Government to cut business rates for pubs, clubs and music venues

Desk report: Pubs, clubs and live music venues in England will be given a 20% cut to business rates from April, which the government estimates will save firms around £1,100 next year.

In his third policy announcement since becoming prime minister, Andy Burnham said: "For too long, governments have stood by while cherished venues have disappeared from our local high streets."

The cut will cost £100m and will be funded by a review of tax relief on firms such as vape shops which "do not make a positive contribution to local communities", the government said.

Hospitality bosses welcomed the support, but some pub owners said the package would not go far enough to offset the impact of cost increases elsewhere.

The 20% business rates discount will not apply to the "very largest" live music venues. Details about which businesses are eligible will be announced at Chancellor

John Healey's first Budget in the autumn. The cut is expected to benefit almost 32,000 venues, the government said.

Iain Hoskins, who owns Ma Pub Group in Liverpool, told the BBC the relief would help "chip away" at rising costs but questioned how many venues would benefit. It could be "very meaningful",

he said, but "as always, the devil is in the detail".

His pubs have previously missed out on government business rates support, and "the increases were so huge last year that now we're sort of chipping away at some of those increases".

Under previous chancellor Rachel Reeves, the government said last year it

would scale back business rate discounts that had been in force since the pandemic and announced that there would be no discount at all from April this year.

That, combined with big upward adjustments to rateable values of pub premises, left landlords with the prospect of much higher rates bills.

Saudis must recognise Israel for nuclear deal, says Trump

Following criticism from the hospitality industry, the government cut business rates for pubs and music venues by 15% earlier in 2026.

The 20% discount will apply on top of the existing support.

Commenting on the cut which comes into effect next year, Steve Perez, founder of soft drinks company Global Brands and an owner of two hotels, said the announcement is "welcome… but this won't make any material difference to any pub".

UK Hospitality's chief executive, Allen Simpson, said Burham's plans are "a good start" which he said "suggests that his affection for hospitality has survived the trip down the M1".

But he added that it is "not for everybody in hospitality".

The change to business rates for some hospitality firms is the latest move in what Burnham hopes will provide "breathing space" for people and businesses.

The landmark nuclear deal between the US and Saudi Arabia is dependent on Riyadh joining the Abraham Accords recognising the State of Israel, President Donald Trump has said.

"The Civil Nuclear Deal (There will be no enrichment of material!)... which pertains only to non-military use... will be approved, but is totally subject to Saudi Arabia joining the very respected and successful Abraham Accords," Trump said in a post on Truth Social.

Trump's remarks come after criticism from experts that the deal could run the risk of future nuclear proliferation in an already unstable region.

Saudi Arabia has previously said it would not recognise Israel without the establishment of a Palestinian state.

In 2020, Trump brokered the Abraham Accords, which secured the historic normalisation of relations between Israel and two Arab nations, the United Arab Emirates (UAE) and Bahrain.

Sudan, Morocco and Kazakhstan have since also signed the accords.

Saudi Arabia has not so far responded to Trump's remarks.

And it was not immediately clear if the condition of joining the Abraham Accords was stipulated in the text of the deal - which has not been released - or that

Saudi Arabia had agreed to that condition, or would be forced to join the accords.

Meanwhile Israel welcomed Trump's statement.

Posting on X, Prime Minister Benjamin Netanyahu's office said Saudi Arabia joining the accords "would be an historic leap forward for peace in the Middle East".

The statement did not mention the nuclear deal. However, Israeli Economy Minister Nir Barkat said previously his country "can manage it" if Saudi Arabia had nuclear power for peaceful means.

Israel itself is widely believed to have nuclear weapons, but it neither confirms nor denies that this is the case.

The US-Saudi deal, whose signing was announced on Wednesday, is described as a "peaceful nuclear cooperation agreement" that will provide "great access for American companies in the Saudi nuclear energy programme" by the US energy department.

The nuclear issue has been at the centre of the monthslong US-Israeli conflict with Iran. Saudi Arabia's de facto ruler, Crown Prince Mohammed bin Salman, told CBS News in 2018 that his own nation was not planning to acquire a nuclear weapon, but that "without a doubt if Iran developed a nuclear bomb, we will follow suit as soon as possible".

