Big Bear featured on HGTV Broker associate Joe Kovich of Keller Williams/Big Bear Team Realty doesn’t know how HGTV found him, but he’s glad they did. Big Bear is the focus on the Sunday, May 29, episode of “Lakefront Bargain Hunt,” an HGTV series about home seekers looking for the lakefront property of their dreams without breaking the bank. The episode follows sisters from the San Diego area looking for a cozy cabin on Big Bear Lake. According to the episode description, Big Bear “is a year-round recreational paradise, providing a unique mountain resort experience fit for the whole family.” Kovich is the Big Bear broker associate who helps the two sisters search for a home for under $350,000. “They filmed up here for four straight

days, at least 12 hours a day,” Kovich said. “They got so much footage, shots of the lake, the Village, even used drones to shoot video over the lake. It will be interesting to see what they use.” The episode of “Lakefront Bagain Hunt” will show on HGTV Sunday, May 29, at 8 p.m. and again on Monday, May 30, at 3 a.m. Repeats of the episode are sure to follow. Check your local listings for HGTV programming. Kovich hopes that the episode shows all that Big Bear has to offer. “Hopefully this will be a showcase of Big Bear,” Kovich said about the program. When a homeowner becomes a landlord By JANET DOOLEY Reporter

How much security deposit can homeowners charge tenants? What can they ask for in terms of references? Can a tenant have a companion pet? What are the responsibilities of each party? These and other questions were answered at the free seminar offered by the Big Bear Chamber of Commerce and hosted by Cynthia Robinson, landlord/tenant mediator with Inland Fair Housing and Mediation Board. Robinson explained that Inland Fair Housing and Mediation Board provides suggestions for resolution to homeowners 6 - Real Estate with Altitude • Big Bear Grizzly • June 2016

and tenants and then helps with mediation. There is a huge list waiting for help, but if someone has an emergency, such as a disability, that person is moved to the top of the list. One such issue might be a companion animal. A pet becomes a companion animal when the tenant can show a medical note stating it helps with a disability. The tenant does not need to state what the disability is, just prove the animal’s necessity. On the other hand, a tenant does not get to impose his of her disability on others. A dog may be a companion animal, but cannot be vicious toward others. Tenants have obligations, Robinson said. It is up to tenSee HOUSING Page 14

Housing: Landlord rights reviewed Continued from Page 6

Cynthia Robiinson, landlord/tenant mediator with the Inland Fair Housing and Mediation Board discusses landlord rights during a seminar hosted by the Big Bear Chamber of Commerce May 13.

ants to find out what the deposit is, to know if it is a lease or month-to-month rental, and to review the location, neighborhood and condition of the rental. Make all requests for repairs in writing. And take photos when you can. Per California law, rents (and house payments) are due on the first of the month. Late fees are legal, but not if they create a hardship. On a rental application, homeowners may ask for name, employment references, Social Security number, driver’s license number and credit references. For a security deposit, homeowners may charge up to twice the rent and it is always refundable within 21 days, Robinson stressed. The deposit may only be used for unpaid rent, cleaning, repairs, and to replace any permanent features, such as light fixtures and keys. Homeowners and tenants should make the initial and final inspections together. The best way to avoid problems? Document. “This actually happened to me,” Robinson said. “The owner said, ‘Oh, I know you. There’s no need for a written receipt.’ Well, no one can remember everything. Document it. If they don’t want to sign a receipt, make a note of it yourself. Keep a notebook of dates. If you are the homeowner, put everything about the rental property in writing on a rental agreement, even if it’s just a room in your own house.” Robinson explained what discrimination looks like — race, 14 - Real Estate with Altitude • Big Bear Grizzly • June 2016

