The B-I-G-GGG pickup truck

By Dorothy Denne There are obviously a lot of very good drivers on the streets or we would have annihilated our society by now. There are obviously also a lot of very thoughtful, polite drivers or I would spend the rest of my life sitting in my driveway waiting for a chance to pull out.

However, as I have observed and commented on many times, there are also a lot of very poor drivers on the streets. Many are rude, thoughtless, self-centered, and frequently pre-occupied.

I've met some of all of the above. Judging from the e-mails, phone calls, and in-person comments I receive when I write about any of the above, you meet

them too.

The other day I approached a very busy intersection just as the green arrow for my left turn went off. Wanting to obey the law, and not wanting to get killed, I stopped.

Someone was honking at someone. I began looking around to see who it was and why. With all the road rage that is taking place these days, I didn't want to get caught in the middle of somebody else's fracas.

I saw nothing unusual ahead, nothing to the left, and nothing to the right.

I glanced in my rear-view mirror. I saw this rather irate looking young woman in a B-I-G-GGG pickup truck. She was vigorously motioning for me to go.

Trying to avoid direct eye contact, I shifted my glance forward again.

There, hanging beside the stoplight, was a sign that I swear was not there the last time I went through that

intersection. It said Left Turn Yield On Green. I simply had seen the arrow, but not the sign, when I had entered the left-turn lane.

Now it was too late because there was on-coming traffic.

The west-bound went west and the east-bound went east, the north-bound went north and the southbound went south. I was forced to sit through it all in front of a very pissed-off young woman in a very B-IG-GGG pickup truck.

I sneaked a peek in the mirror. She gave me a one finger salute. That was not nice but I knew exactly what she was thinking about that old woman in front of her.

Me? I was thinking, "If she doesn't kill me, I'll get a column out of this."

She didn't so I'll write about it. But, I'll be smart.

I won't name the day or the intersection, just in case she reads Dorothy's Place when she's not driving that B-I-GGGG pickup truck.

Sierra Madre Residents still question city hall.., IT?

Dear Editor: CAN YOU BELIEVE

The more that the Sierra Madre management team explains their point of view, the more we wonder how they handle their personal affairs. The City Manager, the Finance Director and the Public Works Director seem to think alike and play the same recording.

They think that it is alright to borrow money and pay interest on the loan for 20 or 30 years. They also think that the more you borrow, the better interest rate you get. That's smart business, so they say, even though they know that the people pay two or more times the original amount.

They also think, the more you borrow, the better fi-

nancial shape that you are in.

It 40 The Public Works Director knows that a person has to keep his auto in good repair, but all three of them think that it is alright to postpone repairs to the City's equipment. They probably also think they are doing things right, because they refer to personal and business and imply that those entity's operate the same way.

Without even taking a pole of the households and businesses in town, is it quite certain that not over one percent operate their financial affairs like the City. It is also doubtful, without checking, that the majority of the City Council handle their personal, physical, and financial affairs the same way that the

City does.

You don't get out of the "financial" hole by digging another hole. You get out of the hole by filling the hole. You also maintain anything physical by making the needed repair promptly, as they occur, and this saves many dollars over what the costs are, if you postpone the repairs and let them get worse.

Where did they learn how to manage someone else's money? Can they get smart and change their ways? Try looking at how San Bernardino, Stockton, or Detroit were forced into bankruptcy and try to do the opposite. Learn from their mistakes, and put all issues on the ballot for their approval, not like you did before.

Healthy Home Environments in Sierra Madre Dear Editor: Like many people, after a long day at work, I look forward to coming home and relaxing with a nice dinner or my favorite television show. As a Sierra Madre resident, I enjoy the cool mountain air and I like to open my windows when I get home while I get dinner ready and start to unwind from the day’s events. Unfortunately, most days as soon as I settle at the table or couch, food in hand and get ready to turn on my favorite show, a smell wafts into my apartment unit from the outside. As I pause, fork in hand, the smell becomes more prominent and it can be easily identified as tobacco smoke. As an apartment resident, any smoking inside the units, on the balconies, etc. wafts into the unit and overpowers the fresh air I was previously enjoying.

Can you imagine smelling tobacco smoke and being exposed to the harmful effects in your home on a daily basis? If you have

never experienced drifting secondhand smoke as an apartment or condominium resident, I can tell you that not only is it an unpleasant experience, but it can negatively affect your health as well. The dangerous effects of secondhand smoke have been researched time and time again and the results are irrefutable: “secondhand smoke is harmful to your health!” As a member of the Clean Air for Residential Environments (CARE) Sierra Madre coalition, which is composed of Sierra Madre residents and health advocates, I am interested in safeguards to protect residents from secondhand smoke exposure at home. Despite public settings where an individual can often walk away from the smoke, in a home environment, Sierra Madre residents have no option when it comes to protecting themselves from drifting secondhand smoke except to move, which is not an easy option for many people. As a Sierra Madre

resident and member of the CARE coalition, we have worked now for over 3 years for a smoke-free multi-unit housing ordinance in the City of Sierra Madre which will help protect the health of all residents. This ordinance is not about infringing on people’s rights, but rather it’s about protecting the health of the community members including children and older adults. No one is denying people the “right” to smoke, we are just asking for an ordinance that would ask smokers to refrain from smoking in common areas, balconies and inside units, where the smoke can easily drift through the vents being inhaled by all other neighbors. Monrovia man arrested in assault rifle threats at schools and hospitals in San Gabriel Valley Continued from page 1

District Attorney’s Office by Monrovia Police Department detectives for consideration of criminal filing. At this point his bail is set at $250,000.00 and his next court date is Thursday, September 19, 2013 Monrovia Police Chief Jim Hunt characterized the work to find and arrest the suspect as “a very successful collaborative effort.”

