Starmer 'appalled' by Manchester attack on Jewish holy day

Sir Keir Starmer has condemned the "horrific" attack on a synagogue in Manchester in which two people have died.

The prime minister said he was "appalled" by the car and stabbing attack at the Heaton Park Synagogue in Crumpsall, north Manchester, which took place at about 09:30 BST on Thursday.

"The fact that this has taken place on Yom Kippur, the holiest day in the Jewish calendar, makes it all the more horrific," he said, as he thanked the emergency services and said his thoughts were with the families of those affected.

Many national figures and community leaders have issued statements as the gravity of what happened becomes clear.

Greater Manchester Police said two people have died. A third person, a man thought to be the suspect, died after being shot by police.

Three other members of the

public remain in a serious condition. Police earlier said the injuries were a result of both the vehicle and stab wounds.

Sir Keir, who is flying back early from the European Political Community gathering in Copenhagen, Denmark, said "additional police assets" would be

deployed at synagogues across the country. BBC News saw a heavy police presence outside a synagogue in central London on Thursday afternoon.

"We will do everything to keep our Jewish community safe," he said.

King Charles III also said in a statement that he and

Queen Camilla were "deeply shocked and saddened" to hear about the attack, "especially on such a significant day for the Jewish community".

"Our thoughts and prayers are with all those affected by this appalling incident and we greatly appreciate the swift actions of the

emergency services," the statement added.

The Israeli embassy in the UK said it was "in close contact" with the Manchester Jewish community, the authorities and Jewish charity the Community Security Trust (CST) to "ensure that the necessary support is provided".

In a statement, the embassy said: "That such an act of violence should be perpetrated on the holiest day of the Jewish calendar, in a place of prayer and community, is abhorrent and deeply distressing."

It added: "The thoughts and prayers of the people of Israel are with the victims, their families, and the entire Jewish community at this difficult time."

Thanking the police and synagogue security for their response, the CST said it was an "appalling attack on the holiest day of the Jewish year" and it was working with the police and local Jewish community.

Commissioner Sir Mark Rowley has told the BBC he will not resign from his position, after a Panorama investigation revealed evidence of misogyny and racism in the force.

Speaking to BBC Radio London, he said those circulating rumours of his resignation within the Met were "the misogynists and racists, frankly, who want me out, because it's them who we're taking on".

The commissioner agreed that a range of factors that show systemic issues need to be rooted out, but stopped short of calling the issues institutional.

He highlighted that the force had improved since he started his role three years ago, but accepted there was still a "cancer to be removed". Sir Mark became the force's chief after the murder of Sarah Everard, who was killed by a serving officer, at the time he vowed

to remove wrongdoers from the Met.

The commissioner described Panorama's footage, obtained by secret filming, as "vile to watch", calling the officers involved "ghastly, ghastly individuals".

In the footage, serving Met Police officers can be seen calling for immigrants to be shot, revelling in the use of

force and being dismissive of rape claims.

Sir Mark said he understood Londoners would feel "upset and angry" over the "toxic views" expressed. However, he said his force has done an "extraordinary amount" to root out such officers since the Casey Review, ordered after the murder of Sarah Everard in 2021 by

serving police officer Wayne Couzens.

Pressed on whether he should have accepted the review's finding that the Met was institutionally racist and misogynistic, Sir Mark insisted the Met was "part way through the biggest counter-corruption initiative policing has ever seen in this country".

Nearly 1,500 men and women had been removed from the Met, he said, adding: "Londoners have my word, we won't stop until it's finished."When asked if he would apologise and take personal responsibility for what was uncovered in the investigation, he said he had apologised "several times" in his statement, adding that "everything the Met does" is his "personal responsibility".

Desk report: A highprofile conspiracy theorist influenced her daughter to reject chemotherapy in favour of alternative treatments, which ultimately led to her death, a coroner has ruled.

Paloma Shemirani, from Uckfield in East Sussex, died in July last yearseven months after she was diagnosed with non-Hodgkin lymphoma.

Ms Shemirani, 23, had declined chemotherapy in favour of juices and coffee enemas advocated for by her mother, Kate Shemirani, a former nurse who was struck off for her antivaccination views.

