospitality registered the largest monthover gain in L.A. County-adding 3,600 jobs, the agency reported.

"The advances were driven up by an addition of 2,200 jobs in food services and drinking places, which includes occupations such as fast food and counter workers and waiters and waitresses," an EDD statement said.

LA Mayor Bass, LB Rep. Garcia speak at Democratic National Convention

Mayor Karen Bass was among the speakers at Monday's first day of the Democratic National Convention in Chicago, where she discussed her long relationship with Kamala Harris and touted what she sees as the presidential nominee's past efforts on behalf of Los Angeles.

"Our bond was forged years ago, by a shared commitment to children, a belief that it is everybody's responsibility to care for every child — no matter where they come from or who their parents are," Bass said. "Kamala knows that each generation has an obligation to the next."

Bass noted that when Harris was California attorney general, she created the Department of Children's Justice, giving youth in the juvenile justice system needed resources.

Bass has known Harris since the mayor was speaker of the Assembly from 2008-10. Harris swore Bass into office as mayor in 2022.

Bass is set to return to Los Angeles Tuesday, according to her office.

Meanwhile, Rep. Robert Garcia, D-Long Beach, also spoke to convention delegates Monday, discussing his

mother and stepfather both dying in the summer of 2020 due to complications from COVID-19.

Garcia said he will "never forget" when Harris called him after his parents died, and how she told her own story of losing her mother.

"We all know that later that year, Joe Biden and Kamala Harris were elected president and vice president, and what a difference they made together," Garcia said.

"They got people vacci-

nated, they got the virus under control, they safely reopened our schools and they passed the American rescue plan — a historic economic package that helped small businesses and created jobs across the country."

President Joe Biden was Monday's keynote speaker, with first lady Jill Biden and former Secretary of State Hillary Rodham Clinton and Democratic presidential nominee also set to speak.

Los Angeles City Council

members Bob Blumenfield, Monica Rodriguez, Marqueece Harris-Dawson, Curren Price and Heather Hutt are also attending the convention, which will run through Thursday, prompting cancellation of this week's council meetings.

Blumenfield, a member of the Democratic National Committee and vice president of the Democratic Municipal Officials, an organization of Democratic local elected officials across the nation, will

serve as a "super delegate."

Blumenfield told City News Service that he's attended Democratic National Conventions since 1980 in various roles. He recalled attending the convention as a youth journalist and later as a commission staffer, volunteer and elected delegate.

"The Democratic convention has changed a lot over the years — much more radically from the '60s," Blumenfield told City News Service.

"The convention is still

a platform to activate the campaign in the final push toward the general election, to get the party and Democratic activists excited, and the convention itself is technically a meeting of the party."

Blumenfield said he was excited to be part of the energy at the convention.

"It's always nice to connect with a lot of folks," Blumenfield said. "I'll be seeing people from across the country."

Blumenfield said it was great that Harris, who has a home in Brentwood, is the party's presidential nominee because she is "close to many of us in the LA delegation and understands our issues."

"I think that's going to be a great benefit to Los Angeles," Blumenfield said.

Hutt is a delegate in the category known as "party leaders and elected officials," notable local elected and party officials, though not governors or members of the federal government, said Devyn Bakewell, her communications director.

Los Angeles County Supervisor Hilda Solis is also attending the convention, her Communications Director Kimberly Ortega told CNS.

4. Contractor License. State AG: No charges against officers in Covina police shooting

No criminal charges will be filed against Covina police officers for a 2022 fatal shooting of a 24-year-old man who had a BB gun, California Attorney General Rob Bonta said Wednesday.

Pump prices are significantly lower than at this time last year and in 2022.

As of Friday the Los Angeles County average price for a gallon of self-serve regular gasoline has dropped $1.92 since rising to a record $6.49 on Oct. 5, 2022, according to AAA and Oil Price Information Service. The price is 68.1 cents less than a year ago.

This summer, California consumers spent an estimated $728 million less on gasoline than the same period last year, the governor's office reported. The proposed fuel reserve mandate aims to further protect consumers at the pump and help stabilize the market for the long term.

"The data is clear: oil refiners have been racking up profits by planning maintenance that reduces supply during our busy driving

seasons," Tai Milder, director of the energy commission's Division of Petroleum Market Oversight, said in a statement. "The Governor’s proposal gives us new tools to require refiners to plan responsibly and prevent price gouging during maintenance."

The proposed fuel reserve requirement is the latest move by the state government to stabilize the retail gasoline market.

After price spikes in 2022, Newsom called for a special legislative session and signed into law a reform package that he said was aimed at "holding Big Oil accountable."

Japan's Oil Stockpiling Act requires the government and private sector to maintain reserves of crude oil and other petroleum products.

