NOTICE OF PROPOSED SUBSTANTIAL AMENEMENT TO THE 2021-2022 ANNUAL ACTION PLAN ALLOCATING HOME-ARP FUNDS

The City of Glendale is soliciting public comment on the funding allocation of $5,109,346 it expects to receive from the United States Department of Housing and Urban Development (HUD). The funding will come from the American Rescue Plan Act of 2021 for the HOME Investment Partnerships Program (HOME-ARP). The public comment period will be from Monday, March 6, 2023 to March 20, 2023. Written comments may be submitted via email to Pamela Jackson at pjackson@glendaleca.gov. Public comments may also be submitted orally at the Joint Public Meeting of the Glendale City Council and Glendale Housing Authority on March 21, 2023 at 3:00 PM. A Substantial Amendment to the 2021-2022 Annual Action Plan, allocating HOME-ARP funds, will be considered by the City Council and Housing Authority at this Joint Meeting.

HOME-ARP funding may be spent on a variety of affordable housing activities to benefit individuals and families in the following specified “qualifying populations”

1. Homeless as defined in 24 CFR 91.5

2. At risk of homelessness as defined in 24 CFR 91.5

3. Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking

4. Other Populations a. Other families requiring services or housing assistance to prevent homelessness b. At greatest risk of housing instability

5. Veterans and families that include a Veteran family member that meets the criteria for one of the 4 aforementioned qualifying populations.

The City of Glendale intends to use the funding to acquire, rehabilitate or construct affordable rental housing for households that fit within one or more of the qualifying populations. Funding will also be spent on administrative costs to carry out the funding activities. In addition to written comments, the city is seeking comments through a survey created to gauge the housing needs of the qualifying populations. Stakeholder organizations and citizens are encouraged to complete the HOME-ARP survey, which can be accessed at https://www.glendaleca.gov/government/departments/community-development/housing.

On Tuesday, March 21, 2023, The Glendale City Council and Glendale Housing Authority will hold a Joint Public Meeting and will take action to authorize a submittal to HUD of a Substantial Amendment to the City’s Annual Action Plan. The proposed Substantial Amendment will allocate HOME-ARP funds in the amount of $5,109,346 for a HOME-ARP funded affordable housing rental development project. NOTICE CALLING FOR BIDS FOR AT “CATHOLIC CHARITIES OF LOS ANGELES” –BUILDING IMPROVEMENT AT GLENDALE COMMUNITY CENTER. PUBLIC NOTICE

IS HEREBY GIVEN that the Catholic Charities of Los Angeles, Inc. – Glendale Community Center in Glendale, 4322 San Fernando Rd. Glendale, CA, 91204 invites sealed bids for Building improvements, including but not limited to the following:

• Paint the entire exterior of the building, including the roof top equipment screens, fencing, gates, railings.

• Replacing three (3) and adding three (3) new LED lights to the exterior of the Building for a total of six (6) LED lights.

Demolish an existing ramp, fencing, and gates to be replaced by ADA ramp, put in a new electronic parking lot gate, new front entrance gate, hand rails, and curbs. Repair the roof, including equipment screens and courtyard infill roof; Remove and replace six (6) existing rooftop HVAC units with six (6) new HVAC units. Install new interior lighting controls for new LED light fixtures; remove and replace approx. 100 existing interior fluorescent light fixtures with newer energy efficient LED lighting.

Install new California Energy Code-compliant “cool” roofing system for entire roof, including metal flashing for building perimeter, vents and AC units, and demolition and removal of existing flat roof.

The California Director of Industrial Relations (DIR), pursuant to the California Labor Code, and the U.S. Secretary of Labor, pursuant to the Davis-Bacon Act, have determined the general prevailing rates of wages for which the work is to be performed. ANNUAL ACTION PLANS ALLOCATING CDBG FUNDS FOR CAPITAL IMPROVEMENT PROJECTS

The City of Glendale is soliciting public comment on the funding recommendations made by the CDBG Advisory Committee for reprogramming returned funds from the United States Department of Housing and Urban Development (HUD). The funding is from the Community Development Block Grant Program (CDBG) for various capital improvement projects. The public comment period will be from Monday, March 13, 2023, to April 11, 2023. Written comments may be submitted via email to Maggie Kavarian at mkavarian@ glendaleca.gov

DATE: Public comments may also be submitted orally at the Joint Public Meeting of the Glendale City Council and Glendale Housing Authority on April 4, 2023, at 3:00 PM. A report for a Substantial Amendment in various program years in the CDBG Annual Action Plan for the reprogramming CDBG funds, will be considered by the City Council and Housing Authority at this Joint Meeting.

CDBG capital improvement funds may be spent on a variety of projects to City and community agencies which benefit low to moderate income individuals and families.

NOTICE OF ADOPTION OF ORDINANCE

On March 7, 2023, the City Council of the City of Glendale adopted ORDINANCE NO. 6002 REMOVING SECTION 10.36.100 AND AMENDING SECTION 10.36.140 OF THE GLENDALE MUNICIPAL CODE, 1995, TO REMOVE PARKING PERMITS FOR COMMERCIAL VEHICLES AND TO UPDATE PARKING PERMIT FEES FOR LARGE VEHICLES, BOATS, AND PERSONAL WATERCRAFT. A copy of said Ordinance is on file and available for public inspection in the office of the City Clerk.

In substance, this Ordinance was adopted to remove the capacity to issue permits for commercial vehicles to park contrary to stated parking regulations, particularly since no such permits have been issued in living memory and have been deemed obsolete. Also, this Ordinance removed the stated permit cost from the text of the Municipal Code in favor of referencing said fee in the Citywide Fee Schedule, as adopted or amended by Resolution of the City Council.

