ADVOCACY IN ACTION

2026 Minnesota Legislative Session Preview Lawmakers return to St. Paul on Feb. 17 for the second year of the biennium, with adjournment likely set for mid-May. With all legislative seats on the ballot in November, the session will be shaped by election-year urgency and tight partisan margins. The House remains tied 67-67, while the Senate holds a narrow DFL majority. In this environment, bipartisan targeted housing reforms have the best chance to advance.

Minnesota’s persistent housing shortage, rising home prices, and regulatory obstacles kept housing front and center in 2025— and that momentum rolls into 2026.

Lawmakers have a strong foundation from last session’s debates on zoning modernization, building permit fee reform, and housing infrastructure investments.

KEY ISSUES TO WATCH

Zoning & land use modernization

Expect renewed pushes for “Yes to Homes” reforms that increase housing supply by opening up more housing types, streamlining approvals, and reducing local barriers that drive up costs.

Building permit fee reform

Efforts continue to move Minnesota away from valuationbased permit fees and toward fair, transparent, costbased models. Legislation introduced in 2025 and recent legal action spotlight the need for statewide reforms.

Building codes & energy policy

Legislators will revisit proposals tied to energy, carbon reduction, and code updates. Housing First Minnesota will advocate for cost-effective, technically sound, and attainable standards that balance environmental goals with affordability.

Workforce and infrastructure

HOUSING FIRST ADVOCACY AND MEMBER ENGAGEMENT CONTINUE TO IMPACT REGULATORY DECISIONS

Minnesota’s regulatory landscape saw major movement this year, and the voices of Housing First Minnesota members played a decisive role as the Construction Code Advisory Council (CCAC), Plumbing Board, Board of Electricity, and Public Utilities Commission (PUC) considered proposals with significant implications for housing affordability. These discussions highlight why our industry’s leadership and unified advocacy remain essential in protecting Minnesotans’ ability to achieve homeownership.

BUILDERS’ CONCERNS DRIVE CONVERSATION AT CCAC REVIEW

During the CCAC’s Nov. 14 review of several residential code amendments, Housing First Minnesota staff, members, and builder association partners made their concerns clear: Minnesota’s affordability crisis cannot withstand additional regulatory cost increases.

Discussions will focus on construction workforce shortages, infrastructure investments that open new lots for development, and programs that support entry-level and “missing middle” homeownership.

Members from across the state shared direct testimony through written comments. One Rochester Area Builders member emphasized that “every new regulation, no matter how well-intentioned, adds up.” A small builder from the Central Minnesota Builders Association echoed the cumulative impact of new code mandates, warning that even well-meaning changes can push homeownership further out of reach.

WHAT AN ELECTION YEAR MEANS

The message resonated. Many of the proposed Technical Advisory Group (TAG) amendments, which would have increased the cost of building a typical two-story home by nearly $15,000, were not approved by the Council. While this decision represents a temporary reprieve for homeowners and builders, Housing First cautions the pressure is far from over.

With control of both chambers at stake, lawmakers will be especially responsive to local constituents. Member engagement will be crucial: personal stories, real-world project examples, and direct outreach to legislators can meaningfully shape outcomes.

“As we head into the 2026 session, lawmakers need to hear clearly that every dollar added in fees, mandates, or delays is a dollar taken away from a Minnesota family’s ability to own a home,” says Mark Foster, vice president of legislative & political affairs for Housing First Minnesota. “Our members are ready to partner with legislators on both sides of the aisle to advance practical, pro-housing solutions.

LOOKING AHEAD

Minnesota’s housing challenges are significant—but so is the urgency to act. With strong advocacy and member engagement, the 2026 session offers a key opportunity to deliver meaningful progress on housing affordability and supply.

“Housing First Minnesota members made a strong case on affordability, and CCAC listened,” says Nick Erickson, senior director of housing policy for Housing First Minnesota. “But with the Mitchell Provisions still in place, these cost increases will resurface every three years through 2036 unless the Legislature acts.”

One of the most-watched proposals would have required EV-charging capability in all new homes. This proposal was again rejected by the Council in a decisive 2-16 vote, marking the third time the measure has failed to advance.

