Historic Preservation Commission Entitles Santa Fe Depot Rehabilitation Work

The Historic Preservation Commission (HPC) recently voted unanimously to approve the scope of work for the rehabilitation of the Historic Santa Fe Depot!

This action by the HPC means that the proposed renovation work for the Historic Santa Fe Depot facility has been approved and the development team at Daylight Limited LLC (the group leading the rehabilitation work) can now proceed to the building plan check process.

The mood at the HPC meeting was festive and commission members strongly emphasized how pleased they were with the work performed by the Daylight Limited development team.

Given the approval, it is expected that actual construction work will begin in mid-to-late-summer 2016.

In addition, with the scope of work that needs to be done, assuming a summer 2016 start date and barring any unforeseen circumstances, we anticipate that the rehabilitation work at the Historic Santa Fe Depot could be complete towards the end of calendar year 2016 or early 2017.

With approval from the HPC, the Santa Fe Depot rehabilitation project is expected to begin this summer.

Planned Immigrant Deportation Raids Raise Ire of Local Congresswoman

On Thursday, May 12, Reuters reported the Obama Administration intends to launch a nationwide 30-day “surge” of new immigration deportation raids, targeting hundreds of families and young adults through the months of May and June. In January, Representative Judy Chu (CA-27) condemned similar raids that resulted in the deportation of 121 individuals, mainly women and children from Central America. Rep. Chu released the following statement: “Today’s [May, 12] news, if true, is devastating for immigrant families across the country, and is a huge step backwards from the progress made through the president’s executive actions. The targeting of refugee mothers and children is outrageous and diametrically opposed to our values as a nation.

To deport these individuals and tear apart families is inhumane. As we strive to build trust within our communities, these proposed raids breed nothing but fear and suspicion. Rounding up and detaining refugees will undoubtedly lead to the revictimization of refugee families fleeing gang warfare and drug violence. These raids were wrong in January and

they are wrong today. Refugees with credible fear have a legal right to be in this country. They deserve due process and a fair day in court with access to appropriate language services as needed. We should help these refugees by offering them government provided attorneys rather than returning them to peril or even death. We are and must remain a nation of laws, but we are also a compassionate nation of principles. I am strongly opposed to these raids and urge the Obama Administration to work with us on a comprehensive solution to address the refugee crisis from Central America.”

Ground Breaking Scheduled for Newly Renamed Apartment Complex The 261-unit apartment complex near the Monrovia Gold Line Station will break ground next week, on Wednesday, May 25, at 10 a.m.

The development by Samuelson and Fetter was originally approved by the city as “The Parks at Station Square.”

After Legacy Partners joined with Samuelson and Fetter, the complex acquired a new name, “MODA at Monrovia Station.”

According to this week’s city manager’s report, the overall project concept has not changed. The complex will still feature a clubhouse, fitness center, game-room,

outdoor living spaces with two landscaped courtyards with kitchens, barbecue areas, and fire pits. In addition, there will be a 4,000-squarefoot rooftop terrace.

When first developing the plans for the project, Blaine Fetter, one of the principals of Samuelson and Fetter, rented a crane to experience what the view from the rooftop terrace would be. He described it as “spectacular.”

Legacy Partners will be building and managing the luxury apartment complex to Samuelson Fetter’s plans. The complex will be located at 228 W. Pomona Ave., next to the parking structure for the Monrovia Gold Line Station.

New EMS Dispatch Fee Goes Into Effect July 1

Program membership provides coverage, after insurance billing, for emergency medical treatment and/or ambulance treatment rendered by the Sierra Madre Fire Department.

Beginning July 1, 2016, the city will apply an EMS Dispatch Fee of $272.86 to all non-transport EMS calls.

Under the program, a member patient who is not transported to the hospital would save on the full cost of the Dispatch Fee. Members are exempt from all Emergency Medical Service (EMS) related charges, including the city’s EMS Dispatch Fee. The Sierra Madre Paramedic Subscription Program is available to Sierra Madre residents only and there are no other requirements to join. The annual membership cost is $60 per individual. Officers and a supervisor responded to Churchill Road regarding a transient trespassing on private property at approximately 10:15 a.m.

Reporting party stated she could hear a man talking to himself as he sat on a hillside.

Due to the suspect’s position on the side of the hill, his unwillingness to cooperate, and not wanting to escalate a calm situation into a dangerous one, it was determined to allow the suspect to stay on the hill and come down on his own. Later that afternoon, suspect was located sitting on the patio of a residence where after questioning he became incoherent, uncooperative, and unaware of his surroundings. Officers believed he was a danger to himself, placed him in custody and transported him to an area hospital where he was admitted on a psychiatric hold.

