Norovirus hospital cases reach highest level ever

There are a record number of patients in hospital with Norovirus in England.

Data from NHS England showed 1,160 patients a day were in hospital with the vomiting bug on average last week – double the level at the same period last year.

It comes after a 22% rise on the week before, pushing it to the highest level since records began in 2012. It means more than 1% of beds are occupied by patients ill with the bug.

But Norovirus puts added pressure on hospitals because of the need to isolate and clean infected wards – nearly 300 empty beds a day were taken out of action because of this.

Flu cases continue to fall, however, with just over 1,700 beds occupied by patients with the virus.

Prof Sir Stephen Powis said: "It is concerning to see the number of patients with Norovirus hit an all-time high and there is no let up for hospital staff who are working tirelessly to treat more than a thousand patients each day with the horrible bug, on top of other winter viruses.

The death of a soldier left terrified after being sexually assaulted by her superior was, in part, caused by the British Army's handling of her complaint, a coroner says.

Royal Artillery Gunner Jaysley Beck, 19, was found hanged in her barracks at Larkhill Camp in Wiltshire on 15 December 2021 after a Christmas party.

Gunner Beck had filed a complaint against Battery Sergeant Major Michael Webber after he "pinned her down" and tried to kiss her at a work social.

On Thursday, Assistant Coroner Nicholas Rheinberg ruled she died by suicide, and determined the Army's handling of the complaint played "more than a minimal contributory part in her death".

The inquest was told the 19-year-old, originally from Oxen Park in Cumbria, had also been subjected to relentless harassment from her line manager, Bombardier Ryan Mason.

"To help stop the spread of Norovirus, it is important to remember to wash your hands frequently with soap and water and avoid mixing with other people until you have not had symptoms for two days."

Most healthy people recover from Norovirus in a few days,

but it can cause serious problems in vulnerable people and young children.

One problem is that it spreads very easily - with just a few viral particles needed to infect someone - for example through close contact with someone who has the virus, or by eating

Army mishandled sex assault before death - coroner

Mr Mason sent Gunner Beck more than 4,600 messages confessing his feelings for her, and showed her a 15-page "love story" he had written, detailing his "fantasies about her". The incident in question occurred at an adventure training exercise at Thorney Island, near Emsworth in

Hampshire, in July 2021.

The work gathering extended into the early hours of the morning until Gunner Beck and Mr Webber were left drinking together alone.

Gunner Beck claimed Mr Webber told her he had been

"waiting for a moment for them to be alone", and had engaged her in a drinking game called Last Man Standing before grabbing her leg and trying to kiss her.

Shortly after, Gunner Beck called her friend Lance Bombardier Kirsty Davis,

food prepared by someone with it.

It can also stick around on surfaces so it is thought likely some of the cases will be patients who have caught it in hospital.

The coroner said Captain Hook put pressure on her to drop the allegations, and only reported it to higher command "when the cat was already out of the bag".

"Hook made the clear the career ramifications [for Mr Webber], and pointed out there were no witnesses," Mr Rheinberg said.

The inquest heard a subsequent "miscommunication" through the chain of command meant details concerning Mr Webber's attempt to touch Gunner Beck's leg were lost.

More than half of Gen Z NHS staff say work stress has made them sick, a study has found. Health service employees under 30 were more likely to be unhappy with their pay and develop work-induced illnesses, than those aged over 50.

The analysis of 20 years of NHS staff surveys by the Nuffield Trust think tank has revealed a growing gap in staff morale between young and old employees. The study found the biggest changes in NHS workers’ relationship with their jobs had occurred over the past decade as experts called for an “urgent investigation” into young adults’ disillusionment with work and the potential threat to the future workforce. The report found spikes in stress and dissatisfaction related to the Covid pandemic had started to decrease but there remained a wide difference in the perception of work between the young and old.

Some 52 per cent of staff aged 21 to 30 said they had been made unwell by work-related stress during the past year in the 2023 survey, compared with 38 per cent in 2013. For workers aged 51 to 65, this fell from 43 per cent to 40. Similarly the proportion of young employees unhappy with their pay has more than doubled to 22 per cent, while rising only one percentage point to 12 per cent among ages 51-65. Satisfaction levels across a range of metrics typically increased with age, but the researchers were concerned about how the gap had widened over time. ability to retain its youngest workers”.