Coroner Catherine Wood said at Kent and Medway Coroners Court on Thursday: "The influence that was brought to bear on Paloma... did contribute more than minimally to her death."

After her diagnosis in December 2023, Ms Shemirani went to live with her mother and began

In July 2024, she collapsed at home and was taken to the Royal Sussex County Hospital in Brighton, where she died five days later.

An osteopath who saw Ms Shemirani on the morning she collapsed told the

inquest he had "never seen" a lymphoid mass like hers in 43 years of practice.

Ms Wood said Ms Shemirani died from the progression of a disease which was curable but not treated. She added that treatment would have given Ms Shemirani an 80% chance of a complete cure.

The Cambridge graduate

had initially consented to treatment, the coroner said, adding that "doubts about consent only surfaced after Mrs Shemirani became involved".

The coroner said Ms Shemirani was being influenced by her own beliefs, her mother's, her father's and by those of a family friend - all who

"I found Mrs Shemirani's care of her daughter incomprehensible but not unlawful killing," Ms Wood said.

Ms Shemirani's mother tried to blame medical staff for her daughter's death and has previously labelled chemotherapy as "mustard gas".

Staff at Maidstone Hospital, where Ms Shemirani was diagnosed, the Royal Sussex County Hospital and paramedics all acted appropriately, the inquest found.

Neither her mother or her father - non-medical doctor Faramarz Shemiraniattended the conclusion of the inquest.

Desk report: Workers leaving Britain for Europe are facing months of delays in securing crucial paperwork from HM Revenue and Customs. Processing times for online A1 forms – which allow emigrants to work on the continent without paying double National Insurance – should take no longer than 15 days. But applicants desperate to move to their new base have been stuck in limbo for more than half a year.

The delays can have a significant knock-on impact as other time sensitive documents – such as criminal records checks or marriage certificates –typically expire after six months.

An A1 form is required for anyone working temporarily in an EU country, Gibraltar, Iceland, Liechtenstein, Norway or Switzerland.

It confirms that successful applicants are paying National Insurance in the UK, and therefore should be immune to the equivalent

social security contributions in a foreign country. Some countries will not issue work permits to temporary workers without a relevant A1 form, and employers who send workers without the required documentation can face hefty fines. HMRC’s target for processing the certificates is 15 working days for online applications and 40 working days for those sent by post. But

advisers said predicted processing dates stretch across multiple months and vary each time applicants query hold-ups. Robert Salter, of tax firm Blick Rothenberg, said:

“I genuinely think it’s an issue of HMRC not having resourced it correctly, it needs additional resource.”

“Even standard applications are taking three or four

months typically these days. You have some more complicated ones that can be a lot longer than that, another month or two at least. It’s very problematic.

“If you go to France for a month, you need to get an A1 to get protection from the fenced social charge. But because of delays, you’ll have to pay France’s social security even though you’re still having to pay

UK National Insurance. “In practice, you should be able to claim back the social security once you get the A1, but clearly it causes a cash flow hit.”

‘Stuck in limbo’

Richelle de Wit, a visa consultant, said that some expats are “stuck indefinitely” as a result of the delays.

“It’s almost random. A rare number of people get an A1 in six weeks, while others are stuck indefinitely,” she told The Times.

“It makes it almost impossible to align your visa with your move. People are spending thousands while stuck in limbo.”

HMRC said it is combating a flood of enquiries from those wanting to top up their National Insurance contributions to boost their state pensions.

A spokesman told The Times: “We’ve seen increased demand on our National Insurance services, but we’re recruiting hundreds of extra staff to reduce delays.”

A man who "married" a 15-year-old girl in an Islamic wedding ceremony is among eight men to have been found guilty of sexual offences against her.

The victim was groomed and sexually abused by men from the age of 13 and that continued when she was in a Bradford children's home, a trial heard.

A Bradford Crown Court jury was told the "wedding" in the early 2000s to Raja Zulqurnean, was attended by the victim's key social worker despite care home staff fearing that she was being exploited.

Zulqurnean, now 43, was found guilty of rape and indecent assault and jailed in May for a minimum of 18 years but that was increased to 23 years by appeal court judges.

The BBC is able to report the convictions of the eight British Pakistani

men for the first time after reporting restrictions were amended. Bradford Crown Court heard Zulqurnean forced the victim to wear Islamic dress and eat a halal diet

and stopped her seeing family because they were "non-believers."

