Mayor Tom Beck Plans for Arcadia’s Future

Tom Beck made the jump from councilmember to mayor two weeks ago when former mayor Gary Kovacic termed out. The council bucked the tradition of appointing the mayor pro tem after former Mayor Pro Tem Roger Chandler refused the position. Mayor Beck said his appointment was “not a total surprise but it was a pleasant development.”

Beck was active in the community of Arcadia for many years before setting his sights on the city council. In addition to coaching “about 18” sports teams, he was the founding chair of the parent’s clubs at Highland Oaks Elementary and Foothills Middle School where his four children attended. Beck was also on the Methodist Hospital of Southern California foundation board of directors as a member and chairman for over 10 years. His wife, Jerilyn Beck volunteers there as well. He is still involved with the hospital as an emeritus board member.

“After I retired from being a trial lawyer for 34 years, I decided that, knowing my personality …

I need[ed] to be busy and I wanted … to give back to my community.” He was encouraged by Mayors Mickey Segal and Gary Kovacic to run for city council and so in April 2014, he did.

While he was running, it came out that the Los Angeles Conservancy was regularly giving Arcadia a failing grade for historical preservation efforts. He pledged to change that and SEE PAGE 17

Sierra Madre Rehab Clinic (Dedicato Treatment Center) Concerns Residents

By Terry Miller In recent weeks, Sierra Madre residents have voiced serious concerns over a small residential substance abuse facility that has been operating quietly and without any trouble near 1 Carter Ave. in Sierra Madre since 2015.

However, in recent weeks John Crawford’s Sierra Madre Tattler blog broke the news and as a direct result of that blog, residents are now questioning the city’s reasoning for allowing Dedicato Treatment Center to operate in a residential area. And, there is a deafening silence coming from the facility itself.

No one is talking.

Hawk-eyed Crawford pointed out on his blog (Sierra Madre Tattler) that an image used on the sober living facility’s website portends to be mountainous Sierra Madre, when it is, in fact, an image of mountains in Mexico.

The facility (Dedicato) is small and exclusive. The city says this facility does not require a business permit. Citing a state law, Elaine Aguilar said that the facility (a sober living home) can operate in residential areas provided

there are six beds or less.

Aguilar also said the city was not aware of any safety issues that have come up because of the home or its occupants, nor have any issues ever been reported to the city.

The NIMBY (not in my back yard) approach to facilities of this nature is not uncommon, but usually come to light before a company sets up a facility in any given city.

Meanwhile a group of concerned citizens have approached city hall and the planning commission citing concerns as a direct result of the negative publicity garnered in some local media.

Here is one of the letters: “As home owners and long-time residents at 46 E. Mira Monte we have invested a great deal in our property and planned to live out our retirement in this low crime area. We now feel very threatened by the presence of a rehab clinic just a block away which will have questionable residents that have drug dependency and mental and social issues who are not even members of our beloved community. Some of our concerns are listed be-

5. Will residents who wish to sell their home have to "declare" the existence of such a facility in close proximity?

6. Will having numerous grammar schools very nearby endanger the children that attend class and play outdoors in the area?

7. Does the City of Sierra Madre feel that having shortterm, non-stake-holder residents will enhance the secu-

rity and quality of life in our area?

8. Why is a "business" operation allowable in an R-1 zoned area? Were residents consulted of a variance in such a matter?

9. What accommodation has been made for vehicle parking for the number of staff personnel and residents at that location?

10. How will residents be selected for the program, meaning are they assigned by the court or penal system?

11. Will residents be informed if convicted criminals are placed at this location?

12. Will residents be given drug tests on a frequent basis to insure their compliance of drug free obligations?

13. Do people going through such treatment have an increased tendency for violence and anti-social behavior due to imbalance?

14. Will this facility be an extra tax burden to our city, which is already financially stretched?

We and other residents are very concerned with the presence of such a facility for profit by outsiders who somehow selected our nice neighborhood for such an operation. We know

that drug abuse is a major problem in all communities throughout America, but why would Sierra Madre risk adding to the problem locally at the expense of local residents (home owners) and citizens? Such an element in our community could expose our youth and others to criminal activity and access to illegal drugs. Please reconsider this facility and the consequences of this matter before tax payers relocate as a result.

Calls to the treatment center were not possible Wednesday. The phone rang repeatedly until a teleprompt for employees took over, leaving us no opportunity to leave a message unless we had a code number.

Planning commissioners said they would like to update the city code to clarify rules over licensed and non-licensed facilities. The next planning commission meeting is May 19.

A Last Chance to View This Year’s Pasadena Showcase House Watching a Garden Grow

By Susan Motander For years I have gone to the Pasadena Showcase House for the Arts (PSHA), first as a mother-daugh-

ter outing with my own mom, then as a member of the press “reviewing” the house, and most recently as a docent giving tours of the gardens. I have long been

impressed with the creativity of the various designers who transform the various rooms in the house.

