UK economy disappoints despite return to growth

Desk report:

The UK economy returned to growth for the first time in three months, but the expansion was less than expected.

The 0.1% uptick in November was driven by trade for pubs, restaurants and the construction industry, after it shrank in October and September.

The figures come after recent turbulence in financial markets sent the UK's borrowing costs to the highest level for several years and the value of the pound down.

But with tax rises coming into effect in April, the sluggish figures have fuelled further concerns that stagnant growth could persist in the UK for some time.

Chancellor Rachel Reeves, who has been under pressure after the market turmoil threatened her economic plans, admitted the government had to "do more to grow our economy" as she reiterated her pledge to go "further and faster" to improve growth in order to boost living standards.

Prime Minister Sir Keir Starmer added that growing the economy was "always going to take time", but said the return to growth in November was a "step in the right direction".

November's economic figures were the first following Reeves's first Budget, in which she announced £40bn worth of tax rises with hikes in the National Insurance rate and

a reduction to the threshold for employers. Ahead of tax increases taking effect in April, businesses have repeatedly warned the extra costs they face, along with minimum wages rising and business rates relief being reduced, could impact the economy's ability to grow, with employers expecting to have less cash to give pay rises and create new jobs.

In the three months to November, the economy is

estimated to have shown no growth, the Office for National Statistics (ONS) said. It has only grown twice in the five months since Labour took office.

Danni Hewson, AJ Bell head of financial analysis, said the bigger economic picture was one of an "economy still stuck in the muck", while Ben Jones, lead economist at the CBI business group which claims to represent 170,000 firms, said a "mood

Boy, 14, stabbed more than 25 times on bus - court

Desk report:

A 14-year-old boy was stabbed more than 25 times on a London bus on the way home from school, a court has heard.

Kelyan Bokassa was pronounced dead shortly after being attacked in Woolwich, south-east London, on 7 January.

A 16-year-old boy, from Plumstead in south-east London, appeared before magistrates on Thursday charged with murder.

A 15-year-old boy from Woolwich, who is also charged with murder, is due in court later.

Bromley Magistrates' Court heard Kelyan was stabbed on his journey home and died from a severed femoral artery.

of caution seems to have settled over UK businesses".

"We've had a pretty gloomy start to this year," said Liz Martins, senior economist at HSBC. "We're not in recession, but we're not doing much growing either."

In a bid to turn the tide, Reeves will meet representatives from some of the country's biggest regulators later, including energy watchdog Ofgem and the Competitions and Markets Authority, to get ideas for growing the economy.

Reeves is understood to have decided to meet them in-person rather than wait to read submissions, with a Treasury source describing the meeting as "a kick up the backside". The ONS said the construction and services sectors drove the marginal growth in November.

Construction was led by new commercial developments, but Liz McKeown, director of economic statistics at ONS, said production continued to decline across several manufacturing industries and oil and gas extraction companies. London 17 Jan 2025

The 16-year-old wore a prison-issue grey jogging suit during his appearance and spoke only to confirm his name, age and address.

He was remanded in custody and is due to appear at the Old Bailey on Monday.

Police were called at about 14:30 GMT to reports of a stabbing on the Route 472 bus on Woolwich Church Street.

Kelyan's family are being supported by specialist officers, the Met Police has said.

A 44-year-old woman who was arrested on suspicion of assisting an offender has been released under investigation.

Labour attempts to stem grooming gang backlash with new local inquiries

Desk report: Labour will attempt to stem the grooming gang backlash by announcing nationallybacked local inquiries.

Yvette Cooper, the Home Secretary, will announce Government funds to back local inquiries modelled on the judge-led inquiry into grooming gangs in Telford. She is also expected to ask police forces to reopen socalled “cold cases” relating to child sexual exploitation and abuse.

It follows calls for a national inquiry from the Conservatives, Reform UK and some Labour MPs into the sexual abuse of girls and young women by gangs in several areas of the country. In a Commons statement on Thursday afternoon, Ms Cooper is also expected to announce a national audit led by Baroness Casey to establish the current scale of grooming.

It will have a budget of £10 million and will focus on the “cultural drivers” and ethnicity of the gangs.

