The report cites the water heater because it sits on the floor of a laundry room, and the laundry room door opens into the garage. According to the home inspector, the water heater must be installed on a raised platform, but the local building department disagrees.

John Dear John: Disputes over requirements for water heater placement commonly occur in some municipalities because of misinterpretations of the plumbing codes and mechanical codes.

According to these standards, a gas-fueled water heater or an electric water heater that is installed in a garage must be placed on an elevated platform so that a pilot flame or spark inside the water heater is at least 18 inches above the floor. The purpose for this requirement is to prevent ignition of vapors from gasoline or other flammable liquids that might have spilled onto the garage floor. Flammable vapors are often heavi-

er than air. In the event of a spill or a leak, fumes spread across the floor of a garage. A pilot light or electrical spark in a water heater can ignite these vapors, triggering a fire or explosion.

The plumbing code specifies garages as the primary location where water heaters are to be elevated. Therefore, some building inspectors assume that the requirement does not apply to water heaters in adjoining rooms or closets with doors that open into the garage. The bottom line to this controversy is found in the specific wording of the code. It is worded as follows: "Appliances in garages and in adjacent spaces that open to the garage and are not part of the living space of a dwelling unit shall be installed so that burners and burner-ignition devices are located not less than 18

The central consideration here is access to the garage. If the laundry room has direct access into the garage, the code plainly requires that the water heater be elevated, just as though the fixture were in the garage itself.

The exception to this rule is that water heaters that are “flammable vapor ignition resistant” are exempt because they are designed to prevent vapors from entering the fixture.

To gain a clearer perspective of this requirement, let's look again at the intent of the code.

Suppose a gasoline leak occurs in the garage. Gas fumes cover the floor but

are unable to enter the laundry room because the door is closed. Suddenly, there you are with an armload of dirty clothes. You open the laundry room door, gasoline fumes drift toward the pilot light of the water heater, and BOOM! No more house, no more laundry, and no more you!

The conclusion is obvious: The water heater in the laundry room should be installed on a raised platform, as wisely mandated by law, and as necessitated by common sense.

id you know May is Bike Month? Auburn being the Endurance Capital of the World has its fair share of cyclists, so please be mindful when out on the road. Being an avid cyclist, I have recently heard of several incidents where a cyclist has been “t-boned” by an oncoming car taking a lefthand turn into a driveway and not seeing the cyclist headed right at them.

Again, please be mindful of cyclists and any other traffic hazards that may be on the road while you are driving. It may be Bike Month for the month of May, but let’s make every month Safe Driving Month and save our community from unnecessary accidents.

Living here for 16 years now and it took Community Day to get me out to one of the greatest nature centers around. Advantages of getting a pre-sale home inspection Question: My husband and I are going to be selling the home we bought more than 20 years ago. Our Realtor wants us to pay $400 to have a home inspection before we list the property for sale. We thought, that the buyers were supposed to pay for their own home inspection. Why should we pay when it is the buyer’s obligation?

Answer: Thanks for your good question. You are correct, in our area, the buyer usually pays for the home inspection. But, let’s first look at what a home inspection is: a licensed home inspector is hired to investigate a home from top to bottom, thoroughly checking the property, looking for non-functioning items, past repairs, any current damage, and

potential future issues.

Here are some, but not all, of the areas investigated: The roof, plumbing, electrical, heating/air conditioning, attics, the crawl space under the house and/or basements, structural components both interior and exterior areas, the appliances, and other main systems. Their focus is on the performance of the home, rather than the cosmetic or design features.

Next, the report will be in writing, with colored pictures of the findings.

There will not be any dol-

lar amounts on the report, yet it will state the current condition of the home. Additionally, the report may suggest certain items to have further inspected by a specialist. Specialists in areas such as a mold, roof or a chimney inspector.

Some main reasons buyers back out of a sale are due to the surprise of unpleasant repairs or problems revealed in a home inspection. Even though the purchase contract is basically an “as is” contract, it is commonly known that the buyers will expect most items to be in good working order.

When a seller has a presale home inspection performed in advance and major issues in need of repair or replacement are discovered, you, as the homeowner, will have the opportunity to address these issues before-

hand. This may be a more cost-effective choice, rather than having to pay the buyer’s own, high dollar, contractors work. In addition, you will be able to take your time and obtain several bids. This way the buyers will realize the proactive action taken and will have full knowledge of the condition of the home before they make their offer. Then there will no need to renegotiate the contract for the repairs or possibly reduce the sales price.

Another advantage of the pre-sale home inspection is this: If you find a large item in need of repair, for instance, a new roof, you could price the home accordingly. The buyers would then accept the home with the roof in its current condition in need of replacement of the roof while taking on

When buyers obtain their own home inspection, it is common for this to open the renegotiation for repairs or the cancellation of the purchase contract, with the buyers obtaining all of their deposit money back without any consequences.