Supervisors and an officer responded to a business in the 200 block of West Sierra Madre Boulevard regarding a dispute. Manager at the loca-

tion stated that a female employee saw her ex-boyfriend outside who was attempting to contact her regarding someone tampering with his car after a recent break up.

Officers contact the ex-boyfriend as he was entering the business and told him to leave the premises, he complied.

At approximately 4:50 p.m. an officer and a supervisor responded to the area of East Grandview and Sycamore Place regarding an explosion. Upon arrival, the officer was flagged down by the reporting party who witnessed a juvenile on a red bicycle riding away from the area and stated the juvenile was responsible for the explosion. After making contact it was determined that he was in the City Yards setting off a firework with two friends. Juvenile was cited for discharging a firework in a fire protected zone and released to a family friend upon request from the parent.

May 14 At 12:19 a.m., an officer was dispatched to the 1000 block of South Myrtle regard-

ing a subject who was intoxicated and staggering down the street. The officer contacted the subject and determined he was too intoxicated to care for himself. The subject was arrested and held for a sobering period.

At 2:05 a.m., an officer on patrol stopped a vehicle in the 2200 block of South Myrtle for a vehicle code violation. Upon speaking to the driver, the officer noticed symptoms of alcohol intoxication. Through investigation, the driver was determined to be driving under the influence and was arrested. The driver was taken into custody and held for a sobering period. The suspect was later released with a citation to appear in court.

At 6:08 p.m., a business in the 1600 block of South Mountain called police to report a suspect detained by loss prevention for shoplifting. The female suspect had removed several items from the store without paying. Loss prevention personnel placed the suspect under citizen’s arrest and officers took her into custody. She was later released on a citation to appear in court on the charges.

At 6:54 a.m., an injury traffic collision was reported at Mountain and Lemon. The driver was on his way home from working a night shift and said he fell asleep at the wheel. He clipped the power pole on the corner of Mountain and Lemon, causing the vehicle to rollover several times before coming to a stop.

The Monrovia Fire Department responded to treat the driver for complaint of pain.

Edison was contacted and responded to inspect the power pole for damage.

At 7:31 p.m., officers responded to the area of Mountain and Huntington regarding a road rage incident where the suspect pointed a firearm. The incident began as two vehicles were exiting the westbound 210 Freeway at Buena Vista. One of the vehicles cut the other off on Central Avenue. When the vehicles reached the intersection of Mountain and Huntington, the suspect pulled up next to the victim’s vehicle and pointed a black, semiautomatic handgun at the victim. The suspect followed the victim and was last seen heading westbound on Foothill from May. The suspect is described as a male Hispanic, 20, driving a burgundy Suburban with tinted windows and chrome wheels. The investigation is continuing.

At 5:39 a.m., a vehicle burglary was reported in the 700 block of West Olive. The victim parked and locked his vehicle in the evening. When he returned to his vehicle the next morning, he found his tools had been stolen from his truck. There were no signs of forced entry. The investigation is continuing.

May 12 Around 12:54 p.m., officers responded to the 500 block of Live oak Avenue regarding a residential burglary in progress. An investigation revealed the suspect used to live at the location. A consensual search of the suspect’s vehicle revealed stolen property and a meth pipe. The 53-yearold male from Arcadia was arrested and transported to the Arcadia City Jail for booking.

Just after 2:25 p.m., officers responded to the area of First Avenue and Foothill Boulevard regarding the report of a hit and run traffic collision. An investigation revealed, the suspect driver was responsible for two separate hit and run collisions and was located in his vehicle at the scene of a third collision.

Upon contacting the driver, the officer detected a strong odor of alcohol emitting from the driver. Through a series of tests, the officer determined the 62-year-old male from Arcadia was driving under the influence of an alcoholic beverage. The suspect was arrested and transported to the Arcadia City Jail for booking.

Upon contacting the 27-year-old male from Alhambra, the officer noticed symptoms of alcohol intoxication and determined the suspect was unable to care for himself. At about 11:51 a.m., an officer responded to the 600 block of Fairview Avenue regarding a theft from a vehicle. An investigation revealed, an unknown suspect entered an unlocked vehicle and stole a wallet containing $150 cash, a driver’s license, and credit card. The vehicle registration and insurance card were also stolen. No suspected were seen and no witnesses were located.

At about 5:53 p.m., an officer was dispatched to the 1000 block of Rafael Drive regarding a residential burglary report. The officer determined unidentified suspect(s) entered the residence by smashing a bedroom window, ransacked the residence and stole jewelry before fleeing.

No suspects were seen and no witnesses were located.

The investigation is ongoing.

