TWO WEST COVINA CHINESE NATIONALS INDICTED ON FEDERAL KIDNAPPING AND EXTORTION CHARGES
T
wo Chinese nationals have been indicted on federal charges that allege they kidnapped another Chinese national and attempted to collect $2 million in ransom from the victim’s family in exchange for the victim’s life. Guangyao Yang, 25, and Peicheng Shen, 33, whose last known U.S. residences were in West Covina, were charged in a four-count indictment returned by a federal grand jury on February 22. The indictment charges the two defendants with conspiracy to kidnap, kidnapping, attempted extortion in violation of the Hobbs Act, and threat by foreign communication. According to court documents, Shen, using an alias, met the victim, a Santa Ana resident, several times on the pretense that Shen would help the victim collect a debt from another individual. During their third meeting, at a San Gabriel shopping center on July 16, 2018, Shen allegedly kidnapped the victim and then, along with Yang, held the victim hostage at

Orange County Man Convicted Of Special Circumstances Stabbing-Murder A man was convicted of the special circumstances stabbing-murder of his wife and their infant son. Kwame Adom Carpenter, 27, Anaheim, was found guilty by a jury on Feb. 26, 2019, of two felony counts of murder with special circumstances for committing multiple murders and a sentencing
enhancement allegation for the personal use of a deadly weapon. He faces a maximum sentence of life in state prison without the possibility of parole. Carpenter is scheduled to be sentenced on April 26, 2019,

Vehicle Theft And Vehicle Pursuit In Riverside County Officers from the Lake Elsinore Police Department were in the area of Third Street and Cambern Avenue, in the city of Lake Elsinore in reference to searching for, Jacob Casey, age 31, wanted in connection with recent thefts. Officers located Casey and attempted to detain him. Casey fled in a Red
Chevrolet Silverado, which was later determined to be stolen. Officers attempted to stop Casey, but he continued to evade officers and a pursuit ensued. Officers followed Casey through the streets of Lake Elsinore, until the Silvera-
