In urban areas, where crime is common, electrical service panels are often fastened with padlocks. In suburban or rural communities, tampering with electrical panels is uncommon, and padlocks are rarely used. For general safety reasons, it is best for circuit breakers to be readily accessible. In cases of emergency, delayed access can have serious consequences.

If a circuit breaker needs to be reset on a dark and rainy night, you wouldn't want to be searching for a mislaid key. If an emergency, such as a fire, requires that the pow-

er be turned off, immediate access to the main breaker could be crucial. In fact, fire departments prefer that panels not be locked because it is their practice to shut off the power to a building prior to commencing a fire fight. When they have to cut off a padlock, precious seconds can be lost.

Padlocks are not the only ways that access to an electrical panel can be restricted. Service panels are sometimes obscured behind unmaintained foliage.

Interior panels can be blocked by storage or by furniture. The electrical code actually requires 36 inches of unrestricted clearance in front of an electrical panel. For optimal home safety, unimpeded accessibility is a wise practice at all electric panels.

Dear Barry:

Whenever I turn off the shower faucet, a loud thump can be heard inside the wall. Even when I'm on the other side of the house, I can hear a knock in the walls when someone else uses the shower. According to the home inspector who checked our house, this could cause damage to the water pipes. I don't want to spend money on a plumber unless it is absolutely necessary. Do you think I have a serious problem?

The thumping noise you describe is commonly known as "water hammer." This condition usually occurs when pipes are loosely attached within the walls, especially in homes where the water pressure is high or where air is trapped within the water lines. When a

faucet is turned off suddenly, immediate stoppage of the water flow can jar the piping due to the abrupt increase in pressure. When this happens, loose pipes can knock against the wood framing inside the walls, causing an audible knock.

In most cases, water hammer is nothing more than a minor nuisance and is unlikely to result in any significant plumbing problems. If you have excessive water pressure, the hammering could have more serious effects. To be sure, you should hire a licensed plumber to check the pressure, to install a pressure regulator if needed, and to install hammer arrestors in the supply lines to your shower.

Seller’s market remaining strong A couple of weeks ago, I wrote about a listing I had that received five offers in under 48 hours with two more waiting on the sidelines. Well, we closed escrow this week. The basics of the transaction are as such: A 21-day escrow, cash offer, over asking price. I also suggested if anyone was on the fence about selling their home, this may be the time to do it.

After reading several articles and talking with many Realtors, I’d like to change the words “may be” (in the last sentence) to IS. Low inventory and a high number of buyers are making this market a seller’s dream come true. I’d like to share with you some of the things learned from recent transactions, other Realtors and Brokers and the media, along with some selling tips to help provide a smooth transaction for all. Please note, some of this information has not been sourced and is based off conversations with professionals in the field.

First, I spoke with a couple of agents in the Santa Rosa area. They said 35 percent of homeowners who were victims of the

fire, are choosing not to rebuild and cashing out. A lot of people are coming here from Santa Rosa and other Bay Area locations because our housing is so much more affordable, we have less traffic and it’s a beautiful place to be. I also heard about a news story that told of a busload of Realtors who came from the Bay Area to our area looking for homes for their buyers. A price of $1.1 million can buy a flat in the city, or acreage and a nice sized home in Placer County.

In several magazines and websites, you can read about the lack of inventory and high demand from buyers. In talking with local agents, a lot of listings are receiving multiple offers shortly after putting a home on the market. Buyers do not want to miss the boat and are anxious to purchase a home. I hear it from my own buyers as

well as see it at my open houses. One article I read said equity is growing so fast in homes it can beat out an hourly minimum wage job’s earnings.

The Feds are projecting three interest rate hikes this year. If that happens, it seems things will have to change. So, hold onto your hat and let’s see where the year takes us!

If you are selling your home, here are a few tips to help make it an easy transaction: Be sure to get a pest inspection prior to putting the home on the market. Be prepared to have your well and septic system pumped and inspected once you get into escrow, if not prior to listing home. Take care of the little items — touch up paint if needed, change dead light bulbs, clean the roof of debris and heavy moss, show the home has been maintained and cared for as that makes buyers less weary. Keep your home clean and your yard tidy while on market, even if vacant.

When you receive an offer, be sure the proof of funds come with the offer and have your Realtor

Why should I sign an exclusive contract?

Question:

I am a first time homebuyer, and I was referred to a Realtor by one of my coworkers. On our first meeting he asked me to sign a contract he referred to as an exclusive buyer-broker agreement.

I was a little shocked about the idea of being locked in an agreement.

I told him I needed some time to think about it and I left with an uncomfortable feeling. Maybe he asked me to sign it because I am young and a first time homebuyer.

Could you tell me if this is common practice?