While most of us will never live in the sorts of

mansions transformed by PSHA and their supporting designers, there are always ideas the average person can use, and we are exposed to these designers who can

also assist with more modest projects. But what has always intrigued me, are the gardens.

While the interior designers can set up a perfect room, when these designers complete their projects, they are done. The chair will remain in the same position, and the paint color will not change, the designers know how the light will impact the room throughout the day, each day.

But the exterior designers, those who are creating the various gardens, are dealing with more ephemeral spaces.

Plants will grow, and bloom, and potentially die during the month the Showcase House is open. It was with this in mind that I decided to follow one garden from start to finish this year. With input from the members of PSHA, the pool area was determined to be the project I would follow.

But as with all great plans, this one went awry.

A family emergency called me out of town for most of the month before Showcase. I was able to record and report on the first several weeks of the garden’s growth, but lost a large portion of the work. But here is a synopsis of what I watched: As Terry Morrill of Pacific Outdoor Living, the firm in charge of this space, later described, the pool had the ambiance of a “cheap motel.”

It was all pink concrete … and there was a lot of

it … and it was ugly.

Apparently the concrete was put in to deal with the drainage problem on the property. It, however, must have exacerbated the problem. Over the course of just three months, Pacific Outdoor Living removed the ugly pink concrete, created a whimsical garden walk, complete with giant Lucite flowers and a small self-contained stream/ water feature. They put in three large planting beds and even brought in SportsCourt, a company that installed not only a putting green, but also a half-court basketball court that easily adapts to both volleyball and paddleball.

Pacific Outdoor Living moved the area from “Cheap Motel,” to elegant entertaining.

And it was only one of several gardens.

This weekend is the last chance to view all of the Showcase House. It is open only through Sunday, May 15. Tickets are still available online through the group’s website: www.pasadenashowcase.org.

Even if you have already toured the house, this is also the last chance to see the gardens at night. The house is open late on both Friday and Saturday evenings. The shuttle is free and there is no cost to visiting the gardens or the shops at Showcase (what you purchase is your own business). Tickets to tour the house cost between $35 and $45.

San Andreas Fault May Soon Cause Major Earthquake

By Annette Semerdjian Years of pressure holding a slipping fault could relieve itself and set off a major earthquake for California, according to new research. Although California has multiple faults at risk of causing major damage, the San Andreas Fault is the biggest danger.

San Andreas Fault extends about 800 miles (1,300 kilometers) across California. For Southern California it lies directly through Palmdale, past San Bernardino, and through Palm Desert.

“The damage impacts of the scenario earthquake were estimated using both HAZUS-MH and expert opinion through 13 special studies and six expert panels, and fall into four categories: building damages, non-structural damages, damage to lifelines and infrastructure, and fire losses. The magnitude 7.8 ShakeOut earthquake is modeled to cause about 1,800 deaths and $213 billion of economic losses” according to The ShakeOut Scenario’s open-file report.

The San Andreas Fault has not relieved stress in years and human interference could also be a major trigger. According to the United States Geological Survey, “Wastewater from oil and gas production operations can be disposed of by injecting it into deep underground wells, below aquifers that provide drinking water,” which can induce earthquakes and may be the reason for earthquakes per a year increasing highly in 2009. This could also be a factor in the recent urgency around earthquakes.

Yet, certain parts of California face more danger than others. “Earth-

quakes pose especially high risks to the San Francisco Bay Area because of its close proximity to active faults with relatively frequent past movements,” according to California’s Public Utilities Commission. Softer soils compared to bedrock under cities are also more dangerous, as well as mountainous areas that are more susceptible to stronger shaking.

Although San Francisco faces bigger threats than Los Angeles, San Franciscans are slightly better prepared. With this in mind, the Los Angeles mayor’s office has taken steps within the last few years to prepare for earthquake damages. Los Angeles building officials started working on retro-lifting at-risk buildings this year. There was a particular danger for “dingbat” buildings, which have an open spot for parking with only two columns holding it up. These were popular in aesthetic in the 1950s and 1960s. Yet, these orders for reconstruction began this year and may not be ready for the earthquake danger ahead.

Also, Los Angeles Mayor Eric Garcetti is working on getting a better water system, which would be significantly helpful in an earthquake crisis. The effects of earthquakes are not only the damages of the earthquake itself, but also the aftershocks that may occur further damaging the city and its resources in a crisis if ill prepared.

Los Angeles County and the USGS are working on ways to improve technology and earthquake retrofitting. Congressman Adam Schiff has spearheaded an early warning system for earthquakes, which is currently under development.

Traffic Enforcement Operations Plan for San Gabriel The San Gabriel Police Department will step up bike and pedestrian safety enforcement operations during the month of May 2016, for focused enforcement on collision causing factors involving motorists, pedestrians, and bicyclists.

The department has mapped out locations over the past three years where pedestrian and bike collisions have occurred along with the violations that led to those crashes. Extra officers will be on duty patrolling areas where bike and pedestrian traffic and crashes occur in an effort to lower deaths and injuries.

