Thousands of California children losing Medi-Cal each month; most still eligible

The standoff between Hollywood studios and striking writers was intensifying Wednesday, one day after a meeting between union negotiators and studio heads failed to result in any movement toward a labor contract, and the union accusing studios of attempting to sow discontent among writers.

According to a message sent late Tuesday to Writers Guild of America members by the union's negotiating team, union leaders met with representatives of the Alliance of Motion Picture and Television Producers and executives including Disney CEO Bob Iger, Warner Bros./ Discovery CEO David Zaslav, Universal Chairwoman Donna Langley and Netflix CEO Ted Sarandos.

Union officials said they attended the meeting "in hopes that the companies were serious about getting the industry back to work," but they were instead "met with a lecture about how good their single and only counteroffer was."

"But this wasn't a meeting to make a deal. This was a meeting to get us to cave, which is why, not 20 minutes after we left the meeting, the AMPTP released its summary of their proposals," according to the WGA message to members. "This was the companies' plan from the beginning — not to bargain, but to jam us. It is their only strategy — to bet that we will turn on each other."

Over the coming year about 2.3 million Californians, a million of them children, are expected to lose Medi-Cal, which is health insurance coverage for low-income families - as the state redetermines all enrollees' eligibility after the pandemic.

In June alone, 225,000 people were disenrolled from the program, including 64,000 kids. An estimated 89% still qualify financially.

Joan Alker - a research professor at the McCourt School of Public Policy, and the executive director of the Center for Children and Families at Georgetown University - explained that many families either moved and haven't received the

renewal letters, or they're having trouble with the paperwork.

"It's very complicated, understanding some of these notices that families are getting," said Alker. "Families try to call the call center and they can't get through. And unfortunately, often, the burden is falling on families to really try to push through this process."

Confusion is rampant because the system does not issue receipts that prove that documents have been received or notify people that their packets are being processed.

Help is available on the state Department of Health Care Services' websitekeepmedi-calcoverage.

org - and on the Children's Partnership website, AllInforHealth.org.

About 15 million Californians, including 5.7 million children, are enrolled in Medi-Cal. Kristen Golden Testa, director of Health Policy with the Children's Partnership, said families need to be proactive.

"One: Make sure your county has your up-todate contact information," said Testa. "Two: Be on the lookout in the mail for a yellow envelope, which is saying you need to renew and here's what you need to fill out. And send it back in."

Liza Davis, director of community engagement and advocacy at the Children's Partnership, noted

that Medi-Cal eligibility also determines a variety of benefits for kids at school.

"It's really greater than just losing your Medi-Cal and then having to renew and, you know, having to delay an appointment," said Davis. "No, it's pretty consequential because there's a ripple effect and there are so many things that are connected to your Medi-Cal enrollment."

AMPTP officials released a statement to the Los Angeles Times, Variety and other select outlets Tuesday professing to be focused on resolving the strike and touting the benefits of the alliance's counter-offer to union proposals.

"The offer recognizes the foundational role writers play in the industry and underscores the companies' commitment to ending the strike," according to the statement from AMPTP, which bargains on behalf of the major studios and streamers.

According to the AMPTP, the studios' offer includes the largest pay bump for the WGA in 35 years, with an increase of 5% in the first year, along with bumps of 4% and 3.5% in the following two years.

The WGA had sought a 6% increase to minimums and residual bases in the first year, followed by 5% increases in the second and third years, according to the Times.

The studio offer also includes increased authority for showrunners to determine staffing in the writing room, along with extensive protections for writers against the use of artificial intelligence and increases in residuals for streaming programs. The studios have also agreed to provide details on streaming viewership numbers. The WGA has been pushing to tie compensation to those viewership numbers.

Why doctors spend millions on fees that could be spent on providing care

Imagine if each time your wages were deposited in your bank account, your employer deducted a fee of 1.5% to 5% to provide the money electronically. That, increasingly, is what health insurers are imposing on doctors. Many insurers, after whittling down physicians’ reimbursements, now take an additional cut if the doctor prefers — as almost all do — to receive funds electronically rather than via a paper check.

Such fees have become routine in American health care in recent years, according to an investigation by ProPublica published on Monday, and some medical clinics say they’ll seek to pass those costs on to patients. Almost 60% of medical practices said they were compelled to pay fees for electronic payment at least some of the time, according to a 2021 survey. With more than $2 trillion a year of medical claims paid electronically, these fees likely add up to billions of dollars that could be spent on care but instead are going to insurers and middlemen.

Congress had intended the opposite to happen.

When lawmakers passed the Affordable Care Act in 2010, they encouraged the use of electronic payments in health care. Direct deposits are faster and easier to process than checks, requiring less labor for doctors and insurers alike. “The idea was to lower costs,” said Robert Tennant of the Workgroup for Electronic Data Interchange, an industry group that advises the federal government.

When the Centers for Medicare & Medicaid Services created rules for electronic payments in 2012, the agency predicted that shifting from paper to electronic billing would save $3 billion to $4.5 billion over 10 years.

That’s not how it played out. CMS quickly began

hearing complaints from doctors about fees. An industry of middlemen had begun sprouting up, processing payments for insurers and skimming fees off the top. Sometimes they shared a portion of the fees with insurers, too. The middlemen companies say they offer value in return for their fees and insist that it’s easy to opt out of their services, but doctors say otherwise.

CMS responded to the complaints in August 2017 by publishing a notice on its website reminding the health care industry that electronic payments were not a profit-making opportunity. The agency cited a long-standing rule that prohibited charging fees. (Technically, the government banned “fees or costs in excess of the fees or costs for normal telecommunications,” such as the cost of sending an email.) The rule had been on the books since 2000, but the insurers and their middlemen weren’t abiding by it.

Within six months of that pronouncement, however, CMS suddenly removed the fee notice from its website. The decision baffled doctors such as Alex Shteynshlyuger, a New York urologist who has made it his mission to battle the fees. Shteynshlyuger began filing voluminous public records requests with CMS to obtain documents showing why the agency reversed course. The records that he eventually obtained, which he shared with ProPublica, provided a rare nearly day-by-day glimpse of how one industry lobbyist got CMS to back down.

The lobbyist, Matthew Albright, used to work at the CMS division that implemented the electronic payment rule. In fact, he was its chief author. He had since moved on to Zelis, a company that handles electronic payments for over 700

insurers and other “payers.” Internal CMS emails show that Albright protested the notice prohibiting fees and demanded that CMS revise the document. Over the ensuing months, as ProPublica outlined, Albright used an artful combination of cajoling, argument and legal threat. He claimed the rule against fees applied only to direct transactions between insurers and doctors, but electronic payments involved middlemen such as Zelis, so the prohibition didn’t apply. CMS ultimately dropped its ban on fees.

The move benefited Zelis and other payment processors. The losers were doctors, who say they’re often not given an option to get paid electronically without agreeing to a fee.

In March, for example, when Shteynshlyuger called Zelis to enroll in electronic payments from one insurer, a Zelis rep quoted him a fee

of 2.5% for each payment.

When he complained, the call got transferred to another rep who said, “The lowest we can go is 2.1%.”

Zelis said in a statement that it “removes many of the obstacles that keep providers from efficiently initiating, receiving, and benefitting from electronic payments. We believe in provider choice and actively support their ability to move between payment methods based upon differing needs

and preferences.” Zelis did not respond to detailed questions about Albright’s interactions with CMS or make him available to discuss that topic. CMS said that it “receives feedback from a wide range of stakeholders on an ongoing basis” to understand “where guidance and clarification of existing policy may be needed.”

As for Shteynshlyuger, he’s still on a quest to help doctors avoid electronic

payment fees. Meanwhile, his inability to persuade the insurance middlemen often leads him to a step that is the antithesis of efficiency: Whenever he’s asked to pay a fee for an electronic payment, he requests a paper check instead.

