Welcome to the New Executive Director for the Vancouver International Auto Show

BY BLAIR QUALEY, PRESIDENT & CEO, NCDA

I AM PLEASED to kick off this

edition of Signals with an introduction to our newly appointed Executive Director of the Vancouver International Auto Show, Eleasha Naso.

As one of Canada’s most respected automotive event leaders, Eleasha brings more than two decades of experience representing franchised new vehicle dealers and leading major consumer automotive events. She will continue to serve as Executive Director of the Edmonton Motor Dealers Association and Show Manager of the Edmonton Motor Show while assuming responsibility for leading the Vancouver International Auto Show, bringing her expertise to two of Western Canada’s premier automotive events. She’ll be backed up by the strong bench strength we have with our NCDA Board of Directors, staff team, and various Auto Show contractors.

The appointment comes at an exciting time for the Vancouver International Auto Show, which continues to attract record attendance, world-class vehicle debuts, and significant national attention.

You’ll find an interesting Q&A with Eleasha in this edition of Signals.

On behalf of the New Car Dealers Association of BC, I am delighted to welcome Eleasha to the team. Her extensive industry knowledge, collaborative leadership style, and proven ability to deliver exceptional automotive experiences make her an outstanding choice to lead the continued evolution of the Vancouver International Auto Show.

That was our not-so-subtle message to government and members of the BC Legislature when we made our annual visit to the Legislature in Victoria on May 20th. Once again, we provided a display of the wide diversity of vehicles available from BCs New Car Dealers, including fully electric, plug-in electric hybrid and gas-powered vehicles.

Many of these vehicles are priced just over the so-called BC Luxury tax threshold of $55,000, including the electric delivery truck shown on the cover of this edition.

Many family SUVs, work trucks and even a growing number of electric vehicles now fall within its reach, not because they are luxury purchases, but because the cost of new vehicles has increased dramatically over the past several years. This is largely the result of the extensive research and investment in new technologies and safety features that keep everyone on our roadways safer.

Its long past time (over two decades since the threshold was last adjusted) to make a meaningful and thoughtful adjustment to the tax. If affordability is truly the objective, public policy should be reducing costs, not layering on new ones.

That brings me to another tax that we have been speaking to government about since the February budget. Beginning October 1, British Columbia will expand the Provincial Sales Tax to a broad range of business services. Accounting, engineering, property management, security services and many other professional services will all become more expensive for businesses across the province.

While this tax may not appear directly on a consumer’s vehicle purchase agreement, it will increase the cost of operating dealerships and in the same manner, will impact thousands of other businesses across the province The concern is significant enough that the New Car Dealers Association of BC has joined a broad coalition of business organizations, industry associations and employers from across the province

urging government to reverse its decision.

Together, the coalition has argued that expanding the PST to business services will ripple throughout the economy, increase costs for businesses of every size and ultimately place additional financial pressure on consumers at precisely the wrong time.

ELECTRIC VEHICLE POLICY NEEDS TO ALIGN WITH CONSUMER REALITY

Earlier this year, government acknowledged market realities that were being highlighted by the NCDA and others, by introducing legislation that moves away from the rigid long-term sales targets originally contained in British Columbia’s Zero-Emission Vehicle Act. That change recognizes something our industry has consistently said: successful climate policy must reflect consumer demand, affordability, infrastructure, technology and market conditions, not simply legislative ambition.

That is a welcome step. However, important questions remain unanswered.

The regulations that will determine exactly how the revised mandate will operate

have yet to be released. Industry and consumers are still waiting for the certainty needed to make investment, inventory and purchasing decisions with confidence.

Meanwhile, the existing 2026 ZEV sales target of 26 per cent remains in place through 2027.

Although EV sales have strengthened considerably in recent months, in large part due to higher gas prices, current trends indicate British Columbia is unlikely to achieve that target. That is not because dealers lack commitment or vehicle inventory to sell. Nor is it because consumers have lost interest. It is because affordability still matters.

require as technology continues to evolve.