Just after 7:03 p.m., an officer initiated a traffic stop near the area of Santa Anita Avenue and Live Oak Avenue for failing to stop at a stop sign. A consensual search of the vehicle revealed drug paraphernalia and a large amount of methamphetamine. The driver also had multiple warrants for his arrest. The 24-yearold male from El Monte was arrested and transported to the Arcadia City Jail for booking.

At 6:29 a.m., a vehicle was reported stolen from the 600 block of East Lemon. The vehicle stolen was a black, 2005 Toyota Tundra with a chrome toolbox and rack on top. The victim heard his truck start up and when he looked outside, it was gone.

A description of the vehicle was broadcast to officers and an area check was conducted, but the vehicle was not located. The investigation is continuing.

Reader’s Concern With Monrovia Congestion Dear Editor: I knew it was coming …

261 luxury apartments going up in the most congested part of the City of Monrovia.

You and I already know what a fiasco the traffic has been since the Gold Line has been put in (no, I am not against the Gold Line, just upset at the way traffic has been needlessly impacted by very poor planning).

At times, it takes me, waiting at Myrtle and Duarte, two signal sequences to get through the intersection going north. Thank goodness the light is not heavily used at Pomona and Myrtle, since I have to always wait at the signal at Evergreen and Myrtle, then again, just a few yards more at Myrtle and Central.

As bad as that is, that is going to change radically once the 500 cars this complex will likely generate (261 units with two autos each) will need to use it to get to and from the 210 Freeway

daily, as well as those going north and south on Myrtle.

Actually 1,000 going and coming. So all of that traffic will be congested into a small, one-block (really more like a half-block) space between Pomona and Evergreen at Myrtle, then again at Central and Myrtle, just a few yards away.

Just as nonsensical is the decision to structure the intersection at Magnolia and Pomona, so as to prevent people who will be living at this complex from turning east on Pomona off of Magnolia. That will virtually force everyone coming south to use Myrtle. And we already know what a disaster the no-turn on red signal at the Evergreen off-ramp is.

At times, traffic backs up on to the off-ramp due to cars being forced to wait for a green light to turn.

Here is a news flash for the city - many people are going through the Chevron station to get by the red light. Also, I have seen 18-wheelers and multiple autos going ahead and turning right on the red.

It is a fact that most people will obey the law most of the time. However, stud-

ies have shown that people will break the law when they perceive that the law is non-sensible. This “no turn on red” at that intersection is counter-productive and does nothing but create more congestion without measurably increasing safety. It is not a question of nonvisibility such as prevails at the off-ramp at Baldwin and the eastbound 210 off-ramp in Arcadia. There, “no turn on red” makes sense.

Please assure me you already know the congestion in the area! Please!

Will you folks stop sticking your heads in the sand of “progress” and just admit that this is going to be everworse for commuters.

Stop with the hype about bring ever-more people to Monrovia and use your brains to get us out of this mess you have created for your citizens. I truly hate to say it, but the word “kickback” keeps popping up in my mind. Sure wish I could find another reason for the city’s decisions regarding the Monrovia Square project … just saying.

Under grey cloudy skies, the sound of Reggae music filled Library Park as the band Dread Daze (Najashi, vocals; Belfast Brian, guitar/vocals; Billy Gray, lead guitar; and Zolim Duran, keyboard) did an electrifying performance with songs of unity and love.

The drummer, Donu Durden, has a strong Monrovia connection. He attends the oldest Black church in Monrovia, Shiloh African Methodist Episcopal Zion Church.

Team Lz mesmerized the crowd with its precision movement of hip hop dance, as the children sat and watched in amazement.

The band was part of the Monrovia Days Music Festival that was MC’d

by Carole Kaufman. “The Whistling Diva,” who really can whistle, did a tremendous job of entertaining the crowd and keeping the acts moving.

Reader’s Response to ‘Antonovich Staff Chief Barger Hopes … ’ (12/3/15 Issue) I have had many problems with my employer the County of Los Angeles.

The only supervisor on the board of supervisors (BOS) to assist me and actively intervene on my behalf and respond was and has been the Honorable Supervisor Antonovich.

Even if he has catered to the affluent areas of his constituents, he has been considerate of the regular working class of people. I reside in the 4th District City of Whittier. Don Knabe is my supervisor. He and his staff are horrible and indifferent to the plightAPY* of employees.

Therefore, I have continued faith that Ms. Barger will be able to do a remarkable job as supervisor because of the aggregate knowledge attained through her years of service in the machine of the county government.

Reader’s Concern Regarding Recent Arcadia School Trip Dear Editor: As a parent concerned about safety for my immediate community and society, I feel it is imperative that I share these concerns with your community.