He explained that as events unfolded over the last 10

days “an ad hoc Task Force was formed of all the agencies involved and the FBI.” Since threats had been received affecting Monrovia, but also Arcadia, Covina, West Covina, Glendora, and Duarte (which is patrolled by the Sheriff’s Department), these were the agencies involved. However West Covina, Glendora did not participate in task force which resulted in arrest.

Cortez, 26, of Monrovia as the suspect. Cortez was arrested by Monrovia Police Officers at his home on Tuesday at approximately 4 P.M. He was booked at the Monrovia Police Station and is being held there pending his arraignment today. He was arrested on five felony counts of making a criminal threat, 422 P.C., and five misdemeanor counts of making a False Report of an Emergency, 148.3(a) P.C.

Hunt said that even though Cortez had not followed through with any of his threats. “In light of current events (the Washington Naval Yard murders), such threats must be taken seriously.”

The Chief also pointed to the suspect’s Face Book page calling it “disturbing.”

Hunt said “He posted photos of himself shooting a gun and of police responding to various situations.”

Hunt also said he wished to thank all the agencies involved for the collaborative effort made to apprehend the suspect. “It was a real group effort” he said.

Arcadia Police Chief Robert Guthrie concurred with Chief Hunt and said it truly was a remarkable joint effort in which all agencies worked very well together well together to avert these “terrorist threats…”

“It’s most important we all work together with these threats,” Guthrie said. “Our number one priority is safety and with the use of advanced technology, anti-terrorism information combined with contemporary investigations the task force with all agencies who are working on this investigation helped make the arrest.”

Guthrie said his officers and all connected school officials are working hard to help deal with this issue and any aftermath and will have more visibility in the schools.

The massive five-agency effort was formed to put a stop to these threats and included investigators from the police departments of the cities of Arcadia, Covina and Monrovia, the Federal Bureau of Investigation, and Los Angeles County Sheriff’s investigators from Temple Station, Major Crimes Bureau, and the Joint Terrorism Task Force.

Monrovia Police Dept. has confirmed that the individual shown on Cortez’ Facebook page in a police uniform is not the suspect.

This newspaper has received unconfirmed reports may be a family member of the suspect Using advanced technology and investigative techniques, key information was gathered by the team, and the suspect was arrested as he left his Monrovia home about 4:00pm Tuesday, September 17, 2013. Investigators are continuing the investigation, which included serving a search warrant at his Monrovia home.

All policing agencies involved in this investigation took this very seriously. The nature of these criminal threats brought tremendous fear to students, faculty, parents, patients, and the community.

It also drew a significant amount of policing resources away from other legitimate purposes.

Incidents such as these will continue to be handled in a serious manner.

The incidents that led to this arrest was the caller said he had an AK-47 and threatened to shoot people at the following locations: Covina: A call was

made referencing “Citrus Medical Center:” (there is no hospital by that exact name) On Monday, Sept.

9, the threatening call was made to the Covina Police Department. Covina Police Dept. officers searched Intercommunity Hospital in Covina. West Covina Police Dept. officers searched Queen of the Valley of the Valley Hospital and East San Gabriel Valley Hospice in the City of West Covina.

Glendora Police Dept. officers searched Foothill Presbyterian Hospital in the Glendora.

Monrovia: A call was made referencing Sante Fe Middle School: On Monday, Sept. 9. the threatening call was made to the Monrovia Police Department.

Anyone with information regarding these incidents that may be of assistance to investigators please contact the Monrovia Police Department at 626256-8041.

In an interesting development, Beacon Media has learned that the suspect also spent some jail time for similar threats in Pasadena but only served 7 months of a 16 month conviction last October.

Rev. Lee—who likes to be called “Sam”—has returned to California from Grand Rapids, Michigan, where he was a Resident Pastor at Church of the Servant. He also served at urban and suburban churches in Los Angeles and Detroit, Michigan, where he focused on building authentic relationships, nurturing a new generation of leaders with multi-cultural openness and a vision for restored, revitalized communities.

Economy looking ‘rosier’ according to Cal Edison Fed Credit Union The San Gabriel Valley economy is definitely on the move and is growing as the end of the third quarter nears, a local finance expert said on Monday.

George Poitou, chief operating officer with Southern California Edison Federal Credit Union, said the local economy – as well as the state and national economy – is looking rosier than it has in some time.