Earlier US media reports suggested the deal could allow Saudi Arabia to enrich uranium in the future - which can be used as fuel for power plants, but also potentially to make nuclear bombs. However, Trump's remarks appear to deny this.

The agreement will now be sent to the US Congress for review.

Ed Miliband was “wrong” to have previously called President Trump a racist and misogynist, Washington’s ambassador to the UK has said.

Warren Stephens added it was “no secret” the pair had clashed in the past over net zero, but hoped the new foreign secretary had changed his views since Miliband’s remarks in 2016.

There is concern in Washington over Miliband’s appointment to Britain’s most senior diplomatic post, after missing out on the role of chancellor in Andy Burnham’s reshuffle. After Trump’s first election to the White House, Miliband, then a backbench MP, said it “beggars belief” that Britain could be said to have shared values “with a racist, misogynistic, self-confessed groper”.

“This guy’s anti-trade. He’s an odd combination of protectionism plus the old trickle-down tax cut formula that has got us into a lot of this mess in the first place,” Miliband told BBC Radio 4’s World at One programme.

He added he was “deeply worried” about Trump’s election and claimed that those from Muslim, gay, black and Hispanic communities would be “frightened”.

Miliband’s first test as foreign secretary is likely to come at the Association of Southeast Asian Nations (Asean) foreign ministers’ meeting in the Philippines, which he is currently attending at the same time as Marco Rubio, the US secretary of state. On Thursday morning,

Stephens said: “People’s view of President Trump in 2016 is probably a lot different than what it is now in 2026.

“I would suspect his views have changed on President Trump, but I haven’t talked to him about that.”

Stephens added: “He was wrong then.” According to Stephens, he and Miliband have previously met once — and it was “no secret” that they disagreed on energy policy.

As the former energy secretary, Miliband’s netzero drive to ban new oil and gas drilling in the North Sea has been strongly resisted by the White House.

Stephens urged Miliband’s successor, Miatta Fahnbulleh, who is likely to continue the policy, to reconsider. He said: “The world needs all forms of energy and we need to use every form of producing

energy at our disposal. That does include wind and solar but it also includes fossil fuels, because we need them and you just can’t run an industrial economy on intermittent power, which is what solar and wind are.”

Stephens confirmed the US was still opposed to Sir Keir Starmer’s bill to hand over sovereignty of the Chagos Islands to Mauritius, given the previous government said a deal was vital to ensure the British and American military could maintain its presence in Diego Garcia. He said that stance would only soften “if there are some changes to the agreement itself”, which Trump had previously backed but was shelved at the end of Starmer’s administration, pending reapproval by Washington.

Burnham and Trump spoke within hours of the new prime minister taking office. In their first conversation, Burnham invited Trump to Manchester ahead of next year’s G20 summit, which is due to be held in the UK.

Saudi prince died in London hotel after cocktail of party drugs

A Saudi prince was found dead in a luxury London hotel after mixing alcohol with a cocktail of party drugs, an inquest has been told. Abdullah bin Fahad bin Abdullah bin Abdulaziz bin Jalawi al-Saud, 29, was discovered on the bathroom floor of his £600-a-night room at the Marriott hotel in Kensington on November 25.

The prince, a member of Saudi Arabia’s ruling dynasty, suffered a cardiac arrest after consuming alcohol, the recreational drug GHB and other substances. An inquest at Inner West London coroner’s court heard that he checked into the hotel on November 19 for a one-week stay. He was last seen on CCTV going outside to smoke a cigarette the evening before his death. A cleaner later unlocked the door to his fifth-floor room and found him fully clothed, lying on the bathroom floor. Hotel security and the

ambulance service were called but they were unable to resuscitate him and he was pronounced dead. The prince had a blood ethanol concentration of 222mg of alcohol per 100ml of blood, well above the drink-drive limit of 80mg, and in a range where it could possibly cause a coma, a toxicology

report found. He also had potentially fatal levels of the depressant gamma-hydroxybutyrate (GHB), as well as traces of cannabis, a recreational dose of the anti-anxiety medication Xanax and other anti-anxiety medicines in therapeutic doses.

