Pasadena Tournament of Roses Royal Court Selected

n Monday, the Tournament of Roses announced the seven members of the 2019 Royal Court. Applicants from 24 Pasadena area schools participated in the interview process.

Volunteer members of the Tournament of Roses’ Queen and Court Committee made its selections based on a number of criteria including public speaking ability, academic achievement, youth leadership, and community and school involvement.

The Royal Court will attend nearly 100 community and media functions, serving as ambassadors of the Tourna-

ment of Roses, the Pasadena community, and the greater Los Angeles area. The grand finale for the 2019 Royal Court will be riding on a float in the 130th Rose Parade presented by Honda and attending the 105th Rose Bowl Game presented by Northwestern Mutual, both on Tuesday, Jan. 1, 2019.

Pasadena Helps You Go Green Residents can safely dispose of electronic waste and have personal and business documents shredded at the city’s popular free e-waste event from 9 a.m. - 3 p.m., Saturday, Oct. 13. The event will be held in Parking Lot I outside the Rose Bowl Stadium near Brookside Park, 360 N. Arroyo Blvd.

Shredding trucks and e-waste collection sites will be arranged at different stations in Parking Lot I. There will be signs at the event that will direct the attendees. Motorists and bicyclists are advised to use caution while traveling through the area.

E-waste items include computers, keyboards, printers, monitors, laptops, docking stations, scanners, shredders, fax machines, computer mice, telephones, televisions, flat screens, VCRs, DVD players, PDAs, cassette players, tape drives, stereos and household batteries.

Sierra Madre’s Village Church (Ascension) will be holding its annual “Blessing of the Animals” service on Oct. 7 at 11:45 a.m. in the Outdoor Worship Area. There will also be free pet sitting during the 10:15 a.m. service.

Blessing of the Animals is conducted in commemoration of the Oct. 4 feast day of St. Francis of Assisi. According to most accounts, St. Francis was particularly fond of animals of

all breeds.

The community is invited to take their animals, no matter how big or small, breed or religion. Some animals may require a leash or a container, so keep that in mind. There will be cookies, lemonade, and dog treats provided.

cards are items that can be shredded.

Event participants will be required to show proof of Pasadena residency and the duration of the event is subject to truck capacity. The event is sponsored by the city’s Department of Public Works. An environmental health specialist (“health inspector”) should always: - Present a county issued photo identification card.

- Present a county issued business card on request.

- Direct the owner or manager to pay any fees at the local Environmental Health Office, Environmental Health Headquarters, or to the Payment Portal online at publichealth.lacounty.gov/ eh.

If the “health inspector” is unable to provide valid photo ID and/or a business card, contact your local Environmental Health Office

to confirm that they are a current employee. If the office is unable to confirm the “health inspector’s” identity, contact your local law enforcement agency.

ARCADIA Sept. 23 At approximately 2:49 p.m., an officer responded to a residence in the 300 block of Santa Rosa Road regarding an audible alarm activation. The officer determined unknown suspect(s) entered the rear yard and activated the alarm when they opened a window.

The suspects fled and did not enter the home.

Sept. 24 Just after 2:50 p.m., officers responded to Arcadia Methodist Hospital, 300 West Huntington Drive, regarding a theft report. An investigation revealed an employee stole hospital supplies. The 27-yearold male from Bakersfield is outstanding at the time of this report.

At approximately 6:53 p.m., officers responded to a residence in the 300 block of East Newman Avenue regarding a fraud report. The officer determined unknown suspect(s) obtained the victim’s check, written in the amount of $9,000, changed the payee’s name, and cashed it.

Sept. 27 Before 1:35 a.m., an officer conducted a traffic stop on a vehicle in the area of Baldwin Avenue and Foothill Boulevard for making an unsafe right turn. A records check revealed the passenger, an 18-year-old male from Monrovia, was in possession of a counterfeit Driver’s License, which the suspect admitted to using to commit forgery and purchase marijuana.

The suspect was arrested.

Sept. 28 Just before 12:21 a.m., officers responded to Santa Anita Mall, 400 S. Baldwin Ave., regarding a partially clothed woman found walking in the parking lot. The intoxicated female told officers she was sexually assaulted by a male acquaintance, with whom she had gone out drinking with. As a result of the investigation, it was unclear whether or not an assault actually occurred. The investigation is ongoing.

MONROVIA Sept. 20 At 4:30 p.m., a resident in the 1100 block of South Fifth sold tools to someone through the internet. After receiving a check, the tools were shipped to the customer.

The victim was later notified by the bank that the account for the check had been closed prior to the date he had received it.

At 6:04 p.m., an employee for a business in the 3300 block of South Peck saw a customer throw merchandise over a wall without paying for it. The employee detained the subject until officers arrived.

After an investigation was conducted, the subject was arrested and the property was returned to the business.

