Te Awanga film studio consent approved

Parkhill Studios cleared by Environment Court BONNIE FLAWS Public Interest Journalism funded by NZ On Air The proposed film production facility at Te Awanga – Parkhill Studios, Hawke’s Bay’s No8 Studios – this week has finally been cleared by the Environment Court. Resource consents for a purpose-built film facility are approved. The studios are expected to create employment and training opportunities for locals.

More than a year ago the studio faced two appeals in the Environment Court, after receiving initial consent, including one filed by

No8 Studios itself, which sought to delete the condition limiting the hours of operation of the film studios. The other was filed by Andrew Caseley, who was a submitter opposed to the original application.

This BayBuzz article filed almost exactly two years ago describes the exciting potential of this venture. It’s been a long wait.

Respected film industry veteran and No8 Studios director Tony Keddy today told BayBuzz: “Hopefully earthworks will start later, in November-December this year, with a view to be operating by the end of next year.”.

The facility is set to be greenfield development with buildings being purpose-built for the specific needs of the film industry.

The off-grid complex will be located within a 1000-acre prop-

erty with access to thousands of acres of potential location options within walking distance of the studios, perfect for a raft of international productions to call Hawke’s Bay home, driving significant economic impact to the region.

The studios will create employment for locals and through partnerships with education and training-based organisations provide opportunities for people to begin a career path that is not currently available in the region.

“We are working closely with the screen sector, industry training organisations and Toi Mai to roll out a Screen Industry Training Programme in Hawke’s Bay that will then be rolled out nationally,” Keddy said.

Buyout of worst floodaffected properties announced BONNIE FLAWS Public Interest Journalism funded by NZ On Air A Government/council funding arrangement for the voluntary buyout of Category 3 residential properties was announced by Cyclone Recovery Minister Grant Robertson on Thursday morning.

The funding arrangement would also be used to offer protection for Category 2 designated properties in flood-affected regions.

Category 3 properties (236 in HB) face future severe weather event risk that cannot be sufficiently mitigated, while Category 2 properties (2526 in HB) require property or community level interventions to manage severe weather event risk.

“From the beginning of this process the Government has support-

ed a locally-led response to the North Island weather events, as requested by councils and communities in affected regions,” Minister Robertson said.

“The facilitation work that the cyclone taskforce has been engaged in to undertake risk assessments has been completed. From here the councils will lead engagement with their affected property-owners.

“Today’s announcement will help councils get the right solution in the right place and avoid significant financial hardship for property owners.”

Details are being worked through and should be ready by mid-June, held. This will include the criteria for valuation of Category 3 properties, the split of costs between councils and central Government and the treatment of uninsured properties.

Resilience measures and flood protection for Category 2 properties have already received some support from the $100 million funding announced in Budget.

Associate Finance Minister Michael Wood said initial indications across all regions showed there were about 700 Category 3 properties and up to 10,000 homes in Category 2.

A statement released by Mayors Sandra Hazlehurst, Alex Walker, Kirsten Wise and Craig Little, and HBRC Chair, Hinewai Ormsby indicated they were pleased with the announcement.

gorisations provide further and much-needed clarity for the communities across the region who were severely impacted by Cyclone Gabrielle.

The joint statement said while the provisional land categorisations were just the start of the process, homeowners in Category 1 (defined as needing only to be repaired to their previous state in order to manage future severe weather event risk) would now be able to move on with their recovery with confidence.

Owners of Category 2 properties continue to face significant uncertainty while work continued. The two categories covered a wide range of scenarios and circumstances, including properties that weren’t damaged.

But is it a good investment for ratepayers and what are its plans for the future?

In the financial year 2021/22 ratepayers have contributed $2.15 million, while total revenue, mostly fees and charges but also retail, cafe sales and venue hire, was $2.1m.

However, the aquarium’s reve-

nue has been on an upward trend, jumping from $2.24m in 2019/20 up to $3.25 in 2020/21, and $2.45 in 2022/23. And in recent years some funding has come from central government as well through various pots of money, including Covid relief funds like the Strategic Tourism Asset Protection Programme run by the Ministry for Business, Innovation and Employment.

Has the National Aquarium passed its use-by date?

BONNIE FLAWS Public Interest Journalism funded by NZ On Air With the loss of two sharks recently, as well as the popular Piranhas last year, some may be asking if Napier’s National Aquarium is in need of a refresh. Readers may also recall criticism of the enclosure of the Hawksbill turtle, Terry, last year.

The decision to release the sharks back into the wild due to repetitive injuries to their rostrums (noses) was obviously the right one from an animal welfare point of view.

Aquarium general manager Rachel Haydon said the reason they wouldn’t be replaced was that the sharks were unable to reach full

healing in the current Oceanarium.

Other species such as kingfish, hapuku, blue mao mao and eagle ray had been procured to the exhibit instead, she said.

Yet the sharks were one of the biggest draw cards. Feeding time was an exciting attraction for children and adults alike, as parents know. And making changes to Terry’s tank or creating a new space for him would only be possible with a major overhaul to the building or the establishment of a new one, Haydon said.

“Work of this scale would realistically need to be considered in the context of the future direction of National Aquarium. In the meanwhile, Terry is safe, healthy and well-looked after in his current setting.”

Fluoridation to resume in Hastings

SAHIBAN HYDE Public Interest Journalism funded by NZ On Air Fluoridation of Hastings’ main urban water supply could be re-established before the new year says Hastings District Council Mayor Sandra Hazlehurst.

Hazlehurst’s comments follow a ruling by the High Court, which determined orders to add fluoride to more than a dozen drinking water supplies, given by then Director-General of Health Sir Ashley Bloomfield, as unlawful.

In July 2022, Bloomfield directed 14 councils to fluoridate some or all of the drinking water supplies.

RNZ reported the preliminary High Court decision released on Friday, November 10, ruled those orders contained a procedural er-

ror. Namely, Bloomfield did not give specific consideration to the Bill of Rights Act in making them.