A 37-year-old Glendale man who was arrested just last week for allegedly peeping into a home was arrested again Thursday on suspicion of failing to register as a sex offender. According to the Glendale Police Department, Calese Crowder was arrested Friday on suspicion of peeping into a residence in Glendale while a family, including children, were at home. Police said Crowder pleaded no contest to a peeping charge on Monday and was sentenced to 60 days in jail and ordered to enter a sex rehabilitation program, however, Crowder was quickly released from custody.

Irwindale

Duarte man killed in Irwindale crash

A motorcyclist killed in a collision with a 2014 Honda Civic in Irwindale was publicly identified Sunday.

Antonio Macias was a 25-year-old Duarte resident, according to the medical examiner's office. Irwindale police officers were called at 7:10 p.m. Friday to Morada Street and Arrow Highway, said Sgt. Diego Cornejo. They learned the Civic was turning left from Moraga onto Arrow Highway and the black 2021 Honda Rebel motorcycle was westbound on Arrow Highway when the two collided at the intersection, Cornejo said. A witness called 911 and Los Angeles County Fire Department paramedics arrived at the scene, but the motorcyclist now identified as Macias was pronounced dead at the scene.

2 men arrested in residential burglary in Burbank

Police arrested two men Thursday for an alleged residential burglary while the occupants were in their Burbank home. Detectives arrested 31-year-old Los Angeles resident Juan Nunez Ramirez and 32-year-old Palmdale resident Felipe Leiva Solis on Thursday, according to the Burbank Police Department. Both suspects were booked on suspicion of felony robbery and burglary and were each being held on $150,000 bail. Officers responded to the 2600 block of North Parish Place around 10:25 a.m. Thursday to a report regarding a residential burglary, where occupants were inside the home during the alleged heist, police said.

3 men injured during fight in Long Beach

Three men were injured during a fight in Long Beach early Sunday morning, including at least two who were stabbed, authorities said. Officers dispatched to the 100 block of Pine Avenue at about 12:20 a.m. located two men with non-lifethreatening stab wounds to the lower body and a man with non-life-threatening injuries to the lower body, the Long Beach Police Department reported. Paramedics took all three to a hospital. Police said a verbal altercation escalated into a fight.

Orange County OC deputies wound suspect in stabbing death of females in Lake Forest

Orange County sheriff's deputies wounded a man suspected of stabbing two people at a Lake Forest apartment complex, including one victim, who died. The deputies were dispatched at 12:18 p.m. to an apartment complex in the 21000 block of Osterman Road to investigate a female suffering from stab wounds outside her apartment, according to an Orange County Sheriff's Department statement. Deputies were directed to an apartment, where they confronted a man in his 20s and shot him at 12:32 p.m., sheriff's officials said. The deputies located a female victim inside the apartment suffering from several stab wounds, who was pronounced dead at the scene, sheriff's officials said.

After fleeing Anaheim police, motorcyclist crashes, later dies

A 36-year-old motorcyclist who fled from police and later crashed died at a hospital in Anaheim, authorities said Saturday. The drama began around 11:15 p.m. Thursday when Clinton Agapinan was spotted by Anaheim police near Haster Street and Katella Avenue, according to Anaheim police Sgt. Jon McClintock. The officers did not pursue, but a short time later discovered that Agapinan had crashed while apparently speeding near Katella Avenue and Stadium Crossing, McClintock said. While giving Agapinan first aid officers, discovered he had a weapon which they confiscated, he said. Agapinan allegedly became combative and police placed handcuffs on him to control him.

Authorities investigate shooting of 16-yearold in Coachella

A 16-year-old boy was fatally shot in Coachella last night, and investigators Monday were looking for whoever was responsible. Deputies from the Thermal sheriff's station responded about 9:10 p.m. Sunday to a report of a deceased male in the 53500 block of Cesar Chavez Street, according to Sgt. Ben Ramirez of the Riverside County Sheriff's Department. Ramirez said deputies found the teen, who was pronounced dead at the scene, with gunshot wounds. Deputies then secured the area as a crime scene. The teen's name will not be released, according to Ramirez. No other information was released as the investigation remained ongoing."

A man and a woman were in custody last Thursday in connection with a shooting in July on the northbound Antelope Valley (14) Freeway in Palmdale that left two women wounded. The crime, involving the suspects' motorcycle and the victims' car, occurred on the afternoon of July 8, according to the California Highway Patrol.

On Wednesday, investigators arrested Eric Bourland, 41, and Christy Bocanegra, 45, both of Hesperia, in San Bernardino County, the CHP reported. Bourland was arrested in the city of Apple Valley and Bocanegra was arrested in the city of San Bernardino. The pair were booked on suspicion of attempted murder, with bail set at $1.15 million for Bourland and $1 million for Bocanegra, the CHP reported.

Four people were arrested Saturday for driving while intoxicated and 19 were taken into custody for operating a vehicle without a license or with a suspended or revoked license in Riverside during a DUI/driver's license operation. The checkpoint was held from 8 p.m. Friday until 2 a.m. Saturday at Van Buren Avenue, south of Garfield Street, said Sgt. James Elliott of the Riverside Police Department. Elliott said 1,031 vehicles were screened during the checkpoint operation.

Authorities chase Mercedes across 210 Freeway into Ontario

A dangerous high-speed chase that began in the Sylmar area Tuesday ended with the arrest of three residential burglary suspects in San Bernardino County. According to the Los Angeles Police Department, the pursuit was initiated at Polk Street and Fenton Avenue at about 5:55 p.m. A black Mercedes led LAPD officers on a pursuit on eastbound Interstate 210, sometimes driving erratically and reaching speeds of over 70 mph. The California Highway Patrol took over the pursuit in the Ontario area. At one point officers attempted to end the pursuit by deploying a spike strip on eastbound I-210, but were unsuccessful.

At 12:17 a.m., a caller in the 800 block of West Chestnut reported a vehicle collision. Officers arrived and an investigation revealed the driver who caused the traffic collision fled on foot. It was determined the driver was wanted by Arcadia PD for domestic battery. The suspect was located in a steep embankment, hiding. He was arrested and taken into custody by Arcadia PD.

At 12 p.m., an officer was patrolling the 1600 block of South Primrose when she stopped a subject. The subject was found to be in possession of fentanyl. He was arrested, issued a citation, and released at the scene.

At 2:58 p.m., the victim's wallet was stolen from her purse in the 700 block of East Huntington while she was shopping in a store. Her credit cards were later used at a store in Duarte. This investigation is continuing.

At 3:35 p.m., officers responded to a robbery in the 600 block of Diamond. The suspect approached the victim with a gun and demanded money. After receiving the money, the suspect fled in a vehicle with other occupants. This investigation is continuing.

At 3:41 p.m., a robbery was reported in the 800 block of West Colorado. The suspect demanded money while showing he was in possession of a handgun. He fled in a vehicle with occupants. This investigation is continuing.

At 7:09 p.m., a caller in a restaurant in the 600 block of West Huntington reported a disturbed subject in a restroom. Officers contacted the suspect who was on probation for Homicide and in possession of drug paraphernalia. He was arrested and taken into custody.

At 10:31 p.m., an officer was conducting an extra patrol in the 600 block of West Huntington. She contacted a subject loitering in the area after hours. She initiated a consensual encounter and a computer check revealed he had a warrant for his arrest. He was arrested, cited, and released at the scene.

At 11:06 p.m., while patrolling the 1300 block of South Mayflower an officer noticed a suspicious suspect near a closed business. The officer stopped to contact the subject, the subject fled and was located a short distance away. A search of the subject revealed he/she was in possession of drug paraphernalia. The subject was arrested and taken into custody.

