Mike Gatto Introduces DNA Privacy Bill

A government repository of the DNA of all children born? It sounds like something out of 20th Century dystopian fiction. Surely, that can’t happen here, right? Actually, millions of newborns each year provide a blood sample to the state, to be screened for congenital disorders. But what happens to it next is alarming. The blood (and DNA) samples are deposited into a biobank where they can be used by outside researchers (who pay), for tests that few parents know about or consent to. These samples contain the most sensitive personal information: our children’s genetic information. And the state is storing that information and selling it to outside entities. “Newborn screening is an incredible tool that has saved millions of newborns. But during an era of omnipresent intrusion in our lives, policymakers must take steps to safeguard our personal information, especially medical records, which are particularly personal,” said Assemblyman Gatto. “AB 170 will ensure that parents can protect their children’s privacy and can destroy infant-screening records after they have served their purpose.” Mike Gatto is the Chairman of the Consumer Protection and Privacy Committee, and the longest-serving current member of the State Assembly. When an evening begins with a string ensemble playing ones favorite piece of music, it bodes well for the event. Such was the case with the empty house party for Pasadena’s Showcase House for the Arts. Each year the group which supports music through its instrumental music programs in the schools as well as many other music related programs throughout the San Gabriel Valley and the county, holds a party at its showcase house prior to work beginning. This year’s house is a repeat; It was the showcase house in 1993. And 20 plus years make a large difference in style. Faux marbling and the combination of pink and light green seem omnipresent. But these will soon give way to more period correct colors for the Tudor-influenced craftsman home. The designers plans are impressive. The ideas being

Race Committee is again offering a comprehensive 17-week program to get runners ready for the challenging Mt. Wilson Trail Race, scheduled for Saturday, May 23 in Sierra Madre. A Royal Visit to Long Beach By GREG aragon A fun getaway doesn’t have to be expensive. Sometimes it’s just a short drive away. Such is the case next week when an English queen is visiting Long Beach and everyone is invited to the free party. That’s right, the magnificent, luxurious Queen Elizabeth ocean liner is sailing toward the city and will berth next to her historic “niece” ship, the Queen Mary, on Tuesday, February 5. This will mark the first time a modern Cunard (www.cunard.com) ocean liner will dock and disembark passengers in the Long Beach harbor. “The Elizabeth will berth adjacent to the Queen Mary and her arrival will begin a day-long series of events and activities to celebrate the unprecedented meeting of ships,” says John Jenkins, Queen Mary general manager. Admission to the Queen Mary will be complimentary that day from 10am to 8pm. The Queen Elizabeth, launched in 2010, is expected to dock early February 5th and will depart the same day at sunset. There will be no public access to the Queen Elizabeth, but the gigantic, 12-deck, 956-ftlong ship will be quite visible from numerous vantage points aboard the Queen

Mary and around the harbor area. The 2,000-passenger ship is today one of the world’s most advanced passenger vessels and is currently on a global cruise. The original Queen Elizabeth was the sister-ship to Queen Mary and together made over 2,000 trans-Atlantic voyages when in active service for Cunard. Prior visits by Cunard vessels to Long Beach have been restricted to floating salutes where the modern ships hovered in place while honoring their ancestor. The February 5 visit will see the Queen Elizabeth dock beside the Queen Mary - a first for Long Beach, Cunard and the sea-going royal relatives. Enhancing the visit, and in recognition of the Queen Mary’s 80 years of public life, a new Ship Model Gallery will be dedicated on the Queen Mary

during a private reception. Located on the Promenade Deck, the model gallery will house many important ship models and is the first phase of the Queen Mary’s announced plans to create a world-class maritime museum and learning center aboard the ship. Included in the Gallery will be priceless large models of some of the world’s greatest ships, including the Titanic, Lusitania, Brittania, Oregon, and Normandie, along with Cunard’s Queen Victoria, Queen Elizabeth 2, Queen Mary 2... and the spectacular Queen Mary. The gallery will debut these impressive ship models - with others on the way. Its centerpiece will be the original Bassett-Lowke shipbuilder’s model of the Queen Mary - a spectacular and historically significant model measuring over 20 ft in length and exact in every detail. The model museum

will open to the public at 12:30pm and will be free of charge. 2015 SBA Emerging Leaders Program returns to Los Angeles The U.S. Small Business Administration Los Angeles District Office has launched the registration for its 2015 Emerging Leaders executive-level training series for Los Angeles, Ventura and Santa Barbara counties. Nationally, the Emerging Leaders Program has trained more than 2,400 promising small business owners in underserved communities, and its impact continues to expand in helping small businesses to grow and create jobs. “The Emerging Leaders Program is a resource that can open lucrative