“The traditionally tough start faced by the youngest staff has got even tougher over the past decade, with Gen Z NHS workers now having to manage exams, early career demands and learning the job in potentially overstretched services alongside escalating cost of living pressures,” she

said. “Our findings raise real concerns around the NHS’s ability to retain its youngest workers, who are just at the start of their careers but are increasingly unhappy.

“The future of the health service depends on these workers.

“It is vital policy-makers and employers now act on what the NHS’s own staff poll shows us about what the next generation

of clinicians need to stay and thrive in the NHS.”

The Government said it will review the NHS workforce plan published in 2023, which set out plans to increase the number of staff and training places.

The research revealed that all age groups were doing less unpaid overtime than a decade ago, with ages 21-30 more likely to be taking on paid overtime because of “financial pressures”. It found that 30 per cent of younger workers were doing six hours or more paid overtime each week compared with 20 per cent in 2013, but the researchers said younger people have always been more likely to do paid overtime than unpaid, compared with their older colleagues.

The authors said: “We did not find evidence to suggest that this is the result of a generational change in Gen Z’s expectations around working.”

The Nuffield Trust authors concluded that the impact of stress “on younger staff requires urgent investigation, both to ensure those staff are supported, and to prevent concerns over stress becoming a barrier to engaging the workforce of the future”.

Desk report: Ukrainian women taken as prisoners of war are being tortured and humiliated by Russian soldiers in a systematic campaign of abuse, survivors have revealed.Some have been subjected to cruel degradations, including being forced to march naked in the snow and expose themselves to their captors. The Telegraph tracked down four women who agreed to speak out about the months and, in some cases, years they spent in captivity. Their testimonies reveal the brutality with which Moscow’s forces treat the Ukrainians they have captured, providing evidence of what are almost certainly war crimes.

“They led us to the showers with bags over our heads, where we were forced to undress. We had to walk

naked in front of the men and everyone else, bent over, through freezing cold water,” said Larysa Kycherenko, 53, who served in Ukraine’s National Guard.

“Afterwards, we were forced to sing the Russian anthem while naked. We returned to the cells in tears, utterly distraught, crying and in a state of hysteria… It was inhumane. To them, we were nothing.” While they make up a small minority of the total number of POWs captured by Russia, women like Ms Kycherenko say the threats they faced were different to those of the men imprisoned alongside them.

“If it’s hard for men, it’s even harder for women – many of the women weren’t fighters,” she said.

Ms Kycherenko, her husband and her 34-yearold son were captured in occupied Mariupol in 2022

after they were betrayed by their neighbours.The three were separated, with Ms Kycherenko spending seven months in captivity, first in a makeshift prison near Donetsk, then Olinevka prison, then a pre-trial detention centre. During her ordeal, Ms Kycherenko was forced to stand for over 12 hours a day, beaten, and psychologically tortured – in an apparent violation of the Geneva Conventions. She described being “slammed” against the wall by a guard and beaten with a metal pole, and then being denied medical treatment for the open wound it left on her leg.“We were constantly being told we were fascists, and that if we weren’t shot by our own people during an exchange, someone else would kill us. The threat of death was always there.”

The biggest council tax increases in 20 years are being confirmed by five local authorities across Scotland.

Scottish Borders Council has voted for a 10% increase while in Glasgow the ruling SNP group has agreed with the Greens to press for a 7.5% rise, with some of that ring-fenced for more street cleaning.

With a nationwide freeze coming to an end, a 10% increase has also been mooted in North Lanarkshire, with an 8% hike expected in both Fife and Edinburgh.

Local authorities claim higher local taxes are necessary, despite a more generous Scottish government settlement, because of many years of restricted funding.

The Scottish Borders 10% rate - which was passed with only one vote against - comes two days after East Lothian became the first council to announce a double-digit increase. Glasgow City Council, the largest local authority by population, had earlier warned it was facing a funding gap of £7.9m before council tax increases are factored in.

The ruling SNP group and Green councillors agreed to propose a 7.5% rise to the full council with £6.75m ring-fenced for 200 extra street cleaning staff as well as maintenance of roads, pavements and parks.

Glasgow City Treasurer Ricky Bell said the rise, combined with this year's settlement from the Scottish government, meant "we finally have some cash to invest" in frontline services "after years of austerity".

