Obama declares San Gabriel Mountains as National Monument Local leaders respond both positively; negatively
San Gabriel Mountains Forever Welcome Obama Friday Oct. 10, community leaders welcomed President Obama’s visit to San Dimas and the San Gabriel Valley for the official designation of the San Gabriel Mountains National Monument. This designation came in response to more than a decade of input and support from state and local officials, community leaders, environmental justice organizations, churches, water districts, veterans, educators and residents. “I want to welcome President Obama to San Dimas as he prepares to officially declare the San Gabriel Mountains National Monument,” said San Dimas Council Member, Denis Bertone. “The mountains are a vital source of clean drinking water for our community. This designation will result in a renewed commitment from the Forest Service leading to better visitor services, improved water
quality, educational programs, better access to trails and economic benefits for surrounding communities. I don’t see any downside. I see it all positive for local cities.” The San Gabriel Mountains, north of Los Angeles within the Angeles National Forest, provide one third of the region’s clean water supply and 70 percent of the region’s open space. The new National Monument will allow hiking, fishing, mountain biking, camping, hunting and other established recreational activities such as four-wheel driving on designated roads, and will not create new water rights or affect existing water rights. The designation will only apply to federal lands and will not impact private, state, or local property within the boundaries of or adjacent to a national monument. Recent polling showed four in five (80 percent) Los Angeles County voters express support for protecting the San Gabriel Mountains and rivers - with
almost universal support (88 percent) among Latinos. The Railroad Commission evaluated the water systems in Glendale and recommended that the Board of Trustees provide funds for the purchase and improvements of a reliable water system to serve Glendale’s population of 14,000 people. A $248,000 bond was issued to purchase private water companies serving the
community in order to make improvements necessary to establish a utility. Today, one hundred years later, GWP provides nine billion gallons of safe drinking water to the City’s 196,000 citizens. Bike stolen in 1972, destined for Australia is intercepted at LA/LB Seaport

U.S. Customs and Border Protection (CBP) Outbound Enforcement Team officers at the Los Angeles/Long Beach (LA/ LB) seaport, in partnership with California Highway Patrol (CHP) investigators and National Insurance Crime Bureau special agent, intercepted a stolen 60-year-old 1954 FL HarleyDavidson Hydra-Glide motorcycle, destined for Australia. CBP seized it on September 9 and turned it over to CHP for further investigation and to return to
its rightful owner. The bike features a trumpet style horn and a 50 years medallion on its front fender, denoting HarleyDavidson’s 50th anniversary. In great condition, valued at $24,000, the nowyellow bike was green when it was stolen 42 years ago on March 4, 1972. It was taken from the backyard of a police officer’s residence in Charlotte-Mecklenburg County, North Carolina. He passed away on October 7, 2010, nearly four years ago to this day.
His oldest son, Edgar Howard Johnson, Jr., is very excited about its return and said, “My Dad would be tickled to get it back if he was still alive. This is so great; absolutely amazing; so wonderful. I remember my Dad picking me up from school with it one time. When the kids asked me if I was gonna ride on that, I told them I sure am. I miss my Dad so much. We used to talk once every week. He’s with me in my heart. This is like a piece of him is coming back home.”

Former USC professor pleads guilty to a federal fraud charge Appearing before United States District Court Judge John F. Walter, a former University of Southern California (“USC”) professor pleaded guilty late this afternoon to a federal fraud charge following an investigation of grant and research fraud. Alexander Tartakovsky, 59, of Somers, Connecticut, pleaded guilty to one count of making a false statement on a research grant application that was submitted to the U.S. Department of Energy (“DOE”) on behalf of his company. According to the plea agreement filed with the court, from January 1, 1998 through December 31, 2012, Tartakovsky was employed full-time at USC as a research professor with his salary being paid primarily by grants from the United States government. In
2006, Tartakovsky and his wife formed Argo Science Corporation (“Argo”). In June of 2009, Tartakovksy signed a Small Business Innovation and Research (“SBIR”) application that sought $99,999.00 to conduct research on a project. As part of the application, Tartakovsky falsely stated that his primary employment would be with Argo at the time of the award even though he knew that his primary employment would be at USC. The DOE ultimately awarded a research grant to Argo for the DOE Project and paid Argo $99,999.00. Tartakovsky’s false statement regarding his primary employment was material to the DOE as the department would not have awarded the project to Argo or paid
Argo $99,999.00 if it had known that Tartakovsky’s primary employment was not with Argo. When Tartakovsky is sentenced by Judge Walter on December 22, 2014, the statutory maximum sentence he will receive for the offense to which he is pleading guilty is five years imprisonment and a fine of $250,000. In addition, Tartakovsky may be ordered to pay restitution of $99,999.00. The investigation and prosecution of Tartakovsky was conducted by IRS Criminal Investigation, NASA, the Defense Criminal Investigative Service, the U.S. Department of Energy, and the National Science Foundation, in conjunction with the United States Attorney’s Office for the Central District of California.

