schools Superintendent Edwin Gomez made his final Teacher of the Year announcement when he stepped into a Winchester middle school classroom Thursday and surprised Misty McBee as this year's fourth and final honoree.
McBee, who teaches at Harvest Hill STEAM Academy, is the first animatronics teacher in Riverside County to receive a teacherof-the-year honor, according to the Office of Education.
“Ms. McBee’s innovative spirit is exemplified in her development of a middle school animatronics program,” Gomez said during the surprise announcement. “This program which started with just a set of state standards and laptops, was
crafted to provide students with hands-on, project-based learning experiences that prepare our students for the future.”
After hearing the news, McBee said in a statement, “I just love what I do and working with all of my students. Everyone here just makes this job so fun and
actually very easy sometimes. So to me, all of this just feels like a normal day.”
McBee describes her current job as a STEAM — science, technology, engineering, arts and mathematics — teacher as a dream come true, according to the county. When Harvest Hill needed a course to imple-

Former Palm Desert Assemblyman Brian Nestande's death in March was the result of an overdose of drugs including fentanyl and cocaine, an autopsy determined, according to reports Tuesday.
According to results first reported by Uken Report and later confirmed by the Desert Sun, the 60-year-old Republican former legislator's March 6 death was caused by "multiple substance intoxication," including both fentanyl and cocaine.
The autopsy also identified chronic hypertension and heart disease and potential contributing factors to the death, which was ruled accidental.
According to the Riverside County Coroner's office, Nestande was found dead at 2:10 p.m. March 6 at his home in the 73000 block of Vermeer Way in Palm Desert.

An eighth grader from Corona advanced to the fifth round of the Scripps National Spelling Bee Wednesday by correctly spelling procellous, an adjective meaning stormy.
Avijeet Randhawa was among the 148 spellers advancing to the quarterfinals from the original field of 245, the largest since 2019, by correctly spelling two words and answering a vocabulary question.
Avijeet Randhawa advanced to the quarterfinals by correctly spelling palynological, an adjective related to a branch of science dealing with pollen and spores, in Tuesday's third round at the Gaylord National Resort & Convention Center in National Harbor, Maryland.
The Auburndale Intermediate School student began the bee by correctly spelling raclette, a Swiss dish of melted cheese, typically eaten with potatoes. He then chose the correct answer to the vocabulary question, "What is a moratorium?" by selecting "a delay officially set by some authority."
There were 54 spellers eliminated in the first round, 15 in the second and 28 in the third.
Areport of a man carrying a gun at Riverside City College prompted a massive police response and shelter-in-place orders for everyone on campus for about 90 minutes Tuesday.
"There was a witness report of a male on foot, near the Digital Library, who reportedly flashed a gun," RCC President Claire Oliveros wrote in a message to the college community.
Riverside Police Department officers and county sheriff's deputies responded to the scene and evacuated the Digital Library, then began a methodical building-by-building search of the campus at 4800 Magnolia Ave. The college issued a shelter-in-place order shortly before 4:30 p.m.
On its social media channels, RCC posted an alert advising students and others on campus to remain inside buildings, lock all exterior doors, close blinds and remain indoors until given
the "all clear." If outdoors, students and others on campus were advised to leave the area or take cover.

