Insurance company rejects electrical fuses Dear Barry:

The home I'm selling is very old and the main electric panel contains fuses rather than circuit breakers. The buyer's home inspector says the electrical system is not up to current standards but appears to be safe and functional. The insurance company, however, refuses to write a homeowner's policy unless the electric panel is upgraded to circuit breakers. They say that a fused electrical system is unsafe.

Who should I believe, the home inspector or the insurance company? ~Kevin

Dear Kevin:

Insurance underwriters are not experts in the field of electrical wiring, but their actuarial tables are the stars by which they navigate their financial ship. These statistical constellations indicate higher instances of residential fire with fused electrical systems. Since their approval is needed to close escrow, they win the debate.

However, this does not mean that fuses are inherently less safe than circuit breakers.

In fact, fuses, when properly installed, are probably more reliable than breakers because they have a quicker response

time when there is a power overload, and they are literally fail-safe when electrical overloads occur.

These advantages are due to the very simple design of fuses. The only working part is a small wire filament. This thin metal strand is able to conduct a limited amount of electricity.

When that power level is exceeded, the filament instantly burns up, causing an immediate interruption of power.

Circuit breakers, on the other hand, are complex electromagnetic switches, capable of failure in a number of circumstances. Rust damage and overheating can cause breakers to stick in the "on" position, and breakers are not designed to trip in all types of overload conditions.

The problem with fuses is that their intended purpose can be defeated by well-intentioned but ill-informed home owners and other self-appointed handy-people. This usually occurs in one of two ways. Let's say the toaster, hair dryer, and stereo are turned

Circuit breakers, on the other hand, are complex electromagnetic switches, capable of failure in a number of circumstances. on simultaneously, causing the fuse to burn out. Joe Homeowner gets tired of buying fuses twice a week, so he replaces the 20-amp fuse with a 30-amp fuse. This higher capacity fuse is much less likely to respond when an overload occurs. Instead, it allows the wires to become hot whenever there is too much current in the circuit. The probable result, sooner or later, is a fire.

The second method of tampering with fuses is even more

hazardous. This time, Joe doesn't bother to buy a 30-amp fuse. Instead, he puts a penny (cheaper than a 30-amp fuse) behind the old burned out fuse. This condition, known as an unfused circuit, nearly guarantees a house fire in the event of an overload. Thus, we see why insurance companies prefer circuit breakers.

From a technical standpoint, breakers may not be as reliable as fuses, but owners and renters are unable to tamper with cir-

cuit breakers. When breakers trip, you simply switch them back on. When they trip repeatedly, the only option is to call an electrician.

In today's world, insurance companies not only write the policies, they write the rules.

Like it or not, you may be upgrading to circuit breakers very soon.

Add fire safety to your family’s routine Many people assume that because they have smoke alarms in their homes, they are automatically protected in the event of a fire. But alarms need to be insta lled, maintained and tested to ensure they are working properly. To develop an effective plan, walk through your home and inspect all possible exits and escape routes. Identify two ways out of each room, including windows and doors.

Mix, match and mosaic: The top interior design trends of 2018

W

hether you’re redecorating your home, changing up that old carpet for warm hardwood flooring, or just longing for a fresh coat of paint and some new accents in the living room, the design trends this year are all about texture, style and surprises. It’s hardwood floors celebrating knots and imperfections or variations in plank sizes and color. It's wood on your walls and faux stone tile back splashes. It’s m i x i ng unexpected materials to create an entirely new look. Mix, match and mosaic is what it’s all about this year.

Sara Babinski, a designer for Armstrong Flooring, offers her view of the top design trends of 2018.

Inspired by nature Earth tones are big this year in everything from accent pieces, to linens and walls, to flooring. Think natural-colored solid hardwood and rattan dining chairs. Also on trend: breezy, uncomplicated seaside styles that incorporate natural aquatic blue and green shades.

“We are seeing an ode to the elements in interior design — walls and flooring that look distressed or weathered, and an ongoing demand for the look of reclaimed wood,” says Babinski.

A trend that was hot in the ‘90s is also making a resurgence: faux stone, and designers taking artistic license with depicting natural stone in decor, flooring, and walls.

Copper, rose gold and oxidized metals are especially popular,” Babinski says.

Cultural influences and animal prints Globally, Babinski sees trends of warm minimalism (warmer shades of gray, blue and brown evoking Hygge), and on the flip side, bold maximalism, a strong mix of bold colors and patterns balanced with gray walls and blonde hardwood and woodlook floors.