Ms Cooper’s announcement came as it emerged that she was threatened with legal action by Maggie Oliver, the police whistleblower in the Rochdale child grooming scandal, unless she took

“urgent steps to allay widespread public concern” over gangs sexually exploiting children.

Cooper put ‘on notice’ Ms Oliver said she had put Ms Cooper “on notice” that she would seek a judicial review in the High Court unless the Home Secretary published a timetable for implementing all 20 recommendations by the Alexis Jay independent inquiry into child sexual abuse.

Three Labour MPs publicly expressed support for a national inquiry into the grooming gangs – Dan

Rotherham MP Sarah Champion, and Rochdale MP Paul Waugh.

Other senior Labour figures including Andy Burnham, THE Greater Manchester mayor, have also said they would support a limited new inquiry.

Kemi Badenoch, the Conservative leader, said: “I welcome any work that [Baroness] Louise Casey is able to do in this area... but I don’t think that local inquiries are enough.

“Oldham has decided not to do the local inquiry and

asked for a national inquiry because it knows that local inquiries are limited.”

She added: “They couldn’t summon people, only a national inquiry can do that.”

The controversy was fuelled by Elon Musk, the tech billionaire who attacked Sir Keir Starmer and Ms Cooper with accusations that they had failed to get a grip on the grooming and sexual abuse of young girls.

On social media, Ms Champion said that it “looks like the Government is accepting my five point plan

to prevent child abuse”.

Mr Musk, who was appointed an adviser to Donald Trump, has previously claimed that Sir Keir had failed to bring “rape gangs” to justice when he was the director of public prosecutions between 2008 and 2013.

‘Massive crime against humanity’

He said the scandals represented a “massive crime against humanity” and labelled Jess Phillips, Labour’s safeguarding minister, a “rape genocide apologist” and said she should be jailed.

Responding to the remarks, Ms Phillips told ITV that the billionaire knew “absolutely nothing about the subject”.

In a speech last week, Sir Keir said those calling for a national inquiry on grooming gangs were seeking to “jump on a bandwagon of the farRight”.

The comments prompted a backlash from the Conservatives, who said it was not “far-Right” to call for tougher action against rape gangs. James Cleverly, the former home secretary, said that by making the comments, Sir Keir was “the best recruiting sergeant for extremism”.

Suspended Labour MP pleads guilty to assault

Desk report:

Mike Amesbury, the suspended Labour MP, has pleaded guilty to assaulting a man in the street.

The Runcorn and Helsby MP appeared at Chester magistrates’ court on Thursday accused of attacking 45-year-old Paul Fellows in Main Street in Frodsham, Cheshire, which was reported to officers at 2.48am on Oct 26 last year. Mr Amesbury was suspended from the Labour Party after footage emerged that appeared to show him punching a man. He now sits in Parliament as an Independent.

The 55-year-old was summonsed to court to face a charge of section 39 assault after a file was passed to prosecutors on Oct 29.

Alison Storey, prosecuting, told the court that at about 2am on Oct 26 last year Mr Fellows was in Frodsham

town centre and went to a taxi rank. He was alone and had been

drinking, she said. Ms Storey said: “Mr Amesbury arrived at the

same taxi rank. He too was alone and he too had been drinking.”

The court heard that Mr Fellows recognised Mr Amesbury and approached him to remonstrate about a bridge closure in the town. CCTV of incident

She said CCTV showed engagement between them over a period of several minutes, but no aggression or raised voices.

She said: “At one point Mr Fellows started to walk away but was re-engaged by Mr Amesbury.”

Mr Amesbury was heard to say “what” a few times before shouting it, the court heard.

Ms Storey said Mr Fellows put his hands in his pockets and turned towards the taxi queue, but when he turned back Mr Amesbury punched him to the head, knocking him to the ground.

He followed him onto the road after he fell and started to punch him again, at least five times, she added.

Tower Hamlets welcomes being named as the best place to live in East London

Tower Hamlets has been ranked the 33rd best place to live in the UK according to The Times. The ranking makes Tower Hamlets the highest-ranking place in east London.

