Bus No. 15 of migrants from Texas arrives in Los Angeles

Pasadena restaurateurs collaborate to bring Taco/ Social to Eagle Rock

Another bus carrying migrants from Texas arrived in downtown Los Angeles Friday, the 15th such arrival since June.

“One bus with migrants on board from Texas arrived around 9:35 a.m today at Union Station,” Zach Seidl, deputy mayor of Communications for Mayor Karen Bass, said in a statement.

“This is the fifteenth bus that has arrived. The city has continued to work with city departments, the county and a coalition of nonprofit organizations, in addition to our faith partners, to execute a plan set in place earlier this year. As we have before, when we became aware of the bus yesterday, we activated our plan,” Seidl said.

On X, formerly known as Twitter, The Coalition for Humane Immigrant Rights confirmed the arrival of the bus with 45 asylum seekers from Texas. On board, there were 13 families, including

23 children from Colombia, Mexico, Peru and Venezuela.

CHIRLA is a member of the LA Welcomes Collective, a network of nonprofit, faith groups and city and county services that respond to the arrival of migrant buses.

“There is no crisis of compassion in Los Angeles. There is plenty of sympathy and kindness in the largest, most diverse state in the U.S. Our limited resources will support those who need us and they in turn make our communities safe, vital and strong,” CHIRLA said in a statement.

Texas Gov. Greg Abbott has been orchestrating the trips under Operation Lone Star, saying Texas’ border region is “overwhelmed” by immigrants crossing the Mexican border. OLS is a joint operation between the Texas Department of Public Safety and the Texas Military Department along the southern border between

Texas and Mexico.

Abbott added, “Texas secures the border in Pres. (Joe) Biden’s absence.”

“Texas’ small border towns remain overwhelmed and overrun by the thousands of people illegally crossing into Texas from Mexico because of President Biden’s refusal to secure the border,” Abbott said in a statement after the first bus arrived in Los Angeles in June.

“Los Angeles is a major city that migrants seek to go to, particularly now that its city leaders approved its self-declared sanctuary city status,” he added. “Our border communities are on the front lines of President Biden’s border crisis, and Texas will continue providing this much-needed relief until he steps up to do his job and secure the border.”

Mayor Karen Bass has complained that Abbott’s office does not share enough

information with Los Angeles about the shipments. She told KNX that if Abbott’s concerns and actions were legitimate and sincere, then “someone in the government and Texas would notify us and coordinate with us.”

“We hear about the buses headed our way when they’re on the way. We have no idea who’s going to be on the bus, how many people it is or what condition they’re going to be in when they get here,” she said. “Sometimes they haven’t had any food, barely had enough water.”

The Los Angeles City Council approved a motion on June 9 seeking to formally establish the city as a sanctuary city.

Last month, the council approved a motion calling for the City Attorney’s Office to investigate whether crimes were committed on or before June 14, when Abbott sent 42 migrants to Los Angeles in the first of the shipments.

Embattled LA Councilman de León announces reelection campaign

Kevin de León, who defiantly held onto his Los Angeles City Council seat despite persistent calls for his resignation following his participation in a racially charged recorded conversation that led to former Council President Nury Martinez’s resignation, said Wednesday he plans to seek reelection in 2024.

He made the announcement in an interview with Politico, saying he is confident he still has support among his constituency.

“When a lot of people that I called my friends and allies turned away from me, my constituents had my back,” De León told Politico. “I understood in a deeper way the relationship that I had with my community and how that motivates and drives me. That’s why I’m still here. And that’s why I’m running.”

Two well-known local politicians — Assembly members Wendy Carrillo and Miguel Santiago — have already announced bids for the seat.

“Enough is enough. People are hurting. Kevin de León’s participation in the racist tapes scandal was so

extreme that everybody from local constituents to President (Joe) Biden called for him to resign,” Santiago said in a statement Wednesday morning. “Council member de León should not be announcing his re-election today, he should be announcing his resignation.”

Santiago also accused de León of failing his district, citing a rise in homelessness and evictions in the 14th District, and calling city services in de León’s district “abysmal.”

In a interview with City News Service in June, Carrillo said she was running for the council seat in part due to the “circumstances and situation around the leaked audio recordings.”

She said CD 14 has “unfortunately had two back-toback council members that haven’t had the best reputation as of late,” alluding to the corruption scandal with Jose Huizar, the former council representative of the 14th District.

“CD 14 is not an active partner in finding those solutions. CD 14 is also the epicenter of our homelessness crisis in the country,”

Carrillo added.

The leak of the audio recording almost one year ago revealed strategizing between Martinez, de León, then-Councilman Gil Cedillo and LA County Federation of Labor President Ron Herrera over how to protect the three council members’ districts and elect more Latinos to the council.

They expressed frustration with proposed maps from the city’s 21-member redistricting commission. The three council members discussed how they could create favorable districts for themselves while handing other colleagues unfavorable districts.

Since then, along with Martinez’s resignation, Cedillo lost his bid for reelection against Councilwoman Eunisses Hernandez, while Herrera resigned from his position.

De León previously stated the conversation was “wholly inappropriate; and I regret appearing to condone and even contribute to certain insensitive comments made about a colleague and his family in private.”

The leaked audio caused intense criticism and resulted

in weeks of protest at City Hall. Angelenos from across the city sought de León’s resignation, including many elected officials.

White House Press Secretary Karine Jean-Pierre said at a briefing Oct. 11, two days after the recording surfaced, that President Joe Biden was “glad to see one of the participants in that conversation has resigned, but they all should.”

“The language that was used and tolerated during that conversation was unacceptable,” Jean-Pierre said. “It was appalling. They should all step down.”

De León has defied continued calls for his resignation but has been stripped by the council of major committee assignments and largely shunned by council colleagues.

An attempt to recall de León failed in April because it did not receive the necessary number of signatures to qualify for the ballot.

“Through thick and thin, our community remains focused on the important battles at hand like homelessness, strengthening our local businesses, and protect-

ing working families,” de León said regarding the failed recall attempt. Although stripped of his committee assignments, de León has led presentations commemorating key figures or cultural events, and has passed motions with the help of a few of his colleagues.

LA launches program for emergency rental assistance

The city of Los Angeles on Tuesday launched its Emergency Renters Assistance Program, with the aim of providing financial assistance toward back rent to low-income renters at risk of homelessness due to COVID-19 or other financial hardships.

“We must do more to keep people housed, and I want to make sure eligible Angelenos begin applying today for rent relief for back rent owed during the COVID-19 pandemic or if you are currently experiencing a short-term hardship,” Mayor Karen Bass said in a statement. “We must continue to do all that we can to prevent Angelenos from falling into homelessness and help ensure small landlords have access to resources as well.”