The court was told that the

prince had been struggling with the use of alcohol and prescription drugs. He was admitted to the Priory clinic in Roehampton, southwest London, in August last year, where a stay can cost as much as £35,000 a week. During his stay he underwent detox treatments for alcohol, benzodiazepines

and the anti-anxiety drug pregabalin. Dr Victoria Chamorro, a consultant psychiatrist, said the prince “engaged well” and the detox had “proceeded without physical side effects”. “He was supportive and kind to his peers, making friends,” she said in a statement. “He was assessed as having symptoms of low mood and anxiety on admission.

“When he was discharged he was considered not to be at risk of suicide. He was discharged with a friend but then failed to attend scheduled Zoom appointments. Nevertheless there was no concern for him. He engaged well and completed his treatment.”

After leaving the Priory, he had further treatment at the private £7,000-a-week Rainford Hall clinic in St Helen’s, Merseyside, where he was also diagnosed with an upper respiratory tract infection. He recovered and left the facility on October 14.

Burnham pauses early release of prisoners

Desk report:Andy Burnham has paused the early release of prisoners after The Telegraph revealed that two of Pc Andrew Harper’s killers could be freed under Labour’s scheme.

More than 5,000 prisoners, including killers, rapists and violent criminals, were due to be freed early in monthly tranches from Sept 2.

The Prime Minister had already announced a review of the scheme, after this newspaper discovered that Albert Bowers and Jessie Cole were set to be released after just six years in prison for the manslaughter of Pc Harper in 2019. In a statement issued during a visit to Scotland, Mr Burnham announced that he would halt the September releases pending the outcome of a review.

The Prime Minister said: “Keeping the public safe will always be my top priority.

“I am working closely with the new Justice Secretary and have instructed my

team to put a pause on the changes that were due to start in September.

“No prisoners will be let out under this policy until we have conducted an urgent review and done everything we can to minimise risk to the public.

“Where changes are needed, we will not hesitate to make them.”

He is under pressure from MPs, victims’ groups and Pc Harper’s widow to exempt the most serious offenders from the scheme, including killers, rapists, child groomers and criminals convicted of serious violence against emergency workers. Pc Harper, 28, was investigating the theft of a quad bike in August 2019 when Bowers and Cole attempted to flee the

scene in a car driven by Henry Long. The officer was dragged more than a mile on country roads with his ankles caught in a tow rope.

Bowers and Cole were each jailed for 13 years in 2020 for manslaughter, but are now eligible for release halfway through their sentences rather than two thirds. Long was jailed for 16 years and is not eligible.

On Wednesday, Mr Burnham

said he would review the potential release of the killers under the scheme, which was designed to reduce prison overcrowding.

Referring to the case, the Prime Minister told reporters in Bath: “On the broader issue, I feel for [Pc Harper’s] family, it’s an appalling crime that was committed. The main perpetrator [Long] will not be subject to any early release.” He added: “I can’t say that I can change the policy completely but I will look at it in detail before we go further forward.”

However, Mr Burnham went a step further on Thursday by pausing the scheme entirely.

Lissie Harper, Pc Harper’s widow, described the early release scheme as “deplorable”. In a written statement, she accused politicians of “making decisions from behind a desk that will have real and lasting consequences for victims’ families like mine”, adding: “Andrew deserves better.”

Burnham’s cost of living crusade derailed by $100 oil prices

Andy Burnham’s pledge to give people “breathing space” on the cost of living is being derailed by surging oil prices.

The Prime Minister has been warned it will be “very difficult” to press ahead with his plans to ease the burden on households after Brent crude prices rose more than 6pc to a two-month high on Thursday. Oil tipped above $100 a barrel for the first time since May after Houthi attacks on vessels in the Red Sea broadened the scope of the Middle East conflict.

It threatens to maintain the squeeze on household finances even as the Prime Minister announces a range of measures designed to bring down the cost of living.

Simon Williams, the head of policy at RAC, said: “Fuel prices are shooting up like a rocket on the back of oil being above $90 for the last days.”

The average price of a litre of diesel has gone up by almost 8p to 172.14p a litre in the last fortnight, while

petrol has risen by 5p in two and a half weeks to 155.57p.

Mr Williams said: “If petrol was to climb to 160p, it would surpass its Iran war high of 159.53p, seen on May 28.