"We'll deploy those staff where they can have the most impact, including dedicated Neighbourhood Clean Teams who will be able to respond promptly to issues within communities,"

he said. Unions have claimed the city is facing a crisis in its cleansing services, with uncollected rubbish and rat infestations in some areas. Council tax rates have been frozen or capped for much of the past 20 years.

In the current financial year, the government subsidised a nationwide freeze. It ends in April.

While there has been a council tax freeze for many years, revenue from the tax has risen in real terms because of new homes being built.

Over the past decade, the general trend has also been for a real terms rise in the Scottish government grant.

Councils, however, argue they are now providing more services in areas such as early years provision, free school meals and adult social care - and they claim the extra money has not kept pace with extra costs.

Young people will be able to ride for £1 on buses across Wales as part of a budget deal between Welsh Labour and the Welsh Liberal Democrat leader Jane Dodds.Announced on Thursday, the deal worth more than £100m will also see extra money which officials hope will complete the roll out of universal childcare to two year olds. It means the Welsh government's £26bn spending plans for the NHS, education and other public services will pass in the Senedd next month, and includes a ban on greyhound racing and cash for local councils.

Dodds said the agreement "is a positive step in making Wales the fairer and more prosperous country I want it to be".

Finance Secretary Mark Drakeford added: "The additional investment will make a real difference to communities across Wales, particularly in rural areas." Meanwhile, the government has announced an extra £4m for arts and culture bodies following criticism of

cuts in previous years. The Welsh Conservatives said the budget for 2025-26 "will not fix Wales" and called for a winter fuel allowance for older people in Wales. With Labour holding 30 of the Senedd's 60 seats, Welsh government ministers need the help of at least one opposition politician to get laws and budgets passed. Until last summer it had relied on a deal with Plaid Cymru. Both Plaid and the Tories say they will oppose the budget. The Welsh

Under a £15m pilot scheme, young people aged-21 and under will be able to travel anywhere in Wales for any journey for £1, with unlimited travel for £3. It will run for one academic year, from this September.

Nine local authorities will benefit from a boost to their funding, worth £8.24m, ensuring no council receives

less than 3.8% extra in cash next year.

While overall council funding was raised by 4.3%, because of the way the formula for funding works some authorities would see less, with Monmouthshire receiving an increase of 2.8% and Powys and Gwynedd 3.2% each.

The Welsh Local Government Association (WLGA) leader, Labour's Andrew Morgan, said: "Over a decade of cuts by previous governments cannot be

undone overnight in a single budget. But this settlement is a decisive step in the right direction."

The Welsh government has promised an extra £30m for universal childcare.

Officials hope it will be enough to complete the Welsh government's plans to reach more two year olds through the Flying Start programme.

A total of £10m of the figure will go towards upping the hourly rate that childcare providers are paid to £6.40. Rather than digging into reserves or making cuts, Drakeford has used money set aside when the draft plans for the budget were announced last year.

No money has been set aside for a ban on greyhound racing, which was announced by the Welsh government earlier this week.

An extra £30m has been promised for social carespecifically to assess and provide care packages for people who are in hospital but medically well enough to leave.

NHS waiting lists dip but targets still missed

The number of patients in Wales on a waiting list has dropped by almost 2,000, according to latest figures.

There were 800,395 on what are known as patient pathways in December, down from 802,268 a month earlier.

However, the number of patients waiting more than 36 weeks has hit a record high - at 284,586.

The Welsh government target is no patients should be waiting that long. Another target to eradicate the longest waits of more than two years has still not been hit, despite being set in March 2023.

However, the number of those waiting longer than two years has fallen by 3% - from 24,361 to 23,621 people.

'Work to do'

Responding to the latest waiting list figures, Health Minister Jeremy Miles said he was pleased with progress on the overall waiting lists and the fall in the number of those waiting longest.

However, he added: "There is still a long way to go and

a lot of work to do.

"But this set of data shows the NHS plans to increase capacity and work to reduce the longest waiting times are starting to have an impact."

Miles said the NHS and local authorities "must work together to improve patient flow through the health and care system". Responding, the Welsh Conservative's health spokesman James Evans said: "These latest

statistics represent almost no progress being made by the Welsh Labour government and are by no means good news for patients.

"At this rate, the first minister is set to miss her own selfimposed target to eliminate the very longest waits for the third year in a row.