“We are doing a lot better than we have been,” Poitou said. “It’s not bad.

It’s actually really good.

There were a lot of cash investors, who were flipping properties. That seems to be stabilizing. People now who are buying homes for the long haul are back in the market. The inventory is fairly low. But the market is stabilizing.”

Poitou added other economic indicators are also doing well.

“It’s looking much better than it has been,” he said. “Unemployment is down to single digits. It’s a service economy, but we’re definitely seeing the light at

In fact, a California Credit Union League report shows lending at the state’s credit unions increased by 1.3 percent in the second quarter, making it the fastest second-quarter loan balance increase since the beginning of the recession in 2007.

Automobile financing led the way with a 7.8 percent first-half jump in new vehicle loans, and a 6.3 percent increase in used vehicle loans. Unsecured personal loans also grew relatively quickly, jumping by 1.8 percent in the first half, the report said.

“It's clear the reports of California’s heating up weren’t a flash in the pan,” said Dwight Johnston, chief economist for the league.

“This improved economic outlook is building consumer confidence with near-record increases in new loan applications for big-ticket items ranging from homes to cars.”

Helping drive demand for new vehicles, many Californians have returned

to work in 2013. The state’s unemployment rate dipped to 8.5 percent at the end of the year, which while still elevated, represents a decline of nearly a percentage point in the quarter and of 1.3 percentage points since the start of the year, the report said.

Also, California home prices increased by 5 percent in the first quarter and by 17 percent in the year ending in March, the most recent data available for the Federal Housing Finance Agency purchaseonly index, the report said.

Meanwhile, statewide personal bankruptcy filings declined by 26 percent in the first half compared to year-ago levels according to the Administrative Office of U.S. District Courts. And California credit union borrower-bankruptcy filings declined even faster – by nearly 31 percent – in the same time period, the report said.

State senate sends 710 freeway properties bill to governor The state Senate approved a bill expediting the sale of state-owned houses no longer needed for a proposed State Highway Route 710 extension in Los Angeles, Alhambra, South Pasadena, and Pasadena, Sen. Carol Liu announced Tuesday (September 10, 2013).

Liu authored SB 416, which streamlines the California Department of Transportation process for selling as surplus property houses that were purchased more than 50 years ago for the extension route. The Senate passed the bill on a 38-0 vote and sent it to Governor Jerry Brown, who has 30 days to sign or veto the legislation.

“This bill gets Caltrans out of the real estate management business, generate revenues for local transportation projects, and returns these properties to our local tax rolls,” said Liu, D-La Canada Flintridge.

Assemblymembers Mike Gatto, D-Burbank and Chris Holden, D-Pasadena, coauthored the legislation. “I want to thank Mr. Gatto

and Mr. Holden for their support of this important measure,” Liu said. SB 416 passed the Assembly 77-0 last week.

The 4.5-mile, uncompleted portion of Route 710 transects neighborhoods and communities. Caltrans owns over 500 properties within the originally proposed surface route corridor.

About 400 homes are occupied by tenants for whom Caltrans serves as landlord, but many houses remain vacant and in disrepair.

The originally proposed North 710 surface route segment has been eliminated from further consideration by the Los Angeles County Metropolitan Transportation Authority, which is preparing the Environmental Impact Report and Statement on Caltrans’ behalf. SB 416 will codify this determination, clearing the way for properties to be declared excess and sold.

Current law, known as the Roberti Bill, establishes terms and conditions for the sale of properties to current

tenants and affordable housing entities before offering them for sale at fair market value to the public.

Single-family residences must first be offered at an affordable price to present occupants who qualify as low income. SB 416 enables those properties to be sold “as is” upon agreement with the buyer thus, relieving Caltrans of the need to make costly repairs prior to a sale.

The bill further revises the definition of "fair market value" to reflect the "as is" condition of the property, taking into account any needed repairs, and gives current tenants priority to purchase residential and non-residential properties at fair market value.

“It’s tough when you start new procedures,” he said. “It’s tough for any coach, especially when the program has been struggling for three decades. But the players have put in the work this year and they’re having fun.”

Beating Ganesha High in the opener and almost defeating Workman High in Week Two, Sepulveda said he hopes the tide is turning.

“This year we’re seeing the reward that we’re already a lot more competitive than we were last year,” he said.

So, what do the Aztecs need to do to finally turn it around once and for all?

“We need to eliminate mistakes,” Sepulveda said.

“Against Ganesha, we didn’t make any offensive turnovers and that was a very close game. Against Workman, we made some mistakes.

The Mark Keppel High won a football in its season opener. That usually isn’t huge news, except for the fact that the team has struggled since the 1980s and with second-year coach Aaron Sepulveda at the helm the future looks bright for the Aztecs.

Sepulveda came to the team after the school year was finished more than a year ago, meaning he missed out on valuable time to get his team ready for the 2012 campaign.

But that didn’t stop him from getting a competitive squad out there on the field.

