After more than a year of closures and restrictions, schools throughout the state began to reopen in March for in-person instruction. Governor Newsom’s $6.6 billion “Safe Schools for All” plan came with mixed reactions but was largely seen as encouraging news for many parents, students and educators. Studies have shown time and again that inperson education benefits not only the core learning needs of students, but also their social and mental health needs.

For our industry, the reopening of schools during a pandemic brings challenges and opportunities. As experts in the HVAC industry, we’re the most qualified to educate the leaders in our local school districts of the clean air solutions available to make sure their educational facilities are safe and healthy for everyone inside. The challenges come with budgetary issues, possible old equipment and time constraints. It’s estimated by the U.S. Government Accountability Office that 41% of districts nationwide need to replace HVAC systems in at least half their schools! As Bay Area SMACNA members, it’s our time to show our expertise and to do what we do best — utilize today’s most reliable HVAC technologies to enhance indoor air quality not only for schools, but all businesses and homes in our communities.

On a more lighthearted note, we’re excited to start ramping up our in-person social and educational events. Details for our annual salmon fishing trip and golf tournament have already been solidified (see page 7 for golf event details), and certain educational and training programs are in the works to be in-person. With vaccines more readily available and widespread this spring and summer, and as long as we continue to follow CDC guidelines in our professional and personal lives, we remain cautiously optimistic that we’ll slowly return to “normal” as the year rolls along.

Kelly Avila began her career with our association in August 2001. As our Financial Administrator, she’s responsible for accounting, payroll, hours reporting, administrative support and bookkeeping, among other duties. Cheerful and well-liked by everyone she meets, Kelly is a vital part of our team.

CONSTRUCTION DIVE RECOGNIZES ANGIE SIMON When Angie became president of SMACNA in 2019, she made history as the first female to be elected to the position, paving the path for future female leaders in our industry. She has inspired and helped develop countless women throughout her 30-plus year career in construction, has received a number of other awards and accolades and currently serves as chair of SMACNA’s Women in Construction Leadership Council.

FAMILY-FOCUSED SIMPSON SHEET METAL EXPERIENCES CONTINUED GROWTH The men of Simpson Sheet Metal management team

Barbie Simpson has been a mainstay at Simpson Sheet Metal since she was 16 years old. Her parents, Bill and Nancy, founded the Santa Rosa-based business in 1981 and hired their only daughter to help in the office as the fledgling company got off the ground.

“I went to school until noon and then I came to the office and started learning the basics, like filing and paying bills,” Simpson said. “Then I graduated from high school, spent 18 months at a business college earning my degree in accounting, came back to work and have been here my entire career.”

What originally started as a small team of six has expanded to nearly 75 employees today, including Simpson’s son,

daughter and each of their spouses. Even her new baby grandson comes to work every day, and Simpson happily reserves a spot for his pack-and-play in her office. Truly, the family legacy continues on!

“Most people have been here for many, many years and they feel like family,” Simpson said. “We’re really involved in the lives of the people who work for us.

That’s a priority for me and was the root of how my dad started things here.”

Sadly, her father passed away more than a decade ago, and Simpson became the owner and CEO of Simpson Sheet Metal a handful of years later. She worked to complete the rigorous Women’s Business Enterprise National Council (WBENC) certification process, an important designation that offers a supportive network of other women entrepreneurs and has helped her secure some project bids for the company.

As a woman in a typically male-dominated industry, Simpson has faced some unique challenges — but all in all feels like she’s where she belongs.

“If anything, I’ve had a lot of praise from people like my dad’s colleagues who are older. I’ve been accepted, and I’ve been really blessed in what I do,” she said. “I also think a lot of our success has been because of how I approach business. I trust my gut and follow my heart, and it’s allowed us to flourish and find the great employees who want to work for us. Business has grown 8-12 percent year over year since I took over.”

Some of that growth includes the commercial department and custom fabrication shop.

“Prior to COVID, we did a great deal of school work in surrounding counties, like upgrading HVAC systems,” Simpson said. “Now, there’s a new wave coming through from all the schools trying to upgrade and clean their air systems and make them more environmentally friendly.

We’re getting calls for a lot of retrofits, changeouts, purified air systems — everything the government wants for schools.”

LEGISLATION | COVID-19 Paid Sick Leave

2021 COVID-19 SUPPLEMENTAL PAID SICK LEAVE On March 19, 2021, Governor Newsom signed the Retroactive COVID Paid Sick Leave law. This piece of legislation, also known as AB 94 & SB 95, extends and expands employer requirements to provide supplemental paid sick leave to employees impacted by COVID-19.

Which employees are covered?

BOOTS SCHOLARSHIP FOR NEW APPRENTICES The Women in Construction Community Involvement team piloted a fundraiser to help 1st and 2nd year apprentices pay for one of the most costly and important pieces of safety equipment needed for their careers — work boots! A GoFundMe fundraiser was established highlighting stories of Local 104 apprentices and journeywomen and the challenge of saving for comfortable, steel toed boots early in their career. The original goal of $2,000 in donations was exceeded early on, and as of this writing, over $3,000 in donations had been received by generous contractors, JATC leaders, Local 104 members and WIC members.