Today two large buses from Arcadia School District came to the Hollywoodland neighborhood with groups of your children. These buses were in violation of several issues that affected the safety of both your children and our community.

All roads into Hollywoodland have weight limits that prohibit large, heavy buses like Arcadia’s School District. This is common and essential knowledge for all drivers holding a commercial license who drive a bus. Beachwood Drive is a dead end with no safe turn around. There is a preferred parking district allowing only autos with appropriate stickers/placards.

Parking in a red zone, anywhere/everywhere is prohibited in our country.

Red zones are generally delineated to create a safety zone for traffic and pedestrians. All streets in Hollywoodland are substandard, without sidewalks, have curves and steep grades, thus offering limited visibility.

The surrounding park area is in a severe fire hazard zone. There are no bathrooms, no water to accommodate visitors resulting in public urination (which occurred with some of your children).

Rules, laws, and trust are essential for a functioning society. Examples are set by adults in authority.

Please question who cares for your children and who creates and set examples for them in and outside your community.

Arcadia Chinese 5-Year CD Association Upset With Campaign Flyer

Dear Editor: Sometime before the Arcadia general election in April 2016, a campaign flyer was sent out in the mail, urging people to “vote for Bob Harbicht for Arcadia

City Council.”

Though the flyer indicates, at the corner where the name of the mailer and the return address are usually printed, that it was “paid for by California Homeowners Association, not authorized by any candidate or committee controlled by a candidate,” the inclusion of a picture of both Mr. Harbicht and me, the current president of Arcadia Chinese Association, with a footnote “Bob Harbicht and Francine Chiu, former president, Arcadia Chinese Association,” conveys a false image that the Arcadia Chinese Association supports or endorses a campaign candidate running for the city council position.

In addition, the use of my image and portrait, which Bob and I recognized was a picture in our Facebook taken a year ago during the Special Olympics event, was illegal and fraudulent. Such action is unknown and unauthorized by me.

I would like to state clearly that, according to the Arcadia Chinese Association’s Bylaws, the organization does not participate or intervene in any political campaign, on behalf of, or in opposition to, any candidate for public office.

The Arcadia Chinese Association has lodged its protest to the alleged “California Homeowners Association” that sent out the campaign flyer, and declared that their action is absolutely illegal and fraudulent, and had damaged the image of the Association. Legal action is being considered for a harsh punishment of their illegal and irresponsible behavior.

An exhibition of paintings by artist Joan Rita Pounds will be on display in the Fireplace Lounge at the Pasadena Senior Center, 85 E. Holly St. from June 1 to July 31. The contemporary impressionist paintings reflect nature, energy, and whimsy.

bled more than 20 years ago and her ability to walk, talk, and perform fine motor skills became limited. She reinvented herself as a fine artist, holding a paintbrush with her fist, and her works have been well received widely.

For “What Happens Next?” she worked with children at the Boys and Girls Club of Pasadena who wrote stories and created their own drawings to accompany each of the artist’s paintings in the book. A portion of proceeds from book sales are donated to the Boys and Girls Club of Pasadena and Catarina’s Club in Anaheim.

Pasadena Opera Guild Celebrates 50th Anniversary The Pasadena Opera Guild will celebrate its 50th Anniversary on Sunday, May 22, with a Gala event at the Altadena Town & Country Club starting at 5 p.m.

eighborhood Music School Inc. is the result of Carolyn Iga’s life-long passion for music and education. With over 30 years of teaching experience and two master’s degrees, Iga is truly a musical expert.

Prior to opening the school in 2007, Iga taught privately on the side, before her clientele grew to a point where something had to give, “I had 45 students of my own.

Programs are open to all levels, from small children, to high schoolers preparing for college auditions, to curious adults.

With such a specialized staff, made up of professionals who love what they do, students are able to come in and try several instruments until they discover their most comfortable fit, “they usually have something in mind, but we have so many different teachers we can say, ‘Oh hey you want to try this instrument, you want to try the flute?’” revealed Iga. “Because we have two really good flute teachers, kids have come in not knowing that they liked flute, but then they got sucked in and they’re good now, there’s one that stuck with it for about seven years … it’s because the teachers are so passionate and so good at their skill that they are able to get the kids very invested.”

Iga emphasized the fact that classes taught at Neighborhood Music School are not just about playing the instrument, but more importantly, there is an educational component involved. Curriculums include ear-training, music theory, note-reading, and even a little music history.

They also offer composition classes, Jazz improvisation lessons, Mommy & Me classes, a summer camp, and a new music technology and composition class, where students will learn how to com-

pose music for film and video games, taught by award-winning composer David Orr, whose credits include the “Call of Duty” video game and HBO shows.