It means the fluoridation orders could be set aside or returned to the Ministry of Health for reconsideration before a substantive hearing on the broader issue next year.

The 14 councils were given a deadline to start fluoridating and would be subject to hefty fines should they fail to comply.

Hastings District Council was the only council in Hawke’s Bay included on the list.

“That was to allow us to add chlorine for water safety – we were at that point unable to add both fluoride and chlorine,” she said.

“Since then we have been working on the infrastructure necessary for the longer-term, and among other improvements that will enable us to add both fluoride and chlorine to the supply.

Helicopter Trust needs help

Hastings Council is pondering what to do about complaints of vehicle use and damage at Waimārama Beach, after recently taking submissions on the issue.

But meantime the situation has prompted Bayden Barber, chair of Ngati Kahungunu, Waimārama res-

ident and former HDC councillor to block vehicle access to the beach while the council reflects.

Barber has gotten a fair amount of Facebook abuse for his action.

Looking further into the matter, I received a submission to HDC prepared

by Paddy Maloney, a Waimārama

property owner who has spent years working to protect the beach environment. Bayden Barber comments: “Any half measures will not suffice due to the difficulty in policing it. A complete vehicle ban from the beach is needed for the reasons Paddy has outlined.”

On average, the Hawke’s Bay Rescue Helicopter flies over 400 missions each year. Over 80% of these missions provide urgent medical assistance at accident scenes or inter-hospital transfers for the critically ill.

The Rescue Helicopter is also utilised for Police operations, National Search and Rescue operations, education, and training and demonstrations. No one pays to use the life-saving service of the Hawke’s

Bay Rescue Helicopter Trust.

So, in addition to funding from the Health Ministry and ACC they need to meet their annual operating costs of around $2.5 million by raising around $1.3 million each year.

Recovery: who’s in charge?

TOM BELFORD The structure and process for developing our region’s cyclone recovery programme was clarified this week with the announcement of the new Regional Recovery Agency’s Oversight Board.

Going back a step, in case you missed it, Hawke’s Bay now has an in-formation Regional Recovery Agency (RRA), whose interim manager is Keriana Brooking. BayBuzz reported on the RRA and its interim chief here.

But in a nutshell, the RRA is responsible for pulling together a comprehensive recovery plan for the region, drawing upon both territorially-based plans developed by our councils and region-wide plans developed by the RRA staff (perhaps two dozen, yet to be recruited) to address six cross-cutting areas (‘pou’ or ‘pillars’ in RRA parlance): Environmental Resilience, Economic Growth, Whanau/Community Wellbeing, Primary Sector, Resilient Infrastructure and Recovery Transition. The RRA work will also integrate the responsibilities of government agencies (e.g., MSD, Transport etc) into the overall regional plan.

The petition was presented to CHB Mayor Alex Walker by Otāne resident Kerry Low who was concerned about vaping products being available in the town and the impacts to young people in the village.

Effectively, this is HB’s latest attempt – dictated by the sheer scale of needed recovery planning and resourcing – to meld localism with regionalism.

The RRA website does a good job of explaining the basic framework and allocation of roles, and this chart provides the basic overview.

The Government will be expecting the region to set forth its needs as a region, with one voice, and will expect that outcome to be ensured – and progress against milestones overseen – by the newly-announced RRA Oversight Board, to be chaired by Blair O’Keeffe, a seasoned HB-raised executive, currently serving as chair of Napier Port and HB Rescue Helicopter Trust, and a director of Unison amongst other governance roles. A big picture guy.

Other members of the Trust are: John Loughlin – chair of Rockit Global, with a history of governance roles in the primary and tech sectors; Renata Hakiwai – board member of Heretaunga Tamatea Settlement Trust and chair of its commercial/investment arm, experienced in workforce development;

Wendie Harvey – chair of HB Airport and numerous other directorships, local and NZ-wide; Caren Rangi – various directorships including Creative NZ, Radio NZ, HB Regional Economic Development Agency; Tania Eden – chair, Mana Ahuriri Trust, chief executive, Te Taiwhenua o Te Whanganui a Ōrotu; Billy Brough – consultant providing strategic environmental policy and sustainability advice.

It is said that this board was “collaboratively” selected by Government and our local leadership, the latter in the guise of the Hawke’s Bay Matariki Governance Group, co-chaired by CHB Mayor Alex Walker and Leon Symes, Chair of Tātau Tātau o Te Wairoa. This group includes the region’s mayors and HBRC chair, plus local Māori leadership.

So, who’s in charge at the end of the day?

By all appearances, that would seem to be the RRA and its Oversight Board. That’s where the sifting of competing local priorities

it poses a risk to community and danger to children of the community.

Mayor Walker said local councils did not have the power to regulate the sale of vaping products in the same way as alcohol sale and supply.

However, they do have a legislated duty to promote community wellbeing and are well placed to provide valuable local context and knowledge.

“We take our responsibility for community wellbeing and as advocates for our community extremely seriously,” Walker said.

“We acknowledge that our local retailers have the right to operate within the current regulatory framework. We also welcome this initiative by the Otāne community.

It opens a conversation about how the current vaping regime needs to change to benefit everyone in our community.

“While recent changes to Ministry of Health vaping regulations are positive, we want to see these go further to protect our kids from a new and largely unknown health risk. We support the controlled supply of vapes to adults wanting to stop smoking, but we don’t want to see young people who have never smoked in their life taking vaping up.”

She added the petition demonstrated that the community was passionate about ensuring they had a say about if and where vapes can be sold within their community, and council would ensure its views were heard by the new Government.

Some of the options available to Council to consider include presenting the petition to local Ministers Wedd and Butterick, and also to the new Health Minister Shane Reti.

Be wary of algal blooms As the summer sun beats down on us in Hawke’s Bay, and people start heading towards a water body to cool down, Te Whatu Ora advises caution be taken if it looks bad, smells bad, has green or brown particles suspended in it or if scum or leathery mats of algae are on the surface or the bottom of the waterway.

