On Nov. 11 The City of Monrovia and V.F.W. are cosponsoring a Veteran’s Day ceremony at Library Park at 11 a.m.

Veterans Day, which was known as Armistice Day until 1954, is commonly confused with Memorial Day. The difference? Memorial Day was established to celebrate the lives of veterans who have died while serving the country. Veterans Day is largely intended to thank retired military members who are still living and to acknowledge their contributions to our national security.

The Veterans Day National Ceremony is held each year on Nov. 11 at Arlington National Cemetery.

The ceremony commences precisely at 11a.m. with a wreath laying at the Tomb of the Unknowns and continues inside the Memorial Amphitheater with a parade of colors by veterans’ organizations and remarks from dignitaries. The ceremony is intended to honor and

thank all who served in the United States Armed Forces.

The United States Congress adopted a resolution on June 4, 1926, requesting that President Calvin Coolidge issue annual proclamations calling for the observance of Nov. 11 with appropriate ceremonies. A Congressional Act (52 Stat.

351; 5 U.S. Code, Sec. 87a) approved May 13, 1938, made Nov. 11 in each year a legal holiday: “a day to be dedicated to the cause of world peace and to be thereafter celebrated and known as ‘Armistice Day’.”

In 1945, World War II veteran Raymond Weeks from Birmingham, Alabama, had the idea to expand Armistice Day to celebrate all veterans, not just those who died in World War I. Weeks led a delegation to Gen. Dwight Eisenhower, who supported the idea of National Veterans Day. Weeks led the first national celebration in 1947 in AlaSEE PAGE 10

Bruce Inman, Former Sierra Madre Public Works Director, Named Interim City Manager In Bradbury

By Terry Miller Bruce Inman, the recently retired Public Works Director for the City of Sierra Madre, has been named Interim City Manager in Bradbury.

Inman replaces Michelle Keith who left the tiny 3-employee-city November 3 to work for the city of Rancho Cucamonga, Claudia Saldana, Bradbury City Clerk, told Beacon Media news Wednesday afternoon.

Meanwhile, the city

has hired a recruitment firm to search for a permanent replacement but Saldan said that Inman will start officially as Interim City Manager on December 19 in the meantime.

Saldana quipped “ I hope they find replacements soon, it’s only me here in the city right now…it’s kinda lonely…”

Tournament of Roses® Foundation Now Accepting Grant Applications 2017 Giving remains at $200,000 for local charities The Tournament of Roses® Foundation is now accepting applications for its 2017 grant assistance program. In 2017, the total amount awarded to local charities will remain at $200,000. Since its inception in 1983, the Foundation has invested over $2.9 million in more than 180 Pasadena-area organizations. Grants typically range from $1,000 up to $10,000 per organization.

The grant award maximum is $10,000. The grant awards in 2016 totaled $200,000, and the average grant was approximately $4,700.

Eligible applicants are organizations with 501(c) (3) status, as of the 2017 submission deadline, that are based in and serving one or more of the following communities: Alhambra, Altadena, Arcadia, La Cañada Flintridge, Monrovia, Pasadena, San Gabriel, San Marino, Sierra Madre, South Pasadena, and Temple City. Grants will be given in the categories of performing and visual arts, sports and recreation, and volunteer motivation and leadership development.

42 organizations received grants last year including these six first-time recipients: California Ladyhawks, Jackson PTA, Los Angeles County Community Development Foundation, Marshall Fundamental PTSA, Oakwood Brass-Outreach Project and The Theatre at

Boston Court.

Applications will be accepted from Nov. 8 until 5 p.m., Jan. 26, 2017. All applicants will receive a status update the week of Feb. 27, 2017. The 2017 finalists will be notified the week of Feb. 27, 2017 and then must submit the required additional background materials by March 13, 2017. The Foundation’s Board of Directors will make the final grant selections at its annual spring meeting, and applicants will be notified of their funding status via email in May 2017. POLICE BLOTTERS MONROVIA Nov. 3 At 4:30 p.m., a vehicle was reported stolen from a parking lot in the 1600 block of S. Myrtle Ave. The victim parked his vehicle in the lot at 7 a.m. and went to work.

When he returned at 4:30 p.m., he discovered his vehicle had been stolen. The investigation is continuing.

At 5:20 p.m., an officer on patrol conducted a traffic stop for a vehicle code violation at California and Duarte.

A computer check of the driver revealed she had a felony warrant out of Monrovia for her arrest. She was arrested and taken into custody for the warrant.