August 11

At 12:53 a.m., an officer patrolling the area of Magnolia and Evergreen conducted a traffic stop on a bicyclist for a vehicle code violation. A consent search of the suspect revealed he was in possession of drug paraphernalia. An investigation revealed the suspect had a warrant for his arrest. The suspect was arrested and taken into custody.

At 2:18 a.m., while patrolling the 100 block of California an officer conducted a traffic stop on a bicyclist for a vehicle code violation. A search of the suspect revealed he was in possession of drug paraphernalia and burglary tools. The suspect was arrested and taken into custody.

At 4:51 a.m., a caller in the 700 block of West Huntington reported a suspicious person in the area. Officers arrived and located the subject. A computer search of the subject revealed he had a warrant for his arrest. He was arrested and taken into custody.

At 11:32 a.m., an officer was patrolling the 900 block of West Duarte when she observed a traffic violation. A traffic stop was conducted. A computer check of the subject revealed he had a warrant for his arrest. He was arrested and taken into custody.

At 10:55 p.m., officers responded to a battery report in the 100 block of West Foothill. The reporting party advised a female juvenile was punched multiple times by another female juvenile. MFD Paramedics evaluated the victim for injuries and she was later released to her guardian. This investigation is continuing.

August 12

At 12:13 a.m., an officer observed a vehicle commit a traffic violation in the

800 block of South Myrtle and conducted a traffic stop. The driver displayed objective signs and symptoms of intoxication. An investigation revealed the driver was driving under the influence. The driver was arrested and transported to the MPD jail to be held for a sobering period.

At 1:12 a.m., while patrolling the area of Myrtle and Colorado an officer observed a male subject lying between a sidewalk and a gutter. The subject was determined to be too intoxicated to care for himself. He was arrested and taken into custody and held for a sobering period.

At 12:11 p.m., a caller in the 700 block of East Huntington reported that a male subject slapped a female subject in the face. Officers arrived and the subject was gone. This investigation is continuing.

At 10:25 p.m., a resident in the 200 block of North Terrace reported their entry gate was damaged and not opening. Officers responded and discovered the gate had been damaged by a vehicle intentionally ramming into it and forcing it open. This investigation is continuing.

August 14

At 5:32 a.m., a passerby saw the front window of a business in the 600 block of South Myrtle shattered. Officers searched the inside of the business and nothing appeared to be tampered with. This investigation is continuing.

At 10:23 a.m., a caller in the 900 block of West Huntington reported that someone hit his parked vehicle. This investigation is continuing.

At 3:43 p.m., a resident in the 3300 block of South Peck reported that they were notified by the DMV that a vehicle they purchased came back as stolen. This investigation is continuing.

At 11:19 p.m., officers responded to the 100 block of West Duarte regarding a customer causing a disturbance. The suspect fled in a vehicle before officers arrived. Employees said the suspect became upset and started yelling at employees and walked outside. He attempted to get back inside by shaking the locked doors, which caused one of the glass doors to

break. The suspect threatened to return and kill employees. This investigation is continuing.

August 15

At 7:27 a.m., a caller in the 200 block of South Violet reported a female subject lying on the floor of her home. The female had been drinking. She told officers she wanted to harm herself. She was taken to a local hospital for a mental evaluation.

At 7:54 a.m., officers responded to the 800 block of East Huntington regarding a male subject stating he was depressed. Officers determined he was a danger to himself and was taken to a local hospital for a mental evaluation.

At 12:07 p.m., a reporting party in the 3300 block of South Peck stated that while he was parked outside of a business, another vehicle collided with him and that vehicle fled the scene. This investigation is continuing.

At 12:50 p.m., officers responded to the 100 block of West Palm regarding a male subject chasing another subject. It was determined that a mutual battery occurred. This investigation is continuing.

At 12:43 p.m., a caller in the 100 block of South Myrtle reported a male subject claimed he was on drugs and was having issues. Officers contacted the subject and determined he was under the influence of a controlled substance. He was arrested and transported to the MPD jail to be held for a sobering period.

At 2:58 p.m., a resident in the 100 block of Lincoln reported that someone gained access to their business account and purchased items. This investigation is continuing.

At 5:44 p.m., an employee from a business in the 600 block of West Foothill called to report that a vehicle they had reported stolen was being tracked via GPS to a nearby location. Officers arrived and located the vehicle with a subject inside. A felony traffic stop was initiated. The suspect was refusing to comply and eventually, he agreed to surrender. He was arrested and taken into custody.

At 7:39 p.m., a victim in the 1100 block of East Hunting-

ton called and said he reported his vehicle stolen to Alhambra PD, but he was able to track his vehicle to a nearby location. Officers responded and located the unoccupied vehicle in a parking lot. This investigation is continuing.

At 8:23 p.m., a resident in the 200 block of West Palm called to report that her vehicle’s window was smashed. This investigation is continuing.

Arcadia

August 13

At 11:38 a.m., an officer responded to a residence in the 300 block of West Lemon Avenue regarding the investigation of suspicious circumstances. A witness reported a suspicious person not known to the area was knocking on a neighbor’s door. The suspect fled and no burglary occurred, but the officer determined the description and circumstances matched a residential burglary that occurred early in the 500 block of West Palm Drive. The investigation is ongoing.

At 9:59 p.m., an officer responded to a residence in the 400 block of West Lemon Avenue regarding a burglary investigation. The victim stated upon returning from a short trip, they discovered their home had been burglarized and their safe containing two firearms had been stolen. The suspects entered by smashing a rear sliding glass door.

August 14

At 1:49 p.m., an officer responded to the area of 100 E. Las Flores Avenue regarding the investigation of an attempted robbery. The officer discovered three suspects, working in concert, attempted to steal gardening equipment from the victim’s utility trailer and when they failed, they attempted to rob the victim of his car keys. An area search was conducted, and the suspects were located. A 19-year-old male from El Monte, a 27-yearold male from Pasadena, and a 26-year-old male from Altadena were arrested and transported to the Arcadia City Jail for booking. The arrestees were also found to be in possession of burglary tools and two of the three arrestees had outstanding warrants.

August 15

At 10:48 a.m., an officer responded to the 800 block of South Baldwin Avenue regarding an aggravated assault investigation. The victim was checking on his vacant property for trespassers when he encountered three of them. One of them confronted the victim and assaulted him with a large metal pipe. The victim was transported to Huntington Memorial Hospital for treatment. The suspect is described as a Black male, approximately 6-feet tall, with dark hair and facial hair.

At 10:48 a.m., an officer responded to the 5600 block of Peck Road regarding a recovered vehicle investigation. The officer discovered a burned stolen vehicle had been abandoned to the rear of the location. A records check revealed the vehicle had been stolen out of Los Angeles.

August 16

At 9:27 p.m., an officer responded to the 1300 block of South Golden West Avenue regarding the investigation of a stolen vehicle. The victim stated the suspect, her ex-boyfriend, stole her car keys and then stole her vehicle. The vehicle and suspect were found near the 99 Ranch Market parking lot. The 37-year-old male from San Gabriel was arrested and transported to the Arcadia City Jail for booking.

At 11:42 p.m., an officer responded to the 1200 block of North Baldwin Avenue regarding a residential burglary investigation. The officer discovered the residence had been burglarized and the suspect(s) fled with identifiable information, cash, and watches. The crime occurred sometime between Aug. 13 and Aug. 16.

August 18

At 1:16 a.m., an officer responded to REI, located at 214 N. Santa Anita Ave., regarding a commercial burglary investigation. Surveillance footage captured three suspects attempting to enter the business by throwing rocks at the front glass window, kicking open the front door, and forcing the side door. They were unable to enter the building and fled. No loss was incurred. They were described as males wearing hooded sweatshirts and face coverings.

