NORTH BATTLEFORD, Sask. — The Regional Enhancement Community (REC) Group is planning a community fundraising campaign for the proposed Regional Arena and Events Centre to be located in North Battleford. The new arena will replace the aging Access Communi-

cations Centre. Previously, North Battleford city council approved a municipal contribution of $15 million toward the project, while the Town of Battleford, the Rural Municipality of Battle River and the Rural Municipality of North Battleford have each passed resolutions to provide capital contributions toward the project. and Claire Seely, and the Town of Battleford helped create the history board. Elaine helped create the garden along with her husband, Henri, who was described as the worker bee. “It was just always something that she had dreams of doing, so we supported her in whatever way we could,” Esquirol said. The Poiriers, who have recently passed away, lived in the Battlefords area for about 30 years. The land for the memorial garden was donated by the Town of Battleford to the Communities in Bloom organization.

The Battleford Memorial Rose Garden was established on an otherwise unsellable lot donated by the town, with help from volunteer labour and community sponsorship. A number of volunteers as well as the Town of Battleford help maintain the garden. The garden features a variety of roses and other plants and flowers surrounding the path. Many bricks on the pathway are inscribed with the names of people’s loved ones as a memorial to them, or just a way to remember or acknowledge them. Continued on page 2

REC Group prepares for fundraising campaign for NB regional arena Continued from page 1 The full estimated cost of the Battlefords Regional Arena and Events Centre is about $96 million. The City of North Battleford asked for a $30 million contribution from the federal government. The REC Group hopes to fundraise upwards of $20 million toward the project. “It really all depends right now because, as we sit today, the City of North Battleford has guaranteed support of $15 million,” said REC Group chair Kyle Gregoire. “The provincial government would support close to a third of the facility needed. We’re waiting on the federal

government to see what their support looks like.” “Right now, $20 million is a rough estimate, but it could be up or down from there,” he added. The REC Group is a volunteer group that started three years ago. Gregoire said the project will benefit future generations. “We just saw as a group the last three years of kind of building up to where we’re at today,” Gregoire said. “We need this for the future individuals who are going to be around the Battlefords area.” He said the new arena and events centre will be a com-

munity hub, whether that’s for hockey games, curling events, rodeos or concerts. “[It’s] just ways for people to come together and to make sure that our young generation has something to look forward to,” Gregoire said. “It’s] also to have individuals interested in living and having their lives in the Battlefords area here.” He said the REC Group has been busy trying to spread the word about the project. “Basically, we’re trying to spread awareness,” Gregoire said. “We’re also looking at supporting businesses and individuals throughout the area here to help with the

fundraising efforts that we are kind of tasked with, with the City of North Battleford, as well as the extra supporters of the Town of Battleford, the RM of North Battleford, the RM of Battle River, and the First Nations around the Battlefords area.” Mandy Lehman, co-chair of the REC Group, said the REC Group has been having meetings about the project. “Right now we’re in the quiet phase, so we’re connecting to potential donors, sponsors and community members, and we’re reaching out to businesses,” Lehman said. “We’re building our social media campaign and recruiting volunteers.”

BID excited to launch North Battleford Fall Festival By Angela Brown SaskToday.ca

T H E B AT T L E F O R D S

NORTH BATTLEFORD, Sask. — Battlefords area residents will have some fun to take in coming up with the North Battleford Downtown Business Improvement District’s (BID) annual Fall Festival. The event will take place on Sept. 12 from 12 p.m. to 5 p.m. on 101st Street in downtown North Battleford. “It’s just a great community event,” said BID executive director Kori Humenny. “It brings people from all ages, all social classes, and it’s just a really fun time for the whole community to get together and enjoy some live entertainment, some local vendors, and watch a three-onthree street hockey tournament.” Some of the activities that people can enjoy include a pet-

ting zoo, face painting, carnival-style games and prizes, food trucks, and Indigenous activities. There will also be live music from performers such as Zayda and Stereo Playground. Annette’s School of Dance will also be coming and performing dance routines during the afternoon. Humenny said most of the activities are free to enjoy. “Obviously, if you’re purchasing from the food trucks or the vendors, that’s at a cost,” she said. “The majority of the stuff that’s happening is free.” Humenny thanks all the volunteers and the sponsors for helping make the event possible. She is encouraging people to come out and take in the festival. “Get out, come see some local talent, and cheer on some kids playing street hockey,” Humenny said.