At 3:49 a.m., officers responded to a call from a subject who reported she was just robbed of her bicycle in the 400 block of North Canyon. The subject reported her ex-boyfriend confronted her, then forced her off her bicycle and rode away with it. The suspect was later located and

Sept. 22 At 10:30 a.m., a caller reported a theft outside of a business in the 1600 block of South Mountain. The subject reported she was putting her three children into her parked car, when a male subject ran to her shopping cart next to the car and took her purse which also contained her car keys. Officers responded and searched for the subject, but were unable to locate him.

Sept. 23 At 2:40 p.m., employees of a public utilities business in the 1400 block of South California reported someone had burglarized their business sometime during the weekend. Officers responded and found the main gate of their storage yard had been cut open and $3,000 worth of copper wire had been stolen.

Sept. 24 At 8:32 a.m., a resident in the 400 block of West Walnut called to report her family was yelling at one another and they needed help keeping the peace. When officers arrived, one of the family members, who was the cause of the argument, an 18 year old male began walking away. When one of the officers asked him to stop, he turned and swung his fist at the officer attempting to hit him, but the officer dodged the fist and immediately took the subject into custody.

At 12:08 p.m., an employee of a restaurant in the 600 block of West Huntington

called to report a customer was not able to pay after eating a full meal. Officers arrived and contacted the subject who said he tried to pay with an old fan he brought with him but they refused to accept it as payment. A computer check revealed hehad multiple warrants for his arrest. The subject was arrested.

Sept. 25 At 7:38 p.m., a resident in the 200 block of East Colorado called to report a homeless male subject was setting up a tent in her backyard and was refusing to leave. Officers arrived and contacted the male. A computer check revealed he had multiple warrants for his arrest. He was taken into custody.

At 10:06 p.m., a caller reported their neighbors in the 200 block of East Pomona were yelling at one another.

Officers arrived and contacted the married couple. The investigation determined that one of the subjects had hit the other. The female subject was taken into custody.

Sept. 26 At 6:43 p.m., the customer of a hotel in the 900 block of West Huntington walked outside the hotel to his vehicle and noticed one of the doors was open. He looked through the vehicle and found that $6,000 and other items were missing. It is unknown how the suspect gained entry into the locked vehicle.

At 8:04 p.m., a caller reported he had left his Masera-

ti inside a parking structure in the 1100 block of South Fifth and discovered it was missing.

After the vehicle was entered into the DMV stolen vehicle database, it was found in the City of Arcadia and returned to the owner.

SIERRA MADRE Sept. 24 A vehicle was stopped at about 8:07 p.m. for a vehicle code violation in the area of Santa Anita and Grandview avenues. Following a field sobriety test, the driver was found to be impaired due to alcohol. The driver was also driving with a license suspended for a previous DUI. The driver was arrested.

Sept. 26 Officers responded to a call of a hit and run traffic collision at Lima Street and Highland Avenue. Officers were able to locate the suspect and his vehicle at a different location. The man was under the influence of alcohol and was subsequently arrested with his vehicle being impounded. The subject was arrested.

Sept. 30 At approximately 10 a.m. officers responded to the 600 block of West Sierra Madre Boulevard for a tampering vehicle report. An unknown suspect(s) shattered the victim’s driver side passenger window with an unknown object. Items taken were approximately 15 Trader

veryone is back from summer vacation and the galleries are gearing up once again for fresh shows in the fall. The Culver Art District (galleries crowded along La Cienega and Washington boulevards) is currently full of exciting exhibits. Three standouts are highlighted below.

At the north end of La Cienega, Honor Fraser (honorfraser.com) is showing “Ed Ruscha: Prints & Ephemera” a collection of classic prints, ephemera and films spanning 1963 through 2017 (closes

The preview at Westfield Santa Anita will provide the public with an enticing glimpse of what

T

he City of Arcadia partnered with the Arcadia Chinese Association to celebrate the Chinese Lunar Festival on Sept. 29.

The actual holiday is celebrated on the 15th day of the eighth lunar month in China. The Chinese New Year being in February, the eighth lunar month in China is September.

The Lunar Festival is an ancient tradition in China that dates back to the Han dynasty (206 B.C. – 220 A.D.). The legend behind the holiday is believed to have different interpretations, three of which are listed on China’s government website.

Arcadia’s Lunar Festival showcased many talented performers during the one-night event.

The Young Artists Orchestra, a group of volunteer student musicians based in Arcadia and Torrance, played for the crowd in front of the stage. The Young Artists Orchestra, conducted by Daniel Suk, focuses on teaching students to use their talents to serve the community, by raising money for the homeless and other charitable organizations.

“We don’t just play for ourselves, we play for the community,” said Suk, “It’s a different mission and mentality.”

After the orchestra, the crowd was shown a video reported to be a clip from Neil Armstrong’s first walk on the moon in 1969. The video was Armstrong explaining part of the Lunar Festival mythology to NASA. The video was interrupted by performer Jay Polvani, a Mandarinspeaking, half-Taiwanese, half-

Italian American.