“We struggled,” Sepulveda said. “Last year was a period in which we were building a foundation. When I arrived in late June, we had to get things situated by establishing a weight training program, a conditioning program. We were trying to become acquainted with the players, become familiar with the culture of the school. We definitely struggled, but the players had good spirit, they

we played well. That’s two games that ended in onside kicks. That tells you they were competitive games.”

One big set-back for the Aztecs is learning that talented senior quarterback Marcus Valenzuela, who recently transferred to Keppel from San Gabriel High, will need to sit out an additional 30 days before he can play, according to a ruling made

by CIF Southern Section.

Sepulveda said he disagrees with the ruling.

“We feel he had a legitimate right to play under the hardship clause that CIF has,” Sepulveda said of Valenzuela. “He fit all the criteria.”

But all and all, the team is looking better, Sepulveda said.

“We’ve definitely improved dramatically defending against the pass,” Sepulveda said. “I think we’ve shown that. We’re struggling with numbers.

Most of our players are twoway players. They have a lot of fight in them and they’ve been playing hard from kickoff to the final whistle. So, the spring activity helped us. It allowed us to get further along with the implementation of certain schemes.”

Sepulveda also credited his assistant coaches – defensive coordinator Kymm Snowden and offensive line coach Niko Gonzalez – with helping to turn the team around.

Road construction work on Fair Oaks Ave. to be completed - Oct. 18 Residents and businesses are advised that the final road paving for trench work on a water mainline installation under Fair Oaks Avenue in Pasadena is estimated to be completed by Oct. 18, 2013.

Paving and other road work will occur from 7:00 a.m. to 4:00 p.m., Monday through Friday, beginning Sept. 16.

The City urges motorists, bicyclists and pedestrians to use caution while traveling through the area. Motorists can anticipate traffic delays and it is recommended that they seek temporary alternative routes. Motorists may also

The work will involve partial road closures, but at least one lane in each direction will be maintained at all times on Fair Oaks Avenue.

El Monte PD open house - Sept. 21 The El Monte Police Officer’s Association will host an entertaining and informative Open House that will include a tour of the police station in addition to displays and demonstrations of police vehicles and equipment.

The free event enables residents to meet the police personnel that serve the community as well as familiarize themselves with the facility and the everyday functions of the station.

The Open House

begins at 10 a.m. with an Opening Ceremony in front of the station and followed by a “live pursuit.”

The police helicopter will be on display, along with SWAT vehicles, K-9 units, mounted-horse patrols, and police motorcycles. Children will be able to have their picture taken on a horse or motorcycle.

The tour of the station will include a live firearm demonstration at the indoor shooting range.

An added feature will be

boxing exhibitions by Jerry Ortiz Youth Boxing Gym members. The business community will have booths that will provide information and giveaways.

An unseasonably warm Saturday morning found hundreds of teens lined up outside Tournament House in their best manners hoping to make a good enough impression in the few seconds they had in front of a select committee of Tournament officials. Trying to cool off by a giant fan before their first cross examination, young women wished each other good luck.

Wildcats running back Kurt Scoby rushed for 286 yards and five touchdowns on just 12 carries as visiting Monrovia High stomped on Arcadia High, 49-7, on Friday night in a nonleague game.

Scoby scored on runs of 94, 50, 45, 21 and 20 yards as the Apaches defense had no idea how to contain the senior rusher.

Monrovia coach Ryan Maddox said Scoby has a bright future ahead of him.

“He’s got a couple of offers at the next level,” Maddox said. “This won’t be the end of football for him. He’s a very good young man. He works hard. It’s just the beginning for him.”

He added his team played well and on all cylinders.

“Our offensive line did a great job,” Maddox said.

“Defensively, we were lights out. But we did a good job running the football tonight.

You got to give credit to the offensive line up front. Then (Scoby) found the holes and accelerated.”

Arcadia coach Andrew Policky said he knew his team would have its hands full with the Wildcats.

“We just got a lot of work to do,” Policky said. “(Monrovia was) a good football team. We knew that coming in. There’s a lot of things we can improve on.

We’ll come back and look at the tape, try to clean it up and get better. We came out and made a lot of mistakes early. But we’ll be alright.”

El Monte Airport open house this Sunday features vintage planes Continued from page 1

Aviation displays with an emphasis on inviting young people to explore aviation and aerospace as a career, is this year’s Open House theme.

Beacon Media had a preview Tuesday aboard a 1929 Travel Air 4000, Curtis Wright plane owned and operated by Gabe Lopez who will be showing this plane as well as his famous Stearman that was in the JAG TV series for 10 years.

Lopez flew Beacon media photographer Terry Miller to Mount Lowe for a flight Tuesday morning get a feel of what these vintage planes can do. Lopez, a 30 year veteran pilot, was trained by his dad who is a decorated military pilot who served in Korea. Both Lopez’ will be available Sunday.

Visitors to the event will be able to enjoy a vast array of aircraft. Other pilots from across Southern California will “fly-in” to the airport and display their airplanes.

A number of agencies, including the Los Angeles County Fire Department, Los Angeles City Police Department, and the El Monte Police Department

will bring their airships. Public safety representatives will be on hand to build community awareness of their respective organizations and the many ways they serve the public.

