Although the Chamber Annual Dinner and Awards ceremony has been rescheduled, our work has begun. Chris Moore, our 2021 Chairman of the Board, has jumped in and assumed his role at all levels. We’re excited starting the first quarter off. A ceremonial passing of the gavel took place at the January First Friday from Andrew Rowell to Chris. Of course it lacked the glitz and glamour of the annual dinner, but we’ll do it up right this summer with a proper celebration of Andrew’s chairmanship.

We’ve once again developed an aggressive business plan, and are already addressing issues and opportunities in the document.

We begin the year with a new team member, Ashlee Davis, as our Vice President of Communications. Ashlee comes to us from the Eufaula Chamber of Commerce, and I hope that you’ll welcome her to the Chamber family. You can read more about Ashlee in the bizlist in this issue.

I couldn’t write this message without the mention of a few of our Past Chairs of the Board of Directors. Within a 13-month period, this organization lost five of its amazing leaders, of which I personally worked with over the years, and they’ve all left me with fond memories and of course had a huge impact on this organization and community. It is with a heavy heart we remember and never forget, Karen Hanes, Hugh Roche, Joe Tannehill, Fred Lindholm and John Robbins. Thank you for the memories my friends!

Although I don’t want to give COVID 19 any more press than it deserves, I do want to remind you to please do your part to prevent the spread of this horrible virus that has changed our lives. Bay County citizens were also called to vote on six statewide ballot measures amending the Constitution in Florida. There were four citizen initiatives and two referred by the Florida Legislature. Two of the four citizen initiatives were passed with both Legislature items passing.

Amendment 1 was approved and has changed the constitution to state that only citizens, rather than every citizen, who are 18 years old or older can vote in federal, state, local, and school elections in the state of Florida.

The two candidates that received the highest votes would advance to the general election. If only two candidates qualified, no primary would be held, and the winner would be determined in the general election. The popular vote in Bay County was to pass this amendment, however, in the end the amendment was defeated.

Also defeated in the general election was Amendment 4, requiring future constitutional amendments to be passed twice. The proposal would have applied the current threshold for passage to each of the two elections.

Both Amendments 5 and 6 were referred by the Florida Legislature concerning property taxes. Amendment 5 increases the period during which a person may transfer “Save Our Homes” benefits to a new homestead property from two years to three years.

Amendment 6 allows a homestead property tax discount to be transferred to the surviving spouse of a deceased veteran. Both of these amendments were passed on a local level.

Amendment 2 was designed to increase Florida’s minimum wage from $8.56 in 2020 to $15 by 2026. This amendment passing means that each year minimum wage will increase by about 10% each year until reaching the $15 mark. Florida will now become the first state to increase the states minimum wage to $15 per hour through a ballot measure implementing the highest minimum wage rate of any ballot measure as of 2020. While the popular vote in Bay County was not to pass, the amendment ultimately passed throughout the state.

If passed, Amendment 3 would have established top-two open primaries, meaning all candidates for an office, including party nominated candidates would appear on the same primary ballot.

Bay County experienced firsthand the Guard’s role in community support following hurricane Michael. However, their involvement doesn’t stop there. With over 10,000 Florida Army National Guard service members, the Guard has played a large role in COVID-19 missions, riot control, and disaster relief.

Plans are in motion to move their Readiness Center and Armory from their current Lisenby Avenue location in Panama City to the Airport. The old facility in Panama City was severely damaged during Hurricane Michael. In February of 2019, the Airport

The new partnership was very well received by Airport Executive Director, Parker McClellan in stating that he believes the Airport’s assets provide an opportunity for the Guard to fulfill their missions. “The runway at ECP will be an asset to the FNG, but is not required for their mission in our region. The Airport provides a platform for other resources to easily and more rapidly get into the region and community, if we have another Hurricane Michael,” said McClellan.

Following the approval of the lease during the February 2019 Airport Authority Board meeting, the Guard was granted the ability to request federal funding for the facility. While construction is not yet underway, the plan remains in motion. The relocation of this facility and close partnership with Guard will continue to be wonderful assets to the community.

Currently, one of the most popular CTE courses is Applied Cyber Security. In this program, students learn a plethora of real-world skills, according to teacher Patrick Hair, and have the opportunity to turn that education into industry certifications designed to help them both find jobs in the field and/or apply to rigorous college and university programs. “Our students are learning about the tools and systems used to monitor, mitigate, and prevent online threats,” Hair explained.

