Under the direction of Track Superintendent Dennis Moore, Santa Anita’s one mile main track has been totally renovated and its original sand and clay mix has been replaced by a single-source natural material known as El Segundo Sand. The track, which has been closed to training since July 11, will reopen for use on Sept 2 in advance of Santa Anita’s 2014 Autumn Meet, which

begins September 26. A naturally occurring, indigenous soil, El Segundo Sand will help to ensure balanced drainage during periods of wet weather and a uniform, safe cushion year ‘round. “It’s been my experience that the best surfaces around the country are all comprised of naturally occurring soils that are typically indigenous and not made by man,” said Moore,

Feinstein: west coast needs earthquake early-warning system

Charter school shut down by Fire Marshal A charter school in Pasadena was closed on Tuesday as the fire marshal for the Pasadena Fire Department said “the school’s building is unsafe and several fire code violations created an imminent danger to the school’s 300 students,” according to a published report. Operating at the site of William Carey University located at 1530 Elizabeth Street, the Celerity Exa Charter School got word on Tuesday that all students and staff members need to stay out of the site as long as several life-safety violations are still there, officials said. There is no permit by the charter school to have an educational facility at the site, according to a determination made by Pasadena Fire Marshall and Fire Chief Calvin Wells, said department spokesperson Lisa Derderian. Derderian added the site also does not have an automatic sprinkler system, does not have a fire alarm system and it would be difficult to evacuate the building in case of an emer-

Derderian also said it would take the school in all likeliness several months to fix all the problems and bring the building up to code. No one from Celerity was available to speak on the school’s behalf on Tuesday, according to the report. In addition, Derderian said the department learned of the violations via a call from a concerned parent. Classes were allowed to finish on Tuesday, Derderian said, adding some of the students in lower grades had their classes moved from the basement of the building to the auditorium. The charter school, which opened in the fall of 2012, serves students in kindergarten through fifth grade. It is operated by Celerity Educational Group, which oversees several charter schools throughout Southern California, as well as in Ohio, Florida and Louisiana, according

to the report, and this site is chartered by the Pasadena Unified School District. A spokesman for the district, Adam Wolfson, said on Tuesday that parents with students at Celerity are welcome to bring their children back into a district school. Brian McDonald, the district superintendent, sent Celerity Educational Group CEO Vielka McFarlane a letter on Tuesday notifying them the school must rectify the violations within one week, according to the report. “If within one week you are not able to locate a safe and appropriate school site to ensure that the students’ educational program is not interrupted, we ask that you suspend your operations for the 2014-2015 school year,” McDonald wrote. Senator Dianne Feinstein (D-Calif.) Monday released the following statement on the earthquake in Napa and the need for an earthquake early-warning system: “With more than 100 injured and estimates of damage approaching $1 billion, the Napa earthquake reminds us how incredibly dangerous these temblors can be. There’s no doubt a major earthquake will hit California, the only questions are when and where. “I believe an integrated earthquake earlywarning system is essential to save lives and property.

Two bills from the Senate Appropriations Committee move us toward that goal. The bill to fund the Department of the Interior includes $5 million to begin work on an early-warning system, while the bill to fund the Department of Homeland Security urges FEMA to prioritize grant funds for such a system. These bills will advance this fall and I will continue to prioritize funding for this system. “An earthquake earlywarning system would provide crucial time to carry out lifesaving actions. A warning of even a handful

of seconds would allow for emergency notifications to be sent; trains and traffic to be slowed or stopped; supplies of oil, gas and chemicals to be turned off; nuclear plants to be safeguarded; even elevators to be safely emptied. “What we need is the political resolve to deploy such a system. Officials in Washington and along the West Coast should partner with the private sector to make an interoperable earthquake early-warning system a reality, and we should do so as soon as possible before a much larger earthquake strikes.”

We certainly don’t want her trying to run our town.” He added she has acted somewhat inappropriately while on the school board. “She has multiple times violated the Brown Act, she has used her power to abuse teachers in this community,” he said. “We’ve had teachers resign because of her abuse. The list goes on.” Casey Cartner, a mother of two and San Gabriel resident, said she believes Menchaca was in a position to help the safety of her daughter – who was

then in middle school – and shirked that responsibility. “I had a problem with my daughter being bullied over at Jefferson (Middle School),” Cartner said. “The school district did absolutely nothing to help. We had to fight to get her out of the school district. She wouldn’t release her from the school district and the bully returned … She did nothing to help me.” However, Menchaca said her fundraiser went on as planned as was very successful. She added while the group had every right to protest, there are many more people in San Gabriel she is hoping to help.

