El Monte City Council Approves Moving ahead with Mercy Housing Project for Veterans With an estimated 8,000 homeless veterans living in Los Angeles County, which holds the largest population of military veterans in the nation, the City of El Monte remains committed to curbing homelessness among service men and women.
