Feds: Grocery chain profits soared during and after pandemic

Consumer groups are accusing major grocery retailers - like Amazon, Kroger and Walmart - of price gouging, both during and after the pandemic.

The allegation of corporate greed comes after a new report from the Federal Trade Commission found profits for grocery chains jumped sharply, at rates that could not be justified by supply chain disruptions.

Angela Huffman is president of the nonprofit Farm Action.

"It's one thing to raise your prices to cover higher expenses, but what these companies did is use the pandemic as an excuse to exploit the American people who needed to put food on their tables," said Huffman. "And the FTC report shows that they're still doing it, here in 2024."

The report found that retailer profits rose to 6%

country, averaging almost $300 a week - about $27 more than the national average.

The Food Industry Association blames today's high prices on high labor costs and credit card payment fees.

Huffman said she thinks the feds should take antitrust action to increase competition - and consider forcing the grocery behemoths to break up.

"That would be the ideal outcome is to take away their excessive power," said Huffman. "But other than that, these companies can be fined for this kind of price gouging. And that's another action we would support. There needs to be some kind of consequences."

The FTC staff report recommends "further inquiry by the commission and policymakers," but doesn't propose specific remedies.

4 more LA County probation officers placed on leave over youth violence

The Los Angeles County Probation Department has placed four more officers on leave following an internal investigation that found more occurrences of youth violence at Los Padrinos Juvenile Hall in Downey, the department announced Friday.

Since January, Probation Department Chief Guillermo Viera Rosa has put 12 Los Padrinos officers on leave

pending investigations by the state attorney general's office of "incidents of youthon-youth violence." On Jan. 10 Viera Rosa placed eight other officers on leave after a video surfaced showing a violent incident at the facility Dec. 22 involving multiple youth detainees.

Viera Rosa said suspending the officers reflects a push to root out probation staff members "responsible

involve a small number of our staff, they violate our core values and undermine our ability to do our duty to provide a safe and nurturing environment for the rehabilitation of the youth placed in our care," Viera Rosa said in a statement. "My commitment to dig deeper into potential wrongdoing, to take immediate action, and to publicly

disclose my actions should make it clear that we will not tolerate anything that creates or contributes to a culture of violence in our juvenile facilities."

LA County offers $4.1M in grants for businesses impacted by COVID, strikes

Los Angeles County on Thursday launched a $4.1 million grant program to help businesses recover from the coronavirus pandemic and the two recent Hollywood strikes.

The Department of Economic Opportunity, County Film Office and county Supervisors Lindsey Horvath and Kathryn Barger unveiled the program that intends to provide relief to small and micro businesses adversely affected by COVID-19 and the 2023 strikes by writers and actors.

“Los Angeles County is investing in the diverse businesses that fuel our creative economy through the Entertainment Business Interruption Fund,” Horvath said in a statement. “This $4.1 million will be a lifeline to the prop houses, florists, caterers, and other small businesses that continue to face economic fallout after the recent strikes and slow return of local productions. LA County will continue to show up for the businesses that are the lifeblood of the entertainment industry, and incentivize film and TV production right here in LA County.”

The world's highest percentage of actors, filmmakers entertainment companies and other professional creatives live in LA County, officials said.

According to the latest Otis Report, before the strikes the film-television industry employed more than 1 million people and generated revenue surpassing $208 billion.

But in May 2023, most production severely slowed or complete halted when the Writers Guild of America went on strike. Production then shut down completely in July when the Screen Actors Guild-American Federation of Television and Radio Artists also went on strike. The double Strikes lasted until November 2023 making it the longest entertainment strike in history.

The grants are funded by the federal American Rescue Plan Act, and the Entertainment Business Interruption

Fund will provide awards of either $10,000 or $25,000 to COVID-impacted small and micro businesses that support the entertainment industry in LA County, officials said.

Grant applicants must be a for-profit business with $3 million or less in annual gross revenue, according to the county. At least 70% of the business' revenue must come from the entertainment industry, and the company must have experienced economic hardships from the pandemic from March 2020 to the present.

The deadline to apply is May 24 at 5 p.m. Applications are available online.

Barger said “through the ... Business Interruption Fund, we're able to provide a critical lifeline to the variety of small businesses that took a hard hit from both the pandemic and the recent historic double Hollywood strikes. The mom and pop businesses behind our most cherished films in the entertainment industry reside in the County of Los Angeles and are a strong engine of our local economy."

The County Film Office has partnered with Lendistry to administer the grants and Small Business Development Centers (SBDC) to provide help completing applications.

“While the strikes have ended and fair deals were negotiated, we know that there are continuing impacts on small businesses supporting the entertainment industry even now as production has started to resume in LA County," Kelly LoBianco, director of the Economic

Opportunity Department, said in a statement. "We need to support and ensure the future resiliency of our trademark sector as they recover and get back on their feet."