being escorted out of the library by authorities with their arms up.
Around 6 p.m., the college announced that police had indeed given the "all clear."
According to the Riverside Police Department, officers did not recover a
weapon from the campus, and no arrests were made.
"There will continue to be a police presence on campus to finalize (the) investigation," college officials announced on social media.
There were no immediate reports of any injuries.
A36-year-oldman was arrested for an alleged hit-and- run and driving under the influence that left four people with moderate to serious injuries in Temecula, authorities said Monday.
Matthew Thomas Jackson of Temecula was booked into the Southwest Detention Center in Murrieta with a set bail of $500,000.
The crash was reported at 7:02 p.m. Sunday on the intersection of Butterfield Stage Road and Channel Street, according to the Riverside County Sheriff's Department.
Deputies from the Southwest Sheriff's station responded to a traffic collision call. Numerous witnesses told deputies about a driver leaving the scene on foot and his direc-
tion of travel.
According to the sheriff's department, a vehicle traveling southbound on Butterfield Stage Road entered an intersection on a red light while other vehicles entered the intersection on a green
light going westbound on Channel Street, which caused a four-vehicle collision.
One person had to be extricated from their vehicle, and the occupants of the other vehicles were taken to nearby hospitals,
according to authorities.
Butterfield Stage Road near Channel Street was closed to collect evidence.
Anyone with information about the collision was urged to contact Cpl. Downs of the Southwest Sheriff's Station at 951-696-3000.
Aman shot himself to death on the Riverside (91) Freeway after leading police on a pursuit from Corona to Anaheim Hills and barricading in his vehicle for several hours, the Corona Police Department reported Friday.
Police said the man — identified Tuesday as Efrain Quezada, 40, of La Puente — was sought for alleged stalking, criminal threats and violating a domestic violence restraining order.
The chase started around 8 a.m. Friday when Corona police attempted a traffic stop near McKinley Street and Griffin Way and the suspect drove away, according to Corona Police Department Cpl. Tobias Kouroubacalis.
After the California Highway Patrol joined the pursuit, the suspect stopped on the 91 Freeway near Lakeview Avenue in Anaheim Hills. Armored vehicles — one from Corona police at the rear end and another from the Anaheim
Police Department at the front, blocked the suspect's vehicle, Kouroubacalis said.
The ensuing four-hour standoff stymied trips for morning commute as the CHP shut down the freeway while crisis negotiators from the Corona PD spoke with the suspect on his cell phone. Negotiators had the man on the phone for over two hours in an attempt to convince him into surrendering without violence.
Just before noon, "the suspect stopped moving inside his vehicle, and he stopped communicating with us on his phone," Kouroubacalis said in a statement. "Our Special Response Team officers deployed light and sound diversion devices to the outside of his vehicle to gain his attention, but our officers did not see a reaction from him. Special Response Team members approached the vehicle and determined the suspect had a self-inflicted gunshot wound."
Police removed the suspect from the vehicle, and paramedics from the Corona and Anaheim fire departments determined he was dead.
Officers did not use deadly force during the standoff, police said.
The 8 a.m.-noon freeway shutdown resulted in a mileslong backup on both sides of the 91.
Video from the scene showed some commuters standing outside their cars on the freeway as they were stranded behind a swath of law enforcement vehicles.
The freeway barricade led to shelter-in-place orders at nearby Crescent Elementary School and Orange Pre-K that were lifted by the afternoon and all students were sent home, City News Service reported.

Ahuge coalition of 170 groups rallied in Sacramento on May 22, pressing lawmakers to put a climate bond measure on California's November ballot.
The bond measure would authorize the state to borrow $10 billion for projects to mitigate the effects of climate change.
Abraham Mendoza III, policy manager with the nonprofit Community Water Center in Sacramento, noted that California has suffered 46 extreme weather events - which each caused at least $1 billion in damage since 1980.
"We've had record wildfires in back-to-back years, followed by weather whiplash where we're seeing flooding in areas that previously had drought," said Mendoza.
"And we know that this isn't an anomaly. This is, unfortunately, the new reality and the future we need to prepare for."
Opponents cite concerns about increasing the state's debt during a time of budget deficits. Backers say a bond measure is necessary to protect the funding during tough budget years.
The Legislature is already considering two similar bills that would put the bond measure on the ballot.
If passed, the bond would be the largest voter-approved climate investment in U.S. history, and would send at least 40% to the most vulnerable communities.
Rosa Carrillo lives in a flood-prone farmworker housing community in Salinas. She said low-income
families need protection before big storms hit again.
"The past year when the rains came, the entrance for our little community was flooded," said Carrillo. "We had an elderly man that needed the ambulance, and the ambulance couldn't go in because the roads were closed."
The bond would fund projects to increase access to safe drinking water, promote renewable energy, restore wetlands, help farmers save water, and improve flood protection, increase wildfire resilience, and support air quality.
Lawmakers have until June 27 to pass a bill in order for the bond measure to qualify for the ballot.

The City of Long Beach Department of Health and Human Services has awarded $811,000 in grants to 14 organizations to implement Health Equity Community Projects. The selected projects address the factors that contributed to COVID-19 hospitalizations as well as the impacts of COVID19, focusing on the neighborhoods and communities hardest hit by the pandemic.

Anaheim moves forward with plans to buy another Beach Boulevard motel
Anaheim is seeking to buy another Beach Boulevard motel to make way for affordable housing and other homes. Last week, Anaheim’s City Council, acting as the Anaheim Housing Authority, approved using the city’s right to acquire private property for public use in buying the Rainbow Inn, a 42-room motel near Beach and Ball Road. If necessary, approval would allow the city to use eminent domain to buy the Rainbow Inn. According to the city, the Rainbow Inn site, is needed to create a combined 2.7-acre site that would house 120 apartments at affordable rents based on income and 15 townhomes for sale at market prices, with the prospect of some
townhomes being available to first-time buyers.

Riverside Unified School District Student Board Member and Martin Luther King High School Senior Odera Arene, has formally committed to attend Harvard University to major in physics in the fall of 2024. Upon graduation Arene plans to enter medical school to become a doctor. Arene is a Nigerian-American student and has been attending RUSD since 2020. He is very involved at Martin Luther King High School where he is the ASB Commissioner of Recognition, and the President of Model of United Nations and COSMOS, a UCR-internship science fair competition club. He is a musician who has played for eight years, and participates in his school’s vocal jazz group and jazz combo.