Unfortunately, British Columbia isn’t producing enough service techs. WorkBC estimates the province will require nearly 5,000 additional automotive service technicians, truck and bus mechanics and related repair professionals over the next decade. More than 2,000 automotive technician positions alone are expected to open over the next five years, while the Lower Mainland continues to experience what the federal Job Bank has described as a major labour shortage for these occupations.

The reasons are straightforward.

Experienced technicians are retiring faster than they can be replaced. Vehicles continue to become more technologically advanced. At the same time, dealerships, independent repair facilities, municipalities and fleet operators are all competing for the same highly skilled workers.

Consumers are already feeling the effects. Service appointments are taking

longer to secure, and technicians, qualified to work on the latest electric vehicles and advanced safety systems, remain in short supply. Dealerships continue investing heavily in employee training, but manufacturer certification requirements mean technicians cannot simply move from one specialty to another overnight.

This is a challenge that will continue to be among our priorities as we engage government officials in the coming weeks and months.

I’m pleased to have been asked to serve on the Campaign Cabinet for the new Vancouver Community College (VCC) Centre for Clean Energy and Automotive Innovation (CCEAI) set to open in January 2028. This new investment at VCC will be a helpful step in providing more trained service technicians ready to handle the newest automotive technology. Q&A with the new Vancouver International Auto Show Executive Director Eleasha Naso 1. FIRST OF ALL, congratulations!

You’ve often said you’ve loved cars since you were a little girl. Did you ever imagine that passion would one day become your career? Never, I didn’t even know the career I have existed. I feel very fortunate to have stumbled into it so early on.

2. Can you remember the first show that truly made an impression on you, and what you remember most about it?

It was always the classic car meetups that happened in parking lots, and then it evolved into other show vehicles and exotics. Just people out celebrating the pure works of art that make up our industry.

3. After more than two decades with the Edmonton Motor Dealers Association and leading the Edmonton Motor Show, what made you decide to add this to your current responsibilities? I am a show producer at heart, so I am looking forward to the opportunity to do

• Favourite auto show memory of all time? Very hard to pick just one after this long in the industry. I would say visiting the Paris Auto Show during their press events is very memorable.

• What’s one thing people might be surprised to learn about you? Hmmm, I love sharks and have no fear of them. Healthy respect though, I am not completely crazy. Or that I own well over 200 pair of shoes. Good shoes are important on the show floor. You will never see in me in the same pair twice during an event.

• Finally... what still gives you goosebumps about walking onto an auto show floor? It’s always the energy and anticipation. As soon as my shoes hit the show carpet, it just feels different. The fast pace that things move during set up all leading to doors open, and seeing people smile and enjoy the finished product. There is nothing like it.

some new and exciting things and use a toolbox that may have some different tools to build with. I also think there is great synergy between Edmonton and Vancouver. The potential to make Western Canada known for the quality of shows that can rival the east is exciting.

4. The Vancouver International Auto Show has incredible momentum right now. Is there something in particular that stood out to you and made you think, “I want to be part of this”? It was not any one thing. I think the momentum that they have been able to gain coming off a hiatus and see the enthusiasm be so strong out here for both our industry and event. Whenever you see excitement building around something it is enticing to be a part of.

5. You know dealers, manufacturers and industry partners from coast to coast. How do those relationships help create an even

BMW Reinvents the X5 for an Electrified Future better experience for visitors?

I think continuity of experience and the expectations that our partners have. As I already have existing relationships it is easy to carry that same level of expectation to any event or project. They already have a trust in our professional relationship so I am able to push and ask for things that would benefit the visitors or the show but also have the trust of our partners that ROI is there for them to bring those experiences or products.