LoBianco said this latest round of funding expands the department's $50 million Economic Opportunity Grant program, adding to the nearly 4,800 small businesses and nonprofits the DEO and Lendistry have assisted.

"The Business Interruption Fund builds on the more than $50 billion already awarded to small businesses and nonprofits in 2023 through the Economic Opportunity Grant Program and DEO’s growing portfolio of capital access opportunities," according to a county statement. "Through BIF, DEO will award approximately 230+ grants in two levels based on revenue size and businesses that fall within the highest, high, and moderate tiers of the County’s COVID-19 Vulnerability and Recovery Index with 1/3 of total grant funds randomly awarded to businesses that fall within each tier. Awardees will be chosen via random selection."

Businesses with revenue of $1 million to $3 million receive $25,000 grants, and $10,000 awards go to companies with under $1 million in revenue, officials said.

“Small businesses are the life blood for the Entertainment Industry and keep productions moving,” Gary Smith, head of the LA County Film Office, said in a statement.

"Without these small businesses, Hollywood

cannot exist," Smith added.

Officials estimate the two Hollywood strikes cost the California economy between $3 billion and $4 billion, and that LA County was impacted most severely because it has the world's highest concentration of production facilities, studios, unions, guilds and associations. This largescale loss of wealth mirrors the economic impact from the coronavirus pandemic from which many of the over 40,000 small businesses are still trying to recover.

“We understand the unique challenges faced by small businesses whose livelihoods rely on a bustling entertainment industry,” Lendistry President and CEO Tunua Thrash-Ntuk said in a statement. “This program is an opportunity to help these businesses to bounce back stronger and continue contributing to the community.”

Pat Nye, executive director of the LA SBDC Network, said in a statement, “We applaud the LA County Film Office for supporting our local small businesses that are essential to America’s entertainment industry. We’re proud to be a partner in this one-of-kind resource.”

Officials made the grant announcement Thursday at History for Hire, a familyowned, small-business prop house in North Hollywood that has been in operation since 1985. Over 35 small businesses applied for BIF assistance at the unveiling event and received technical or application support, officials said.

Beach cities, South Pasadena, LCF rank top 5 of LA's 25 best suburbs

The GI Bill of Rights, Ike's interstate system, suburban development, and the growing affordability of cars allowed the suburbs to flourish throughout the mid-20th century. During this era, a new American Dream was established: one with single-family homes, white picket fences, and lush green lawns.

Today, however, the traditional suburb may no longer cater to what 79% of Americans want: walkability. Younger people are especially attracted to neighborhoods where stores, restaurants, and other amenities are a short walk away, according to a National Association of Realtors survey released in 2023. But a good location comes with a cost.

A Redfin analysis showed homes in 2019 in walkable areas sold for almost 25% more than homes without the same walkability, equivalent to nearly $78,000 more in the national average. Some suburbs offer the amenities of city life, whether through easy transit to big cities — such as Wilmette, Illinois, with easy proximity to Chicago — or college-town amenities such as those found in Claremont, California.

What individual families and people look for in a suburb will vary, of course, with some prioritizing quiet and extra space, even if that means driving more often.

Over $1.6M in unclaimed funds available

The Riverside County Treasurer-Tax Collector’s office is seeking 1,298 claimants who may have upwards of $480,000 in unclaimed funds due to roll changes and now risk being unable to secure those funds due to the statute of limitations. Maria Merced Williams and John Rains House open after renovations

The San Bernardino County Museum hosted an open house at the María Merced Williams and John Rains House on Saturday to celebrate the highly anticipated improvements, including a new roof, interior paint, entrance monuments and parking lot improvements. Namesakes Rains and Merced, granddaughter of the prominent landowner Don Antonio Maria Lugo, built the home to withstand the hot inland Southern California climate, and of course to entertain. The home featured multiple large rooms and guest quarters as well as an open flume that carried water from springs through the kitchen and into the patio under the house to the orchard, providing water to the plants and cooling the home. Ontario PD makes arrests for attempted robbery

Ontario Police Officers have arrested four suspects for attempted robbery and conspiracy to commit a crime. On April 25, two victims were withdrawing cash at a local bank in Rancho Cucamonga when one of the victims noticed a subject in line watching them intently. As the victims drove away, they noticed a car leaving at the same time. The car began to follow them, despite the victims making several evasive movements. The victims called Ontario Police and dispatch remained on the line as they coordinated patrol units to respond to their location. Officers located the suspect vehicle and detained the occupants, who were identified as Los Angeles County residents: Dilan Cansino, Owen Acero-Pena, Jorgy Vargas, and Maria Gonzalez.

April 18

At 1 a.m., officers were patrolling the 700 block of East Lemon when an officer noticed a subject loitering in a park after hours. The subject had been cited several times in the past. He was arrested and cited.

