LONG BEACH POLICE DEPARTMENT TO GET BODY CAMERAS THIS YEAR

A

bout 40 policeworn body cameras are expected to hit the streets in a few months, according to Richard Rocchi, Long Beach Police Department’s (LBPD) patrol bureau deputy chief. The cameras are part of a one year pilot program that Rocchi said will look to assess the technology and its effectiveness.

Patrol officers of the west division will be picked at random to wear the cameras.

Rocchi said he expects the body cameras to help with: officer and citizen accountability, reduction of police officer injuries, reduction in citizen complaints, and reduction in the use of force.

Before officers start using the body cameras, a policy will be drafted for the LBPD covering all aspects of how the technology will operate, Rocchi said. The policy for the body cameras is still in its final stages of the drafting process.

The policy is very important because it will set a guideline for how information gathered by the body cameras will be used within the department.

“There are many ‘what ifs’ to consider in terms of who can access that data,” said Dr. Aili Malm, criminology professor at California State University Long Beach.

making a statement.

“Say there was use of deadly force in a police officer-involved shooting,” Malm said.

“Should officers be able to watch the video first, and then make a statement, or not?”

Since the use of body camera equipment is growing at such a fast rate, different police departments who have adopted the cameras have different policies, Malm said. There is no nationally-guided policy at the moment because there is no evidence of what is best or not, she said.

“Our policy will cover the implementation: who is going to wear them, what they will record, what they can download, if they accidently record something then the elimination process, the approval process,” Rocchi said. “It is a very inclusive policy.”

- Photo by Emily Rasmussen said. The Generation 2 cameras would use mobile software, working through a Wi-Fi system to download into a cloud on a regular basis throughout the officer’s shift.

The Generation 2 software program allows the cameras to turn on and turn off at certain times. If an officer gets in a foot pursuit and

starts running, the camera senses the motion of the running and automatically turns on if it is not already, Rocchi said. Also, if an officer gets into an altercation and ends up on the ground, the Generation 2 cameras will automatically turn on, he said.

“To have the body camera presented as a remedy as something that will magically solve all of our problems is not only naïve, but very dangerous as well,” Khan said.

The body cameras are being pushed as a tool to monitor officer conduct, Khan said, the problem is that they are outward looking and are not focused on the officer themselves.

Khan said body cameras are going to expand the surveillance apparatus of the police and government. Technology is neutral, but it can be manipulated by its operator, as can the information it produces, he said.

“Anything with a new technology can have a little bit of uncertainty, especially with our officers and with the community,” Rocchi said. “But once that technology and our officers get used to it and the community gets used to it, and it becomes part of our normal day and our normal operation, I think it is going to be a benefit.”

In a BSRA survey conducted in 2015 determined that the top concerns for BSRA members is maintaining a mix of small business, retail and food establishments on Second Street. The second biggest concern is parking issues, and third is alcohol-related noise and disturbances.

Coordination between the Belmont Shore Business Association and the Belmont Shore Resident Association may have lowered some of the complaints and concerns of neighbors in recent years.

Executive Director of the Belmont Shore Business Association, Dede Rossi says both associations have maintained better communication to solve any problems in the community.

“We do go to [BSRA meetings] that they have,” Rossi said. “And to try to help any concerns they might have.”

Likewise members from the BSRA attend the monthly meetings that are held by the BSBA said Endersen.

Matt Peterson who has been a co-owner of Legends since 2012 says there is a synergy of coordination at BSBA meetings between the five major bars in Belmont Shore – Panama Joe’s , Dogz, Shannon’s, Acapulco Inn and Legends.

“Over the last three years we have worked really hard carefully as a group of owners to establish protocols amongst ourselves in the direction of operations and security, how we promote our businesses,” Peterson said. “In

the past there has been a lot of concern from residents about the overflow of the fun that occurs in this neighborhood in the late night and how it spills over to those residents.’’

The bars along Second Street have adopted similar dress codes that are somewhat uniform in nature.

The dress code for the bars of Second Street was something discussed and implemented during the BSBA meetings. Patrons are not allow offensive t-shirts, overtly baggy clothing, or gang-related apparel.

Rossi says that residents often call her when they have complaints although her job pertains to the businesses in Belmont Shore.

Some of the complaints include late night roamers of the night in the city streets who might leave trash behind or cause disruptions in the neighborhood.