At 9:50 p.m., a resident in the 700 block of Montana Street called police to report the theft of his bicycle. The victim left his bicycle on the side of his yard at 8 p.m. and went inside his residence. At 9 p.m., he went back outside and noticed his bicycle was missing. The investigation is continuing.

At 11:01 p.m., a hit and run traffic collision that occurred at Mayflower and Diamond was reported to police.

A 17-year-old male subject was walking across the street when a vehicle's front fender grazed the back of his ankle.

The driver of the vehicle left the scene. The minor walked home and informed his mother of the incident. The minor did not have any visible injuries, but he complained of pain to his ankle. The investigation is continuing.

Nov. 4

At 7:40 a.m., a female resident in the 1200 block of S. Sherman called police to re-

port she had been involved in a fight with her brother.

Both subjects are adults. The argument became physical and both subjects pushed and shoved each other. The male suspect then pushed his sister to the ground, causing her to fall backwards and strike her back on a brick planter box. The suspect then went into the house and the victim followed. Inside the house, they continued to argue and fight. At one point, the male suspect bit the female victim on her shoulder through her shirt, causing injury. The suspect then left the residence on foot. Officers conducted an area search for the suspect, but he was not located. The investigation is continuing.

At 3:05 p.m., a student ran in front of a slow moving vehicle at a middle school in the 200 block of S. Ivy. The child was struck and went to the ground. The child was treated by Monrovia Fire Department and taken to a hospital for precautionary measures. The child had visible scrapes on his face. The child’s mother was notified.

She responded to the school and went to the hospital with her son.

Nov. 5

At 3:50 a.m., police dispatch received a call reporting several subjects sleeping on the lawn at a location in the 200 block of E. Palm.

Officers arrived and discovered five subjects sleeping on the lawn. The officers recognized one of the subjects and knew he had outstanding warrants for his arrest. The warrants were confirmed and the subject was arrested. A search of his property revealed he was in possession of methamphetamine, which was added to his charges.

At 7:50 a.m., a vehicle was reported stolen from an apartment complex in the 1500 block of Encino. The victim parked and locked her vehicle in the guest parking for the complex at 2:00 a.m. The vehicle is a black, 1998 Honda Civic. When she returned to her vehicle in the morning, she found her vehicle was missing. Officers checked the area, but the vehicle was not located. The investigation is continuing.

At 12:02 p.m., an officer was dispatched to a residence in the 700 block of Ridgeside on the report of a vehicle burglary. The victim parked and locked his vehicle on the street at 1:45 a.m. Sometime during the night, unknown suspects entered the vehicle and gained access to the trunk. They stole miscellaneous tools and other items from the trunk of the vehicle.

The investigation is continuing.

At 6:27 p.m., police received a call reporting subjects camped out in the rear alley of a business in the 300 block of W. Huntington. Officers arrived and made contact with one male and one female camped out in the alley.

The female subject was found to have an outstanding warrant for her arrest and was in possession of a glass pipe used for smoking methamphetamine. She was arrested and taken into custody.

At 7:30 p.m., a male and female subject were reported fighting in the park in the 300 block of S. Myrtle Ave. Officers arrived and located the two subjects. The female subject was found to be extremely intoxicated and was arrested for being drunk in public. The male subject is listed as being the restrained person in a court ordered domestic violence restraining order and

the protected person is the intoxicated female. The male subject was arrested for violating the restraining order.

At 11:30 p.m., a fight between a male and female subject was reported in the 500 block of W. Palm. Officers arrived and found the subjects were in a vehicle arguing. The male subject had an injury to his finger and the female subject had an injury to her hand.

The officers determined the female subject was the aggressor and she was arrested for domestic violence.

PASADENA

Nov.3 At about 3:52 p.m., Pasadena Police officers responded to the area of Foothill Boulevard and Oak Grove Drive regarding a three-vehicle traffic collision. On arrival, officers learned that one of the involved vehicles was a motorcycle. The motorcyclist was in critical condition and was transported to a local hospital. Occupants from the other two involved vehicles were also injured and transported to area hospitals. The Pasadena Police Department’s Major Collision Investigation Team responded and is reviewing the collision.

Nov. 5

At 12:13 a.m., Pasadena Police officers investigated calls of shots fired in the area of Del Mar Boulevard and Raymond Avenue. Officers recovered evidence of a shooting; however, they were not able to find any suspects or victims. Witnesses were generally uncooperative and only provided limited information to the officers. During the preliminary investigation, a male adult was dropped off at a local hospital with a gun-

shot wound to the leg. He was treated for the injury and released from the hospital.