At 10:38 a.m., officers responded to the 1600 block of South Mountain Ave regarding a vehicle burglary. Officers arrived and learned that the passenger door lock to a vehicle was broken and tools were stolen. This investigation is continuing.

At 8:37 p.m., graffiti was reported on walls in the area of Evergreen and Shamrock. Officers arrived and were unable to locate any suspects. This investigation is continuing.

April 19

At 8:28 a.m., an employee from a business in the 1400 block of South Shamrock called to report four wheels were stolen off a parked vehicle. This investigation is continuing.

At 9:05 a.m., a caller in the 100 block of East Cherry called to report someone smashed a window to his vehicle. Officers arrived and determined that it was an attempted grand theft auto. This investigation is continuing.

At 10:02 a.m., officers responded to the 1800 block of South Myrtle regarding a female subject with an ax. Officers arrived and located the female subject who was carrying a small hatchet. Officers determined she was a danger to others. She was transported to a medical facility for a mental evaluation.

At 10:57 a.m., an employee from a business located in the 1800 block of South Mountain called to report a grand theft. An investigation revealed the unknown suspect stole a plumbing pipe from the exterior of the business. This investigation is continuing.

At 6:58 p.m., an officer was patrolling the 1600 block of South Myrtle when he saw a male subject he recognized from previous contacts. The officer made contact with the subject and a computer check

revealed he had a no bail warrant for his arrest. A search determined he was in possession of drug paraphernalia. He was arrested and taken into custody.

At 8:35 p.m., a witness in the area of California and Fig called to report that two male juvenile bicyclists crashed into one another. Officers and MFD paramedics responded and provided the bicyclists with medical treatment.

April 20

At 8:33 a.m., officers responded to a park in the 700 block of East Lemon regarding a subject yelling and cursing. Officers arrived and made contact with the subject. A computer check revealed he had multiple warrants for his arrest. He was arrested, cited, and released at the scene.

At 9:18 a.m., while patrolling the area of Central and Mountain an officer attempted to conduct a traffic stop on a vehicle in violation of the vehicle code. The driver refused to stop and a pursuit ensued. The pursuit came to an end in Pasadena where the driver fled from the vehicle on foot. A foot pursuit was initiated and the driver was apprehended quickly. Two passengers were located in the vehicle. A computer check revealed that the driver had a warrant for his arrest. A vehicle search revealed the driver was in possession of drug paraphernalia with the intention to sell. A passenger was found to be in possession of drug paraphernalia with the intention to sell. The driver was arrested and taken into custody. The passenger was arrested, cited, and released at the scene.

At 10:46 a.m., an officer was patrolling the 900 block of South Fifth when he saw a parked motorcycle without a license plate. A DMV check revealed the motorcycle had been reported stolen. This investigation is continuing.

At 8:30 p.m., a caller in the 100 block of West Olive called to report that her child’s father threatened her. Officers arrived and made contact with the caller. The male subject was located in the area and a computer search revealed he

had a warrant for his arrest. He was arrested and taken into custody.

At 9:41 p.m., the manager of a restaurant in the 100 block of East Lime called to report subjects fighting and bleeding from their injuries. Officers arrived and located the victim who had an argument with several subjects that escalated to a physical altercation. The suspects fled prior to officers’ arrival. This investigation is continuing.

At 10:58 p.m., while patrolling the 100 block of North Myrtle an officer saw a subject who appeared to be having difficulty walking. The officer made contact with the subject who was determined to be too intoxicated to care for himself. He was arrested and transported to the MPD jail to be held for a sobering period.

Arcadia

April 14

At 6:49 p.m., officers responded to a vacant residence in the 1400 block of San Carlos Road regarding an audible alarm activation. Officers discovered the rear patio window had been smashed. Unknown suspect(s) ransacked the master bedroom closet and fled the scene in an unknown direction.

At 11:17 p.m., officers responded to Dave and Busters, 400 S. Baldwin Ave., regarding a battery that had just occurred. An employee intervened when he believed a male subject was attempting to steal a phone from two other patrons. One of the patrons then pushed and scratched the employee. An investigation revealed the three subjects were there together recording a prank video. The 20-year-old male from Albuquerque, New Mexico was arrested and transported to the Arcadia City Jail for booking.

April 15

At 8:13 a.m., officers responded to Bendick Precision Inc., 56 La Porte St., regarding a criminal threats report. The suspect entered the location upset that his belongings he abandoned across the street on private property had been thrown away. The suspect was carrying a machete attached

to his backpack when he told the victim that he was going to chop him up. Officers located the 25-year-old male transient, and he was arrested and transported to the Arcadia City Jail for booking.

April 16

At 2:51 a.m., officers responded to 24-Hour Fitness, 125 N. First Ave., regarding a stabbing that had just occurred. The victim entered the location and informed employees that he had been stabbed across the street, near the Metro Plaza. The victim had been stabbed four times by an unknown suspect and was unable to provide further details.