HB Hospital improving services Clinical performance metrics released in October 2023 painted a somewhat dreary picture of how Hawke’s Bay Hospital is performing. However, since the metrics were released, the hospital has been working hard to improve the services that under-performed.

Funding help for key HB events Nine events have received funding from the Hawke’s Bay Regional Events Fund, including $25,000 for Horse of the Year. Event organisers and promoters of 17 events applied to the one-off event fund, with the full $100,000 allocated across the nine recipients. Event managers could apply for funds to assist in the establishment or further development of regional events.

SILT Hastings District Council and Hawke’s Bay Regional Council have formed a Silt Recovery Taskforce to deal with the estimated five million cubic metres of silt on orchards, farms, roads, and properties.

The taskforce is looking at a range of options for storing and using silt in the future, and working closely with other councils, industry, and landowners to develop solutions for the region.

There’s about 850 truck movements happening each day to collect silt, a job that’s expected to take many months to complete.

ROADS AND BRIDGES Restoring access to the transport network has been an ongoing priority since the cyclone, which destroyed 16 bridges and damaged many hundreds of kilometres of roads. Within two months of the event, 280 bridges had been assessed, two new bridges built, with others in design or construction.

Many rural roads are still in a fragile state and are only open for essential travel and emergency access.

Upstock: ready to order

Frost Fans: winds of change BRENDA NEWTH

BRENDA NEWTH I’d never heard of Upstock to be honest, and Havelock North founder Phil Fierlinger, wouldn’t have it any other way.

Upstock isn’t for you and me, unless you’re in the food service trade. It’s sort of an online place for ‘shops to shop’. With Upstock, gone are the days of a chef scribbling an unreadable note by the phone reminding someone to order more eggs, only to discover later that someone else had already done it.

Upstock is deceptively simple, as most clever things are, and no surprises really, from someone who used to be Head of Design for Xero, a company once described

by Forbes as the most innovative growth company in the world.

“Design isn’t just about making things look pretty,” Phil explains.

“It’s about making things useful and usable.”

The way Phil tells it, Upstock happened by chance. A mate who is involved with the iconic ‘Foxton Fizz’ brand was looking for a simplified way to streamline his ordering for his customers and got Phil to look into it. “My first thought,” he explains “was, oh this is an e-commerce solution, there’s plenty of those.” Turns out there wasn’t, at least not for businesses, and so, well here we are.

At its most basic, Upstock helps save time and waste, which in the food industry can be massive. One UN report estimated that if food waste were a country, it would be the 3rd largest carbon emitter in the world.

But beyond inventory management the real genius of Upstock is the marketplace it creates. With over 30,000 buyers connecting with 1,000 or so suppliers and over 100,000 different products, buyers have a whole new product line-up to choose from, and sellers get in front of a whole new customer set.

In the Bay, companies like Bostock are sellers and Bellatinos are buyers, whereas Brave Brewing and Bay Expresso are both.

Having always used a recipe as a loose guide, with varying degrees of success, I press Phil to see if there’s a consumer version in the works. Sadly not. “Consumer behaviour is quite different,” says Phil politely. “Retail customers have a different set of expectations to the wholesale trade.”

Which I pick up as code for ‘we’re difficult’.

In any case there’s enough to keep Phil and the Upstock team of 26 more than busy. Roughly 10% of the business is in Australia, and in 2024 they’re gearing up for a big push into the states. Onwards, and very much upwards.

It’s an appropriately chilly morning when I visit Frost Fans, so I assume Andrew will be in a good mood, given that it’s mornings like this the fans earn their keep. And then some.

‘The fans’ that Andrew Priest and the crew make, branded FrostBoss, protect delicate crops on the mornings when the mercury falls to around zero. Everything from grapes to cherries, lavender – even a ready-lawn outfit over in the ‘lucky country’ – all have escaped certain death thanks to what goes on in the shiny new Omahu Rd facility.

There’s close to a couple of thousand FrostBoss fans in the Bay alone, each one protecting up to eight hectares of crop. “Ours are the four or five blade ones,” Andrew is quick to point out. “The difference” he adds helpfully, “means less noise and they’re more fuel efficient.” The sleek blade profile is the work of their designer, who used to help make the boat go faster for Team New Zealand, and who just might know quite a bit about efficiency in relation to aerodynamics.

Design isn’t the only difference though. Sensors trigger the fans the minute they sense imminent danger from Mr Frost, like when a home security system triggers an outdoor light. Andrew’s app offers

growers the same peace of mind, although obviously it’s not movement that triggers action, but temperature.

He’s quite serious when he talks about it reducing stress.

Global boiling isn’t just about heat, but climate disruption, with weather events being harder to predict. The alternative for a farmer is waking up at half past silly o’clock, wondering if there’s enough in the kitty to get a helicopter to move the still, cold dawn air around. Or risk losing everything. Such is the price of going into business with God. Equally tricky and inefficient is spraying the young crops with water. “It sounds counter-intuitive,” says Andrew, “but the water freezes around the fruit, protecting it.” The downside of course, is the need for a plentiful water supply.

Rather ironically, it’s climate uncertainty that means a more assured future for Frost Fans.

They’re already selling fans in every hemisphere. There’s an electric version in the works. For growers in France’s famed Loire Valley, a UNESCO heritage site, they have designed hydraulic FrostBoss units that lie down and hide from view when not in use. Still recognisable though. They’re the ones with four blades. Or five.

Peak Bostock?

TOM BELFORD Are we about to see the end of the Bostock apple, veggie and chicken empire in Hawke’s Bay? Have we witnessed ‘Peak Bostock’?

John Bostock has floated all his assets to prospective buyers and/ or investors. Come one, come all teases his recent ad in HB Today … an offer obviously circulated through his investment advisor, Craigs Investment Partners, to much bigger players than Hawke’s Bay can muster.

The offer makes clear that the lucky investor can buy into any aspect of Bostock’s holdings – land interests, orchards, Bostock Chickens – in big gulps or a chicken wing at a time. One can buy assets outright or invest in shares to co-own with John (and his sons in the case of chickens).