At 1:33 a.m., Pasadena Police officers investigated calls of shots fired in the 500 block of N. Fair Oaks Ave. On arrival, officers found evidence of a shooting; however, they did not find any suspects or victims. Witnesses stated the suspect (Black Male, 20s, wearing all black clothing) was shooting at a vehicle driving on Fair Oaks Avenue.

ARCADIA

Nov. 3 At approximately 8:38 a.m., an officer conducted an enforcement stop on a vehicle in the 5400 block of Peck Road for a seatbelt violation. Upon contacting the driver, the officer noticed he displayed symptoms of drug use. A records check revealed the 33-year-old male from El Monte had an outstanding misdemeanor warrant. During a consensual search of the vehicle, the officer located a pipe commonly used to smoke methamphetamine.

The suspect was arrested and transported to the Arcadia City Jail for booking.

Nov. 4

At about 12:10 a.m., an officer conducted a traffic stop on two vehicles in the area of Longden Avenue and Baldwin Avenue for street racing. The officer witnessed the two vehicles driving in excess of 50 miles per hour on Baldwin Avenue, which has a speed limit of 40 miles per hour where the vehicles were racing. Both drivers, an 18-year-old male from El Monte and a 20-year-old male from Rosemead, were cited and released in the

field. Both vehicles were impounded for 30 days.

Around 3:22 p.m., officers responded to a residence in the 1400 block of S. Fourth Ave. regarding two suspicious subjects in the backyard. An investigation revealed the 30-year-old male from Monrovia was in possession of a controlled substance and a 30-year-old male from Arcadia was in possession of stolen property and drug paraphernalia. Both were arrested and transported to the Arcadia City Jail for booking.

Nov. 5

Shortly after 12:06 p.m., an officer responded to the Santa Anita Mall, 400 S. Baldwin Ave., regarding an activation of an Arcadia Police Department GPS tracker.

Arcadia PD detectives had previously deployed decoy bicycles containing tracking devices to combat the increase in bike thefts throughout the city. An investigation revealed a 31-year-old male from West Covina was in possession of the stolen bicycle and tracker. He was arrested and transported to the Arcadia City Jail for booking.

At approximately 7:22 p.m., an officer responded to the intersection of Huntington Drive and Colorado Place regarding a family disturbance report. Witnesses reported seeing a mother choking her 10-year-old son.

The officers discovered the 36-year-old mother from El Segundo had struck her son numerous times and also had an outstanding misdemeanor warrant. She was arrested and transported to the Arcadia City Jail for booking. The juvenile son was transported to Arcadia Methodist Hospital for evaluation. DCFS was notified.

Letter to Editor:The Preserve Sierra Madre Coalition Concerned for Craftsman Home Dear Editor: The Preserve Sierra Madre coalition is very concerned about what has happened to the 1907 Craftsman home located at 126 E. Mira Monte and known as the Henry A. Darling House.

It was only last year that a previous buyer had proposed to demolish this home. The result was an uproar in the community and several packed City Council meetings as people voiced their shock and displeasure that anyone would consider demolishing such a magnificent home that contained some of the finest architectural details that you could find in a Craftsman home of that era.

Evidently the City Council was concerned as well with preserving this home because they passed an emergency demolition moratorium that saved this home from the wrecking ball. Our City Council later passed a permanent demolition ordinance that would help to preserve potentially historically significant homes from demolition.

The home was subsequently sold to a new buyer and now we see a home that is all but demolished with only a partial skeleton remaining – a ghost-like shell of its former self. The Staff Report states that City Staff and the Applicant determined that this 1907 Craftsman known as the Henry A Darling House has no historical significance.

However, they are not only not qualified to make that determination, the Demolition Ordinance specifically

requires that an independent architectural historian be the one that makes that determination and provides a list of experts to choose from.

How can we trust the applicant who wants to tear the house down to dig up information on why the house can’t be torn down. This ordinance is triggered when you have a home built more than 75 years ago and when you propose to demolish more than 25 percent of the building.

In this case 90 percent was demolished and now City Staff is proposing that we gather up a few old photographs of this magnificent home and store it in the public library as a reminder of its prior existence and the applicant is asking for an after-the-fact demolition permit for a home that has been virtually demolished already.

How can it be that the very home that was the catalyst for the emergency demolition moratorium and later the permanent demolition moratorium has been, for all intents and purposes, demolished without even triggering the ordinance. We would like to respectfully ask the Planning Commission how this could have happened and get to the bottom of this.