Neighborhood Music School’s store has a great selection for musicians of all levels, with high-end instruments from some of the industry’s biggest names (Bach, Becker, D'Addario, Gretsch, Ibanez, Peak, Sabian, and Yamaha, to name a few), to more basic and affordable options. By Lance Mungia Hello and welcome back to KGEM Corner, your home for all things community television in our wonderful city of Monrovia.

This Saturday, May 14, brings us another Monrovia Day, complete with the restored tradition of the Monrovia Day parade. Community Media of the Foothills, our non-profit that operates KGEM channel 3 on Time Warner cable, otherwise known as our community cable TV station, has been shooting the Monrovia Day Parade for over 25 years, and we are happy that this long tradition has been restored and that we will be right there to capture it.

In honor of the coming parade, for the next few weeks we will be digging through our archives to play a vintage Monrovia Day parade we shot back in the 1980s. You can see it exclusively on KGEM and on Giggle Fiber Extra (if you have that and request the KGEM package). Most people do not know that until the ‘90s, the Monrovia Day Parade

was held on Foothill Boulevard instead of Myrtle and it was a sight to behold as you can see in our vintage footage.

The KGEM crew will also be covering this year’s parade as well. We use cameras tethered to a director’s monitor that can switch our recording of the parade between the various cameras, so our director will be able to see what all the cameras are doing and talk to the camera operators to make sure they are getting the best shots that work with each other. This year, the director will be Monrovia’s own Anthony Clegg from our staff. Our crew will also feature long-time volunteer Dirk Beecham on the “tree top cam.” Dirk has been volunteering at KGEM for the last eight years and we wanted to thank him for his community efforts.

On field shoots like the parades, concerts, and other things we shoot every year in Monrovia, we use a mixture of volunteers and staff. It is a wonderful op-

portunity for up-and-coming volunteers to learn in a real production environment. Anyone can come in to interview with our staff to become a volunteer and learn television production skills, regardless of age or experience. Often times volunteers will wrangle cables, help set up or break down, or just observe to see how a shoot comes together. It is always a friendly, fun day.

Our crew sets up cameras right next to the parade announcers, so whether you are in the parade or coming out to see it, be sure to say hi to us. You just may wind up on KGEM, especially if you are in the parade. You can call us at the studio (626) 357-4974 to ask for copies of the parade on DVD, or stop by 847 E. Olive Ave. to request a copy. Good news for our Old Town Wells Fargo: after many months of waiting, Wells now has an official branch manager! I am hoping to get them back into the loop working with the Merchant Co-op!

Interesting tidbit: Nikki Felix from Wells Fargo was telling me their beautiful stagecoach and horses are housed by a SoCal contractor who has a ranch where he cares for both the horses and the coach. Speaking of horses, what do you think about a horse-drawn carriage as part of our Old Town Holiday festivities? (I was thinking for rides around the Historic District). We just have to find a good place for the carriage to be stationed and visible be-

This last Wednesday we had a Honda commercial filmed on Myrtle in the 400 block, so watch for its premier.

Filming can be the “gift that keeps on giving,” especially when it involves a major product commercial or a hit TV series. I enjoy my role as the “Old Town Film Liaison” whenever (well, almost whenever) a film crew comes to town, and some of them bring us lasting memories (almost as enjoyable as when I, through a surrogate, dumped Council Member Blackburn into the icy waters of Saturday's dunk tank!). Alex Blackburn, you are a good sport!

And, for the Old Town business update: the Myrtle Tree Café is now officially open, and they are inviting the public to a celebration this coming Saturday, May 21, from 1 p.m. to 6 p.m. Their posted sign says “Wine, Cheese, & Chocolate Tasting.”

Also, Jake’s Roadhouse has passed the Historic Preservation review and will be allowed to do some remodeling of what used to be Golden West Army/Navy Supply (just south of the existing Jake’s).

Next step for Tony and his crew is to appear before the planning commission for approval of their amended ABC

permit.

The Sow House, on the southeast corner of Myrtle and Lime, received their CUP (Conditional Use Permit) for live entertainment and the Peach Café will begin serving Friday night dinners as of May 27!

No luck on my end getting any information about plans for the two large vacant spaces in the 300 block, nor have I had any luck finding out what on earth is happening at Frost My Cake (the business that purchased the old Monrovia Bakery building in the 500 block of South Myrtle).

Same story for Copper Still Grill … no updates, still waiting. What I do know about the last two buildings is that they both have code enforcement issues pending that I wish would come to some resolution that includes cleaning up their facades!

And, after a thorough report at their meeting on May 12, The Monrovia Old Town Advisory Board (MOTAB) asked City Manager Oliver Chi to pass on to the city council their support of Raw Inspirations as our next Monrovia Street Fair contractor. The request is expected to be approved, but there is no exact date for a new operator to take over.