City Council exercises severance provision in city manager contract
In a special closed session meeting held on May 22, the San Bernardino Mayor and City Council voted to exercise the severance provision in City Manager Charles Montoya’s employment agreement. The council also voted to appoint Rochelle Clayton temporary acting city manager until the council takes further action. Montoya served the city for seven months. Clayton was hired in April 2024 as deputy city manager, overseeing the Public Works; Community Development and Housing; and the Parks, Recreation and Community Services Departments.

At 1:49 a.m., a resident of an apartment complex in the 200 block of West Pomona reported a suspicious subject in a private parking structure. Officers arrived and located the subject wrapped in a motorcycle cover belonging to one of the residents. The subject was found to have stolen property belonging to a resident's motorcycle. The resident desired prosecution. The subject became noncompliant and walked away from officers. Officers were able to stop him. He was arrested and taken into custody.
At 7:12 a.m., a caller in the 1200 block of South Mayflower reported several mailboxes were broken into. This investigation is continuing.
At 7:31 a.m., officers conducted a search of a vacant residence in the 200 block of West Evergreen. Three subjects were found inside. The property owner desired prosecution. The subjects were arrested and taken into custody.
At 10:06 a.m., a caller in the 200 block of North Mountain reported that sometime throughout the night, several items were stolen from his unlocked vehicle. This investigation is continuing.
At 3:41 p.m., a loss prevention officer from a business in the 700 block of East Huntington reported a theft from May 13. This investigation is continuing.
At 3:41 p.m., a caller in the 400 block of North Magnolia reported gardening tools stolen from the bed of a truck. This investigation is continuing.
At 7:04 p.m., officers were dispatched to a welfare check on a male subject laying on the grass in the area of Lime and Heliotrope. Officers arrived and made contact with the known subject. He was not in need of assistance. He was found to be in possession of drug paraphernalia. He was arrested and taken into custody.

Myrtle an officer saw a group of suspicious subjects on bicycles commit vehicle code violations and littering. An investigation revealed the littering was drug paraphernalia. Another subject was found to be in possession of drug paraphernalia. Both subjects were arrested, cited, and released at the scene.

At 12:54 a.m., officers patrolling the area of Colorado and Madison were dispatched to a catalytic converter theft in progress. Officers arrived, but the suspects were gone prior to officers’ arrival. This investigation is continuing.
At 1:18 a.m., while patrolling the area of Ivy and Palm officers observed a bicyclist commit a traffic violation and conducted a traffic stop. A computer check revealed the subject had an outstanding warrant. The subject was arrested.
At 5:03 a.m., a resident in the 800 block of West Duarte called to report that his vehicle had been stolen overnight. This investigation is continuing.
At 5:43 a.m. a resident in the 500 block of South Madison called to report his vehicle's catalytic converter had been stolen. This incident is related to the prior similar call for service in the 800 block of West Colorado. This investigation is continuing. T
At 8:53 a.m., officers responded to a vacant property in the 200 block of West Evergreen regarding a male subject inside the property. Officers arrived and located two subjects inside. The property owner was contacted and he desired prosecution. The suspects were arrested and taken into custody.

At 11:49 a.m., a victim in the 900 block of West Duarte reported that sometime during the night someone stole

At 12:30 p.m., a caller in the 100 block of West Foothill reported that while shopping inside a business her wallet was stolen from inside of her bag. This investigation is continuing.
At 3:14 p.m., a subject walked into the MPD lobby to report his adult son missing. An officer took a missing person report and entered him into the system. This investigation is continuing.
At 5:59 p.m., a resident in the 500 block of Almond called to report that her child's father was at the location causing a disturbance. Officers arrived and made contact with the male subject. A computer search revealed he had a warrant for his arrest and was wanted for attempted murder in Lancaster. He was arrested and taken into custody.
At 9:03 p.m., a business in the 400 block of South Myrtle called to report an intoxicated subject on the premises. Officers arrived and located the subject. An investigation revealed the subject was too intoxicated to care for herself. She was arrested and transported to the MPD jail to be held for a sobering period.
At 9:25 p.m., while at a separate call for service, an officer saw a male subject on the 400 block of South Myrtle who appeared to be too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.
At 9:21 p.m., Monrovia Police Department Dispatch received a telephone call from a woman saying a male subject, against whom she had a restraining order, was at her home armed with a knife. Officers responded immediately and discovered the male subject deceased with a gunshot wound. The female reporting party was detained at the scene. A firearm was recovered. The Los Angeles County Sheriff’s Department Homicide Division was notified of the incident and has assumed control of the investigation. No arrests have been
made. All further inquiries should be directed to the Los Angeles Sheriff’s Department Homicide Bureau.