The celebration explained both stories through the Mandarinspeaking host and his Englishspeaking co-host, who focused on elaborating points made in Mandarin.

The first story talked about a brave archer who saved Earth by shooting nine out of 10 suns down

from the sky, who was subsequently awarded with an elixir of immortality, which his wife drank and she ascended to the moon, and during full moons, the archer can be closest to his wife and share her favorite foods with her, which happen to be cake and fruit.

The other story deals with the self-sacrifice of a rabbit who makes

medicine on the moon, while a man is condemned to chop down the same tree for eternity, much the way Sisyphus pushes a boulder uphill in Greek mythology.

During the explanation of this legend, two artists took the stage and live-painted a rabbit while dancing, which was then complimented by a real rabbit, followed by a group of talented young dancers dressed as rabbits.

In an article posted on Arcadiasbest.com, Mayor Sho Tay said “this year is about bringing the community together.”

In America, the moon is more commonly associated with danger, and monstrous transformation during its full stage, whereas in China, the moon is more associated with romance and brightness.

In the way the brave archer meets his lunar-bound wife and eats cake and fruit with her, Chinese people gather with their families during the Lunar Festival and eat moon cake. While in Arcadia, the city gathered under the night sky and enjoyed each other in honor of Earth’s most prevalent rock formation.

One Man Dead in Rose Bowl Stabbing Incident

On Monday, at approximately 10:08 p.m., Pasadena Police officers responded to parking lot K of the Rose Bowl regarding a report of a stabbing victim on the ground. Upon arrival, officers located the victim in the parking lot suffering from two stab wounds. Pasadena Paramedics responded to render medical aid, however, the victim had succumbed to his wounds and was pronounced deceased at the scene. Officers immediately contained the scene and canvassed for witnesses.

Pasadena Police detectives responded and assumed the investigation. Preliminary investigation suggests the incident was not random in nature, as the victim was involved in a physical altercation with the suspect.

The victim has been identified as Demetrio Tapia II, a 22-year-old Hispanic male of Pasadena.

The motive for the physical encounter between the victim and suspect is unclear as the investigation is ongoing.

Although this version would have allowed for some time-saving, city staff felt that a ministerial review process did not provide for sufficient public input. Thus, staff proposed a fully-discretionary process, where each potential conversion is reviewed on a case-bycase basis.

Pasadena Police Detective Matthew Crawford conducted an extensive investigation into the allegations, and uncovered corroborating evidence leading to the identity of suspect Anthony Miller; the individual responsible for the three sexual assaults.

Detective Crawford presented the cases to the Los Angeles County District Attorney’s Office. On Sept.

26 an arrest warrant for Anthony Miller was issued.

On Thursday, Sept. 27 the suspect was taken into custody without incident with the assistance of the U.S. Marshals Southwest Pacific Regional Fugitive Unit.

Thirteen counts of sexual assault related charges were filed with bail set at $10,450,000. Miller remains in custody at the Los Angeles County jail.

Miller’s photo is being released in the event there are unreported incidents involving him. Pasadena Police detectives are asking

n a few weeks high school seniors applying to UC and Cal State schools, or other universities through early action or early decision, will be sending out their applications. It is the last step in this grueling process that begins in 9th grade when they start to build their transcript.

These 18-year-olds spent four years of their life burnishing their resume with the hope that the admissions officers in the college of their dreams will admit them. What these students may not have thought of, though, is the price tag of a college degree. And the cost of tuition, books, accommodations, and meals is increasing every year. Not every parent can afford to pay for their children’s college education, necessitating young people to get student loans.

To help parents and students make informed choices, PayScale, Inc., the world’s leading provider of on-demand compensation data and software, released its annual College Salary Report (payscale. com/college-salary-report) for the 2018-2019 school year. It provides estimates of early and mid-career pay for 2,646 associate and bachelor’s degree-granting institutions in the United States.

Adds Frank, “The other piece of this is a report we put out in the spring of 2010, called College Return on Investment (payscale. com/college-roi) which details how much it will cost to attend a particular school and the earning potential of its alumni.”

For associate degrees, Helene Fuld College of Nursing tops the list of schools in this category, followed by Pacific Union College, and Cochran School of Nursing. Among four-year institutions, Harvey Mudd retained the number one slot, with a mid-career pay of $157,400, $7K above the Massachusetts Institute of Technology (MIT), which placed second.

STEM topped the list in terms of earning potential, as expected. However, students who want to pursue a Liberal Arts degree could take comfort in the fact that they will be

able to catch up.

“Graduates with an Arts degree tend to not make a lot out of the gate but they end up making more mid-career,” Frank discloses. “So it’s not that you shouldn’t major in Liberal Arts, you just have to know that it would take longer for you to be able to pay off debt.”

Indeed a Liberal Arts degree gives one a wide scope of knowledge which applies across fields. Some of the biggest names in business today majored in courses which their parents thought made them totally unemployable.