Officers will be looking for violations made by drivers, bike riders, and pedestrians alike that can lead to life changing injuries. Special attention will be directed toward drivers speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in cross walks, or any other dangerous violation.

served violations when pedestrians cross the street illegally or fail to yield to drivers who have the right of way.

Bike riders will be stopped and citations issued when they fail to follow the same traffic laws that apply to motorists. All riders are reminded to always wear a helmet – those under 18 years of age must wear helmets by law.

Pedestrians should cross the street only in marked crosswalks or at corners.

Bicycle and pedestrian fatalities are rising in California as more people use

these non-motorized means of transportation. Locally, the San Gabriel Police Department has investigated numerous injury traffic collisions involving pedestrians and bicyclists during the past three years. In 2013, California witnessed 701 pedestrians and 141 bicyclists killed, accounting for more than 28 percent of all traffic fatalities.

Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

MONROVIA May 5 At 3:16 p.m., an officer saw a suspicious vehicle traveling down Madison.

The vehicle kept stopping and starting for no apparent reason, then pulled into the driveway of an apartment building in the 200 block of South Madison and stopped.

The vehicle was occupied by a female adult driver and male adult passenger.

A resident of the property saw them and told the officer that the occupants did not belong on the property.

The officer contacted the subjects to find out what they were doing at the location. A computer check of the subjects revealed the female driver had a $30,000 warrant for her arrest out of Pasadena. She was arrested and taken into custody. The male subject was identified and released. The subjects had no valid reason for being on the property.

At 11:19 p.m., a vehicle burglary was reported in the 500 block of West Huntington Drive. The victim parked and locked her vehicle in a business parking lot at 3 p.m. She returned to her vehicle at 11:19 p.m. and saw that her passenger window was smashed and her backpack had been stolen. The investigation is continuing.

May 6

At 1 p.m., an officer was dispatched to a welfare check on an adult male who was lying face down in the grass at the corner of Primrose and Chestnut. When the officer arrived, he contacted the subject, who appeared to be under the influence of a controlled substance. The officer conducted a drug

evaluation and determined the suspect was under the influence of heroin. The suspect was arrested and taken into custody, where he was held for sobering.

At 6:43 p.m., a business in the 500 block of West Huntington called police to report a shoplifter. Officers responded to the location to look for a male suspect who removed a pair of speakers from the store without paying. The loss prevention agent followed the suspect out of the store to Mayflower Avenue, where the suspect fled on a white, mountain bike. The officers conducted an area search, but were not able to locate the suspect.

The investigation is continuing.

At 11:18 p.m., a shoplifter was reported at a business in the 1600 block of South Mountain Avenue. A male suspect pushed a cart with tools in it through the garden center and out the emergency exit doors without paying. The suspect was not located and the investigation is continuing.

May 7

In the early afternoon, four thefts from vehicles were reported to police. All four vehicles had been left unlocked. The thefts occurred in the 500 and 600 blocks of Terrado. The vehicles were ransacked and miscellaneous items were stolen. The investigations are continuing.

At 10:40 a.m., officers responded to a business in the 1600 block of South Mountain regarding a suspect who was detained by loss prevention personnel for shoplifting. The suspect used a receipt he found in the parking lot to return

items that he selected in the store that he had not purchased. The suspect was arrested and taken into custody.

At 8:35 p.m., officers noticed a suspicious vehicle in a parking lot in the 700 block of West Huntington Drive that was occupied by a male adult. An officer contacted the subject and a computer check revealed multiple outstanding warrants for his arrest. Drug paraphernalia was found in the vehicle prior to it being towed from the scene. The suspect was arrested and later released with citations to appear in court.

May 8

At 7:37 a.m., an officer was dispatched to a business in the 1600 block of South Mountain regarding the theft tools from a business. The suspect entered the store and selected an expensive saw. While the suspect was standing in the register aisle, he was talking on his cell phone and holding the saw. The suspect abruptly ran from the register line through the front doors to an awaiting vehicle, which had a second suspect driving. As the suspect was running from the store, he dropped his cell phone and a fixed blade knife. Employees were able to get the license plate of the suspect vehicle and the investigation is continuing.

At 2:32 p.m., a female subject came to the police station to report she was the victim of domestic violence.

She said she went to visit her husband and mother-in-law at their residence in the 800 block of West Walnut. The husband snuck out the back of the residence and went to drink with his friends. The

wife located the husband and walked him back to the apartment. During an argument over his drinking alcohol, the husband punched the wife in the mouth and scratched her neck. Further investigation revealed there is an emergency protection order from prior domestic violence. The husband left the apartment prior to police arrival. The investigation is continuing.

PASADENA

April 15 At about 6:10 p.m., the Pasadena Police Department received several calls reporting shots fired in the area of Los Robles Avenue and Adena Street. While uniformed officers were responding to the incident, they received additional calls of a traffic collision near Los Robles Avenue and Mountain Street.

On arrival, officers conducted the traffic collision investigation and canvassed the area for evidence of a shooting. Uniformed officers received and documented several witness statements, which subsequently lead to solid evidentiary leads.