PLUMBING AND ELECTRICAL REVIEWS CONTINUE INTO 2026

In October, the Minnesota Plumbing Board approved the technical review for chapters 1-4 of the 2024 Uniform Plumbing Code while continuing work on proposed rules for nonpotable water reuse. With environmental goals and public health concerns in tension, this conversation is expected to continue into 2026.

Meanwhile, the Board of Electricity has begun its review of the 2026 National Electrical Code, meeting twice this fall. Housing First Minnesota continues to monitor these proceedings to ensure that future code updates support, rather than hinder, housing affordability.

UPDATE ON LEGAL CHALLENGES Across Minnesota’s courts and regulatory agencies, critical legal decisions are unfolding that directly impact how our industry builds homes and serves Minnesota families. Housing First Minnesota and its members have been at the center of these discussions to provide expertise, defend affordability, and ensure government accountability on behalf of the state’s homebuilding community.

COURT OF APPEALS RULES DLI ENFORCED AN UNPROMULGATED RULE

A recent Minnesota Court of Appeals decision brought long-standing builder concerns into sharp focus: What exactly does the building code require and how should it be enforced?

In October, the Court determined that the Minnesota Department of Labor and Industry (DLI) enforced an airflow requirement that had never gone through the formal rulemaking process required under state law. While nonprecedential, the ruling reinforces a message our members have championed for years: Code requirements must be clear, transparent, and properly adopted.

The case involved building official Todd Geske of MetroWest Inspections. DLI alleged he should have enforced a ±10% airflow-balancing tolerance under the Minnesota Mechanical Code. Geske applied the widely recognized ACCA Standard 5, a ±20% tolerance that is consistent with industry practice.

An administrative law judge upheld DLI’s view in 2023, but Geske appealed. The Court sided with him, finding DLI’s interpretation amounted to an unpromulgated rule.

This decision supports the industry’s long-held understanding of airflow standards and helps prevent inconsistent enforcement across jurisdictions, protecting members from unpredictable enforcement practices that drive up costs and delay projects.

Housing First Minnesota supported the case through an amicus brief, underscoring the association’s commitment to defending reasonable, clearly adopted code requirements.

DLI has not announced whether it will appeal.

WORKER CLASSIFICATION CHALLENGE WITHDRAWN AFTER APPEALS COURT RULING

A federal lawsuit challenging Minnesota’s newly adopted 14-point independent contractor test for the construction industry has been withdrawn.

In October, the Eighth Circuit Court of Appeals upheld the lower court’s ruling in Minnesota Chapter of Associated Builders & Contractors v. Blissenbach, concluding the plaintiffs were unlikely to succeed on constitutional grounds.

With the challenge dismissed, the independent contractor law that was passed in the final hours of the 2024 legislative session remains fully in effect, along with the state’s new civil and criminal penalties for misclassification.

Housing First Minnesota remains actively involved in monitoring compliance impacts and advocating for clarity and fairness in worker classification rules.

HOUSING FIRST MINNESOTA RETURNS TO COURT OVER EXCESSIVE PERMIT FEES

Housing First Minnesota is again before the Minnesota Court of Appeals in its case against the cities of Corcoran and Dayton. This is an effort that has been years in the making to protect builders and homebuyers from excessive building permit fees.

The association argues that both cities violated Minnesota Rule 1300.0160 by inflating permit fees far beyond the actual cost of service, turning them into an unlawful revenue source.

A prior 2023 ruling confirmed Housing First Minnesota’s standing to bring the challenge; this new phase focuses squarely on whether the cities’ fee structures violate state law.

A hearing date has not yet been set.

NEW INSTITUTE REPORT UNDERSCORES URGENT NEED FOR PRO-HOUSING REFORMS IN MINNESOTA Housing Affordability Institute, the think tank founded by Housing First Minnesota in 2018, has released a new white paper outlining the state’s worsening homeownership decline and the growing consequences of Minnesota’s housing shortage. Featuring insight from nationally recognized economist Elliot Eisenberg, Ph.D., the report underscores the complex market conditions our members navigate daily.

Minnesota, once the Midwest’s homeownership leader, has dropped to a 71% homeownership rate—the lowest standing in more than 15 years. The Institute’s analysis identifies a chronic lack of new home construction as the primary driver of this shift. High construction costs and limited production have pushed demand into the existing home market and the rental market, resulting in escalating prices and fewer attainable options for Minnesota families.