At 5:52 a.m., officers responded to the area of Santa Anita Avenue and West Huntington Drive regarding possible gunshots heard. The officers did not find any evidence of gunshots in the area; however, they discovered the front door of Emerald Day Spa and Salon had been shattered by unknown means. Surveillance footage revealed a male suspect wearing dark clothing and a face mask forced entry into

the business and stole several facial cleaning brushes and accessories.

At 1:54 p.m., officers responded to the parking lot of Coldwell Banker Commercial George Realty, 660 W. Huntington Drive, regarding a vehicle burglary that had just occurred. The victim drove to the location after withdrawing cash from his bank. When the victim entered the business, the suspect parked next to his car, smashed the passenger side window, and entered the victim’s vehicle.

A witness alerted the victim, and the suspect fled the scene. The suspect was described as a male wearing a maroon hooded sweatshirt, maroon sweatpants, and a black ski mask. The suspect vehicle was described as a newer model dark gray Jeep Cherokee.

April 17

At 2:50 p.m., officers responded to the 600 block of West Huntington Drive regarding a strongarm robbery that had just occurred. The elderly victim was walking in the area when two suspects in a dark colored Mercedes pulled up

next to her and asked her for the time. The passenger placed a plastic necklace around her neck, then grabbed her hand and forcibly removed her two gold bracelets from her wrist, causing the victim to fall on the ground. The driver was described as male, and the passenger was described as a heavyset female with long dark hair.

At 6:06 p.m., an officer responded to the 1100 block of West Duarte Road regarding the report of a stolen vehicle. The victim parked her car on the street on April 14 around 10 p.m. and returned on April 16 around 3 p.m. to find it missing. The vehicle was recovered on the evening of April 17 in East Los Angeles by the Los Angeles Sheriff’s Department.

At 10:01 p.m., officers responded to a residence in the 200 block of West Longden Avenue regarding a burglary report. Unknown suspect(s) smashed the rear sliding glass door and ransacked several rooms before fleeing the scene. The property loss was unknown at the time of the report due to the homeowner living outside of the country.

Last week, the Federal TradeCommission announced that they are banning non-competes across the country. And, this new ruling applies to almost all workers. You read that right. The FTC does not want your employer to be able to force a non-compete onto you.

Employers have long believed that a non-compete allows them to protect their trade secrets. They believed, non-competes allowed them to protect their financial investment into workers. And, employees often had no choice. If you wanted to take a job, a non-compete was just part of the arrangement.

In reality, non-compete agreements often tie the hands of employees. When an employee has spent the bulk of their career in one industry, it prevents them from going to other companies in the same industry. Often, a non-compete will remain in effect for multiple years, and can sometimes prevent employees from

working in entire industries. It's also worth mentioning that many companies invest less of their resources into workers today than they have in the past.

Non-compete agreements discourage employees from switching jobs and they prevent those same employees from pursuing more money, or a better workplace.

Non-competes take away the options an employee has when switching jobs. It can lock someone into a company where they are underpaid, and may have an unhealthy work situation.

Even before the FTC decision, I would often hear people say that it's hard to enforce non-competes. Some people felt they didn't really

matter but I would argue that this is not true. Even if an agreement is not very enforceable, the employee must go through a lengthy and expensive legal process to prove it. And, many employers don't want to risk being involved in such a process with a new employee. Companies would rather play it safe than hire someone

with an active non-compete.

The FTC estimates that one in five workers today are bound by a non-compete agreement. That means that this change will impact 30 million people. The FTC estimates this ban will grow startup activity by 2.7 percent. And, they believe an average worker stands to make $524 more per year because of this

Bakish, originally joined Viacom in 1997, but he has been CEO of Paramount Global since the company was formed through the combination of Viacom and CBS in 2019. Media reports have suggested that Bakish was resistant to the proposal with Skydance, leading to friction with Paramount

change. The FTC believes that allowing people to switch companies and remain in the same industry will create more competition. By allowing workers to switch jobs more freely, companies will be forced to pay a higher wage.

Going forward, companies will have to move beyond the non-compete. They may want to look at fair pay and treatment. And, they must focus on protecting their actual intellectual property in more specific ways. Protecting intellectual property is fair. Blindly restricting someone's right to work is not.

Unfortunately though, the fight is likely not over. It is expected that the FTC will get a significant amount of pushback from companies who wish to keep their noncompete agreements in place. But for now, this change is a big win for workers.

Test scores reveal US students losing proficiency in history, civics

American youth aren't making the grade in civics or history following a trend of declining achievement in math and reading, according to recent data from the largest assessment of student aptitude.

Online learning platform Study.com used data from The Nation's Report Card to explore declining test scores for

theory, politics and the practical study of citizenship and government, focusing on the present and future. History studies the past and how people interacted with one another.