For Plaid Cymru, Mabon ap Gwynfor said the latest numbers "may seem positive, but it has taken far

too long".

He added: "We have seen signs of waiting lists coming down previously, only for Labour to preside over months of lengthening waits."

Cancer care

Overall, of those on patient pathways - which account for patients who may be on mulitple waiting lists - it is estimated 616,547 of those patients are waiting for treatment.

In addition to waiting lists, the latest figures on cancer care have also been published, showing the best performance since August 2021.

They show 61.9% of patients started treatment within 62 days in December - an improvement of nearly 5 percentage points on the same time last year. However, it is still short of the Welsh government target that 75% of patients should begin treatment within that time.

There was also an improvement in waiting times at accident and emergency departments in Wales, with a drop in the number of those attending A&E - with 85,133 patients arriving in January, down more than 2,000 patients since December.

It saw the number of those in A&E being seen within four hours rising to 67.6%.

The goal is 95%.

Slightly fewer patients were stuck in the emergency departments for more than 12 hours - down 4% to 10,387. The target is zero.

Desk report: The White House has cancelled a planned news conference scheduled to follow talks between Ukrainian President Volodymyr Zelensky and US President Donald Trump's Ukraine envoy Keith Kellogg, according to officials in Kyiv.

Zelensky met with Lt. Gen. Kellogg in the Ukrainian capital this afternoon for talks on efforts to end the Russia-Ukraine war, just hours after a White House adviser said Kyiv needed to 'tone down' criticism of Donald Trump amid a major spat between the Ukrainian and American leaders. When the meeting began, photographers and video journalists were allowed into a room where the two men shook hands before sitting across from each other at a table at the presidential office in Kyiv. The pair were set to share details of their discussions with the media, but the Ukrainian president's spokesman Serhii Nikiforov said Washington requested that the press conference be cancelled. He did not specify a reason for the request.

Lt. Gen. Kellogg's trip to Kyiv coincided with recent feuding between Trump and Zelensky that has bruised their personal relations and cast further doubt on the future of US support for Ukraine's war effort. Hours earlier, White House National Security Adviser Mike Waltz said on Fox News that Zelensky must 'tone down' criticism of Trump after the Ukrainian leader said his American counterpart had fallen pray to Russian disinformation.

'Tone it down, take a hard look and sign that deal', Waltz said in reference to a contract Washington has proposed that would see Kyiv hand over vast oil, gas and mineral wealth, supposedly in exchange for security guarantees.

Waltz said the US presented the Ukrainians an 'incredible and historic opportunity' to invest in its economy and natural resources.

'It would be a way for the country to 'really become a partner in Ukraine's future in a way that's sustainable, but also would be I think

the best security guarantee they could ever hope for... much more than another pallet of ammunition.' Zelensky now appears to be playing nice, today saying Ukraine was ready for a strong and useful agreement with the US on investments and security, additionally calling for 'strong ties' with the US following a 'productive meeting' with Kellogg.

But Zelensky last week refused to sign the initial version of the deal amid reports it was more exploitative than the conditions imposed on Germany by Allied powers

who cratered his country.

And on Thursday at the Conservative Political Action Conference (CPAC), Vance stuck up for Trump again, saying his ultimate goal is peace in Europe.

'Peace is in the interest of Russia, in the interest of Ukraine, in the interest of Europe,' Vance stated.

Trump is a 'very good negotiator, very good businessman' and he's a 'smart statesman' to tackle these complex issues, he added. 'I really believe we're on the cusp of peace

following the conclusion of World War I. Waltz's comments came hours after Vice President J.D. Vance warned Zelensky against attacking Trump publicly, telling DailyMail. com exclusively that 'badmouthing' the president in public would only backfire.

'The idea that Zelensky is going to change the president's mind by badmouthing him in public media... everyone who knows the president will tell you that is an atrocious way to deal with this administration,' said Vance during an exclusive interview in his West Wing office.

'We have also already mentioned that this position is more favourable to us than the previous administration, and that here we absolutely agree with the American administration.' Peskov went on to hit out at the Biden administration, claiming that the previous team in Washington 'did not declare any goals to initiate a peace process' and spoke 'only about war.' He also declared that any plan to send European troops to Ukraine as part of a potential peacekeeping mission would be unacceptable for Russia and that it was monitoring such proposals with concern.
