Stilleto Boy wins Santa Anita Handicap for first Grade 1 victory

Stilleto Boy finished a neck ahead of Proxy to win Saturday's 86th running of the $500,000 Santa Anita Handicap, his first victory in a Grade 1 race on his ninth try. Stilleto Boy broke sharply from the No. 4 post and was a close fourth at the rail in the run to the far turn. Stilleto Boy was third entering the stretch, about two lengths behind favorite Defunded and a half-length behind Hopper, took the lead and held off a late charge from Proxy for the victory.

"I just wanted to let him run out front, but they shut me off and we had to settle back," Hall of Fame jockey Kent Desormeaux said after his third victory in Santa Anita's signature race for older horses. He also won on Best Pal in 1992 and Milwaukee Brew in 2002.
"He wasn't enjoying himself getting hit by dirt, so we moved out and he kept going. At the three and a half, I asked him for his best, but there was nowhere to go. Then at the two and a half, I asked him again and he made the drive. I was yelling at him and pushing him and he gave me everything. I didn't know until two jumps prior to the wire that we were going to get there."
In observance of Women's History Month, San Gabriel Valley Habitat for Humanity will launch the annual Women Build event on Friday and Saturday in Altadena, the organization announced.
Women Build provides opportunities to participate in homebuilding activities throughout March. Volunteers learn new skills, trade inspiration and help construct stronger, safer communities, according to SGV Habitat.
“The Women Build is an SGV Habitat tradition that honors the efforts being done to break down the barriers to homeownership that many women have faced,” SGV Habitat CEO Bryan Wong said in a statement. “We are proud to be expanding this event throughout the month of March this year, allowing even more volunteers to participate as we celebrate this movement that is empowering women and inspiring change.”
Women Build started in 1991 and has sought to bring "women and their allies together to raise funds, recruit their friends and build homes side-by-side with those in need of affordable housing," according to SGV Habitat. "Given these tools, women can create real change in their communities. To date, the Women Build event has helped house families in Glendale, Pasadena, Monterey Park, Baldwin Park, Monrovia, and throughout the San Gabriel Valley through volunteering, donations, and advocacy."
This year's Women Build event also commemorates the first SGV Habitat house being built in Altadena, according to an SGV Habitat statement. Last year over 100 volunteers helped build a couple of three-bedroom, two-bathroom homes in Pasadena that are now home to two families.
"The goal of Women Build is to celebrate women’s achievements, raise awareness against bias, and take action for equality while providing opportunities for hands-on learning," according to SGV Habitat. "While Women Build focuses on the inclusion of women in the work of building homes, the event does not exclude volunteers of any gender or gender identity."
Groups and individual volunteers can sign up to work on a Women Build shift at https://sgvhabitat. org/get-involved/volunteer/ — no building experience needed, but volunteers must be older than age 16.

Stilleto Boy, the 13-1 sixth choice in the field of nine older horses after being the 5-1 fourth choice on the morning line, paid $29.80, $11 and $4.40. Proxy, the 3-1 second choice who rallied wide from far back to place, a half-length ahead of Defunded, paid $4.60 and $2.60. Defunded, the 6-5 favorite, paid $2.40 to show. Hopper finished fourth, 1 1/2 lengths behind Defunded.
The $300,000 for the victory increased the 5-year-old gelding's career earnings to $1,711,675 in 21 starts, including four victories, four second-place finishes and eight third-place finishes.
Stilleto Boy was coming off a third-place finish in his last race, the $3 million Grade 1 Pegasus World Cup Invitational on Jan. 28 at Gulfstream Park in Hallandale Beach, Florida, finishing a head behind Defunded, who finished second, one length behind Art Collector.

The Pasadena (CA) Police Department Air Operations Section is requesting bids from qualified vendors for the purchase of and installation of a Hi-Def, multi-sensor thermal imaging camera. The installation will be for one Bell OH-58 police helicopter used for law enforcement and other public safety missions. The intent of this upgrade is to ensure the standardization of equipment across the Air Operations’ fleet, providing an overall aircraft configuration that matches mission needs while improving safety.
2.Background
The Pasadena Air Operations Section conducts law enforcement and other public safety missions for multiple agencies and jurisdictions. This includes the Foothill Air Support Team, a long standing regional operation that currently consists of 10 cities. The helicopter fleet consists of three Bell OH-58’s, one Bell 206-BIII, and one MD500E. Air Operations personnel have been utilizing IR thermal imaging cameras to support their missions for over 25 years. To enhance safety and improve overall operations, the Air Operations section is seeking to standardize its most effective piece of equipment on the helicopter, the Hi-Def thermal imaging camera system.

The City of Pasadena, California (“City”) is seeking Proposals from qualified firms (“Bidders”) to furnish and deliver to the Pasadena Police Department a portable vehicle barrier system consisting of eight (8) mobile vehicle barriers, one (1) transport trailer, one (1) hauler, and two (2) tow bars. The Pasadena Police Department will be utilizing the barrier devices in different manners based on the need. They will be utilized to control ingress and egress to controlled and sanitized areas, to deny access to vehicular traffic for protecting the community and to facilitate traffic flow around large police events of various nature. Barriers must have the U.S. Department of Homeland Security (DHS) Qualified Anti-Terrorism Technology (QATT) certification under the SAFETY Act and have demonstrated unanchored vehicle stopping power certified by the U.S. Department of Defense (DOD) and the Publicly Available Specification (PAS) 68 standards.

NOTICE OF PROPOSED SUBSTANTIAL AMENEMENT TO THE 2021-2022 ANNUAL ACTION PLAN ALLOCATING HOME-ARP FUNDS
The City of Glendale is soliciting public comment on the funding allocation of $5,109,346 it expects to receive from the United States Department of Housing and Urban Development (HUD). The funding will come from the American Rescue Plan Act of 2021 for the HOME Investment Partnerships Program (HOME-ARP). The public comment period will be from Monday, March 6, 2023 to March 20, 2023. Written comments may be submitted via email to Pamela Jackson at pjackson@glendaleca.gov. Public comments may also be submitted orally at the Joint Public Meeting of the Glendale City Council and Glendale Housing Authority on March 21, 2023 at 3:00 PM. A Substantial Amendment to the 2021-2022 Annual Action Plan, allocating HOME-ARP funds, will be considered by the City Council and Housing Authority at this Joint Meeting.
HOME-ARP funding may be spent on a variety of affordable housing activities to benefit individuals and families in the following specified “qualifying populations”
1.Homeless as defined in 24 CFR 91.5
2.At risk of homelessness as defined in 24 CFR 91.5
3.Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking
4.Other Populations a. Other families requiring services or housing assistance to prevent homelessness b.At greatest risk of housing instability
5.Veterans and families that include a Veteran family member that meets the criteria for one of the 4 aforementioned qualifying populations.
The City of Glendale intends to use the funding to acquire, rehabilitate or construct affordable rental housing for households that fit within one or more of the qualifying populations. Funding will also be spent on administrative costs to carry out the funding activities.
In addition to written comments, the city is seeking comments through a survey created to gauge the housing needs of the qualifying populations. Stakeholder organizations and citizens are encouraged to complete the HOME-ARP survey, which can be accessed at https://www.glendaleca.gov/government/departments/community-development/housing.