The program, funded by Measure ULA funds, also known as the “mansion tax,” offers up to six months of assistance. Renters can apply online at any time during the application period at housing.lacity.org, or by phone at 888-379-3150, Monday to Friday from 8

a.m. to 6 p.m. The application period opened at 8 a.m. Tuesday and ends Oct. 2 at 6 p.m.

According to the LA Housing Department, Angelenos must meet the following requirements to be eligible:

-- applicants must be a resident of the city, regardless of immigration status — to verify if you live in the city, go to neighborhoodla.org;

-- one or more individuals within the household have experienced a loss of employment, reduction in household income, incurred significant costs or experienced other financial hardship between March 2020 to present;

-- applicants must have unpaid rent due to their current landlord for any month(s) between April 2020 to present; and

-- the current household income is at or below 80% of the area median income.

The program has a total funding of $18.4 million available.

“I want to assure everyone this is not a first-

come, first-serve portal,” Ann Sewill, general manager of the LA Housing Department, said Tuesday. “You can apply today, tomorrow, or anytime.”

This is the fourth time the city has offered financial assistance for paying back rent since the beginning of the pandemic. The previous programs served hundreds of thousands of people, Sewill said.

According to U.S. Census data, it’s estimated that about 80,000 households across the city were behind on rent. Sewill said officials don’t know the incomes or how much people are behind on rent and that it’s a learning experience for the department.

“We know that $18.4 million is not going to be enough to cover the whole need, but it’s certainly a start,” Sewill said.

Anna Ortega, the assistant general manager of the housing department, said the city has a high proportion of renters, with about 60% being low-income renters and about 50% “severely rent

burdened and have continued to experience challenges even now because of the pandemic and other economic impact.”

Ortega encouraged renters in need to visit the housing department’s website where a “wealth of information” can be found.

“We have services on the hotline where most of them are bilingual, English and Spanish, but they also have the capacity to bring in an interpreter for other languages that are spoken,” she said.

Renters can also schedule appointments in-person or visit a Family Source Center to get assistance with their application.

In August, the LA City Council front-funded a $150 million plan, as outlined by Measure ULA, with the intention of funding tenant protections and supporting affordable housing.

Measure ULA is a 4% sales tax on properties exceeding $5 million, and 5.5% sales tax on properties exceeding $10 million. The revenue from the sales tax is collected and earmarked for renter protections,

such as rental assistance programs, eviction defense, and building more affordable housing units.

Tenant protections for back rent accrued during the pandemic between March 2020 to September 2021 ended on Aug. 1, and many Angelenos may face eviction as they work to pay any missing rent.

For rent that accrued from October 2021 to Jan. 31, tenants have until February 2024 to pay up.

The average price of a gallon of self-serve regular gasoline in Los Angeles County rose Wednesday for the 54th time in 59 days, increasing 4.2 cents to $6.069, its highest amount since Oct. 17.

The average price has increased $1.096 over the past 59 days, including 11.2 cents Tuesday when it topped $6 for the first time since Oct. 18, according to figures from the AAA and Oil Price Information Service. It is 48.6 cents more than one week ago, 72.4 cents higher than one month ago and 60.9 cents above what it was one year ago.

The average price has dropped 42.5 cents since rising to a record $6.494 on Oct. 5.

The Orange County average price rose for the 52nd time in 58 days, increasing 2.3 cents to $6.045, its highest amount since Oct. 14. It has risen $1.144 over the past 58 days, including 11 cents Tuesday when it topped $6 for the first time since Oct. 16.

The Orange County average price is 48.9 cents more than one week ago, 74.5 cents higher than one month ago and 61.5 cents above what it was one year ago. It has dropped 41.4 cents since rising to a record $6.459 on Oct. 5.

The increasing pump prices are the result of rising crude oil prices stemming from “oil supply cuts in Saudi Arabia and Russia, plus concerns over disruptions to

oil exports from Libya following deadly flooding” and “refinery issues in Southern California” which have led to lower inventory, Doug Shupe, the Automobile Club of Southern California’s corporate communications manager, told City News Service.

“It is hopeful we will see relief as early as the end of this month when some gasoline cargoes are likely to end up on the West Coast,” Shupe said.

The average gasoline price in Riverside County rose Wednesday for the 54th time in 60 days, increasing 5.2 cents to $5.90, its highest amount since Oct. 18.

The average price has risen $1.058 over the past 60 days, including 10.2 cents

Tuesday, according to figures from the AAA and Oil Price Information Service. It is 43.2 cents more than one week ago, 67.2 cents higher than one month ago and 56.8 cents above what it was one year ago.

The average Riverside County price has dropped 47.3 cents since rising to a record $6.373 on Oct. 5.

The average gasoline price in San Diego County rose for the 54th time in 58 days, increasing 5.5 cents to $5.994, its highest amount since Oct. 17.

The average price has increased $1.045 over the past 58 days, including 9.2 cents Tuesday.

The average San Diegoarea price rose 35 consecutive days, dropped three of the

next four days and increased 18 of the past 19 days.

The average price is 42.1 cents more than one week ago, 67.7 cents higher than one month ago and 57.9 cents above what it was one year ago. It has dropped 44.1 cents since rising to a record $6.435 on Oct. 5.

The national average price dropped a half-cent to $3.875, one day after an 11-day streak of increases totaling 7.8 cents ended when it decreased onetenth of a cent. It is 2.7 cents more than one week ago, nine-tenths of a cent higher than one month ago and 20.1 cents above what it was one year ago.

The national average price has dropped $1.141 since rising to a record $5.016 on June 14, 2022.

wife files for divorce after actor’s rape sentence

Roughly two weeks after “That ‘70s Show” actor Danny Masterson was sentenced to 30 years to life in prison for raping two women, his wife — actress Bijou Phillips — has filed for divorce.

“Ms. Phillips has decided to file for divorce from her husband during this unfortunate time,” her attorney, Peter Lauzon, told TMZ, which was first to report the filing. “Her priority remains with her daughter. This period has been unimaginably hard on the marriage and the family. Mr. Masterson was always present for Ms. Phillips during her most difficult times of her life. Ms. Phillips acknowledges that Mr. Masterson is a wonderful father to their

daughter.”

The divorce papers were filed Monday in Santa Barbara, according to “Entertainment Tonight.”

The couple was married in 2011 and had a daughter in 2014.