The parent company of Southern California Edison (SCE) is awarding $40,000 scholarships, paid over four years, to 30 high school students planning to major in science, technology, engineering or math (STEM) fields at four-year accredited U.S. colleges and universities. through Dec. 14.

ou’ve likely driven

by MEOWMEOWZ! Retro Rock Shop a hundred times without knowing it. For a (relatively) inconspicuous shop dotting Pasadena’s main thoroughfare, this small thrift shop showcases a veritable riot of new, retro and vintage clothing, accessories and music for the 1980s rock-goth-punk in your life.

Unsurprisingly, John Hughes is partially responsible for MEOWMEOWZ!’ existence.

“It all started in the summer of 1985 when I saw ‘Pretty in Pink’—I was totally enthralled with the aesthetic, the music, the vibe. I immediately started bugging my mom to take me to all our great mom n’ pop thrift shops

and amassed quite a lovely collection of vintage dresses and jewelry,” said Veronika T. Sorrow, owner of MEOWMEOWZ! Even the name of the shop conflates Hughes with Sorrow’s personality.

“The shop started off on eBay back in 2001 during the big dot com craze. I chose the username MEOWMEOWZ! because I'm a cat lover, tended to say the word 'meow' a lot in conversation, and because it was an ‘80s-inspired throwback to the CATS club from ‘Pretty in Pink,’ she explained.

“In October of 2009 I was able to realize a dream and opened my first brick-and-mortar. I’ve have been rockin' strong ever since.”

As influential as Hughes has been, MEOWMEOWZ! pulls largely from goth culture and rocker fashion, too. Rooted in Sorrow’s background in music (she’s been a promoter, DJ and musician) clothing here varies from the daring to demure; accessories are spiked, sparkly or both.

The shoes, too, are a sight to behold: sky-high platforms, neon-trimmed heels, futuristic boots—they’re all here.

“The 1980s were the last great decade of fashion.

Fashion was 100 percent a part of the music—a full immersion in all creative senses,” said Sorrow, who runs the shop alongside her best friend Sal and boyfriend Adriel. “We specialize in retro and vintage fashion band T-shirts, punk footwear, jewelry, music, art and more. We create custom badges/pin backs which are fun for bands and artists, and even have live music every weekend—a safe, sober space for all ages to come check out

the hottest new local bands.”

Though the spot is tiny, MEOWMEOWZ!’ reputation is not. The shop has won “Best Vintage Store” the last four years running, with no signs of falling out of fashion.

“Black attire and punkinspired 1980s looks have remained at the forefront of most runways. I'm super not into trends, but the retro clothing that comes through MEOWMEOWZ! is cool enough to make it onto our racks,” said Sorrow. “I handpick every single item you see in my store.”

Like its fellow mom n’ pop shops, MEOWMEOWZ! relies heavily on community support to stay alive.

With plans to expand into a full music venue, upcoming Doo Dah Parade after-party on Nov. 18 and more slated events, Sorrow is prepped and ready to share her passions with her customers.

“Sal and I treat every soul that comes through our door with love, respect and most of all gratefulness for visiting,” said Sorrow. “I recommend everyone start a business and follow their passion. Only then will you achieve true happiness in life—and isn't that the goal?”

CalTech’s Frances Arnold Wins 2018 Nobel Prize in Chemistry Frances H. Arnold, the Linus Pauling professor of chemical engineering, bioengineering and biochemistry, has won the 2018 Nobel Prize in Chemistry for "the directed evolution of enzymes," according to the award citation. Directed evolution, pioneered by Arnold in the early 1990s, is a bioengineering method for creating new and better enzymes in the laboratory using the principles of evolution. Today, the method is used in hundreds of laboratories and companies that make everything from laundry detergents to biofuels to medicines. Enzymes created with the technique have replaced toxic chemicals in many industrial processes.

Arnold shares the prize with George P. Smith of the University of Missouri in Columbia, who developed a "phage display" method for evolving proteins, and Sir Gregory P. Winter of the MRC Laboratory of Molecular Biology in Cambridge, United Kingdom, who used phage display for evolving

antibodies. One half of the prize, which comes with an award of nine million Swedish krona (about $1 million), goes to Arnold, with the other half shared

Arnold received the call at a hotel in Dallas, Texas, at around 4 a.m. local time; she was scheduled to give a lecture on Oct. 3 at

UT Southwestern, but had to reschedule to fly back to California. She says she was in a "deep, deep sleep" when awakened by the call. "I am absolutely

floored. I have to wrap my head around this. It's not something I was expecting."

Directed evolution works in the same way that

breeders mate cats or dogs to bring out desired traits.

To perform the method, scientists begin by inducing mutations to the DNA, or gene, that encodes a particular enzyme (a molecule that catalyzes, or facilitates, chemical reactions). An array of thousands of mutated enzymes is produced and then tested for a desired trait. The top-performing enzymes are selected and the process is repeated to further enhance the enzymes' performances.

