Market Commentary by Barry Cohen Two shifts emerge in Toronto’s luxury housing segment in 2025 Economic uncertainty continues to weigh on homebuying activity in the overall housing market, yet luxury sales in Toronto’s exclusive neighbourhoods have demonstrated considerable resilience. After a strong start to the year, year-to-date homebuying activity in the $2 to $5 million price point is on par with year-ago levels, according to the Toronto Regional Real Estate Board (TRREB). However, two unexpected trends has emerged: the rise of off market transactions and the increased demand for high end condos.

This year, based on what I know at least 20 per cent of properties sold above $10 million have traded hands on an exclusive basis, with a growing number of multi-million-dollar homes in Toronto most exclusive neighbourhoods changing ownership without ever hitting MLS. While these sales fall outside TRREB reporting, available data still points to strengthening demand across several luxury price brackets.

Momentum is slowly building at lower price points, with sales between $2 million and $3 million trailing last year by just 41 units during same period. Freehold transactions between $3 million

and $5 million in the 416-area code gained traction in the second half of the year reaching the same level as they were from July 1st to November 30th in 2024. This data is encouraging as these sales work their way up the real estate food chain and fuel higher end sales in the future.

Luxury condominiums have also experienced an a notable uptick. While empty nesters and retirees have dominated homebuying activity at the over $2 million price point in year’s past, there has been a shift in the market as an increasing number of younger families with small children are choosing the condominium lifestyle.

Safety, convenience, amenities are top of mind with buyers both young and older.

condominiums changed hands over $2 million, an increase of fifteen per cent over 2024 levels. Five condominium units moved beyond the $7.5 million price point, up from just two last year. Average price for condominiums over $2 million rose more than four per cent between July and November of this year, compared to the same period in 2024.

As these segments converge, the outlook for 2026 is beginning to take shape. The second half of the year saw increased activity over $2 million in neighbourhoods including the Annex, Humewood Cedarvale, Lawrence Park South, Forest Hill North, Leaside, the Bridle Path, Sunnybrook and York Mills, and Banbury - Don Mills. Prices over $2 million edged higher in seven of the 14 neighbourhoods surveyed for this report.

Although recent interest rate cuts have provided some support, the Bank of Canada is not the sole catalyst.

Lower overall values continue to entice buyers at the top end and increased selection and the luxury of time has also prompted mobility. When I surveyed some of the families that entered the top-tier of the freehold market, they did so because they want their kids to appreciate a home with all the bells and whistles, before they head off to university. At the same time, some sellers are relocating outside Ontario or abroad, while others are transitioning into the condominium lifestyle. The short answer is “it’s time to get on with our life”.

Domestic buyers will once again lead the charge for luxury properties in 2026. Strong equity gains over the past five to ten years are likely to drive the market further. The transfer of wealth is also evident throughout the city as grandparents and parents gift future heirs the funds to realize homeownership sooner while still alive to watch them enjoy the fruits of their labour.

The overall volume of high end sales will return once the affluent acclimatize to the current luxury land transfer tax, already evidenced by our off market sales in both the $20M and $30M ranges. The December proposed additional luxury tax hike of 1% came as a surprise. I think, that if implemented, the increased tax will have the opposite affect our municipal government is hoping for and will likely contribute to additional pent up demand, exacerbate affordability issues, while reducing revenues to the city. It will likely only serve as a further delay to the eventual return of the high end.

There’s no question that Toronto’s luxury market is in the midst of a quiet but important transformation.

Traditional MLS-driven sales continue to offer valuable insight, but a growing share of high-end activity is taking place behind the scenes. With off-market transactions on the rise, lifestyle-motivated purchases increasing, and pricing stability returning to several key neighbourhoods, 2026 is poised to bring a more confident and strategically driven luxury segment. The Greater Toronto Area’s Top Luxury Markets Bridle Path, Sunnybrook, York Mills, Hoggs Hollow, St. Andrews,Windfields (C12) Softer housing values continued to attract buyers to the Bridle Path-Sunnybrook -York Mills area where an ample supply of freehold properties prompted an upswing in sales between July and October of this year, even as homebuying activity slipped in neighbouring St. Andrew-Windfields. Sales over $2 million in Bridle PathSunnybrook-York Mills climbed to 19 units in the first four months of the second half of 2025, edging up from 18 one year earlier. In contrast, sales above $2 million in St. Andrew-Windfields trailed 2024 levels, with fewer deals over $5 million weighing on overall values.

Economic uncertainty has been a recurring theme this year, keeping many would-be buyers on the sidelines.

However, recent overnight-rate reductions have contributed to greater move-up activity as the gap between selling and purchase prices narrows. That trend is already evident in Bridle Path-Sunnybrook-York Mills.

Looking ahead to 2026, both buyers and sellers are cautiously optimistic. If economic conditions improve and borrowing costs ease further, stronger activity and greater price stability are expected to follow.

Forest Hill South, Humewood-Cedarvale (C03) Homebuying activity accelerated in Humewood-Cedarvale through the second half of 2025, with sales doubling year-over-year. Affordability played a key role as younger purchasers seized on rate cuts to enter the market. Fourteen homes sold over $2 million between July and October, pushing the average price up three per cent to just above $2.9 million.