At 7:05 a.m., a caller stated that his wallet was stolen from inside of his vehicle while parked in the area of Duarte and Encino on May 17. This investigation is continuing.
At 8:17 a.m., while patrolling the 1600 block of South Myrtle, an officer discovered a patrol vehicle parked at the location had been vandalized. This investigation is continuing.
At 12:58 p.m., officers responded to a garage fire in the 400 block of West Lemon. One of the residents disposed of a cigarette in a trash bin inside of the detached garage. The trash bin caught on fire but was quickly put out with a water hose when officers arrived. No injuries were reported. This investigation is continuing.

At 9:33 p.m., officers responded to a residence in the 500 block of Santa Maria Road regarding the report of an attempted vehicle theft. The victim left her Kia Soul parked on the street around 4 p.m. She returned hours later to find that an unknown suspect had shattered the rear passenger side window and disassembled the steering column. A second report was taken on Monday morning with the same circumstances. The victim’s vehicle was a Kia Optima left parked overnight in the 1400 block of South Sixth Avenue.

At 4:33 p.m., an officer responded to the underground parking lot of The Shops at Santa Anita, 400 S. Baldwin Ave., regarding the report of a vehicle burglary. The victim returned to his car to find the rear driver’s side window had been smashed and his gym bag had been stolen. Security footage revealed the male suspect was wearing an Amazon uniform.
He fled the scene in a gray Jeep Wrangler.
At 6:29 p.m., an officer responded to Arcadia High School, 180 Campus Drive, regarding the report of a theft. The victim left his bike in the bike rack at the location. He returned in the evening to find it had been stolen.

At 10:11 a.m., an officer was patrolling the area of Huntington Drive and Santa Anita Avenue when he recognized a subject who had an outstanding warrant for her arrest. A consensual search revealed she was in possession of a meth pipe. The 31-year-old female transient was arrested and transported to the Arcadia City Jail for booking.
May 15
At 12:03 a.m., an officer conducted a traffic stop near the area of Duarte Road and First Avenue. The driver was seen driving with no headlights on and falling asleep at the wheel. An investigation revealed the driver had an outstanding warrant for her arrest. The 36-year-old female from Monterey Park was arrested and transported to the Arcadia City Jail for booking.
At 10:51 a.m., an officer responded to the 100 block of West Las Tunas Drive regarding the report of a vehicle burglary. An unknown suspect entered the victim’s truck by unknown means and stole the victim’s keyring, sunglasses, and tools.
At 11:28 a.m., officers responded to the 1000 block of Hampton Road regarding the activation of an Arcadia Police Department GPS tracker. Arcadia PD detectives had previously deployed decoy packages containing bait property and tracking devices to combat the increase in package thefts from residential areas. Officers located two suspects walking with the stolen package. Both suspects had outstanding warrants for their arrest. The 22-year-old male from Pasadena and the 44-year-old female from Whittier were arrested and transported to the Arcadia City Jail for booking.

responded to a residence in the 00 block of Fano Street regarding the report of a burglary. Unknown suspect(s) forced entry into the home by smashing a balcony sliding glass door. The suspect(s) ransacked the home and stole a wallet containing cash before fleeing the scene.

At 8:38 p.m., officers responded to First Arch, 405 S. First Ave., regarding a burglary report. Surveillance footage revealed three suspects walking inside the business that is under construction. The suspects were described as males wearing baseball caps and face masks.

At 12:47 p.m., an officer responded to a residence in the 300 block of East Forest Avenue regarding the report of a burglary. The victims returned home from a four-day trip to find their home ransacked. Unknown suspect(s) forced entry to the home by smashing a glass windowpane on the rear door. The suspect(s) stole foreign currency, a coin collection, and a watch.

At 12:36 p.m., an officer responded to Kyu Ramen and Paris Baguette, 7 Las Tunas Drive, regarding a burglary report. The two adjoining units are currently under construction. Unknown suspect(s) cut a hole in the drywall and stole construction tools and supplies.