Rustic Nine Golf Course raises funds with sunflower project By Angela Brown SaskToday.ca

NORTH BATTLEFORD– Rustic Nine Golf Course and Event Centre in North Battleford hopes to give back to the community with their sunflower fundraiser. “We’re allowing families or people to come and have photos taken in the sunflowers,” said Elaine Liebaert who owns Rustic Nine with her husband Victor. “Everyone that comes, we’re asking for a minimum $20 donation for having photos taken. Or the other option is you can purchase some sunflowers, a dozen sunflowers for $20.” Funds raised benefit the Saskatchewan Volunteer Fire Fighters Association and its Critical Incident Stress Management Team. Rustic Nine has two acres of thousands of sunflowers. Liebaert said helping the firefighters association is important to the family. “My husband had an injury in the spring,” she said. “He was unable to do a lot of the maintenance and work in the yard. We’re going to strive to raise more for next year.” The annual event has been running for a number of years. “What keeps us going year after year is the camaraderie that we build, not just with our members, but within the support staff and the community in general, because it’s open to the public to come play,” Stephens said. Canadian Natural Resources Limited supports community with donations By Kathy Utri Correspondent

Mary-Ann Jones of Paynton passed away at Maidstone Health Complex on Aug. 17, 2026, at the age of 72 years. Our sincere sympathy goes to her husband, Arthur (Art) Jones; children, James (Syndee), Letitia, Margaret, Dennis (Stephanie), Maria, Charles and Alice; grandchildren, Benjamin, Samuel, Rebecca and Valerie; and numerous extended family. MaryAnn was born in Wilkie, grew up on the family farm near Landis, and graduated from Landis High School. She worked on the farm, as a bank teller, farm supply clerk, housekeeper and caregiver. She was a hard worker with a quiet, gentle manner. Mary-Ann was a steadfast woman whose great strength came from her faith. She was devoted to God, her husband, her seven children and her church family. She enjoyed singing, cooking, baking and gardening. My favourite memory of Mary-Ann is the conversations we shared at farmers markets where we sold vegetables, preserves and baking. Part of my profit was always spent on MaryAnn’s bread and buns. The funeral service for MaryAnn was held at Paynton Rec Centre on Aug. 25, and she was laid to rest in Payn-

Canadian Natural Resources Limited received a big shout-out from Maidstone Bowling Club for their generous donation of $10,000 from the 2026 charity golf tournament. The funds will go towards much-needed upgrades for the bowling alley, such as painting, new blinds and new flooring. Thank you also goes to CNRL for the generous donation of $27,900 towards Ratushniak Elementary School’s playground. The tremendous support from CNRL is appreciated by our community. Friends and family gathered at Pine Island Lodge for a birthday celebration with Margaret MacEachern. About 100 people came, including son Duncan from

Marsden, son Ken and wife Pam from Grand Centre, as well as cousins, nieces and nephews from Saskatoon. Daughters Hazel from Saskatoon and Jean and family from Prince George visited the previous week. Strawberries and cake with whipped cream or ice cream were served, and the Yellowhead Ramblers entertained the crowd with a variety of old-time and popular tunes. Our community wishes you a “happy 97th birthday, Margaret.” Congratulations to Trina Tuplin who retired from Ratushniak Elementary School on Aug. 31 after 21 years as custodian. What started as a supplementary job in addition to farming became a full-time, life-changing career. The division, school

5 expert tips for a calm return to school

The start of the school year often causes anxiety and stress for young people, from preschool all the way to elementary, high school and university. Here are some tips from professionals to ease that backto-school pressure. 1. Put words to emotions. Expressing worries can bring relief. Does your child seem nervous? Ask them questions and encourage them to name what they’re feeling. 2. Ease back into a routine. As the new school year approaches, adopt a daily schedule around sleep and meals that resembles the one you’ll follow for school. Your family can gradually shift into the school-year rhythm while continuing to enjoy fun summer activities. 3. Get familiar with the new environment. Is your child changing schools this year? If it’s possible, go see the new place. Visit the school playground and play together. If you’re close enough, try walking or biking to it several times to get used to the route. 4. Schedule relaxation time. In the days leading up to the start of school, plan periods of calm to help them reduce tension. Walking in nature, reading, listening to soft music and meditating are all winning ideas. 5. Focus on the positives. Remind your child of the enjoyable aspects of going back to school, such as discovering new subjects, seeing their friends again or doing fun activities. Finally, try not to pass your stress on to your child and be sure to maintain a confident attitude. Have a great start to the school year!