Phillips, 43, stood by her husband’s side during the lengthy rape case. When Masterson, 47, was convicted in May, Phillips cried out in the courtroom, prompting an admonition from the judge, who asked her to maintain her composure.

She wrote a letter to the judge in support of her husband’s character ahead of the sentencing hearing, saying he “devoted himself to finding other ways to earn a living” after he lost his acting career due to the

rape case. She wrote that he moved the family to a farm in Santa Ynez, where he “immediately began to work the land and grow a beautiful vineyard with 6,000 vines, that he tended on his own for six years.”

She wrote that she understands Masterson was “convicted of serious crimes,” saying she and their daughter, whom he called every day from jail, are “heartbroken that he is not home with us.”

Los Angeles Zoo welcomes 1st tamandua birth

The Los Angeles Zoo on Wednesday announced the arrival of its first southern tamandua pup successfully bred at the zoo.

The pup remains unnamed and was born on the evening of Aug. 28 to eight-year-old male Lou and the six-year-old female Micah. It was the first for both parents and a milestone for the zoo.

The gender of the pup will be determined later through blood work.

Senior Animal Keeper Mallory Peebles called it “a significant birth for the zoo.”

“This is the first time L.A. Zoo visitors will have the opportunity to see the species as a neonate and observe its development over time,” she said in a statement. “We are thrilled with this new addition to our zoo family and its arrival is a testament to the care and wellbeing provided by our entire team.”

The zoo’s animal care team closely monitored Micah’s health, behavior and development of the fetus through the course of her pregnancy. Keepers worked

with Micah and successfully trained her to voluntarily position to allow veterinarians to perform ultrasound exams.

According to the zoo, Micah and the pup are bonding and settling nicely into their habitat.

This birth is the result of the Southern Tamandua Species Survival Plan, a cooperative breeding program between Association of Zoos & Aquariums-accredited zoos to maintain genetic diversity and sustainability in the North American zoo population.

Although southern tamanduas are classified as a species of “least concern” by the International Union for Conservation of Nature, habitat loss caused by human activities in their native South American range are a continuing threat to their survival.

Wildfires, deforestation, road construction and traffic are some of the challenges faced by the species.

Southern tamanduas, also known as lesser anteaters, are found in forests, shrublands and savannas

of Colombia, Venezuela, French Guiana, Guyana, Suriname, Uruguay and Argentina.

The animals use their sharp claws and prehensile tails to climb trees and hold onto branches in pursuit of ants, termites, bees and even honey. Using their claws, they dig small holes in ant or termite nests and lick up insects as they exit.

While they don’t have teeth, they do have 16-inchlong tongues, which are covered with tiny rearfacing spines coated with thick saliva. An adult can typically consume 9,000 ants and termites per day.

Similar to other species of anteater, mothers carry young tamanduas on their backs throughout the first months of life for about one year before the babies are ready to head off on their own, as they are solitary animals, according to the LA Zoo.

Visitors to the zoo can view the newborn pup and parents in their habitat at the nursery located next to the Winnick Family Children’s Zoo.

Judge rejects rapper Tory Lanez’s bid for bail pending appeal of conviction

Filmmaker John Waters receives Hollywood Walk of Fame star

Astar honoring John Waters was unveiled on the Hollywood Walk of Fame Sept. 18, one day after the opening of an exhibition at the Academy Museum of Motion Pictures dedicated to the contributions to cinema made by the filmmaker nicknamed “The Pope of Trash.”

“Here I am, closer to the gutter than ever,” Waters quipped as stepped to the microphone during the latemorning ceremony. “The Hollywood Walk of Fame. The first place I ever came to in Los Angeles. ... I got out of my vehicle in 1970 at Hollywood and Vine and darted across the street — and got a jaywalking ticket.”

Ricki Lake, Mink Stole and Greg Gorman were among those joining Waters at the ceremony in front of the Larry Edmunds Bookshop at 6844 Hollywood Blvd., between Highland Avenue and Cahuenga Boulevard.

The location was chosen because the bookstore focused on film and theater history is a favorite of Waters, Ana Martinez, producer of the Hollywood Walk of Fame, told City

News Service.

“This star is at the perfect location,” Waters confirmed during his remarks. “I’ve been coming here for half a century. It’s still my favorite spot on Hollywood Boulevard.”

Stole has appeared in all 12 feature films Waters has directed and written and is part of the Dreamlanders, the group of actors who regularly appear in his films. The term comes from the name of Waters’ production company, Dreamland Productions.

The group also includes Divine, who died in 1988, Mary Vivian Pearce, David Lochary, who died in 1977, and Edith Massey.

Lake appeared in five of the six films Waters directed between 1988 and 2004, including starring in “Hairspray.”

Waters wrote the foreword to Gorman’s 1997 book of photographs, “Inside Life.”

The star is the 2,763rd since the completion of the Walk of Fame in 1961 with the initial 1,558 stars.

Waters was born on April 22, 1946, in Baltimore, where he still lives and has been

the setting for all his films.

Waters was drawn to movies at an early age. He subscribed to Variety when he was 12 years old, absorbing the entertainment industry trade publication’s information and insider lingo which proved useful as he began his career giving puppet shows for children’s birthday parties.

As a teenager, Waters began making 8 mm underground movies influenced by the likes of Jean-Luc Godard, Walt Disney, Andy Warhol, Russ Meyer, Ingmar Bergman and Herschell Gordon Lewis. His first was “Hag in a Black Leather Jacket,” which ran for 17 minutes and cost $30 to make in 1964.

According to the museum, Waters’ films “revel in irreverence, laugh-outloud humor and heart.”

His first feature was “Mondo Trasho,” a black comedy released in 1969 with very little dialogue, with the story being told mostly through musical cues, and starred Divine.

Waters directed five other films between 1970 and 1981 — “Multiple Maniacs,” “Pink Flamingos,” “Female Trouble,” “Desper-

ate Living” and “Polyester.”

He turned more mainstream in 1988 with “Hairspray,” which starred Lake as teenager Tracy Turnblad who pursued stardom as a dancer on a local television show and rallies against racial segregation. It is the only film Waters directed to be rated PG.

Lake was also a cast member of Waters’ next two films, “Cry-Baby,” released in 1990, and “Serial Mom,” released in 1994.

Waters’ three most recent films are “Pecker,” released in 1998, “Cecil B. Demented,” released in 2000, and “A Dirty Shame,” released in 2004.

“Hairspray” and “Pink Flamingos” are on the Library of Congress’ National Film Registry, a list of films deemed “culturally, historically or aesthetically significant” and “works of enduring importance to American culture” that are recommended for preservation.

