Desk report:

Greater Manchester

Mayor Andy Burnham is facing a backlash from dozens of Labour MPs over suggestions he could mount a challenge to Prime Minister Sir Keir Starmer's leadership.

Burnham has criticised the Labour government in a series of interviews and says he has been contacted by Labour MPs urging him to stand.

But the majority of Labour MPs contacted by the BBC said they were against such a move.

One said the mayor "seems to promote himself every time there's a perceived crack in the wall… a bit like Japanese knotweed" and a government minister said there were a "few disgruntled MPs who make up the Burnham fan club" and the rest just wanted him to "focus on his actual job in Manchester".

BBC Radio 5 Live asked 320 out of the 399 Labour MPs currently sitting in

Backlash from Labour MPs to Burnham leadership ambitions

Parliament for comment.

Many of the dozens who replied were unhappy at the performance of the Labour government, but few suggested Burnham's return would improve their fortunes.

Sir Keir has been rocked by a series of scandals, including the resignation of former Deputy Prime

Minister Angela Rayner and the forced departure of former US ambassador Lord Mandelson.

In the latest development, the PM's director of communications Steph Driver has quit her role.

Sir Keir said she had been "a loyal and valued member" of his team for almost five

years.Driver is the third person in six months with the "director of communications" title to leave Downing Street. There appears to be little appetite among Labour MPs for a change at the very top of government.

Some Labour MPs who spoke to the BBC were hostile to Burnham and said

a leadership challenge so soon after last year's general election would be damaging for the party.

One said it would be "madness" to get rid of the prime minister at this stage, while one minister branded Burnham's comments "completely illogical and utterly self-indulgent".

Others dismissed Burnham's chances of returning to Westminster and said his flirtations with a leadership bid had been unhelpful for the party at a difficult time. Some Labour MPs have gone public with their views on Burnham.

Markus Campbell-Savours, the Labour MP for Penrith and Solway, said Burnham would need to find a safe seat to come back to the House of Commons.

He said: "There are none. He won't be in Parliament anytime soon. So if there really are colleagues who think he's going to swoop in and save the day, they need to give their head a wobble."

Children's names, pictures and addresses stolen in nursery chain hack

Desk report:

Hackers say they have stolen the pictures, names and addresses of around 8,000 children from the Kido nursery chain.

The gang of cyber criminals is using the highly sensitive information to demand a ransom from the company, which has 18 sites in and around London, with more in the US and India.

The criminals say they also have information about the children's parents and carers as well as safeguarding notes.

They claim to have contacted some parents by phone as part of their extortion tactics.

The BBC has contacted Kido for comment. It is yet to confirm the hackers' claims.

But an employee at one of the nurseries confirmed they have been notified of a data breach.

And another employee told the BBC the nursery was asking parents not to speak to the media.

Cyber-security firm Check

Point described the targeting of nurseries as "an absolute new low".

One of its experts Graeme Stuart said: "To deliberately put children and schools in the firing line, is indefensible. Frankly, it is appalling."

The hacking group responsible for the claims

appears to be relatively new and calls itself Radiant.

The cyber criminals contacted the BBC about the hack and have subsequently posted details of it to their darknet website.

It has published a sample of data there including pictures and profiles of 10 children

from the stolen data set. It has been published as part of their attempt to extort money from the nursery chain, which has its 18 nurseries mostly in the London area.

Police advise not to pay ransoms as it further fuels the cyber-crime ecosystem.

When asked by BBC News if they felt bad about extorting a nursery using the children's data, the criminals said they "weren't asking for an enormous amount" and they "deserve some compensation for our pentest."

A "pentest" - or penetration test - is the term for when ethical hackers are hired to assess the security of an organisation in a controlled and professional way. These hackers however attacked the nursery chain without their permission. "Of course" it's about money, they admitted to the BBC. The hack is the latest in a series of high-profile cyberattacks, which has seen production grind to a halt at Jaguar Land Rover, and caused massive disruption to M&S and the Co-op.