Powerful earthquake shakes Southland amid tropical storm

On a day the region was already coping with a major tropical storm, a powerful earthquake centered in Ventura County shook most of Southern California Sunday.

The temblor, initially given a magnitude of 5.0 but later upgraded to 5.1, struck at 2:41 p.m. about 4 miles southeast of Ojai, according to the U.S. Geological Survey. It was quickly followed by a series of aftershocks, the largest of them measuring a magnitude of 3.8.

There were no immediate reports of injuries or damage attributed to the quake, but it was widely felt across the region, with shaking felt across Los Angeles County's South Bay and into Riverside County. The Ventura County Sheriff's Department wrote on X, formerly Twitter, that

there are "no immediate reports of damage at this time," but the agency warned there would likely be additional aftershocks.

The Los Angeles Fire Department went into "earthquake mode" after the shaker, with crews dispatched to conduct inspections of all

major infrastructure, such as bridges, apartment buildings, power lines and places where large numbers of people typically gather.

Southland earthquake expert Lucy Jones wrote on X that the shaker appeared to have been preceded to a series of foreshocks that

began Saturday morning. She said the area will likely continue to experience aftershocks, with a 5% chance of one that will be larger than the initial 5.1-magnitude quake.

"There is no correlation between the earthquake and the tropical storm," she wrote. "Just a coincidence that is a good reminder that disaster resilience is a multihazard endeavor."

The quake occurred on a day the remnants of Hurricane Hilary, which weakened into a tropical storm before it made landfall, was bringing heavy rain across Southern California and had first-responders already on high alert.

The National Weather Service said there was no threat of a tsunami due to the quake.

If you are reading this, you survived Hurricane Tropical Storm Hilary. It was touch and go for a bit. Water and toilet paper flew off our market shelves à la the pandemic. It was an ugly time in our town, as the community was torn down the center: tropical storm or rain? It was a split decision. Some parents wanted to take their kids to school. Why not? It’s only rain. Other parents deemed it safer to stay home. Why would they risk their child’s safety in the eye of a tropical storm? And an earthquake and a possible tornado.

Once Pasadena and LAUSD closed their school districts for the day, the debate only escalated. Why doesn’t Monrovia care about its students and staff? What do Pasadena and LAUSD know that we, in Monrovia, do not? Then the questions went sideways.

Aren’t we LAUSD? No. We live in Los Angeles County, not the city.

My favorite debate was “Can we drink the rainwater.” The answers were, again, split down the middle. I will admit, I am team “Drink the Rainwater.” I mean, I’m not going to collect it from under a tree or my rain gutters or from a bucket under my roof to catch the run-off. People should drink the water they are comfortable drinking. Would I use a rain barrel to collect my water? Maybe a freshly scrubbed one. But, no, those are under the gutters and used for watering and mosquito breeding. Your water is only as clean as the container you capture it with.

What is the main ingredient in rainwater? Water. What are the ingredients of tap water? Water, Chorine, Fluoride, PFAS (humanmade chemicals also

known as “forever chemicals”). “PFAS” is short for per- and poly-fluoroalkyl substances. This class of more than 12,000 chemicals is found in products like food packaging and carpets to repel water, grease and stains. They’re also in firefighting foam used on military bases and commercial airports. Yum! Right? What are some of the more common ingredients in bottled water? H2O, fluoride, sodium, arsenic, lead and chlorine. How refreshing!

Do you want to keep your kids home during the rain? Go for it. They’re yours. Do you want to buy all the water and toilet paper on the shelves during the rain? Don’t be a d*ck. We all need supplies.

This was a false alarm. God, the universe, a higher spirit, or whatever you want to call “IT” wanted to see if you were ready. Ready for

what, you ask? Anything.

The big one, a disaster, an emergency. Y’all were ready to argue. But were you ready for an emergency? Did your family members have an evacuation plan? Where will you meet if you cannot get home? You obviously were not stocked up on water and toilet paper, but what about canned goods, first aid essentials, batteries, wood, matches, etc.? It was a lovely day of rain. My doors and windows were wide open, and it was glorious. My lawn and garden got an unexpected drink that will hopefully last until our next rainy season. We all survived, by the grace of (insert your grace-giver here). USC hires University of Washington AD to lead athletics program

University of Washingtonathletics directorJennifer Cohen was named Monday the next head of athletics at USC, making her the first woman to lead the Trojan athletic programs.

"Jen has more than three decades of experience in athletics and has built a reputation as a seasoned, engaged, and steadfast leader who takes a student-centered approach in building and running a winning athletics program," USC President Carol Folt wrote in a message to the USC community announcing the hire. "She is regarded as a fierce competitor who wants to win in every sport, the right way. These are also the qualities our coaches, student-athletes, staff, and faculty told me they wanted to see in our next director of athletics."

Cohen has led the athletics program at UW since 2016. She recently oversaw the university's decision — mirroring one by USC — to leave the Pac-12 Conference in favor of the Big Ten Conference in 2024. UCLA and the University of Oregon are also making the same move.

At the time of her hiring, Cohen was one of few women to hold an athletics director post at a Power 5 school.

Cohen will replace Mike Bohn, who served as USC's athletics director since 2019 but resigned unexpectedly in May, with some reports indicating there was an internal investigation into his behavior while leading the athletics program.

Cohen’s first official day at USC was Tuesday.

At an introductory news conference on the USC campus Monday, Cohen said the job is a return home for her. She was born and raised in Arcadia.

"Both of my parents grew up in the LA area, so I always had a just strong admiration for USC, for the legendary teams, the

legendary letter winners, the Trojan spirit, and just the big space that USC takes up in this LA sports culture," she said. "So this is extra special for me and very meaningful to come back to my original roots to lead a storied and iconic athletic program at one of the most prestigious universities in the world."

Cohen thanked Folt and other USC leaders for entrusting her with the position.

"Leading USC athletics is not just an opportunity of a lifetime, it is a responsibility of a lifetime," she said. "I will lead with integrity and with character and with heart, and I will lead with passion in a way that will be embarrassing sometimes on the sidelines. So, everybody, I'm preparing you for that. I get a little fired up during games and all competition."

In her message announcing Cohen's hiring Monday, Folt said, "Over the past four years, we have made major investments in our athletics enterprise that have fueled a successful transformation of the program; Jen couldn't be joining us at a better time.

USC is at the forefront of this transformational period in intercollegiate athletics.

"As we commenced our search for our next director of athletics, we knew we needed to identify a leader who could not only steer our athletics department through this rapidly changing environment, but also help build upon the momentum we've laid as we prepare for our move to the Big Ten Conference next year. We recognized we must hire a leader who would uphold our traditions of ensuring USC studentathletes have the resources they need to succeed on and off the field, and showcase the most student-centric athletics program in the country. I am confident that she will be that visionary leader for all of USC's 21 sports teams, as well as an integral member of my leadership team and the Trojan community."

Cohen is USC's 10th athletic director. Prior to her 25 years at the University of Washington, she worked in athletics administration at Pacific Lutheran University, the University of Puget Sound and Texas Tech University.

Ex-OC law school dean Eastman surrenders in Georgia over fraud indictment

dean John Eastman surrendered to authorities in Fulton County, Georgia, Tuesday in response to his election-fraud indictment along with former President Donald Trump and 17 other defendants.

Eastman was booked and released on $100,000 bond. An arraignment date has not yet been set for Eastman in connection with the indictment, which accuses the defendants of illegally plotting to overturn the results of the 2020 presidential election.

Speaking to reporters outside court, Eastman remained defiant, saying he fully expects to be vindicated. Asked if he still believes the 2020 election was "stolen" from Trump, he flatly replied, "Absolutely, no question."