As children, most people are told that if you work hard, it will pay off. Working hard is the key to success. This makes a lot of sense. Hard work should be the foundation for accomplishments. For each degree you earn or position you hold, you become more qualified. You are checking off more and more boxes that make you a better and better fit for a future role.
This theory works fairly well in fields such as computer programming. It is not uncommon for computer programmers to earn certifications and take courses, even beyond their degrees. The qualifications to be a computer programmer are more clear cut than in other fields, so it is fairly easy to distinguish who the most qualified candidate is. Unfortunately, there are many other fields where
this is not the case. This is true in marketing, for example, where candidate qualifications can vary widely for the same role. And, this is the same situation for executive level roles. These employees can find their path to success through many different roads, and different degrees.
When hiring, what's a company to do? Very often, the hiring manager is looking for what is known as a culture fit. Culture can become their number one priority. They have a good team in place, and they want someone who will get along well with that team. They want to keep things on track, and someone who fits culturally feels like the answer. Unfortunately, the desire to find a culture fit creates a few unforeseen consequences. Sometimes,
the people who are the most likely to fit culturally are also very similar people. In other words, they may be similar in age. They could be the same gender or have the same religious views. They could be the same ethnicity. Or, they may have similar hobbies or children around the same age.
Have you ever noticed that an entire team of company leaders often has a lot in common with one another personally? It's more than being good at their jobs. They are also very similar people.
Unfortunately, this makes the bar much higher for interview candidates. Not only must they be qualified to do the job, but they must be like the other employees. And, if they are different, then they must be overqualified. In other words, there has to be a lot of extra perks to the person
in order to be selected. Don't get me wrong. It is important to get along with your team at work. Companies don't want to hire someone who is high conflict, and who may cause problems within the
company. But, there is a big difference between fitting in with everyone and being high conflict. There's a big difference in being able to do the work, and being just like everyone else.
We see Amazon trucks all day long. In case you didn’t get the reference, in this version, Amazon is the Philistine giant. I know I am not the only person who has a wee bit of an Amazon addiction. It’s just so darn easy. Ok, addiction was probably too strong of a word. I do try to shop in brick and mortar stores whenever possible. But sometimes you can’t find that certain something you might be looking for. For example, I bought a meat press to make your own, homemade deli meat. Have I used it yet? Nope. My point is, I haven’t seen one in a store. I shop at Home Depot for certain things, but that’s big business. And while Amazon is a threat to businesses of all sizes, the threat is not as dire for the
big guys.
Amazon is becoming the new “Monopoly”: super low, almost “predatory” pricing, “free” shipping, paid for by our Amazon Prime memberships. I’m not sure I can kick the Amazon habit, just yet. I can put whatever I want in the search bar and there it is, in my cart. With that being said, some things need to be seen and touched: fabric and especially books. I can buy a book online, no problem. But something comes over me in a bookstore that is magical. There is a process to touching the book and skimming the jacket. (RIP Vroman’s.)

I may be wrong, but I don’t feel like Kattywompus had a problem competing with Toys R Us, but Amazon is a whole different ballgame, though.
And while brick and mortar owners have tried to fight back, the counterpunches Amazon is throwing back are knocking them out left and right. So, like I said, I won’t give up my Amazon habit, but I will not give in to it either. I actively
shop locally just because I cannot stand watching our small businesses shutter their doors in defeat. I will not be bedazzled by the search bar. I prefer the personal relationships you create when you shop local — when a shop owner puts something aside until you come in because she knows you will love it, or when they know your name and ask after your family. That’s special. Amazon is just like “Hey this face that you put on your tree looks like you should buy it.” I bought it. What else is making small business so darn difficult? You guessed it! Rent. As we know, the price of everything has gone up. Everyone is dealing with inflation and high interest rates. The networking platform Alignable surveyed more than 4100
small businesses across the country. In April, 43% of the businesses surveyed could not pay their rent on time. The survey also showed that 68% of small businesses have fewer monthly earnings than they did preCOVID, and 54% said that their rents are higher now than they were six months ago. I don’t understand. Is it me? Is it all about profit? Why wouldn’t a landlord want a business to stay long term? If they are pricing their rents so high that a business can’t afford to stay, then what good does that do them? I’m not suggesting they underprice, but good grief. It feels like price gouging to me. I know. The costs have gone up for the property owner too: insurance, taxes, etc. I do not pretend to have the

answers. I just know that there needs to be some sort of regulation. Our legislators need to do a better job creating legislation to curb monopolies and other bad business practices. Without our small businesses, Monrovia would not be the same. How many of you remember Monrovia in the ‘80s? I wasn’t even allowed to be in Monrovia then. A trip to Monrovia got me grounded for a week. If I could capture it on video and play it at the Friday Night Street Fair or at LOOK Cinema, y’all would trip over yourselves to support small businesses more. Monrovia is a wonderful city to live and work in and Old Town is the cherry on top that makes this place so special. We really need to do more to support our small business. Me included.

The Human Equity, Access, and Relations (HEAR) Commission was established by the City Council on October 20, 2020, through Ordinance No. 670. Since then, the HEAR Commission has hosted monthly meetings to accomplish the goals set forth in their annual workplans to advance the purpose and mission of the Commission.
At the March 5, 2024, City Council meeting, Council requested that the dissolution of the HEAR Commission be placed on the agenda of a future meeting for consideration. Adopting Ordinance No. 707 would result in the dissolution of the Commission.
Ordinance No. 707 was approved for introduction and first reading at the City Council Regular Meeting of April 16, 2024, by a vote of 3-2.

At the above described public meeting, the Oversight Board will consider taking action to approve the sale and disposition of certain real property under a Purchase and Sale Agreement (“Agreement”) by and between the Successor Agency and Neighborhood Housing Partners Inc. (“Purchaser”), in furtherance of the Successor Agency’s Long Range Property Management Plan (“LRPMP”) approved by the State of California, Department of Finance (“DOF”) under Health and Safety Code Section 34191.4(c).