Special Enforcement Section (SES) officers and detectives developed the leads and identified Michael McCray (Male Black adult) as the shooter. Search warrants were secured and on May 5, McCray was arrested without incident by FAU and SIU operators. During the warrant service, detectives and officers also recovered a handgun and ammunition. McCray was booked at the Pasadena jail on several charges. The case will be presented to the Los Angeles County District Attorney’s Office early this week. Like many of the shootings in

our community, this particular case was very complex and required a great deal of follow-up investigation.

McCray is in custody as the result of some great police work.

April 25

At about 12:42 p.m., suspect Nunez committed a theft from Target (3121 E. Colorado Blvd.). Loss prevention personnel identified the suspect as a person who had committed previous thefts of razor blades at both Target stores in the city. Pasadena Police Officer DeCaro had handled some of the previous theft reports, had viewed video of the suspect, and had seen Detective Riehl’s want flyer depicting Nunez. Officer DeCaro located suspect Nunez in the area of Target. He arrested Nunez after he was positively identified during a field show-up. Officer DeCaro transported Nunez to the PPD station and notified Detective Riehl of the arrest.

Officer DeCaro and Detective Riehl Mirandized and interviewed Nunez and he admitted to committing several thefts from the Target stores.

April 30

At about 12:50 p.m., Officer Armendariz was checking illegal lodging transients in the area of Rosemead Boulevard and the 210 Freeway. He contacted several subjects. Raymond Towns was one of those subjects. Officer Armendariz was aware that Detective McKinney had distributed a want flyer for a burglary that occurred at Dewey Pest Control. Officer Armendariz recognized the photo on the flyer; as he has had numerous contacts with Towns. Officer Armendariz arrested Towns without in-

May 4

At about 6:11 p.m., Pasadena Police Helicopter was conducting routine patrol when the flight crew observed a motorcyclists traveling at an excessive rate of speed in the area of Sunset Avenue and Washington Boulevard. The air crew began tracking the cyclists (who continued to ride recklessly), directing patrol officers to the 2300 block of Vista Laguna Terrace. PPD officers contacted the subject and discovered he had a loaded pistol tucked into his waistband. The suspect was arrested without incident and subsequently booked at the PPD jail. Great proactive police work by the Pasadena Police Air Crew and ground units to remove another loaded firearm from our community.

May 8

At about 2:49 a.m.

Pasadena Police officers responded to West Drive near Seco Street regarding a single car traffic collision. On arrival officers learned that a silver 2002 BMW 330i was being driven by a 17-yearold White Male (Pasadena resident), south on West Drive when he struck a light pole. The driver and sole occupant sustained fatal injuries as a result of the collision. He was pronounced deceased at the scene. No other cars were involved in the accident. Pasadena Police Department’s Major Accident Investigating Team responded to investigate the incident. The identity of the driver is currently being withheld pending notification to the family. Our investigation, of this tragic incident, is ongoing.

Letter Regarding National Teacher Appreciation Week Dear Editor: Virtual school teachers are using innovative, unique techniques in their classrooms to provide not just a great education, but a great learning experience for our children.

As we celebrate National Teacher Appreciation Week this week, I am thankful for all the wonderful teachers who work countless hours in order to provide our children with the best education possible.

I would be remiss if I did not recognize Carla LaBounty, a sixth grade teacher from iQ Academy Los Angeles, where my daughter Isabelle is a student.

If I could simply say, “GO! Go to “The Glass Menagerie” at the Sierra Madre Playhouse,” and you’d go - that would be all I need to say in this review. For it is the seeing, not the telling, that has attracted generations to this classic drama. Still, I must tell you why I’d say “Go” to you - it is because of the absolute elegance of this production, in every sense.

“The Glass Menagerie” is, of course, Tennessee Williams’ iconic American drama about a family in which all three members are entrapped in webs from which they seem unable to escape. A memory play, it is told through the eyes of Tom as he revisits his old home.

Tom finds his warehouse job stifling, and longs to escape for adventures. But his modest income provides support for his older sister, Laura, and their mother, Amanda.

Once a Southern belle, Amanda cannot reconcile herself to her present circumstances caused in part by her husband’s desertion years before.

A shrill, domineering woman, she wavers between berating her children for their inadequacies and fantasizing about her younger days. She continually reminds her family of the many “gentlemen callers” of her youth, and insists her daughter should follow the same path. Laura however, is crippled both physically and psychologically, with a slight limp and painful shyness. She stays home, devoted to her collection - her glass menagerie. For her, there is no “gentleman caller.”

But wait! Amanda, obsessing about her daughter’s future, maneuvers Tom into bringing a gentleman from work home for dinner. And thus begins an upheaval that changes all their lives.

So I say: Go see it - or rather, experience it! - For the drama reaches into our very beings. We see the dichotomy of emotions, the love/hate relations within the Wingfield family. Indeed, despite their

antagonisms, there is an underlying caring for each other.

We see the dreams, the longings, despair and resentment, all through Tom’s memories.