Yes, Pumpkin appropriated my treasured serape as her bed, her comfort blanket, her camping tent, and whatever else entered her creative mind. And you’re right...without any regrets I gave her full ownership of my expensive serape.

The ceremony featured City Councilmember and MAFA board member Becky Shevlin as emcee and included a welcome from City Manager Oliver Chi. Festival attendees, artists, friends and fans applauded as award winners received the following acknowledgments: -Renaissance Award: MAFA annually presents its Renaissance Award to an individual or organization in the community that best supports MAFA’s mission. On Saturday, Mayor Tom Adams presented this year’s Renaissance Award, an original metal sculpture by MAFA artist and board member Bill Hyatt, to ChapCare, represented by Kevin Reed, Marketing Supervisor. ChapCare was honored with this award due to their ongoing support of MAFA’s Summer Art Walks and Celebrate the Arts events by providing not only financial assistance but staff time and material resources for children’s art education activities.

Also, Tuesday morning we had some breaking news (works for CNN…… why not us?) at the MOTAB meeting. Not only will we have Sunday Holiday Carriage Rides in Old Town during the month of December, we will have Thursday evening rides as well. And to make this all affordable, I hear the charge for each rider will be minimal ($2).

The Sunday carriage will be a traditional 4-seater, old fashioned carriage, and the Thursday carriage will be a wagon-type which holds more riders. Thank you MOTAB for approving this and City staff for all of your research! Rumor has it that we will have one or two sponsors to be announced next week.

And more community cooperation to report: this last Monday I attended the monthly meeting of our Monrovia Community Coordinating Council, and was once again reminded about how the concept of “working together” actual works.

It’s really pretty simple:

get folks together in one room around a big table and then take turns talking and listening. Anyone who is curious about how all the entities in town manage to schedule events without tripping over each other, drop by the Fireside Room of the First Presbyterian Church up at Foothill and Myrtle (just outside of Old Town) on the first Monday of the month at 7:30 a.m. and watch the community in action. Very impressive…

Last week we had one of our Merchant Co-op meetings at Rudy’s. That’s where we merchants just get together and brainstorm, gripe, and ultimately work together for the good of all. We had a Q & A with Raw Inspirations, our new street fair contractors. As a result of that very intense meeting you may notice a change or two to the show, specifically the location of the Kid’s Zone which now has a more linear layout allowing for better visibility and less interruption to some of the restaurants’ outside dining areas.

I have to remind the folks who complain every year about the early appearance of holiday decs that Public Works does not employ elves who come out Thanksgiving night and make the town bright, so go easy on me and them, please…

ing six of Taiwan’s diplomatic allies — Guatemala, Honduras, Panama, Nicaragua, El Salvador, and Paraguay — in addition to Argentina, Colombia and Mexico. The partnership between KJLA and TECO-LA (Taipei Economic and Cultural Office in Los Angeles) is a part of an

initiative launched by the Ministry of Foreign Affairs of Taiwan to foster awareness and understanding of Taiwanese culture in Spanish speaking communities.

Young Kudos Students Excel in Speech Tournaments The students at Kudos College of Youth Leadership, a school dedicated to teaching children as young as first grade through 12th grade skills in public speaking and debate, are off to a strong start for the beginning of the 2016-2017 season of speech and debate tournaments.

On Oct. 21, Kudos competed in the Jefferson Middle School Speech Tournament – the first of the season for the Southern California Junior Forensics League.

Kudos student Sharon Liu placed first in the Impromptu category.

Impromptu speech involves creating a fully formed speech based on a simple word, such as “creativity” or “kindness,” with very little prep time.

Sharon excelled by giving intelligent examples and speaking eloquently.

Kudos students Selina Ho and Emma Sieh also placed high in the Storytelling category, winning first and fourth place respectively. Storytelling is a performance based category where students are to per-

form with emotion and expression; Selina and Emma showed their skills in these criteria with stories from Greek mythology, and succeeded in delighting their audiences with their clever performances.

On Oct. 22, Kudos students also competed in the La Reina High School Debate Tournament. In Policy debate, Matthew Zhang and George Zhang placed first, and Caleb Lee and Andrew Sinsioco placed second.

George was the top speaker. In Public Forum debate, William Chang and Benny Tong finished in fourth place, and Emma Chen and Nanette Zhang finished in sixth place.