Eastman's attorney, Charles Burnham, said in a statement last week that Georgia prosecutors were attempting to criminalize "lawful political speech."

"It goes hand-in-glove with the recent effort to criminalize lawful political speech and legal advice, in stark violation of constitutional rights to freedom of speech, right to petition the government for redress of grievances, and the right to

counsel," he said.

"Lawyers everywhere should be sleepless over this latest stunt to criminalize their advocacy. This is a legal cluster-bomb that leaves unexploded (ordnance) for lawyers to navigate in perpetuity. Dr. Eastman will challenge this indictment in any and all forums available to him."

Eastman, who is charged with nine criminal counts, is accused of participating in an alleged scheme to have an alternate slate of electors from Georgia, favorable to Trump, represent the state in the Electoral College after Joe Biden won the state, which was key to his victory.

Eastman is charged with violation of the Georgia Racketeer Influenced and Corrupt Organizations Act, solicitation of violation of oath by

public officer, conspiracy to commit impersonating a public officer, conspiracy to commit forgery in the first degree, conspiracy to commit false statements and writings, conspiracy to commit filing false documents, conspiracy to commit forgery in the first degree, conspiracy to commit false statements and writings, and filing false documents.

He is also facing disciplinary charges and possible disbarment from the California State Bar, meaning he would no longer be able to practice law in the state. His disciplinary hearing had been scheduled to resume Tuesday, but the proceedings were put on hold while Eastman traveled to Georgia to surrender on the criminal indictment.

The State Bar hearing is set to resume Thursday.

Counterfeit Apple products from Hong Kong seized by CBP in LA, Ontario

Fake Apple watches and wireless headphones potentially valued at nearly $400,000 were seized recently in shipments from Hong Kong at the Los Angeles/Long Beach Seaport complex and at Ontario International Airport, authorities said Tuesday.

The counterfeit items were "concealed in generic packaging," according to Jaime Ruiz of U.S. Customs and Border Protection.

The items included 220 "wrist wearable devices" and 1,200 pairs of wireless headphones, Ruiz said.

"If genuine, the seized products would have had an estimated manufacturer's suggested retail price of $396,812," Ruiz said.

The illicit products, arriving in six individual shipments via air cargo, were seized in a one-week period in mid-July.

Anyone with information about suspected fraud or illegal trade activity was urged to call 800-BE-ALERT.

The recent escalation of conflict in Ukraine has triggered an immediate call Monday from the U.S. Embassy in Minsk, Belarus, for all U.S. citizens to evacuate the country promptly.

This recommendation followed the recent closure of two border crossings between Belarus and Lithuania at Tverecius-Vidzy and Sumskas-Losha, as reported by the embassy and The Hill newspaper.

Belarus has played a facilitating role in Russia's invasion of Ukraine, a move that draws Minsk in direct opposition with the West. The U.S. embassy’s statement made it unequivocally clear: "Do not travel to Belarus due to Belarusian authorities’ continued facilitation of Russia’s unprovoked attack on Ukraine, the buildup of Russian military forces in Belarus, the arbitrary enforcement of local laws, the potential of civil unrest, the risk of detention, and the Embassy’s limited ability to assist U.S. citizens residing in or traveling to Belarus."

The Lithuanian government had shuttered two border points at TvereciusVidzy and Sumskas-Losha on Aug. 18, leaving open four more at Lavoriskes-Kotlova, Medininkai-Kamenny, Raigardas-Privalka and SalcininkaiBeniakoni. The governments of Lithuania, Latvia and

Poland have indicated potential further closures of border crossings with Belarus.

The State Department assigns four travel advisory levels — from 1, which advises normal precautions, to 4, suggesting not to travel. Belarus is classified under the highest risk category. The State Department also called upon Americans to establish emergency plans independent of U.S. government assistance in light of the ongoing conflict.

The escalation and perceived threat escalated further after the relocation to Belarus of the Wagner Group, a Russian paramilitary organization headed by a former ally of President Vladimir Putin, following a failed coup. The organization's presence was likely a factor behind Lithuania's decision to shut two border crossings with Belarus.

The Lithuanian move comes amid increased border security by neighbors Lithuania, Latvia and Poland. The neighbors' anxiety is driven

by the Wagner mercenary force's presence in Belarus where Alexander Lukashenko, Belarus' autocratic leader, has been assisting Putin's war in Ukraine.

Under the blanket of a swath of U.S. sanctions for serious allegations of human rights abuses and political repression against a defiant Belarusian populace, Lukashenko’s acceptance of Wagner forces in a Putin-facilitated deal quelling the mercenary group’s rebellion against the Kremlin has sparked widespread concern among NATO-member nations along its border.

The Lithuanian border closures added complexity to travel dynamics, leaving the remaining routes as the only viable ways for American citizens in Belarus to exit the country. With neighboring Poland and Latvia also bulking up troops at their respective borders with Belarus, tensions are running predictably high.

Judge refuses to delay Sept. 7 sentencing for actor Danny Masterson

Ajudge rejected a defense bid Monday to delay next month's sentencing for "That '70s Show" actor Danny Masterson, who was convicted of raping two women at his Hollywood Hills home roughly two decades ago.

One of Masterson's attorneys, Shawn Holley, told Superior Court Judge Charlaine F. Olmedo that the defense wanted additional time to prepare a motion for a new trial for the actor, who is facing a maximum sentence of 30 years to life in state prison.

Masterson, 47, was taken into custody after the jury's verdict May 31, and was not in court for the hearing.

"I understand that the victims want to get this over with," Holley told the judge, suggesting that the judge hear from them on the scheduled Sept. 7 sentencing date and then push the sentencing back.

Deputy District Attorney Reinhold Mueller countered that the prosecution objected to any additional delays in the sentencing, noting that it had already been postponed once and that the victims have the right to "have a conclusion to this case in a reasonable time."

The judge said she did not find good cause to postpone the sentencing, but said she

would allow the defense until Sept. 5 so Masterson's attorneys have more time to prepare their motion for a new trial.

The jury was the second to hear the case against Masterson, who was charged in 2020 with three counts of rape by force or fear involving the three women on separate occasions.

During the first trial last year, jurors leaned in favor of acquittal on all three counts — voting 10-2 on one count, 8-4 on another and 7-5 on the third — but they were unable to reach a unanimous decision, leading to a mistrial being declared on Nov. 30.

Jurors in Masterson's retrial convicted the actor of the two rapes and deadlocked on a rape charge involving a third alleged victim — a former longtime girlfriend of Masterson.

Prosecutors announced in July that they would not retry the charge involving the third alleged victim, and that charge was dismissed July 11.

At Monday's hearing, the judge rejected a defense motion that requested that the dismissal be with prejudice that would have barred prosecutors from being able to potentially refile that charge in the future. But Olmedo said the defense can raise the issue again if the

charge is refiled in the future.

The judge is expected to hear victim impact statements from the two women whom Masterson was convicted of raping, along with the third alleged victim in the dismissed count. Olmedo turned down the prosecution's request last month to allow three other women, including two who had testified about alleged uncharged crimes, to speak at Masterson's sentencing.

In his closing argument of the retrial, the prosecutor told the jury, "This defendant drugged and raped each one of these victims. ... It is time to hold Mr. Masterson accountable for what he has done."

Defense attorney Philip Kent Cohen urged jurors during his closing argument to acquit his client, questioning the credibility of the women.

In his rebuttal argument, Mueller said the three women were — like Masterson — members of the Church of Scientology, and told jurors that the church retaliated against them.

"What happened after they were drugged — they were raped by this man over here," the prosecutor said, pointing across the courtroom at Masterson. "You have an opportunity to show there is justice. It does exist."