Experience it, because the acting is impeccable. And the staging, the music, the lighting … oh, the entire production is utterly compelling!

Experience how it is so perfectly cast. It’s hard to imagine anyone better playing Tom, Amanda, Laura and Jim. Amanda with her constant ranting from frustration, countered by her coquettishness both past and present.

Katherine James convincingly carries off that challenging role with aplomb.

Experience Andrea Muller as the sad, frail Laura who emerges into radiant beauty during one joyous scene. And Christian Durso as both narrator and brother, bringing poignancy, angst, rage, and resignation to his role as Tom. In all the actors, nuances of emotions are exquisitely por-

trayed in every gesture and facial expression.

Jim (Ross Philips) brings an exciting normalcy as the gentleman dinner guest. A fifth persona exists in the absentee father’s portrait in the background, looming over the living area. Hint: keep an eye on him throughout the drama.

Christian Lebano directs ‘The Glass Menagerie,” with Alexandra Wright as assistant director. Lebano and Estelle Campbell are producers.

Ingenious scene changes, designed by Emily Hopfauf, are produced by a series of lace draperies across the stage. A scale model of the stage and draperies are part of the foyer exhibit prepared

by Diane Siegel, lobby curator.

Just as vital as the acting is the haunting musical score composed by Jonathan Beard, as it subtly defines the moods. Jeff Gardner is the sound designer, and Shara Abvabi, projection designer.

Deborah Ross-Sullivan is the dialect coach, and Cate Caplin the choreographer. Dered R. Copenhaver is stage manager, assisted by Emily Hopfauf.

Candice Cain designed the Depression Era costumes.

Performances will run weekends through June 12, including an added Sunday evening show at 7 p.m. that day. Dark June 10 and 11. By Gus Herrera The Bottle Shop has been a staple in Sierra Madre for over 60 years. It is one of the longest family-operated businesses in the San Gabriel Valley.

In 1963, owner Jeff Sullivan’s father decided to trade in his cold Chicago winters as a steamfitter, for the California sunshine. He opened up The Bottle Shop and his family has been in Sierra Madre ever since.

In 1984 Sullivan purchased the store from his father and he hopes to one day pass it on to his twin sons Jay and Jeff, who currently help him manage the operation.

The Bottle Shop is far from your average convenience/liquor store, they also offer special tastings and catering services.

In 2012 Sullivan’s keen eye for business led him to expand the shop, constructing a tasting room and temperature-controlled wine room next door to the original storefront. Since then The Bottle Shop has evolved from a friendly neighborhood convenience store, into a dynamic community hot-spot, “it has elevated the business to where it’s not just a con-

venience store. Most family owned liquor stores are more convenience stores than liquor stores. This has elevated the store so now we’re looked upon as a fine wine shop, a craft beer place, or a specialty liquor place,” says Sullivan.

The Bottle Shop’s huge selection of wines, beers, and spirits numbers in the thousands and stands up with the best of them, but what separates the shop from the competition is their great customer service and long-time relationship with the community, “Beauty of our business is you know everybody by name. I’ve known them forever, you know what their tastes are, I know what he [points to customer] likes to drink. I know what to recommend … there might be things that I wouldn’t recommend to him that I would recommend to, say, his wife,” says Sullivan.

Sullivan has seen generations of customers come and go through the years, “At this point I’ve got customer’s kids who have kids. A lot of the guys who used to work for me back in the ‘70s, they have kids now … and they were my stock boys.”

into work something he very much looks forward to, “see to me, I don’t feel like I’m going to work every day … I can be here 14 hours a day and it’s not work.”

The tasting room is open four days a week from 5 p.m. to 9 p.m. (Wednesday through Saturday). Wednesday nights are reserved beer, where you can enjoy selections curated

by Jeff Sullivan, “the Wednesday night tasting is truly a

treat, it’s only five bucks … it’s good to be tasting something that’s 15 dollars a bottle of beer, you should be able to taste it first to see if you like it or not,” says Bill.

The other three nights showcase a variety of wines from all around the world, tastings range anywhere from $10 to $25. In addition to the selections served behind the bar, the tasting room also has three state-of-the-art argon-

gas-powered wine dispensers. Using a pre-loaded “tasting debit card” patrons can pour themselves one-ounce, two-ounce, or four-ounce pours from a selection of 24 different wines which rotate every couple of weeks.

Occasionally, local brewers and winemakers swing by to shed knowledge on pairings and sample new products.

The Wine Shop has also

partnered with nearby eateries. In addition to providing dishes and appetizers for special food pairing/tasting nights, some local restaurants also deliver orders to the tasting room. Some favorites include charcuterie plates from Monsieur Crepe and fried calamari and pizza from Zugo’s Café.

It is also common to see patrons bring in their own favorite drinking snacks, “we let you bring your own stuff in. We get people who, on a regular basis, like coming in with cheese and crackers.

They’ll do our tastings and from there go out to dinner,” reveals Sullivan.

The Bottle Shop is also highly involved in the community, catering local events.

