UUT Divides Council Candidates and Voters’ Confidence BY TERRY MILLER On April 12, 2016, voters will consider Measure UUT to increase the Utility User’s Tax (UUT) to 10 percent beginning on July 1, 2016. The measure will require 50 percent plus-one “yes” votes to increase the UUT rate to 10 percent. If
