The Spreading Swamp

By Bob Franken It shouldn’t be necessary to say this, but apparently it is: You can’t drain the Washington “swamp” by dumping human waste all over it. That only makes the swamp more of a cesspool, which it already has been for a long, long time.

Not that this is necessarily a profound thought, although most put it a bit more elegantly. Many others contend that Donald Trump, who made the “Drain the Swamp” mantra part of his campaign patter, has in fact made it deeper and sloppier.

The Washington swamp is populated by creepy-crawly politicians, lobbyists, lawyers, bureaucrats, media types and other snakes who care little about effective government and mostly about self-enrichment. They thrive largely because they know each other. So give Trump a little credit, because he at least identified a real shortcoming here. Of course, he comes from another, bigger swamp.

The difference is that the dealmakers in New York City are nastier.

If you look past all the Trump personality defects, we see a man who has surrounded himself with a calculated malefactors who actually want to make the nation worse. They include the ones who have persuaded him to successfully resist climate policies that would save the planet and to seek health-care changes that would leave millions of people unprotected when medical problems inevitably strike them. They also are busy putting together a tax package that will mainly benefit their super-wealthy buddies. And they have pursued hateful immigration policies in the name of an “America First” dogma that has historically sinister overtones.

The fragile prestige that the United States has accumulated in the world over generations of ups and downs is

quickly sinking into the quicksand.

Progress in so many areas is being reversed or threatened in the name of MAGA – Make America Great Again.

That “again” refers back to a time when things were simpler because they were more oppressive to minorities, women and those in the LGBT coalition. In other words, they were great for straight white men.

It’s hard to keep up with the societal damage they want to foist on us because we’re constantly distracted by the ridiculous behavior of the man leading this parade from the bottom.

The only reason this unintentional camouflage hasn’t been more successful in hiding their regressive intentions is that the Trumpsters have been so heavy-handed about them that they’ve ended up in disaster or in the courts. Or they’ve been exposed by the media that Trump and his crew loudly hate. Or they have been administered by a bizarre cast of characters.

Jeff Sessions, who could do only limited harm on the margins as the ultraconservative senator from Alabama, is now where he can make his antagonism toward civil rights a reality. Some characters who have popped up are gone -- Anthony Scaramucci, Sean Spicer. But others remain, like Kellyanne Conway, chief apologist, and the nepots Ivanka and Jared.

Donald Trump won office by tapping into the disgust voters felt about the slime that oozes from our nation’s capital. The reality is that he and his administration aim to make it much worse. He conceals his muck by being the consummate showman. New Scam Targets Your Social Security Check Here we go again: yet another scam aimed at seniors. This one involves Social Security. It’s almost believable, so we need to be extra careful.

What the scammers want is to steal your money.

This is how it works: Someone will call and pretend to be from the Social Security Administration. You’ll be told that you’re about to get an increase in your benefits. All they need to do, say the scammers, is to verify all your personal information. After all, they say, you do want to get your extra benefits, right?

You’ll be asked for your date of birth, Social Security number, banking information and more.

Armed with all this personal data, it’s easy for the thieves to have your money directed to them at a new address or bank account for direct deposit. Until your benefits don’t show up, you’ll never know that something has happened to your money.

Something to remember if you get a call that’s supposedly from Social Security: It already has all your information. It’s not likely that Social Security will ever call you anyway, but if they do, there’s no need to tell them anything.

If you ever have questions about whether a call is legitimate, be safe: hang up immediately.

Then call Social Security at 1-800-772-1213 and ask if someone there just called for any reason. If the answer is no, make a report with the Inspector General fraud office at 1-800-2690271.

Remember that next year we’ll start getting new Medicare cards that won’t have our Social Security number as the identifier. The card will come in the mail; you don’t have to do a thing.

If you get calls saying you have to pay for your new card or give personal information, hang up.

Palm Springs facing cuts to vital city services Proposed budget cuts could be offset by sales tax measures

By Alison Elsner It obviously didn’t happen overnight, and anyone who took note of the news this past summer about rising long term pensions and healthcare costs for city retirees in Palm Springs probably heard a little alert beep in their head. Still, the address

by Palm Springs Mayor Rob Moon at the State of the City on September 19, 2017 took some members of the community off guard, especially with regard to the announcement that continued funding for 22 city services was on the chopping block.

There is a solution, maybe not so much up and out as sideways: passage of Measure D on the November ballot which would bump up the city sales tax by a half-cent and passage of Measure E, a tax on recreational marijuana, revenues from which would afford the continuation of most of these vital city services.