The European Union adopted an Oil Stock Directive requiring member EU nations to maintain emergency stockpiles of crude oil and petroleum products equal to a minimum 90 days of net imports or 61 days of consumption, whichever is higher.

Home sales climb across Los Angeles Metro region, statewide

Fueled by the lowest interest rates since spring, home sales in the Los Angeles metro region and the state as a whole rebounded in July to reach a five-month high, the California Association of Realtors announced Tuesday.

July's sales pace rose 3.6% from the revised 270,200 homes sold in June and were up 4.1% from a year ago, when a revised 268,840 homes were sold on an annualized basis. The sales pace has remained below the 300,000-threshold for 22 consecutive months, and year-to-date home sales edged up 0.2% from the first seven months of 2023, according to statewide figures.

The median price of a single-family home slipped in July for the second month in a row, after setting a record high in May. July's median price dipped 1.6% from $900,720 in June to

$886,560 statewide. California's median home price was 6.5% higher than the $832,530 recorded in July 2023. The year-over-year gain was the 13th straight month of annual price increases, albeit the smallest since January, according to CAR.

Home prices could soften further in coming months but should continue to register moderateyear-over-year growth for the rest of the year, the association said. "California's housing market kicked off the second half of the year with a moderate increase in home sales in July as interest rates continued their downward trend," CAR

President Melanie Barker said in a statement. "Despite transitioning into the offseason, the market should remain vibrant in the coming months if the availability of homes for sale continues to

improve, and mortgage rates moderate further in the third and fourth quarters."

The median price in the Los Angeles metro area was higher in July at $849,000 compared to the previous month's $835,000, a 7.5% increase from last year at this time. The median price in Los Angeles County increased by 2.2%, from $889,180 in June to $909,010 last month.

Orange County saw its median home price decrease by 4.1% from June to $1.39 million in July, 6.9% higher than the same month last year.

In Southern California, the lowest median price in July was Imperial County's $385,000, showing no change from the previous month's figure.

The median number of days it took to sell a California single-family home was 20 days in July, four days more than July of last year.

LA to pay $20.8M for discharging untreated wastewater into SM Bay

The city of Los Angeles has agreed to pay $20.8 million to fix issues at the Hyperion Water Reclamation Plant and to complete related environmental projects linked to the discharge of millions of gallons of wastewater into Santa Monica Bay in 2021, officials announced Tuesday.

Hyperion, the city's oldest and largest wastewater treatment facility, collects, treats and disposes of wastewater for Los Angeles and several other municipalities, including Beverly Hills, Culver City, El Segundo, Santa Monica, San Fernando and West Hollywood. Hyperion's service area includes more than 4 million people.

The facility treats an average of 260 million gallons of wastewater per day, of which 225 million gallons are discharged through its 5-Mile Outfall to the Santa Monica Bay and 35 million gallons are conveyed to a water recycling facility for advanced treatment and reuse. Treatment of wastewater begins in a portion of the facility called the Headworks area, which involves the use of bar screens to remove large objects such as branches, plastics and rags, from the entering wastewater.

In July 2021, the Headworks became inundated with debris, causing wastewater to flood that area. Hyperion's relief system was triggered and about 12.5 million gallons of untreated wastewater was discharged through the facility's 1-Mile Outfall into the Santa Monica Bay, according to the U.S. Attorney's Office.

Offshore water quality testing and monitoring subsequentlyconducted around the 5-Mile Outfall showed an excess of applicable water quality standards for total coliform bacteria, E. coli, and Enterococcus, prosecutors said.

To resolve the government's criminal investigation, the city has agreed to spend no less than $20 million to perform and complete various projects at Hyperion, which the city agreed to perform under an administrative order previously issued by the U.S. Environmental Protection Agency, court papers show.

The city will also retain a qualified third-party auditor to conduct annual audits of Hyperion's operations to determine whether it is in compliance with the corrective work and the

Clean Water Act, according to the U.S. Attorney's Office. Finally,prosecutors said, the city has agreed to perform a one-year community outreach service project in coordination with the Los Angeles Sanitation and Environmental Department and a nonprofit. That work will include meetings with local government officials and community members, developing an improved emergency communications plan, and coordinating educational outreach with residents and schools.

The cost of the additional monitoring, rapid bacteria testing study, and the community outreach project is estimated to be no less than $800,000, according to the agreement.

"We in Southern California love our beaches and people in our community deserve clean waters free of contamination when they visit the beach," U.S. Attorney Martin Estrada said in a statement. "This agreement requires the city to take concrete steps and commit substantial funds to improving the Hyperion facility and thereby prevent a disaster like this from recurring."