Scholarship applications were distributed to Local 104 District 1 apprentices in their first and second year through the JATC’s Total Track System. Winners will receive a minimum of $200 toward the purchase of new industry standard work boots at local specialty stores.

NATIONAL WIC WEEK | March 7 - 13

DRIVE THROUGH CELEBRATIONS A SUCCESS Jordan, Kasey and Katie volunteer at the WIC Week drive through celebrations Thanks to the support of the WIC leadership team, JATC leaders, volunteers and numerous donors, more than 85 swag bags were delivered to women and men through the WIC group’s Drive Through Celebrations. The events were held at the three Joint Apprenticeship Training Centers in the North, South and East Bay, along with a fourth at associate member sponsor Norman S. Wright’s location in the West Bay. The pilot program was a safe and fun way to celebrate the accomplishments of women throughout the sheet metal industry and the lunch, T-shirts and goodies were enjoyed by all — from apprentices and journey workers, to project engineers and organizational managing partners.

In the North Bay, Pacific Test and Balance’s Executive Director Jake and Sales Director Steve went out of their way to make sure the women in their organization were recognized. When apprentice Cheyenne could not attend the event due to her job site location, Jake came by to make sure she could collect her goodies. Upon returning to the office, the other women in the office saw the wonderful items and sent a delegate so all could register and partake in the celebration.

As part of the celebration, raffle tickets were provided to all registered event members and volunteers. Many thanks go to our WIC sponsors, raffle donors and contractor and associate members who provided great items for the gift bags.

PRE-APPRENTICESHIP POLICIES IN REVIEW TO FULLY SUPPORT INDENTURED APPRENTICESHIP Currently, more than 400 pre-apprentices provide much needed support and entry-level skills to contractors. Most want the opportunity to become indentured apprentices with the full level of development opportunities and outstanding benefits package offered to Local 104 employees. The collective bargaining agreement (CBA) and preapprentice policies between Local 104 and Bay Area SMACNA allow for preapprentices to be dispatched to employers for up to two years. In some cases, however, these individuals have been assigned well beyond the standard term with one or more employers.

In order to encourage pre-apprentices to actively pursue indenture through the Training Program and local JATCs, the JATC Trust is reviewing existing policies and practices to ensure that qualified candidates are actively seeking to achieve the path to apprenticeship. The following are under consideration:

CADL) Contractors will be notified of upcoming changes in preapprentice policies approved by the Local 104 and Bay Area Industry Fund’s trustees. In the meantime, pre-apprentices should be strongly encouraged to purposefully strive to achieve indentured status by improving their indenture ranking. They can do this by raising their test scores, taking elective classes through the JATC for additional ranking points or fixing outstanding requirement issues.

Each year, interns are invited to participate in Intern Training Day, a targeted event that supplements all interns’ on-the-job experience with key knowledge, exposure and understanding of the

The Intern Program is pleased to award scholarships to assist in retaining top tier college student interns.

Students who complete an internship and who are awarded a SMACNA scholarship receive a 50% increase in their scholarship amount. Last year, Bay Area SMACNA awarded 49 scholarships totaling $168,000 with an additional $10,000 awarded to summer intern participants.

TOTAL TRACK VIRTUAL CLASS Total Track is the comprehensive software system used by the Joint Apprenticeship Training Centers (JATCs) to support, monitor and analyze apprenticeship data.

Contractors each have an On-the-Job Training (OJT) representative who is assigned access to the Total Track system. To help our members learn and better utilize this database, the SMW Local 104 and Bay Area Industry Training Fund administrators are offering a virtual class on May 11 from 11:30 a.m. to 12:30 p.m.

EARLY TURNOUT OPTION FOR APPRENTICES Have a great apprentice ready to turn out early?

Apprentices may submit an application for early turnout for journeymen status if the following conditions are met:

THEY HAVE COMPLETED 53 MONTHS MINIMUM OF THE 60-MONTH PROGRAM THEY HAVE COMPLETED A MINIMUM OF 6,500 ON-THE-JOB TRAINING HOURS THEY HAVE COMPLETED ALL 30 REQUIRED CLASSES AND ARE IN GOOD STANDING THEY HAVE COMPLETED ALL REQUIRED COMMUNITY SERVICE HOURS A contractor principal’s signature from the apprentice’s current place of employment is required for recommendation of early turnout. The final step of the process is review and approval by the local JATC subcommittee. Look for early turnout applications online on Total Track at www.totaltrack.org soon.

MILWAUKEE TOOL DONATES TO APPRENTICESHIP PROGRAM Milwaukee Tool has long been a supportive Associate Member of Bay Area SMACNA and Premier Partner with SMACNA National. Several years ago, they began a collaboration with Local 104 and the Bay Area Industry Training Fund and initiated a program to provide gifts and rewards for apprentices who have turned out with either outstanding grades and/or attendance records.

Recently, Milwaukee Tool made a significant donation to the apprenticeship program by providing custom tool programs to support their hands-on learning. These tools encompass a full array of solutions designed specifically for their trades, such as accessories, hand tools and battery-operated tools.

This continuous partnership gives our apprentices confidence when using tools so they can better understand the importance of safety as well as the latest technology in the current market. As Milwaukee Tool representative Russell Worsnup said, “Our commitment has always been to the user and that starts within the apprenticeship program and where their future leads.”