6. People describe you as someone who genuinely enjoys bringing people together. What do you love most about working with dealers, manufacturers, volunteers and sponsors? I think it's being able to take all the different ideas, requests, and passions, and turn it into a tangible event that you see people light up when they walk into. That they want to talk about and share with their friends and loved ones. Helping to create an event that captures all of that, meanwhile delivering results to key partners. Well, when you can make most everyone happy with one event, that’s a good day. LOL 7. Looking ahead, what excites you most about where the Vancouver International Auto Show can go over the next few years? Where we can take it…what has not been done… where can we push the envelope?

What can we do to draw exhibitors in and make them say “I have to be a part of that event”?

Also to have the visitors say “the show did/had that. We have to come back again next year!” that is where I hope we go with it.

FEW VEHICLES HAVE had as much

influence on the modern luxury SUV market as the BMW X5. Since launching in 1999, it has helped define what BMW calls the Sports Activity Vehicle, becoming one of the brand's global best sellers and spawning an entire family of X models. Now entering its fifth generation, the all-new 2027 X5 marks one of the most significant updates in the model's history.

Rather than focusing on a single powertrain, BMW is taking a broader approach. The new X5 will eventually be offered with a 48-volt mild hybrid inline-six, a plug-in hybrid, the first fully electric iX5, and later, BMW's first series production hydrogen-powered X5. It is an ambitious strategy that acknowledges the differing needs of customers as the industry continues its transition toward lower-emission mobility.

The arrival of the iX5 is particularly significant.

Built on BMW's sixth-generation eDrive architecture, it introduces an 800-volt electrical system, faster charging, bidirectional charging capability, and an estimated driving range of up to 700 kms. Combined output reaches 570 hp, while DC fast charging of up to 460 kW allows approximately 270 kms of range to be added in just 10 mins. It also becomes the first electric vehicle to be produced at BMW's Spartanburg, South Carolina facility, where the X5 has been assembled since its original debut.

For buyers not yet ready to make the jump to a fully electric vehicle, BMW continues to offer familiar alternatives. The updated X5 50e plug-in hybrid combines a turbocharged inline-six with an electric motor to produce 483 hp while increasing electric-only driving range to approximately

70 kms. The revised X5 40 xDrive also benefits from an updated mild hybrid 6-cyl engine that now produces 394 hp, improving both performance and efficiency over the outgoing model.

Beyond the powertrain lineup, the new X5 becomes one of the first production BMWs to fully embrace the company's Neue Klasse digital architecture. The new BMW Panoramic iDrive replaces the traditional instrument cluster with a full-width display projected across the base of the windshield, working alongside a 17.9-inch central touchscreen and an enhanced head-up display. Powered by BMW Operating System X, the system supports over-the-air software updates, highly personalized layouts, and an upgraded BMW Intelligent Personal Assistant that will eventually integrate Amazon Alexa+ AI capabilities in Canada.

While technology takes a major leap forward, BMW has not forgotten the fundamentals. A Busy Spring and an Active Summer IT HAS BEEN an exceptionally busy few months on the

government relations front as the New Car Dealers Association of BC (NCDA) continues to advocate on behalf of dealers across the province.

As the BC Legislature’s Spring Session drew to a close, the NCDA returned to Victoria for our annual Victoria Auto Show on the front lawn of the Legislative Buildings. This year’s event had two important objectives: to showcase the latest vehicle technology - including some of the newest electric vehicles arriving in dealerships this summer - and to reinforce the need for government to modernize British Columbia’s Provincial Sales Tax (PST) Luxury Vehicle Tax. To highlight this issue, the NCDA displayed a commercial delivery vehicle outside the Legislature with a prominent sign reading, “Do I look like a luxury vehicle to you?” The display generated significant interest and helped illustrate a simple but important message: many everyday work vehicles and family vehicles are now being captured by a tax that was originally intended to apply only to luxury vehicles.

