n his first act as California's 40th Governor, Governor Gavin Newsom announced a series of major, first-in-the-nation executive actions and budget proposals to lower prescription drug and health care costs for all California families and move California closer to the goal of health care for all.

Governor Newsom's health care proposals are a central pillar of his broader "California for All" agenda. As he laid out in his inaugural speech, the Governor believes that the California Dream should be accessible to everyone -- not just a privileged few. Over his first year in office, he will work with the Legislature and all levels of government to find bold and innovative solutions to confront the cost and affordability crisis that California families are facing.

The rising costs of health care and prescription drugs are chief among those concerns, as California families continue to struggle with rising health care costs. Those buying on the individual market will see an average 9 percent rise in health care costs this year, according to Covered California. American families have seen their prescription drug costs nearly double since the year 2000, according to the Kaiser Family Foundation, and prescription drug pricing is one of the largest drivers of rising health care costs. Just last week, a Reuters report found thirty drug makers that did business with the State of California planned to raise their prices in January.

Governor Newsom's health care proposal takes those costs head on. Today, Governor Newsom signed first-in-the-nation executive order that creates the nation’s biggest singlepurchaser system for drugs and will allow all Californians – including private employers -- to sit together at the bargaining table across from

Riverside DA’s Office Receives State Grant Grant would be used for program to prosecute cases involving driving under the influence of drugs

Los Angeles County’s Green Line To Reopen On January 20

Drivers arrested in Riverside County on suspicion of driving under the influence of drugs or a combination of alcohol and drugs can expect to continue facing highly specialized prosecutors funded by a grant from the California Office of Traffic Safety and approved by the Riverside County Board of Supervisors.

The $432,708 grant to the Riverside County District Attorney’s Office continues to fund a vertical prosecution team that will handle driving under the influence of drugs (DUID) cases

In anticipation of Metro’s Crenshaw/LAX light rail project’s expected completion in 2020, the South Bay segment of the Green Line is undergoing a two-week service interruption until Sunday, January 20th. Please note that this interruption will allow Metro to activate and test the new rail connections but will not impact the future ability of Green Line riders to travel east after the Crenshaw/LAX line opens.

During the interruption, rail service will not be available at the Hawthorne/Lennox, Aviation/LAX, Mariposa, El Segundo, Douglas, and Redondo Beach stations. Free Metro bus shuttles will replace rail service at these stations. Regular Green Line

A

s the boat glided across Lake Constance, a seventh-century castle appeared through the morning mist, her fortified walls jetting from the side of an ancient cliff. Below the fortress a village of halftimber structures and fertile vineyards climbed a hillside, exposing a colorful medieval town.

This is how sailors saw Meersburg centuries ago. This is how I discovered the tiny German village last spring.

My getaway began by climbing a flight of ancient stairs to the upper part of the city, known as Oberstadt. Here I found a pedestrian-only town of meandering cobblestone streets and colorful buildings hidden above the lake.

My first stop was Hotel 3 Stuben (3stuben.de) a historic, half-timbered house located on the edge of old town, near the oldest inhabited castle in Germany ("Old Castle") as well as the famous Baroque Neues Schloss ("New Castle").

The hotel consists of 28 rooms individually decorated with character and style true to its 16th century roots. And while the décor is whimsically historic, the amenities are all

modern and efficient.

At the hotel I checked into a charming top floor room with a pitched ceiling, comfy twin bed, large TV, work station, sofa and chairs, mini bar, bathroom with shower, and big windows looking over the city.

With home base taken care of I went exploring, starting with the Old Castle. Located on a ridge overlooking Lake Constance, Meersburg Castle was built sometime in the seventh century to protect city dwellers from invaders. Today it is both a public museum and a private residence.

To enter the giant fortress, I crossed a draw bridge and was instantly transported back to the Middle Ages, where I encountered medieval living areas; knight’s armor and weaponry such as lances, swords and battle axes; and a creepy castle dungeon, in which prisoners were lowered to their doom. The torture chamber in the deep castle dungeon offers insight into medieval justice. Guests visiting the castle can see more than 35 furnished rooms, including the “dirnitz” or great hall, the castle kitchen, and the well chamber.

There is also a bathhouse and bakery.

The castle tour also includes the rooms in which famous German poet,

Annette von Droste-Hülshoff, lived when she visited Lake Constance until her death in May 1848. The castle café with its magnificent panoramic terrace and the romantically situated castle tavern by the Marienbrunnen fountain offer great views of Lake Constance.

From the castle, I strolled past pubs, gift shops, eateries and museums. One of the most interesting museums is dedicated to wine and features old-school wine making tools, such as a mammoth wooden grape crusher and wine barrel.

My next stop was the banks of Lake Constance, where I found a public swimming area teaming with locals taking advantage of precious spring sun. While soaking, I admired a spectacular view of the Swiss Alps in the distance, and the island of Mainau a few miles off shore.

Also known as Flower Island, Mainau (mainau.de) is a short ferry ride from Meersburg and makes a perfect day trip. The island is a giant garden full of roses, palms, bamboo, hibiscus, tulips, orchids, Sequoia trees, and more. There is also a butterfly house and a restaurant.