Affordability continues to deteriorate with existing homes now at a median price of $342,625, and the median new home price reaching $526,644. With more than half of Minnesota households unable to afford an existing home and three out of four unable to afford a new one, the path to homeownership is slipping out of reach for many. First-time buyers are entering the market later than ever, with the average age reaching an all-time high of 40 years old.

Construction activity reflects this tightening environment.

Since 2021, metro-area housing permits have fallen 43%, and statewide permits are down 35%. This slowdown

threatens to expand the state’s current 98,000-home deficit, with wide-ranging economic effects. The Institute estimates that Minnesota has already missed out on $9 billion in economic activity and nearly 63,000 jobs because of its underbuilt housing stock.

The paper also highlights the pressing needs of Minnesota’s aging population, the significant minority homeownership gap, and shifting demographics among younger households.

Together, these trends create a self-reinforcing cycle that makes it harder for Minnesotans to save, rent affordably, or purchase their first home.

“Minnesota’s distinction as the highest-cost housing market in the Midwest, combined with a shortage of new homes, is pushing homeownership further out of reach for future generations, says Housing Affordability Institute Director Nick Erickson.

“At the same time, the lack of supply is limiting economic growth, costing the state jobs and billions of dollars in activity.”

The Institute concludes with a clear message: Minnesota must reduce barriers to new construction to remain competitive and ensure that future generations can achieve the benefits of homeownership. For members, the findings reflect what our industry sees firsthand and underscore the essential role our members play in building the homes, communities, and economic strength Minnesota needs.

“The data underscores a widening affordability divide in the market,” says Jessica Lautz, NAR’s deputy chief economist and vice president of research. “While first-time buyers face the highest barriers in decades, repeat buyers are capitalizing on record housing equity and strong cash positions.”

The 2025 report also highlights shifts in buyer composition. Married couples accounted for 61% of all homebuyers, while single women accounted for 21% and single men for 9%. Among first-time buyers, single women represented 25%, continuing their long-term trend as a growing share of the market.

The share of buyers with children under 18 declined to 24%, which NAR links to demographic changes, including lower birth rates and an increasing proportion of older repeat buyers. Childcare costs also remain a noted barrier to saving for a down payment.

Regarding location preferences, neighborhood quality (59%) and proximity to friends and family (47%) were the most common factors influencing purchase decisions.

The share of buyers prioritizing commute convenience continued to decline, reaching 31%, down from more than 50% a decade ago. The shift reflects ongoing workplace flexibility and hybrid work trends.

Homeowners also continued to stay in their homes longer. The median tenure rose to 11 years, another record, influenced in part by low existing mortgage rates that have discouraged owners from listing —a trend commonly described as the “golden handcuff” effect.

AFFORDABILITY BARRIERS CONTINUE TO SIDELINE FIRST-TIME BUYERS NAR attributes the continued decline in first-time buyer activity to elevated mortgage rates, limited inventory, and high home prices. During the reporting period, the average 30-year mortgage rate was 6.69%, and many entry-level listings remained out of reach for typical buyers entering the market.

Those who did purchase were older and more financially established than the historical norm. The median age of first-time buyers rose to 40, the highest ever recorded by the survey. Down payment strategies also shifted, with 59% relying on personal savings and 26% using financial assets, suggesting that a majority of potential buyers needed substantial resources to compete in the market.

BUILDING CHANGE HOW WOMEN ARE RESHAPING MINNESOTA’S CONSTRUCTION INDUSTRY

In the housing and construction industry, women have long been pushed to the sidelines—but that reality is fortunately shifting. In fact, the percentage of women in construction has steadily increased in recent years, jumping from approximately 9% of the construction workforce in 2015 to nearly 12% in 2025, according to U.S. Census Bureau data. Here in Minnesota, that number is even higher, with women currently representing more than 13% of the industry.

Across the Twin Cities and especially within Housing First Minnesota, women are leading at every level—from building and remodeling to specialty trades, marketing, and manufacturing. Here, we highlight just a few of the trailblazing women shaping today’s design-build community through their craft, leadership, and vision for the future.

A second-generation family business owner, Sunny Bowman never imagined her path would eventually lead her right back home. After college, she moved to Charleston, SC, where she founded a professional organizing company—an experience that shaped her as a leader and entrepreneur. But a shift in perspective brought her back to the family business. “I had a change of heart after running my own business for a few years and realizing the impact I could have on our employees and their families if I returned,” she explains. “I took over for my dad at age 25, and rather than look down on me because of my age or gender, [the team] welcomed me with support and enthusiasm for the fresh perspective I brought to the industry.”

