Does Light Rail Equate to Heavy Traffic? Monrovia to Spend $12,000 to Study Traffic Flow Even before the Foothill Extension was officially open, there were serious traffic delays, most notably in Monrovia.

We first brought the issue to the attention of our readers and subsequently, City Manager Oliver Chi, two weeks ago, before the Gold Line started regular service. The problem? Gridlock at

some key intersections. The reason: inconsistent traffic light(s) control and defective crossing arms at Myrtle and Duarte. The signal timing has raised the ire of commuters

for weeks. The most visible traffic problems were at Myrtle Avenue, which provides access to the 210 Freeway, Santa Fe Middle School, and the new Gold Line Station.