His trial was told he sometimes locked the victim in a cellar at a property in Bradford,

sexually abused her and deprived her of food, education and medical care.

'Institutional scandal'

The victim told the BBC: "This was far more than a grooming case. This was an institutional scandal and no one cared for my wellbeing.

"I was married to an abuser. How could a child marry? Social services enabled it," she said.

The BBC understands the victim's former key social worker Anwar Meah was questioned by police on suspicion of malfeasance in public office, but no further action was taken and he provided no further comment to the BBC.

The woman contacted the BBC in 2019 about her experiences of being sexually exploited after seeing one of her other abusers, Basharat Khaliq, in a BBC Look North news report about child sexual exploitation.

Khaliq, 44, who was already in prison for sexual offences at the time of the report, was found guilty at Bradford Crown Court in June this year of her rape and indecent assault and is awaiting sentence. In care documents seen by the BBC social workers at the children's home recorded that the victim "was going out with Asian men late at night and not reporting to staff about where she had been".

The woman told the BBC: "I was on a care order but I wasn't protected at all, and the systems that were meant to protect me enabled my abuse."

Police records showed the victim went missing 101 times between 2002 and 2004.

A social worker told the court that men in up to 10 cars a night were seen arriving at the children's home and vehicle registration plates were passed to police weekly.

Police officers who ‘called for immigrants to be shot’ exposed in sting

Desk report::Police officers at a central London station allegedly called for immigrants to be shot and bragged about using excessive force against suspects in custody.

The prime minister has called on the head of the Metropolitan Police to be “robust” in his response to the officers, who work at Charing Cross police station.

Nine serving officers at the station have been suspended and are facing “likely dismissal” after an investigation by BBC’s Panorama, which was broadcast on Wednesday evening. One officer is being criminally investigated, the police watchdog has confirmed.

Filming by a reporter working undercover as a designated detention officer for seven months shows officers in the custody unit making antiMuslim, misogynistic and racist remarks. Excessive force was believed to have been used against a minor in custody, but it is understood that this was not captured on film.

The documentary captures PC Phil Neilson saying about a detainee who had overstayed his visa: “F***ing either put a bullet through his head or deport him.”

Neilson made the comments in the pub, where he was also filmed saying people coming from the Middle East, Algeria and Somalia are “scum”.

“I’ve seen too many Islamics committing crimes,” he told the undercover reporter. “Their way of life is not the correct way of life.”

Other footage shows Neilson admitting to using pressure points on a 17-year-old boy in a police van while taking him to custody. Neilson said the teenager, who is said to have autism and mental health needs, then kicked him at the custody desk.

CCTV later shows the boy, who had allegedly assaulted officers when they took him to hospital after he ran away from a residential home, being pushed into his cell. The boy then throws a pillow, and officers proceed to restrain him, reportedly for two hours. In a separate incident, when a female colleague questioned the decision to release a man accused of raping his girlfriend on bail and pointed out that the accused had also allegedly kicked the pregnant woman in the stomach, Sergeant Joe McIlvenny, an officer with nearly 20 years’ service in the Met, replied: “That’s what she says”. On another occasion, McIlvenny takes the undercover reporter aside after he made a comment

about the sergeant hitting the back of a detainee’s leg as he was being restrained.

“Be careful debriefing use of force in the suite,” he warns the reporter. “It doesn’t sound great if it’s played back later on down the line.”

During another pub outing, PC Martin Borg described how a custody sergeant, Steve Stamp, had stamped on a detainee’s ankle as he was restrained. Borg then laughed as he described offering to make a witness statement saying the suspect had tried to kick the sergeant first. The CCTV footage did not make it clear whether the detainee had kicked him.

The documentary also includes comments from an unnamed officer saying they “love taking fingerprints by force” by pulling so hard it snaps a tendon. Another described how he “beat the shit out of the back of his legs with a baton” to get a detainee wearing leg restraints to drop to the floor after the officer had been elbowed in the face several times.

Officers also admitted to putting up a “mask” until they got to know someone new, when “the real you comes out”.

Sir Keir Starmer said: “I’ve not yet seen the footage, but I’ve had it described to me, and it’s shocking, and I’m glad the commissioner is responding. He needs to be very robust in his response.”