As the CEO (aka “Chief Everything Officer”), Bowman sets the company’s vision, guides strategy, nurtures relationships, and carries the culture. Still, she’s quick to credit the team behind her. Their shared commitment, she says, is what makes the company strong. “What’s most rewarding to me about leading a business in a male-dominated industry is that I’m able to add visibility around what’s possible for women in housing and construction,” she says. “More diversity in this industry adds so much depth to our conversations and brings new energy and ideas that will continue to move us forward.”

She began her professional journey 20 years ago in the construction equipment sector, holding a variety of marketing roles that shaped her understanding of how people interact with the built environment. “I’ve always been curious,” she says, “and early on, I learned the power of listening—understanding what customers value and translating that into meaningful experiences.” That principle continues to guide her work today, where she connects homeowners, builders, and architects with solutions that enhance the way people live.

Marvin, a company known for its deep roots and forward-thinking mindset, shares that sense of purpose, which Drugg helps elevate every day. REBECCA REMICK, PRESIDENT & OWNER, CITY HOMES, LLC MEMBER AT-LARGE (EXECUTIVE BOARD), HOUSING FIRST MINNESOTA Rebecca Remick’s professional journey has been far from linear. In fact, it began in the world of health care, where she managed multiple clinics across Minneapolis—but her thirst for entrepreneurship was simply not being quenched. Fast forward to the early 2000s, when opportunities in land and labor were booming. It was then she discovered her fascination with how homes shape the way we live. “I decided to take the leap and remodel/build a spec home in Minneapolis’ Bryn Mawr neighborhood,” she recalls of her first foray in the industry. “The decision to found City Homes was born of my desire to run my own firm, combined with the timing of the recession when land and construction costs aligned.”

Since establishing City Homes in 2009, Remick has steadily grown the company’s reputation for sustainability, creativity, and process excellence. As a woman in a maledominated space, the climb to prove her credibility wasn’t always easy, but as she says, “When people see you’re fair, capable, and committed to excellence, barriers begin to dissolve.” To this day, Remick is dedicated to building on that legacy—crafting homes that are beautiful, functional, and lasting.

She adds, “I’m proud to lead a company that not only delivers beautiful homes but also empowers the people who build them.”

Jamie Tharp’s story is one defined by growth, change, and determination.

Growing up in the building materials industry, she developed an early fascination with the complexities of home construction—and a deep appreciation for the ways housing can shape people’s lives. With a desire to pursue a purposeful career, she joined Pulte Homes of Minnesota, LLC as a sales and marketing intern during her senior year of college. Today, she serves as division president—proof of the impact she has made within the company. “Pulte’s people-focused culture and commitment to teamwork and integrity resonated strongly with my personal values,” she says. “It was the perfect environment for me and was instrumental in shaping the trajectory of my career.”

CONTENT THAT CONVERTS HOW MINNESOTA BUILDERS CAN TURN DIGITAL ENGAGEMENT INTO REAL-WORLD LEADS

In today’s housing market, content has become the new front door. For many homeowners, the first tour isn’t happening in a model home—it’s happening on their phone. They’ve scrolled your feeds, read your captions, watched your Reels, and formed opinions—long before they’ve formed a relationship. And while most builders and remodelers are posting more than ever, far fewer are creating content that actually converts curiosity into conversations. “I don’t post for likes— I post to start conversations,” reaffirms Eric Nelson, owner of Core5Creativ and content creator for John Kraemer & Sons.

“Every piece of content is built to educate, build trust, and guide someone to reach out.” In 2026, that’s the job: content not as decoration but as a direct line to your next client.

Minnesota’s market adds another layer of nuance, and homebuyers in the North Star State come to this online experience with a particular set of expectations.

They’re practical and highly discerning.

They appreciate craftsmanship and gravitate toward brands that express clarity, not chaos. “Minnesota buyers want transparency and confidence,” says Katelyn Bloomquist, senior director of marketing and communications at Housing First Minnesota. “They want to know who’s behind the work, what the process looks like, and whether the builder’s values align with their own.”