“Unless the renewed conflict is brought to an abrupt end soon, it’s looking like UK

drivers are going to suffer some stinging summertime pump prices.”

Analysts at Cornwall Insight warned this week that Mr Burnham’s 5pc VAT cut on electricity bills would be cancelled out by rising oil and gas prices, with household bills expected to rise by around 2pc from October when the price cap

is reassessed.

Beyond pushing up bills, higher oil prices are also constricting the Prime Minister’s ability to offer support.

The cost of UK government borrowing has risen to its highest level since May as investors bet that a fresh oil price shock will prompt interest rate rises to control

inflation. Money markets show rates are expected to rise from 3.75pc now to 4.5pc by the middle of next year. The yield on 10year gilts – a benchmark for what the Treasury pays to borrow money – rose to 5.08pc on Thursday. Higher borrowing costs mean that more taxpayer money must be spent on servicing the national debt.

James Athey, a fund manager at Marlborough, said: “While we are in an environment of high or rising oil and gas prices, it is going to be very difficult for the new government to do very much which makes a meaningful dent in the cost of living challenges.

“One of the biggest issues is that most of the policies which are being announced or publicly tossed around are taking the form of dealing with symptoms not causes.

“When talking about things like oil prices – clearly there is very little that the UK Government can do over any reasonable, short-term time horizon to deal with underlying causes.”

Burnham acting like he's still a mayor, says Badenoch

Kemi Badenoch has accused Andy Burnham of governing like he is still the mayor of Greater Manchester, with a "spending spree" of early promises.

The Conservative leader said the new prime minister had failed to explain how a series of measures announced during his first days in office could be paid for.

Burnham's early policies include restoring a £2 cap on bus fares in England and cutting VAT on household electricity bills.

Labour defended his announcements, adding he was "bringing back hope after Kemi Badenoch's Tory Party nearly broke Britain".

Burnham told his newly assembled cabinet on Tuesday "we need to be a cost of living government" and he has billed his policy blitz as a first move to give people "breathing space", promising further support when wider tax and spending decisions are made.

Alongside the bus fare cap and energy VAT cut, he has also announced plans to cut

business rates paid by pubs and live music venues and find more accommodation to house rough sleepers, in interventions projected to cost around £1.8bn in total.

The government says the plans, funded through a combination of savings, reallocation of money within existing budgets and future tax hikes on "anti-social businesses", have been properly accounted for.

But in a speech in London on Thursday, Badenoch

said Burnham needed to be clearer about where his savings would come from and called on him to rule out tax rises at the autumn Budget.

She also criticised him for "floating" possible future policies such as providing social care free at the point of use, a huge expansion in council house building, and increasing the tax-free personal allowance.

"He doesn't actually know what he wants to do, he is

thinking out loud. All that we know is it's going to cost a lot of money," she added. Burnham, who became Greater Manchester's first elected mayor in 2017, has sought to put his near decade-long stint in charge of the city-region at the heart of his Downing Street agenda.

As mayor, he kept a £2 bus fare cap in place when the Starmer government raised the England-wide limit to £3 at the start of last year.

He has also cited Greater Manchester's bus operating model, in which private bus firms bid to run services franchised by the local transport authority, as a possible model for regulating the water and energy sectors.

But Badenoch said the new prime minister needed to "lift his sights to broader things", calling for him to set out plans to fund defence spending and lower the cost of energy for businesses.

"Andy Burnham's ambitions for Britain are too small," she said.

She added: "When you are mayor of Manchester, you are handed a big pot of someone else's money, and you decide where to spend it.

"I'm sure this is great fun. It can make you very popular. But it is not the same as being prime minister".

"Andy Burnham needs to do better. He is behaving like he's still the mayor of Manchester. He is now the prime minister of the United Kingdom, he needs to start acting like it."

Rayner rules out repaying severance cash after making cabinet return

Angela Rayner has told the BBC she will not repay a £16,876 ministerial severance payment after making her return to the cabinet.

The Labour MP resigned as deputy prime minister and housing secretary in September 2025 after failing to pay enough tax on her £800,000 flat in Hove, which resulted in the exit payout.