Aircraft and personnel from local aviation businesses will also display aircraft and speak their important economic role in the aviation community of Southern California.

Additionally, many local schools and civic organizations shall be available to share with the public their role in the aviation community.

In addition to providing funds for additional aircraft display and promotion to make the event even more exciting this year, 9D Media will also be holding a 2 separate drawings that day for kids to win partial training

toward their private pilot certificate, as well as other aviation related and nonaviation related prizes.

Annia’s Kitchen, which sits overlooking the runway and is a popular eatery with the locals, will start serving breakfast beginning at 7AM. Eclectic food fare from several gourmet food trucks as well as many aviation related vendors will also be available for visitors to the Open House.

Event Parking is available at the El Monte Metrolink Station Parking Lot, 10925 Railroad Street, near the intersection of Valley Boulevard and Tyler Avenues in the City of El Monte. Free event shuttles are provided courtesy of the City of El Monte Transportation.

Fall compost giveaway in Sierra Madre Athens Services and the City of Sierra Madre will host the Fall Compost Giveaway event on Saturday, October 12, 2013.

The event is from 9:00am12:00pm at Sierra Vista Park which is located at 611 E. Sierra Madre Blvd.

All Sierra Madre residents are eligible to participate and no advanced reservation is necessary. Be sure to bring a sturdy container for the compost on the day of the event. Shovels will be provided at the event to fill your containers. To

ensure all participants receive their fair share, there is a 30 gallon per household limit the first hour of the event. After 10:00am, participants will be able to receive an unlimited amount of compost while supplies last. Athens Services plans to donate 20 tons of compost!

The organic compost is comprised of leaves, yard trimmings and paper litter mixed with wood chips, food waste and other organic materials at the Athens Services Recycling

and Material Recovery Facility. The compost is a nutrient rich soil amendment and fertilizer.

The Energy, Environment, & Natural Resources Commission will be onsite providing information.

2013 Arcadia Festival of Bands - Nov. 6

This year's Arcadia Festival of Bands will celebrate the 60th consecutive band competition and will present its Diamond Jubilee on Saturday, November 16, 2013. This event is hosted by the bands of Arcadia High School, Dana, First Avenue and Foothills Middle Schools. Forty schools from throughout Southern California will take part in the Band Review and a dozen will also perform in the Field Tournament.

Arcadia Festival of Bands has been sponsored

by Arcadia since 1953, and is now the longest running band festival in the state.

Hosted by Arcadia High School, it is coordinated by the Arcadia Music Club who provides 400 volunteers throughout the day.

There are three parts to the competition. The first is the Parade Band Review on Baldwin Ave. A percussion competition will follow and is held on the Arcadia High School campus, and lastly, the Field Tournament will be held at the Citrus College stadium in Glendora in the late afternoon.

You can support this great event in many ways, however, the easiest way is to become a sponsor and/or placing an advertising in the festival program. Personal ads to support your kids are also available . Our ads starts at a business card size for $40 up to a full page ad for $200. Last year, the program sold to over 4,000 spectators during the day and evening competitions. This year we are expecting more than

In addition, for the past eight years, she also organized and coached the Monterey Highlands Mock Trial team, which is comprised of 6th, 7th and

9th grade students. Through the mock trial competition, students take on the roles of attorneys and witnesses and compete against other schools in defending and prosecuting a criminal case before a panel of judges.

Ms. Ing is excited about her current project with Monterey Highlands, which is to form the school’s first “Future Business Leaders of America” chapter. In 2010 State Senator Gloria Romero recognized Ms Ing one of her State Senate’s Women of the Year. Together she and her husband have raised more than $50,000 in scholarships for high school seniors at Mark Keppel, Schurr and Garfield High Schools.

La Salle to host Wounded Warrior Project game The La Salle Lancer Football program has been selected to host the Wounded Warrior Project game sponsored by Under Armour. This is an enormous honor as there are only six high schools across the country that have been selected to host this game.

The game will be on September 20, when the Lancers take on cross-town rival Maranatha in the Showdown for the Crown.

The project Mission is to honor and empower Wounded Warriors, while the Vision is to fos-

ter the most successful, well-adjusted generation of wounded service mem-

bers in our nation’s history. The purpose of the Wounded Warrior Project is to raise awareness and

enlist the public’s aid for the needs of injured service members, and to provide unique, direct programs and services to meet the needs of injured service members.

Two Wounded Warriors will be at the game as honorary Lancer Team Captains.

Special pre-game and half time activities are scheduled. Donations and designated proceeds from the event will be given to the Wounded Warrior Project.

Pasadena School District launches “I’m In!” campaign

Hopes to encourage students to return to school Students who have not yet been to school for the 2013-2014 school year will have visitors Wednesday, Sept. 18 as part of the Pasadena Unified School District (PUSD) “I’m In!” school attendance campaign. Volunteers and staff from PUSD and the city of Pasadena will visit homes across the district to find students who have been chronically absent since August or have not returned to school this academic year to counter the immediate and long-term effects of chronic absenteeism.