According to City Manager Oliver Chi’s report, Monrovia’s staff “spent significant time assessing the service level needs for Bradbury.” As a part of that assessment, they learned that while Monrovia has approximately 450 calls per week for service, Bradbury has only 150 calls for service per year. That means their yearly requirement is less than one-third of Monrovia’s weekly need.

According to that presentation, Monrovia would charge Bradbury $115,000 per year for basic police services, which would include patrol, detectives, and dispatch, along with the services of the Special Enforcement Team, Regional Tactical Team, and Emergency Preparedness, when required.

The proposal also set the cost for additional services, if the Bradbury City Council desired them. These included a Community Services Officer ($27,000 annually for 20 hours per week), Foothill

Air Support ($1,000 annually), a full time traffic officer ($140,000 annually), and a part time parking control officer ($35 per hour). The cost for additional Policing Bureau Services has yet to be determined.

Asked about the proposal, Chief Hunt said that he was sure Monrovia PD would be able to handle the additional responsibility easily. He even pointed out that the last time there was a serious crime in Bradbury, it was members of the Monrovia Police Department who were the first officers on the scene, based on their proximity to that city.

The Regional Water Quality Board (RWQCB) has issued a permit demanding that local communities establish either Water Management Programs (WMPs) or Enhanced Water Management Programs (E-WMPs).

There are 19 such programs in Los Angeles County. In the San Gabriel Valley there are five group programs and three individual WMPs. The communities with the individual WMPs are El Monte, Irwindale, and Walnut. The cost of these individual plans is not available.

The groups and the cities and entities that belong to them are listed below: - Rio Hondo/San Gabriel River: Arcadia, Azusa, Bradbury, Duarte, Monrovia, Sierra Madre, the County, and the Los Angeles County Flood Control District (LACFCD).

- Upper San Gabriel River: Baldwin Park, Covina, Glendora, Industry, La Puente, South El Monte, West Covina, the County and LACFCD. - East San Gabriel Valley: Claremont, La Verne, Pomona, and San Dimas.

- Upper Los Angeles River: Alhambra, La Canada Flintridge, Montebello,

The Upper San Gabriel River EWMP is looking to install infiltration galleries to capture 36 acre-feet of storm water at a ballpark in Khaler Russel Park. The Lower San Gabriel River WMP will install a stormwater capture project to collect 95.7 acrefeet of stormwater in the Cerritos Regional Park. These are just a few of the projects being contemplated by the programs. Every WMP and EWMP entails several such projects. One of the other major components of the permits is the requirement for green streets throughout the area. Such streets are a large part of the cost of implementing the permit.

Ruiz Some 300 special education students – from elementary, middle, and high school – will convene and race on Duarte High School’s new football field at this year’s 2016 San Gabriel Valley Duarte Spring Games (Special Olympics Southern California) which starts at 10 a.m. on the morning of Friday, May 20. Greg Saris, Duarte Unified School District (DUSD) adapted physical education teacher, heads a group of volunteer students, faculty, and parents who will be on hand to assist as well as cheer them on.

“The School Games were established in the San Gabriel Valley region well over 10 years ago and in that span we have hosted over 20 school districts in this area,” says Teresa Borunda, senior nanager of sports and programs for Special Olympics Southern California, Los Angeles and San Gabriel Valley Regions.

“However, this is the first year for the 2016 Spring School Games hosted by Duarte High School.”

Saris, who is responsible for coordinating this year’s event along with Tracy Hall, another DUSD

special education teacher, explains the district’s involvement, “Duarte has been participating in Special Olympics’ School Games for about six or seven years.

In the fall we go to a soccer tournament in Walnut where we compete against several West San Gabriel Valley school districts for elementary, middle, and high school levels. Then, in the spring, we compete in track and field. Last year we got left out because there is a cap of 300 participants and by the time we registered for the event they had reached that limit. Tracy and I decided to organize our own event and invited other districts who, like us, were not able to get in.

We had to do everything – from creating Excel spreadsheets for all the races, to finding t-shirts.

When it proved to be quite a success we applied to the Special Olympics to put on the event for them in the area. It turned out that they were also looking for another school to host the games, and so here we are,” Saris happily states.

will be hosting 10 schools from other districts – Alhambra, El Monte, Montebello, Rowland Heights, and Westmoreland Academy (in Pasadena).”

“I think it’s going to be a really fun event,” says Saris.

There will be one volunteer who will run with each participant from the starting point of the races until they get to the awards area.