Having built an amazing company that he owns 100%, the envy of many in his industry, why would he do this? And let me note John Bostock isn’t talking to media about this, so these are pure conjectures.

John Bostock did describe to BayBuzz just after the cyclone the extent of his losses from the disaster: • 7% of orchards completely destroyed • 30% of apple crop destroyed • 50% of squash destroyed • 80 % of onions destroyed • 20% of maize crop destroyed • 1 house ruined • 100 hectares of cropping landunfarmable due to silt and logs.

• Tractors, hydraldders, pumps, flooded ,one centre pivot irrigator, sheds, and orchard equipment destroyed.

• Estimated net loss to company

after insurance $30 million.

Without question, major losses.

That said, Bostock NZ is a company forecasting $200 million in revenue in the 2024 financial year and across all its operations in Hawke’s Bay grows stuff on nearly 3,000 hectares of farm land. Moreover, NBR’s ‘Rich List’ places Bostock’s wealth at $260 million.

One would think Bostock NZ could take a punch … even a heavy body blow like Cyclone Gabrielle.

But that might depend upon his debt profile going into the storm.

So, Scenario 1 – business as usual Yes, he would need to plough a heap of money into restoring production to pre-cyclone levels, a several year process for the orchards. As a shrewd businessman, however, John would rather risk other people’s money than his own.

So first, alongside other farmers

Friday January 12, 2024 7 and growers, he lobbied the Labour Government as hard as possible for cash relief after the cyclone.

That cash didn’t materialise and is not likely to under a supposedly tight-fisted National Government.

And a big corporate has a much easier path to raising funds than negotiating with Wellington bureaucrats over loan guarantees – place an ad, hire an investment firm, and let the money come to you.

This scenario assumes Bostock just wants to keep doing what he has been doing. Forge ahead. He just wants to reduce debt, share the risk and doesn’t really intend to lose control.

Scenario 2 – Peak Bostock … in Hawke’s Bay But John Bostock has always been ahead of the curve. And he believes in science; he holds a BSc in chemistry. He knows he’ll see another Cyclone Gabrielle in Hawke’s Bay in his lifetime … maybe five years from now, maybe ten, maybe next year. He might ask: Is ‘recovery’ a fool’s errand? Will his assets actually diminish in value?

One might note that his ad, maybe for simplicity, mentions only Bostock’s Hawke’s Bay assets as being up for sale. To truly de-risk against future severe weather events, Bostock needs to grow outside Hawke’s Bay … and even outside New Zealand. And he’s already taken steps in that direction, with operations on the South Island and, I believe, in Chile.

Overseas expansion seems especially attractive – more land, cheaper production costs, no labour shortage and RSE woes, perhaps even closer to markets.

Tatsumi Strawberries: king of fruit in Clive A country road in Clive is home to Tatsumi New Zealand, a high tech strawberry growing operation owned by Japanese interests.

Tatsumi grows strawberries year round in two glass houses, replicating its Japanese based operation.

Japan’s harsh summers are too hot for strawberry cultivation, explains Takushi Matsunaga, Director of Tatsumi New Zealand, and that’s where the Clive operation comes into its own.

“For the Japanese summer, we ship weekly from May through December, averaging around 2.5 tonnes each week once full production is reached. The strawberries travel overnight by road to Auckland, and they land in Japan later that day,” he says.

Tatsumi New Zealand’s multi-million dollar project is in its second season and, as we write, is just months away from full production. In the packing shed the strawberries are packed in special boxes, with the export fruit picked early, as it colours, but doesn’t sweeten on the journey.

Tatsumi is primarily focussed on growing for the Japanese export market.

Putting hemp on the map BRENDA NEWTH Hemp growing indigenous startup Kanapu Hemp is on the cusp of releasing a breakthrough product that will put it on the map.

Started in 2017 by co-founders Isaac Beach and Kirby Heath, and Simon and Lou White, the company is founded on organic and regenerative principles that embrace Te Tiriti O Waitangi, and care for the whenua (land), and people.

Currently Kanapu hemp crops are grown on Māori land at Waimārama (25 hectares of organic industrial hemp, now in year three), and in Ōtāne (2,500 hectares of regenerative industrial hemp that’s spray and pesticide free) on land owned and leased by the Whites.

Kanapu see growing hemp as a solution for Maori land owners, says Kirby.

“What we’ve found is an opportunity to not only benefit the whānau, so that they have fantastic healthy land when Kanapu no longer grows there, but it’s also an opportunity to untie our people from leases that might not be beneficial for them.

“We’ve found a gap where we can serve our people and the communi-

ty,” she says.

Kanapu is vertically integrated.

It’s the farmer and the manufacturer, and currently produces two food products – hemp flakes and hemp seed oil – in small batches (for freshness) from its Havelock North premises.

But things are set to get a lot bigger with the launch of hemp milk in early 2024. Kanapu hemp milk will be the world’s fourth, and New Zealand’s first hemp milk product.

“We have been intentionally moving into the value-add area of production, where there are less steps to consumption,” says Kirby.

“The consumer knows how to use milk. So instead of producing

an ingredient product, we’re moving into more familiar territory for the end consumer.

“We’ve been working on the milk for a long time, since Covid-19, but we like to take our time with things and get them right. We’re about to take the leap and launch the product.

“The milk is our hero product, and should put us on the map.

We have our own R&D arm based at Massey University and a food technologist who develops our products.

“We’ve just had our final trial and it’s tasting very, very good,” says Kirby.

Organic opportunities: the Chantal story BRENDA NEWTH In 1979 teacher Maureen Ward Alexander and chartered accountant Peter Alexander returned from their Big OE to Hawke’s Bay. Maureen was a farmer’s daughter from a place on the Taihape Road. Peter hailed from a small town south of Auckland called Pukekawa made infamous just a few years earlier by the Crewe murders.

Both became vegetarian while living in Dunedin. Returning to Hawke’s Bay the couple found it hard to buy the whole foods, such as lentils, that were easily obtained when they lived in London. Luckily there was a local vegetarian co-op called Chantal offering access to the foods they sought.