“It was just a handful of people who have every right to exercise their First Amendment rights,” Menchaca said. “I’m more interested in the people who have come out to support me.” She added she is very familiar with the group that staged the protest. “I’m just going to tell people we need to restore confidence in our city government,” she said. “It’s the same people every time. Having a video record of events not only deters the use of excessive force, but it also helps dispute or demonstrate claims of police brutality – in either case it improves community confidence in a just result. Studies done in localities that have implemented body-worn cameras have shown a positive impact by demonstrating a commitment to transparency and accountability and helping to deescalate potentially tense interactions. “Given the Department of Justice’s crucial role in helping state and local law enforcement adopt best practices, I believe it’s time to expand our support to include assistance to law enforcement agencies that would like to adopt body-worn camera technology for their police officers. The Department of Justice can use existing funding streams, or work with Congress to create a new pool of resources for local governments to help implement body-worn cameras for police officers throughout the country.” From the letter: “Police departments around the country have begun

adopting small body-worn cameras for police officers on patrol. These cameras provide a visual and audio record of interactions with the public, so that in the event of a confrontation or police-involved shooting, such as the one that occurred in Ferguson, there is an inalterable record of the events. There are also indications that the presence of body cameras has a civilizing effect on both police officers and the public, resulting in lower incidences of excessive force complaints and deescalating tense situations before they become violent. Perhaps most importantly, cameras can instill greater trust in police departments on the part of the public they are sworn to protect. In communities with frayed police-community relations, cameras demonstrate a commitment on the part of the local police department to transparency and accountability, while protecting officers from false or frivolous complaints. For all these reasons, the adoption of body cameras has been well received in the jurisdictions that have begun to use them, both by the public and the officers wearing the cameras.”

Home price appreciation slowing down in California and the US By hugo Torres The shortage in homes available for purchase has lessened in the past few months. During that window of time, sellers who put their properties on the market reaped the reward of a pool of real estate customers in need for a home. Recently released July Sales data issued by the California Association of REALTORS noted that “home sales posted higher for the second straight month, and while the statewide median home price rose from the previous month as well as for a year ago, the pace of appreciation continued to slow.” Home buyers are learning that prices should be negotiated on and are willing to forgo a home if the price isn’t right. The trend is being felt around the country as well. According to data released on August 26 by the S&P Dow Jones Indices for its s&P/Case-Shiller Home Price Indices, “the leading

measure of U.S. home prices, show sustained slowdown in price increases” after looking at 20 major U.S. cities. David M. Blitzer, Chairman of the Index Committee at S&P Dow Jones Indices states that “bargain basement mortgages won’t continue forever; recent improvements in the labor markets and comments from the Fed chair Janet Yellen and others hing that interest rates could rise as soon as the first quarter of 2015. Rising mortgage rates won’t send housing into a tailspin, but will further dampen price gains.” Myself and many of my colleagues have been experiencing a slow down in sales transaction over the course of the summer. Open House activity has lessened and real estate customers seem to be putting off entering the market until conditions get better. Typically and interestingly, the market

gains momentum after children return to school. Households shed off the Summer and start making plans towards their next step for the Fall. It is challenging to make predictions but I suspect that house price gains will continue to rise though they will be incremental. More houses on the market will mean more negotiation and opportunities for current buyers will arise. This is all for the positive as Blitzer explains “other housing indicators - starts, existing home sales and builder’s sentiment - are positive. Taken together, these point to a more normal housing sector.” Normalcy is the equilibrium we need most can come to find opportunities. LASD Special Victims detectives arrest teacher for lewd acts on a 3-year old Los Angeles County Sheriff’s Department, Special Victim’s Bureau South Team Detectives, arrested Thomas Burke Pulver, (Male, White, 36 years of age) in regards to a Lewd Acts with a minor allegation in the La Mirada area on Friday. The victim is a 3-year-old female, who is a family member of the suspect. During the investigation, detectives discovered that the suspect was previously employed as a day care teacher in the Orange County area as well as a teacher in several Orange County locations. The concerned police agencies have been notified and are presently conducting their inquiries and notifying potential victims in their respective jurisdictions. The Norwalk District Attorney’s Office has filed eight felony counts against Mr. Pulver. He was arraigned on Tuesday, August 19, 2014, and is being held in lieu of $2.4 million dollars bail. President Barack Obama will take his rightful place in California textbooks under legislation signed today by Governor Jerry Brown. AB 1912 authored by Assemblymember Chris Holden (DPasadena), will be the first step toward acknowledging President Obama’s legacy for generations to come. The measure enjoyed overwhelming, bi-partisan support as it made its way through the legislative process this year. “I am very grateful to Governor Brown for signing this important legislation and to the lawmakers on both sides of the aisle who