The NCDA’s position remains clear. With the average new vehicle price at over $60,000, the current luxury vehicle tax, set at a $55,000 threshold, no longer reflects today’s vehicle market. Whether by raising the threshold, redefining what constitutes a luxury vehicle, or eliminating the tax altogether, government should ensure the policy reflects its original purpose rather than imposing an additional tax burden on British Columbians purchasing vehicles for work, family, or everyday transportation.

Another key milestone this spring was the NCDA’s presentation to the BC Legislature’s Select Standing Committee on Finance and Government Services. Our submission focused on four priorities that will improve affordability, strengthen the automotive workforce, and support British Columbia’s transition to zero-emission vehicles.

Specifically, the NCDA recommended to the committee that government: • Review and modernize the Provincial Luxury Vehicle Tax by raising the threshold - or eliminating the tax altogether - to ensure it applies only to genuinely luxury vehicles.

• Reconsider the expansion of the Provincial Sales Tax (PST) to professional services, including security services that dealerships rely upon to protect employees, customers, inventory, and facilities.

• Expand automotive workforce development by increasing skilled trades training capacity, supporting post-secondary automotive programs, and investing in electric vehicle-specific training to address growing labour shortages.

• Accelerate investment in electric vehicle charging infrastructure while providing greater certainty around British Columbia’s zeroemission vehicle policies to improve consumer confidence and support the province’s EV transition.

The NCDA has also been actively engaged with the Ministry of Finance regarding the Province’s decision to expand the PST to a number of professional services, effective October 1, 2026. Budget 2026 announced that PST will now apply to accounting, architectural, 10

engineering and geoscience services, non-residential property management and real estate commissions, as well as security services.

The Association has expressed particular concern about the inclusion of security services. Vehicle theft, vandalism, and dealership security remain ongoing challenges across British Columbia. Security is not a discretionary expense - it is an essential investment that protects employees, customers, facilities, and millions of dollars in vehicle inventory. Taxing these services simply increases operating costs for dealerships without improving public safety.

The political landscape in British Columbia has also changed significantly over the past several months. The BC Conservative Party elected Kerri-Lynne Findlay as its new leader following a closely contested four-ballot leadership race, succeeding John Rustad. Her immediate task will be rebuilding the party and positioning it as a credible government-in-waiting ahead of the next provincial election.

At the same time, Premier David Eby and the BC NDP continue to face increasing political pressure as public opinion remains fluid; however, the BC NDP government recently received some breathing room from their razor-thin majority with former BC Conservative turned independent Amelia Boultbee crossing the floor to the BC NDP caucus.

While the next election is still some time away (October 2028), the political environment is becoming increasingly active, and government relations efforts will continue to be a top priority..

Looking ahead, attention will soon turn to the 2026 Union of BC Municipalities (UBCM) Convention, taking place in Vancouver from September 14–18. Once again, the NCDA will be an active sponsor and participant, highlighting the significant economic contribution that new car dealers make to communities throughout British Columbia. UBCM provides an excellent opportunity to engage with ministers, MLAs, mayors, councillors, and senior local and provincial government officials from across the province while continuing to advocate for policies that support a strong, competitive, and sustainable automotive industry.

Fuel consumption averages under 6.0 L/100 km, impressive figure for a car let alone a pickup. Ford now allows buyers to pair the hybrid powertrain with AWD, making it an even more practical year-round option.

Ford's FLEXBED system remains one of the truck's smartest features, allowing owners to easily customize the cargo box with dividers and other accessories. For homeowners, the ability to simply hose out the truck bed after hauling soil, mulch, or yard waste is a convenience that's difficult to replicate with an SUV. Inside, the cabin is straightforward and functional, emphasizing durability over luxury.

While towing capacity won't satisfy heavy-duty users, that's never been the Maverick's mission. Instead, it excels as an approachable, fuel-efficient pickup that delivers genuine utility without the size, cost, or fuel consumption of larger trucks.