That is the foundation Minnesota homeowners increasingly expect in the content they consume—and the content that ultimately convinces them to reach out. That’s why understanding the buyer journey is key to meeting people where they are. Most start in the dreaming phase—taking in those wide, airy Reels or before-and-after videos that reveal what’s possible. Once they’ve saved a few posts, they begin searching for more substance.

That’s when they’re looking for explainers, cost factors, process overviews, and glimpses behind the scenes. By the time they’re nearing a decision, validation

matters most. Testimonials, case studies, inspector walkthroughs, and real homeowner experiences all help them feel certain their investment will be in capable hands.

This path is something social content expert Molly McChesney sees play out every day. “For Minnesota home seekers, short-form video remains the most powerful tool,” she says. “I’ve found the strongest engagement consistently comes from 15 to 45 second videos that offer an immersive look at a home— allowing viewers to experience the space rather than simply observe it.” In her experience, pacing is a critical piece of the equation. Viewers want enough time to take in the details, but they also expect a rhythm that feels easy to follow and quick to replay.

Still, attention alone doesn’t guarantee action. “Content has become the first showing,” Bloomquist says. “People come to the Parade of Homes, Remodelers

Showcase, and Artisan Home Tour already familiar with a builder’s feed. In many cases, social media replaces the first phone call, the first model home, even the first impression of the brand.”

That means every post, video, or caption becomes part of a silent “preconversation,” one where buyers are deciding whether you are thoughtful, reliable, and consistent. In other words, builders don’t always know when someone is evaluating them, but buyers absolutely know what they’re looking for. Because of that, short-form video might attract the viewer, but long-form content often seals the deal. Blogs, Q&As, and neighborhood overviews continue to deliver strong performance because they answer the specific questions homeowners are already searching for.

When it comes to what performs best with high-intent prospects, Nelson, who recently won Best Social Media Campaign at 2025 BIG Night for his work with John Kraemer & Sons, returns again and again to behind-the-scenes access.

He says, “Capturing videos and photos of perspectives that very few people will ever see, [like] details of the construction process, intrigues the eye, which reduces how fast they scroll past your content.

[It] leads to re-shares, ‘OMGs,’ screenshots, and hopefully, business.”

Those glimpses—rafters before drywall, joinery before stain—slow the scroll, spark curiosity, and often lead to shares and screenshots. He adds that the strongest storytelling patterns aren’t always the loudest ones. “You learn more when you listen, not when you speak … the content speaks for itself if you just listen.” It’s a reminder the work itself often offers the best narrative if builders allow the camera to capture it authentically.

While style, rhythm, and craftsmanship matter, clarity remains the single biggest differentiator in conversion. “If people can’t instantly see what you do, who you serve, and how to work with you, they scroll,” Nelson says. “Sharpen that, and conversions climb.” This is where clear calls to action, project-specific landing pages, and straightforward next steps play a crucial role. Every post should leave viewers knowing exactly where to go next if they want to keep exploring.

McChesney points out that genuine interaction also can transform a casual viewer into a real lead. “Direct engagement plays a crucial role in turning passive scrollers into warm, interested leads,” she says. Responding to comments or questions signals there’s a real person behind the brand—one who’s paying attention, invested, and ready to help. Small, consistent interactions often

build the foundation for trust long before a project begins.

But of course, even the strongest strategies falter if execution slips into common traps. Builders frequently rely too heavily on finished photography, forgetting to show the messy middle that audiences increasingly want to see. Captions are often too long or too vague, and on-screen text flashes by too quickly to leave an impression.

Inconsistent posting is another culprit, as is over-focusing on what competitors are doing rather than honing an authentic, brand-aligned voice.

Looking ahead, the evolution of content in homebuilding will only accelerate “Content is an integrated sales tool— not just a social media accessory,” Bloomquist says. “The companies who win will be the ones who combine storytelling with frictionless calls to action.” That future belongs to the builders who treat content like a service—one that informs, reassures, and welcomes people in.

Because at the end of the day, content is not the relationship—it’s the invitation to begin one.

BUILDING THE WORKFORCE OF THE FUTURE

With workforce shortages rising and career expectations shifting, Minnesota builders and remodelers must rethink how they attract, train, and retain Gen Z

Minnesota’s construction workforce is standing at a crossroads, and the stakes have never been clearer. As a generation of experienced tradespeople moves into the later years of their careers, builders, remodelers, and industry partners are facing one pressing question: How do we engage the next wave of talent? For companies across the state, the answer is becoming increasingly urgent—and increasingly centered on Gen Z. “We have seen the overall labor market on the building industry begin to age over the last decade,” says Jim Fuschetto, vice president of sales at Lyman Companies.