Any Contractor bidding on the Project who fails to attend the entire mandatory job walk and conference will be deemed a non-responsive bidder and will have its bid returned unopened.
The contractor shall possess the following classification(s) of the Contractor’s California State license at the time of its bid: B&C-13 Fencing Contractor License (Both Licenses are required).
The “Final Completion” must occur on or before January 20, 2025. The anticipated Board award is on June 26, 2024, with work commencing from the date specified in the Notice to Proceed. The “Contractor” has the flexibility to work during, before, and after school hours, on weekends, holidays, and breaks, as long as it does not disrupt the education process, ensuring the site remains clean and safe. A temporary fence MUST be installed if the contractor decides to remove the existing fence and leave the site for any time period. The contractor is responsible for determining their means and methods to meet the deadline. Failure to complete the work within the stipulated time will lead to the imposition of liquidated damages for each day of delay, as outlined in the Information for Bidders form.
This Project is being let in accordance with the formal bid requirements of the California Uniform Public Construction Cost Accounting Act (“CUPCCAA”) set forth in Public Contract Code section 22000 et seq. (specifically, the formal bidding procedures in Section 22032(c)). Bidders shall comply with any requirements set forth in the CUPCCAA, including all guidelines and requirements in the current California Uniform Public Construction Cost Accounting Commission Cost Accounting Policies and Procedures Manual.

Prequalification of Bidders and MEP Subcontractors
As a condition of bidding for this Project, and in accordance with California Public Contract Code section 20111.5, prospective bidders are required to complete and submit prequalification documents. A contractor that has NOT been prequalified will be deemed a nonresponsive bidder, and the bid will be returned unopened.
Prequalification documents must be submitted by Thursday, June 13, 2024. Contractors will be notified by email of their prequalification rating within a reasonable period of time after submission of their prequalification documents, but not less than five calendar days prior to the bid opening date.
If this Project includes work that will be performed by mechanical, electrical, or plumbing (“MEP”) subcontractors (contractors that hold C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 or C-46 licenses), such MEP subcontractors must also be prequalified. A list of prequalified MEP subcontractors will be made available by the District to all bidders at least five business days prior to the bid opening date. It is the responsibility of the bidder to ensure that all MEP subcontractors holding any of the licenses listed above are properly prequalified before submitting a bid. This prequalification requirement applies even if the subcontractor will perform, or is designated to perform, work that does not require one of the licenses listed above but the subcontractor holds one of the licenses listed above.
Bids shall be received in the place identified above and shall be opened and publicly read aloud at the above-stated time and place.
Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code and be licensed to perform the work called for in the Contract Documents. The successful bidder must possess a valid and active Class B & C-13 Fencing Contractor License (Both Licenses are required) at the time of bid and throughout the duration of this Contract. The Contractor’s California State License number shall be clearly stated on the bidder’s proposal.
Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Work called for in the Contract Documents.
Each bid must strictly conform with and be responsive to the Contract Documents as defined in the General Conditions.
The District reserves the right to award or reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
Each bidder shall submit with its bid — on the form furnished with the Contract Documents — a list of the designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, California Public Contract Code section 4100 et seq.
In accordance with California Public Contract Code section 22300, the District will permit the substitution of securities for any money withheld by the District to ensure performance under the Contract. At the request and expense of the Contractor, securities equivalent to the amount withheld shall be deposited with the District or with a state or federally chartered bank as the escrow agent, who shall then pay such money to the Contractor. Upon satisfactory completion of the Contract, the securities shall be returned to the Contractor.
Each bidder’s bid must be accompanied by one of the following forms of bidder’s security: (1) cash; (2) a cashier’s check made payable to the District; (3) a certified check made payable to the District; or (4) a bidder’s bond executed by a California admitted surety as defined in Code of Civil Procedure section 995.120, made payable to the District in the form set forth in the Contract Documents. Such bidder’s security must be in an amount not less than ten percent (10%) of the maximum amount of bid as a guarantee that the bidder will enter into the proposed Contract, if the same is awarded to such bidder, and will provide the required Performance and Payment Bonds, insurance certificates and any other required documents. In the event of failure to enter into said Contract or provide the necessary documents, said security will be forfeited.
The Contractor and all subcontractors shall comply with the requirements set forth in Division 2, Part 7, Chapter 1 of the Labor Code. Authorities were asking for the public's help Saturday in locating a man who allegedly fired shots at a Riverside County sheriff's deputy during a pursuit in Jurupa Valley.
The pursuit began around 6:10 p.m. May 14 when a deputy attempted a traffic stop at the intersection of Wineville and Limonite Avenues, according to the Riverside County Sheriff's Department.
The driver allegedly failed to yield and entered a dirt access road adjacent to 68th Street and west of Pats Ranch Road. He allegedly fired shots at the deputy before entering dense foliage near the Jurupa Valley Santa Ana River bottom.
The suspect allegedly abandoned his vehicle and fled on foot in an unknown direction.
The deputy was not injured.
The suspect was identified as Martin Perez Jr., and was described as a 5-feet-11 inch tall man weighing about

The autopsy stated that Nestande was found unresponsive in his home by Coachella Mayor Steven Hernandez, chief of staff to Riverside County Supervisor V. Manuel Perez, according to the Uken Report. Hernandez told coroner investigators he had gone to check on him after not hearing from Nestande for a few days. He was able to enter the home through an unlocked rear sliding door to the home.