The Active Transportation Program grants totaling $2.1 million will help the City implement recommended improvements outlined in various city plans including the Safe & Healthy Streets Plan, Downtown Mobility Study, Downtown Specific Plan and the Greener Glendale Plan. These grants will allow for the creation of comprehensive policies and infrastructure to improve pedestrian safety in a coordinated and centralized effort.
Citywide Pedestrian Plan - $500K Funds will be used to create a comprehensive plan, identify viable bicycle and pedestrian corridors, assess intersections with high pedestrian/bicycle accident rates and target improvements at specific intersections. Safe Routes to School (SRTS) Improvements Project - $1.6 million Funds will be used to improve pedestrian and bicycle infrastructure along heavily traveled routes to the following schools: • Hoover High School • Toll Middle School • Keppel Elementary School, and • Along East Chevy
Chase Dr. which connects six schools in southern Glendale to the Adams Square Park, Library and Business District. SRTS Improvements will include enhanced accessibility and ADA compliance, repairs to damaged infrastructure and will provide trees and bicycle lanes or sharrows. These grants will allow for a comprehensive approach to improving conditions by dedicating staff resources, implementing proactive community outreach efforts, updating policy and improving physical infrastructure.

Governor signs bill to reinstate important gun violence prevention law Governor Edmund G. Brown, Jr. has signed into law a bill reinstating a pilot program authorizing specified City Attorneys, including Los Angeles, to evict tenants who unlawfully possess or sell illegal firearms or ammunition on the premises. The pilot program sunset on January 1, 2014. AB 2310, authored by Assembly Member Sebastian Ridley-Thomas and Assembly Member Roger Dickinson, was sponsored by Los Angeles City Attorney Mike Feuer. It passed both houses of the Legislature with overwhelming bipartisan support. “This law provides my Office with an important tool that will help keep communities safe from illegal guns,” said City Attorney Feuer. “We have effectively used this approach in the past and
expect to employ in our future work to prevent gun violence.” “Neighborhood safety is a top priority for every community in California,” said Assembly Member Sebastian Ridley-Thomas. “Residents cannot be safe in their homes and apartments when persons possess illegal weapons or engage in unlawful firearms and ammunition sales from their rented units. I applaud Governor Jerry Brown for signing AB 2310 into law to provide city attorneys and landlords with an effective tool to evict tenants who possess illegal weapons or sell guns and ammunition from the homes or apartments they rent. This effort has been particularly successful in Los Angeles due to the diligent neighborhood safety efforts advanced by Los Angeles City Attorney Mike Feuer. Illegal weapons and unlawful weapons dealings have no
place in our neighborhoods.” AB 2310 authorizes the City Attorney to notify the property owner of a weapon or ammunition related crime committed on the premises by the tenant and requires the property owner to evict that tenant. The City Attorney also notifies the tenant of the City’s ability to begin the eviction process. If the property owner fears for his/ her safety, the bill authorizes the City Attorney to bring an unlawful detainer action on the owner’s behalf, helping shield landlords from retaliatory threats or violent reprisals. From 2010-2013 the Los Angeles City Attorney’s Office sent out 85 notification letters pursuant to the pilot program. More than 30% of the tenants vacated their units following receipt of those notices. Property owners filed cases in approximately 25% of the remaining matters.
McCambridge pool water used to ease drought effects More than 75,000 gallons to be repurposed throughout Burbank
The City of Burbank’s McCambridge Pool may be closed for the winter, but the water that once filled it is now helping ease some of the effects of the ongoing drought. Each year, following the end of the summer swim season, the City’s Public Works Department empties the pool to reduce operating costs and to allow for maintenance and painting. This year, Public Works devised a plan to repurpose the de-chlorinated water
rather than release it into the storm drain system under a City-issued pool discharge permit. The new plan calls for the de-chlorinated water to be repurposed in the following ways: • A p p r o x i m a t e l y 2,000 gallons to fill the City Hall fountain • A p p r o x i m a t e l y 70,000 gallons to clean the City’s sewer system • A p p r o x i m a t e l y 3,000 gallons a day for dust control at the City’s landfill
• M c C a m b r i d g e Park’s irrigation system will be shut down and the de-chlorinated pool water will irrigate landscaping throughout the park The Public Works Department expects the reuse of pool water at the end of each season to become standard operating procedure in the future. The City of Burbank encourages all residents and businesses to identify ways to reduce water usage during this drought.