What is billed as “the first comprehensive exhibition dedicated to Waters’ contributions to cinema” opened Sept. 17 at the Academy Museum of Motion Pictures and will run through Aug. 4.

“John Waters: Pope of

Trash” delves into his filmmaking process, key themes and style. Works on view include costumes, set decorations, props, handwritten scripts, posters, concept designs, correspondence, scrapbooks, photographs and film clips.

An accompanying screening series of Waters’ films will run through Oct. 28.

The exhibition’s title stems from a 1986 description of Waters by the late writer and visual artist William S. Burroughs.

Seth MacFarlane donates $5M to support entertainment industry workers

Writer and producer Seth MacFarlane is donating $5 million to a fund that supports entertainment industry workers impacted by Hollywood’s dual strikes, it was announced Thursday.

The Entertainment Community Fund is looking to raise another $10 million to support the workers, and MacFarlane kicked off the effort with a $5 million donation — on top of the $1 million he donated in July.

“There aren’t enough words to express our tremendous gratitude to Seth as he continues to help those in need, all while inspiring others with this call to action to do the same,” Annette Bening,

chair of the Entertainment Community Fund board, said in a statement.

“At this rate, we’ll need at least $10 million to continue helping people in the coming weeks. Seth’s gift is an incredible contribution to help us be able to do that, and we hope others join in as well.”

McFarlane is the creator and star of the television series “Family Guy” and “The Orville.”

The Fund is helping entertainment industry professionals in need with emergency financial assistance to cover basic living expenses, mental health support and more, according to the organization.

“We are eternally

grateful to Seth for this extremely generous donation,” said Joe Benincasa, Entertainment Community Fund president and CEO.

“We know that there will be long-term ramifications of the work stoppage that will continue to impact people’s lives and wellbeing for months to come, and this transformative gift will allow us to continue to answer the influx of requests for help we get each day.”

According to the Fund, it has raised over $10.1 million from more than 10,800 donors to support film and television workers.

ously donated $1.5 million to be dispersed between the Fund and the SAGAFTRA Foundation’s Emergency Financial Assistance Program.

Additional notable donors include Bening, Greg Berlanti, Nancy and Steve Carrell, Vince Gilligan and Shonda Rhimes.

Writers, who went on strike May 2, were joined on the picket line in July by the SAG-AFTRA actors’ union.

The Fund’s emergency financial assistance application, services and programs are all free, confidential and accessible online, and can be found at entertainmentcommunity.

AQMD: Over half of SoCal warehouses violating clean-air rule

More than two-thirds of the warehouses in Southern California required to comply with an air-quality rule have not done so and could face penalties up to $11,710 per day, the South Coast Air Quality Management District announced Wednesday.

In May 2021, the AQMD passed the Warehouse Indirect Source Rule, which requires warehouses greater than 100,000 square feet to take actions to reduce nitrogen oxide, or NOx, and diesel particulate matter, or PM, emissions or to otherwise limit exposures to air pollution in nearby communities.

Overall, 2,000 warehouses are subject to the two-year-old rule, with 1,400 of those currently out

of compliance, according to the regulatory agency.

“Time is up for those not complying with our rule,” SCAQMD Executive Officer Wayne Nastri said in a statement. “Owners and operators of warehouses have known about these deadlines for two years. Communities near these facilities deserve to breathe clean air and our enforcement teams will work quickly to ensure that the facilities come into compliance as quickly as possible.”

Warehouses are a key destination for heavyduty trucks and have other sources of emissions such as cargo handling equipment, all of which contribute to local pollution.

Emissions from sources associated with ware-

houses account for almost as much NOx emissions as all of the refineries, power plants and other stationary sources in the South Coast Air Basin combined, the according to the AQMD.

The agency determined that those living within a half-mile of warehouses are more likely to have higher rates of asthma and heart attacks and must endure a greater environmental burden. The clean-air rule is expected to reduce smog-forming emissions by 10%-15% from warehouse-related sources, according to the AQMD.

Since the rule passed in 2021, the agency has been identifying and reaching out to warehouses, providing them with information, training and assistance to

ensure compliance with the rule. This week, the agency issued a compliance advisory to warehouse owners and operators advising them of rule requirements and past deadlines.

The SCAQMD’s enforcement team is preparing to issue notices of violation that can result in daily penalties and further legal action. The agency will first focus on warehouses located in Environmen-

tal Justice communities — lower-income communities that bear disproportionate harm from pollution, including neighborhoods surrounded by freeways and industrial facilities.

Since the beginning of 2023, several major insurance companies have announced that they would stop writing policies or drastically reducing offerings in two of the three most populous states in the U.S. Industry heavyweights such as Geico, Progressive, and Farmers have started leaving the California and Florida auto insurance markets, citing rising coverage costs and other changing market factors as the reasons for doing so.

Insurance regulators in both states have expressed concerns about the impact that a dwindling market could have on drivers. They've also voiced a looming fear that such moves could mark the start of a trend that spreads to other insurers – and other parts of the country.

Automoblog breaks down the complex conflation of causes and potential effects of these developments.

Several major insurers are leaving California and Florida

In January, major news outlets reported that some of the country's biggest insurance companies were effectively pulling out of the California market. According to one CBS News story, Progressive had stopped advertising in the state and Geico had closed its California offices. The article quoted an insurance broker who said that State Farm was only offering quotes in person, and not over the phone.

Then, in July, news broke that Farmers Insurance was going to stop offering auto coverage and other insurance policies in the state of Florida. The company only accounts for 2% of the total Florida auto insurance market, and it said that it would continue to offer policies through subsidiaries such as Bristol West and Foremost Signature.

Nonetheless, the announcement prompted Florida Insurance Commissioner Michael Yaworsky to write an official letter to Farmers, underlining the significance of the company's exit.

"Florida's leaders have stepped up to the plate by delivering historic reforms to Florida's property insurance market to ensure competi-

tiveness and increase consumer choice," said Yaworsky, referring to legislative actions taken earlier this year. "We are disappointed by the hastiness in this decision and troubled by how this decision may have cascading impacts to policyholders."

Myriad factors have created a difficult situation for insurers

According to the insurance companies and organizations such as the American Property Casualty Insurance Association, the reason for these exits is simple mathematics. According to the APCIA, auto insurance losses increased at a rate of 25% while insurance premiums only went up by 4.5%.

Automoblog spoke to APCIA Department Vice President of Personal Lines Robert Passmore about these developments. He said that the difference in these increases has made it financially difficult for companies to continue to insure drivers in many cases.