Rebecca Moody, head of data research at software firm Comparitech, said the nature of the data posted online raised "alarm bells".

Private schools could face higher Ofsted fees

Desk report: Private schools in England could pay more for Ofsted inspections under plans set out by the Department for Education (DfE).

The DfE said the regulator's inspections of private schools cost £6.5m last year - £2.2m of which was covered by fees charged to the schools.

Education Secretary Bridget Phillipson said "the taxpayer shouldn't be subsidising private businesses in this way".

The UK government has been accused of discrimination since it introduced VAT on private school fees at the start of this year.

Ofsted inspects about 1,150 independent schools in England - just under half of the total, external. Most of them are special schools.

The rest are inspected by a separate body, the Independent Schools

Inspectorate.

Private schools that are inspected by Ofsted pay an annual fee, which varies depending on their size.

In an eight-week consultation, external, the DfE has set out proposals to increase that annual cost over the next five years.

For example, a school with between 150 and 399 pupils currently pays £2,500 per year. Under the plans, that would reach £3,300 in 203031. The DfE said the money would represent a "funding boost for Ofsted to improve state schools".

Ms Phillipson said: "The taxpayer shouldn't be subsidising private

businesses in this way. Instead, we're putting money into driving up standards for children in state schools."

She added: "With more money in state school budgets and a betterequipped Ofsted, we're supporting every child to achieve and thrive."

Private schools inspected by

Thousands of students report sexual violence at university

Ofsted are known as "nonassociation" private schools.

According to DfE data, external, 63% of nonassociation independent schools last year were special schools. They tend to be smaller schools that offer support with pupils with special educational needs and disabilities (Send).

Faith schools made up just under 20% of nonassociation schools.

The UK government introduced VAT on school fees in January to pay for more state school teachers in England.

The Independent Schools Council (ISC) said average fees were 22% higher in January than they had been in January 2024.

Along with a number of families, it took the government to the High Court over claims the policy is discriminatory and breaches human rights laws.

Desk report: Thousands of students have reported being victims of sexual violence and harassment in the first sector-wide survey of sexual misconduct at universities in England.

The Office for Students (OfS) said 14% of students responding to its survey reported being victims of sexual violence - which included rape, attempted rape and unwanted touching. One in four students who responded reported experiencing sexual harassment.

And 1.5% of respondents reported having been in an intimate relationship with a staff member.

Women and lesbian, gay and bisexual students were more likely to have experienced both sexual violence and harassment than their male and straight peers, the survey suggests.

All final year undergraduate students in England were asked to fill out the survey, with 52,000 responding. It is the first nationwide study of its kind, one which campaigners say they have been calling for since 2010. The survey by the OfS,

England's higher education regulator, asked respondents for their experiences of:

Sexual harassment (for example, unwanted sexually suggestive comments, exposure or unsolicited pictures)

Sexual violence (for example, unwanted touching, attempted rape and rape)

Intimate student and staff relationships

Students were also asked about whether they reported

incidents to the university, and whether the support they received was good or poor. Women were nearly three times more likely to experience sexual harassment than men, and more than twice as likely to experience sexual assault, the OfS said.

Nearly half - 47% - of lesbian, gay and bisexual students reported sexual harassment, compared to 22% of heterosexual students.

A spokesperson for Universities UK, which represents over 140 institutions, said universities were "determined to tackle sexual harassment", adding that "this powerful data puts universities in a stronger position to prevent assault and harassment, support students and improve reporting".

Dr Anna Bull, senior lecturer at the University of York and director of the 1752 Group, which researches and

campaigns against sexual misconduct at universities, said the data "confirms what we have known for a long time".

"For these students, university is not a safe or welcoming place," she said. "I hope that the higher education sector's progress on this issue in the coming years will be as ambitious as this challenge requires."

The LGBT Foundation says it offers an independent sexual violence advisor (ISVA) service covering greater Manchester to support those affected by sexual abuse. Molly Hanning, 22, a master's student at Royal Holloway, University of London, says the support she received from the university was lacking after she was raped during the Christmas holidays of her first year. She has waived her right to anonymity to share her experiences with the BBC. Molly says she was given leaflets as support resources, and was passed on to other external services instead of being given direct help by the university's support teams.