General Scope of Work: Contractor shall furnish labor, materials, equipment, services, and specialized skills to perform work involved in the Project. The Work in the Bid is defined in the Project Drawings and Specifications and will generally include the installation of new replacement roofing to existing building and demolition (as necessary) and removal of existing roofing and existing roofing structure as noted in drawings and related equipment. Completely remove and replace existing roofing system down to the decking (repair and/ or replace any damaged decking) replace existing room system with a new KEE (ketone ethylene ester) roofing system including; replace gutter and downspout systems. Install new coping systems on all parapet walls, remove and replace all exhaust fans. Seal all pipe and vent penetrations.

Other Bidding Information:

1. Bidding Documents: Bids must be made on the Bidder’s Proposal form contained herein. Bidding Documents may be obtained by visiting City of Glendale’s website.

2. Completion: This Work must be completed within 60 calendar days from the Date of Commencement as established by the City’s written Notice to Proceed.

3. Acceptance or Rejection of Bids. The City reserves the right to reject any and all Bids, to award all or any individual part/item of the Bid, and to waive any informalities, irregularities or technical defects in such Bids and determine the lowest responsible Bidder, whichever may be in the best interests of the City. No late Bids will be accepted, nor will any oral, facsimile or electronic Bids be accepted by the City

4. Mandatory Pre-Bid Conference and Job Walk. A mandatory pre-bid conference and job walk will be held at the project site at 9 a.m. on Wednesday, March 22nd at the Glendale Central Library (Main Entrance), located at 222 E. Harvard Street, Glendale, CA 91205.

5. Contractors License. At the time of the Bid Deadline and at all times during performance of the Work, including full completion of all corrective work during the Correction Period, the Contractor must possess a California contractors license or licenses, current and active, of the classification required for the Work, in accordance with the provisions of Chapter 9, Division 3, Section 7000 et seq. of the Business and Professions Code. In compliance with Public Contract Code Section 3300, the City has determined that the Bidder must possess the following license(s): “B or C-39.” The successful Bidder will not receive a Contract award if the successful Bidder is unlicensed, does not have all the required licenses, or one or more of the licenses are not current and active. If the City discovers after the Contract’s award that the Contractor is unlicensed, does not have all of the required licenses, or one or more of the licenses are not current and active, the City may cancel the award, reject the Bid, declare the Bid Bond as forfeited, keep the Bid Bond’s proceeds, and exercise any one or more of the remedies in the Contract Documents. Subcontractors’ Licenses and Listing. At the time of the Bid Deadline and at all times during performance of the Work, each listed Subcontractor must possess a current and active California contractor license or licenses appropriate for the portion of the Work listed for such Subcontractor and shall hold all specialty certifications required for such Work. When the Bidder submits its Bid to the City, the Bidder must list each Subcontractor whom the Bidder must disclose under Public Contract Code Section 4104 (Subcontractor Listing Law), and the Bidder must provide all of the Subcontractor information that Section 4104 requires (name, the location (address) of the Subcontractor’s place of business, California Contractor license number, California Department of Industrial Relations contractor registration number, and portion of the Work). In addition, the City requires that the Bidder list the dollar value of each Subcontractor’s labor or services. The City’s disqualification of a Subcontractor does not disqualify a Bidder. However, prior to and as a condition to award of the Contract, the successful Bidder shall substitute a properly licensed and qualified Subcontractor— without an adjustment of the Bid Amount.

6. Permits, Inspections, Plan Checks, Governmental Approvals, Utility Fees and Similar Authorizations: The City has applied and paid for the following Governmental Approvals and Utility Fees: City of Glendale Building Permits and Inspections

7. All other Governmental Approvals and Utility Fees shall be obtained and paid for by Contractor and will be reimbursed based on Contractor’s actual direct cost without markup. See Instructions to Bidders Paragraph 14, and General Conditions Paragraph 1.01 for definitions and Paragraph 1.03 for Contractor responsibilities.

8. Bid Forms and Bid Security: Each Bid must be made on the Bid Forms obtainable at the Public Works Facilities Management Division. Each Bid shall be accompanied by a cashier’s check or certified check drawn on a solvent bank, payable to “City of Glendale,” for an amount equal to ten percent (10%) of the total maximum amount of the Bid. Alternatively, a satisfactory corporate surety Bid Bond for an amount equal to ten percent (10%) of the total maximum amount of the Bid may accompany the Bid. Said security shall serve as a guarantee that the successful Bidder, within fourteen (14) calendar days after the City’s Notice of Award of the Contract, will enter into a valid contract with the City for said Work in accordance with the Contract Documents.

9. Bid Irrevocability. Bids shall remain open and valid for ninety (90) calendar days after the Bid Deadline.

10. Substitution of Securities. Pursuant to California Public Contract Code Section 22300, substitution of securities for withheld funds is permitted in accordance therewith.

11. Prevailing Wages. This Project is subject to the provisions of California Labor Code Section 1720. Contractor awarded this Contract and all Subcontractors of any tier shall not pay less than the minimum prevailing rate of per diem wages for each craft, classification, or type of worker needed to perform the Work. The Director of Industrial Relations of the State of California, pursuant to the California Labor Code, and the United States Secretary of Labor, pursuant to the Davis-Bacon Act, have determined the general prevailing rates of wages in the locality in which the Work is to be performed. The rates determined by the California Director of Industrial Relations are available online at www.dir.ca.gov/DLSR/PWD/. Davis-Bacon wage rates are included in this Specification and are available online at www.wdol.gov/. To the extent that there are any differences in the federal and state prevailing wage rates for similar classifications of labor, Contractor and its Subcontractors shall pay the highest wage rate.