Rayner was reappointed as housing secretary by new Prime Minister Andy Burnham on Monday, prompting the Conservatives to press for her to return the money.

In 2023, Rayner said there was a "staggering lack of shame" from the Tories after it was revealed former ministers - some of whom later returned to the frontbench - were paid more than £450,000 in severance packages, external. A lump sum,

equivalent of 25% of the annual ministerial salary, is payable when a minister stops holding office. Departing ministers who are aged over 65 or are reappointed within three weeks do not qualify. The 2025/26 accounts, external for the Ministry of Housing, Communities and Local Government

record the severance payment for Rayner. In her first interview since returning to government, Rayner was pressed on whether she would return the money. She told Matt Chorley on BBC Radio 5 Live: "No, my severance payment was given to me at the time, I had worked in

government for a period of time and then I came out of government for just under a year."

She added: "I will be delivering in government again."

Rayner earlier said her criticism of the Conservatives over severance payments came at a time when there was

a "revolving door" which saw ministers return to government "after 40-odd days".

The Conservatives earlier this week said Rayner had "quit in disgrace and took a £17k payout" last year.

The party added: "Now she's got her old job back, will she return the cash? Or is it one rule for Labour, and another for everyone else?"

Rayner's departure last September came after the prime minister's ethics adviser, Sir Laurie Magnus, said she had "acted with integrity" but concluded that she had breached the ministerial code.

Sir Laurie said she did get legal advice when buying the property, but failed to seek further expert tax advice as recommended. In May, Rayner resolved her tax affairs with HMRC following an investigation, settling £40,000 in unpaid stamp duty.

The UK’s Ministry of Defence said in response that its armed forces were ready to protect the country from any attack.

“Our Armed Forces are ready to keep the United Kingdom safe from any kind of attacks, whether it’s on our soil or from abroad. The UK stands ready 24/7 to defend itself,” a government spokesperson said. “This includes through operating a layered approach to air and missile defence, provided by Royal Navy, British Army and Royal Air Force assets equipped with a range of advanced capabilities, working closely with our NATO allies,” they added.

“The UK’s approach to the conflict remains the

same – we are committed to defending our people, our interests and our allies, acting in accordance with international law and not getting drawn into the wider conflict.”

There had been some back and forth between ousted PM Sir Keir Starmer and Trump at the start of the war.

Starmer had ruled out Washington using its bases for weeks despite intense pressure from Trump and his top allies.

The PM eventually folded and allowed the US to use RAF bases like Fairford and Diego Garcia for defensive strikes.

In his final hours in Downing Street, Starmer chaired a COBRA meeting on UK policy to address the renewed US bombardment of Iran.

Ministers chose to continue to allow the bases to be used and Burnham quickly agreed – despite the risk of angering anti-war Labour voters.

It comes as Trump faces increased domestic scrutiny over his spiralling war in Iran – with US lawmakers on Thursday voting to end the conflict.

The House of Representatives voted 214 to 208 for a resolution “to remove the use of United States Armed Forces from hostilities against the Islamic Republic of Iran”.

The Middle East war has continued to ramp up over the last few days – with the US on its 12th consecutive night of strikes on Iran as of Thursday.

Trump has vowed to obliterate Iranian bridges and power plants for every ship Tehran shoots at in the Strait of Hormuz.

Burnham’s newly appointed Foreign Secretary, Ed Miliband, has today told foreign ministers that the UK would “work intensively with others to seek to deescalate” the Iran conflict. Miliband also said he welcomed a memorandum of understanding (MoU) signed in June between the US and Iran.

Iran and the US have rained down across the Middle East for almost two weeks now –breaching the MoU entirely. An enraged Trump has vowed to destroy the Islamic Republic after each side accused the other of breaking the ceasefire terms.

The US president wrote on Truth Social overnight: “Any time Iran shoots at a ship in the Strait of Hormuz, whether it be by Missile, Rocket, Drone, or any other weapon, the United States will bomb and destroy ONE BRIDGE OR POWER PLANT.”

Shortly after, Iran targeted US assets in Kuwait, Jordan and Bahrain.

The Iranian Revolutionary Guard (IRGC) also said the Strait of Hormuz was “completely closed” as it continues to wage war in the waterway.

The IRGC said it stopped three oil tankers from passing through the strait.