‘Everyone involved needs a slap’: The WhatsApps exposing chaos inside Corbyn’s Your Party

Desk report:Jeremy Corbyn and Zarah Sultana’s hardLeft party appeared doomed from the start.

Now, WhatsApp messages from activists show them losing hope and turning to conspiracy theories as Mr Corbyn’s attempted relaunch is overshadowed by fresh in-fighting.

The Your Party South London WhatsApp community group was set up during a wave of optimism so provisional members could “get important announcements about Your Party in South London”. But replies by community members to messages posted by the group’s administrators in the past week show increasing confusion, mistrust and spiralling internal rows.

Signs of potential trouble appeared as soon as July, when Ms Sultana unilaterally launched the new party as she formally resigned from Labour. Last week tensions exploded when Ms Sultana shared an invitation to a membership portal where people could join the party for £55 a year or £5 a month, which rapidly reached 20,000 members.

However, Mr Corbyn soon declared that the email was “unauthorised” and should be “ignored by all supporters”, adding that legal advice was being taken in a statement signed by all six of the party’s prospective MPs – except for Ms Sultana. Community group members demanded “urgent” confirmation that Mr Corbyn’s statement was referring to the membership platform. In other messages showcasing further frustration, one supporter called the feud “absolutely ridiculous”, while another wrote: “Everyone involved needs a slap.” Others, however, were more positive, seeing the new movement –however chaotic its launch – as the best hope as Sir Keir Starmer continues to sideline the Left of the Labour Party.

One member of the WhatsApp group said that “good sense will prevail and they will work together soon”, while another posted: “We have to make it work! It’s urgent!”

By 3pm, members learnt Ms Sultana had accused Mr Corbyn of running a “sexist boys’ club” in a now-deleted

statement that confirmed she launched the membership portal without permission after being “frozen out” of official accounts. Several supporters told the group they had cancelled their memberships.

In one post that appeared to refer to Mr Corbyn’s statement, the administrator wrote: “Signed by all the guys but not the gal…” followed by an emoji expressing embarrassment and a broken heart. They added: “Not sure what to make of it all.”

Members replied to the posts asking if the group could be opened up so that members could post in the chat, rather than just administrators. They did not receive a response.

On Thursday evening last week, administrators posted a statement which acknowledged that supporters felt “bewildered and disappointed” by the chaos of the day. The post received 52 comment responses, including: “This is disastrous and needs to be sorted ASAP”, “Is it also wise to tell the leadership to wind their necks in?” and “I want to know, where did my money go?” A member wrote: “I held off from reporting fraud on my bank because of the implications it could have with the party’s legal registry. There’s more to this story, and this is not being managed as a grass-

roots movement.”

One member theorised that the chaos was a “deliberate act of sabotage” – but did not specify who they thought the “sabotage” was committed by.

The group then discussed what party name they would vote for. A joint statement last month by Mr Corbyn and Ms Sultana revealed the movement would have the working title “Your Party”. Ms Sultana insisted it was not the party’s final name, but Mr Corbyn said it could be if activists so wished.

One member posted their idea, “Your Left Party”. Another responded: “Left your party”.

On Friday morning, administrators posted a statement for supporters to sign, “calling for unity in Your Party” – but comments questioned who was behind the statement. A member wrote: “It’s learned hopelessness. The reason why this situation is happening is because the leadership is fractured beyond repair.”

The appearance on Friday evening of a third faction, Our Party – a group of activists who wanted to wrestle power from both Ms Sultana and Mr Corbyn and hand it to the grassroots –led one dismayed observer to remark: “This is becoming [an] absolute shambles”. On

Sunday, Ms Sultana posted a statement expressing determination to reconcile with Mr Corbyn and other movement leaders, to which one commenter noted: “Should never [have] happened in the first place.”