Since the 1900s, the decline of "churches and other religious congregations, unions, metropolitan daily newspapers and political parties as vehicles

In 2022, The Nation's Report Card found that the average eighth-grade U.S. history score decreased by nine points compared to 2014 and five points compared to 2018. The average civics score backslid two points from 2018 — marking the first instance in the assessment's history.

Statistically, only 13% of eighth graders performed at or above the proficient level in U.S. history and only 22% in civics, per the report.

Lower test scores are part of a global trend, partially due to the COVID-19 pandemic, but education experts say there are additional reasons for the civics and history slide.

Civics students learn

The report also found that 3 in 5 rural youth and almost 1 in 3 suburban and urban young people in America see their communities as civic deserts, or lacking places to meet and discuss ideas.

The declining scores coincide with more state laws limiting how teachers can discuss race and history in the classroom. The 2023 State of the American Teacher survey found that 65% of school teachers reported limiting social

and political discussions in class for fear of upsetting parents.

What's more, state requirements for civic education are minimal, often reduced to a single semester in high school.

Civics slides for the first time

The Nation's Report Card — the civics assessment for the National Assessment of Educational Progress — tracks the skills, attitudes and knowledge needed to uphold constitutional democracy. Students are tested on knowledge, civic dispositions and intellectual and participatory skills.

Organized into five categories, the civic knowl-

"apply civic knowledge" in mind and deed.

Civic dispositions, the final component, assesses the student's ability to understand the importance of personal and public character traits for maintaining and upholding American democracy.

'America's changing place in the world'

Students are typically assessed on time periods, themes, and "ways of knowing and thinking about the country's history," according to the NAEP report.

The digital test questioned students on four themes: change and continuity in American democracy; the gathering and inter-

edge section questions students on the fundamentals of civic life, the American political system, constitutional principles, international relations and the roles of citizens in democracy.

The intellectual skills component covers three skills — identification and description, explanation and analysis, and evaluation and defense of positions — that allow people to

actions of peoples, cultures and ideas; economic and technological changes and their relation to society, ideas and the environment; and America's changing role in the world.

Academic performance in U.S. history has two primary metrics: scale scores and NAEP achievement levels. Scale scores reflect students' performance on the U.S. history assessment, with results

aggregated and reported across various student demographics for districts, states and the nation.

NAEP achievement levels — basic, proficient, and advanced — serve as benchmarks for the knowledge and skills students are expected to attain.

Disparities remain; reasons aren't the same

Socioeconomic issues such as underfunded schools, family income and education levels may partly explain the reason for lower civic and history test scores among Black, Hispanic and Indigenous public school students. However, such a position is subject to the "chicken and egg" fallacy.

According to a 2021 research paper from The Center for Information & Research on Civic Learning and Engagement at Tufts University, "research continues to show that children from marginalized communities remain less likely to be served well by civic and

political institutions."

The paper states that growing up marginalized and neglected by the American system creates and fortifies inequality, and this inequality is evident even on the first day of kindergarten. Taken as a total, children of color outnumber white public school students. For children to fully participate in democracy and civic engagement, they must feel connected to the system in their everyday lives — and in the classroom.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING TITLE 2 (ADMINISTRATION AND PERSONNEL) AND TITLE 17 (ZONING) OF THE MONROVIA MUNICIPAL CODE TO STREAMLINE THE REVIEW OF MULTI-FAMILY RESIDENTIAL DEVELOPMENT IN THE MULTIPLE-FAMILY RESIDENTIAL AND NEIGHBORHOOD COMMERCIAL ZONES

This is a summary of the above entitled Ordinance of the City of Monrovia, which was read by title only and introduced by the Monrovia City Council at its regular meeting on February 6, 2024 by a vote of 5 in favor (Becky Shevlin, Larry Spicer, Gloria Crudgington, Dr. Tamala Kelly, Sergio Jimenez) and 0 opposed. The final vote on the Ordinance will take place at the regular City Council meeting on May 7, 2024 at 7:30 p.m. or as soon thereafter as the matter may be heard, in the City Council Chambers, 415 South Ivy Avenue, Monrovia, California. This summary has been prepared and published in accordance with the requirements of Government Code Section 36933.

The State Legislature enacted a series of laws that require cities to streamline housing approvals through a ministerial process. These laws preclude the City’s ability to deny a housing project based on subjective reasons. To comply with these State housing laws, the proposed Ordinance removes the Conditional Use Permit (CUP) requirement and discretionary review for multiple-family residential development in all multiple-family residential zones and the Neighborhood Commercial (NC) zone. The proposed Ordinance also establishes new objective design standards for multiple-family residential development.

Specifically, Ordinance No. 2024-01 amends Section 2.56.030 of the Monrovia Municipal Code (MMC) to remove duplex and multifamily developments from the Development Review Committee’s neighborhood compatibility design review and exclude residential development projects from the Committee’s review of grading permits.