doors for America’s small businesses,” said SBA Administrator Maria ContrerasSweet. “Graduates of the initiative have measurably increased their revenue, and helped create jobs and drive economic growth in their local communities.” The Emerging Leaders Program has been a catalyst for expanding opportunities for underserved communities. Los Angeles District entrepreneurs who graduated from the Emerging Leader Program have contributed to the more than $1 billion in government contracts secured and $73 million accessed in new financing

nationally. Graduates also reported having created nearly 2,000 new full-time jobs since the program’s inception. Sixty-two percent of surveyed participants reported an increase in revenue while 70 percent of those surveyed reported maintaining or creating new jobs in their communities program wide. The initiative graduated nearly 400 small business owners in 2014, representing the largest graduating class since it began in 2008. The seven month intensive executive entrepreneurship education series includes approximately 100 hours of classroom time per

Hate Crime Investigation West Hollywood Station During the early morning hours of Jan. 20, the victim exited a bus at the intersection of Fairfax Avenue and Santa Monica Boulevard, West Hollywood. As he was walking northbound, crossing Santa Monica Boulevard., he saw a white Audi Q4, facing southbound, waiting for him to cross the street. As he neared the curb, he heard the occupants yell numerous slurs related to his race and sexual orientation. The victim is African American. The suspects are three male Hispanic adults. The suspects parked and got out of the Audi and approached the victim on foot. When the victim stopped to address the suspects, he was punched in

the face which caused him to fall backwards, striking his head and losing consciousness. He was treated by Los Angeles County paramedics and transported to a local hospital. The suspects fled the scene and are still outstanding. Hook Elementary School in Newtown, CT, after the school suffered a horrific active shooter incident. The organization works with 35,000 adults and children each year inside hospitals, hospice programs, law enforcement community outreach programs, Ronald McDonald Houses, and with families who have experienced traumatic events. Valor lives in Malibu, California with four other therapy horses that, together, make up Gentle Carousel Miniature Therapy Horses West. Valor is specially trained as a law enforcement therapy horse and was named in honor of fallen Police Officer Kenneth Tietjen, who died during the September 11th terrorist attacks. As part of their duties, Valor and Victoria will comfort those in need during traumatic events. Valor will

also be an integral part of local reading programs and our community outreach events. With all of Valor’s and Victoria’s experience, they will be well prepared to serve the Malibu/Lost Hills community. Valor will serve as a ‘face’ of law enforcement and does so while upholding the Sheriff’s Department motto of “A Tradition of Service.” Partnering with Valor and the Gentle Carousel Miniature Therapy Horse Organization gives the Sheriff’s Department the opportunity to reach and impact children at a young age. Valor will be part of a commitment to our community that we as the Sheriff’s Department will continue to work together and build a productive and healthy relationship with those we serve.

Two Arcadia Homes Used for Indoor Marijuana Grow Operations Arcadia Police Department Detectives and SWAT Team served two search warrants at Arcadia homes in the 1800 block of South Baldwin Avenue and in the 300 block of West Woodruff Avenue during the early morning hours on Jan. 22. The two locations were linked during the course of an investigation into possible indoor marijuana grow operations. Both warrants were served without incident and indoor marijuana grows were found at each location. Prior to the warrant service on Woodruff, a male was detained leaving the location in a vehicle. A second male was seen arriving at the same location in a vehicle and was also subsequently detained along with a female and two male infants who were inside the Woodruff home. Gao Ming, a 46-year-old male Asian from Arcadia, and Jia Hui Shen, a 27-year-old male Asian from El Monte, and Lan Lau, a 34-year-old female Asian from Arcadia were arrested and booked at the Arcadia City Jail on felony charges of cultivation of marijuana with bail of $50,000.00 each. Both locations were found to contain indoor marijuana grow operations with lighting, ventilation, and electrical wiring run throughout. It appeared the electrical set-up was bypassing the meters and also tapping directly into the electrical service at each location. Approximately 750 marijuana plants were found in various stages of growth throughout the Baldwin location and approximately 500 marijuana plants at the Woodruff location. No evidence was found at either location to indicate

a medical marijuana grow operation. The investigation is continuing as to property ownership, utility theft, and possible child endangerment. In an effort to protect our local residents from becoming a victim, the Malibu/ Lost Hills Sheriff’s Station is providing this public service message about an ongoing telephone scam. With an increasing amount of fraud that reaches people across the country, phone scammers are using the threat of arrest warrants to pressure people into paying hundreds, sometimes thousands of dollars. The Los Angeles County Sheriff’s Department wants residents to be aware that the Lost Hills Station has received calls from residents in which the scammers impersonate Sheriff’s Department personnel in an attempt to fraudulently obtain money from innocent victims. The scammer can also manipulate caller ID to make the number appear to come from the local area, and some scammers have the ability to make the number appear as if it