For instance, in 2009, Arnold and her team engineered enzymes that break down cellulose, the main component of plant cell walls, creating better catalysts for turning agricultural wastes into fuels and chemicals.

A number of additional enzymes produced through directed evolution are now used for a host of products, including biofuels, agricultural chemicals, paper products, and pharmaceuticals. For example, the method led to a better way to produce a drug for treating type 2 diabetes.

to Oceanside at the newest, yet oldest hotel in town, The Fin (thefinhotel.com).

Located on Coast Highway, in the “happening” district known as “South Oceanside,” the property originally opened in 1927 as the Keisker and was one of the first hotels in Oceanside. After few closures and incarnations, it reopened in May 2018 as The Fin, a luxe boutique hotel that blends Oceanside history with modern surf culture. The 27-room property retains much of the building’s original character including multi-colored, mosaic tile flooring in the lobby, a grand wooden-railed staircase, elegant Tiffany windows and a classic, 1920s architectural profile attracting attention from the street.

My standard King Room at The Fin was modern and efficient, with a 49-inch HDTV, free Wi-Fi, Keurig coffee maker, microwave, minifridge, separate toilet and shower, occupancy sensor lighting, alarm clock with Bluetooth speaker and a partial view of the ocean.

Once unpacked, I joined some friends for lunch at St. Tropez Bistro (sttbistro. com). Set in a 130-year-old, yellow Victorian house that has become an Oceanside landmark, the eatery serves up Euro-California cuisine in a charming, intimate setting, with creaky hardwood floors and tales of ghosts.

For our lunch we sampled delicious veggie ratatouille and swiss, with zucchini, eggplant, red bell pepper, red onion in a tomato sauce; baked quiche with spinach; and smoked salmon with goat cheese, pesto and red onion.

After lunch we set out on foot to explore town.

Part modern and part retro, Oceanside boasts an exciting and walkable downtown lined with historic structures housing eclectic shops

and restaurants, museums, breweries, barbershops, and one of California’s most beautiful civic centers. The latter, designed by Architect Charles Moore, is a group of white buildings with arches and courtyards, surrounded by fountains, reminiscent of Moore’s famous Piazza d’Italia in New Orleans.

Our first stop was the “Top Gun” house, the cottage made famous in Tom Cruise’s 1986 fighter pilot adventure. Also known as the Graves House, the Queen Anne Victorian cottage was built in 1887 and is one of the oldest houses still standing in Oceanside. Besides being associated with Lieutenant “Maverick” Mitchell (Cruise) and Charlie Blackwood (Kelly McGillis), the house is the best preserved example of folk Victorian architecture in San Diego County.

After taking a few selfies in front of the “Top Gun” residence, I walked across the street to the 1,942 ft-long Oceanside Pier, one of the longest wooden piers on the West Coast. I then strolled along the sand for a couple blocks to Pier View Way, where I turned right and found the California Surf Museum (surfmuseum. org). ear Hiring Manager, You’re amazing.

You’re the gatekeeper to new jobs, and the person who will later help us to get a promotion that will help our careers. But, we have to talk.

The last eighteen years have been great. Unemployment was high. You’ve been able to be picky. You could create a long wish list for your open jobs, and a perfect candidate would appear. They might even take less money than market value. You didn’t have to bother about relocation.

They were so happy to have a job, they’d move themselves.

And, forget about signing bonuses or extra vacation days.

Those things were so 1999.

Landing a great candidate was easy. People were desperate to find work, and willing to put up with just about anything you could dish out. But, the time to rebalance things has come. After all the good years, we are back down to record low unemployment. It’s below four percent.

The good news is, people are feeling excited again.

Jobs are coming open that haven’t been available in a while. Things are going well for everyone. You’re probably happy too. You’re able to hire again. You’ll be able to bring new folks into the organization. It will be a great time for fresh, new ideas!

But, there’s one little change since last time you were hiring. The market has shifted to the favor of the job seeker. This isn’t bad. It means that you’re going to find someone who really wants to work for you. They’re not going to join your organization just to escape their current role.

They actually like you, and your open job.

This change comes with a catch. You’re going to have to cut back on that big wish list.

I know; it’s hard. You want everything in one person. You want someone who understands sales and marketing and technology and operations. They need ten years of experience. They should’ve worked at an organization just like yours and they should have used all of the same software that you use.