“As the market has slowed, we have not

been able to invest in younger talent as we have been right sizing the work force. … Now, we are beginning to start that process again to be able to build overall talent in our town.”

That shift is reshaping everything from recruiting and training to culture. The Builders Group CEO and TBG Education Foundation Board Member Jon Schindel sees the workforce pressures from a system-wide vantage point. “The Minnesota construction industry is at a crossroads,” he says. “People are retiring from the trades at a much higher rate than those entering the industry.”

That desire for visible growth is one of the biggest shifts companies must respond to. “Boomers and Gen X’ers were taught that ‘if you work hard, success will come your way’,” Schindel says. “In the recruitment process, the candidate needs to be shown a path.” He explains that outlining expectations, salary progression, and skill benchmarks— especially in the first two years—helps younger workers visualize a future with the company, not just a job.

The foundation raises funds to draw young people toward trade careers and deploys them through school grants and scholarship partnerships, efforts designed to introduce the trades at a much earlier age—and in more equitable ways. “We are trying to plant seeds through the shop classes that the trades are a great option,” he explains, “and to make a trade school financially viable for them.”

a readiness to rethink old systems. “They have a great way to use some of the newer technologies and bring forward newer systems to try out,” he notes. But they also expect clarity and structure. “We have developed programs that have milestones and steps in their development,” he says, adding that younger hires often want faster progression than traditional training models allowed in the past.

Fuschetto believes the stereotypes about Gen Z fall short of the reality. “The tenured team feels the younger group doesn’t want to work as hard,” he says.

“I feel they want to work, but they want to work as efficiently possible. They try to find the best way to get it done.” What they truly value, he emphasizes, is culture, communication, and a company willing to invest in their advancement.

Looking ahead, success will favor companies that make the trades visible, accessible, and aspirational. As Schindel underscores, “In the job description provided to a candidate, show that candidate a plan for advancement in the first couple years.” The next generation is ready—they just need an industry willing to meet them where they are.

That exposure often carries more weight than industry leaders might expect.

Schindel points to a recent example where a middle school shop teacher applied for grant funding to purchase a table saw. After students used it to make cutting boards, one young girl told her teacher she never understood how things were “made” until that moment—and now she wanted to go home and see what else she could build. The spark wasn’t just in the project; it was in the access.

As Schindel notes, 60 students passed through that classroom. Even if only a few pursue the trades, early experiences like those open doors that didn’t exist before.

While early exposure matters, the next challenge is helping Gen Z see a place for themselves inside construction companies. Fuschetto says younger workers bring valuable strengths—fresh perspective, comfort with technology, and

COLD CLIMATE HEAT PUMPS AND XCEL ENERGY’S ELECTRIC HEATING RATE REDUCTION As Minnesota continues to embrace clean energy solutions and Xcel Energy works toward net-zero emissions for energy, homebuilders have a unique opportunity to lead the charge by integrating cold climate air-source heat pumps (ccASHPs) into new residential construction.

What is a cold climate air-source heat pump?

A cold climate air-source heat pump uses electricity to move heat from the outside to the inside, and ccASHPs are designed to perform efficiently in very cold temperatures. Unlike conventional heat pumps, which were designed for temperatures in milder climates, ccASHPs use high-tech compressors and special refrigerant to extract heat from outdoor air, even when it’s bitterly cold.

Heat pump systems provide both heating and cooling, making them a versatile, all-season solution. For homebuilders, this means fewer mechanical systems to install, as well as a streamlined HVAC design that appeals to energyconscious buyers. Plus, cold climate heat pumps support city and state goals around reducing carbon emissions.

On top of rebates from Xcel Energy, there may be additional federal, state and city program funding for installing a heat pump as part of a new home build, reducing upfront costs.