"Nationally, rapid increases in overall economic inflation continue to drive up auto insurance losses," said Passmore. "Insurance claims inflation has continued to rise faster than the underlying consumer price index, far outpacing increases in premiums."

However, the cause of these price increases is more complex. Several factors have contributed to rapid growth in the cost of paying out insurance claims.

The rate and severity of auto accidents is on the rise

One of the major drivers in the increase in claims costs is that car accidents have become more frequent and more severe in the last few years. According to the National Safety Council (NSC), 2021 marked the second year in a row that motor vehicle deaths increased. The U.S. saw an 11% increase in traffic fatalities in 2021 after an 8.3% increase in 2020.

These increases mean that auto insurers are paying out more claims by number than in previous years. It also means that the average payout for individual claims increased over this period.

Auto repairs are becoming more expensive

In addition to traffic accidents becoming more frequent and more catastrophic, the cost of making repairs to damaged vehicles has also increased. According to data from the U.S. Bureau of Labor Statistics (BLS), the consumer price index (CPI) of auto repairs and maintenance increased by 33.2% between January 2019 and July 2023.

As a result, payouts for individual repair claims have increased substantially compared to the same repair services just a few years before. Even if the rate and severity of auto accidents had remained static, claims costs would still have gone up.

The high price of used cars has increased replacement costs

Despite leveling off somewhat in recent months, used car prices are still at or near all-time highs after a dramatic climb. According to BLS data, the CPI for used cars and trucks has increased 39% since January 2019.

For customers who have collision and comprehensive insurance policies, insurers often pay current market value for total loss claims. With the significant increase in used car prices, auto insurance companies have had to pay out much more for totaled vehicles – in many cases, for vehicles with premiums based on cars valued lower at the start of the policy than when the claim was made.

Catastrophic climate events are becoming increasingly common

Climate change has also changed the math for insurers. Events such as wildfires in California and hurricanes and floods in Florida have increased the number and severity of claims in the states.

In this case, the home insurance market has seen much of the increase in climate-related payouts. However, since most major insurers offer home and auto insurance among other products, the increase in costs in one category still affects the company's bottom line and therefore, the ability to make money in a given market.

Some say regulations have made it difficult for insurers to respond

Another contributing factor is government regula-

tions that, according to the insurance industry, make it hard for insurers to adjust to changing risks. In California, for example, insurance companies must get permission from the state's insurance commission to increase rates. Some insurers in the state haven't been given permission to increase rates in more than three years, despite the aforementioned increase in financial risk.

"The collision-to-loss ratio in California is now up to 88.6 percent and the comprehensive loss ratio in California is up to 173.9 percent," said Passmore. "That means for each dollar insurers take in for comprehensive coverage, they are paying out $1.73. Unfortunately, due to an antiquated regulatory system in California, insurers have been unable to nimbly respond to urgent situations like inflation. This means insurers are not able to get the rates they need to keep up with inflation and higher accident severity."

A spokesperson for the California Department of Insurance (CDI) offered reporters a different perspective, saying, "while insurance companies are focused on increasing rates, the Department of Insurance is focused on protecting drivers and helping them get the most value from the premiums they pay."

In Florida, drivers pay an average of 30.4% more than they did just a year ago, in 2022. California drivers have seen a cost increase of only 4%, largely due to state regulatory policies.

These cost increases have been, in part, due to the rising costs for insurers. However, a reduced number of carriers in a market means less competition and less incentive for companies to offer competitive rates. Since the announcements were made this year, the exit of major insurers has likely not had an impact on costs just yet. But if left unchecked, the situation could soon translate into higher costs and reduced choice for car owners.

Government agencies and insurance companies have, however, started to attempt to make changes that could alleviate the issue. In California, some insurers are asking the CDI for permission to raise premiums – ostensibly to allow them to continue to operate in the state. State Farm, Allstate, and Farmers have requested a 7% increase, while Progressive has asked the agency to increase its rates by more than 19%.

Passmore expressed optimism over the legal developments in Florida, but said changes won't have an immediate impact.

"Just over the last year, Governor DeSantis and Florida's legislative leaders passed important legal reforms to protect consumers and restabilize the insurance market," he said. "It will take time for the current wave of legal system abuse to wash through the system, but the new reforms have created a strong foundation for the future."

Some of the trends that have led to the current situation could slow down or even reverse in the coming years. It's possible that the increase in the number and severity of traffic accidents is a temporary trend. If inflation continues to cool down, costs could also start to normalize for insurers. And if supply chain issues such as the semiconductor shortage start to improve, the country could also see car prices start to come back down.

Ports of LA, Long Beach and Shanghai outline plan for green shipping corridor

TheportsofLos Angeles, Long Beach and Shanghai, as well as leading cargo owners, unveiled a plan Friday for the creation of the first-ever green shipping program across the Pacific Ocean.

The Green Shipping Corridor Implementation Plan Outline is intended to accelerate emissions reductions on one of the world’s busiest container shipping routes, according to a statement from the Port of Los Angeles. The plan is the “first of its kind” and it was developed with support from C40 Cities — a network of nearly 100 mayors of the world’s leading cities working on addressing the climate crisis — as part of its efforts to reduce carbon emissions.

“This trans-Pacific green corridor will be a model for the global cooperation needed to accelerate change throughout the maritime industry. Reducing emissions in this corridor will yield substantial reductions,” Gene Seroka, CEO of the Port of

L.A., said in a statement.

“For perspective, most of the emissions associated with moving cargo by ship occur in the mid-ocean part of the journey between ports. This corridor will help reduce mid-ocean emissions while continuing the work we have done to cut emissions within our ports.”

As part of the plan, the carrier partners will begin deploying reduced or zero lifecycle carbon capable ships on the corridor by 2025, and work together to demonstrate by 2030 the feasibility of deploying the world’s first zero lifecycle carbon emission container ships.

“This initiative will drive emissions reductions across the world’s largest ocean and lead to greener practices from supply chain participants along these vial trade routes,”

Mario Cordero, CEO of the Port of Long Beach, said in a statement. “The new and innovative vessel technologies, increased availability of sustainable fuels and better practices created

Cargo owner partners have set goals to contract with carriers to use zero lifecycle carbon emission shipping services, and in an effort to measure progress toward decarbonization.

“C40 is proud to support this first-of-its-kind green shipping corridor aimed at demonstrating that zerocarbon shipping at scale is feasible by 2030, and that less polluting ships and ports will also mean cleaner air, less noise and more jobs for local communities,” Mark Watts, executive director of C40, said in a statement.