The tax proposals come six years after Palm Springs voters approved a one percent sales tax increase known as Measure J. Moon has said that Measure J funding is being utilized as intended and has resulted in $68 million either spent or committed for things like street improvements, city services and the downtown enhancements. Technically, Measure J funds cannot be used for expenses such as homelessness projects because J is intended for infrastructure and upgrading or maintaining downtown and local neighborhoods.

The City of Palm Springs has released a list of $9 million in potential budget cuts, including the following: ￭ $615,000, homeless services ￭ $820,000, Palm Springs Library (main branch would revert to county control) ￭ $1,0400,000, tourism ￭ $950,000, Buzz Trolley ￭ $700,000, Palm Springs Animal Shelter

￭ $333,000, CVEP (Coachella Valley Economic Partnership) and iHub ￭ $200,000, downtown maintenance ￭ $1,200,000, reopening of Fire Station #5 ￭ $1,890,000, recreation (after school programs, swim center, skate park, Desert Highlands, etc.) ￭ $650,000, sponsorships and grants (excluding Palm Springs International Film Festival) (Final appropriations for the city for fiscal year 2017-18 may be viewed at palmspringsca.gov/home/ showdocument?id=53265.)

Cuts are not being proposed in public safety, however, and the city is hoping to increase the number of police officers and paramedic crews, especially as the Downtown Plaza becomes poised to open this fall/winter. New hires being requested by the city’s police and fire chiefs would add $1.7 million to the annual budget.

City Council members have publicly expressed hesitation at cutting library and recreation programs, especially in the Desert Highland Gateway Estates community. Cuts

in library funding could result in its transition to a county facility, which does not sit well with some residents who are concerned about library employee positions, salaries and shifts, availability and selection of books and educational materials and simply losing local control over an institution integral to the city.

Switching the animal shelter over to the county could result in the facility no longer being restricted to a “no-kill” classification.

The Buzz Trolley, a free shuttle that runs Thursdays through Sundays in Palm Springs and which has become part of the city’s very identity, has been a huge boon to tourism. Buzz was initially paid for by Measure J funds, however, it may now not be sustainable especially in the light of more survival-oriented services needing protection and preservation.

The homeless population in Palm Springs has been rising, and it’s important to note that City Council members have been engaged in trying to find solutions and collaborations. Homelessness remains a daunting issue to catch up to both in policy and expense; the problem keeps racing out ahead of the solutions.

The city has said that it needs to come up with an additional $6.5 million in revenue every year, and the

longer officials wait, the deeper the reductions may have to be for fiscal year 2017-18, which already began on July 1. The Mayor and City Council have publicly asked for creative suggestions to help ensure cuts won’t damage the quality of life in Palm Springs.

As for the escalating pension costs, they are a statewide issue -- in all fairness, Palm Springs shouldn’t be singled out. California Public Employees’ Retirement System, or CalPERS, is facing pain due to delayed changes to projected investment returns, longer life expectancy of retirees and fluctuations in contribution rates.

If Measure D is approved, the city will have the highest sales tax rate in Riverside County, translating to each Palm Springs resident paying approximately $5 more per month a month (that’s right…one cup of Starbuck’s coffee or two large sodas as Del Taco). Hi, everyone.

I’m Biscuit and I’m a 7 month old male Poodle/ Bichon mix–that means I’m hypoallergenic and don’t shed that much at all. My coloring is an Biscuit: Bichon Frise, interesting mix of black and white and I give a Poodle very cute appearance.

Some people have suggested I be renamed Oreo, but I’ll let my next family decide.

I came to Pet Rescue because of personal reasons on the part of my former family. It was a very hard decision for my former people to make, but “life” happened in a way that wasn’t good for them and they couldn’t keep me any longer. They were very sad because I wasn’t a bad boy for them at all.

In fact, I’m a very sweet and friendly dog. I get along well with other dogs and children. Since I’m still so young, I can be trained to be the best boy for you. And because I’m young, I’m active and like to play and have fun. I’m also on my way to a good start because I keep my “condo” at Pet Rescue pretty clean. Not bad for a pup, right?

