Pasadena Police make arrest in fatal collision Investigators from the Pasadena Police Department Traffic Section arrested one of the drivers in the March 16 fatal collision that occurred on Hill Ave. near Villa St. Kimson James Wright 48, was arrested Wednesday afternoon at his Pasadena home on charges of Gross Vehicular Manslaughter. On the evening of March 16th, Wright was driving his 2004 Mercedes southbound on Hill Ave. when it struck a 2003 Toyota Matrix. The 37 year old driver of the Matrix and Pasadena resident, Jose Daniel Moreno, was transported to a local hospital where he succumbed to his injuries. The arrest was made following an extensive investigation into the circumstances surrounding the collision. Toxicology reports indicate that alcohol was a factor in the tragic collision.
Governor Brown joins global scientists to call for action on climate change Warning that Earth is rapidly approaching a tipping point at which human impacts are causing alarming levels of harm to our planet, Governor Edmund G. Brown Jr. today joined more than 500 world-renowned researchers and scientists to release a groundbreaking call to action on climate change and other global threats to all humanity. “This is not just about science, this is about activism,”

On Monday, May 27, 2013 at 12:16 a.m., the Glendale Fire Department responded to an apartment fire located on the 200 block of North Brand Boulevard in the City of Glendale. Glendale Engine 26 arrived on scene and discovered a two-story building (the first floor is composed of commercial property and the second floor is an eight unit apartment building) with fire showing through the roof. Only one of the apartment units was rented at the time of the fire. The unit had one occupant who evacuated the building prior to the arrival of fire personnel. Firefighters conducted a search of the building while aggressively advancing hose lines and con-
ducting ventilation to fight the blaze. Twelve engine companies and four truck companies from Glendale, Burbank and Pasadena Fire Departments attacked the fire. Utility concerns, limited access to the building, and a partial roof collapse resulted in a challenging fire fight. Knock down of the fire was declared at 2:22 a.m.; 2 hours and 6 minutes after units were dispatched to the scene. Glendale Fire Department Paramedics evaluated two firefighters and the apartment occupant for injuries. All three sustained minor injuries and were transported to local hospitals for further medical treatment. The cause of the fire is under investigation. Glendale Fire Department re-
Foothill Unity invites community to June public forums on needs of local low-income families Community members with ideas or concerns about programs and services needed by low-income families in Pasadena, Altadena, South Pasadena, Monrovia, Arcadia, Duarte, Sierra Madre or Bradbury are invite to share them at one of two evening Public Forums for Community Needs Assessment hosted by Foothill Unity Center. The first forum will be held Tuesday, June 4, at the Center’s Monrovia location, 415 W. Chestnut Ave. The second will be on Thursday, June 6, at the
organization’s Pasadena headquarters, 191 N. Oak. Both events are from 5 to 7 p.m. Light refreshments will be served. Upon arrival, firefighters discovered smoke and flames coming from the roof of the building. The fire progressed requiring 12 engines companies and four truck companies to attack the fire. The fire was declared knocked down at 7:52 p.m.; 41 minutes after the initial dispatch. Fire crews remain on scene to patrol the building. This fire is also under investigation. Glendale Fire Department encourages businesses and residents to ensure sprinklers and smoke detectors are working properly.
Special Olympics law enforcement torch run On Wednesday, June 5, 2013 the Special Olympics Law Enforcement Torch Run will take place throughout the Tri-Valley area. Glendale Police Department officers and staff will be running alongside Special Athletes to support the great cause. Officers from LAPD, CHP, and Burbank PD will join Glendale PD as they carry the “Flame of Hope” 60 miles through the San Fernando Valley as part of the Law Enforcement Torch Run. The Torch Run consists of more than 4,000 officers and Special Olympics athletes running 1,500 miles through 200 communities in Southern California to raise awareness and funds for Special
Olympics Southern California. Special Olympics Southern California is a nonprofit organization that empowers individuals with intellectual disabilities to become physically fit, productive and respected members of society through sports training and competition. Glendale's 5.5 mile run will be at a pace which accommodates all abilities (11-12 min. mile). Glendale is scheduled to receive the Torch at 1:30 pm from the Burbank Police Department at Glen oaks / Alameda. The run concludes at Colorado and the 2 Freeway when LAPD receives the touch from Glendale.