Ordinance No. 2024-01 also amends MMC Section 17.12.030 to add new subsections that: (i) require all new multiple-family development to comply with all applicable Zoning Code requirements and a new set of objective design standards; and (ii) provide notice requirements for applicants of multi-family residential projects. Finally, the proposed Ordinance amends MMC Section 17.24.050 to include pavement requirements for driveways and parking spaces for residential developments.

Pursuant to the California Environmental Quality Act (CEQA) and the State CEQA Guidelines, the proposed Ordinance is within the scope of the zoning text amendments that were analyzed in the previously adopted Mitigated Negative Declaration (MND) that was adopted in connection with the General Plan’s 2021-2029 Housing Element Update. The MND found that with the imposition of the mitigation measures that were set forth therein, there were no significant environmental impacts that would arise from the proposed Zoning Text amendments and proposed amendments to the General Plan.

Pro-Palestinian protests cancel classes at UCLA; encampments start at UCI, UCR, continue at USC

UCLA canceled classes Wednesdayafter violenceerupted Tuesday night and raged through the early morning hours as counter-protesters descended on a pro-Palestinian encampment on campus, marking the worst clashes since the occupation began a week ago.

"Due to the distress caused by the violence that took place on Royce Quad late last night and early this morning, all classes are cancelled today. Please avoid the Royce Quad area," the university posted on X at 8:21 a.m. Wednesday.

The situation worsened late Tuesday night when a group of pro-Israeli counterprotesters attacked the camp. There were reports of fireworks being tossed into or fired toward the encampment, and counter-protesters tore away parts of the wooden barricades surrounding the pro-Palestinian group.

People were seen attacking others with sticks, and the violence continued seemingly unchecked by police, with counter-protesters doing their best to invade the encampment. Pepper spray was also reportedly deployed, although it was unclear by whom.

Police in riot gear eventually moved in around 3 a.m. and eventually managed to separate the warring factions and restore order. It was unclear if there were any arrests.

"The violence unfolding this evening at UCLA is absolutely abhorrent and inexcusable. LAPD has arrived on campus," Mayor Karen Bass said in a statement released early Wednesday. The mayor's comments were joined by a wide range of university and elected officials as well as community organizations and activist groups on both sides of the issue.

Bass, who was in the District of Columbia this week discussing homelessness and lobbying for federal housing dollars, cut short her trip to return to Los Angeles Wednesday morning in response to the violence. Bass had not been scheduled to

return to LA until Friday.

Security had been ramped up at UCLA Tuesday following earlier clashes that occurred Monday night and Tuesday morning between the pro-Palestinian and proIsraeli protesters. The university on Tuesday also warned participants in the expanding encampment on campus that the gathering is unlawful and could lead to disciplinary action for students.

The warning also noted that people who are unaffiliated with the university but taking part in the encampment "violates the law" and could lead to misdemeanor charges.

University officials also announced that Royce Hall near the encampment will remain closed until Friday, and students were told to check with their instructors about new locations for classes that normally meet in that building. Powell Library, meanwhile, will remain closed until Monday.

The warning letter that was distributed in the encampment Tuesday said that non-university-affiliated people must leave the encampment or face possible misdemeanor charges, noting that "no masking or camping is allowed."

Students and staff taking part in the encampment were also asked to leave the area, noting that students could face disciplinary actions such as interim suspensions that could lead to dismissal.

Protest encampments also emerged Monday at UC Irvine and UC Riverside.

At USC where an encampment began last week, Pro-Palestinian protesters said they remained "disappointed" Wednesday in their pair of discussions with USC President Carol Folt over their demands, which include university divestment from Israel and companies with ties to Israel, while Folt said while she's open to more "meaningful discussions," there had been no movement toward reaching any agreements.

"We brought some very specific proposals that would

address concerns they had about the endowment, which they have said is one of their most important issues," Folt said in a statement Tuesday following her second meeting in two days with representatives of the protest group. "I deeply respect the passion they feel for their cause and recognize the pain and suffering taking place in our own community as well as in the Middle East. Unfortunately, they seemed more interested in having me issue a political statement in support of their viewpoint as opposed to coming up with practical solutions to resolve the situation."

A mass protest and march on the USC campus last week led to 93 arrest of people who refused orders to vacate Alumni Park. USC officials accused participants in that day's march of vandalizing buildings and violating university rules against camping, erecting tents and posting signs.

Protest participants insisted they were engaged in a peaceful action that was escalated by law enforcement. They have also lashed out at USC for inflaming the issue by canceling a commencement speech by pro-Palestinian valedictorian Asna Tabassum.

Protesters reestablished a camp at USC over the weekend, and it has been allowed to remain in place.

USC became a focal point of Southland Palestinian protests following its decision to cancel Tabassum's commencement speech in response to complaints about online posts that critics called antisemitic. USC officials insisted the move was solely a security issue, not a political decision.