1928: The All American Canal System

The Boulder Canyon Project was authorized with a recommendation that the flow of Colorado River be controlled by a dam and reservoir near Boulder Canyon. And there should be a new canal with a desilting works to get silt-free water to the Imperial Valley. But it wasn’t until 1948 that the Coachella Canal would take the water from the Colorado River 123 miles to the Coachella Valley. Water is diverted from the Colorado River and Imperial Dam into the All American Canal on the California side of the Colorado River. It’s a massive feat of engineering and is capable of irrigating 840 square miles of the Imperial Valley and 125 square miles of the Coachella Valley. The project prompted spectacular growth of fruits and vegetables in the area.

Recipe of the Week Kitchen Diva

By Angela Shelf Medearis Flood Waters and Food Safety The news has been dominated with reports hurricanes and floods, and disturbing images of the destruction left in their wake. There are many problems to handle after a flood has devastated your home, one of which is food safety due to the contaminants in floodwaters.

If you are not sure if your food was directly exposed to floodwaters, it is safer to heed the saying, “If in doubt, throw it out.” Don’t be tempted to try to salvage damaged food, including cans or sealed pouches, as it is hard to tell if they are contaminated.

Remember to check with insurers before disposal because your food may be insured. Take photos of the damaged goods for use as part of your insurance claim. Put flood-damaged food in black plastic garbage bags, double bagged if possible; seal the bags and place them in your designated collection area.

It’s important to follow good food hygiene to stop the spread of any harmful germs that might be present in your home. Here are some basic tips for keeping food safe in times of floods: ￭ Don’t eat any food that has been covered or even touched by floodwater or sewage. ￭ Always wash your hands before preparing food. ￭ Clean and disinfect work surfaces, plates, pans, cutlery, plastic or

ceramic chopping boards, etc. before using them with food. If you have a working dishwasher, this is a more efficient way to clean and sanitize smaller items. ￭ Discard wooden chopping boards and wooden spoons if contaminated by floodwater. ￭ Clean and disinfect the inside of your fridge and food cupboards.

• Don’t use work surfaces, plates, etc. if they are badly chipped or damaged. ￭ If your power has been cut off and your fridge has not been working for more than four hours, throw away the food inside. ￭ If your freezer has not been working, throw away any meat, fish or dairy products, or foods containing these, if they have started to get soft.

Also throw away any food you would eat frozen, for example, ice cream. ￭ Depending upon how full the freezer is, produce can remain frozen for 24 hours or more. The fuller the freezer, the longer the contents will remain frozen.

Many areas hit by hurricanes or floods also are without basic public utility systems. Keep in mind that fully cooked foods or Meals Ready to Eat will be much easier to “heat and eat” than whole, non-cooked foods. Using a portable generator to power stoves and microwaves is inefficient.

Here are a few options for portable emergency heat sources that can be used for cooking: Mini Camp Stove – These tiny stoves fold flat for storage, and provide a larger surface to cook on. They fit over the top of a small, round canned fuel container (Sterno or liq-

uid canned fuel). They work best for warming or reheating. Safe inside or out, as long as there is some ventilation.

Portable Camp Stove – Colemanstyle stoves are compact but can generate enough heat using butane or propane cylinders to cook a complete meal. Single or multiple burners, optional griddles.

Here’s a Creamy Potato and Vegetable Soup recipe that uses canned foods to create a comforting “heat and eat” meal.

Ingredients

• 1 can chicken broth • 1 cup water • 5 cups cubed potatoes, fresh or canned • 2 tablespoons dehydrated onion flakes or onion powder • 1/4 teaspoon salt • 1 1/2 teaspoons pepper • 2 cans mixed vegetables or 1 can each of your choice of canned vegetables, drained • 8 ounces cubed, canned ham or chicken (optional)

Preparation:

Over medium heat, and using a large pot, pour in broth and water, potatoes, onion powder, salt and pepper. Stir to combine, and cook 15 minutes or until potatoes are just tender. Take out a cup of the potatoes and mashed them with a fork until smooth. Stir them back into the soup to thicken it.

Creamy Potato and Vegetable Soup This simple soup is a “use what you have” recipe. If you don’t have potatoes, you can substitute canned black or pinto beans (rinsed and drained) and diced, canned tomatoes or bottled salsa for the water. A variety of spices can be substituted for onion powder, including garlic powder, herb and spice blends, lemon pepper, etc. Canned foods are typically higher in salt, so you won’t need much to season the soup.

Add vegetables and canned ham or chicken (if you decide to use it). Cook uncovered for 5 to 7 minutes. Serve immediately. Makes 6 to 8 servings.