‘Tis the season for final farmers markets

Most of the province got blasted with fair amounts of rain and some areas were worse hit than others on Aug. 30. Some grain fields are lying flat, so that’s another challenge farmers have to endure while harvesting. Good news is that as of Tuesday, the weather will be normal for the remainder of the week. With the cooler weather, the students should look forward to returning to school. Coming up this Saturday is a small-scale music festival five miles south of Shellbrook costing $55 cash at the gate. This is their last larger event for the summer, but they have smaller-scale happenings even in the winter. On Sept 4 and 5, the list of activities includes: “quirky” games such as a gravity-based time trial where a participant crafts race cars out of fresh garden zucchini; pickle contests; horseshoe; badminton; sack races and much more. Sunday in the Milliken Hall is a forest garden feast included in the weekend advance ticket price of $60 or $80 at the gate. For Saturday only, the price is $40 advance or $50 at the gate. For more information, email: nesscreekmusicfestival.com/ backwardsness. Farmers markets usually dwindle in September in most small districts. In two nearby regional parks — Meeting Lake (near Rabbit Lake) and Little Loon (near Glaslyn) — host final markets this Saturday, Sept. 5 from 10 a.m. to 2 p.m. There is always a large range of freshly baked goods, jams and jellies, crafty things, home-based businesses and more, so come to support these vendors and enjoy the camaraderie with everyone. A few months ago, a wellknown Rabbit Lake citizen passed away. In memory of Mary MacDonald, her family have donated a new large roaster and a pancake griddle to the Rabbit Lake Hall. Although the Burger and Bunnock Bash scheduled for Tuesdays had to be cancelled a couple of times due to the unreliable weather in Rabbit Lake, it was a successful event. The volunteers were there early to set up the food preparations and people were there between 5and 6:30 p.m. for a quick, delicious supper. The last one was held on a hot Aug. 25. I’m sure everyone is looking forward to this in 2027. Rabbit Lake Community Hall has tickets for sale for worthwhile items. The draw date is Dec. 5. Tickets are $10 for one or three for $20. All proceeds raised are donated back to the hall. Many members are selling them. The Maymont Cafe and small grocery store are to be opening soon. The business has been closed since this past January. The Canadian Grand Masters Fiddle Sendoff in Canwood Elks Hall had a big audience last Monday.

This was my second year to enjoy the concert with so many talented musicians on stage. Following the concert, a two-hour dance featured many old-time dance patterns and square dancing was instructed. It was a pleasurable evening for only $20. Since harvest is underway, motorists, please be patient when driving, as most farmers operate with large

equipment and need to use the roads to get to the other fields. Patience is a virtue. Many school buses transporting the rural students to and from school will be on all types of roads now that school has resumed. Again, motorists, please observe all of the rules. May all students and staff have a wonderful, safe year of learning and friendship.

TOWN OF HAFFORD ANNUAL WATERWORKS INFORMATION ANNUAL INFORMATION TO BE MADE AVAILABLE AT THE MUNICIPAL OFFICE BY SEPTEMBER 1 OF EACH YEAR (beginning 2006) Year: 2025 Name of Municipality: TOWN OF HAFFORD Date: August 26, 2026 WATERWORKS RATE POLICY On March 9, 2021 Council passed Bylaw No. 2021-04 to set rates to be charged for Water and Sewer. This bylaw came into effect with Saskatchewan Municipal Board approval on April 08, 2021. Under this bylaw, the current Water & Sewer Rates are as follows: Water Rate (Monthly rate, billed every 2 months) First 2,500 gallons .............................. $35.00 minimum 2,500 gallons and over ....................... $14.00 per 1,000 gallons The rate established on March 9th, 2021 currently generates sufficient revenues to cover operating, capital and debt replacement costs, and to potentially provide for future reserve building. Operating costs include staff wages and benefits, contracted services, heat, power, insurance, repairs, maintenance, materials and supplies. Capital costs include both infrastructure maintenance and replacement projects. Debt repayment costs would include annual debenture and long-term loan payments. The Town currently has no debt repayment costs. When practical, any excess of revenues over expenses may be designated for a water and sewer reserve fund. The objective of the Water & Sewer Rate Policy is to ensure waterworks are self-sustaining and that users bear the costs of the service. To facilitate this, rates need to generate revenues that cover operating, capital and debt repayment costs. Council will conduct an annual review of the waterworks policy to ensure revenues continue to cover operating, capital and debt repayment costs. WATERWORKS CAPITAL INVESTMENT STRATEGY The objective of the Waterworks Capital Investment Strategy is to address anticipated waterworks infrastructure maintenance, the immediate drinking water infrastructure problems and future infrastructure replacements in a timely fashion so as to ensure the municipal waterworks provides safe drinking water to residence and businesses. For the purpose of infrastructure planning, the strategy uses the following: (a) 2006 Waterworks System Assessment prepared by PINTER & Associates; (b) 2007 Water Treatment Plant Evaluation prepared by Dave Clark Water Treatment Consulting; (c) the Town of Hafford Five-year Capital Works Plan. To cover the costs of future waterworks infrastructure maintenance and replacements, Council will likely need to in the future increase water and sewer rates to build the utility reserves, and to continue to cover waterworks operating costs and long term borrowing. This Capital Investment Strategy will ensure that safe drinking water can be provided to the residents and businesses in the community in the present and in the future. Capital plans are being formulated to address the waterworks infrastructure deficiencies. ANNUAL WATERWORKS FINANCIAL OVERVIEW The following is information on the waterworks, as required under The Municipalities Regulations: 2025 Waterworks Overview: Total waterworks revenues: $149,134 Total waterworks expenses: $121,972 Comparison of waterworks revenues to expenses, expressed as a ratio: 149,134 1.22 121,972 For 2025, waterworks revenues covered 93% of the waterworks expenses. RESERVES Reserves available for waterworks capital infrastructure – $286,771 Note that the following information required pursuant to section 54 of the Municipalities Regulations is available for inspection at the municipal office during regular office hours: • Current waterworks rate policy and capital investment strategy. • 2025 waterworks revenues, expenses, revenues to expenses (expressed as a ratio), and any explanation of the ratio that the municipality considers necessary. • Current waterworks reserves. • A copy of the most recent waterworks independent engineering assessment (or a statement providing a reason why this item in not applicable). • Capital plans for infrastructure projects (or a statement providing a reason why this item is not applicable). • Sources of funding for the infrastructure projects (or a statement providing a reason why this item is not applicable). • All current agreements entered into by the municipality respecting the provision of municipal waterworks services (or a statement providing a reason why this item is not applicable).