During the Sept. 18 student recovery day, volunteers will target absent students at all grade levels to determine whether they left the district and enrolled at another school or if they have family, social, or economic issues that prevent them from attending school. Counselors and staff will offer on the spot help and support to bring them back to school to complete their education.

“Our schools are working at an accelerated pace and a single day of missed instruction can adversely affect the student’s academic progress,” said PUSD Superintendent Jon R. Gundry.

“Immediate action is necessary because research tells us that missing or skipping school occasionally in the early grades can easily become a habit that put students on track to drop out of school.”

Student attendance is also important to the dis-

trict’s financial bottom line.

Schools are funded based on Average Daily Attendance (ADA), meaning that if a child does not show up for at least part of the academic day, the school loses the daily funding allocated for that student. A one percent increase in the district’s annual attendance rate would mean an extra $888,000 in funding from the state for PUSD schools.

The “I’m In!” campaign is part of an overall district strategy to monitor and prevent excessive absences by students at all grade levels as well as provide options to students who would drop out of school because of the inability to attend school during the traditional academic day.

In October, PUSD will begin using Attention to Attendance (A2A), a program that links with the district’s student information system to monitor absences and automatically generate and mail letters to parents/guardians when students are truant three times, more than 30 minutes late to school or class, or have excessive excused and unexcused absences. A2A will also allow schools to document interventions and develop solutions in partnership between the student, family and local resources.

In addition to letters being sent to the home, PUSD will be calling the homes of students who are not at school in both the midmorn-

ing and in the evening to notify parents that their child was not in school. These automated messages from School Messenger, the districts’ parental notification service, are designed to ensure that the school and parents/guardians are on the same page when it comes to the daily whereabouts of students.

On Sept. 23, PUSD’s Twilight school will open its doors, providing several different programs for Pasadena area students. Among the options are classes for students who are not on track to graduate or those who need to remediate D and F grades for college readiness; diploma options for older students who would benefit from a non-traditional school schedule to meet requirements for graduation and ease the transition to community college; and a GED program for adult students who wish to earn their diploma.

Twilight school hours are from 4 p.m. to 8:15 p.m. and classes will initially be held at Rose City High School. The credit classes will use blended instruction where students will receive both direct and online instruction. Career development and English language development classes will also be offered. Life Remembered Maxine Van Steenwyk , 91 Maxine Dickman Van Steenwyk, 91, passed away at her home in Arcadia, California on Monday, September 16th. Mrs. Van Steenwyk was born in Michigan, but grew up in Sioux Center, Iowa. She moved to California in 1943 and in 1950, bought the home in which she and her husband were to spend the rest of their lives.

She is predeceased by her husband, William Arnold Van Steenwyk, a WWII veteran, who died in 2001. Mrs.

Van Steenwyk was a longtime volunteer at Methodist Hospital of Southern California since 1947. Later, she also volunteered hundreds of hours knitting blankets for the Project Linus, which provides blankets and quilts for children who are seriously ill, traumatized, or otherwise in need. She also sent care packages to a grandson in Iraq, a son in Vietnam, and to her fiancée in WWII England. She is beloved and survived by her son, Philip

and his wife Elizabeth, her daughter, Lynn, and grandchildren Jason and Joshua Van Steenwyk. Memorial services will be held at Douglass & Zook Chapel of Remembrance on Saturday, September 21st, at 10 AM. The address is 600 E. Foothill Blvd., Monrovia, CA. A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date.

This is the case in most loans made in the last 12 years.

If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners.

Sunday, September 8: Just after 6:20 p.m., an officer was dispatched to a hit and run traffic collision at the intersection of Huntington Drive and Golden West Avenue. The driver of a white Mazda Mia failed to stop for a red light and collided into another vehicle. The driver fled the scene without exchanging information with the victim; however, witnesses were able to record the suspect’s license plate number. The victim declined medical attention for pain in his left arm and neck area.

A short time later, officers responded to the suspect’s residence in the City of San Gabriel where they also located the suspect vehicle.

The suspect explained that he fled the scene because his license was suspended.

The 64-year-old Hispanic male was arrested and transported to the Arcadia City Jail for booking.

At approximately 7:15 p.m., an officer observed four passengers inside a moving vehicle without seat belts and conducted an enforcement stop on Duarte Road at Goldenwest Avenue.

A records check revealed the 21-year-old Asian male driver had an expired license. He was arrested and transported to the Arcadia City Jail for booking. All four passengers were cited for the listed violation and released in the field.

Monday, September 9: At about 2:11p.m., an officer was dispatched to Motel 6, 225 Colorado Place, in regards to stolen credit card report. The victim explained her residence located in the City of Pasadena was burglarized on September 6th during which her credit card and other prop-

erty items were stolen. The victim was notified by her credit card company that a subject staying in room #209 was attempting to use her credit card for a $100 pizza purchase. An investigation revealed a 30-year-old Hispanic female was in possession of the victim’s credit card, passport, and other items. She was arrested and transported to the Arcadia City Jail for booking along with a 32-year-old White male who was in possession of methamphetamine and drug paraphernalia.