Over time, the co-op grew. Eventually there was enough momentum and business potential that Peter and Maureen, together with Carol and Alan Burke opened a small shop – also called Chantal – in Napier’s Hastings Street. It was 1983.

Forty years later Chantal is still on Hastings Street, albeit a few metres away from the original store and with a much bigger footprint.

In that time it has become a trusted focal point for the vegetarian and organic communities.

Every step in the Chantal story has been organic. Original part-

ners Peter and Maureen and Carol and Alan did not start their enterprise with the goal of creating a multi-million dollar business.

At its peak under Ward Alexander ownership Chantal grew, and grew, and grew to become a vertically integrated operation incorporating a store and café, organic gardens, and a wholesale business carrying around 1,000 stock lines and supplying other organic shops all around the country, with a total workforce of around 80.

It wasn’t intentional per se, it just happened. A case of seeing opportunities and taking them.

Maureen talks about how the Chantal range expanded into supplements in the early 80s. “A woman with a supplement shop in the mall was closing down. We weren’t going to have supplements, but she wanted to ensure ongoing supply for her customers and asked if we would take the products on.”

The wholesale business had a similar low key beginning, founded on a surplus of carrots, explains Peter.

“One of our growers had more carrots than we could sell. So I rang up some of the Auckland shops and said, do you want some organic carrots? And they all said yes. So that was how we actually started.”

The wholesale organic range expanded into dry goods from an experience Peter had with a raisin

supplier, after comparing prices and estimated margins.

“I considered he was making too much, so we started selling raisins and made a fair profit.”

Chantal Wholesale – supplying other organic stores – was run from the back of the shop, until it got too big, says Maureen.

“In 1999 we moved the wholesale business to North Street.”

Chantal has always been about community. At its heart it’s about nourishing families.

It’s a business that holds true to its original principles and ethos, and is the life’s work of Peter and Maureen.

Over the years their daughters, Tess and Marla, and many cousins have worked at Chantal. And today, as adults with their own young families Tess and her partner Tim, and Marla and her husband Ben are all associated with the business.

Tess and Tim run the Chantal store as part owners, and Marla and Ben operate Petit Jardin, a small market garden run on organic principles that supplies Chantal with seedlings and vegetables.

In truth, all of the developments in Chantal wholesale over the years have stemmed from the retail store.

“The driving point was to wholesale anything.”

Whatever became of advocacy?

PAUL PAYNTER On the evening that preceded Gabrielle, my father, a life-long weather obsessive, sent me a text: “Taupo road closed. Esk Valley will flood tonight.”

Of course it flooded more spectacularly than anyone expected, but it was always going to flood.

The bloke who ran the camping ground knew it too and in kicking out his customers he probably saved many lives. This wisdom, I’m assuming, was based on sound local knowledge and not a PhD in meteorology.

Cyclone Gabrielle was merely a tropical storm when it reached Hawke’s Bay. Our rain gauge at work only recorded 150mm for the relevant 24 hours, a significant but not unusual event. The problem was the wind direction. The rain was driving in directly from the east, landing in the ranges and running straight back down the rivers. Rainfall by location (what the press cites) and rainfall by catchment are quite dif-

ferent things.

Many weeks later and despite having two detailed reports prepared by Gus Charteris and Boston Consulting Group, government has not made any significant decisions, barring initial clean up grants. This is immensely frustrating as the social and economic impacts are incalculable.

In my industry, the apple crop will be down about 25%. That means that at least $200 million of foreign exchange earnings won’t be flowing around our community.

The impacts on cropping, pastoral farming and wine will nudge those losses to around a billion dollars.

You will feel this everywhere you go and for years to come.

You will have noticed very little of the clean-up is occurring on the plains. That’s because the apple growers have no money. A 25% loss in income isn’t something we can absorb after the trauma of Covid disruptions, labour shortages, a huge spike in freight costs and the

Ukraine war causing a collapse in the EU market. 2022 was the worst year in the apple business in living memory.

Already we have borrowed our seasonal finance to produce a crop that has partly disappeared. The banks know that any more money they lend us won’t be repaid this year. A year of thumping losses is baked in the cake.

There is a lot of talk about recov-

ery, but there is no money to plant trees again. If they are destroyed in this type of event, so is half your asset value. It will take $200k per hectare to repair the damage and replant.

And if you now own a destroyed orchard, layered in silt, what’s it really worth? The banks are quite rightly worried about their security. Even if the government provides funds to replant, I suspect

the banks will not support it. Asset values will be seen as quite dubious, while earnings will be hobbled for the balance of this decade.

Without some magic solution the industry will shrink by a third.

Faced with these dire prospects, you’d expect a lot of public discussion about what might be done about it.

Cherie Meerlo’s Greenmeadows home is thick with art – her walls a veritable who’s who of the local artists she counts amongst her friends. Her home studio is a crafter’s paradise, stacked floor to ceiling with all manner of supplies to delight children and adults alike when they come to play.

Meerlo studied art at EIT in the 90’s, before spreading her wings.

Thirteen years ago she discovered body painting when she had her pregnant belly decorated. A few workshops later she found her niche, winning competitions around the country. Moving home six years ago, she used her twin skills of creativity and connecting with people to establish the small empire that is Meerlo Creations.

Working at a pace that would destroy but very few, Meerlo creates relentlessly across media, both producing her own work and inspiring the artist in others. She has a special relationship with burlesque performer Cherryboomb, who she regularly paints for various occasions, producing fantasy illusions that need to be seen to be believed. Together they run a school holiday programme, combining crafts and movement, each day on a different theme.

Meerlo loves children, their natural enthusiasm, fun and wonder matching her own. “Kids have no fear of creating … they inspire

me,” she asserts. She fills her home with artistic kids every day after school, and on the weekends for birthday parties, tailoring to whatever they’re into with seemingly limitless imagination.

She caters to crafty adults too – work do’s and hen parties – supporting them to create something they can take home, sometimes pairing with an aesthetician to provide a pampering element.

When she’s not hosting at home she’s painting faces and running craft activities at external events.