Vegetation fire closes part of Highway 62 in DHS
A section of Highway 62 was closed Tuesday as firefighters battled a vegetation fire in Desert Hot Springs.
Fire crews responded to reports of a fire at 3:18 p.m. Tuesday, according to a statement from the Riverside County Fire Department. The 10-acre vegetation fire was reported near an assisted living community.
Highway 62 was shut down from Pierson Boulevard to Indian Canyon Drive, according to the RCFD, which noted that "additional resources are responding." No injuries were reported.

Firefighters from the Riverside Fire Department extinguished a 1-acre brush fire in Riverside Tuesday.
The fire was reported at midnight in Sycamore Canyon Park near Sycamore Canyon Boulevard and Cottonwood Avenue.
Responding firefighters found the brush fire burning at a slow rate of spread and began an aggressive attack on the fire, which was contained to an acre within an hour.
According to the fire department, the fire started at a homeless encampment from an unattended campfire. No injuries were reported.
Three injured in Thousand Palms trailer fire
Three people were injured Monday when two residential trailers were gutted by flames in Thousand Palms. The fire was reported at
6:11 p.m. in the 73600 block of Black Eagle Drive, according to the Riverside County Fire Department.
The trailers were fully involved in flames when firefighters arrived, officials said.
Two patients with moderate injuries were taken by ground ambulance to a hospital and one patient had minor injuries and declined further treatment, fire officials said.
Three displaced people declined assistance.
Firefighters battle brusher in Green Acres
Firefighters from the Riverside County Fire Department were battling a 6.5-acre brush fire in Green Acres Sunday.
The fire was reported around 3:15 p.m. Sunday in the 23500 block of California Avenue.
It was burning at a moderate rate of spread, but
the cause was unknown.
No injuries were reported, and the fire was contained at 10 p.m., according to the fire department.
Firefighters hold Perris blaze to 18 acres
Firefighters stopped a brush fire in Perris at 18 acres, authorities said Sunday.
The fire was reported at 12:25 p.m. Saturday and was burning at a moderate rate of spread in the 21100 block of Harford Park Lane, according to the Riverside County Fire Department.
Crews stopped the forward rate of spread about two hours after the fire was initially reported.
Firefighters reported at 7 p.m. that they had the fire contained by lines of cleared vegetation and would remain several hours to put out hot spots and strengthen the lines.
No injuries were reported.
The cause of the fire was not immediately known.
Firefighters contain fast-growing brush fire in Banning
Riverside County firefighters needed more than 10 hours to clear a containment line of vegetation around a 34-acre brush fire in Banning, authorities said Sunday.
The fire was reported around noon Saturday near
the intersection of Old Banning Idyllwild Road and Shirleon Drive, according to the Riverside County Fire Department.
It was originally reported at 10 acres but had grown to 34 acres by 1:21 p.m.
Containment was reported at 10:32 p.m.
The cause of the fire was unknown.
No injuries were reported.
A59-year-old Riverside woman was sentenced to 32 months in prison to be followed by three years of supervised release after pleading guilty to knowingly and intentionally transmitting a threatening communication in interstate commerce, the United States Department of Justice announced Friday.
Melanie Harris was sentenced by U.S. District Judge Roy K. Altman during a hearing in Miami.
"Defendant Melanie Harris' antisemitic threats terrorized a Jewish family," stated U.S. Attorney Markenzy Lapointe for the Southern District of Florida.
According to the facts admitted at her changeof-plea hearing, Harris made multiple calls on Oct. 3, 2022, to victim 1's cell phone and left four separate threatening voice mails with intent to communicate a true threat and with the knowledge that the communications would be seen as true threats.
In one of the four voicemails, Harris said "I'll cut your f------ head off k---." The term has been used as an anti-Jewish slur.
Neither victim 1 nor his wife, victim 2, knew the identity of the person calling with the threatening and harassing calls and voicemails, nor did they know where the calls were coming from because Harris concealed her phone number from being detected by a caller identification system, leaving the victims bereft of any knowledge of who and where the harasser was, putting them in constant fear for their lives until Harris' arrest in March 2023.
The calls originated from Riverside, where Harris lived at the time, and were received by victim 1's phone in the Southern District of Florida.
For over four years, Harris harassed and threatened three victims by making more than 240 calls to victim 1, leaving messages and engaging in conversations in which she unleashed antisemitic hate and direct threats against him, his family and Jews in general.
In these calls and voicemails, Harris made incessant references to the congregants murdered in the October 2018 massacre at the Tree of Life Synagogue
in Pittsburgh.
Harris' four-year onslaught of harassment and threats of the victims was compounded by the fact that until July 2018, victim 1 had been the executive director of the Tree of Life for over 20 years while his wife and her adult child were all longtime members of and closely associated with the synagogue.
On the same day Harris began her calls to victim 1, she also began calling the Tree of Life, leaving virtually identical hate-filled antisemitic messages referencing the deaths of elderly worshipers.
The FBI's Miami Area Corruption Task Force, which also investigates civil rights violations, investigated the case. FBI Pittsburgh, FBI Los Angeles Riverside Resident Agency and the Riverside Police Department assisted in the investigation.
Assistant U.S. Attorneys Edward N. Stamm and Nardia Haye prosecuted the case, which was indicted by Executive Assistant U.S. Attorney Harry C. Wallace, Jr.
"Melanie Harris sent threatening communications to a Jewish family
using vile and inflammatory language. The nature of her threats of violence towards the victims and their faith were clearly meant to evoke a climate of fear and intimidation. Such conduct cannot be tolerated," said Special Agent in Charge Jeffrey B. Veltri of the FBI Miami Field Office.
"Violence through words or actions is unacceptable and the FBI will continue to do everything we can to identify, arrest, and bring to
justice those who engage in similar conduct," Veltri said.