As tensions continued mounting — leading to last Wednesday's mass protest — the university eventually opted to cancel its May 10 main stage commencement in Alumni Park altogether, but vowed to move forward with the usual array of smaller satellite graduation ceremonies for the school's individual colleges.

Pianist Inna Faliks will perform world premiere at BroadStage in Santa Monica

Ukrainian-American pianist Inna Faliks will perform a special matinee concert on Sunday, May 19, at 2 p.m. at the Eli and Edythe Broad Stage in Santa Monica. Described by The New Yorker as “adventurous and passionate,” Faliks makes her BroadStage solo debut with a program of works from Beethoven, Bach, Chopin, and more. The program will include one world premiere, as well as two works composed for her in 2020, commissioned by the Wende Museum. Faliks will also read passages from “Weight in the Fingertips,” her long-awaited memoir of her adventures in music.

Faliks has established herself as one of the most communicative, and poetic artists of her generation and has made a name for herself through commanding performances of both standard piano repertoire, and genre-bending, interdisciplinary projects. Her commitment to contemporary composers is most notable. Faliks is the current Head of Piano at UCLA and is also the founder and curator of Music/Words, an award-winning poetry-music series of performances in collaboration with distinguished poets.

Monrovia Historic Homes Tour set for this weekend

The 40th Historic Homes Tour is set for this weekend in Monrovia, tour organizers announced Wednesday.

The tour, hosted by the Monrovia Historic Preservation Group, features three museums open for viewing and four Craftsman bungalows on the 300 block of Wildrose Ave. on Sunday from 10 a.m. to 4 p.m.

The street will be closed to motor-vehicle traffic to provide space for the vendors, vintage cars and other attractions such

as music from the band B Foundation and Jim Constnatian on a vintage phonograph, tour organizers said. The event's food vendors will serve beef brisket, pulled pork, sandwiches, tacos and more. Freebies include lemonade and cookies, as well as free popcorn at Fred's Museum, 525 S. Shamrock Ave. Tickets — which are available at Charlie's House, 430 S. The tour of Monrovia's historic homes has been a yearly event since 1983 with the exception of two tours that were canceled during the coronavirus pandemic.

The board reversed that decision earlier this month, saying that the Probation Department made adequate improvements to address the violations. If the board had maintained the "unsuitable" designation, LA County would have been required to close Nidorf and Los Padrinos and find new accommodations for youth detainees.

5. Contractors License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractor license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s): General “B” and or “C-33” The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents.

6. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). REQUEST: An appeal of the Planning Commission approval for a request for a tentative parcel map to consolidate six (6) lots and a vacated street into one (1) 94,634 square foot lot for the development of the Zocalo Civic Plaza project. The site consists of a zoning designation of Mixed Use 1 (MU-1) within the Downtown Transit Oriented Development (TOD) Specific Plan, 2016, located In Downtown Baldwin Park at the northwest intersection of Maine Avenue and Pacific Avenue and extends south of Maine Street; (APNs:

CEQA: Pursuant to the California Environmental Quality Act (CEQA), TPM 84199 was analyzed by the 2016 TOD Downtown Specific Plan EIR and Addendum as well as the traffic analysis prepared for this project. Once an Environmental Impact Report (EIR) has been certified for a project, the lead agency shall not require preparation of a subsequent EIR or supplemental EIR unless one of three triggering conditions exists: (1) substantial changes are proposed in the project that will require major revisions of the EIR, (2) substantial changes occur in circumstances under which the project is being undertaken that will require major revisions to the EIR, or (3) new information of substantial importance to the project that was not known and could have been known when the EIR was certified as complete becomes available, and this condition (1,2,or 3) also would lead to new or more significant impacts. (State CEQA Guidelines Section 15162; Public Resources Code Section 21166)

The Addendum that was prepared on February 16, 2022, made minor modifications to the approved Specific Plan and resulted in no new significant impacts that were not already analyzed by the EIR. Also, the traffic analysis prepared on August 18, 2022, determined that the project would result in no significant impacts that were not already analyzed by the EIR. Therefore, no further environmental review is necessary per Public Resources Code Section 21166 and/or State CEQA Guidelines Section 15162 because none of the conditions in these sections are triggered by Tentative Parcel Map 84199.

If in the future anyone wishes to challenge a decision of the City Council in court, you may be limited to raising only those issues you or someone else raise at the public hearing described above or in written correspondence delivered to the City Council at, or prior to, the Public Hearing. George Bernard Shaw’s ‘Misalliance’ is subversive, wild fun at A Noise Within

ANoise Within closes out its season with GeorgeBernard Shaw’s high-flying comedy, “Misalliance,” a tale of eight marriage proposals and a plane crash, all in the course of one afternoon.