This is where I have to be honest with you. This person does not exist. In the world of hiring, they’re called a Purple Unicorn (no kidding). As long

“RECREATIONAL VEHICLE” or “RV” means any vehicle or trailer that is capable of human habitation or designed or used for recreational camping or travel use, whether self-propelled or mounted on or drawn by another vehicle, or any structure inspected, approved and designated as a recreational vehicle by and bearing the insignia of any state or federal agency having the authority to approve recreational vehicles. “Recreational vehicle” includes, without limitation, any of the following: a “camp trailer,” as defined by California Vehicle Code Section 242; a “fifth-wheel travel trailer,” as defined

by California Vehicle Code Section 324; a “house car,” as defined in California Vehicle 362; a “trailer” as defined in California Vehicle Code Section 630; a “trailer coach,” as defined in California Vehicle Code Section 635; a boat, watercraft, and or/or trailer for a boat or water craft; a “recreational vehicle” as defined in California Health & Safety Code Section 18010; and a “slide-in camper,” as defined in California Health & Safety Code Section 18012.4.

“RV GUEST PERMIT” means a limited duration parking permit for a recreational vehicle belonging to a person or persons who do not reside in the city and who is or are temporarily visiting a resident of the city.

“RV PERMIT” means a limited duration parking permit for a recreational vehicle belonging to a resident of the city. § 10.14.020

Permit Required

(A) No person who owns or has possession, custody or control of a recreational vehicle shall park or leave such vehicle standing upon any street or alley or other public right of way between the hours of 10:00 p.m. and 6:00 a.m. without a valid RV permit or RV guest permit conspicuously displayed in the lower driver’s side of the windshield or nearest window such that all the permit’s information is visible.

If the residence / property is located on a corner, then the permit holder may park along the curb line of either of the streets on the block on which the residence is located.

Prohibited Activities

Regardless of whether a person has a valid RV permit or RV guest permit, no person shall: (A) Utilize electrical cords, extension cords, water or drainage hoses, cables, or other items that cross, above, or on the parkway, street, or sidewalk from any property to a recreational vehicle parked on a public street at any time.

RV permits shall remain valid for up to three consecutive days and shall expire at 6:00 a.m. on the fourth day. Upon the expiration of the RV permit, the permittee may then apply for a new RV permit, without any limitation on the number of successive permits which may be issued provided that all conditions set forth in this chapter continue to be met. No more than one RV permit shall be issued for each residential address in the city; this does not include a RV guest permit.

(B) Connect a recreational vehicle to the public sewer system or dump waste onto public or private land or into streets, gutters or storm drains, other than lawfully at a designated, licensed and permitted recreational vehicle sanitary wastewater dump station.

RV guest permits shall remain valid for up to three consecutive days and shall expire at 6:00 a.m. on the fourth day. Upon the expiration of the RV guest permit, the permittee may apply for a new RV guest permit, however, no RV guest permit will be issued for a residential address for more than a total of six days in any calendar month period. No more than one RV guest permit shall be issued for each residential address in the city; this does not include a RV permit.

(D) Use slide outs/pop outs or other appurtenances that encroach on the roadway, parkway and/or sidewalk thereby interfering with the path of safe travel of vehicles and pedestrians.

(G) Notwithstanding the provisions of this section, a permittee may apply for a successive permit up to one day prior to the expiration of a valid permit if the number of permits issued does not exceed the maximum number allowed for the permit type.

(H) Except as expressly provided in this chapter, a RV permit or a RV guest permit does not authorize any vehicle to park in a location or manner that is otherwise prohibited by this code or by the California Vehicle Code or any other applicable regulation, including but not limited to parking restrictions on street sweeping days. § 10.14.030 Issuance (A) RV Permit. The Chief of Police or designee shall issue a RV permit unless one of the following findings is made:

(E) Use external power sources without limitation.

(F) Cause any noise to be emitted in violation of Noise Ordinance MMC §9.44.030(A). § 10.14.050

Violations

Unless otherwise specified, all violations of this chapter shall be an infraction and persons who commit a violation shall be subject to citation, towing or both, and revocation of permits as specified in this Chapter. Parking citations are issued subject to and may be appealed pursuant to Chapter 10.17 “Parking Citation Processing.”

Notwithstanding the foregoing, any violation of Section 10.14.040 may be prosecuted as a misdemeanor in the discretion of the City Prosecutor. § 10.14.060

Revocation

(A) The Chief of Police or designee shall have the authority to revoke a RV permit or RV guest permit if any one of the following findings is made: 1.

Grounds exist which would have justified denial of the permit in the first instance;

The resident is not the registered owner of the recreational vehicle or does not have authorization to use such vehicle;

2.

The recreational vehicle has fallen into a state of disrepair and has become a public nuisance, or a danger to pedestrians or other vehicles;

3.

A valid RV permit has already been issued for a resident at the listed address.

3.

The recreational vehicle has become inoperable;

4.

There are public safety concerns, as determined by the Chief of Police, relating to the parking of the recreational vehicle on the street on which the parking would be provided, including but not limited to a street being too narrow to safely accommodate the recreational vehicle;

4.

There have been at least 3 parking citations issued for the recreational vehicle associated with the RV guest permit; or

5.

There has been a violation of this Chapter.

The applicant is not a city resident;

2.

5.

The street on which parking would be provided prohibits parking of all vehicles.

6.