2026 MERCEDES-AMG E53 WAGON

Few vehicles blend practicality and performance as effortlessly as the MercedesAMG E53 Wagon. Powered by a turbocharged inline-six paired with plug-in hybrid technology, the powertrain produces 604 hp while also offering an impressive electriconly driving range of 85+ km. That figure is particularly strong for a performance vehicle in this segment and makes shorter daily commutes possible without using any fuel.

The air suspension delivers an impressive breadth of capability, remaining comfortable on long highway drives before tightening noticeably when Sport or Sport+ modes are selected. Rear-wheel steering further disguises the wagon's size, making it feel remarkably agile in tighter corners. The trade-off is weight.

Affordability Can’t Just Be a Slogan Why BC’s New Car Dealers are calling for a more coordinated approach to taxation, affordability and transportation policy.

I

f there is one issue that continues to dominate conversations across British Columbia, it is affordability.

Governments talk about it. Families live it. Businesses grapple with it every day.

Yet increasingly, there is a disconnect between the stated goal of making life more affordable and the policies being introduced to achieve it.

That concern extends well beyond the automotive sector. From retailers and manufacturers to restaurants, tourism operators, construction companies and new car dealers, organizations across British Columbia are increasingly asking the same

question: If affordability is truly the priority, why do so many recent policy decisions make it more expensive to live, work and do business in this province?

For British Columbians, owning a vehicle isn’t a luxury. It is how people get to work, take children to school, travel to appointments, support local businesses and stay connected with their communities. In many parts of British Columbia, there simply isn’t another practical option.

That is why every policy affecting transportation should begin with a simple question: Does this make transportation more affordable - or less?

Increasingly, the answer appears to be the latter.

Beginning October 1, British Columbia will expand the Provincial Sales Tax to a broad range of business services. Accounting, engineering, property management, security services and many other professional services will all become more expensive for businesses across the province.

While this tax may not appear directly on a consumer’s vehicle purchase agreement, it will increase the cost of operating dealerships and thousands of other businesses. Like every employer facing higher operating costs, dealerships will have fewer resources to invest

in people, facilities, training and customer service while absorbing yet another increase in the cost of doing business.

The concern is significant enough that the New Car Dealers Association of BC has joined a broad coalition of business organizations, industry associations and employers from across the province urging government to reverse its decision. Together, the coalition has argued that expanding the PST to business services will ripple throughout the economy, increase costs for businesses of every size and ultimately place additional financial pressure on consumers at precisely the wrong time.

If affordability is truly the objective, public policy should be reducing costs, not layering on new ones.

The same principle applies to British Columbia’s Provincial socalled Luxury Tax. When it was introduced, it was intended to apply to truly luxury purchases.

Today, inflation, supply chain pressures and increasing vehicle features have changed that reality – while the Luxury Tax threshold ($55,000) has not changed in almost two decades.

Many family SUVs, work trucks and even a growing number of electric vehicles now fall within its reach, not because they are luxury purchases, but because the cost of new vehicles has increased dramatically over the past several years. This is largely the result of the extensive research and investment in

new technologies and safety features that keep everyone on our roadways safer.

For many British Columbians, these are the vehicles they need, not the vehicles they aspire to own.

Adding thousands of dollars in additional tax to those purchases does little to improve affordability and makes replacing older, less efficient vehicles even more difficult – and for that very reason, BC’s New Car Dealers have advocated for government to scrap the Tax altogether or at the very least update the threshold so it’s based on reality.

The conversation becomes even more complicated when we look at electric vehicles.

British Columbia has been one of Canada’s strongest EV markets for years. Dealers have invested millions of dollars in facilities, charging infrastructure, technician training and consumer education because they believe in helping customers make the transition to loweremission transportation.

Recent sales numbers demonstrate that consumer interest remains strong.

But affordability continues to matter.

The federal government recognized that reality by reintroducing a national electric vehicle purchase incentive program, helping eligible Canadians bridge the gap between conventional and electric vehicles.

British Columbia, however, chose not to reinstate its own provincial EV rebate, and that creates an obvious contradiction.