When Mr Corbyn launched a new membership registration portal on Wednesday morning this week, unsurprisingly it led to further confusion among members who signed up through the link that had been sent out the week before, and were now unable to log into the site. It is understood previous members received an error message when they tried to log in which said: “You are not registered as a member, only a newsletter subscriber. To become a member and get access to this area, please use the below registration form.”

The registration form involves paying for the membership, meaning previous members must pay a second time in order to register. A community group member asked administrators: “I used the Zarah link last week, do I need to do anything?”

Another wrote: “I managed to sign up, but I think it’s crashed now.” Others said they would not pay again until they had “better clarification of the situation.”

Supporters noted that initially, Ms Sultana did not

post the new registration link on her social media accounts. A group member wrote “this is exhausting to try to follow”, while another called the chaos “hugely damaging”. One posted: “Probably worth giving it a week before signing up and parting with some money, just in case there’s another explosion.”

Ms Sultana finally appeared to be fully back on board on Wednesday night, sharing a link to the new portal and sharing Mr Corbyn’s social media video.

Your Party said in a statement: “For those who joined under the previous system last week, please be assured your data and membership is secure and will be migrated across. There is nothing more for you to do at this stage.”

The donations from Ms Sultana’s first membership portal currently remain in a bank account run by MOU Operations Ltd.

The Telegraph understands that before any data, membership, money can be transferred, fresh legal advice must be sought, potentially delaying progress on the relaunch by a couple more days. Andrew Feinstein, Beth Winter and Jamie Driscoll – the directors of MOU Operations Ltd –were all blind-sided by Mr Corbyn’s launch of a new portal.

ISIS bride Shamima Begum

'living on £100-a-week donations from London relatives' while stuck in Syrian camp

Desk report

Shamima Begum is living on £100-a-week donations from friends and family while stuck in a Syrian detention camp, reports suggest.

The former London schoolgirl, 26, who joined Islamic State as a teenager a decade ago, is reportedly enjoying small luxuries — including beauty treatments — as she fights to restore her British citizenship. It comes a year after the Supreme Court refused to hear her appeal against the government revoking her UK nationality on national security grounds.

In 2015, Begum fled the UK aged 15 with friends Amira Abase and Kadiza Sultana — who became known as the “Bethnal Green Trio” — to travel to Syria and join ISIS. Shortly after arriving in ISIS territory Begum married Yago Riedijk, 33, a Dutch national with Somali heritage who converted to Islam and became a fighter for the terrorist organisation. It is understood that Reidijk — who shared three children with Begum, all of whom have since passed away — is now behind bars

in a Kurdish-run Syrian jail. Home Secretary Sajid Javid stripped Begum of her British citizenship in 2019, prompting her to launch a legal and PR campaign in a bid to have the decision reversed. As she continues to fight her case, Begum is currently residing at the al-Roj refugee camp in the city of Al Hasakah, northern Syria.

The facility, which is made up of rows of tents inside

a fortified compound, has been criticised by the Red Cross for being “extremely volatile”. Begum is allegedly receiving up to £400 per month, which is transferred to a makeshift bank by loved ones in the UK. She then uses the cash to top up her mobile phone and visit a shopping area selling items such as makeup, groceries and fake designer clothes.

Begum is said to be

receiving clothing and other parcels of everyday items from relatives in the capital. She has a tent that is equipped with a television, running water and electricity, according to the Daily Mail.

One part of it is a kitchen and along with all the other inmates, she has been issued with a cooker which is filled with gas once a week.

Al-Roj, home to 12,000 women and children who are mainly relatives of male

ISIS members, has a school and 24-hour health centre where ophthalmologists and dentists are on standby. The beauty treatments are said to be part of an ongoing campaign by Begum to present herself as more “Western” in the hope of winning public support. She also no longer wears a hijab. A source said: “(Begum) lives in relative comfort. She gets good support from NGOs (non-government organisations) and the SDF (Syrian Defence Forces) working in the camp.” She was pictured for the first time in years earlier this week looking “pale and gaunt” as she stormed out of an interview with a Daily Express journalist. She was asked about speculation her hopes of returning to the UK could be boosted after the Trump administration suggested that if Britain wanted to be seen as a “serious ally” of the US then it should commit to the international fight against ISIS by taking back citizens currently in the northeast of Syria.