Tower Hamlets is often described as offering ‘the best of London in one borough.’ This is because it has world class destinations like Tower of London, Young V&A and Museum of London Docklands; the third largest economic output in the country with Canary Wharf and markets such as Brick Lane and Columbia Road; and the borough represents London’s history and with one of the most culturally diverse populations in the UK.

Lutfur Rahman, Executive Mayor of Tower Hamlets, said:

“News that Tower Hamlets is the best place to live in East London, and one of the best locations in the UK, comes as no surprise. More people want to live, work, visit and study in Tower Hamlets than ever before and be part of our thriving community.

“With our rich history and incredible diversity, our excellent schools, fantastic green spaces, iconic landmarks, and over 300,000 people working in our borough, we are a global destination for tourism and business providing the third largest economic output in the UK. That's why we are both the fastest growing and most densely populated place in the country.

“These findings match the positive results of our most recent Residents Survey which showed that 84 per cent of people are satisfied with our local area and 90 per cent say people from different backgrounds get on well with each other in our cohesive community. We have made history with a groundbreaking package of support for our residents.”

The Times’s list was put together by a panel of expert judges and looks at

data for categories such as education, parks and opens spaces, healthcare, and crime.

A score of five was given for the borough's education, which looked at the percentage of schools rated 'outstanding' by Ofsted.

The good news follows Tower Hamlets’ Children’s Services being rated by Ofsted as ‘Outstanding’ - the highest rating attainable. The Ofsted report, published on Monday 13 January, found that children in Tower Hamlets receive timely and effective help, and that staff “are ambitious for children, encouraging them to reach their full potential. As a result, children receive excellent support.” This rating now places the service amongst the top 20 per cent across local authorities in the country.

For 'parks with a Green Flag award', which looked at the number of Green Flag parks per 10,000 people, Tower Hamlets scored 52.

Tower Hamlets has many diverse parks, gardens and open spaces for residents and visitors to enjoy. The borough holds a record number of awards for its parks including 14 Green

Flag Awards. Victoria Park holds the People’s Choice recognition in the Green Flag Top 10 parks in the country. The rating corresponds with the latest annual residents' survey results which show an 81 per cent public satisfaction rate with the borough’s parks and green spaces.

Tower Hamlets also scored well in the 'community interest companies category'. A value of 14 was given based on the number of community interest companies registered per 10,000 people in the area. This was also a better score than the top three overall locations in this list.

Tower Hamlets has always had a proud social economy with the borough being home to some 1,300 voluntary and community sector organisations. The Council is proactively supporting Community Interest Companies (CICs) in the borough, including recently launching its Social Enterprise Project which will see an investment of £80,000 support 25 existing CIC’s to develop new income streams and support the creation of 25 new CIC’s in Tower Hamlets.

The final category was

'listed buildings', which looked at the number of listed buildings per 10,000 people. A score of 179 was awarded to Tower Hamlets.

Tower Hamlets Council has led the way when it comes to restoring listed buildings. In January 2023 it moved into the grade II listed former Royal London Hospital in Whitechapel. The iconic London landmark was built in 1770 and its renovation into the borough’s new Town Hall has won multiple awards.

Other statutory listed buildings are classified into three grades, I, II* and II include:

Grade I - buildings of exceptional national interest. Tower Hamlets has 13, including the Tower of London, Tower Bridge and Christ Church Spitalfields.

Grade II* - buildings of more than special interest. There are about 40 in Tower Hamlets, including Wapping Hydraulic Pumping Station.

Grade II - buildings of special interest. There are around 2,000 of these in Tower Hamlets.

The borough's healthcare

was ranked positively, according to the data which is testament to the work by the council’s public health service alongside the NHS.

Tower Hamlets Council provides a groundbreaking package of support for residents, including as the only local authority in the country to provide universal free school meals for both primary and secondary school children saving a family £550 per year, per child, and becoming the first Council in the country to approve replacing the Winter Fuel Allowance to pensioners after national government cuts. The Council has provided more than 2,350 grants to support young people in college and university and is the only local authority in the country to have restored the Education Maintenance Allowance.

The Mayor has also just announced proposals to make Tower Hamlets the first Council in England to provide school uniform grants to children whose parents earn less than £50,350, which will come to Full Council next month.