The applicant provided information that was materially false.

7.

The applicant has unpaid parking citations issued by the City of Monrovia.

(B) RV Guest Permit. The Chief of Police or designee shall issue a RV guest permit unless one of the following findings

(B) The Chief of Police shall issue a notice of revocation in writing to the permittee specifying the effective date of the revocation, which date shall be at least two days after the date of the notice of revocation. Mailed notice shall be deemed served three days after deposit in the United States mail.

(C) The permittee shall have the right to appeal the notice of revocation in accordance with the procedures of Chapter 1.17 “Administrative Fines - Citations.” During the appeal process, the permittee will not be allowed to continue parking the RV on the city right of way.

If any section, subdivision, paragraph, sentence, clause or phrase, or portion of this Ordinance or the application thereof to any person, place, is for any reason held to be invalid of unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remainder of this Ordinance. The City Council of the City of Monrovia hereby declares that it would have adopted this ordinance, and each and every section, subsection, subdivision, sentence, clause phrase, or portion thereof, irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional.

Section 3. CEQA Findings. This ordinance is considered a “project” pursuant to the California Environmental Quality Act (CEQA), the State CEQA Guidelines (14 CCR §15000 et. seq.) and the City’s CEQA Guidelines. The project is considered exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the project to require RV parking permits on public right of way will have a significant effect on the environment. The project is also eligible for a class 1 categorical exemption for minor alterations of existing facilities involving negligible or no expansion of use. Since the scope of the project is limited to the imposition of the requirement of a permit to park a recreational vehicle on public right of way, it will not result in a change of use or intensity of use of public right of way and will not have a significant environmental impact. The project is therefore exempt from the environmental review requirements of CEQA pursuant to Section 15301 of Title 14 of the California Code of Regulations. The City Council, therefore, directs that a Notice of Exemption be filed with the County Clerk of the County of Los Angeles in accordance with CEQA Guidelines.

Section 4.

The City Clerk shall certify to the passage of this Ordinance and shall cause same to be published as required by law.

to Make Environmental Findings and Determinations With Respect Thereto Pursuant to the California Environmental Quality Act, to Establish an Appropriations Limit Therefor, to Authorize the Levy of a Special Tax Therein, and to Submit the Establishment of an Appropriations Limit and the Levy of a Special Tax to the Qualified Electors Thereof” (the “Resolution of Formation”) which established the District and authorized the levy of a special tax, subject to approval by qualified electors, within the District; and

WHEREAS, pursuant to the terms of the Resolution Calling a Special Election, an election was held within the District at which the qualified electors of the District approved the levy of a special tax within the District and the establishment of an appropriations limit for the District; and WHEREAS, on September 18, 2018, the City Council adopted a resolution entitled “A Resolution of the City Council of the City of Monrovia Declaring the Results of a Special Election in City of Monrovia Community Facilities District No. 2018-01 (Station Square South) and Directing the Recording of a Notice of Special Tax Lien” (the “Resolution Declaring Results of Election”) which certified the results of the September 18, 2018 election conducted by the City Clerk, which results showed that more than two-thirds of the votes cast in the District were in favor of the proposition to levy the special tax and establish an appropriations limit for the District.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MONROVIA DOES HEREBY ORDAIN AS FOLLOWS: 1. Recitals. The above recitals are all true and correct.

2. Authorization of Levy of Special Tax. By passage of this Ordinance, the City Council authorizes the levy of a special tax within the District at the rates and in accordance with the Rate and Method of Apportionment set forth in Exhibit B to the Resolution of Intention to Establish District which is on file in the office of the City Clerk and incorporated herein by reference.

3. Annual Rate Determination. The City Council is hereby further authorized each year, by resolution adopted as provided in Section 53340 of the Act, to determine the specific special tax rate and amount to be levied on each parcel of land in the District for the then current and future tax years, except that the special tax rate to be levied shall not exceed the maximum rates set forth in the Rate and Method, but the special tax may be levied at a lower rate.

Such resolution is to be filed by the clerk with the County Auditor-Controller of the County of Los Angeles on or before August 10 of the same tax year.

4. Exemption of Government Property. Properties or entities of the state, federal, or other local governments shall be exempt from the above-referenced and approved special tax only to the extent set forth in the Rate and Method, and otherwise shall be subject to tax consistent with the provisions of Section 53317.3 and 53317.5 of the Act. 5. Use of Collections. All of the collections of the special tax shall be used only as provided for in the Act and in the Resolution of Formation. The special tax shall be levied only so long as needed for its purpose as described in the Resolution of Formation.

6. Collection. The special tax shall be collected in the same manner as ordinary ad valorem taxes and shall be subject to the same penalties and the same procedure, sale and lien in any case of delinquency as applicable for ad valorem property taxes; provided, however, that the special tax may be collected by direct billing by the City of the property owners in the District or in such other manner as may be provided by the City Council.