Former French president Sarkozy given five-year sentence after Libya case

Desk report:

Former French president Nicolas Sarkozy has been sentenced to five years in jail after being found guilty of criminal conspiracy in a case related to millions of euros of illicit funds from the late Libyan leader Col Muammar Gaddafi.

The Paris criminal court acquitted him of all other charges, including passive corruption and illegal campaign financing.

The ruling means he will spend time in jail even if he launches an appeal, which Sarkozy says he intends to do.

Speaking after Thursday's hearing, the 70-year-old, who was president from 2007-12, said the verdict was "extremely serious for rule of law".

Sarkozy, who claims the case is politically motivated, was accused of using the funds from Gaddafi to finance his

2007 election campaign.

In exchange, the prosecution alleged Sarkozy promised to help Gaddafi combat his reputation as a pariah with Western countries.

Judge Nathalie Gavarino said Sarkozy had allowed close aides to contact Libyan officials with a view to obtaining financial

support for his campaign.

But the court ruled that there was not enough evidence to find Sarkozy was the beneficiary of the illegal campaign financing.

He was also ordered to pay a fine of €100,000 ($117,000, £87,000).

There was a shocked intake of breath in court

when the judge read out her sentence.

Sarkozy could be sent to prison in Paris in the coming days – a first for a former French president and a humiliating blow for a man who has always protested his innocence in this trial and the other legal cases against him. "What happened today... is of extreme gravity in

regard to the rule of law, and for the trust one can have in the justice system," Sarkozy said outside the court building.

"If they absolutely want me to sleep in jail, I will sleep in jail, but with my head held high," he said.

The investigation was opened in 2013, two years after Saif al-Islam, son of the then-Libyan leader, first accused Sarkozy of taking millions of his father's money for campaign funding.

The following year, Lebanese businessman Ziad Takieddine - who for a long time acted as a middleman between France and the Middle East - said he had written proof that Sarkozy's campaign bid was "abundantly" financed by Tripoli, and that the €50m (£43m) worth of payments continued after he became president.

Unemployment gravest challenge, hits youth 4 times harder in low-income nations: Yunus

Desk report:: Chief Adviser Professor Muhammad Yunus has said unemployment remains the gravest challenge facing the world today, noting that youth unemployment is up to four times higher than adult unemployment, particularly in low-income countries.

He stressed that lasting global progress cannot be achieved without youth inclusion. Speaking at the high-level meeting to commemorate the 30th anniversary of the World Programme of Action for Youth at the UN Headquarters today (25 September), Yunus underlined the urgent need to address the challenges facing young people. "At eighty-five, I feel the depth of today's theme, 'Accelerating global progress through intergenerational collaboration.' Last year in Bangladesh, we witnessed the extraordinary power of youth. They rose with courage to end years of autocracy, reset our nation's course, and entrusted me with the responsibility of steering reforms and democratic transition," he said. While young people are recognised globally as agents of change, Yunus said they remain disproportionately affected by persisting inequalities, conflicts, climate change, protectionism, and the digital divide.

"Above all, unemployment remains the gravest challenge. Youth unemployment is up to four times higher than adult unemployment, particularly in low-income countries. But, lasting global progress cannot be achieved without youth inclusion," the chief adviser added, saying, "Technology offers enormous promise for inclusion through innovation. But its benefits must not be placed behind walls of greed."

He highlighted Bangladesh's efforts, including the launch of a National Youth Entrepreneur Policy to provide finance, skills, and market access, enabling young people to become job creators rather than job seekers. Youth participation has also been ensured in independent reform commissions, alongside a National Policy Competition to embed their voices into the democratic renewal process. Globally, Yunus reaffirmed Bangladesh's support for the World Programme of Action for Youth, the Pact for the Future, the UN Youth Strategy 2030, and the Youth, Peace and Security agenda.