She also takes commissions, making bespoke, personalised mixed media creations.

A people person, Meerlo’s bowling pin project “brings the artistic community closer together, giving them a chance to get to know one another.” Recognising that artists often can’t afford to own their peers’ pieces, she distributed fifty thrifted bowling pins to be decorated, returned and swapped, lucky dip style, at a festive gathering. For Meerlo, the project has “nothing to do with promotion, marketing or money … it’s about giving and receiving.”

The project ‘took on a life of its own,’ fuelled by her gregarious, generous nature and passion – both for art and for people.

Meerlo’s secret, what makes her beloved, is her incredible sense of fun – ‘my only rule’ – permeating everything she does.

Hawke’s Bay joins ranks of elite world wine regions

TESS REDGRAVE Public Interest Journalism funded by NZ On Air Hawke’s Bay has been named a Great Wine Capital of the world, a global network of the world’s 12 greatest wine regions, including Bordeaux, Bilbao and the Napa Valley.

Hawke’s Bay’s selection as the 12th great wine region of the world comes after about 10% to 15% its viticultural sector suffered damage in Cyclone Gabrielle and is struggling to get back on its feet.

The Great Wine Capitals Global Network was already providing support and information to cyclone-affected wineries and the honour would lift the spirits of wine growers, and allow

Hawke’s Bay to leverage international expertise, resources and support from the cream of the global wine industry, a press release from Hawke’s Bay Tourism said.

It will also lift the region’s $620 million tourism sector, which also took a hit in the aftermath of Gabrielle, by encouraging people back to enjoy long lunches, cellar door visits and cellar door cycle tours.

Hawke’s Bay’s produces 40,000 tonnes of grapes and is home to more than 200 vineyards, 125 wine producers and 30 cellar doors and its industry contributes $300 million to the local economy and contributes $156 million to GDP. Admission to the programme is serious business. A stringent selection process takes place that examines the region’s wine growing industry, its history, wine

tourism, educational opportunities, business and travel and the cities and region itself, says HB Tourism chief Hamish Saxton.

“Hawke’s Bay’s inclusion as one of just 12 great wine capitals of the world is of regional and national significance. it is recognition that Hawke’s Bay wines are among the world’s best and that our nation’s wine growing industry, while still young, offers quality to rival the world’s oldest.”

Hawke’s Bay attempted to gain entry in 2009, but the population did not meet the requirements of 250,000 at the time, a rule that has since been relaxed.

Instead, Marlborough was admitted as the 9th member back then, as the biggest wine growing region in the country, also incorporating Canterbury, Waipara Valley and Central Otago. Its membership lapsed after the

Christchurch Earthquake, as it no longer met the criteria. The network only admits one region per country at a time.

The application was made by Hawke’s Bay Tourism on behalf of Hawke’s Bay Wine Growers, Hastings District Council, Napier City Council, Hawke’s Bay Airport and EIT/Te Pukenga, which outlined the benefits the region could bring to the network. Membership reportedly costs $31,000 a year.

The new achievement would position Hawke’s Bay as unique in New Zealand and the world, and was an accolade to the climate, soils and innovation of the region’s winemakers.

“It is a true legacy for the region and will continue to deliver benefits to industry, education, business and truism for the years to come,” Saxton said.

Saxton said membership will

benefit all the wine regions of the country as wine tourists tended to hop from region to region.

President of the Adelaide, South Australia Great Wine Capitals steering committee said that to become a member meant a region had to possess something “truly great, above average, excellent in a global context.”

“We are thrilled to welcome Hawke’s Bay and the twin cities of Napier and Hastings to our esteemed network. The quality of the wines from this region, their international recognition and unwavering commitment to excellence in grape and wine production, sustainable tourism and education was evident and saw them unanimously voted in by our existing 11 network members.” Members did not see themselves as competition.

Hawke’s Bay Music Month LIZZIE RUSSELL This year, NZ Music Month is HB Music Month, thanks to Jamie Macphail’s plan for 16 concerts around the region throughout the month.

If you’ve had the pleasure of attending any of Jamie’s Small Hall Sessions concerts over the last couple of years, you’ll understand the unique, warm, generous vibe and the quality of live music on offer. Since the beginning of the Small Hall Sessions, we’ve been introduced to fantastic artists from outside the Bay and outside Aotearoa.

So this feels like great timing, to celebrate and discover local talent and come together as community in these special community spaces, after all that the region has experienced in recent months.

“As a community we are in a state of shock and recovery; it’s the right time to help.”

Music was a big part of Hazel Wong’s family and she wanted to give her children the same opportunity.

When her daughter Ruby Lo was four, she enrolled her in piano lessons. A few years later Lo picked up the flute. The lessons gave Lo’s affinity for music a place to flourish and the chance to develop a talent that is formidable.

Aged 15, Lo was named the Freemasons Hawke’s Bay Young Musician of the Year.

While hoping the judges would announce her as the winner, Lo was still shocked when they did.

“It was a bit surreal because I had been building up to it for a long time,” she says. Lo’s mother and her sister Amber were in the audience to support her.

The Sacred Heart College student has previously only been able to watch the competition as an audience member, but could finally enter it for the first time in 2023 when the minimum age limit was dropped from 16 to 15.

Now in its 40th year, the event gives advanced students aged 1520 studying piano, instruments and singing with registered teachers, the opportunity to perform in a concert. It was held at the Blyth

Lo was one of eight musicians taking part in the competition, organised by the Institute of Registered Music Teachers. Adjudicator Guy Donaldson selected six finalists who then performed for an audience and adjudicator Dr Justin Bird.

For her performance, Lo played the first movement of Sonata in A Minor by Mozart, followed by Dreaming by Amy Beach, and Paganini Jazz by Fazil Say. She says she tried to select pieces she thought the audience would enjoy and they were also part of her piano exam.

Lo admits to feeling nervous before the competition and having high expectations of herself, but she tried to remain philosophical.

“In the end I was just thinking, the

only thing you can control is your practice, and everything else is what it is,” she says.