“The business association contracts services to have the sidewalks and common areas clean, garbage cans emptied, and pick up any debris,” Peterson said. “Our job is to ask patrons to be respectful of the neighbors.”

Legends is the biggest of the five bars on the street, and Peterson said that because of this it is important that last call is done at 1:25 a.m., which is earliest last call than any other bar on Second.

The reason behind this is so that the crowd is dispersed better throughout the street said Peterson.

Peterson also said that the police department also works closely with the BSBA and meets as often as quarterly to go over protocol.

“We make announcements before people leave the bars to be respectful of their neighbors,” Peterson said. “We do this as a group of business owners as a way of mitigating some of the complaints in the past. We want to make sure that the people that live here enjoy where they live.”

Second Street is a place constantly changing.

On the corner of Second Street and Granada Ave. Panama Joes’s is currently under construction and has a sign that reads “The all

new Panama Joe’s coming March 2016.”

A few blocks down a former Lucille’s Smokehouse at the corner of Second and St. Joseph is now a restaurant called Saint & Second that opened last summer.

According to a statement from the restaurants website the Hofman family first opened a restaurant on this very spot more than 60 years ago.

The establishment currently is displaying a notice of public hearing sign outside of the building, and looks to extend request for an extension of alcohol sales hours. The public hearing will be held on February 4th at Long Beach City Hall at 5 p.m.

Ramelow owner of La Strada has seen a lot of these changes first hand; her father opened the Italian restaurant in 1993 when it was originally called Caffe La Strada.

Second Street is a mixture of family owned restaurants and bars coming, but more recently retail businesses which include chains like Banana Republic and Gap which has increased tourism according to Ramelow.

“It’s really important to have retail, restaurants and bars,” Ramelow said. “If you want attract the tourism from 3 miles away at the convention center.”

She is also on the board of directors of the BSBA and has heard all the complaints from residents as well.

“From six house inside [the neighborhood] people report beer bottles, and public urination,” Ramelow said. “So I can understand there are issues, but then there is the other side of the coin. You know that when you buy six houses from a place you are going to have problems.”

Ramelow says she feels it’s not just the residents that have to worry about patrons of neighboring bars, and as a business owner of this community is very sympathetic of some of these complaints.

“We all have to put up with stuff like that. My flowers have been pulled out so many times,” Ramelow said. “It makes me mad, but I don’t want the establishments to go away its good for the street and makes it fun to be here.”

CARNAVAL IN SALVADOR DE BAHIA, BRAZIL

- The wildest parties on the planet!

E

very year, five days before Ash Wednesday and prior to Lent, Brazil celebrates its most outrageous party of the year welcoming thousands of guests who want to experience the biggest carnival in the world. While Rio de Janeiro is often the most popular choice, Salvador – the Afro-Brazilian capital – is still more of an insider’s tip with less tourists.

Last year, for the first time, I was lucky enough to travel to Brazil during Carnival and join the festivities in both cities and – oh boy – these were by far the wildest parties I have ever experienced.

We, my friends and I, had booked our trip six months ahead of time, which was absolutely necessary because prices for both flights and accommodations surge during Carnival and fill up extremely fast.

First, we spent five days in Rio, where we stayed at an Airbnb, directly between Copacabana and Ipanema – a perfect and safe location close to two of the most popular beaches. Then, we relocated to a hostel in Barra, the Southern tip of Salvador.

In both cities you can join blocos, street parades or camarotes, balcony parties from which you can view blocos. The parades consist of huge, slowly-moving trucks blasting music called Trio Elétrico, with a live music act on top, surrounded by their friends, family, and a few lucky other people who made it onto the vehicle. You can follow your favorite artist walking next to the truck for the whole parade, if you buy an abada – a T-shirt with a special print or color for $50 - $450. You can also just stand on the side of the streets for free and watch all artists.

For our first night, we chose to buy an

abada, which a hostel employee got us because we wanted to make sure that we’d buy a legit shirt and not fall into a tourist trap of purchasing fake shirts that would be useless. The T-shirts are made out of the cheapest material in the most boring shape, but you’re allowed to cut them the way you want, which we did.

From our hostel, we were able to walk to the area right by the beach, where the parade would start at 6 p.m. Now, imagine thousands of people with 20 plus different shirts; street vendors with drinks, necklaces, masks, and white body paint (which can be painted in a pattern on your body, usually an arm or leg). We found our fellow T-shirt wearers and waited for our truck to arrive. Once it did, we were let in through a rope held by

numerous strong guys and waited for the music to come on.