national origin, disability, familial status, color, marital status, age, ancestry, sex, religion, sexual orientation, source of income or arbitrary. Inland Fair Housing and Mediation Board tests houses and apartments all the time, sending different people in to apply to live somewhere that has been advertised. If you don’t advertise, you can rent or not rent to anyone. The agency is looking to hire testers. Apply at www.ifhmb.com. Robinson warned of a scam that is going around. She advised homeowners to check the names on their deeds with the county recorder. Robinson heard that some homeowners found that their names were no longer on the deeds and that someone had forged other names on them. Contact the Assessor/Recorder/County Clerk at www.cms.sbcounty.gov/ assessor. Besides homeowner/tenant mediation, Inland Fair Housing and Mediation Board also offers help with reverse mortgages, foreclosure prevention, homeless displacement (shelters), senior services, predatory or unfair lending, firsttime homebuyer education and financial literacy education. Inland Fair Housing and Mediation Board is a federallyfunded nonprofit private organization in existence for over 30 years with offices in Ontario, San Bernardino, Victorville, Barstow, Indio and El Centro. Demystifying composite decking

5 common misconceptions about composite material

F

irst introduced in the late 1980s, composite decking quickly gained acceptance among builders and homeowners who recognized and appreciated being able to achieve a natural wood look without the ongoing hassles of upkeep. While most people today understand the main benefits of composite decking — durability and minimal maintenance — the material itself is still new enough to raise ques-

tions, confusion and some skepticism among homeowners who grew up with wood decks. To help set the record straight, Trex Company, the world’s No. 1 decking and railing brand and leader in highperformance, low-maintenance outdoor living products, has teamed with backyard design experts Paul Lafrance and Kate Campbell of HGTV’s acclaimed “Decked Out” series. Decks: Five misconceptions Continued from Page 18

Misconception No. 1: Composite decking looks “fake.” “Composite decking has evolved tremendously since its beginnings more than 20 years ago,” Campbell said. “The latest generation of products, such as Trex Transcend, look more natural than ever, featuring high-definition wood grain patterns and rich, saturated colors ranging from warm browns and pristine gray to spicy reds. There are also tropically inspired boards designed with subtle color variations and authentic streaking that mimic the look and feel of exotic hardwoods without the environmental impact — or splinters.”

Misconception No. 2:

All composite decking material are the same. “Since composite decking was invented in the early 1990s, the market has been flooded with competitive offerings varying widely in quality, aesthetics and value,” Lafrance said. “For my projects, I use what is categorized as ‘high-performance’ composite manufactured with an integrated, three-sided shell or ‘cap.’ Capped boards feature an added layer of protection against severe weather, heavy foot traffic, fading, mold and staining.”

Misconception No. 3: Composite decking is maintenance free.

“Anything that sits outside in the elements for years on end is going to need some type of maintenance,” Campbell said. “When it comes to decking, the difference lies in how much upkeep is required. Maintaining wood decking is a downright chore with all the scrubbing, sanding and staining that wood requires — not to mention the replacement of splin-

tered, warped and rotten boards. High-performance composite decking, on the other hand, calls for just wiping up spills when they happen and a simple soap-and-water cleaning twice a year — once in the spring when you’re getting it ready for outdoor living season and again when you close up your outdoor living space for the winter.”

Misconception No. 4: Composite decking is too expensive. “Over time, wood decking actually ends up being more expensive than composite,” Lafrance said. “Sure, the initial cost of pressure-treated lumber is less than wood alternatives, but since a deck is a long-term investment, it’s important to consider the long-term costs, such as all the materials you’ll need for seasonal stripping, staining, painting and sealing. Add to that the time and cost involved in repairing and replacing wooden deck boards that will inevitably warp and splinter over time — even if they are well-maintained. When you factor in the cost of ongoing maintenance required with a wood deck, a composite deck ends up paying for itself in the long run.”

Misconception No. 5: Composite decking is not eco-friendly. “Because it is made primarily from recycled content, composite decking is remarkably eco-friendly,” Campbell said. “In fact, Trex composite decking is made from 95 percent recycled content. By using plastic and industrial wood scraps that would otherwise wind up in landfills, they use more than 400 million pounds of recycled material each year in the making of their deck boards.” For more information, visit trex.com.