But Cohen questioned why the panel had heard "so much about Scientology," asking jurors if there could be problems with the government's case against Masterson.

Masterson's lawyer said he was not alleging that there was some "grand conspiracy" against his client, but told jurors the alleged victims had spoken with each other despite an LAPD detective's admonition and that their accounts have been tweaked throughout the years.

He said there was no forensic evidence to support the prosecution's contention that the alleged victims' drinks had been drugged by Masterson.

Outside the jury's presence, the judge rejected Cohen's requests for either a mistrial, another chance to argue before the jury or a special jury instruction as a result of the prosecution's repeated references to the women allegedly being drugged.

The Church of Scientology issued a statement criticizing the prosecution's characterizations of the church's actions.

"The church has no policy prohibiting or discouraging members from reporting criminal conduct of anyone, Scientologists or not, to law enforcement," accord-

ing to the statement. "Quite the opposite, church policy explicitly demands Scientologists abide by all laws of the land. All allegations to the contrary are totally false."

A civil suit filed in August 2019 against Masterson and the Church of Scientology by the three women involved in the criminal case and one woman who was not a member of the church alleges they were stalked and harassed after reporting sexual assault allegations against the actor to Los Angeles police.

Regarding the lawsuit, the Church of Scientology issued a statement saying,

"The church denies the allegations of harassment as obvious, cynical and self-serving fictions, and the church knows it will be vindicated."

In December 2017, Netflix announced that Masterson had been fired from the Emmy-winning scripted comedy "The Ranch" amid sexual assault allegations. The actor said then he was "very disappointed," and added that "it seems as if you are presumed guilty the moment you are accused." He also "denied the outrageous allegations" and said he looked forward to "clearing my name once and for all."

California Community Foundation names next president-CEO

Miguel A. Santana, who currently serves as president and chief executive of the Weingart Foundation, will assume the same role at the California Community Foundation, it was announced Tuesday.

Santana, 54, is scheduled to take over the position Oct. 16, following the departure of CCF's longtime president and CEO, Antonia Hernández, the foundation said.

CCF is a nonprofit that provides funding for organi-

zations throughout Southern California.

In announcing the appointment, CCF board Chairman Thomas A. Saenz said Santana's "unmatched and lengthy leadership track record of successfully confronting myriad challenges in our dynamic region demonstrate that he will increase the positive impact of CCF on the Los Angeles that he has loved and served throughout his life."

CCF said Santana was selected because of his proven commitment to advocacy, housing, immigration, charitable giving and civic engagement, among other areas, as well as his extensive leadership experience in philanthropy and the public sector.

As the city's administrative officer, Santana oversaw Los Angeles' $9 billion budget and designed the

city's first comprehensive homeless strategy, resulting in a $1.2 billion voterapproved housing bond and a doubling of the general fund investment on programs to end homelessness, according to CCF.

Santana was appointed president and CEO of the Weingart Foundation in 2021. Prior to joining Weingart — a private grantmaking foundation that partners with communities across the region to advance racial justice — he served

as president and CEO of the Fairplex, a nonprofit community benefit organization based in Pomona.

Hernández announced in March that she was stepping down from CCF after nearly

two decades of leading the foundation.

CCF stewards $2.3 billion in assets and manages more than 1,900 charitable foundations, funds and legacies, the foundation said.

Apair of sea lions who were among thousands of marine mammals sickened by a toxic algae bloom off the coast of Southern California triumphantly returned to the ocean Wednesday after being treated by experts at a care center in San Pedro.

The pair, dubbed Sophie and Gracie, were released early Wednesday morning on the beach in San Pedro. Once their cages were opened, the duo ran side-by-side as quickly as they could to the shoreline and dove into the surf, immediately frolicking in the water and enjoying the return to their home.

They were nursed back to health by officials at the Marine Mammal Care Center, the San Pedro facility that treated hundreds of sea mammals that were sickened by the widespread toxic bloom. During the height of the bloom over the summer, sea lions, dolphins and other animals were found on Southland beaches struggling to survive.

The bloom spanned an area from Orange to San Luis Obispo counties, producing domoic acid, which is a neurotoxin that can easily fell the sea life swimming in it. The sickened mammals were left disoriented, lethargic and struggling to move. It also tended to make the animals more aggressive due to their disorientation, creating a risk to anyone who approached them.

County officials said the toxin damages the brains of marine mammals, leaving them dazed and lethargic on beaches, often leading to

death. Sea lions are particularly susceptible due to their foraging habits, which involve devouring the shellfish that eat the deadly algae. With treatment, the sea lions can recover within 72 hours, but some retain brain damage, resulting in memory loss, depending on how much tainted seafood the animal has devoured.

Marine Mammal Care Center employees and volunteers worked to gather the sickened animals and bring them in for treatment. Many died, but others were nursed back to health.

The release of the two sea lions Wednesday morning sparked cheers from onlookers who gathered to watch.

"I started crying as well, too," one witness told Fox11 on the sand after the sea lions made their way back into the water. "I'm a surfer so we see them when they start getting sick in the ocean. And I was volunteering and I could see them seizing and sort of struggling to get out of the ocean, and it was really heartbreaking. To see them gallivant out into the ocean ... it was just sort of -- (brought) a big smile to my face."

Los Angeles County Supervisor Janice Hahn, who represents the San Pedro area, was also on hand for the release.

"And I think days like today is an opportunity to highlight how important our ecosystem is and how important it is to keep our oceans clean and sustainable for all life — our life and all the life of the creatures who call the ocean their home," she told Channel 11.

Date of Bid Opening: Notice is hereby given that sealed bids for the “St. Albans Storm Drain Rehabilitation Project” will be received at the office of the City Clerk of the City of San Gabriel, 425 South Mission Drive, San Gabriel, CA 91776, California, until 3:00 p.m. on Tuesday, August 29, 2023. Building A would be located north of the Rubio Wash, fronting East Live Oak Street. Building B would be located south of the Rubio Wash fronting Pine Street. Building C would be south of the Rubio Wash fronting South San Gabriel Boulevard. Building A would be a six-story building with 206 residential units, amenity spaces, two retail spaces, two restaurant spaces, and vehicle parking within two subterranean levels, the ground floor, and the second floor. Design-Build Services for the Design and Construction of the City of El Monte’s Renewable Natural Gas Station - 2023

Notice is hereby given that the City of El Monte (“City”) is soliciting Statements of Qualifications (SOQs) seeking firms for the Design and Construction of a Renewable Natural Gas (RNG) Fueling Station (the “Project”) according to the content and format requirements set forth in this Request for Qualifications (RFQ). Only California licensed and registered design professionals will be allowed to perform the completed design work and only A- or B-licensed contractors will be allowed to perm the construction work. This project will be subject to California and Federal prevailing wage requirements. The City operates its own local transit services. The City seeks to construct a Renewable Natural Gas (RNG) Station for its transit bus fleet and make the Station available to other Compressed Natural Gas (CNG) fleets. El Monte Transit Services currently provides transportation to residents and local transit passengers to worksites, transit transfer points, local schools, recreation facilities and major shopping areas. The City is also serviced by Foothill Transit, Norwalk Transit and Los Angeles Metro. Under PCC 22161(f) (1) and (3), cities and municipal transportation operators are local agencies authorized to engage in the procurement process for certain design-build projects.

This RFQ is also the first step in a two-step procurement process in accordance with Public Contract Code (PCC) 22160 et seq., which governs the design-build process for local agencies. Using a PreQualification Questionnaire, this RFQ invites firms to submit SOQs describing in detail the capabilities and experience of their key personnel and subconsultants, and their technical, managerial, and financial qualifications to design, permit, construct, warranty, and commission the Project.