Tom Torlakson reports sharp drop in 9-1-1 response time and community safety number of districts in financial jeopardy at all time low due to sheriff understaffing A new report shows that less than half as many California school districts are in financial jeopardy now as a year ago, State Superintendent of Public Instruction Tom Torlakson announced today. The state's Second Interim Status Report for 201213 shows that 92 local educational agencies (LEAs) are either in negative or qualified financial status. The same report from a year ago showed a record 188 LEAs in financial jeopardy. “When the number of districts struggling financially is cut in half, we know we are making tremendous progress—especially after years of tough budget cuts,” Torlakson said. “But the 92 districts that still face financial jeopardy represent some 1.7 million students, and we must continue our work to get them on solid fiscal ground. Thankfully, voter approval of Proposition 30— and the budget proposal that reflects it—keeps us firmly on that path.” Eight LEAs received negative certifications; 84 received qualified certifica-
tions. This is down from 124 LEAs in the First Interim Status Report for 2012-13, issued in March, and from the 188 LEAs in the Second Interim Report for 2011-12, issued a year ago. Twice a year, the California Department of Education receives Notice of Interim Certifications on the financial status of the state's 1,037 LEAs, which include school districts, county offices of education, and joint powers agencies. The certifications are classified as positive, qualified, or negative. A positive certification is assigned when an LEA will meet its financial obligations for the current and two subsequent fiscal years. A qualified certification is assigned when an LEA may not meet its financial obligations for the current or two subsequent fiscal years. This certification allows the LEA's county office of education to provide assistance to the district. A negative certification—the most serious of the classifications—is assigned when an LEA will be unable to meet its financial ob-
ligations for the remainder of the current year or for the subsequent fiscal year. This certification means the LEA's county office of education may intervene in the district's finances. The assistance or intervention by the county office may include assigning external consultants, requiring a district fiscal recovery plan, or disallowing certain district expenditures. This new list is a compilation of the certifications by LEAs that were due April 16, 2013, and cover the financial and budgetary status of the districts for the period ending January 31, 2013. The certifications reflect whether the LEAs are able to meet their financial obligations for the remainder of the current fiscal year and subsequent two fiscal years, based on projections at that point in time. These certifications predate the Governor's May Revision to the proposed 201314 state budget. Because these Interim Status Reports are snapshots in time, the LEAs' financial status may have changed since these certifications were collected.

By Emani Payne Steep budget cuts over the years have diminished staffing at the Los Angeles County Sheriff’s Department; as a result response times to 9-1-1 calls have slowed, compromising crime solving and more importantly Officer and community safety. Avoiding hiring replacements for those who retire resign or are fired on top of slowing recruitment and classes offered at the academy the department has shrank by 500 deputies to about 7500, the lowest in almost a decade. “The understaffing also puts deputies’ lives in danger, and forces them to do without needed reinforcements; this has resulted in their reaching for their gun and resorting to force”. Los Angeles Deputy Sheriffs President Floyd Hayhurst admitted. To cope with the loss of deputies and a $128-million budget cut that fiscal year, Baca began implementing the Cadre Administrative Reserve Personnel (CARP) program in 2010. The program aims to reduce overtime costs by having the department’s administrative, investigative and training staff set aside 8 hours of their work-
week to carry out front line jobs, such as patrol duties. Clearly a catch 22 using this program and staying within the budget has caused hundreds of investigative hours lost each month as well as postponing follow-ups on leads of active criminal cases, including homicide investigations. “I can tell you this: if your house got broken into and nobody actually saw someone coming out of it, deputies don’t have the time or the ability to go door-to-door asking neighbors if they saw any strange cars,” he said. “And you’re not going to get a fingerprinting team out there for at least two weeks” Hayhurst admitted. Since the implementation of Carp Baca reported “we have experienced a notable decrease in departmental efficiency”. With an increase in average response time to an emergency call up to 5.8 minutes the community and crime victims can no longer automatically expect detectives to immediately investigate their cases resulting in Jail staffing, gang suppression, parole/probation compliance checks, communityoriented policing, and
many other services also taking a hit. “..Some cases may never be solved” said Hayhurst. The department’s Administrative Services Division Director Glen Dragovich said $36.6 million in funding would be enough to do away with CARP and Supervisors Michael Antonovich and Zev Yaroslavsky waste no time as they were concerned enough about understaffing to file a motion asking for a review of CARP’s “unintended consequences.” “It’s not a sustainable long-term policy,” Yaroslavky said, in an interview. “Between March 2010 and April 2013, CARPing has resulted in 1,517,360 hours of lost investigative, training, administrative, supervisory and specialized services,” Antonovich’s spokesman, Tony Bell, said in an email. “A plan that phases out CARPing is critical to the Sheriff’s delivery of quality law enforcement services.” The board briefly looked into the case last week, further actions are pending.
California legislature takes step to save iconic California citrus industry A tiny bug that causes huge problems is one step closer to being eradicated. Huanglongbing (HLB), a disease spread by the Asian Citrus Psyllid, infects citrus trees and destroys them. There is no known cure. The disease has almost destroyed China’s citrus industry, and Florida has lost over 200,000 acres, 6600 jobs, and billions in revenue. In recent years, HLB has been found in Southern California but has not yet crossed into the Central Valley. If it does, growers are worried that California’s citrus industry, which employs over 14,000 people and grows 82% of the nation’s fresh fruit, will be destroyed. AB 571, by Assemblyman Mike Gatto (D-Los Angeles), which would appropriate $5 million dollars for research and prevention of HLB, passed
the Assembly Tuesday by a unanimous, bipartisan vote of 77-0. There have recently been some promising advances in preventing the spread of HLB, including the discovery that certain almost-microscopic wasps, which kill the Psyllid, can dramatically slow the spread of the disease. “Losing yet another of California’s ‘signature’ industries would be terrible for the state,” said Gatto. “It is appropriate, perhaps even a duty, for the Legislature to take steps to prevent this from happening.” The citrus industry generates in excess of $500 million dollars of tax revenue for California. “We are just ecstatic that someone in Sacramento cared enough about jobs to make sure that we don’t lose every-
thing because of this exotic pest,” said Joel Nelson, President of California Citrus Mutual. “We thank Assemblyman Gatto for convincing his colleagues, particularly his urban colleagues, of the big picture on this issue.” California’s other major employers have faced similar threats before, and policymakers often lament that no one had the foresight to stave off the losses before they became too large to recover from. A similar pest, phylloxera, almost destroyed California’s wine industry. Aggressive tactics in other jurisdictions caused many movie productions to flee the state. And changing federal dynamics caused aerospace jobs to become a rarity in California. AB 571 now moves to the Senate for consideration.