“I will continue the same reporting and writing with fairness, accuracy and depth, and we reached an agreement to lift the restriction on access.”

Riley released a statement saying he had a “very candid and productive

conversation” with Evans.

“We agreed that we both could have handled the situation differently,” Riley said in the statement printed by the Orange County Register, an SCNG paper. “I appreciate Luca recognizing the policies we have in place to protect our student-athletes and acknowledging to adhere to those in the future. We welcome Luca back to practice and look forward to his continuing coverage of the Trojans.”

Evans’ access to the football program was suspended following a story published last week. According to the Register, the story included parts of a conversation two players had while preparing to talk with the media. USC officials contended that violated a policy that bars reporting on anything outside of media availabilities in the practice facility, the paper reported.

According to the Register, a USC official also raised concerns about Evans earlier in the season, noting that he asked a question after an official news conference had already ended, and spoke to players and coaches outside of designated media availabilities.

SCNG officials sent letters to Riley and other USC leaders in an effort to get the suspension lifted, calling it an overreaction.

According to the Register, when asked about Evans’ suspension earlier this week, Riley responded, “I don’t feel like we have too many rules, too many policies, but the ones we do have we take them serious because my first job is not to, even though it is part of my job, it’s not for the media, it’s not for the fans, it’s not anyone else, it’s protecting the players. That is first and foremost.”

Authorities reveal ‘Euphoria’ actor Angus Cloud’s cause of death

Angus Cloud, the rising actorwhogained fame by portraying drug dealer Fezco in HBO’s “Euphoria,” died from a lethal combination of fentanyl, cocaine, methamphetamine and benzodiazepine, the Alameda County Coroner’s office revealed Thursday.

Cloud died at the age of 25 at his family’s Oakland home on July 31. His family said he had been dealing with the death of his father, who was buried a week before his own death.

The family previously announced his death in a statement, saying, “It is with the heaviest heart that we had to say goodbye to an incredible human today. As an artist, a friend, a brother and a son, Angus was special to all of us in so many ways.

“Last week he buried

his father and intensely struggled with this loss. The only comfort we have is knowing Angus is now reunited with his dad, who was his best friend. Angus was open about his battle with mental health and we hope that his passing can be a reminder to others

that they are not alone and should not fight this on their own in silence.”

Cloud had been expected to reprise his role in the third season of “Euphoria.”

He also appeared in the films “North Hollywood” and “The Line,” along with several music videos.

UCSD gifted $1.6M to establish Wolfe Lupus Research Fund Consumer health advocates urge governor to sign bill package

UC San Diego received a $1.6 million gift from William J. Wolfe and his family to establish the Wolfe Lupus Research Fund at the school, officials said Thursday.

Dr. Kenneth Kalunian, a professor at UCSD School of Medicine and director of the UCSD Lupus Center, will hold the title of Wolfe Family Director.

“UC San Diego is home to one of only a handful of lupus centers around the country,” Kalunian said in a statement. “We are so grateful for this generous gift from Bill Wolfe and his family, which will further support the center’s excellence and allow us to expand our efforts in finding innovative treatments for lupus, caring for patients suffering from the devastating disease and continuing to build a network of researchers and patients who are working together to combat this condition.”

Lupus is an autoimmune disease that can affect a host of different body parts including skin, joints and a variety of organs.

According to a UCSD statement, Wolfe and his family are no strangers to the effects of lupus. His daughter, Jacqueline, has suffered from a particu-

larly challenging case of the condition, requiring multiple hospital stays.

“My daughter has tried over 50 different medications. She has spent weeks in the intensive care unit,” Wolfe said. “She is stable now, and it is in large part because Dr. Kalunian refused to give up. My hope is that this will provide support so that UC San Diego can provide that same excellent care for more lupus patients from around the country.”

In addition to providing discretionary funds to support lupus research, Wolfe’s gift will also provide funding for a full-time clinical patient services manager dedicated to responding to the needs of lupus patients and support the recruitment

of an early-career faculty clinician focused on lupus.

“Lupus is a complicated disease,” said Wolfe. “The immune system is one of the most complex systems that runs throughout the body. When you have an overactive immune system from lupus, it is unlike many other conditions for which doctors have a direct line of treatment. Health care advocates are urging Gov. Gavin Newsom to sign four bills aiming to lower medical bills, improve transparency, and make health care more accessible.

Assembly Bill 665 would allow minors over age 12 to use Medi-Cal benefits for treatment they consent to on their own, while still allowing providers to involve a parent or guardian when appropriate.

Angela M. Vázquez, policy director for The Children’s Partnership, said teens may avoid getting help if they have to give intimate details to their parents.

“Surveys show that making parental opt-in mandatory reduces the likelihood that teens will seek timely treatment, especially among LGBTQ+, and youth of color,” Vázquez reported.

The bill would also allow Medi-Cal to cover services even if the youth is not a danger to him or herself or the victim of child abuse or incest. Opponents say the bill interferes with parental rights.

A second bill would stop surprise bills from out-of-network ambulance companies, instead requiring patients to pay only the in-network cost-sharing amount.

Medical groups have called the bill an unnecessary layer of regulation. A fourth bill would extend Medi-Cal’s Comprehensive Perinatal Services Program from 60 days to 12 months postpartum. The program helps arrange housing and food assistance, job training, and breastfeeding support. Opponents cite budget concerns.

Former Lizzo employee alleges sexual, racial harassment in new court papers

Aformer Lizzo employee is accusing the singer of repeated sexual and racial harassment in new court papers filed Thursday, with much of the complaint targeting the singer’s wardrobe manager for her alleged “fatophobic” comments.

Asha Daniels’ still unofficial Los Angeles Superior Court suit names as defendants the entertainer, whose real name is Melissa Jefferson; her production company, Big Grrrl Big Touring Inc.; her wardrobe manager, Amanda Nomura; and her tour manager, Carlina Gugliotta.

Daniels designed the wardrobe for the dancers who would be on Lizzo’s 2023 tour. The plaintiff’s other causes of action include disability discrimination, illegal retaliatory termination and assault.

She seeks unspecified compensatory and punitive damages.

The legal action comes a month after Lizzo was sued by three former dancers who say they were weightshamed and forced to endure illegal sexual, religious and racial harassment and disability discrimination.

Responding to the dancers’ lawsuit, Lizzo denied the plaintiffs’ allegations and said there is “nothing I take more seriously than the respect we deserve as women in the world.”

Attorney Ronald L. Zambrano, who represents all of the plaintiffs in both cases, said more than two dozen former Lizzo employees have similarly complained about alleged abuse and harassment and

could be future plaintiffs.