The two-step procurement process detailed under PCC 22164 requires the preparation and issuance of an RFQ in order to prequalify or short-list the design-build entities whose bids are evaluated for final selection through a Request for Proposals. A design-builder or a design-build entity is defined under PCC 22161(d) as “a corporation, limited liability company, partnership, joint venture, or other legal entity that is able to provide appropriately licensed contracting, architectural, and engineering services as needed pursuant to a design-build contract.” Accordingly, as part of this statutory process, only those design-build entities who participate in and are short-listed by the RFQ will be allowed to bid through the City’s RFP on the RNG Fueling Station.

Pasadena woman slain in apparent domestic-related shooting ACLU, Gente Organizada challenge Pomona citation over building banners

Awoman was shot and killed in Pasadena Monday in what police said was an apparent incident of domestic violence and a parolee suspected of killing her was arrested.

Pasadena Police Department officers responded to the 200 block of South Raymond Avenue, near Del Mar Boulevard, at 10:02 a.m. regarding a shots fired call, according to Lt. Monica Cuellar, the department's press information officer.

Officers located Jamila Elysse Moss, 34, of Pasadena, down on the exterior portion of an apartment complex. Moss was unresponsive and pronounced dead at the scene, Cuellar said.

Officers quickly identified an apartment unit within the complex connected to the victim, established a containment around the complex and determined the domestic violence shooting suspect was barricaded inside the

apartment unit, Cuellar said.

SWAT teams, as well as crisis negotiators, from both the Pasadena and Glendale police departments, responded to the shooting scene, Cuellar said.

After several hours, which included moments of negotiating, Guary Lonnie Shuford III, of Los Angeles, surrendered to SWAT officers without incident, Cuellar said.

Shuford, 32, is on parole for robbery, police said.

As a precaution, Metro A (Blue) Line rail service was

interrupted between the Fillmore and Memorial Park stations, and buses were routed away from the area.

Anyone with information regarding the shooting was urged to call the Pasadena Police Department at 626-744-4241. Tipsters who prefer to remain anonymous can call Crime Stoppers at 800-222-8477.

The homicide was the second of the year in Pasadena, Cuellar told City News Service. There were seven homicides in Pasadena in 2022, Cuellar said.

Gente Organizada and the ACLU Foundation of Southern California took legal action against Pomona Tuesday after the community group was ordered to remove three banners with political messages hung outside its building, including one that urges defunding the Pomona Police Department.

"Gente Organizada brings this petition to challenge the city of Pomona's clear and gross violation of the most fundamental of constitutional rights, the right to free speech," the Los Angeles Superior Court petition states.

Gente Organizada and the ACLU want a judge to find the applicable zoning ordinance section unconstitutional and to set aside a hearing officer's upholding of a citation against the organization.

An attorney for the city did not immediately reply to a request for comment made after regular business hours.

Gente Organizada is a community-led nonprofit organization based in Pomona that bills itself as organizing to build intergenerational power and wellness for youth and immigrant families. The group owns and operates a youth center in the 600 block of West Holt Avenue.

Gente Organizada received a city citation in March stating that the banners had to either be removed or the organization had to obtain approval from the Planning Department for a temporary banner permit, and that action had to be taken by March 21, the petition states.

A section of the Pomona City Code referenced in the citation instructed that banners shall only be permitted for advertising a grand opening, change of business or ownership and for nationally recognized holidays, provided that the proper requirements are met, the petition states.

A month later the city sent a citation to the home address of a Gente Organizada co-founder, according to the petition. The co-founder ultimately paid $172 and the city granted the organiza-

tion's administrative hearing request, the petition states.

However, in upholding the citation the hearing officer concluded that the city's ordinance was not a content-based restriction on speech, is constitutional and that the city may enforce it, the petition states.

According to the petition, the permit requirements in the city's municipal code apply to business-related signs or signs of a commercial nature, but the hung images for which Gente Organizada was cited do not convey a business-related message and the organization is not a traditional seller of goods or services.

In addition, the code is unclear and vague, making it impossible to determine whether certain signs or banners are exempt from permitting requirements, require a permit or are altogether impermissible, the petition states.

"In short, the city's actions constitute a clear violation of fundamental constitutional rights," according to the petition.

9th bus from Texas with migrants arrives in Los Angeles

Another bus from Texascarrying migrants arrived at Union Station in downtown Los Angeles Monday, the ninth such arrival since June 14, Mayor Karen Bass announced.

The bus departed from Brownsville, Texas, on Sunday as city officials warned Angelenos to brace for the peak impact of Tropical Storm Hilary and arrived around 6:45 p.m. Monday, Bass said.

"It is evil to endanger the lives of vulnerable migrants by sending a bus with families and toddlers on board to a city that at the time was under an unprecedented tropical storm warning," Bass said. "As

I stood with state and local leaders warning Angelenos to stay safe and brace themselves for the worst of the coming storm, the governor of Texas sent families and toddlers straight for us on a path through extreme weather conditions.

"If anybody understands the danger of hurricanes and thunderstorms, it's the governor of Texas who has to deal with this threat on an annual basis. This is a despicable act beyond politics."

Texas Gov. Greg Abbott has been orchestrating the buses from Brownsville to California, saying Texas' border region is "overwhelmed" by immigrants crossing the Mexican border.

"Texas' small border towns remain overwhelmed and overrun by the thousands of people illegally crossing into Texas from Mexico because of President Biden's refusal to secure the border," Abbott said in a statement after the first bus arrived in Los Angeles in June.

"Los Angeles is a major city that migrants seek to go to, particularly now that its city leaders approved its self-declared sanctuary city status. Our border communities are on the front lines of President Biden's border crisis, and Texas will continue providing this much-needed relief until he steps up to do his job and secure the border."

When a bus with migrants arrives, various city and county departments and a coalition of nonprofit organizations, in addition to faith partners, execute a plan set in place earlier this year.

The Coalition for Humane Immigrant Rights Los Angeles, a member of the coalition, issued a statement on social media Monday declaring, "In LA we welcome people, not send them into harm's way! Proud to be in a city that see the dignity and humanity of every person regardless of their immigration status."

The number of migrants on the bus was not announced.

Man charged with death of 19-year-old woman abducted in Whittier

A20-year-old man pleaded not guilty Wednesday to murder and other charges stemming from the kidnapping and death of a young woman who was attacked at Penn Park in Whittier and whose body was found a day later in Riverside County.

Gabriel Sean Esparza of Whittier was arrested Monday afternoon at his workplace in

Lakewood, the Whittier Police Department said Tuesday. He is suspected in the death of Andrea Vazquez, 19, whose remains were found late Monday night in Moreno Valley.

Esparza was ordered to remain jailed without bail pending his next court appearance Oct. 25, when a date will be set for a hearing to determine if there is enough

evidence for him to stand trial.

Whittier police said they recovered a weapon believed to have been used in the crime, and Esparza's vehicle, a 2013 White Toyota Tacoma truck, was also impounded.

According to police, the shooting occurred early Sunday morning, shortly after midnight, at the parking stalls area of Penn Park at 13950 Penn St.

"An adult male witness reported that while at the park with an adult female companion, an armed suspect approached their vehicle and fired a weapon in their direction," police said in a statement.

"The male witness ran from the location and upon his return, discovered blood near his vehicle and his female companion was missing,"

police said.

On Monday, police sought the public's help to find Vazquez. On Tuesday afternoon, police announced the arrest.

"Throughout the investigation, an ongoing search for Andrea Vazquez took place in large open land areas of Moreno Valley," police said.

"At 11:50 p.m. on Aug. 21, 2023, detectives located the

body of Andrea Vasquez in a vegetation field off Alessandro Boulevard and Merwin Street in Moreno Valley," police added. "At this time, it appears that Andrea Vazquez and her male companion were randomly targeted by the suspect at Penn Park."