Hair, who teaches at A. Crawford Mosley High School and is their 2019-2020 Teacher of the Year, added that his students are learning about “computer hardware and software, networking basics, types of security threats, and various topics to prepare them for a career in cybersecurity.” Currently, students in these classes are working towards the “CompTIA IT Fundamentals industry certification, the first in a series of cyber-related certifications,” he added.

September - November 2020 from Garrett Wright, Vice President, EDA of Bay County Throughout 2020 the Bay Economic Development Alliance (Bay EDA) and Gulf Coast State College (GCSC) partnered with local manufacturers to establish the Gulf Coast FAME Chapter in Northwest Florida. The Federation for Advanced Manufacturing Education (FAME) is a national work-study program that develops global entry-level multi-craft maintenance technicians. It is through the collective efforts of multiple community partners including but not limited to Trane Technologies, Gulf Coast State College, Bay EDA, and CareerSource Gulf Coast, the Gulf Coast FAME Chapter was established. The Gulf Coast FAME Chapter strives to ensure that our local industry continues to recruit the talent needed to support operations.

In 2010, the first FAME Chapter was established in Kentucky to support local manufacturing operations. From there, chapters have grown to over thirty locations throughout the United States. Recently, FAME was recognized by the Brookings Institute for the impressive participant success after graduation.

Their study found that FAME graduates earned 63% more than non-FAME graduates who had similar education experiences and similar careers.

For the Gulf Coast FAME Chapter, founding companies include Trane Technologies, Berg Pipe, Merrick Industries, Eastern Shipbuilding, ACMT, EPS, Maritech Machine, and others. Over

time, this program is designed to create a pipeline of broadly trained individuals who can transition to full-time employment upon graduation. For participating companies, this program will become a critical pipeline for attracting skilled talent into their advanced manufacturing operations.

The program recruits students and pairs them with a sponsoring company to complete a two-year apprenticeship program.

During the program, students receive formal classroom training two days per week and work onsite at their sponsoring company three days a week.

Participants in the FAME program can be recent high school graduates, military members transitioning to the workforce, or individuals looking to move into a new career path. The FAME program is designed to give students hands-on experience while also providing formal educational credentials. The program has focuses on professional presence skills, lean manufacturing acumen, as well as formal technical capabilities.

Gulf Coast FAME is currently recruiting students to participate in the first cohort. The starting cohort of students are being recruited throughout Spring 2021 and will begin the FAME program in Fall 2021. s I consider 2021, I think of the phrase “new year, new opportunities”. After all our community endured in 2020, with residual Hurricane Michael damage and the impact of COVID-19, it is more important than ever before to enter the new year with optimism and anticipation for great things to come.

As this applies to our current workforce situation, we have many employers hiring within our region. Hiring has been consistent during the pandemic with many able to recall the sight of “help wanted” signs on more storefronts than not. We appear to be moving in a direction that would continue that trend.

Additionally, regional data projects job growth in the following industries: computer systems/related services, healthcare services, financial services, real estate, educational services, and floral services. This means there should be many opportunities available for job seekers who are interested in transitioning into a great career. For some this may require additional skills training; however, acquiring the necessary skills and training can result in secure, well-paid employment opportunities.

To aid with this effort, CareerSource Gulf Coast has partnered with Gulf Coast State College (GCSC) to offer employment services for students completing GCSC rapid credentialing courses. Utilizing CARES Act dollars, GCSC is offering workforce/career and technical education credentialing and certificate programs for individuals who have found themselves unemployed, underemployed or furloughed due to the pandemic. CareerSource Gulf Coast is offering scholarships for this training to cover a portion of the tuition costs for eligible participants. Once individuals complete training, our team will also provide job placement and career management services.

CareerSource Gulf Coast is also implementing an internship program for dislocated and economically disadvantaged workers who may be eligible for internships. Eligible job seekers will receive 12-weeks of in-demand paid job training in local industries.

Through this program, we are aiming to help adult individuals (not just recent-graduates or young adults) receive employability training with the ultimate goal of a permanent job position with their internship employer. This will help employers offset their cost of hiring an employee who needs training to be a part of their permanent workforce.

The 34th annual Bay County Job Fair took place on Thursday, February 4, 2021. This year’s event will was virtual, which is a new and exciting medium for recruitment and hiring events in our area.

The Bay County Job Fair is the largest job fair in the county. Having a virtual event allowed us to host an unlimited number of employers and job seekers without running a risk of exposing everyone to COVID-19. We were excited to navigate this new terrain!