In the lead-up to the Young Musician competition, Lo spent at least two hours a day practicing.

When she was younger, Lo’s mother sometimes had to push her to do her music practice, but she’s since become self-motivated because of the pleasure she gets from playing the instrument.

an orchestra in one instrument”, due to the range and different harmonies you can have in one piece of music. It’s this complexity that she finds compelling.

“I’m quite glad I stuck with it because I enjoy it now. It’s moving away from someone telling you to go practice and learn these pieces, and finding it for yourself.”

Hastings’ East Block wins award TESS REDGRAVE Public Interest Journalism funded by NZ On Air The 10-year regeneration of Hastings city’s East Block, including the Toitoi Municipal Building restoration project, was described as “the very essence of successful placemaking”, winning a top award at this year’s Taituarā Excellence Awards.

The awards are an annual showcase of excellence within the local government sector, and 43 entries from councils across the country were submitted this year with Hastings District Council taking out the Beca Award for Placemaking category.

Judges said the project “built on a community connection to place and brought in mana whenua and local identities within the performing arts to further contribute to place memory. This is the very essence of successful placemaking.”

This is the second year in a row HDC have won the award. In 2022 it was for the “It’s Flaxmere’s Time” initiative.

This year the award was gained for the “A Place for Everyone” project, centred on the restoration of the Hawke’s Bay Opera House and Municipal Building and linked to the goals of the 2013 Hastings City Centre Strategy and the projects

identified in the 2019 Hastings City Centre Revitalisation Plan.

Mayor Sandra Hazlehurst said these goals included strengthening the city centre’s identity, creating quality open spaces and connections, and creating more vibrancy and activity within the area – with the focus in the first five years of the Revitalisation Plan on the Eastern precinct of the city.

“The entire Toitoi redevelopment project, of which the Municipal Building was the last piece of the puzzle, was an integral part of this revitalisation strategy that also included creating a surrounding hospitality and entertainment precinct for eateries, galleries and boutique retail, and the creation of enhanced greenspaces such as Landmarks and Albert Squares,

new amenity planting and outdoor dining areas with permanent umbrellas for shelter.

“Ten years ago we began bringing the vision of our Hastings City Strategy to life with streetscape enhancements on the western end of the city, before turning attention to the eastern side.

A tale of two houses

In Havelock North there are two homesteads of outstanding architectural merit. Built in 1916 and 1926, both are listed Category One with the Historic Places Trust, and deservedly so, as they are among the finest examples of grand domestic architecture in the country.

MARK SWEET It is unsure how, in 1914, Thomas Mason Chambers came to choose architect William Gummer to design his new house after the original timber homestead burned to the ground.

Auckland-born Gummer had returned to New Zealand in 1913, after six years studying, travelling and working in Europe and the United States. Perhaps it was his cadetship with Sir Edwin Lutyens, famous for his designs of English Country houses and gardens, which persuaded Chambers to commission the young architect.

William Gummer was thirty years old.

He must have worked tirelessly to produce three design concepts.

The fire was on 2 September 1914, and in a letter dated 22 November 1914, Chambers wrote, “We have carefully considered the plans submitted and have decided that the C plan with a little modification will suit us best.”

The modifications Chambers requested were numerous, but didn’t alter the basic plan, only positioning within. He asked that the entrance be moved to the side to, “be more convenient to get around

to the motor house,” the music room be larger, the washhouse be part of the main building, instead of detached. And he asked, “We should like our private bathroom where it can get the morning sun.”

“Mrs Chambers,” he wrote, “asks for a storeroom off the kitchen,” and he suggested, “The servants hall I think would be better if larger.” He also asked for, “a small office somewhere near the library,” and, “A fireplace would be required in the sewing room and if possible, in the bedroom above it.”

A unique feature of Tauroa, cited in the Historic Places description as innovative, came from a Chambers’ request. “We should like to have one or two balconies for sleeping on if possible.”

By February 1915 plans were agreed upon. Then the correspondence centered on construction materials. “If the walls are not to show any brick work then I think it would be better to build it entirely of ferro-cement,” Chambers wrote.

He was acutely aware of earthquake risk having witnessed the destruction wrought by the September 1914 East Coast 6.7 quake where, “not a brick chimney was left standing on the Coast.” However, he took Gummer’s advice. “On your assurance of the safety of brick panels, I’m quite willing to adopt it.” Chambers signed his letters with his preferred name, Mason.

Attention to detail, quality materials, and craftsmanship, also make Tauroa a masterpiece of design and build.

The convex side of the V is orientated to the sunny northern aspect, while the concave side forms the rear service yard. Most of the house is only one room deep which gives an outside impression of being much larger than it really is.

Construction began in 1915 and took two years to complete. External walls are double brick, with a cavity between, supported by reinforced concrete pillars and beams. Gummer’s confidence in the construction method was tested in the 1931 Napier earthquake. Tauroa survived unscathed.

In tune with the Beaux-Arts Tra-

dition, Classical Revival, and Arts and Craft Movement, Gummer’s design of Tauroa is a modernistic blending of traditions, similar to Renee Mackintosh in Scotland (The Hill House 1902) and Frank Lloyd Wright mansions in Oak Park, Illinois.

Downstairs, Tauroa rooms connect seamlessly, dining room, music room, and library radiating from the hall, which is grand and proportioned, an inhabited work of art. Upstairs the four main bedrooms branch from the spacious circular gallery. Curved walls soften spaces and Gummer’s room configuration is masterful.

Cabinets and bookcases in the library and music room, built in seating, and the curved dining room sideboard are superbly crafted, as is the beaten copper fire hood with Latin inscription, “Bless the Lord, fire and heat, praise and extol him greatly.”

Tiling in the circular hallway is finely fitted and has worn the test of time, as have the much-touched door finger plates entwined with the initials, T.M.C. An innovation never commissioned is a vacuum system ducted throughout the house. Its motor was aboard a merchant ship sunk by a German U-Boat in 1916.