LAUSD sues teacher accused of sexually abusing student

Having been sued by an adult woman who alleges she was sexually abused by her high school English teacher, the Los Angeles Unified School District has now brought its own legal action against the same teacher.

A woman identified only as Jane Doe was 29 years old when she brought her suit in Los Angeles Superior Court in April 2021 against the district and her former teacher, Barry Smolin, who was married and had children. Doe's attorneys dropped Smolin as a defendant in July and trial of her case against the LAUSD is

scheduled for Sept. 12.

On Friday the LAUSD sued Smolin, asking that any fault found by a jury be split fairly between the district and Smolin.

"It is necessary that the proportionate degree of fault of (Smolin) be determined and pro-rated," the district lawyers state in the Los Angeles Superior Court complaint. "(The LAUSD) should be entitled to equitable contribution from (Smolin) in an amount consistent with its proportionate degree of fault."

A representative for Smolin could not be immediately reached for comment.

According to Doe's suit, Smolin began grooming her as a freshman at Hamilton High School during the 2006-07 school year, in part by giving her a copy of a CD of music he made.

During Doe's sophomore year, Smolin allegedly told Doe that he adored her and that hugs between the two were "mandatory." The alleged grooming continued during Doe's junior year and the sexual abuse began when she was a senior in the 2009-10 school year, her suit states.

"In fact, on one occasion while Smolin was sexually abusing plaintiff, another

teacher walked in and Smolin literally threw plaintiff off of him and onto the seat next to him," Doe's suit states.

Smolin also provided Doe with alcohol as a way in order to entice her to continue having an inappropriate relationship with him and he also have her drugs, including marijuana and salvia, her suit alleges.

Smolin additionally gave Doe $300 to buy LSD, telling her she could sell it for a profit, according to her suit, which further states she has suffered humiliation and emotional distress due to the alleged abuses.

The Los Angeles City Council approved a four-year contract with the union representing Los Angeles Police Department officers, detectives and lieutenants Wednesday, with a series of bonuses and pay raises intended to address issues of retention and recruitment.

The council voted 12-3 to approve the deal, which also includes increased health care benefits and patrol incentives. Mayor Karen Bass and members of the Los Angeles Police Protective League approved the deal earlier this month.

It needed support from the council before it could be finalized.

"Our police department, just like other major city police departments, is enduring a hiring and retention crisis," Bass said in a statement following the vote. "Around the same time that we struck a tentative agreement, the LAPD sworn force dipped below 9,000 for the first time since 2002. I want to thank the leaders of the City Council for supporting this action and I look forward to working together to ensure that Angelenos are safe."

According to Bass' office, the LAPD is expected to lose hundreds more officers in the coming year due to retirements and resignations. Since 2017, the LAPD has lost more than 430 officers in their first year and a half of duty. A significant amount of officers

Matt Szabo, city administrative officer, confirmed that the cumulative cost of the contract will be $994 million.

Under the contract, starting pay for a new recruit will begin at $86,193, a 12.6% increase from the current starting salary of $74,020. Additionally, the deal will also provide four raises of 3% over the four years.

Retention bonuses combined with scheduled pay increases will increase officers' overall wages by 6% raise in year one, a 4% raise in year two, a 5% raise in year three and a 5% raise in year four.

New officers from the Police Academy who remain with the LAPD for at least three years will earn $15,000 in bonuses, while officers who transfer to the department from other agencies and stay for at least three years will earn $20,000 in bonuses.

By 2027, starting salary for new recruits will hit $94,000.

Council members Nithya Raman, Eunisses Hernandez and Hugo Soto- Martinez, who voted against the contract, called the deal "irresponsible."

Hernandez said the deal came at a time when several city unions are still in contract negotiations, and said the city already allocates a quarter of its general fund to the LAPD.

"Our budget is a zero sum game. When we allocate so much of our city dollars to just one department we starve all of our other departments

from the money, personnel and resources that they need to serve Angelenos," she said.

Raman said the recruitment and retention issues are part of a national trend.

"The vision we need to be working toward ... is that when someone shows up when you call for help, it's the right person for whatever issue you're facing," Raman said. "I fear this contract with its enormous fiscal impact on the city makes us less capable of doing that."

But Councilwoman Traci Park called the contract "necessary" to address recruitment and retention of officers.

"This contract demonstrates a commitment to our police officers," Park said. "That's long overdue, and it sends a message that Los Angeles takes public safety seriously. We're not just going to put up with crime, and it means that we actually care about the men and women who work hard everyday to keep us safe."

Recognizing that the contract is " a lot of money," Councilman Bob Blumenfield, who chairs the budget committee, shared Park's sentiments and added there are "smart things" in the contract.

The issue prompted a long and loud public comment session in the Council Chamber, with many Angelenos opposing the contract while a few speakers urged the council to increase the salaries of officers.

Melina Abdullah, the leader of the Los Angeles Chapter of Black Lives Matter, said it was "shameful" that many of the council members planned to vote for the contract.

"(It) will cost the city a billion dollars to start and cement in hundreds of millions of dollars of new spending on police who do not keep our community safe," Abdullah said.

She previously argued that the department's issues with recruitment stem from the perception of the public. According to Abdullah, people see "racial bias, misogyny within your own department, alcohol abuse, careless and harmful handling of equipment, especially guns, and not being truthful."

"These are things that affect people's perception of what LAPD is, and it does affect the ability to recruit. Young people don't want to be violence workers," she said.

Prior to the full council vote, the three-member Personnel, Audits and Hiring

Committee supported the deal in a 2-1 vote. Soto-Martinez, who sits on the committee, was the lone "no" vote.

Soto-Martinez expressed his frustration with the amount of bonuses officers would receive under the contract and how much it would cost the city and taxpayers. The councilman also noted the contract did not include sunset clauses for some of the bonuses.

Noting that 22 departments have higher vacancy rates than the LAPD, including sanitation, street services, youth development and work development, Soto-Martinez asked Szabo whether the contract would require cutting or limiting spending in other departments.

Szabo said the budget is one spending plan approved by the mayor and council, a plan that is evaluated and can be reassessed to spend "more in certain areas based on the priorities of the body."

"Sometimes cuts will be made and then you'll have the opportunity to decide how we make those cuts," he

added. "We have to make cuts if revenue does not come in as projected."

LAPD Chief Michel Moore said during Tuesday's Police Commission meeting that the department's personnel strength stands at 9,011 officers, while its civilian force stands at 2,621.

Moore said recruitment issues has affected the department's ability to meet challenges with crime, such as a spike in organized retail theft, property crimes and assaults with deadly weapons.

He acknowledged that having 1,000 fewer officers has limited the department's response to calls for service and affected public engagement.

"It is critically important that (Wednesday) before the City Council is a multi-year contract proposal for our rankand-file and it is my hope that it enjoys the council's support because I believe it is a significant step that will help us attract both new recruits as well as retain a very professional workforce," Moore said.

In its message to WGA members, union negotiators said that during Tuesday's meeting, they "explained all the ways in which their

counter's limitations and loopholes and omissions failed to sufficiently protect writers from the existential threats that caused us to strike in the first place. We told them that a strike has a price, and that price is an answer to all — and not just some — of the problems they have created in the business."

Union officials said they plan to release more details Wednesday about the studio's offer and a "more detailed description of the state of the negotiations."

The WGA went on strike May 2. They were joined on the picket lines by SAGAFTRA actors last month, effectively shutting down all production.

The studios have generally said they want the WGA and SAG-AFTRA to agree to similar terms already approved by the Directors Guild of America, which includes a roughly 12.5% salary increase and an estimated 21% jump in streaming residuals, along with assurances that artificial intelligence will

not supplant the duties of human beings.