On one hand, government is asking consumers to accelerate the transition to electric vehicles. On the other, one of the most effective affordability tools available to help middle-income families make that transition has disappeared.

Consumers want choices. They also need those choices to be financially attainable.

However, there is one area where the province deserves recognition. Earlier this year, government acknowledged market realities that were being highlighted by the NCDA and others, by introducing legislation that moves away from the rigid long-term sales targets originally contained in British Columbia’s Zero-Emission Vehicle Act. That change recognizes something our industry has consistently said: successful climate policy must reflect consumer demand, affordability, infrastructure, technology and market conditions, not simply legislative ambition.

That is a welcome step.

However, important questions remain unanswered. The regulations that will determine exactly how the revised mandate will operate have yet to be released.

Manufacturers, dealers and consumers are still waiting for the certainty needed to make investment, inventory and purchasing decisions with confidence. Meanwhile, the existing 2026 ZEV sales target of 26 per cent remains in place through 2027.

Although EV sales have strengthened considerably in recent months, current trends indicate British Columbia is unlikely to achieve that target. That is not because dealers lack commitment or vehicle inventory to sell. Nor is it because consumers have lost interest. It is because affordability still matters.

Vehicle purchases represent one of the largest financial decisions most families make. Those decisions are influenced by household budgets, interest rates, charging infrastructure, vehicle availability and confidence in the future, not simply government targets.

Viewed individually, the PST expansion,

the Provincial Luxury Tax, the absence of a provincial EV purchase incentive and the continued uncertainty surrounding the ZEV mandate may appear to be separate policy decisions. Taken together, however, they reveal a broader challenge.

Each increases costs, creates uncertainty or makes it more difficult for British Columbians to purchase newer, cleaner and safer vehicles.

Our industry supports reducing emissions. We support electrification. We support innovation. But we also believe environmental objectives and affordability are not competing priorities - they are inseparable.

If British Columbia wants consumers to embrace cleaner technologies and continue replacing older vehicles with newer, safer and more efficient ones, then affordability must become more than a slogan. It must become the guiding principle behind every policy decision.

Because when British Columbians can afford to move forward, everything moves forward with them.

Emerging Developments in California’s Invasion of Privacy Act and Why it Applies to You JENNIFER MACGREGOR-GREER AND ADRIENNE ADAMS, MEP BUSINESS COUNSEL

CIPA OVERVIEW

CIPA is a California statute originally designed to address wiretapping of telephone communications and unlawful interception of confidential communications. Although it originally applied to wiretapping, it is increasingly being applied to modern website technologies such as chat tools, tracking pixels and analytics scripts.

Unlike some privacy laws which are enforced by government regulators, CIPA allows claims of improper data collection to be made by individuals.

There has been a significant rise in CIPA activity, with plaintiffs’ law firms issuing large volumes of demand letters alleging that a business’s tracking tools illegally intercept communications. CIPA plaintiffs are pursuing class actions, and successfully arguing that modern web tracking technologies and third-party data sharing are the digital equivalent of telephone wire traps. These claims are attractive to plaintiffs due to statutory damages of $5,000 per violation (which can rapidly multiply).

While defendants have tried to argue that the information being transmitted is not confidential, that CIPA applies only to telephonic communications, and that users provided their consent to data collection, California courts have been applying a relatively lenient standard to these claims. As a result, cases often are not dismissed, and must be resolved through settlement in order to avoid high litigation costs and negative public relations consequences.

There are initiatives underway in the US that push for legislative protections that would exempt data collection for commercial purposes from wiretapping and related laws. However, it is not guaranteed that these efforts will be successful and the timeline for enactment of any such protections remains unclear.