were coming from a sheriff’s station or 911. Different scenarios include that there is a warrant from a traffic violation, missed jury duty, failure to pay full income tax requirements to the Internal Revenue Service, or some other minor infraction. The scammer tells the potential victim that their options are either to surrender themselves to the Sheriff’s Department for arrest or that they may pay a “reduced” payment of the fine to adjudicate the warrant. The scammer then provides instructions on how the payment should be submitted, usually through an “eGift” cash card or similar payment to a specified account or name given by the caller. These scam artists use pre-paid phones and many times are not even in the jurisdiction where the crime occurred, making their apprehension difficult. Although the Malibu/

Lost Hills Sheriff’s Station has received multiple calls regarding this fraudulent activity, area residents appear to be savvy enough to not fall for this scam and to contact the station. Captain Patrick Davoren, Commanding Officer of the Malibu/Lost Hills Sheriff’s Station stated, “The Sheriff’s Department will never ask for payment over the phone or offer to negotiate an outstanding warrant for a reduced payment, in lieu of arrest. Anyone with questions about a warrant or a suspicious phone call such as these, should call their local law enforcement agency.” Anyone who has been a victim of this scam, or who receives such a call, is encouraged to take down as much information as possible, such as a name and call back number, without giving any of their personal information away. Then, immediately contact their local law enforcement agency.

Senator Hernandez Introduces Legislation to Raise Smoking Age Senator Dr. Ed Hernandez, O.D. (D – West Covina), Chair of the Senate Health Committee, introduced legislation that will raise the legal minimum smoking age from 18 to 21 and severely limit teen access to tobacco products. “Tobacco companies know that people are more likely to become addicted to smoking if they start at a young age” said Hernandez, “We can no longer afford to sit on the sidelines while big tobacco markets to our kids and gets another generation of young people hooked on a product that will ultimately kill them. That is why I believe we need legislation like SB 151.” Tobacco remains the leading cause of preventable death in the United States with 480,000 people dying annually – 40,000 from effects of secondhand smoke. According to the CDC, tobacco use kills more people per year than alcohol, murders, illegal drugs, AIDS, and motor vehicle accidents

Temple City Man’s “huge calamity” There are a times when great plans are dashed before they get off the ground. Temple City Men’s Wear, a store owned by Mr. Raphael, an entrepreneur and fashion designer of 35 years, was scheduled to open April 2013 but a car accident sidelined the project. As he was driving to work one morning, a driver slammed into the back of his car and cracked his back. He was bedridden for months, and not being able to afford the hospital bills, he spent most of this time in his home. His recovery was complete after a year but he still had to walk around with a cane. The store was a place where customers could buy high-end clothing for reasonable prices. Mr. Raphael had everything ready before his accident. He had over a million dollars worth of inventory ready for sale. But the accident brought everything to a halt and the store was never opened. “It was a huge calamity,” Mr. Raphael said. It’s been a year and

a half since the injury and Mr. Raphael is now healthy enough to start where he left off. But he realized that he wasn’t the same person anymore. His misfortune changed him and he wanted to focus his efforts on a different project. “The project didn’t interest me anymore and I wanted a fresh start.” The problem is that he still has a million dollars worth of inventory to get rid of and he needs to sell it as soon as possible. He began to do just that on January 26th. Temple City Men’s Wear is holding a one month closeout sale with all items being sold at 80%

off. “The goal is to take the money I generate from this closeout and use it to start my next business.” The goal is to accomplish this by March 16st, a daunting task considering the short time window. “Time is currency, I can’t waste my time in the past. I need to start my new life immediately,” he said. Mr. Raphael is very confident about the prospects of his next business venture. But now he is concentrating on the task at hand which is to sell his inventory. He invites everyone to come see his shop and bid it farewell. His interests are not only monetary, he wants to give

10% of his proceeds to charities like the Wounded Warrior Project and Heifer International, two causes that are close to his heart. “I’ve been in many bad situations and I know that I’m not alone. So it only makes sense to use the good I receive from these sales to help others,” he explains. He recalled a moment during his recovery when he came in to the doctor’s office for a routine shot and he had a bad reaction that caused a stroke. This did not phase him, it was just another obstacle to overcome. ”I’ve come upon a lot of misfortunes in my life. I once lost 750,00 dollars in the stock market. I was rich then, not so much now but that’s the joy of life. Always being up get’s boring, it’s better when life goes up and down.