Around 7:12 p.m., an officer responded to a residence in the 300 block of North Fourth Avenue in regards to a burglary investigation.

Unknown suspect(s) entered the residence through an unlocked door, ransacked the master bedroom, and tampered with the victim’s motorcycle. The suspect(s) gathered several items of property inside a basket; however, they left the property behind as they fled the location. No evidence was located and no one reported seeing or hearing anything suspicious.

Tuesday, September 10: Shortly after 2:20 a.m., an officer made contact with a suspicious vehicle that was stopped in the area of First Avenue and Colorado Boulevard. The officer noticed the front passenger side window was broken.

An investigation revealed the driver was handling a firearm while driving and accidentally shot one round in an unknown direction.

The officer discovered the 53-year-old Hispanic male was under the influence of alcohol with a blood alcohol content greater than 0.08 percent. The suspect was arrested and transported to the Arcadia City Jail for

booking. The officer located the spent shell casing in the rear passenger seat of the vehicle and no injuries were reported.

Around 7:30 p.m., officers along with airship assistance responded to the Santa Anita Mall, 400 South Baldwin Avenue, in regards to an anonymous phone call received by mall security. An unidentified male indicated he was inside a parking lot with an AK-47 assault rifle and intended to start shooting at people. The interior and exterior of the mall were checked and rendered safe. No suspicious activity or people were located.

Wednesday, September 11: Around 12:22 p.m., an officer responded to a traffic collision on Live Oak Avenue, east of Santa Anita Avenue.

The driver of a 2004 Ford F-250 attempted to make a right turn onto northbound Santa Anita Avenue when he sideswiped another vehicle, which was stopped in the number two lane. The truck did not have enough clearance to make the turn.

No injuries were reported.

At approximately 6:55 p.m., an officer conducted a traffic stop on a vehicle for a broken tail light on Peck Road at Longden Avenue. The officer discovered the driver was never issued a license and had an outstanding misdemeanor warrant for driving without a license. The 23-year-old Hispanic male was arrested, transported to the Arcadia City Jail for booking, and his vehicle was impounded.

Thursday, September 12: At about 1:43 p.m., an officer was dispatched to an apartment complex in the 800 block of Fairview Avenue in reference to a resi-

dential burglary in progress.

The victim and her son had barricaded themselves inside a bedroom after they discovered an unknown suspect walking through their living room. The suspect fled the location; however, assisting officers located him on Arcadia Avenue. The 28-year-old Hispanic male was arrested for Burglary and transported to the Arcadia City Jail for booking.

At approximately 2:21 p.m., the Arcadia Police Department dispatch center received a phone call from an unknown caller who stated he was at Arcadia High School, 180 Campus Drive, and was going to start shooting people with an assault rifle. The school was placed on lock-down while officers searched and secured the location.

During the search, the Arcadia Police Department dispatch center received a second phone call from what sounded like the same caller. The subject threatened to shoot officers and hung up the phone.

At about 6:36 p.m., the campus lock-down was released.

No suspects or firearms were located. Further investigation is being conducted by the Detective Bureau and surrounding law enforcement agencies whose dispatch centers have received similar threatening phone calls by unknown caller(s).

Monrovia PD

Petty Theft with Priors / Possession of Methamphetamine / Possession of Drug Paraphernalia – Suspects Arrested On August 27 at 4:00 p.m., officers were dispatched to the 1600 block of South Mountain regarding burglary that just occurred. Both suspects were being detained by loss prevention officers. A record check revealed both suspects had been arrested for prior thefts. A search was conducted, which revealed one suspect to be in possession of methamphetamine and drug paraphernalia.

Both suspects were arrested and taken into custody.

Vehicle Burglary On August 27 at 11:02 p.m., an officer responded to the 100 block of North Canyon regarding a vehicle burglary The victim parked and locked his 1996 Acura in front of his residence. A short while later, the victim returned to his vehicle and saw it had been burglarized.

The items stolen from his vehicle were bank checks and a GPS system. The investigation is continuing.

Theft From a Vehicle August 29 at 12:20 p.m., a theft from a vehicle was reported in the 200 block of North Mayflower Avenue.

The vehicle was broken into sometime between August 28 and August 29. The vehicle was left unlocked and the suspect(s) took the vehicle registration and an insurance card from inside. The investigation is continuing.

Stolen Vehicle Recovered August 29 at 7:24 p.m., a caller reported a vehicle that had been parked in the 600 block of Fig for several days and provided the license plate. A computer check of the plate revealed the vehicle had been reported stolen to the Los Angeles Sheriff’s Department on August 26. The vehicle is a beige, four-door, 1999 Lincoln Continental.

An officer was dispatched to recover the vehicle.

Wanted for Burglary – Suspect Arrested August 29 at 7:27 p.m., police responded to the report of a 50-year-old male subject dressed in all black, pacing to and from an ATM machine in the 500 block of West Huntington. An officer responded and located the subject. A computer check revealed the subject was wanted for burglary by the West Covina Police Department. It was confirmed that the subject was still wanted and he was arrested and later released to West Covina Police Department.