“Assistant Superintendent, Miriam Fox, will officially open the games; we’re hoping Superintendent Allan Mucerino will be in attendance as well. Christine Wheeler, a general education senior, will sing the National Anthem. One of our special education students – Eric Little – will lead the

Pledge of Allegiance. We’ll have our photographers take pictures and our videographers will create a promo video to send to Special Olympics to show other districts. We’re very excited – we’ve been planning this since last November. And we will soon see the culmination of all our efforts and hard work,” Saris says with unrestrained enthusiasm.

The Special Olympics was created in 1968 by Eunice Kennedy Shriver to provide year-round sports training and athletic competitions in a variety of Olympic-type sports for children and adults with intellectual disabilities, giving them continuing opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship with their families, other Special Olympics athletes and the community.

In 1969, Olympic decathlon gold medalist Rafer Johnson founded the Western/California Regional Chapter and the first annual Western Regional Olympics were held at the Los Angeles Memorial Coliseum.

Athletes from seven western states competed in track and field and swimming.

The International Spe-

cial Olympics was held in 1972 for the first time in Southern California at UCLA and Santa Monica College, with more than 2,500 athletes from eight countries attending. Law enforcement officers from the LAPD joined with California Special Olympics in the first Law Enforcement Torch Run in 1986.

To expand its outreach efforts, the California Special Olympics branched out into two chapters – Northern and Southern California – in 1995. Today Special Olympics’ global extent counts 4.4 million athletes participating in over 8,000 events and competitions held annually. Southern California accounts for more than 24,000 athletes.

On Friday, May 20, 319 young students from the San Gabriel Valley will participate in a Special Olympics event. They will join an outstanding and remarkable band of athletes, who will discover abilities they did not know they possess, to inspire others to achieve greatness.

Seeing the unbridled joy on the faces of the students he has known and taught would be the most significant reward of all for Saris.

There are actually eight candidates running for the office but you would not know it if you attended any recent candidate forums, other than the ones sponsored by the League of Women Voters (these ladies are cool and genuinely non-partisan).

It has come to our attention, that yet again, three of the eight candidates have been conveniently eliminated from attending a forum slated for next Tuesday, May 24, at a local church in Pasadena.

Los Angeles County District 5 is home to an enormous number of people and voters should be allowed to get to know all the candidates, regardless of their fundraising ability. Especially in church.

It is particularly ironic that one of the snubbed candidates attends the very same church where the forum is slated to take place - Lake Avenue Church.

The two-faced religious zealots simply do not practice what they preach.

Dogmatic attitudes (in a house of worship) during an election are unacceptable. Bring back separation of church and state!

Grassroots campaigns the likes of Malone, Park, and Kahlon - cannot and should not be ignored.

We repeatedly called Lockwood and LA Voice’s Zack Hoover for comment on this piece, but none was returned.

he name Chinatown conjures up images of pagoda style roofs, Fu Dogs or dragon statues, and bright, vibrant colored buildings lined with paper lanterns. That sort of Chinatown had a time and place, and it served a function for the community.

What happens when the Chinese immigrants are businessmen, instead of laborers, or if you are a third-generation Chinese family?

What you get is the “New Chinatown.” What you get is Valley Boulevard.

The first major influx of Chinese immigrants to the Los Angeles area can be traced back to the hiring of thousands of Chinese men from the Guangdong province in China by the Central Pacific Railroad Company in the early 1860s. These men were brought over to build the western portion of the first transcontinental railroad.

According to the Chinese Historical Society of Southern California the first Chinatown was situated near what is now Alameda Street and Cesar Chavez Avenue. In this area, the mostly male Chinese immigrant rail-builders, launderers, gardeners, and ranch hands lived and grew a community.

These Chinese immigrants faced laws prohibiting them from citizenship, which, in turn, made it impossible for them to own land. Every immigrant was a lessee, sub-lessee, or tenant to an American property owner.

Though hindered, the area grew and began to encompass the nearby streets.

But without property rights,

they were easy to displace when it came time to break ground for the new Union Station in 1931.

This breakup of the “Old Chinatown,” in the heart of downtown, signaled a new beginning for the Chinese in Los Angeles. Yes, the old Chinatown was gone and some elected to stay nearby in order to build a new Chinatown, but others chose to venture out. And funny enough, Valley Boulevard begins right outside the “Old Chinatown” area.

Valley Boulevard snakes its way through the lower part of the San Gabriel Valley, running through cities such as Alhambra, Rosemead, San Gabriel, and El Monte, just to name a few. Coincidentally, the U.S. Census Bureau shows that these cities have growing Asian populations. And it is not primarily immigrants that make up these communities.

These communities are made up of second or third generation citizens.