They provide spirits, wine, beer, and mixers for everything from school fundraisers, to weddings, to office parties.

They are also in charge of the Friends of the Sierra Madre Library wine tasting events.

Fourteen Arcadia servicemen were killed in hostility while fighting in the Vietnam War from 1967-1974.

In their honor and in tribute to all living veterans, the memorial has long been Gene’s vision. He served six years in the United States Navy, which included a hazardous 18-month tour of duty in the Mekong Delta of South Vietnam. Notably, one of Gene’s Arcadia High School classmates, Eugene Hicks, who began his tour the same year, was fatally wounded and is dearly remembered in the motivation to construct this monument.

The monument is to be located across the street from the Arcadia Elks Lodge 2025.

The pre-casted concrete-block memorial measures 10-feetwide by 7-feet-high and will feature an anterior dedication plaque for the 14 Arcadia servicemen. On the posterior, three bronze plaques are included - an individual donor plaque for memorial construction; a company and or-

Two Dogs and Two Cats Rescued From House Fire On Monday, May 9, at 12:44 a.m., the Arcadia Fire Department, along with units from Monrovia, Pasadena, and San Gabriel Fire Departments, responded to a house fire in the 300 block of North Renoak Way in the City of Arcadia.

Upon arrival, firefighters witnessed smoke and fire from the attic of a single story residential structure.

Firefighters took immediate action to suppress the fire and contain it to the attic. Fire crews ventilated the structure and conducted search and rescue operations. Large amounts of combustibles in the structure slowed firefighting operations. With the use of a thermal imaging camera, two cats and two dogs were located and removed from the structure.

Fire investigators determined the cause of the fire was accidental. An outside appliance caught fire and spread to an adjacent patio cover before entering the attic. The fire displaced three residents and the estimated losses are approximately $50,000 in contents and $150,000 to the structure.

The council will then decide how best to protect them. “I think that would probably be the thing that gave me the most satisfaction in the first two years.”

Beck also took on issues along the 210 Freeway, working to get sound blocking walls installed and the ramps cleaned up.

The walls are set to go up next year and the on and off ramps have “substantially been cleaned up since I got elected.”

Additionally, he is an advocate for the city’s trees, getting the sycamores protected and working to get more tree species safeguarded. “I’m very protective of trees,” he explained.

In holding with his environmental concerns, then Councilmember Beck started the Conservation Awards. The awards, which recognize residents and businesses that conserve water, will be given out for the first time later this year. “I think water

is going to be a problem for a long time, possibly forever,” he said, explaining the reasoning behind the awards.

So far, Beck has found being the mayor “very time consuming.” A recent excerpt of his mayoral calendar included giving a proclamation to the Tzu Chi Foundation in San Dimas on Mother’s Day, giving another the previous Sunday at the Performing Arts Center for the Chinese Mother’s Day celebration, a third proclamation the day after Mother’s Day at Methodist Hospital, then giving out the Senior of the Year award and cutting the ribbon at the Breeder’s Cup. “There’s a whole new layer of invitations and obligations … I enjoy doing it but there’s a lot more work as mayor than there is as a city councilperson.”

In addition to his expanding his ceremonial calendar, Beck has been using his expertise as a lawyer to oversee the legal fees accrued from lawsuits against the city. He is hoping to put together a subcommittee of the council to review the fees and make sure tax funds

are being used efficiently for legal expenses.

As mayor, he has several ideas for improving the city.

The first is the installation of walking loops in downtown.

Originating near the hotels on Second Street, the loops would promote foot traffic around the district.

Along these lines, he is “very interested in redeveloping and getting more commercial development in all of our business corridors.” Specifically South Baldwin where he wants to see the area’s trees, sidewalks, and planters cleaned up and made to look more attractive. Beck wants to draw more businesses to the Live Oak and Las Tunas business district as well.

The city has made a start both there and on Duarte and he wants to build upon it. Commercial development is one of the new mayor’s top priorities, second only to public safety.

“I think we’re off to a smooth start and I just want to continue that,” said Beck.

A Valuable Lesson Learned From Local Hardships

sian-Pacific American heritage month celebrates the culture and heritage of Asian Americans, as well as recognizing the contributions that they have made to better our community and nation.

However, it is also important to recognize the hardships and struggles they have gone through to learn valuable lessons from their difficulty. One example of outright racial prejudice and xenophobia was the internment of JapaneseAmericans during World War II. After the bombing of Pearl Harbor in 1941, President Franklin D. Roosevelt ordered to have all people of Japanese origin and ancestry excluded from the “Naval Defensive Sea Area” that ran along the United States’ west coast - stretching roughly 100 miles inland.

Any person of Japanese descent was given anywhere from three days to two weeks to pack up their belongings into a suitcase, and abandon or sell their

house and land. Some were not fortunate enough to be afforded this “courtesy” and had their homes condemned by the government.

The residents of Terminal Island, east of San Pedro, that were predominantly Japanese, were given 48 hours to prepare for internment. Their homes and businesses where then subsequently razed, looted, or

sold off at severely undercut prices.