Driving Under the Influence – Suspect Arrested August 30 at 1:51 a.m., an officer observed a vehicle commit a vehicle code violation heading westbound on Huntington. He stopped the vehicle at Santa Anita. During the investigation, the officer determined the driver was driving under the influence and he was arrested for the charge.

Commercial Burglary – One Suspect Arrested August 30 at 10:23 a.m., two suspects entered a business in the 1600 block of South Mountain and separated.

One suspect selected several smoke alarms, while the other exited the store, drove his vehicle to the garden area and waited for the suspect inside the store to exit. The suspect who selected the items walked out the front entrance without paying for them.

As loss prevention officers

responded and approached the suspect, the other suspect in the vehicle yelled out that he was being followed. The suspect with the items tossed them into the waiting vehicle, jumped in and both suspects fled. Officers responded to take a report on the burglary and recognized the suspects from the store security cameras. One of the suspects was later seen by officers at a park in the 300 block of South Myrtle and he was arrested. A want was entered into the law enforcement computer system for the arrest of the second suspect, the driver. The investigation is continuing.

Sierra Madre PD

Wednesday September 11 At 9:15pm, officers responded to 00 block of Esperanza Avenue to investigate a report of a disturbance. As they arrived, the officers could hear the sounds of a verbal argument coming from the apartment. Officers interviewed the male and female occupants of the apartment and determined that the male had struck his female fiancé during an argument. The victim did not sustain any injury. The suspect (male, 53 years of age) was arrested for Domestic Battery.

Thursday September 12 Between the hours of noon and 5:45pm, unknown suspects entered an apartment in the 500 block of West Sierra Madre Boulevard through an unlocked kitchen door. While inside, the suspect(s) ransacked two bedrooms and left with two silver candlestick holders and cash.

Saturday September 14 At approximately 2am, a vehicle travelling east in the 200 block of West Grandview Avenue ran off the roadway and collided with a power pole. The impact of the collision knocked the power pole off its foundation. The driver was observed driving away from the scene with fluids leaking from the vehicle. A resident obtained a license plate number on the vehicle and it was determined that the vehicle was registered to an address in Ontario. An investigative follow up visit to the Ontario location on Saturday morning failed to locate the vehicle or possible driver. Southern California Edison crews responded to the scene to repair the power pole.

Rosemead City Notices NOTICE OF INTENT TO ADOPT A NEGATIVE DECLARATION AND NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCILOF THE CITY OF ROSEMEAD ON OCTOBER 8, 2013 NOTICE IS HEREBY GIVEN that the Rosemead City Council will conduct a public hearing on Tuesday, October 8, 2013 at 7:00 p.m., or soon thereafter as the matter may be heard, at Rosemead City Hall, located at 8838 East Valley Boulevard, Rosemead, regarding the adoption of a Comprehensive Zoning Code Update (Project). Anyone interested in this matter is invited to comment on the project by written response or personal appearance at the public hearing.

MUNICIPAL CODE AMENDMENT 10-07 AND ZONE CHANGE 13-01: The City of Rosemead has completed an Initial Study to complete a comprehensive update of the City’s Zoning Code (Title 17 of the Rosemead Municipal Code) that is pursued to implement General Plan policy and to add provisions mandated by California State law. Revisions to the City’s existing Zoning Map and Single-Family Residential Design Guidelines are proposed to ensure that these documents are internally consistent with the proposed Zoning Code Update. Amendments to the City’s existing Home Occupation business license regulations (Title 5 of the Municipal Code, Chapter 5.41 – Home Occupations) are included in the Project for the purpose of allowing Cottage Food Operations (CFOs) as home occupations in residential zoning districts in accordance with State law. Lastly, the Project also proposes the adoption of “City Procedures for Implementation of the California Environmental Quality Act (CEQA),” as State law requires that each city adopt its own procedures for evaluating projects under CEQA guidelines within its jurisdiction. On September 16, 2013, the City of Rosemead Planning Commission conducted a duly noticed public hearing. Upon hearing all testimonies from the public, the Commission recommended approval of this request to the City Council. The Planning Commission also made findings of environmental adequacy and recommended that the City Council adopt the proposed Negative Declaration.

ENVIRONMENTAL DETERMINATION: An Initial Study was undertaken to determine if the proposed project may have a significant effect on the environment. The Initial Study was prepared and completed in accordance with the California Environmental Quality Act (CEQA) guidelines. On the basis of the Initial Study, the City of Rosemead has concluded that the project would have a less than significant impact on the environment and has therefore, prepared a Draft Negative Declaration (ND). The ND reflects the independent judgment of the City as a lead agency per CEQA guidelines. The project site is not on a list compiled pursuant to Government Code section 65962.5. The proposed project is not considered a project of statewide, regional or area-wide significance and would not affect highways or other facilities under the jurisdiction of the State of California Department of Transportation.