My wife and I made an offer on a house and we were delighted when our agent said the sellers had accepted. Our home inspection unfolded several items in need of repair.

With the help of our agent we kept our list short and only requested the sellers repair the worst repairs.

The California Real Estate Inspection Association cautions home buyers not to misunderstand the purpose of a professional inspection report.

The inspector’s role is not to identify a complete repair list for the home buyer, nor is it the sellers obligation to repair any problems discovered by the home inspector.

With a home inspection, most repairs are subject to negotiation between the parties of the sale. Typically, buyers will request that various conditions be repaired before the close of escrow, and the sellers will usually agree to some of these demands. But with most property defects, sellers make repairs as a matter of choice, not obligation, to create good will or to facilitate the completion of the sale.

Sellers maintain the legal right with our California’s purchase contract to refuse repair demands, except where requirements are set forth by state law, local ordinance or the real

estate purchase contract.

Some of the legal obligations include earthquake straps for the water heaters, smoke detectors and carbon monoxide detectors in specified locations. Contracts usually stipulate that fixtures are in working condition prior to the close of escrow.

An inspection consists of a thorough visual examination of a home’s structural components including the foundation, superstructure, roofing systems where accessible along with the heating and cooling equipment, fully operational plumbing fixtures, testing accessible electrical outlets and fixtures, operation of doors and windows.

In your situation the first thought might be to cancel the contract. If I may suggest you first take your time with the unpleasant surprise that has just been thrown in your lap: Ask for time to ponder some questions and perhaps obtain some estimates on some of the repairs for your knowledge.

Ask yourself questions such as: • How much do you really want the home?

• Could you find another home to suite your needs to match the price you are already in escrow with?

• Do you really want to start the stressful process again of looking and negotiating on more homes?

• What if you look at just the investment side of the property and does that work out too?

• How much does the quality of life mean to you living in this home?

• Could you spread the repairs and associated costs over time as not to incur the costs all at once?

• Will you get the same interest rate and loan program?

You are steaming mad now, but in a few years will this really matter?

I know this is a difficult task to think about. Ask your Realtor for their advice and if can they create a complete market analysis of the property, this may help you decide what the best decision to move forward with is.

Plastic or Paper? Be responsible for the products you use Plastic has been around almost as long as mankind. If you go back in history, you will see it has been around since the ancient times in one form or another. However, with the use of Polypropylene (typically used to make molds, parts and even rugs) and Polyethylene (typically used to make plastic bags, wraps, bottles, etc.) plastic seems to be taking over the world.

tic? After W WII plastic became popular and we haven’t looked back. So now I want us to look forward. How did plastic change the environment and what is going to happen if we continue to let plastic rule the world?

These garbage patches are mostly

made of plastic pieces. As plastic does not degrade, it progressively breaks into smaller pieces, never really going away. This is wreaking havoc on our ocean and its marine life who sees these bits of plastic as a source of food.

Plastic is the most common pollutant in our oceans, because only 1-2 percent of the plastic being used is getting recycled. When you see a plastic bag flying around on the street or sidewalk unless someone picks it up and either throws it away or recycles it, it will most likely end up in our waterways.

There are five toxic ingredients in plastic which gives it a double whammy. In our landfills, plastic can leach into our soil, allowing pollutants to enter the ground, affect-

Perhaps the best thing (if there is one) about plastic is it is convenient and that, is what we as consumers have come to expect in almost every aspect of our lives. However, this particular convenience has long lasting negative affects some of which I have briefly touched on. We are using more plastic than ever before and as a species, we need to change this pattern.

The manufacturing of plastic basically doubles every 15 years. It is estimated t hat 8 million metric tons of plastic end

up in our oceans every year, so I guess it would be safe to assume that number will also double in t he next 15 years.

Currently, that is equivalent to five grocery bags of plastic trash for every foot of coastline around the globe.

The bottom line is we need to start being responsible for the products we buy and use. Try to buy products that come in glass, wood or cardboard containers. Bring your own cup in when you buy coffee because it is most likely the cup provided you is lined with plastic.

Bring reusable cloth bags, i.e., bag the bags our stores

offer you for 10cents, they are still plastic!

The next time you find yourself at the store and you hea r “Plast ic or Paper” proudly ha nd your cloth bag over and say neither! If you see plastic flying around the streets catch it like a butterfly and put it somewhere safe. If you have a choice of buying a product in a plastic bottle or glass, choose glass. It all starts with you and I know you can do this!