Kudos College of Youth Leadership, founded in 2009, strives to teach all students to become excellent public speakers and leaders of tomorrow. A Kudos student typically starts between third through fifth grade with the Communications Pro Level I class. In this course, students learn about a broad variety of speech and debate events.

National Save for Retirement Week ended Oct. 22. Did you hear about this at work or within your coffee klatch?

Probably not. Allow me a moment then, as the timing is right.

This downplayed event ends right as the holiday shopping season begins. Now is a good time to offer a gentle reminder: putting money aside for retirement brings more long-term benefits than a new iPhone under the Christmas tree.

Many people neglect to save for retirement. According to the Employee Benefit Research Institute, 41 percent of workers between 45 and 54 have less than $25,000 in savings. Thirty-nine percent of people over 55 possess sav-

ings of less than $25,000. This is a losing proposition.

One win-win scenario is to take advantage of employer-sponsored retirement plans. Saving through a workplace plan sends money into your retirement account before you have a chance to spend it. Some employers will even match your contributions up to a predetermined limit. An added benefit: such savings are pre-tax, meaning that saving money can reduce your taxable income at the same time.

If your employer doesn’t sponsor a retirement plan, then open an IRA account yourself. There are two typical types of IRAs – Traditional and Roth. For both, your contribution ceiling is $5,500 per

year, or $6,500 if you’re over 55. Make this limit your goal.

If you’re in a high-income tax bracket, a Traditional IRA can be a smart option because it may lower your taxable income.

y first Dorothy's Place column was published on Jan. 20, 1994. It was about a lamp and the title was Is It Time?

I have done a weekly column ever since. That's a long time and a lot of col-

umns. Now I'm thinking once again, is it time?

Through those years, I've enjoyed sharing lives with my readers. Many have introduced themselves when we passed in the supermarket, the library, on a bus, in a theater, even once in a restroom in Tijuana. I've received so many letters, notes and

e-mails. They were thoughtful, thankful and kind. Well, a few were not, but hey, even they were learning experiences.

As Carol Burnett used to sing, I'm glad we had this time together. Now I think it is time to turn off the lamp at Dorothy's Place and take a little rest. Thank you all.

Stryder Age: 2 years

Stryder desperately needs a home! Stryder, age 2, a sweet, friendly, male, had a horribly mangled back leg due to someone likely setting out a leg trap and leaving him there for days (we have alerted the authorities in the area). He just had surgery to remove his leg, and is recovering nicely, but during which time we also learned he is FIV+. Technically, he is considered special needs, but in all actuality, he will be fine on 3 legs, is otherwise

healthy and needs no meds.

He just needs to be your only kitty, due to the FIV. We call him "Easy Stryder.”

His foster home ends in 2 weeks, so this sweet boy is looking for his forever home, where he will be treasured and safe, all the rest of his life.

Lifeline for Pets is a small no-kill rescue. We show some cats most Sunday afternoons at Petsmart, 3347 E. Foothill Blvd. in Pasadena, 12:30-3:30. Call to confirm at (626) 797-1753.

My last article, “Not Good Enough?” was about the difficulty of getting easy special needs pets adopted.

Now, I wish to address how rescue organizations, such as Lifeline for Pets, and others, pour their hearts and souls into saving the very difficult cases, in hopes that they, too, will know the love and comfort of a home, while teaching us about the joy of unconditional love.

To borrow lyrics from the musical, “Wicked” Pets “come into our lives for a reason, bringing something we must learn. And we are led to those who help us most to grow — if we let them, and we help them in return.”

Lifeline has two very urgent cases: cats Trouper and Stryder. Trouper is an elderly, ragged male tabby, rescued off the streets over 7 months ago, starving and covered with dirt and fleas. He came to us war torn, scared, and depressed. No one knows how bad a life Trouper has had, but his actions and reactions would indicate that he's had it rough. He has everything wrong with him — FIV+, crypto, inflamed mouth and teeth to name a few. He is not friendly, but stoic. He still does not make eye contact or purr, but with his issues, we can’t blame him. His progress has been very slow. His desperately needed dental surgery will take place this week. Our fingers and paws are crossed that he’ll make it. We would love for Trouper to learn to trust people again, to play with other kitties, and to enjoy life, but he teaches us the hardest lesson — how to deal with pain and sorrow without whining or sighing — and to try to make the best of every day.

Then there’s Stryder, a young male cat, about age 2.