WHY THIS MATTERS FOR BC COMPANIES

Although CIPA is a California law, courts have confirmed that it may apply to companies located elsewhere if a California resident interacts with their website. For example, recent litigation has proceeded against non-US companies (including Canadian platforms such as Shopify) which collected data from California users. In other words, a company’s physical location is less important than whether it collects or processes data from California users. Indeed, businesses outside California are frequent targets of CIPA claims precisely because they are less likely to be aware of California compliance issues. There is also a growing trend of large volumes of demand letters being issued to businesses that use common website tools. As a result, BC-based businesses with publicly accessible websites, particularly those serving US customers, may face exposure.

Although the Criminal Code of Canada and the Privacy Act (BC) address some of the same issues as CIPA, there are some important

differences that make it less likely that a similar large volume of claims will occur under Canadian law. In general, class actions tend to be less common in Canada than in the US. However, the Privacy Act (BC) creates a statutory tort of violation of privacy, under which a plaintiff could potentially argue that tracking technologies, recording interactions and monitoring communications constitute a privacy violation; this is much broader than CIPA. It is worth noting that Canadian legal trends tend to follow US developments so there is a risk that the type of invasion of privacy claims that we are seeing in the US could migrate to Canada. This is supported by Canadian and American shared technologies and borderless data flows, which could accelerate this convergence. As a result it is important to remain vigilant as this trend continues to evolve.

HOW TO MITIGATE RISK

BC companies may face CIPA exposure if California users interact with their websites. Therefore, proactive compliance with privacy best practices is important, including by: • implementing clear, upfront banners that require affirmative user consent before any non-essential tracking and analytics tools are operated; • reviewing chat and lead tools to ensure proper disclosure of their data collection is made to the user before use; • limiting unnecessary data collection, including by configuring tracking tools to anonymize user information; • restricting data sharing to only what is needed by third party vendors to effectively operate their tools; • updating privacy policies to include disclosure of any tracking technologies and third party access to data, how data is used and how long it is retained; and • regularly reviewing website operation to ensure that tracking tools are operating in the manner you have communicated to the user.

These steps not only reduce CIPA exposure but also align with Canadian privacy law requirements for meaningful consent.

IF YOU RECEIVE A CIPA DEMAND LETTER

If you receive a demand letter alleging that your website has illegally intercepted data, or notice of a CIPA claim, don’t ignore it. Before deciding how to respond, review your consent management platform and assess whether your site is actually configured in the manner claimed in the letter. As well, reach out to your lawyer promptly.

his summer, the impact of the New Car Dealers Association of BC is on full display as one of the largest provincial teams ever prepares to represent British Columbia at the 2026 Special Olympics Canada Summer Games in Medicine Hat, Alberta, from August 11 to 15.

Special Olympics Team BC 2026 is comprised of more than 244 athletes, 75 volunteer coaches, and 22 mission staff from more than 42 communities across the province. Together, they will compete in 10 sports: 10-pin bowling, basketball, bocce, golf, powerlifting, rhythmic gymnastics, soccer, softball, swimming, and track and field.

Through Special Olympics, Klein has built lasting friendships and discovered her confidence.

“It will change your life, believe me, I know,” she said. “I used to be one of the shyest, most introverted people around. But now? You can’t make me be quiet – unless I’m underwater!”

The impact of Special Olympics is felt not only by athletes, but also by the coaches and volunteers who support them.

Victoria-based 10-pin bowling coach Penny-Jane Peters first joined Special Olympics to meet people and build community after moving to the city – an experience that has since become deeply meaningful.

Now preparing for National Games alongside her athletes, Peters sees her role as something bigger than competition.

“Being part of Special Olympics Team BC 2026 means giving back to my community and advocating for those who don't always have a voice,” she said.

Some of her most powerful memories come from moments of teamwork and resilience, like when her athletes celebrated each other’s efforts despite not medalling – creating their own awards ceremony to recognize one another’s achievements.

As she looks ahead to Medicine Hat, Peters is focused on growth and showing what’s possible.

“Proving to our country how brave and strong Special Olympics athletes are,” she said.