“ This is not going away,” said Zambrano said. “Lizzo is the boss so the buck stops with her. She has created a sexualized and racially charged environment on her tours that her management staff sees as condoning such behavior and so it continues unchecked. Lizzo certainly knows what’s going on but chooses not to put an end to this disgusting and illegal conduct and participates herself.”

Daniels, who like Lizzo is Black, looked forward to working with the performer and her team because of the values the singer shows in public, but the opposite turned out to be true, the plaintiff’s court papers state.

But throughout her employment with Lizzo, Daniels heard racist and

“fatphobic” comments from Nomura, who mocked both Lizzo and the singer’s background dancers on multiple occasions, the plaintiff’s court papers state.

Nomura would imitate the dancers and Lizzo by doing an offensive stereotypical impression of a Black woman, according to Daniels’ court papers, which further state that Nomura referred to Black women on the tour as “dumb,” “useless” and “fat.”

Daniels complained often to Nomura who rebuffed the plaintiff, Daniels’ court papers state.

Daniels and other crew members also received threats of physical harm from Nomura, according to Daniels’ court papers, which further state that

Notice of Public Hearing for Zoning Code Amendments to the Accessory Dwelling Unit Regulations

PROJECT DESCRIPTION: The Planning and Community Development Department is bringing forward a Zoning Code Amendment to amend the City’s existing Accessory Dwelling Unit ordinance (Section 17.50.275 of the Zoning Code and other applicable sections). The proposed amendment consists of changes to the existing development standards applicable to newly constructed or converted accessory dwelling units. The purpose of the proposed Zoning Code text amendment is to ensure consistency with recently adopted State regulations and to facilitate the production of accessory dwelling units.

PROJECT LOCATION: All properties in zones where single-family and multiple-family uses are permitted.

ENVIRONMENTAL DETERMINATION: The Planning Commission will be asked to find that the proposed amendment to the Zoning Code is exempt from the California Environmental Quality Act (CEQA) under California Public Resources Code Section 21080.17 in that the proposed Zoning Code text amendment further implements the provisions of Section 65852.2 of the California Government Code.

APPROVALS NEEDED: The Planning Commission will conduct a public hearing and consider recommendations on the proposed Zoning Code Amendment and CEQA determination. The Planning Commission recommendation will be forwarded to the City Council. The City Council will make a final decision at a separately noticed public hearing.

DOD awards USC $26.9M for development of domestic microelectronics

USC has received $26.9 million from the U.S. Department of Defense to establish technologies aimed at reducing the country’s reliance on foreign microelectronics and safeguarding the nation from supply chain risks, it was announced Wednesday.

The “innovation hub” at USC will focus on microelectronic development in areas such as electromagnetic warfare, secure computing “at the tactical edge” and the internet of things, artificial intelligence hardware, 5G and 6G wireless and quantum technology, Deputy Defense Secretary Kathleen Hicks said during a briefing Wednesday.

USC will develop one

of eight Microelectronic Commons regional innovation hubs under the CHIPS Act -- which is designed to bring semiconductor manufacturing back to the United States -- that was passed by Congress and signed into law by President Joe Biden last year.

Sen. Dianne Feinstein congratulated USC for receiving the award.

“These innovation hubs will develop cutting-edge technologies in artificial intelligence, cybersecurity, hardware for national defense and more,” she said in a statement. “These hubs will create good-paying jobs and be a boon for the tech industry in both Northern and Southern

California.”

Stanford University and UC Berkeley also received Microelectronic Commons

awards from the DoD.

“While America is a world leader in the innovative research and design

of microelectronics, we’ve lagged in the ability to prototype, manufacture and produce them at scale,” Hicks said.

The United States is responsible for only about 12% of microelectronics production globally, with most production now in Asia, according to the DoD.

The U.S. also lacks much of the capacity to confirm the viability and marketability of new microelectronics technologies in ways that might convince American industry to invest in them, the department said.

Friday the opening of its LAX Budget Parking, a new parking facility set to further enhance the options for guests using the airport.

LAX officials report a nearly 16% increase in yearover-year passenger traffic, and to meet the need of travelers, the airport is offering parking solutions.

LAX Budget Parking expands on the LAX Economy Parking Facility and features contactless entry/exit, shuttle bus tracking and real-time changes to reservations,

according to a statement from Los Angeles World Airports.

Prices for the LAX Budget Parking range from $15 to $20 per day with more discounts available. Guests can use an online booking system at parking.flyLAX.com, and reserve their space ahead of time.

“Reinventing Lot E to bring LAX travelers a convenient and affordable option with LAX Budget Parking has been an exciting project for us — especially following the success we saw with the smart parking initiatives,” Justice Erbacci, CEO of LAWA, said in

the statement.

“With LAX Budget Parking, the airport continues to spearhead solutions for parking facilities to meet travel demands, provide budget-conscious options and set standards across the aviation industry with help from our partners at ABM industries.”

According to LAWA, the parking facility, located at 5455 W. 111th Street between Aviation Boulevard and La Cienega Boulevard at the former location of Parking Lot E, offers 2,600 spaces and brings the total space count of

LAX Official Airport Parking across its three locations — Economy Parking, Van Nuys FlyAway and Central Terminal Area — to more than 15,000 spaces.

Shuttle buses run approximately every 20 to 30 minutes and take guests between LAX Budget Parking and the Central Terminal Area.

The opening of LAX Budget Parking is another component of a multibillion-dollar LAX capital improvement program to complete and open to the public. The program includes the airport’s forthcoming Automated People Mover train system and Consolidated Rent-A-Car facility, among other initiatives.

Korean Air donates $25M to California Science Center for Space Center project

Korean Air donated $25 million to the California Science Center Foundation for use in the construction of the Samuel Oschin Air and Space Center, the future home of the space shuttle Endeavour in Exposition Park.

With the gift, the Aviation Gallery in the new center will be named the Korean Air Aviation Gallery, according to the Science Center. The donation also puts the Science Center closer to its $400 million fundraising goal for the Oschin Center, with nearly $350 million now collected.

“We are deeply grateful to our colleagues at Korean Air for their tremendous

generosity and partnership in creating a world-class science learning experience that will not only benefit the children and youth of our shared Los Angeles community but will inspire visitors from across the globe,” Jeffrey Rudolph, president and CEO of the California Science Center, said in a statement. “Korean Air’s $25 million gift commitment is unparalleled among our corporate funders, and we are honored that the Samuel Oschin Air and Space Center will bear the Korean Air Aviation Gallery name in recognition of this meaningful investment in the California Science Center’s educational mission to stimulate

curiosity and inspire science learning in everyone.”