Loma Linda Healthcare System hosted a ribbon-cutting ceremony to celebrate the opening of a VA-staffed communitybased outpatient clinic in Hemet, it was announced Friday.
"This ribbon-cutting marks a significant milestone in VA Loma Linda's commitment to serving our Inland Empire Veterans," said VALLHS Medical Center Director Karandeep Sraon.
"This is a testament that together, we can make a meaningful difference in
the lives of those who have served our country. The Hemet VA Clinic's state-ofthe-art features and available services emphasize our commitment to providing world-class healthcare to our deserving Veterans," Sraon added.
The clinic, located at 720 E. Latham Ave. offers primary care and specialty care services including mental health, optometry, social work, tele-primary care, tele-dermatology, tele-retinal screening and laboratory services.
"As an emergency physi-
cian, I know that these services provided by the VA are crucial for thousands of veterans, their families and caregivers to be able to access quality health care and support services," said Rep. Raul Ruiz, D-Coachella, who joined the ceremony.

1.1. Summary
The Supplier shall provide CAISO approved Revenue Meters for Pasadena Water & Power (PWP) at its Glenarm Powerplant and TM Goodrich Receiving Station.
The City uses a system called a Remote Intelligent Gateway (RIG), which is required by CAISO to monitor the generating units at the Glenarm Power Plant. The existing RIG that serves GT 1, 2, 3, 4, and 5 is located at the City’s Dispatching Center, which is across the street from the Glenarm Powerplant.
The RIG system and CAISO metering is now approaching 20 years in service at the Glenarm site. The City is planning to upgrade these system to current technology.

McBee has a master’s degree in education from National University, a bachelor’s in science from Northern Arizona University, authorizations and certificates in computer concepts and applications and cross-cultural language and academic development.
McBee joins Amy Torres, a math teacher at Indio High School; Bob Mauger, automotive technology instructor at Corona High School; and Amanda Zonker, who teaches history-social science and English-language arts at the Riverside STEM Academy, as the county's 2024 Teachers of the Year.
Torres' colleagues describe her as helping every member of the math department increase their content knowledge while “pouring her heart into teaching students that life is about going beyond your limits, and realizing you are capable of helping others regardless of current situations,” according to the county.
“Ever since I started as an AVID tutor here for my first job in education, I always knew that I wanted to be back at Indio High School," Torres said following the announcement, according to the county. "It is a privilege to work here, and I enjoy every minute of it. It’s my goal to engage students, help them be successful, and to learn how to give back.”
In addition to serving as the chair of Indio High's math department, Torres is also an advisor for the National Honors Society
and California Scholarship Federation.
She started her teaching career in 2015 as a longterm substitute, then taught math at two different middle schools in Desert Sands USD prior to her current position at Indio High School that began in 2017.
Torres earned a bachelor's degree in liberal studies with a minor in mathematics from California State University, San Marcos. She also has a master’s degree in mathematics education from Western Governors University and recently earned a computer science supplementary authorization from Cal State Chico.
“I can see by looking around this classroom that there is a lot of learning that takes place here,” Gomez said during the surprise visit, according to the county.
“Ms. Torres is a committed educator who emphasizes the significance of mathematics in everyday life. She models good stewardship in her class and across campus, creating a benefit for the entire community.”
Mauger said his teaching career gets more rewarding with each passing year, especially as more students make transition out of his classroom into their own careers, according to the county. His greatest satisfaction is from seeing students experience “aha” moments when diagnosing and fixing issues under a hood of vehicles.