Electric space heating rate reduction The electric space heating rate reduction applies to Xcel Energy residential electric customers whose homes that use electricity as their primary heating source. When a customer is on the space heating rate reduction during cold months, the charge for electricity is nearly half the regular rate for all of the electricity the home uses (not just the electricity used by the heat pump). From Oct. 1 to May 31, electricity costs just $0.065 per kilowatt-hour (kWh) on the electric space heating rate reduction, compared to the standard winter rate of $0.11 per kWh. Signing up just takes a phone call to Xcel Energy customer service at 800-895-4999 to confirm the type of primary heating the home uses.

As the overall health of the consumer decreases, it becomes a drag on construction and housing businesses. Slow economic times also can be difficult on construction businesses. During these uncertain periods, construction companies need to focus on efficiency, cost reductions, and cash flow management. The new income tax bill (OBBBA) has maintained the income tax burden on small business consistent with prior years. Companies with well-managed leverage, cash flow, and meaningful financial forecasting will have an advantage being able to weather fluctuations in the broader market and building environment.

Q. When is it time for a growing business to move from a bookkeeper to a

As companies evolve, having a reliable accounting team is crucial to navigate the increasingly complex business environment. What role does financial forecasting play in longterm business stability?

When preparing budgets, it’s crucial to use realistic expectations and margins.

Be sure to account for known costs and plan accordingly for increases in areas such as insurance, pay rates, material costs, and fees. A common issue we observe is a disconnect between the office and the field during budget creation. To avoid this, ensure all parties are involved in the buildup of the budget.

Incorporate contingencies as needed, whether the budget is for internal accountability or external stakeholders like banks. It’s essential that the budget is achievable. While setting ambitious goals can drive your team, the budget should serve as the plan, not the goal.

As Yogi Berra famously said, ‘You’ve got to be very careful if you don’t know where you’re going, because you might not get there.’ Don’t leave it to chance to determine when you have reached your goals. Prepare both an annual budget and a longer-term five-year projection to establish a clear vision of your objectives and to recognize when they are achieved.

Q. What advice do you give clients about maintaining profitability while still investing in growth?

Focus on the bottom line rather than the top line. Revenue growth that doesn’t contribute to the bottom line only consumes valuable resources—and generates risk—without yielding results.

So, prioritize investing in your core services. Over time, we see construction companies expand their service offerings, but revisiting can be often overlooked. When the economy slows, it may be prudent to refocus on the core services that have historically driven the company’s success. While adding new services can boost profitability and growth, it’s essential to thoroughly assess market demand, costs, and

customer interest to mitigate risks.

Just like in stock investing, thorough research is crucial. Lean on your broader team, including your CPA, to help make informed decisions.

Q. Do you have any other financial advice or recommendations for businesses in this industry?

The key to success, beyond hard work, is understanding your numbers: costs, margins, and cash flow. Accurate financials and projections are best achieved with the help of an internal controller or an external, industryspecialized CPA. A good team will enable you to make informed decisions rather than relying on luck. The best builders and contractors we see are not only excellent at their craft but also understand their financials and run off good data overseen by a good team.

Housing First Minnesota Foundation Building Dreams & Delivering Hope As the Housing First Minnesota Foundation reflects on an incredible and impactful 2025—a year marked by meaningful partnerships, strengthened communities, and transformational housing solutions—the team is energized by the momentum that has been created. Building on this, the Foundation is looking ahead to 2026 with optimism and purpose. The year ahead brings exciting new projects and focused initiatives that will allow the Foundation to continue meeting the evolving needs of Minnesota’s most vulnerable populations— from expanded shelter capacity and trauma-informed youth spaces to targeted support for families, survivors, and veterans. Together with the housing industry, the Foundation is building dreams and delivering hope, one community build project at a time.

The Foundation currently has two projects underway for 2026: Avivo Village – St. Cloud and Hope House.

Avivo Village – St. Cloud is a new 48-bed homeless shelter featuring individual living “pods,” shared bathrooms, and communal spaces designed to provide safe, stable housing for people experiencing homelessness. Once open, it will serve approximately 120 individuals each year across St. Cloud and the surrounding region. Developed in partnership with BCI Construction and other Foundation collaborators, the project represents a major step toward expanded community support, strengthened local resources, and long-term stability for those who need it most.

Meanwhile, Hope House is a collaborative effort between the Housing First Minnesota Foundation, John Kraemer & Sons, Inc., and the Hope House/Open Hands Foundation, marking a major milestone with the official groundbreaking of a new two-story youth crisis shelter. Located southwest of the Twin Cities metro, the facility is designed to provide teens experiencing homelessness with a safe, supportive environment rooted in trauma-informed principles that promote healing and growth. The shelter will feature welcoming indoor and outdoor spaces created to encourage reflection, recovery, and community connection.