He was rescued last month, a stray, whose leg was badly mangled due to someone likely setting out a leg trap and leaving him there for days (we have alerted the authorities in the area). He is recuperating nicely, as cats and dogs can function very well on 3 legs, and we have high hopes that someone will want to adopt this boy, who is just now learning about human kindness. Monrovia City Notices ORDINANCE NO. 2016-11 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONROVIA, CALIFORNIA, AMENDING CHAPTER 2.04 (CITY MANAGER) AND CHAPTER 2.76 (PERSONNEL MERIT SYSTEM) OF THE MONROVIA MUNICIPAL CODE RELATED TO PERSONNEL RULES AND REGULATIONS FOR THE CITY OF MONROVIA. Section 4.

Section 2.76.030(j) of the Monrovia Municipal Code is hereby amended to read as follows: “(J) Employees other than those listed elsewhere in this section who are employed on an hourly basis and who work less than 1,000 hours in any one fiscal year.

Section 5.

Section 2.76.070 (Status of Present Employees) of the Monrovia Municipal Code is hereby deleted from Title 2 of the Monrovia Municipal Code.

Section 6.

Section 2.76.080 (Abolition of Positon – Reemployment Lists) of the Monrovia Municipal Code is hereby amended to read as follows: “(A) Whenever in the judgment of the City Council it becomes necessary, the City Council may abolish any position or employment in the classified service. Employees transferred, demoted, or laid off because of the abolishment of positions, shall not be subject to written charges nor shall they have the right of appeal in such cases.

(B) Procedures and processes for effectuating any layoffs shall be specified in the City’s Personnel Rules and Regulations.

(C) In determining the order of layoffs, a combination of factors shall be considered by the City, including but not limited to: qualifications, productivity, general performance, knowledge, abilities, skills and the needs of the City.

(D) Prior to initiating any layoffs, all alternatives shall be explored by the City, including but not limited to reorganization, hiring freeze, salary/benefit freeze, salary/benefit reduction, and/or furloughs.

(E) During consideration of any potential layoffs, should salary and/or benefit reductions be identified as an alternative option, the following provisions shall be followed: •

The City Manager’s salary/benefits shall be reduced first and in a percentage larger than that of any other employee.

After the City Manager’s salary/benefits are reduced, the salary/benefits of Department Directors shall be the next to be reduced. Only after a reduction in the City Manager and Department Directors’ salary/benefits has occurred may the salary/benefits of employees occur.

(F) Should layoffs be implemented, the names of probationary and permanent employees laid off shall be placed upon reemployment list for classes which, in the opinion of the City Manager, require basically the same qualifications and duties and responsibility of those of the class of positions from which layoff was made. If returned to work within one (1) year of a layoff, an employee shall be reinstated with the amount of sick leave which had been accrued at the time of layoff. Credit shall be granted for prior service in terms of benefit accruals, seniority, and any other employment related benefits.”

Section 7.

Severability. If any section, subsection, paragraph, sentence, clause or phrase of this chapter is declared by a court of competent jurisdiction to be unconstitutional or otherwise invalid, such decision shall not affect the validity of the remaining portions of this chapter. The City Council of the City of Monrovia hereby declares that it would have passed each section, subsection, subdivision, paragraph, sentence, clause, or phrase hereof irrespective of the fact that any one or more sections, subsections, subdivisions, paragraphs, sentences, clauses, or phrases be held unconstitutional, invalid, or unenforceable.

Section 8.

Continuity. To the extent the provisions of this Ordinance are substantially the same as previous provisions of the Monrovia Municipal Code, these provisions shall be construed as

Section 9.

CEQA. This Ordinance is not a project within the meaning of Section 15378 of the State CEQA Guidelines, because it has no potential for resulting in physical change in the environment, directly or ultimately. This ordinance is also not subject to CEQA under Section 15061(b)(3) of the State CEQA Guidelines which states the general rule that CEQA applies only to actions defined as projects which have the potential for causing a significant effect on the environment.

Section 10. Effective Date. This Ordinance shall take effect 30 days after adoption.

Section 11. Certification. The City Clerk shall certify to the passage and adoption of this Ordinance and shall cause the same to be published or posted according to law.

Joe, a 26 year old Jockey from Louisiana, was preparing Saturday morning for the infamous Breeders’ Cup at Santa Anita Race Track.

His wife Elizabeth, however, days past her due date, attended the Breeders’ cup in hopes to see her husband Joe, riding Melatonin, pull off an upset victory over the favorite California Chrome.

Joe finished 5th in the race but one could imagine how little that resonated with him due to the fact that the very next day Elizabeth took to twitter announcing to the world, “Introducing Vincent James Talamo!
