In honor of the victims and First Responders of the deadly Camp Fire in Butte County, and in the spirit of Thanksgiving, I’d like to dedicate this week's column to them. The ripple effects of this fire, which has destroyed 17,000 structures — including more than 12,600 homes — and killed at least 79 people as of press time, have been great: victims in need of shelter, dangerous pollution levels, and displaced animals, to name a few. The most pressing question on all of our minds, I'm sure, is this: how can we help? Well, here some suggestions: Animal Care Do you know someone who has a horse that has been displaced by the fire or needs a pasture for t heir horse? Nina Thompson of Horses Honor is here to help. Nina has acres of fenced pasture where she gives horses a second chance at life. Nina has graciously offered to help take in any horses that need a place to stay. In fact, in Butte County, 53 firefighters lost their homes to the fire. Seventeen members of the Paradise Police Department lost their homes, even as they worked to help other residents. Paradise Police Chief Casey Carlson worked 48 hours straight, even knowing that his own home was most likely gone. Volunteer your time Last but not least, if you have the ability to donate your own time, go to the Disaster Recovery Center, located at 1982 E. 20th Street in Chico. They are helping victims replace their drivers licenses, birth certificates, property records, medical ID cards and other items that may not have made it out of a burning home. They are also helping provide food, childcare, counseling and more. It is times like these that remind us to be grateful for what we have and the people in our lives. Winter weatherproofing your home to save energy The heat will certainly be on this winter. With w i nter stor ms h it t i ng many parts of the country early in the winter season, f urnaces a re plugg ing away, causing heat ing bills across the country to increase. According to the U.S. Department of Energy (DOE), the typical U.S. family spends at least $2,200 per year on energy bills – with nearly half of that going toward heating and cooling. To help homeow ners combat the cost of heating a home during the winter months, Valerie Mastalka, a home heating and energ y efficiency expert at Lennox, suggests looking at areas around the house to keep the warm air in and the cool air out. "There are many simple, i nex pensive ways consumers can save money on utility bills this winter, and still stay warm and cozy as temperatures b e g i n to d r op," s a id Mastalka. "By taking the initiative to weatherproof their homes before the start of the cold weather season, homeowners will be able to enjoy a warmer and more energy-efficient house. The little time it takes to make a few quick checks and adjustments can yield dividends in savings and comfort in the long run." Repair the roof It's important to inspect the roof to make sure shingles are in place to prevent
water from seeping inside t he hou s e . M a s t a l k a emphasizes that it can be dangerous to be on the roof once cold weather ensues, so check it out before the onset of winter. If large gaps are found, hire a professional roofing company to repair the problem areas. In addition, avoid covering roof vents or turbines for the winter as this will prevent air from circulating properly through the attic and will reduce the overall energy efficiency of the home. the roof's integrity. Also check for soot accumulation in the chimney, and if needed, hire a professional chimney sweep to perform a thorough cleaning before the start of winter. Don't forget the furnace Mastalka recommends having your furnace thoroughly inspected by a certified technician. In addition, changing furnace air f i lters at least once a month and vacuuming the heater vents in the living areas of the home will help keep your heating system clean and running efficiently. If your furnace is more than 15 years old, L en nox recom mends upgrading to a high efficiency system, such as one of its variable-speed furnaces, which can save hundreds of dollars on utility costs. Now that I'm selling the pr op e r t y, t he bu y e r s hired their own inspector, and the new report contains information not disclosed by my inspector. According to the new r e p or t , t he f i r e pl a c e chimney is touching the wood f r a m i ng i n t he attic, and a photo in the new report shows this. The new inspector says t h i s i s a f i re ha z a rd. Before investing in costly repairs, I want to be sure t he new report, rat her than the old one, is correct. In most cases, the clearance requirements are listed plainly on the chimney itself. Standard clea ra nces a re usua lly one or two inches. To make a long story short, he ref uses to do a ny t h i ng about t he exhaust pipe and maint a i n s t h at it i s not a problem. How c a n I k n o w f or s u r e i f t h e
water heater ex haust is hazardous? Don Dear Don: Flue pipes for g a s-bu r n i ng f i x t u r e s, such a s w ater heaters and furnaces, are requ i red to ter m i nate no closer than four feet from an openable w indow. Are VA loans a mixed bag? Gold Country Homes
Question: Dear Kari, I am proud to be buying my first home using my VA home loan. I have full confidence in my highly recommended agent. However, all of my three offers on three separate homes have been completely rejected. It seems that the sellers are not interested in selling their home to me because I am working with a VA loan. This is troubling to me. Could you please enlighten me on how to understand t his disappointing situation?
Answer: This is a concern of many. I am sorry you had this bad experience. Now, let’s look at what a VA loan is. In 1944, T he U.S. Depa r t ment Affairs (VA) program was created by the United States Government for veterans, active duty military members, and their families purchase homes or refinance their current mortgages. Let us take a close look at the fantastic benefits a VA home loan provides the eligible borrowers. The big factor is this program is 100 percent financing from the lender, there is no down payment required by the borrower, nor are they required to get private mortgage insurance (PMI), plus offering lower loan interest rates moreover than the FHA and conventional loan rates. In addition, the VA loans are assumable by another qualifying veteran if the borrower wants to sell his or her home down the road. Here comes the misconceptions: Many years ago, the VA program used to cost the sellers a lot of out of pocket money for fees, required extra work to be done on the homes paid for by the sellers, and took a painfully long time to close the escrow. As you can imagine, this could make sellers and agents feel skit-

tish about wanting to work with a buyer with a VA loan. When, for the same effort, the sellers could work with a buyer using a conventional or FHA loan without as many caveats. Now we can realize how bad memories can be kept in some folks’ minds especially if the new information has not been discovered. Here comes the good news: Today’s VA loan requirements are much more relaxed, the borrowers are allowed to pay for the following; Title certs, appraisal fees, assignment fees, compliance inspections, credit reports, loan discount fees, lender’s title insurance, home inspections, flood loan coverage, document prepa rat ion fees, loan origination fees, title insurance binder, unpaid taxes and recording fees. The buyer cannot pay for the pest/termite inspections but can pay for the repairs. This is as long as the total points
and escrow fees do not add up to more than one percent. The fees can be paid for by the lender or wrap them into the loan amount. More exciting news is the closing of the escrow will close in the regular time frame. Therefore next the only real restriction is that a mandatory pest inspection and a section one items clearance is needed. The bottom line is that the buyer and seller now have ma ny opt ions. Sel lers please don't let old memories keep you from giving veterans, active service members and militar y families a fair chance at the big dream of owning a home.