Summer fun at Aquarium of the Pacific By Greg Aragon Summer is here and it’s time to hit the water. But I don’t mean just getting my toes wet; I mean doing some real exploring too. And one of the best places in Southern California to do this is the Aquarium of the Pacific, located next to the Queen Mary in Long Beach. Showcasing more than 12,500 animals, the aquarium is built around three themed areas of the Pacific Ocean: the sunny Southern California and Baja region; the frigid waters of the North Pacific; and the colorful reefs of the Tropical Pacific. Sprinkled around these main areas are numerous other fun and informative exhibits, including Shark Lagoon and Lorikeet Forest. One of the Aquarium’s newest and coolest exhibits is called Ocean Exploration and it transports visitors into the pitch black world of the ocean’s deepest depths. Here, in a place few humans have ever traveled, the Aquarium sheds light on
mysterious creatures most people have never seen. “Through this program, the Aquarium hopes to inspire a push to explore our planet’s last physical frontier—the World Ocean,” says Dr. Jerry R. Schubel, Aquarium of the Pacific president and CEO. A highlight is the new exhibit is the Wonders of the Deep area, which features unique animals that live in the deep sea beyond the reach of light. Through lighting and audio-visual effects, we encountered bioluminescent flashlight fish that produce their own light, as well as charming hagfish that emit slime. The gallery also includes weird-named creatures like the chambered nautiluses, deep-sea isopods that resemble massive pill bugs, deep-water crabs, and other interesting sea animals. Also in this section I discovered how these animals adapt and survive in extreme temperatures, with scarce food sources, and incredible amounts of water pressure - pressure that could easily crush submarines and humans. One way the deep sea fish survive is
by eating the bodies of animals like whales that die and very slowly sink to the bottom. One of my favorite outdoor exhibits is “Shark Lagoon,” where visitors get up-close and even touchyfeely with more than 150 of the ocean’s ultimate predators. On my recent getaway, I peered through glass and came within inches of the chomping jaws of sand tiger, sandbar, nurse, whitetip and other large sharks. I also watched a staff member empty buckets of fresh flesh into the water and witnessed the power, speed and hunger of these remarkable fish. I then walked to another part of the exhibit, where docile Zebra, bamboo, and epaulette sharks are available to touch in three shallow pools. I learned to use a delicate, two finger touch technique on the animals, which I think they liked since I still have my fingers. Swimming with the sharks are giant graceful rays, such as the reticulate whipray that can grow to 14 ft in length, the giant shovelnose ray that can grow to 8 ft and the whitespotted guitarfish that can reach 10 ft.