Did you know The Builders Group (TBG) provides workers’ comp insurance to over 28% of Minnesota construction workers? So, who is The Builders Group?

OUR BACKSTORY IS ROOTED IN THE MINNESOTA TRADES In 1997, a community of Minnesota construction companies decided to do something about the high cost of workers’ comp insurance in the industry. The plan was simple: join together to create a self-insured workers’ comp fund focused exclusively on the Minnesota construction industry—a better solution created by the trades, for the trades. Today, we insure over 28% of the Minnesota construction labor force: over 38,000 workers!

SAFETY FIRST, SECOND & THIRD TBG’s safety services success stories rarely get told because success is the job site injury that doesn’t happen. In 2024, our team provided safety training to over 7,900 Minnesota construction workers, both at the job site and in our state-of-the-art training facility in Eagan.

In 2025, we grew our training capabilities by expanding the training space in our building to accommodate 170 attendee—plus, we purchased a van that we custom-equipped so we can bring safety training to our members.

A HISTORY OF FINANCIAL STRENGTH We have distributed over $50 million of surplus to our members, and our Board of Directors recently approved an additional $8.5 million to be paid out in 2025. Like many in the industry, we encountered some financial headwinds in the Great Recession but pulled through it with a

donated by the TBG Education Foundation in 2024

renewed conviction and understanding of where we needed to be financially. For example, in 2017, we expanded our coverage footprint by offering a cross-border policy for our members who have employees who work outside of Minnesota.

TBG EDUCATION FOUNDATION: WALKING THE WALK FOR THE TRADES. The labor market in Minnesota is as tight as it has ever been. TBG Education Foundation’s mission is to help close that gap. In 2025, TBG Education Foundation donated over $63,660 as part of its Tools for Schools program, which helps fund school and community trades-based programming. In addition, $39,000 was given to Minnesota trade associations in matching funds for scholarships that enable more young people to get the education/training they need to start a career. A job in the trades can lead to a great career, and TBG Education Foundation is doing its part to make sure young people are exposed to that path.

The Legacy of Tom Wiener Minnesota’s homebuilding community is remembering Tom Wiener—veteran builder, past Housing First Minnesota Board Chair, and a defining voice in industry advocacy— following his recent passing. Wiener, of Cardinal Homebuilders, Inc., was widely regarded as not only one of the state’s most committed champions of homeownership but also a steady, influential presence in shaping the direction of housing policy.

“Tom Wiener was a consummate industry leader and a true champion for homeownership,” said Housing First Minnesota CEO James Vagle. “His contributions were instrumental in building the modern Housing First Minnesota and strengthening our ongoing fight to protect and expand homeownership opportunities. Tom brought spirit, determination, and a deep sense of purpose to every effort he touched. We are profoundly grateful for his leadership and friendship.”

For decades, Wiener played a central role in advancing key advocacy priorities for Minnesota builders and remodelers. His leadership spanned the Capitol, the courtroom, and the Housing First Minnesota’s most public-facing programs. Beyond serving as board chair in 2018, his contributions extended across several major initiatives, including the Harstad v. Woodbury outcome, the founding of Housing Affordability Institute, and strategic guidance that helped sharpen the Housing First Minnesota Foundation’s mission in addressing homelessness.

Colleagues across the industry remember Wiener as a principled advocate with integrity, a collaborative leadership style, and a commitment to doing right by homebuyers and his fellow building professionals. His legacy continues through the many policies, initiatives, and organizational milestones he helped shape—as well as through the generations of builders he mentored.

Housing First Minnesota extends its condolences to Tom’s wife, June, and his children, Laura and Tony, along with the entire Wiener family and the team at Cardinal Homebuilders, Inc.

In Remembrance: Marlin D. Grant We are saddened to report the passing of Marlin D. Grant, age 89, of Bloomington, who died Nov. 18, 2025, surrounded by his family.

Marlin built thousands of homes across the Twin Cities during his 35-year career in the homebuilding industry, and was deeply involved in his church and community. He is survived by his wife Wilma, their children, grandchildren and great-grandchildren, and his devoted extended family.