That spirit will be front and centre at the National Games, where athletes will strive for personal bests while building friendships and representing their communities with pride.

Athletes may also earn the opportunity to compete at the 2027 Special Olympics World Summer Games in Santiago, Chile.

VCC’s Automotive Education is Revving up for the Future

WITH VANCOUVER Community College’s (VCC) new Centre

for Clean Energy and Automotive Innovation (CCEAI) set to open in January 2028, the college is fusing automotive education with the latest technology, improved spaces, and better opportunities for students and trades employers. E-pprentice, or online apprentice courses, programs offer learners an alternative way to achieve a Red Seal certification, without the usual months-long interruptions to their work schedules and income levels. VCC has developed this innovative delivery model in both Auto Service Tech (AST) and Auto Body & Collision Repair Tech (ACR) programs, providing students with accessible pathways to stable careers and employers continuity in the workplace.

“VCC’s long-held relationships with industry leaders gives us the most straightforward insight to shape programs that are best for students, business owners, and the future of industries like automotive,” said Lucy Griffith, VCC’s Dean of Trades, Tech, & Design. “And that’s what sets VCC apart, by setting students up for success and delivering education in a way that benefits everyone involved.”

The AST e-pprentice was the first of its kind, offering a mix of online and on-campus training so that students can remain working for the majority of each classroom portion of their certification. The AST department has partnered with multiple dealerships across BC and on Vancouver Island to provide apprentice training with little workplace interruption. The ACR e-pprentice program also combines online theory and on-campus practical learning throughout the four levels required for a Red Seal certification.

VCC’s commitment to forward-thinking education was further demonstrated with its recent announcement of the new clean energy automotive programs being launched in September 2026: Automotive Electronics Repair certificate, Automotive Logistics and Service Operations – Zero Emissions diploma, Electric Vehicle Conversion micro credential, and Zero Emissions Vehicle Service and Technology micro credential.

Looking ahead, VCC’s School of Trades, Technology, & Design is planning and developing some flexible-learning delivery models and options for Heavy Mechanic and Construction Electrician apprenticeships in 2027 or later. These options would work closely with industry to ensure smooth training and employment transitions between VCC and apprentices’ workplaces.

As BC works towards a more sustainable future, the skills required to work with modern energy technology sectors are evolving rapidly. Research indicates that by 2032, 40 percent of new jobs in trades, transport, and equipment will require enhanced clean energy skills as Canada prepares for a greener economy.

The CCEAI is a $291.3million, provincially funded project taking shape at the Broadway Campus facing Great Northern Way. It will increase training capacity and support applied learning and research in highdemand clean energy and automotive fields.

One Year Later: Is Your Dealership's AML Program Really Working?

W

hen Canada's anti-money laundering (AML) requirements expanded to include dealerships offering in-house financing and leasing, most operators had one goal: be ready before the April 1, 2026 transition period ended.

For many, that meant appointing a compliance officer, documenting policies and procedures, training employees, and getting an AML program in place.

Now the focus has changed.

FINTRAC has shifted from educating new reporting entities to enforcing compliance. While we haven't yet seen widespread examinations of dealerships, now is the time to ask a more important question: Is your AML program working the way it's supposed to?

That's an important distinction. Regulators

aren't simply looking for policies sitting on a shelf. They're increasingly focused on whether a dealership's program is effective, consistently followed, and capable of identifying and managing risk. Recent legislative changes under Bill C-12 have reinforced that focus while significantly increasing the potential penalties for non-compliance.

COMPLIANCE DOESN'T END WITH DOCUMENTATION Most dealerships have already put the fundamentals in place. An effective AML program includes a designated compliance officer, written policies and procedures, a documented risk assessment, employee training, and a formal compliance review every two years.

The challenge is making those elements part of everyday operations.

That means reviewing your program as your business evolves, keeping documentation current, training new employees, and ensuring existing staff continue to recognize their responsibilities.