ads seeking a donor for her daughter. “I think that if enough people hear Jenna’s story, they will be compelled to contact us if they think that this is something that they want to do,” Karol said. Their prayers were answered in 2007 when Patrice Smith of Ohio moved by Jenna’s story stepped up and donated her kidney however that miracle was short lived as by 2010 Jenna’s body began to reject the transplanted organ. Desperate Jenna’s mom returned back to the internet for help but also turned to social media sites such as the popular blogging sites i-korn and xanga.com to make her voice heard. While Jenna appreciates her mom’s efforts, sometimes it bothers her. “Sometimes I get a little overwhelmed because I’m a very private person and knowing so many people know about my problem on the Internet and stuff it’s very stressful for me. But that’s what you have to do to get a kidney. “ Jenna and her family are well aware of
the odds she’s up against as nationally, 96,314 other people are waiting for a kidney even Dr. Edmund Huang, an assistant professor of medicine who specializes in nephrology at the Ronald Reagan UCLA Medical Center says “By far, it is the mostwanted organ on the waiting list. On top of this Jenna Franks blood type is O the second most difficult match to make narrowly missing B for the longest wait. However Franks remains optimistic on her search as she posted a 13 minute video on YouTube launched a Facebook fan page and has even received 250 plus emails from supporters saying they will call the Scripps Green Hospital in La Jolla, California to see if they are a match. The support of strangers is extremely important now more than ever because if Jenna fails to find a replacement she is expected to go on dialysis in mid-June.
Leaving the shark tanks, I journeyed through “Lorikeet Forest,” a 3,200-sq-ft outdoor aviary where a crashing waterfall and lush trees are home to brilliantly colored lorikeets, which normally live in the coastal lowlands of Australia. In this rainforest, I bought a cup of nectar and hand fed flocks of chirping birds as they landed on my

Rep. Schiff hosts roundtable with Los Angeles public safety agencies to discuss ways to minimize helicopter noise Rep. Adam Schiff (DBurbank) hosted a roundtable with homeowners and representatives of public safety agencies recently on the issue of helicopter noise in Los Angeles County. Schiff has introduced the Los Angeles Residential Helicopter Noise Relief Act (H.R. 456), which would require the FAA to set regulations relating to flight paths and altitudes for helicopter flights in Los Angeles County. The bill exempts operations related to emergency, law enforcement or military activities, and the purpose of today's roundtable was to explore voluntary measures these agencies could undertake to reduce noise in nonemergency situations. “Since this legislation was introduced in 2011, we have been engaged in a thoughtful conversation with all of the stakeholders – home owners associations, helicopter pilots, news agencies and other community groups – which has resulted in an FAA study and a sub-
sequent report that we expect to be issued this week,” said Rep. Schiff. “There is little doubt that police, first responders and other public safety helicopters comprise a portion of helicopter noise in residential communities across Los Angeles County, and while these agencies, of necessity are excluded from the bill, we will be working with them to reduce their contribution to the noise when doing so would not compromise their vital operations. These agencies can contribute to the solution as well, and it’s my hope that today’s roundtable will be the first of many steps to help homeowners across Los Angeles get a little peace and quiet from helicopter noise.” The roundtable provided an opportunity for homeowners to discuss with the public safety agencies the practices they find most disruptive and intrusive. The free flowing conversation allowed members of the Los Angeles Area Helicopter Noise Coalition (LAAHNC)
to also offer suggestions for how the public safety agencies could improve their interaction with the communities they fly above and minimize the disturbances on those communities. The public safety agencies – with representatives from Los Angeles Police Department, Glendale and Burbank police departments, Los Angeles City Fire, LA County Fire, Los Angeles County Sheriffs, California Highway Patrol, the Coast Guard and the U.S. Army – had the opportunity to respond to the concerns and requests of the homeowners. This roundtable was an important first step in strengthening the homeowners’ and the public safety agencies’ understanding on this critical issue. Hopefully, it will lay the foundation for a continued dialogue and feedback that will ensure improved relations and interactions between the public safety agencies and the communities they serve.

Population growth and consumption – Human population growth contributes to global environmental disruption by adding greenhouse gases and toxic pollutants to the environment and altering ecosystems. Barnosky was the lead author of a scientific paper in 2012 that warned Earth is dangerously close to a tipping point at which climate change is fundamentally altering the biological make-up of the planet.