Now Here’s a Tip

By JoAnn Derson • If your hot pad gets wet, do not use it. Wet fabrics transfer heat easily, and you could end up with a nasty steam burn.

• Kids love their sports, and here are a couple of tips from a seasoned coach: “Have one bag per sport if you are playing multiple sports; make sure each bag is stocked with all the items you’ll need to practice effectively. If you wear gear that collects sweat (football or hockey pads and other safety gear), be sure to spray it with a disinfectant/deodorizer after each use and hang it to dry between uses.” – Coach P. in North Carolina • “A great way to use smaller pumpkins for outdoor decorations for Halloween is to get a small one for each letter in your family’s last name. Carve one letter into each pumpkin. Set them up with candles and line them up in front of your house. Then, you can light them and make a fun message. Also, you could use Halloween-themed words, like ‘Boo’ and ‘Spooky,’ etc.” – V.S. in Wisconsin • Here are two tailgating tips: Designate a cooler just for kids with appropriate beverages and small snacks. Also, use colored chalk to create a “don’t pass” line around the grill area.

• To eat a healthier meal, start by filling half your plate with veggies. Limit starches to a quarter of your plate and protein sources to the other quarter.

Begin and end with a glass of water. That’s a great start!

• If you haven’t already, find out if your routine utility services and banking have electronic statements. You can save yourself the trouble of filing and storing all that paper, which you likely won’t need. Electronic statements can be saved on a portable drive, accessed anytime and printed out only when necessary.

Social Security Matters

“Ask Rusty” - IRMAA and Medicare Premiums Dear Rusty: Due to my adjusted income in 2015 my wife and I (70 & 66) now have over $400 taken from our monthly Social Security fixed income to pay for our share of Medicare. I was let go from my last company of 27 years while I was on medical leave. I had to pull out money from my 401k to live on and that showed as an increase to my 2015 income.

Why do seniors get punished for trying to survive and not lose all they have worked for? I never heard of this type of action taken against retired seniors before.

Was it an ACA (Obamacare) regulation so the government can steal from the elderly?

Signed: Frustrated Dear Frustrated: Well, no, it’s not some kind of Government conspiracy against senior citizens, but rather it’s a consequence of the Medicare Modernization Act of 2003 (which took effect in 2007) affecting Medicare Part B premiums, and of the ACA, which took effect in 2011 affecting Part D premiums. Both of these laws targeted higher income beneficiaries by causing them to pay higher Medicare Part B and Part D premiums, depending upon their filing status and income level. I’m afraid what you have come up against is something called “IRMAA”, or the Income Related Medicare Adjustment Amount. And since

Medicare premiums are usually deducted from Social Security benefits, those affected see their benefit check get smaller.

Without getting into all the different income levels and higher premiums for each filing status, I’ll just focus on your personal situation. Since you are married and, I presume, filing jointly on your income taxes, as long as your combined Modified Adjusted Gross Income (MAGI) is under $170,000 there is no surcharge to either your Part B premium or your Part D premium. If your MAGI is more than $170,000, your Part B premium increases to anything from $187.50 monthly to $428.60 monthly depending upon your income level, and a supplement of from $13.30 to $76.20 is added to your Part D premium (all dollar values are for 2017). It sounds as though the 2015 withdrawals from your 401(k) were enough to push you over the income limit, causing Medicare premiums for both you and your wife to increase for 2017 (Note that Medicare reviews tax returns from two years prior to make the income determination).

Now for a little light at the end of the tunnel: Medicare recognizes that beneficiaries sometimes have a major “life-changing event” which can cause their income level to be unusually high for a given year, thus acti-

vating Medicare’s IRMAA clause.

You can request that Medicare review your situation and base your Medicare premium on a subsequent year’s lower income (e.g., 2016), but you will need to prove to Medicare that your IRMAA should be less. To do this, you may start by using Form SSA44 found at https://www.ssa. gov/forms/ssa-44.pdf or you can make an appointment at your local Social Security office and request reconsideration of your IRMAA amount in person. Even if the initial review results in rejection, you have several appeal options available to you, starting with submitting form SSA-561 “Request for Reconsideration” which can be found at https:// www.ssa.gov/forms/ssa-561.pdf, and continuing if necessary to a review by an Administrative Law Judge, by the Medicare Appeals Council, and even by the Federal District Court, if necessary.

And if you are successful, you might be getting a letter from Social Security notifying you that you’ll be getting a refund of the excess of those higher IRMAA-related Medicare premiums which you’ve been paying.