Russia launches drone attack on Kyiv during Sir Keir Starmer's visit to Ukrainian capital

Desk report:

A Russian drone attack hit Kyiv during Prime Minister Sir Keir Starmer's diplomatic visit to the Ukrainian capital on Thursday.

Air raid sirens and explosions rang out minutes after Starmer laid a wreath with President Zelensky at the Wall of Memorial in central Kyiv. The Labour leader was visiting to sign a historic 100year agreement. Ukrainian air defences shot down the drone near the Presidential palace, with debris striking a civilian vehicle in the Solomyanskyi district.

Kyiv mayor Vitaliy Klitschko confirmed there were no injuries. He said: "A piece of UAV debris damaged a passenger car. It tore apart the engine and partially the car's interior. There was no fire. There are no injuries at this time either." The attack occurred around 10.16am UK time, shortly after Starmer's arrival at Kyiv train station this morning. The Prime Minister earlier said the UK would “never let up” on support for Kyiv, with a new 100 Year Partnership deal set to cement ties with Ukraine.

Speaking to broadcasters at a hospital in Kyiv, he said: “It’s very important we ensure that Ukraine is in the strongest possible

position. “That’s something I’ve been arguing for since I was Prime Minister. This is my seventh meeting with President Zelensky. I’m here at the burns unit of one of the Kyiv hospitals, which is a grim reminder of the heavy price Ukraine is paying.

“So we must give the necessary support, and that’s what I’m discussing with President Zelensky today. We must never let up on that and we’ve been leading the way.” Mr Trump’s

pick for secretary of state Marco Rubio suggested on Wednesday that both Ukraine and Russia would have to make concessions to end the war.

He said it was important to be “realistic” and that “there will have to be concessions made by the Russian Federation, but also by the Ukrainians”. Sir Keir’s desire to “make sure Ukraine is in the strongest possible position during 2025″ is an indication of the West’s

attempt to ensure Kyiv goes into any talks on the front foot.

Ahead of the visit, Mr Zelensky had suggested he would use the meeting to discuss the prospect of British troops being deployed to Ukraine as peacekeepers following any ceasefire deal with the Kremlin.

Sir Keir said Russian President Vladimir Putin’s war had been a failure, and “one of the consequences of this conflict has been to draw Nato more strongly

together”.

“It’s bigger and stronger than it has been, and we must stand behind Ukraine for as long as it takes. “But when we say Ukraine must be in the strongest possible position, that can’t be just words.

“And that’s why I’ve had such intense discussions with President Zelensky over the months that I’ve been Prime Minister and will again here in Ukraine. Because that is very, very important as we go into 2025.”

Tube horror as stricken pensioner who fell onto tracks was fatally struck by four trains

Desk report:

An elderly passenger who fell from a Tube station platform onto the tracks died after being hit by four Underground trains, an investigation has revealed.

The man, Brian Mitchell, 72, lay stranded on the tracks of a Jubilee line platform for five-and-a-half minutes, when he tried in vain to save himself but was unable to climb back onto the platform. But he was not spotted on the station CCTV or by the driver of the first incoming train – possibly because the driver’s level of attention had been reduced because the train was operating in automatic mode.

The tragedy happened on Boxing Day 2023, at around 2.45pm. Mr Mitchell, who had been visiting friends and

had travelled on the Tube from Stanmore, stumbled forwards and fell about 0.7m onto the live tracks.

An investigation by the Rail Accident Investigation Branch, published on Thursday, revealed that the driver may also have been distracted by the presence of another driver waiting on the platform as the first

train pulled into platform 13 at a speed of about 18mph. A second driver arriving at the platform did not see Mr Mitchell, whose body was between the platform edge and the nearest rail to the platform.

A third driver did see an object but thought it was an “inflatable doll” rather than a human.

A fourth driver was allowed to pull into the platform despite a customer service assistant at the station knowing by this time that a person was on the track. A toxicology report found that Mr Mitchell had 272 milligrams of alcohol per 100 millilitres of blood in his body - more than three times over the drink-drive limit.

Migrants‘should not be here’, says Badenoch

Desk report:

Kemi Badenoch has said that migrants who “don’t want to integrate into British culture” should not be allowed to stay in the UK.

The Tory leader repeated her call for lower immigration numbers as she delivered her first major speech of the year.