Once the music started, it was as if people fell into a trance; they were screaming, laughing, and dancing and everybody had the time of their lives. The energy was incredible and contagious. When our truck started rolling, the pushing and shoving began and I was extremely thankful for wearing tennis shoes rather than sandals or heels. I lost count on how many people stepped on my feet and on how many I stepped. At times we were so close to others that they literally carried us, but sometimes we had room to walk normally. I was amazed that nobody fell. The weather was so hot and humid that we rubbed www.theedgelb.com

We stayed inside the ropes for quite a while, then decided to exit and join the crowd on the sides of the streets where we were finally able to breathe and walk normally again. Up from a small hill, we watched the other trucks pass by until the parade ended.

This was definitely an unforgettable experience everyone should have on his/her bucket list and at least do once a lifetime.

The next day, we walked to the Pelourinho – the city center neighborhood – where we experienced the biggest parade I had ever seen. The music had started at 10 a.m. and ended late at night. At this parade, there were no abadas, but people dressed up in elaborate costumes to join inside the ropes.

We also saw the Olodum’s Band, who had played in Michael Jackson’s “They don’t care about us” video, which was shot in Pelourinho. The city center had stands and small separate parades and the most tourists I had seen so far (which were not many). At the parade however, my friend and I stuck out as clearly the only European-looking girls in a wide radius and were harassed with slaps, whistles, and “holy water” spray, but everyone was in such a great mood that these acts could be forgiven. The Mousetrap lands in Long Beach

Agatha Christie’s iconic murder mystery is playing at the Long Beach Playhouse By Blake Pinto

C

hildren’s lullabies are littered with brutality, and “Three Blind Mice” is a perfect example.

“Three blind mice. See how they run. They all ran after the farmer’s wife, who cut their tails with a butcher’s knife...”

Now that the longest running play in theatrical history, The Mousetrap, has returned to the Long Beach Playhouse after a decade-long hiatus, the callousness of this lullaby has been brought to life on stage.

Director Jeff Brown takes the iconic play, originally written by Agatha Christie, to the intimate setting of the Mainstage, and an ensemble of performers – newcomers and vets – give each character the distinct and unique impression that is vital to the classic murder mystery.

play review “All I knew of Christie’s play before selecting the play was its astonishing performance history and the legendary contract of secrecy forged between its performers and audiences,” said Andrew Vonderschmitt, the Playhouse’s executive and producing artistic director.

The Mousetrap is focused around a group of strangers who become stranded in a guesthouse during a bad snowstorm and quickly realize that someone amongst them is a murderer. No one is safe. Everyone is under suspicion.

As the diverse group of characters is presented, one by one, the performers do a fine job of capturing the various personalities, but a few in particular stand out. Lee Samuel Tanng keeps the audience focused on his every move during his performance as the peculiar Christopher Wren, an architect who is fascinated with the varieties of personalities people possess and whose own personality can be a bit overwhelming. Cort Huckabone, who plays the enigmatic Mr. Paravicini, is another who commands the audience’s attention every time he takes the stage with his boisterous mannerisms and ever-changing accents. Both characters naturally garner more attention because of the laughs they generate, but performances are solid throughout the cast.

Three performers are making their debuts at the Long Beach Playhouse. Kathleen Fabry, (Mrs. Boyle) does a wonderful job playing a grumpy, old critic who is impossible to please, while fellow newcomers Sri Chilukari and Andrea Pincus take on the roles of Mr. and Mrs. Ralston: suspicious newlyweds simply trying to run a guesthouse, or are they? Pincus does an exceptional job skillfully portraying the constant shifts in emotion as a distressed housewife as the play progresses, and continues to set the overall tone throughout.

The venue itself truly enriches the delight of the production as well. The thrust stage and smaller audience lend themselves as perfect complements to the feeling of being trapped in a guesthouse. As the performers move about the audience, weaving through various “rooms” in the house, the audience becomes immersed within the set, which gives the play a more intimate feel than you may find at most productions.

Overall, director Jeff Brown and his cast have done a praiseworthy job bringing an iconic play to a great venue. Whether you have seen The Mousetrap countless times, or are just looking for something a little different to do on date night, the production is definitely worth checking out.

t is 1976 and Miles Davis’s Water Babies album just hit the streets.