One tanker was set ablaze and two others turned back after trying to pass through a mined section of the strait, according to Iranian state media.

About 15 per cent of global maritime trade passes through the Red Sea – a passage enclosed by two narrow waterways – Bab al-Mandeb and the Suez Canal.

Iranian proxy terror group the Houthis have also now re-entered the conflict after claiming to have attacked two oil tankers in the Red Sea. They said the Encelia and Layla vessels had been blitzed, with both vessels belonging to Saudi Arabia.

The Houthis said they targeted the ships with drones and cruise missiles for allegedly violating this blockade.

British Bangladeshi mum and teen daughter drown on day trip

Desk report: A mother and daughter drowned trying to save a seven-year-old boy after they got into difficulty in the water off an Essex beach.

Shelina Rahman, a BritishBangladeshi teacher in her 40s, and her daughter Sameeha Rahman, 15, died at Seaview Avenue in West Mersea near Colchester on Wednesday evening.

The Telegraph can disclose that the victims are the wife and daughter of Dr Monsur Rahman, the leader of Jubo Dal UK, the overseas youth wing of the Bangladesh Nationalist Party in Britain.

Mujibur Rahman, the father of Shelina and grandfather to Sameeha, said a sevenyear-old boy from their family was on life support in a London hospital following the incident.

The Telegraph understands the boy is the cousin of Sameeha Rahman.

A lifeboat, two air ambulances and a coastguard helicopter were dispatched to the scene at around 5.30pm on Wednesday, following reports that a group of people had encountered difficulty in the sea. In an update on Thursday morning, Essex Police said a teenage girl and a woman in her 40s had died. Three people were in hospital, including one in a serious condition. The other two had non-life threatening injuries, the force said. The Telegraph understands that several people got into difficulty after a heavy incoming tide caused the sand beneath their feet to give way, sweeping them into the water.

Det Ch Insp Al Pitcher from Essex Police said: “My thoughts, and those of my team, are with the friends and family of the woman and girl who died yesterday.

“Since yesterday we have been working to establish the circumstances which led up to this incident. At this stage we believe they were trying to help a seven-yearold boy who had got into difficulties.

“The boy was taken to hospital where he remains in a critical condition but the woman and teenage girl, sadly, died. All the people involved in this incident are related to each other.”

Dr Rahman revealed that his daughter had visited him earlier on Wednesday before leaving for the beach with family, adding that the family was still coming to terms with the losses.

Speaking to the BBC, Matiur Rahman, Shelina Rahman’s brother-in-law, said about 10 members of his family were near the water playing when “suddenly a big wave came”.

Mr Rahman said: “We all feel very bad, my four brothers, my sister… everybody in the UK and back home [in Bangladesh].

“My whole family – we are speechless. We can’t believe what we heard from my brother. We are very shocked.”

Dr Rahman’s friends and colleagues called the loss “unimaginable” and urged people to pray for the family.

Babor Chowdhury, a friend, said he prayed that Dr Rahman would be granted “the strength and patience to bear this irreparable loss”.

A community representative familiar with the incident said that the mother and daughter were unable to swim.

The coastguard rescue team described it as a “tragic incident”.

There is no permanent lifeguard service on West Mersea beach. The pebble and sand beach faces south on an estuary off Mersea Island, which is cut off from the mainland at high tide. Visitors are frequently warned to be aware of changing conditions, including unpredictable currents and rising water.

Witnesses claimed that a person had been swept away by an incoming tide and other people had attempted to swim out to help. They said the estuary water had been rising at the time of the incident, with marine and weather observations showing high tide had been just over an hour after the distress call.

Another claimed they had seen at least one casualty being loaded into an air ambulance.

“The first we knew something was wrong was when we heard a helicopter overhead,” one witness said. “I spoke to someone who saw the emergency services working on someone and pumping their chest on the beach.” Chris Whitehead, 66, a retired school receptionist, was enjoying a day on the beach when she heard cries from a man that his family was in danger.

She added: “He shouted, ‘That’s my family’. There was a group of them together in the water, maybe five children and they were miles out. I said, ‘Those kids are in trouble out there’.

“They were laughing and playing around and then all of a sudden it just turned.”