Momentum was more subdued in neighbouring Forest Hill South, where sales over $2 million fell 24 per cent from 2024. Sixteen homes changed hands between July and October versus 21 a year earlier. Average price also dipped from nearly $5.9 million in 2024 to just over $5 million as fewer uber-luxe transactions occurred.

With another potential rate cut anticipated in December, demand at more affordable price points should remain active into 2026. As sales strengthen in the $2 million–$3 million range homebuying activity may

Yonge-St. Clair, Casa Loma, Annex (C02) Downsizers helped drive an upswing in Annex home sales this year, choosing compact, character-filled homes over condominiums while staying close to Yorkville’s amenities. Twenty-one homes over $2 million sold between July and October 2025, up from 16 during the same period in 2024. Gains were most pronounced in the $3 million-plus range, which accounted for two-thirds of all sales. Average price rose more than six per cent year-over-year to $3.75 million.

Sales volume softened slightly in Casa Loma and Yonge-St. Clair at the $2 million mark, but high-end sales over $5 million in Casa Loma and over $3 million in Yonge-St. Clair helped lift average prices across the Toronto Regional Real Estate Board’s (TRREB) C02 district. Casa Loma led the way with a 36 per cent upswing in average price to $4.6 million, followed by Yonge-St. Clair, up 9.5 per cent. Average days on market ranged from 60 in Casa Loma to 26 in Yonge-St. Clair.

C02 continues to attract both young families and retirees. Ongoing neighbourhood enhancements and proximity to transit, dining, parks, and recreation, including pickleball courts, continue to add to the area’s appeal.

Bedford Park, Lawrence Park, Lytton Park, Forest Hill North (C04) Demand remained robust across TRREB’s C04 district, particularly in Lawrence Park South and Forest Hill North. Most homebuying activity occurred between $2 million and $5 million, with double-digit sales gains up 83 per cent in Lawrence Park South and 36 per cent in Forest Hill North. Five freehold homes sold above $5 million in Lawrence Park South, including three over $7.5 million.

Younger families are driving momentum, drawn to large lots, established schools, and easy access to parks and recreation.

By contrast, activity cooled north of Lawrence Avenue, with sales down 11 per cent in Bedford Park-Nortown and 38 per cent in Lawrence Park North, where limited inventory has been a key constraint. Days on market now average just 17. Despite lower volume, prices rose in three of the four C04 communities, up 1.6 per cent in Lawrence Park North and 12.5 per cent in Lawrence Park South, while Bedford Park-Nortown dipped 6.7 per cent to $3.1 million.

With confidence slowly returning and borrowing costs easing, this family-focused corridor is expected to see stronger activity heading into the new year.

Leaside (C11) Leaside continues to resonate with a wide array of buyers, from young families to downsizers. Sales over $2 million rose 4 per cent year-over-year, with 26 homes selling between July and October. Average price dipped slightly to just above $2.8 million as greater activity occurred at lower price points.

The neighbourhood’s strong community culture, top performing schools, and tree-lined streets underpin demand. Homes in Leaside sold quickly between July and October of this year, averaging just 20 days on market, making it one of the fastest-moving central neighbourhoods. From charming tudors to new custom builds, Leaside offers something for everyone.

Rosedale, Moore Park (C09) Sales in Rosedale-Moore Park edged slightly lower between July and October, with 28 freehold properties sales reported, compared to 29 during the same period last year. Nine sales surpassed $5 million, including three above $7.5 million.

While average days on market held steady at 29. Fewer uber-luxe sales proved a drag on average price, which sat at just under $4.9 million, down 14 per cent from 2024 levels. The priciest home topped $10 million as demand for detached homes dominated homebuying activity. More affordable properties, including six semis and two townhouses, also moved in the four-month period.

Rosedale-Moore Park’s diverse mix of property types continues to appeal to a wide spectrum of buyers. As 2026 approaches, opportunities should emerge for both buyers and sellers as the market rebalances.

Banbury-Don Mills (C13) Affordability and value remained key drivers in Banbury-Don Mills, with 21 homes sold between July and October of 2025, up 40 per cent from 15 during the same period in 2024.

Most homebuying activity occurred between $2 million and $3 million, with two sales topping $5 million, including one selling for over $7.5 million.

Typical time on market for listings is 21 days.

Larger detached homes on generous lots continue to attract families, especially those within walking distance of top-ranked Denlow Public School and it’s strong STEM program.

Luxury Condominiums (GTA) Despite concerns regarding the oversupply of condominiums in Toronto, the luxury segment continues to show solid growth year-over-year. Nearly 70 condominiums priced at $2 million plus changed hands in the city between July and October, up just over six per cent from the same period in 2024. Uber-luxe properties were particularly active, with seven units sold over the $5 million price point, four of which were priced over $7.5 million. The Annex, Rosedale-Moore Park, Waterfront Communities (C01/C08), and the Bay St. Corridor were the most popular neighbourhoods this year, with the average selling price hovering at just under $3.1 million, a significant increase from last year’s $2.82 million price point.

Security and lifestyle remain the most important aspects of condominium living. Demand is climbing for larger, luxury units as baby boomers downsize and younger families discover the benefits of luxury living. In some buildings, demand is outpacing the supply of available listings. Foreign-born buyers are also active in the market, as condominiums are commonplace in their country of origin.

This upward trend is expected to continue in the years ahead as the population ages and concerns over safety remain front and centre in the Greater Toronto Area.