7. Authorization. The specific authorization for adoption of this Ordinance is the provisions of Section 53340 of the Act. 8. Severability. If for any reason any portion of this Ordinance is found to be invalid, or if the special tax is found inapplicable to any particular parcel within the District, by a Court of competent jurisdiction, the balance of this Ordinance, and the application of the special tax to the remaining parcels within the District shall not be affected.

9. Publication. The City Clerk shall cause this Ordinance to be published at least once in a newspaper of general circulation, published and circulated in the City within fifteen (15) days after its passage in accordance with Section 36933 of the Government Code, shall certify to the adoption of this Ordinance and shall cause this Ordinance and the City Clerk’s certification, together with proof of publication.

10. Effective Date. This Ordinance shall go into effect and be in full force and effect at 12:01 a.m. on the thirty-first (31st) day after its passage.

Arcadia Tennis Tramples Burbank, Remains Undefeated in 2018 With each passing week, it seems one’s chances of getting struck by lightning on a clear sunny day are greater than the Arcadia girls’ tennis team losing a game this season.

The Apaches’ most recent 17-1 victory over Burbank on Tuesday improves their record to 17-0 and 8-0 in the Pacific League. Some of the most notable performances from the match came from doubles action as the teams Francesca

Yao/Angel Pan and Jean Chen/ Michelle Dong both won all three of their sets.

Tuesday’s win was an improvement for the Apaches as they only defeated Burbank 14-4 in their first meeting on Sept. 25. Interestingly enough, this marked Arcadia’s smallest margin of victory this season.

Arcadia’s biggest feat up to date was taking the Beckman Tournament out in Irvine. In that outing, the

Apaches defeated Mater Dei 7-1, Irvine 8-0, Laguna Beach 8-0, Foothill 8-0, Beckman 6-2 and Yorba Linda 8-0 to take the crown.

Only six games are left in the regular season and it seems very likely Arcadia remain undefeated all the way through. However, the Apaches still have a couple of tough nonleague matches against San Marino and No. 4 Palos Verdes.

Streaking Lancers on the Hunt for Biggest Statement of Season If there was any perfect time to peak during a season, now is the time as La Salle girls’ volleyball is doing just that.

Despite experiencing a midseason slump that saw them drop five games in a row, the Lancers have eclipsed their shortcomings with a six-game win streak in the twilight of their 2018 campaign. This includes a great showing a the Gabrielino Tournament over the weekend where La Salle went 5-1 with a 1-0 loss to Duarte but victories over Maywood CES, Garey, Gabrielino, Whittier and Holy Family.

The Lancers currently own a 21-10 overall record and are third in the Del Rey League with a 3-4 record behind champion St. Joseph (4-0) and runner-up Bishop Montgomery (4-2). Fittingly, La Salle’s

final regular-season game will be on Thursday against none other than St. Joseph.

This will be the Lancers’ best chance to make their biggest statement of the season as the Jesters have already locked up the Del Rey league title and have only lost one game since Sept. 1. A win for La Salle will also help the team qualify for a spot in the playoffs.

are panning out, La Salle’s chances at an upset over St. Joseph have been further bolstered by a sweep of Bishop Montgomery on Tuesday.

The Lancers wasted no time against Bishop Montgomery, taking the first set 25-16 and the second set 25-18. However, the Knights would go down fighting as they battled until the bitter end but ultimately lost the set 30-28.

Chloe Howell once again did what she does best, leading La Salle in kills with 25 to go along with three digs.

Most notably, Devon Nardoni had herself a big night as she picked up a whopping 41 assists while Vanessa Ramirez recorded 28 digs.

La Salle will take its six-game win streak to Lakewood for its regularseason finale against St. Joseph on Thursday at 6 p.m.

Monrovia Tennis in Search of a Program Renaissance, Falls Short to San Marino It’s no secret the Wildcats of Monrovia girls tennis haven’t enjoyed a lot of success since its establishment as a program. However, new Head Coach Bethanie Blake is determined to overhaul Monrovia into a respected program even if she has to start from scratch.

“I think we just need a good team culture and some structure,” Blake said. “We also need to start doing the typical things that come with being on a team like being on time, showing up, wearing a

uniform, practicing hard and not trying to leave early.”

Last season, Blake was as an assistant coach for the Wildcats before she was promoted. She would aid last year’s head coach manage the team while also helping the boys’ team when she could.

Monrovia’s latest match against Rio Hondo League powerhouse San Marino on Tuesday didn’t go as well as the Wildcats would have liked as they lost 17-1. With the loss, Monrovia’s record dropped to

1-8 on the season. The team’s only win came against Duarte on Sept. 10.

Despite Monrovia’s struggles to gain any sort of relevancy as a program, Blake still has some goals she would like to accomplish from now until the end of the season.

“I think if we finish with a positive attitude and not with an attitude like ‘we always lose’ and we’re actually a good team, that would be a start to turning things around,” Blake said.