A 16-year-old walks into Jazz Safari, Long Beach’s first jazz club, to hear the music beat off the brick walls – the long, melodious howl of a saxophone, the dance of piano keys, the pulse of the drums and hi-hats cymbals. Ever since he was a young man, jazz has been a creative fuel for Donald Frazell, a born-and-raised Long Beach visual artist.

He started his artistic career with photography. In his early 20s, he packed up his black Corolla station wagon and traveled up Pacific Coast Highway with his camera box, his tripod, and his 210mm Kodak lens. He stopped in places like San Luis Obispo, San Francisco and Yosemite and woke hours before the sun rose to hike up with all his camera equipment to capture ocean scenery – driftwood, coastlines and water towers with burn marks. However, his specialty is capturing rock formations and patterns. He has portfolios filled with black and white photographs of granite, marbled rocks, and sea-carved stones. Back in Long Beach, he would develop pictures at Long Beach City College’s darkroom, or some days, in his own bathroom. As he transitioned to color, he began photographing the jazz scene. His color portfolio contains photographs of trumpet players in red-lit rooms and band members in matching tribal print – some of these pictures inspired later paintings.

His career focus shifted to oil painting, and though he does not explicitly state that his art correlates to jazz, he explains his paintings the way a musician would: “Each color is a note.

The colors create scales, chords, and harmony.

The lines are the melody, and the rhythm is in the structure.”

Just as jazz falls flat when explained with words, the emotional impact of Frazell’s paintings is difficult to describe. His paintings are meant to be experienced visually in order to feel his pure-color palette, his bold lines and strong shapes, and the energy and history that pulses through each of his works.

donald frazell ments and people, or his home life. However, to describe his paintings in terms of “themes” or “motifs” is a disservice. He is not interested in illustrating one subject in one mood, tone or perspective. His method for creating is a mathematical process – or as he calls it, “problem solving.” He says it is an artist’s job to figure out how to organize space, even when that space is abstract. He reflects this in the physical display of his art as well. In his front yard, he has built a five-part wooden frame and these hand-crafted walls curve his 7-foot paintings around the viewer to create a mural-like experience. He calls this creation, “The Coltrane Chapel.”

His paintings have their own presence and energy – as Frazell says, “Paintings should be like plants. They don’t move, but they are alive.

I don’t want to just make a painting of a plant.”

He does not have one specific message he is trying to send through his work. Instead, he aims to evoke emotion. Like music, if the viewer can recall a feeling by interacting with the art with his or her own experiences, then the art has resonated with what connects us all.

t could not be more perfect of a name, The Rose … a 1,300-seat dinner theater and music venue opens next month on Valentine’s Day, right here in Pasadena.

Pasadena’s newest music dining venue will no doubt take this city by storm when the legendary singer Judy Collins hits the stage opening night, Feb 14.

You could say, without hesitation, that this guy Lance Sterling really is on “Both Sides Now” (to borrow a Judy Collins’ popular cover of Joni Mitchell’s song).

Having honed his skills in Woodstock, N.Y., Sterling has embarked on a huge new venture in Pasadena that will surely become a staple for music lovers in our area.

Sterling, owner of the popular Canyon Club in Agoura Hills and the Saban Theatre in Beverly Hills, has transformed the former Gelson’s supermarket at 245 E. Green St. into a really cool venue where if you love

music and food you will be right at home.

You will also see a plethora of signed guitars and music memorabilia. “I have a lot of stuff that has been in my garage for years, now I have a place to show it,” Sterling says.

With a custom sound system, lighting, and a $3 million investment in technology, the 39,000-square-foot club will feature two full bars, a raised VIP area, and will not be pretentious like some other L.A. area clubs that feature live bands.

er fast food chain and he plans to have a CaliBurger in each of his venues.

Sterling says his clubs are designed as an alternative to the shows put on by mega concert promoters where ticket prices are outrageous.

“Don’t expect to see Justin Bieber here,” Sterling says with a sardonic smile.

“The average customer who comes to my clubs comes 12 times a year,” he said. “We’re not a ‘big night out’ concept. And we do two opening acts for every show.” In fact, Sterling is big on local talent too. Give him a call if you want to play.

He opened the Canyon Club in Agoura Hills in 2001 and took over the 1,900-seat Saban Theatre, previously known as the Wilshire Theatre, in 2012.

The Rose will eventually see many of the same artists who perform at The Canyon Club and Saban Theatre. Those include blues guitarist Robert Cray, Todd Rundgren (one of Sterling’s favorites), among a long list of artists.