The first step for these residents was to be sent to Santa Anita Park. Today, the park is more famous for its racing heritage than its legacy as the largest Japanese internment assembly center, but from March 1942 until September 1942, the stables housed people instead of horses.

19,000 Japanese-Americans spent the first part of their internment here before being sent away to locations outside the Japanese exclusion area. Though it was called an “assembly center” it was still surrounded by barbed-wire fencing, patrolled by military police, and at night, had searchlights sweeping the premises.

After spending six months at this internment center, families were then shipped off to the Manzanar Internment Camp. The idyllic surrounding of the Sierra Nevada foothills attempted to belie the fact that Japanese-American citizens were forcibly coerced from their homes, made to abandon their established lives, detained without charge or

trial, and then given a meager pay-off and bus ticket home when the exclusion order was rescinded in 1945, at the conclusion of the war.

Surprisingly, many Japanese-Americans who were put through this ordeal harbor no resentment towards their experience and the San Gabriel Valley is home to many who returned to rebuild their lives - people like Charles Nomura (19152010) who was born in Arcadia and returned to Pasadena to work in aerospace electronics until he was 85; or Toyo Miyatake, who smuggled a camera lens into Manzanar to document the plight of the internees.

Miyatake established a photography studio that is now managed by his grandson in San Gabriel.

The hardships faced by this group serves as a reminder to us that the United States is a place of great opportunity for everyone, that we have the ability to build better lives for ourselves and our community, and that we should not let racial prejudice and xenophobia influence our policy-making.

This is it – your children have reached the homestretch! Freshmen are looking forward to their last month, relieved that they are almost done with ninth grade. Meanwhile, it is a bittersweet time for seniors as they anticipate the end of their high school career and spend the last remaining weeks with lifelong friends.

FRESHMAN:

This is the last call for your ninth graders who need to improve their grades! Make them focus on staying on top of school and homework. Get them up to speed on their studies and ready for final exams. Their final grades will be on their transcript, one of the most important components of your children’s college application.

If their marks are not adequate for college acceptance requirements, they need to meet with their college counselors to arrange for remedial summer classes.

Remind them to get their summer projects lined up. If they need to get approval for a particular service activity they want to pursue, they need to speak to their grade level dean right away. Get them to spend their summer months in programs to supplement an art interest by applying for internships or jobs. Some arts companies have internships that students have to pay for while there are a few that actually pay their interns to work during the summer. Get your children to research the various organizations in town or in nearby cities.

Educators from 80 selective universities around the country endorsed a seminal study released in January by the Harvard

Graduate School of Education which recommended changes in the way students are assessed for collegereadiness. Titled “Turning the Tide: Inspiring Concern for Others and the Common Good Through College Admissions,” it advocates for sustained community service in a few well-chosen areas. It is not the quantity of activities but the quality that is important – admissions officers should be looking for depth of students’ intellectual and ethical engagement potential.

The summer after their freshman year is the time for your children to find activities that truly speak to their interest and passion.

The long summer months are also a great time for your children to read. Encourage them to read various genres and different authors. At the very least, reading will help them expand their vocabulary and expose them to different writing styles. This will come in handy when they write their personal statement and essays for their college application.

SOPHOMORE:

Sophomore year is when your children have fully transitioned into high school. They are comfortable about how this phase fits into the whole secondary school experience. They have taken the practice PSAT, as a preparation for junior year when the results of the PSAT determine their eligibility for the National Merit Scholarship.

They have also taken some AP tests, if they took an AP course.

dren have also done well in their studies, have maintained good grades this entire year, and have prepared for final exams. College counselors expect grades that are consistent, and if their freshman marks were not that great, their sophomore grades should at least show improvement over last year’s.

Make sure your children have lined up their summer activities. These should be an extension or an expansion of what they did in the summer of freshman year. College counselors want to see commitment to a particular interest.

JUNIOR:

Make sure your children have registered to take all the required standardized tests for college admissions. The UC system starts taking applications in October of their 12th grade, and if your children are applying through early action or early decision to other colleges, they need to have taken the SAT or ACT this summer.

Your children’s final grades are extremely important! 11th grade is the last complete year that college admissions officers will see on the application and they expect grades that are either consistent with, or better than the first two years’. They need to prepare well for final exams.

SENIOR:

If your children are still sweating it on the waitlist of their first-choice college, they need to ensure their final grades are terrific! They should keep up with all other school and extra-curricular classes and send the college admissions officers

Governor Brown Issues Order to Continue Water Savings as Drought Persists Executive Order Aims to Make Water Conservation a Way of Life in California

Moving to bolster California’s climate and drought resilience, Governor Edmund G. Brown Jr. issued an executive order that builds on temporary statewide emergency water restrictions to establish longer-term water conservation measures, including permanent monthly water use reporting, new permanent water use standards in California communities, and bans on clearly wasteful practices such as hosing off sidewalks, driveways, and other hardscapes.