"No nation can ensure youth empowerment alone. Without global cooperation to dismantle barriers, ensure equity, and

After the last page

foster intergenerational leadership, frustration may erupt into unrest that spreads quickly across our interconnected world," Yunus warned. He urged countries to give young people their rightful stake, safe space, and role in decision-making, saying, "I am confident they will choose wisely—for themselves, for the planet, and for our future."

The president of the General Assembly convened the high-level event that brought together UN Member States, young people, civil society, UN entities and other stakeholders.

The meeting was designed to spotlight ways in which meaningful youth participation and intergenerational collaboration can advance progress on WPAY and the broader youth agenda.

In 1995, the United Nations reaffirmed its commitment to young people by adopting the World Programme of Action for Youth.

It was the first global framework of its kind, offering practical guidance for both national action and international support to improve the lives of young people.

Starmer to announce plans for digital ID scheme

Desk report: Sir Keir Starmer is expected to announce plans for a compulsory UK-wide digital ID scheme in a speech on Friday.

The prime minister believes

it would help crack down on illegal working and modernise the state, according to senior figures in government.

The practicalities of the scheme will be subject to a consultation, which will also look at how to make it work for those without a smartphone or passport.

The previous Labour government's attempt to introduce ID cards was ultimately blocked by the Conservative-Liberal Democrat coalition. But earlier this month, Sir Keir said in an interview he thought the debate had "moved on" since then.

"We all carry a lot more digital ID now than we did 20 years ago, and I think that psychologically, it plays a different part," he added.

Reports have suggested the government plans to use a new scheme to check people's right to live and work in the UK, with people's individual ID checked against a central database.

These checks are currently based on physical documents, although routes to complete the checks online for some people have existed since 2022.

Plans for a digital ID scheme did not feature in Labour's election manifesto last year, and the government has previously rejected a proposal for digital ID suggested by former Labour Prime Minister Sir Tony Blair. But in recent weeks ministers have spoken with increasing enthusiasm about the idea, as they have come under

increasing pressure to tackle illegal migration.

Cabinet Office minister Pat McFadden has also talked about the scheme's potential to improve access to government services.

He recently visited Estonia, where digital identity can be used to access services such as medical records, voting and banking.

'Cynical ploy' Conservative leader Kemi Badenoch said introducing mandatory ID would be "very serious step that requires a proper national debate".

She criticised the government's announcement as a "desperate gimmick" to distract attention from the "leadership maneuverings" of Greater Manchester Mayor Andy Burnham ahead of Labour's annual conference next week.

She has previously said that digital ID was "not really going to solve the problem" of illegal working in the UK. Reform UK has denounced the plan as a "cynical ploy to fool voters that something is being done about illegal immigration".

"It's laughable that those already breaking immigration law will suddenly comply, or that digital IDs will have any impact on illegal work," the party added.

"All it will do is impinge further on the freedoms of law-abiding Brits."The Liberal Democrats, who played a central role in blocking the previous Labour government's ID cards, have said they "cannot support" a mandatory scheme.

"People shouldn't be turned into criminals just because they can't have a digital ID, or choose not to," added technology spokesperson Victoria Collins.

Former Labour leader Jeremy Corbyn, who is set to launch a new left-wing party in the coming weeks, said he was opposed to a compulsory scheme, branding it an "affront to our civil liberties".

Online checks

Employers already have to check that prospective candidates have the right to work in the UK.

Since 2022, they have been able to carry out checks on passport-holding British and Irish citizens by using digital verification services that have been certified by the government. A Home Office online scheme also exists to verify the status of some non-British or Irish citizens, whose immigration status is held electronically. The government has also been phasing out physical permits for foreign residents with online-only eVisas.

It is understood officials have been looking at whether requiring a digital ID could provide a more consistent approach to verifying identity. They are also thought to be exploring whether the scheme could reduce the use of fake documents, and make it easier to target enforcement activity.

Open Rights Group, a civil liberties campaign, said the rollout of eVisas had been subject to data errors and systems failures.