GET CONNECTED IN 2026! Upcoming Event Calendar Chamber on Tap Thursday, September 24th, 2026 Location: To be announced 5:00 p.m. to 7:00 p.m. Sponsor: Swift-Net.ca

A letter sent from the Canadian Chamber of Commerce President and CEO to business leaders late in August.

With the current state of Canada-U.S. trade talks and the potential implications, we find ourselves in new and uncharted territory in the trade relationship and as a country overall. We are ready to lead as a strong, united front through a time of crisis and potential transformation. As we shared in our most recent statement:

“Canadian businesses have shown remarkable resilience under immense pressure, and they will not relent now. This will get tougher, but we know Canada can navigate it, if we’re united. The reason our economy has been so strong is in no small part because of the choices businesses have made in the last year and a half. As Canada’s largest business association, we will be mobilizing our network of businesses in all regions and all sectors to brace for impact and make the best of a bad situation.”

Neoacumen Psychiatry & Psychotherapy #501 – 1101 – 101st Street North Battleford, Sask. 306-992-7970 MNP LLP 119 – 4th Avenue South, Saskatoon, Sask. 1-306-665-6766

Our Prime Minister shared details regarding the breakdown of talks in the last day of negotiations. While we anticipate an eventual path that concludes in a review of CUSMA and constructive discussions on our broader shared interests, it is not in our immediate interest to return to the bargaining table. As such, the Canadian Chamber and our Network are already focused on our response, which most importantly includes proactive and protective measures for our businesses, workers and families. The Prime Minister’s Canada-U.S. Economic Relations Advisory Committee was convened over the weekend, and we also met with the Honourable Mélanie Joly to discuss our next steps. Our Chamber Network is being asked to play an important role in ensuring the supports offered reach the businesses that need it. We have done this before and proven, such as during the pandemic, that we are not only highly capable but well situated as a national network of chambers of commerce and boards of trade to deliver high value in a time like this. Stay tuned for more information and communication. As always, it’s leaders on the front lines that are champions in national crises. Thank you for your tireless efforts to keep our economy moving, even as events impact the businesses, we have worked so hard to build and sustain. We’re with you as you collaborate with your teams and workers to keep Canada strong. Sincerely, Candace Laing President & CEO, Canadian Chamber of Commerce The Battlefords & District Chamber of Commerce staff participated with provincial Chamber managers for the 2026 Chamber of Commerce Executive of Saskatchewan (CCES) for the annual provincial conference. The staff attended from August 24 to August 26, 2026, for professional development sessions, networking with Chamber managers, and to visit local chamber members within Prince Albert. The staff are excited to apply the knowledge gained to continue to support the local membership in the Battlefords and to continue to be the “voice” for the local businesses. Staff enjoyed networking and tours of the Lake Country Leisure Centre, BMI Group Mill Site, Phantom Light Distillery, and Prince Albert’s historic downtown. Group dinners, a paint night and a Microsoft 365 Learning session were also highlights.

Meet the New Chamber COO My name is Gregory Kwong and I recently started with the Battlefords & District Chamber of Commerce as the Chief Operating Officer. I’m proud to have an opportunity to serve the Board of Directors of the Battlefords & District Chamber of Commerce and to represent the Chamber members. Being from the Battlefords, I am excited to support the local business community in growing and being sustainable for many more years to come. I look forward to advocating for their needs as the “voice” for businesses and to promote the local business interests in the Battlefords & District.