When completed, the 200,000-square-foot Samuel Oschin Air and Space Center will include three galleries -- aviation, space and shuttle. The Endeavour will be the main attraction at the center, with the shuttle displayed in upright launch position, complete with a massive external fuel tank and dual rocket boosters.

It will be the only shuttle display of its type in the world.

The Korean Air Aviation Gallery will include a collection of about 20 aircraft, some displayed on the ground and others suspended in the air. Among

the aircraft on display will be a replica of the Wright Brothers’ 1902 Glider; a Harrier T4 jump-jet; a historic F-100 Super Saber; and the forward 50 feet of a Korean Air-operated Boeing 747 commercial airliner fuselage.

Hate crimes in Orange County increase sharply in 2022

Hate crimes took a big jump in Orange County in 2022 compared to the prior year, with a surge of racist activity seen in county schools, according to an annual report released Thursday by the OC Human Relations Commission.

“There’s been a big increase in reports from schools,” Alison Edwards, CEO of the commission, which has rebranded as Groundswell, told City News Service.

“We can say anecdotally it is in line from what we’ve heard from schools,” Edwards said. “They have shared concerns, including racial slurs on campus, so we do see that reflected in the report.”

Edwards said a study last year showed that “the polarizing and vitriolic speech of adults is impacting young people and they’re mimick-

ing it, and that translates to school campuses.”

The report found a 67% increase in hate crimes in 2022 over the previous year, while hate incidents — which fall short of a crime — dropped by a slight 4%. Over the past five years, there was a 75% increase in hate crimes and 142% increase in hate incidents, according to the report.

“We continue to see Black and Jewish communities targeted, but given the national rhetoric around the LGBQT community we’re not surprised to see a 126% increase (from 2021-2022) that targets that community,” Edwards said. “It’s important to note that the county continues to support tracking this information. We really hope the leaders across our community will continue to speak out against hate and support these communities who are increasingly targeted

here and elsewhere.”

The report noted a 178% increase in bigotry in schools compared to 2021.

Of the hate crimes reported in the county in 2021, 53% targeted a victim based on race, ethnicity and national origin. In 32% of the cases, the motivation was religion, and in 15% of cases it was sexual orientation.

Of the race-based hate crimes, 52% of the victims were Black, indigenous or a person of color, according to the report. In 43% of the cases, antisemitism motivated the attack, and 34% of the time it was anti-Christian. In 19% of the cases it was antiLatino.

The top reported crimes included graffiti or vandalism, 41%, physical assault, 19%, and threats 17%.

The vast majority of the hate crimes offenders are men at 85%, which breaks

down to 73 men and 13 women.

In 64 of the reports in which the age of the attacker was known the age range was 26 to 40. In 97 of he reports in which the race was known, the attacker was white 46% of the time and Latino in 36% of the cases.

According to the report, the number of hate crimes jumped from 97 in 2021 to 162 last year, a 67% increase. Race-related crimes increased 78%, religiousbased attacks increased 193%, sexual-orientation offenses increased 24%, anti-Black assaults soared up 138%, and anti-Latino attacks doubled.

Hate incidents in which a crime was not committed decreased from 301 in 2021 to 288 last year, a 4% decrease, but the incidents on school campuses jumped from 41 to 103, a 151% increase.

reported that 37 hate crime cases were referred for prosecution and charges were filed in 16.

“Nineteen of the cases were rejected for hate crimes and either non- hate crime charges were filed or the case was rejected entirely due to insufficient evidence to prove a crime occurred beyond a reasonable doubt,” District Attorney Todd Spitzer said in the report. “Two others were being reviewed at the time of this report’s publishing deadline.”

Lawsuit seeking housing for homeless LA veterans moves forward

Alawsuit brought by a group of veterans againsttheU.S. DepartmentofVeterans Affairs, challenging land lease agreements and seeking permanent housing for thousands of homeless veterans on and around the VA’s West Los Angeles campus may be heading to trial, according to court documents obtained Thursday.

The 14 plaintiffs allege the VA has failed in its duty to provide housing and health care to veterans with disabilities, leaving nearly 3,500 veterans sleeping nightly on the streets of Los Angeles, according to the November 2022 complaint.

In a tentative ruling this week, U.S. District Judge David O. Carter denied motions to dismiss portions of the class-action lawsuit dealing with leases for a private school’s athletic facilities and a parking lot

for the general public at the West Los Angeles campus.

Such land uses “are not designed to ‘principally benefit veterans and their families,’ even if veterans marginally benefit from these agreements,” Carter wrote.

A message to the VA for comment was not immediately answered.

When the suit was filed, Press Secretary Terrence Hayes told City News Service that ending veteran homelessness in Los Angeles and elsewhere is a priority for the department.

“Veteran homelessness in L.A. has decreased by 6% since 2020, and VA has provided more than 950 permanent housing placements to L.A. veterans during this calendar year,” he said in November.

“VA has also made available more than 130 new units of veteran housing in the

Los Angeles community this year, with 700 more expected in 2023,” Hayes continued.

“While we cannot comment on ongoing litigation, we at VA promise that we will not rest until every veteran has a good, safe, stable home in this country they fought to

defend.”

The plaintiffs say they suffer serious disabilities such as PTSD and traumatic brain injury. They seek to secure coordinated housing and health care services, including permanent supportive housing, for

all unhoused veterans with disabilities in the region.

Without such housing, “veterans with serious disabilities cannot access desperately needed mental and physical treatment services to which they are entitled,” according to the complaint lodged in L.A. federal court.

“The worst part of war should not be coming home,” said Shad Meshad, founder and president of the National Veterans Foundation, among plaintiffs in the case.

“Each week our outreach team goes out to homeless encampments, working the meanest streets of Los Angeles, where we find large communities with vets embedded in them,” he said. “We see our brothers and sisters living in squalid conditions worse than I saw in Vietnam. You cannot ever come home if you are

homeless. How is it that our city is the homeless veterans capital of the United States? I hope my government will choose to join, not resist, the warriors in arms in their last and most important fight of all — the struggle to survive and thrive.”

The suit, filed by Los Angeles-based law firms Public Counsel, the Inner City Law Center and others, also seeks a court order prohibiting the VA from using its 388-acre West Los Angeles property for any venture that does not primarily benefit veterans.

A 2011 lawsuit also addressed the land-use issue. Although the VA committed to construct 1,200 units of new permanent supportive housing — 770 of which should have been completed by now -virtually no such housing has been built as of 2022, according to Public Counsel.