Answer:

To answer your question in short, some Realtors will only work with a buyer under an exclusive buyer-broker contract.

This decision is up to the individual Realtor’s discretion.

Let’s look at why some Realtors may have this policy. Realtors only get paid a commission when a home closes escrow.

They do not receive a salary as they are independent contractors. The companies they work for

do not give them a salary; in fact it is quite the opposite. Realtors pay out-of-pocket for all their business expenses such as desk fees, use of computers, marketing, internet, insurance, health insurance, errors and omissions insurance, cost to belong to the multiple listing board, etc.

When a homeowner decides to sell their home, they hire a Realtor and a binding listing contract is written up. This contract assures the Realtor will be paid for all of their hard work and experience when the home is sold.

Likewise, when a buyer wants to purchase a home, they hire a Realtor to help them through the process. The only way a buyer’s Realtor gets paid is if they write up the purchase contract and that home sells. In the event the Realtor and buyer don’t have an

exclusive buyer-broker contract, a buyer could use months or even years of the Realtor’s time, effort, energy, knowledge looking at homes with the Realtor and ultimately elect not to use that Realtor. In this event, the poor Realtor has worked their buns off and will not receive one penny for all their hard work.

As you can see this would be a very good reason for a Realtor to want to work with a buyer using the exclusive buyer-broker agreement to ensure all of their efforts, expertise, and hard work transpire into a paycheck.

A plus for a buyer working with an exclusive buyer-broker agreement is they do not have to hop from Realtor to Realtor looking for properties; the buyer may rest assured their exclusive agent is already hopping for them.

When working with an exclusive buyer-broker agreement, here are some of the duties of the Realtor: • Represent you as a true client.

• Email listings that fit

the buyer’s guidelines as soon as properties hit the market.

• Call the listing agents to determine the availability, reason for selling, and so on.

• Making appointments with the sellers ahead of time to fit the buyer’s schedule.

• Show you all the homes on the market that meet your needs • Keep your negotiation and financial position confidential.

• Offer market analyses of comparable sold and pending sales of market conditions, to help keep you informed to make a correct offering price.

• Write an offer with only your best interest in mind.

• Call attention to potential negative aspects of each property so you can make a fully informed decision.

• Offer good sources of lenders, inspectors, Pest/ termite companies and others.

• Get you the lowest price.

• Guide you through the maze of the escrow process to the closing date.

There is no right or wrong answer in electing to work with an exclusive buyer-broker contract.

As a buyer, in having an exclusive buyer-broker agreement you avoid the possible conflict of interest in dual agency, which occurs when one agent represents both the buyer and seller. Before hiring a Buyer’s Agent you should consider spending some time with him or her, you would be wise to spend an afternoon looking at some homes while getting to know more about the Realtor and their qualifications. See if their personality is a good match with yours.

3 simple tips to keep rabbits away They sneak in silently once the sun goes down. They ravage your delicate garden and stunning landscape. If you do happen to catch a glimpse, they’ll run fast as lightning to safety so they can dine in your yard while you’re not around.

No, this isn’t a plot from some cinematic thriller; it’s a daily occurrence for homeowners with outdoor space.

Rabbits can quickly take a toll on any size yard, and can easily climb into raised beds and nibble away at your painstakingly planted container creations.

Wild rabbits have a big appetite and your garden and landscape is like a tempting, bottomless salad bar. And where there’s one, there’s more: The gestation period for a rabbit

averages just 30 days.

To protect your yard from rabbits, you first need to identify their presence. Because they often come out at dawn and sunset, you may rarely see them. According to the animal repellent experts at Bobbex, these are the top signs that you’ve got rabbits: 1. Plant damage low to the ground, often a few inches above the soil 2. A clean, 45-degree angled cut on the end of stems and leaves 3. Woody plants debarked up to 16 inches from the ground 4. Piles of rabbit droppings (dark pea-sized pellets) If you do catch a glimpse of the furry intruder, you may be able to identify the most

common wild rabbit species. Cottontails are common throughout North America, identified by their short tail that resembles a tuft of cotton. Snowshoes are typically found in rocky, mountainous terrain and are identified by their large feet with white fur during winter and rusty brown fur during warmer months. Finally, the speedy jackrabbit is known for its incredibly long ears and powerful hind legs.

Once you know you have rabbits ravaging your yard, it’s time to take action. There are a few ways to safely repel them before the damage is done.

Step 1: Build and bury barriers Fencing can be an effective way to keep rabbits at bay. If

you’re targeting rabbits, the fence only needs to be 3 feet tall as they are unlikely to jump over it. However, you’ll have to bury the fence underground since rabbits are experts at burrowing up to a foot below the surface to access a tasty food source.