Sir Mark Rowley, the Met commissioner, said he was “truly sorry” that the exposé was likely to “cause some to question if their sons and daughters are safe in our cells, and whether they would be believed and respected as victims of crime”. He said: “It’s my expectation that for those involved, where there is incontrovertible evidence of racism, misogyny, antiMuslim sentiment or bragging about excessive use of force, they will be put on a fast-track hearing within weeks and on a path to likely dismissal. “In line with our uncompromising approach, within 48 hours of these allegations being received, nine officers and one staff member had been suspended, with two more officers removed from frontline duties.”Senior Met leaders were notified of the allegations a fortnight ago when the programme-makers sent a request for a response. Panorama did not share any of the footage with the Met or the Independent Office for Police Conduct (IOPC) before the broadcast.

Scotland Yard said it recognised the “gravity of the allegations” and took “immediate and decisive action” by immediately disbanding the custody team. It is understood that 16 custody

Rowley added: “As commissioner I have been candid about the systemic, cultural, leadership and regulatory failings that have allowed misogyny, racism and a lack of public service ethos to put down deep roots. We are part way into conducting what is already the biggest corruption clearout in British policing history.

“We are relentlessly arresting and sacking officers and staff with 11 forced out each week — more than triple the rate of the previous weak approaches that left this toxic legacy behind … We are all committed to relentlessness until that job is finished.”

Eleven individuals, including ten serving officers, are being investigated for potential gross misconduct. Meanwhile a police constable is under criminal investigation on suspicion of perverting the course of justice.

IOPC investigators have obtained CCTV from the custody area and said they are looking for detainees subjected to alleged wrongdoing, and in one case, an officer alleged to have been abused.

Paula Dodds, the chairwoman of the Metropolitan Police Federation, which represents rank-and-file officers, said: “The federation deplores any discriminatory behaviour in the strongest possible terms — such behaviour has no place in policing or society.

“If officers are proven to be guilty of criminal offences or serious gross misconduct, then we do not want these individuals in the job. But all police officers, like all people, have the right to representation and due process, and not trial by media or documentary. Or indeed senior officers or politicians.”

Rachel Watson, the IOPC’s director-general, said: “Like others, I am appalled by what Panorama has exposed — these behaviours are completely unacceptable and have no place in policing.

“We have gathered and are examining a significant amount of CCTV footage from Charing Cross custody suite. We hope that the BBC will now share their evidence with us to allow our work to progress at pace.

Wielding a blade and a fake suicide bomb vest, the Islamist fanatic went on a sixminute stabbing spree leaving two dead and four seriously injured after crashing his car into Heaton Park Synagogue in Manchester targeting worshippers on a sacred day of prayer, reconciliation and reflection.

Synagogues and Jewish organisations were on high alert tonight as extra police were dispatched across the UK to protect communities.

Shortly after police shot the the man, Rabbi Walker was seen outside, his white kittel - the traditional robes worn by Jewish religious leadersseemingly covered in blood. Worshipper Rob Kanter, 45, was in the barricaded synagogue and told how Rabbi Walker was providing as much pastoral support as he could. He described the terrifying moment the Heaton Park Shul was placed into lockdown - but said most of those inside were able to remain calm.

'We knew there was a commotion because we had already made sure all of the doors and windows were shut,' he said. 'I would say the mood amongst our fellow congregants was very calm. Everyone deals with these things in their own way, but generally, everyone was very calm and dignified.'

He said the worshippers evacuated across Middleton Road to a nearby relief centre.

'The rabbi was providing as much pastoral support in the circumstances as he could,' he said.

'We've obviously got to police quarters, and we continued to do part of the service, because at the end of the day, of course, it's awkward and it's difficult and people have got a multitude of emotions going on, but we carried on.

'We did not the whole service, but we did what we could in the circumstances.

'Your mind's on many things, but our Rabbi's role was to try and say 'yes, this is a terrible tragedy, but at the end of the day, we want to try where possible to remember today is the Yom Kippur, the Day of Atonement' and we did as much as we could as a group.'

Sir Keir tonight vowed to the Jewish community that he would do 'everything in my power to guarantee you the security that you deserve'.