Health officials announced today that for the first time in nearly a decade, there had been no cases of West Nile Virus (WNV) reported in Long Beach in 2018. The Long Beach Department of Health and Human Services’ (Health Department) Vector Control and Public Health Emergency Management (PHEM) programs work closely to coordinate efforts around mosquito control by focusing on mosquito abatement along with education and outreach.

“It is extremely rare to see zero cases of West Nile virus in a city,” said Mayor Robert Garcia. “This was without a doubt the result of City staff and our community working together to protect and fight

against mosquito-borne diseases and infestation.”

WNV first appeared in Southern California in 2003 and in Long Beach in 2004.

Long Beach has documented human cases of WNV almost every year since it arrived.

Last year, Long Beach experienced 15 human cases, and in 2016 there were 53 human cases.

WNV is transmitted through the bite of an infected Culex mosquito and can cause fever, body aches, rash, nausea, vomiting and headache. Most people infected have no symptoms.

Approximately one in 150 may develop a more serious disease, such as brain inflammation or paralysis, and on

rare occasions, illness can lead to death.

In addition to monitoring and treating mosquitoes in public areas daily, the Health Department works diligently year-round to educate residents on how to protect themselves from mosquitoes, report mosquito breeding, and take action against mosquito infestation around their home. The Health Department participates in numerous community outreach events, and PHEM has a hotline (562.570.7907) and online reporting system by which residents can report mosquito cases and receive education and prevention tips on how to eliminate breeding sites and prevent

mosquito bites. PHEM has the capability to map the calls and online reports and share the information with Vector Control to assist in locating problem areas. In 2018, there were over 1,200 hotline and online reports from Long Beach residents.

While much of these efforts were directed at controlling the Aedes mosquitoes, which are capable of transmitting Zika virus, they also helped prevent other mosquitoborne diseases like WNV as well.

from arrest all the way through sentencing. The new grant covers two deputy district attorneys for fiscal year 2018/2019.

The grant was unanimously approved by the Riverside County Board of Supervisors on Oct. 30, 2018.

Over the previous grant period from Oct. 1, 2017 to Sept. 30, 2018, the DA’s Office countywide filed 8,468 DUI cases – up from 7,344 DUI cases filed over the same

period the previous year. Of those 8,468 cases filed, 127 filed cases across Riverside County were driving under the influence of drugs only and another 793 cases filed were a combination of drugs and alcohol.

While alcohol remains the primary cause in DUI crashes, the DA’s Office supports the effort from the state Office of Traffic Safety (OTS) that aims to drive home awareness that “DUI

Prescription medications and marijuana can, by themselves or in combination with alcohol, impair drivers resulting in a DUI arrest.

Under the grant, prosecution team members will work with the state’s Traffic Safety Resource Prosecutor Training Network to expand knowledge and resources in the office by obtaining and delivering specialized training, including the emerging

problem of drug-impaired driving. Team members will share information with peers and law enforcement personnel throughout the county and across the state.

The grant period runs from Oct. 1, 2018, through Sept. 30, 2019. Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Administration.

proposes increasing the size of the subsidies for families who already receive it, and it would make California the first state to make subsidies available to middle income families. Right now, individuals earning more than $48,000 a year or a family of four earning more than $98,000 don't qualify for financial help to afford their premiums. The Governor's budget will provide financial assistance to individuals earning up to $72,840 and families of 4 earning up to $150,600. California will be the first state in the nation to offer subsidies to individuals and families with income between 400 and 600 percent of the federal poverty level.

To pay for increased financial help for families, the budget proposes fighting back against the federal government's attempts to destroy the Affordable Care Act by reinstating the individual mandate at the state level.

Calls on the federal government to empower California to truly innovate: California should be the national leader in health care innovation.

However, instead of cultivating and rewarding good ideas, current federal law hinders

truly transformative innovation, such as a single-payer health care system. Governor Newsom sent a letter today to President Trump and Congressional leaders calling on the federal government to lift these limitations and, instead, empower states like California to enact transformative change that would allow California to develop a single-payer health system to achieve universal coverage, contain costs, and promote quality and affordability.

Establishing the California Surgeon General to focus on root causes: Governor Newsom signed an executive order to establish a California Surgeon General, who will lead all Californians in addressing the root causes of serious health conditions, such as adverse childhood experiences and the social determinants of health. The overwhelming scientific consensus is that there are early signals and causes of many serious health conditions. The Surgeon General will marshal the insights and energy of medical professionals, public health experts, public servants, and everyday Californians to address health inequity as early as possible in all Californians' lives.

E-rate Requirements. The project is 100% contingent upon the approval of funding from the Universal Service Fund’s Schools and Libraries Program, otherwise known as E-rate. The District may or may not proceed with the project, in whole or in part, even in the event E-rate funding is approved. Execution of the project, in part or in whole, is solely at the discretion of the District. Bidders wishing to bid may do so solely at their own risk. The District is not liable or responsible for any costs, loss, fees, or expenses, of any kind, associated with bid and/or a decision not to proceed with the project, even after award of the contracts. By submitting a Bid, each bidder agrees to bear all of its own costs, fees, expenses, and losses, of any and all kind, should the District cancel the project.

Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least $10,000 (Ten Thousand Dollars). If the Owner awards the contract within 5 or less working days after the bid opening, the low bidder would not have the full 5 working days to withdraw its bid under Public Contract Code section 5103. Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, said bonds to be secured from Admitted Surety insurers (an insurance organization authorized by the Insurance Commissioner to transact business of insurance in the State of California during this calendar year). The surety insurers must, unless otherwise agreed to by Owner in writing, at the time of issuance of the bonds, have a rating not lower than “A-” as rated by A.M. Best Company, Inc. or other independent rating companies. The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions.

The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. The responsive bidder and or subcontractor shall have a Class “C-7” and “C-10” license and shall maintain that license in good standing through Project completion and all applicable warranty periods. Bidder shall list all subcontractors doing more than one-half of one percent (0.5%) of the bidder’s total bid on the Designation of Subcontractors form; all listed subcontractors shall have valid and current licenses at the time of the bid; and bidder shall state such license number on such form.

Subcontractors shall maintain their licenses in good standing through Project completion and all applicable warranty periods. Owner reserves the right to reject any bid if bidder is not licensed in good standing at the time of the bid or anytime thereafter, or if a listed subcontractor is not licensed in good standing at the time of the bid or anytime thereafter to do the work for which it is listed.

The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified. Copies of the required rates are on file at the Owner’s business office and are available to any interested party on request.

Projects using state bond funds are subject to labor compliance monitoring and investigative activities by the Compliance Monitoring Unit (“CMU”) of the Division of Labor Standards Enforcement, Department of Industrial Relations of the State of California (“DIR”), in conformance with Labor Code sections 1771.55 and 1771.75, and subchapter 4.5 (commencing with section 16450) of title 8 of the California Code of Regulations. A prejob conference shall be held with the Contractor and Subcontractors to discuss federal and state labor law requirements applicable to the Project. The Contractor and Subcontractors shall furnish certified payroll reports to CMU on a weekly basis, using either the format prescribed by section 16401 of title 8 of the California Code of Regulations, or using CMU’s electronic certified reporting system (“eCPR”). CMU may require the Contractor and Subcontractors to furnish certified payroll reports to CMU using eCPR. CMU shall review and may confirm or audit payroll records to verify compliance with Chapter 1, Part 7 of Division 2 of the California Labor Code. CMU may also conduct on-site visits to each Project job site at its discretion.

Contractor shall display a mandatory poster at the Project job site as described by 16451, subd. (d), of title 8 of the California Code of Regulations. Owner shall withhold contract payments when CMU issues Owner a notice to withhold such payments upon a finding by CMU that payroll records are delinquent or inadequate. In addition to withholding contract payments based on delinquent or inadequate payroll records, penalties may be assessed for failure to timely comply with a written request for certified payroll records. Further, upon a finding by CMU that Contractor is liable for unpaid wages or penalties, the Labor Commissioner may issue and serve a Civil Wage and Penalty Assessment.

Successful bidder(s) shall include the requirements of Labor Code Sections 1725.5 and 1771.1 in their contract with subcontractors and ensure that all subcontractors are registered with the Department of Industrial Relations, www.dir.ca.gov/Public-Works at the time of bid opening and maintain registration status for the duration of the project. The successful bidder(s) and all subcontractors must be in compliance with SB 854 for the duration of the project The Owner reserves the right to waive any irregularity and to reject any or all bids.

Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof. For public works contracts awarded on and after January 1, 2015, those public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations.

PUBLIC WORKS CONTRACTOR REGISTRATION LAW, SB 854, a budget trailer bill that was signed into law on June 20, 2014, and became effective immediately, made several significant changes to laws pertaining to the administration and enforcement of prevailing wage requirements by the Department of Industrial Relations (DIR). Among other things, SB 854 established a new public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects.

Contractors will be subject to a registration and annual renewal fee that has been set initially at $300. The fee is non-refundable and applies to all contractors and subcontractors who intend to bid or perform work on public works projects (as defined under the Labor Code).

Contractors will apply and pay the fee online and must meet minimum qualifications to be registered as eligible to bid and work on public works projects:

Must have workers’ compensation coverage for any employees and only use

subcontractors who are registered public works contractors.

Must have Contractors State License Board license if applicable to trade.

Must have no delinquent unpaid wage or penalty assessments owed to any

employee or enforcement agency.

Must not be under federal or state debarment.

Must not be in prior violation of this registration requirement once it becomes effective.

However, for the first violation in a 12-month period, a contractor may still qualify for registration by paying an additional penalty.

The registration fee is not related to any project. It is more like a license that enables the registrant to bid on and perform public works.

Registrations will begin after July 1, 2014, once the registration system is ready to go online.

The preferred method of payment will be by credit card. The requirement to list only registered contractors and subcontractors on bids becomes effective on March 1, 2015.

The requirement to only use registered contractors and subcontractors on public works projects applies to all projects awarded on or after April 1, 2015.