We no longer have restrictions like the Chinese Exclusion Act to prohibit Chinese people from immigrating or discriminatory housing and business regulations that

prohibit people of certain ethnic groups from owning property. Because of the hardships faced by early migrants, their children and those that came after them are left with a better life, with more access to the things that make our communities great.

Distinct historic neighborhoods had a function, to make new immigrants feel safe, to remind them of home.

But now, we are all immigrants to some degree, especially those of us that live in Southern California. We are fortunate enough to live in a multi-cultural melting pot, where a having a sample of something new and exciting is easy. It is in your backyard, right down Valley Boulevard.

A quartet from the Crown City Symphony, which she co-founded, will perform, as well as The Tap Chicks.

PUBLIC NOTICE CITY OF ROSEMEAD TO RECEIVE JUSTICE ASSISTANCE GRANT

The City of Rosemead's FY 2016 Edward Byrne Memorial Justice Assistance Grant application for the Fiscal Year (FY) period July 1, 2016 through June 30, 2017 will be available for public review and comment beginning Monday, May 23, 2016. The City of Rosemead has received notification from the U.S. Department of Justice that Rosemead is expected to receive $11,712 from the FY 2016 Edward Byrne Memorial Justice Assistance Grant (JAG). These funds may be used to support law enforcement, enhance security in and around schools, and promote crime prevention. At this time, it is the City’s intent to submit an application for this grant to help off-set the cost of the School Resources Officer (SRO) Program.

The SRO program assigns one full-time deputy to the one (1) high school (Rosemead High School) located within the City of Rosemead as a liaison between the Los Angeles County Sheriff’s Department and the high school. The SRO program was developed with Community Oriented Policing in mind. The SRO is an asset used by the community and the school district in an attempt to address situations in the lives of students in a manner other than the judicial system.

The SRO program is a nationally accepted program involving the placement of a law enforcement officer within the educational environment. The deputy is involved in a variety of functions while in the school aimed at prevention and early intervention. In addition to being an active high profile law enforcement officer, the SRO is a resource for students, parents, teachers and administration regarding law enforcement issues. Another duty for the SRO is being a link to other service agencies that provide preventive and counseling services within the school district. Working hand-in-hand with the school Administrators, the SRO assists with finding solutions to problems afflicting today's school age children.

The SRO is a proven proactive approach to deal with the pressures confronting today's youth. This includes the use of alcohol, drugs, and tobacco, along with peer pressure, graffiti/vandalism, and gang activity. These situations occur not only in the schools, but spills over into the community as well. The approach of addressing these issues in the schools as well as in the community has proven to be effective in Rosemead as well as in communities throughout the nation.

The FY 2016-17 JAG application will be available for public examination and copying starting Monday, May 23, 2016. Persons interested in reviewing the JAG application may do so by contacting Michelle G. Four La Salle Lancers Commit to Colleges Four student-athletes from La Salle High School have signed National Letters of Intent or made commitments for athletic aid and scholarships to their respective universities.

Emari McClellan has been a four-year letterman on the Lancer Football Team, filling the role of captain in his senior year. He will attend Redlands University on scholarship.

Matthew Enrequez is a

multi-faceted football player for the Lancers. Skilled at many positions, he signed a National Letter of Intent to play D1 football on scholarship at the University San Diego.

Josh Yee is a jack-of-alltrades at La Salle. He was a member of the Lancer Drum Line, helped lead the golf team to their third consecutive undefeated season and was an outstanding and versatile defensive player for

the Lancer Football Team.

He will attend Occidental College on scholarship.

Christian Oyie-Little transferred to La Salle as a senior and signed a National Letters of Intent. During the season he led the Lancers to the CIF title game, earning a number of honors and awards including All-League, All-CIF, and Area Player of the Year. He will attend Regis University in Colorado on a basketball scholarship.

Arcadia Little League Dodgers Clinch 2016 Majors Championship On Saturday night, May 14, the Dodgers (16-2 overall) defeated the Sierra Madre Reds, 2-0, at Heasley Field as Mikey Easter struck out 16 in earning his eighth pitching victory of the season.

The win eliminated the Angels in the Arcadia American Little League (AALL) second-half pennant race and, coupled with the Dodgers’

first-place finish in the first half, gave the Dodgers an automatic berth in the upcoming annual California District 17 Tournament of Champions (TOC).

To position themselves to clinch on May 14, the Dodgers had to defeat their rival Angels the prior week in dramatic fashion. Going into the pivotal contest, the Angels

had defeated the Dodgers twice - their only defeats - in 1-0 and 2-1 games where southpaw Brandon Nguyen nearly single-handedly led the Angels.

The TOC will be hosted

by Pasadena Southwest Little League June 11 to 18. The Dodgers will be trying to win AALL’s second consecutive championship.