Tauroa was home to Mason and Madge Chambers for nearly thirty years. They were great entertainers, many old photographs depicting terraces and garden, crowded with guests. When the Governor General visited Hawke’s Bay, he stayed at Tauroa and they raised the Union Jack.

After Mason Chambers died in 1948, Tauroa was taken over by his son Maurice, until his death thirty years later. Maurice left his estate to his grandchildren and Tauroa was offered for sale by auction in November 1983.

In a letter to Council dated, 4th October 1983, a ‘Consortium at Wanganui’ enquired if Tauroa could be ‘developed into a highclass restaurant/dine and dance establishment’. There is no record of a reply.

Sanitarium National Marketing Manager NZ Peter Davis says the TRYathlon is a rite of passage for Kiwi kids. “It’s all about giving it a TRY and is open to all kids, no matter their sporting ability.”

Beginning in 1992 with just 500 entrants, the Sanitarium Weet-Bix Kids TRYathlon is now the biggest triathlon series in the world for kids under age 16, with more than 460,000 kids taking part across three decades.

“While we’d never claim all the credit, we know there is something special in ‘giving it a TRY’ and completing a personal challenge like the Sanitarium Weet-Bix Kids TRYathlon.”Open to all kids aged 6–15 years, the TRYathlon caters to all fitness levels, with the focus on participation and giving it a try. TRYathletes are required to swim, bike and run their way around age-appropriate courses.

Balls in the air while sports park trusts decide to merge DAMON HARVEY The Regional Sports Park in Hastings is graced with some of the best sport facilities in the country, but for some codes, such as the two founding tenant codes – Netball and Athletics – delays in finishing a park spatial plan and a stalled Trust merger are causing unwanted headaches.

Most users of the netball courts, hockey turfs, running track, 50 metre indoor swimming pool or canoe polo, that are part of nearly $100 million in community and high performance sport assets would think that Mitre 10 Sports Park is council owned and operated by the council or some form of council-controlled entity.

However, there are two trusts involved. The original, the Regional Sports Park Trust, was formed after the Hastings District Council sold Nelson Park – the home of athletics and club rugby – to large retail (Big Box) developers for $18m and used $11m to purchase the Percival Road greenfields site to relocate athletics and netball.

The other – the Hawke’s Bay Com-

munity Fitness Centre Trust – was founded by Sir Graeme Avery and Bruce MacTaggart to create a community and high performance centre.

Back in 2007 former Hastings Mayor Lawrence Yule established the Regional Sports Park Trust to raise the additional funds to build a vastly enhanced track and field facility for the Hastings Athletics Association and a regional hub for netball.

It was an instant success, seeing the athletics club attract new members and host major national events, while at the same time creating a platform for the amalgamation of the region’s netball associations to become Hawke’s Bay Netball.

Today, the sports park has evolved to be the home of a wide range of sports and sport clubs. As well as those mentioned earlier, the park is home to Central District Cricket, Giants Boxing, Hawke’s Bay Rugby League, Maycenvale Football Club, among others.

ed to appear with concerns about car parking, ongoing construction of new sport facilities, poor placement of new facilities and lack of cohesion between the two trusts and council.

There have also been concerns that the world class sport facilities developed by Sir Graeme and Bruce Mactaggart could become a future ratepayer financial burden, despite a recent $1m funding package from Pak’nSave Hastings and the trust having a greater focus on revenue generating prospects.

When the dynamic duo joined forces to establish the Hawke’s Bay Community Fitness Centre Trust (HBCFCT), their vision was to create a regional version of the AUT Millennium Institute of Sport, the home of New Zealand’s High Performance Sport.

Sir Graeme, a track and field enthusiast, had successfully fundraised the development of the AUT Millennium facility based on Auckland’s North Shore and could see an opportunity to create.

Local grom surfer takes off Beck Allen is one of a bevy of up and coming local surfers benefitting from the re-emergence of the Hawke’s Bay Boardriders Club.

DAMON HARVEY Locally Beck, a 16 year old Lindisfarne College student, not only took out the club’s U16 title, but also the HB Open Men’s title, a significant achievement and Grom of the year.

‘Grom’ is a term within surfing attributed to young surfers on the rise.

Beck, a right-foot-forward (natural stance) surfer, competed in the Billabong National Grom Series (three events) and secured a New Zealand ranking of 9th in the under 16 years division.

Beck’s favourite local wave is Cray Bay, while he is also a regular at Te Awanga, or on the coast (Ocean Beach and Waimārama).

Dad, John, is a native of Gisborne, where Beck and his grom mates are always up for a search mission.

In 2024 Beck will again surf in the U16 age group, looking to improve his current national ranking as well as competing in the Quicksilver Backdoor King and Queen of the

Credit for the likes of Beck’s national performances – as well as others such as Open Women’s title holder Isla Prins and Dale Cromhout (2nd in Open Men’s) – can be attributed to the energy of a close-knit boardriders committee that was only re-established a few years ago.

Hawke’s Bay’s Regional Aquatic Centre at Mitre 10 Park is hosting the top Australia and New Zealand Under 20s Men’s Water Polo teams in a three-day international event.

“And our goal is to fill the stands for these awesome athletes – so join us,” says Emma Collard, Hawke’s Bay Water Polo Development Manager.

She says everyone interested in water polo, whether participant or spectator in Hawke’s Bay, is invited free to view the competition during the school holidays from 7pm on 12, 13, and 14th July.

Each game will run over about an hour with a half-

time, and be marked out in four quarters.

“We would love if people came and joined us on one of the evenings to watch this exciting showdown,” says Collard. “We want to be able to host more international events in the future so are aiming to show as much love and support as possible.”

Collard says water polo is ranked one of the hardest sports in the world. “You have to have a lot of endurance and be able to tread water as well as being marked and wrestling with other.

The fastest growing sport in HB with some 600 members.

Alongside the Youth Men’s Test series, there will be a training camp for under-14s at the Sports Complex during the school holidays with input from the competing men.

The Aquatic Centre will also

host the New Zealand Open Masters Water Polo men’s and women’s competition in November.