“Californians stepped up during this drought and saved more water than ever before,” said Governor Brown, “But now we know that drought is becoming a regular occurAPY* rence and water conservation must be a part of our everyday life.”

Californians have responded to the call to conserve water during the drought by dialing back sprinklers, replacing lawns, fixing leaky faucets, and installing more efficient toilets and washing machines. Between June 2015 and March 2016, Californians reduced water use by 23.9 percent compared with the same months in 2013 – saving enough water to provide 6.5 million Californians with water for one year.

While the severity of the drought has lessened in some parts of California after winter rains and snow, the current drought is not over. For

the fifth consecutive year, dry conditions persist in many areas of the state, with limited drinking water supplies in some communities, diminished water for agricultural production and environmental habitat, and severely depleted groundwater basins.

The executive order calls for long-term improvements to local drought preparation across the state, and directs the State Water Resources Control Board to develop proposed emergency water restrictions for 2017 if the drought persists.

California droughts are expected to be more frequent and persistent, as warmer winter temperatures driven by climate change reduce water held in the Sierra Nevada snowpack and result in drier

soil conditions. Recognizing these new conditions, the executive order directs permanent changes to use water more wisely and efficiently, and prepare for more frequent, persistent periods of limited supply.

These new actions will help achieve a top priority in the Governor’s Water Action Plan – to “Make Conservation a California Way of Life.”

The administration will seek public input in the coming months on new water conservation and efficiency standards called for in this executive order.

Sheriff’s Department Psychologist Charged With Sexually Molesting Children A psychologist was charged on Monday, May 9, with multiple counts of sexually molesting a young boy and girl, the Los Angeles County District Attorney’s Office announced.

Michael Dane Ward was arraigned at Department 30 at the Foltz Criminal Justice Center in case BA446469.

Prosecutors will ask that his bail be set at $2.6 million.

He was charged with a total of 10 felonies, including four counts of lewd act on a child, two counts of forcible lewd act on a child under 14, three counts of forcible oral copulation or sexual penetration with a child 10 years old or younger, and one count of sexual intercourse or sodomy with a child 10 years or younger.

Ward, employed as a Los Angeles County Sheriff’s Department psychologist, was arrested Thursday, May 5, after the department’s Special Victim’s Bureau launched an investigation when the allegations were reported, sheriff’s officials said. If convicted, Ward faces up to life in state prison.

Sheriff’s official sent out the following: “We find these

allegations deeply troubling.

These allegations were not as a result of contacts he made within the scope of his work with the Sheriff’s Department. Mr. Ward was relieved of duty on May 5, 2016 pending the outcome of the criminal investigation.”

Detectives from the Special Victims Bureau conducted an investigation into allegations of sexual abuse to a minor. Pursuant to this investigation, 41-year-old Michael Ward was arrested on Thursday, May 5, 2016. Ward is an employee of the Los Angeles County Sheriff’s Department in a non-sworn capacity.

He was charged with Sexual Assault of a Minor, 220(a)(2) PC; Sodomy of a Minor, 286(b) PC; and Oral Copulation of a Minor, 288a(C)(1) PC.

rather good-looking old “fogie” hit on me the other day. I did not know whether to be flattered or insulted. I have decided to take it as a compliment.

My girlfriend and I were sitting in the lounge of the hotel. We were fortifying ourselves with a glass of wine before attending what held the potential of being a very boring conference. The waiter approached our table and said to me, "The gentleman at the bar would like to buy the lady with the beautiful hair a drink." Now that caught me totally off guard. It has been more years than I could count on many fingers since I have dealt with a like situation.

I foolishly glanced over and, of course, made instant

eye contact. I was totally flustered. I felt my face get hot. My friend grinned and said, "Your face is beet red."

I tried to smile and act nonchalant. I said, "I know it, you twit. I just hope he is so old he can't see through his cataracts."

Lacking recent experience, I was not sure what to do. My friend offered no help, only a disgusting giggle.

The waiter just stood there as much as to say, "Well?"

I decided I wanted to smack all three of them. I raised my hand and flashed a smile and the wedding ring I still wear at the guy at the bar.

The waiter walked away. My no-help-friend giggled again and said, "You know, he is kind of cute."

3. Start saving for college now. If you wish to enroll your child in a private elementary or secondary school, begin factoring the associated expenses into your long-term budget. If you are able, get started saving for your child’s college education now with time on your side. While it may be tempting to procrastinate on saving for college, setting aside manageable amounts now will help you avoid using funds from your own retirement or savings accounts in the future.

4. Limit your purchases.

Having a baby is exciting, especially as you discover the fun products marketed specifically to new parents. In addition to clothing and toys, you will likely need a changing table, crib, car seat, highchair, and more. Before you succumb to impulse spending or become overwhelmed, determine what you really need and want and do some comparison shopping. Consult friends or family members who have young children.

Babies outgrow the need for these things fairly soon and it’s possible you could inherit some items on your list that are still in good shape.

5. Re-evaluate your financial goals and legal documents. With all the financial preparation for baby, it is easy to forget about your other important long-term goals. En-