She set out how she intended to win back voter trust and put the Tories on the path to power as she declared: “From now on we are going to be telling the British people the truth, even when it is difficult to hear.”

Mrs Badenoch said politicians owe it to the next generation “to leave an inheritance for them and not mortgage their future to make our lives more comfortable”.

She said that will “demand the kind of tough soulsearching conversations we’re not having right now”, including on immigration.

Speaking at the Onward think tank, in central London, Mrs Badenoch said: “No ifs, no buts – we simply cannot take all the millions of people who want to come here from elsewhere.

“Our country is our home – it is not a hotel. If people arriving don’t want to integrate into British culture, they shouldn’t be here, and it is not controversial to say that.” Mrs Badenoch attempted to use the address to differentiate her leadership from that of her Tory predecessors. She said the Conservative Party was “under new leadership” and vowed to acknowledge “mistakes” made in the past in key areas such as immigration and net zero.

Mrs Badenoch faced questions after her speech about the rise of Reform UK and the possibility of a merger between the two Right-wing parties.

She rubbished the idea of joining forces, saying: “Nigel Farage says he wants to destroy the Conservative Party. Why on Earth would

we merge with that?”

She also claimed that Mr Farage, the Reform leader, had a “head start” on her because of his past experience as a party leader, adding: “I have been leading the Conservative Party for 10 weeks. Let’s see where we are in a few months and a few years.” -----------------------------------

Starmer vows ‘more military support than ever’ for Ukraine

Desk report: British peacekeepers could be sent to Ukraine, Volodymyr Zelensky

It came as Sir Keir arrived in Kyiv on a surprise visit to unveil a new 100year partnership to boost Ukraine’s maritime security and economic recovery.

Gunfire erupted in the capital as air-defence forces attempted to repel a Russian drone attack as the Prime Minister held talks with the president. Sir Keir pledged deliveries of 150 artillery barrels “made by Sheffield Forgemasters” and a new mobile air-defence system on his first trip to the country since becoming Prime Minister. He warned the West not to lose sight of its goal to

“Those conversations will continue for many months ahead,” Sir Keir added.

It is the first time in 20 years Sheffield Forgemasters has produced artillery barrels for the AS-90, a self-propelled 155mm howitzer donated by Britain.

The Gravehawk air-defence system was jointly designed and funded as part of a project between the UK and Denmark.

The Telegraph this week reported that the Prime Minister and Emmanuel Macron, France’s president, had discussed using Western forces to police and

The 100-year partnership signed between the UK and Ukraine builds on a decadelong pact signed under the former conservative government.

The latest rendition includes provisions to strengthen military cooperation and bolster security in the Baltic Sea, Black Sea and Sea of Azov.

It will also cover areas such as energy, critical minerals and green steel production.

A new British-led task force will also track grain stolen by Russian forces and sold overseas as part of the deal.

suggested, as Sir Keir Starmer pledged “more military support than ever” for the war-torn country.

The Ukrainian president confirmed the pair had held discussions over a French proposal which could see Nato troops used to monitor a post-war ceasefire after a meeting in Kyiv on Thursday.

But Mr Zelensky told a news conference that it was “a bit too early to talk about details” of the plan.

ensure that “Ukraine is in the strongest possible position” this year, a hint at the possibility of peace talks.

However, the Prime Minister did not explicitly commit to the deployment of British troops.

“We will work with you and all of our allies on steps that would be robust enough to guarantee Ukraine’s security,” he told Mr Zelensky.

enforce any potential peace deal.

Mr Macron has previously held similar talks with Donald Tusk, Poland’s prime minister, who Sir Keir will meet in Warsaw on Friday.

Before their press conference, Sir Keir and Mr Zelensky laid flowers at the Wall of Remembrance of Fallen Defenders of Ukraine outside Kyiv’s St Michael’s Golden-domed Monastery.

‘An incredible achievement’ The treaty was signed just days before Donald Trump, who is considered a sceptic of Western support to Ukraine, returns to power in the United States.

Sir Keir said: “I’d actually like to pay tribute to the work that the US has done here, the support that they have put in because it’s been a vital component of what has been quite an incredible achievement by Ukraine.”