Opening on May 18, “Misalliance” offers a chaotic and hilarious clash of class, gender, and generation. Much to the delight of bourgeois underwear tycoon John Tarleton and his wife, their sweet, seemingly proper daughter, Hypatia, is set to cement the family’s entry into Edwardian aristocracy with her upcoming marriage to Bentley, the son of Lord Summerhays — and an irritant to Hypa-

tia’s brother Johnny. But the unexpected arrival of uninvited guests suddenly changes everything.

“This is not the Shaw you think you know,” says Director Guillermo Cienfuegos. “Of all his plays, this one is the closest to being a farce. It’s a lot about class and a lot about marriage … and a lot about sex. So little has changed.”

Set in Edwardian England just after the Victorian era, the set and costumes for Misalliance will appear classically period. But just when the audience thinks it knows what that England looks like, and how these characters are going to behave, Shaw subverts everything

and turns it all into a lot of wild fun.

“There’s a sort of feverish madness to the play that’s almost reminiscent of ‘A Midsummer Night’s Dream,’ which we did earlier in the season,” suggest co-artistic directors Geoff Elliott and Julia Rodriguez-Elliott. “Shaw’s plays often tend to be very controlled, and this one is very youthful and carefree in a way that you don’t often see Shaw.”

Performances of “Misalliance” take place May 18 through June 9. Three preview performances take place on Sunday, May 12 at 2 p.m.; Wednesday, May 15 at 7:30 p.m.; and Friday, May 17 at 8 p.m. Post–perfor-

Palestine protest emerges at UC Irvine; law enforcement standing by

Apro-Palestine encampment was established at UC Irvine Monday, adding to the list of college campuses nationwide experiencing such actions, and Irvine's mayor warned the university against any law enforcement action to break up the gathering.

By early afternoon,

however, a showing of law enforcement including the Orange County Sheriff's Department began gathering in a university parking lot near the protesters' occupation area. The law enforcement presence prompted Irvine Mayor Farrah N. Khan to issue a statement defend-

ing the right to peacefully protest at colleges and universities.

"I am asking our law enforcement to stand down," Khan said. "I will not tolerate any violations to our students' rights to peacefully assemble and protest."

There were no immediate reports of any disturbances

or arrests connected with the protest as of Monday afternoon.

"There's a group of protesters who have set up a small tent village in the physical sciences plaza," UCI spokesman Tom Vasich said, adding there were about 13 or 14 tents.

"Overall there are about

100 protesters on site right now," he said just after 3 p.m.

The campus police department asked for assistance from sheriff's deputies, Vasich said.

In a statement, university officials said, "UC Irvine respects the rights of any students to engage in free

speech and expression including lawful protest. The safety of all members of the campus community is always a top priority, and we continue to monitor and evaluate the situation to ensure that we are able to continue to provide a safe and secure learning environment."

Jose Luis Valenzuela directs ‘American Mariachi’ in Los Angeles premiere

Latino Theater Company presentstheLos Angeles premiere of “American Mariachi,” written by José Cruz González, directed by Jose Luis Valenzuela, and featuring an on-stage mariachi band. The big-hearted comedy opens May 11 at The Los Angeles Theatre Center in downtown Los Angeles.

It’s the 1970s and women can’t be mariachis…or can they?

“The play is about a group of women who adopt mariachi during a time when that wasn’t permitted,” explains González. “Mariachi was always maledominated; for women to enter that world was a challenge on many fronts. The characters in the play come together because of their love of the music, but also because Lucha discovers that her mother, who is living with dementia, suddenly

comes alive whenever she hears one certain song. That begins the journey for this young woman — to see if she can bring the music back to her mother.”

“‘American Mariachi’ speaks loudly to Latino Theater Company’s core audience, but also to women everywhere,” says Valenzuela. “Women today are still struggling for equal rights and men continue to take their voices away.

The live music and comedy guarantee that ‘American Mariachi’’ remains highly entertaining — but there’s a tough story underneath the surface. We want our production to bring that out and give it true meaning.”

Elia Saldaña stars as Lucha, who has put her own dreams on hold to care for her mother while her father is out earning money for the family

as a mariachi musician. When Lucha discovers her mother’s reaction to that one particular song, she decides to form her own mariachi band. Teaming up with her spirited cousin, the two recruit an eclectic group of unconventional candidates: repressed Isabel, who suffers under the thumb of her macho husband; sexpot hairstylist Soyla; and the exceedingly shy Gabby. With the reluctant help of family friend Mino, this motley crew must now learn to play instruments and sing. Also in the cast is mariachi, model, drag and theater performer, Yalitza “Yaya” Vasquez-Lopez as Lucha’s Tia Carmen.

“American Mariachi” opens on Saturday, May 11 at 8 p.m., with performances thereafter on Thursdays, Fridays and Saturdays at 8 p.m. and Sundays at 4 p.m.
