Desk report:

The first flight carrying a cross-channel small boat migrant has landed in Paris, under the UK-France agreement.

The man, an Indian national, was removed from the UK on Thursday morning on an Air France plane.

The government is launching an appeal against a High Court decision to temporarily block the deportation of an Eritrean man on modern slavery grounds.

The arrival in France, confirmed by the Home Office, comes a little over a month since the countries agreed a year-long pilot "one in one out" scheme of exchanges of migrants in the hope it will help to deter small boat crossings.

"This is an important first step to securing our borders," Home Secretary Shabana Mahmood said. "It sends a message to people crossing

First migrant deported to France under 'one in one out' deal

in small boats: if you enter the UK illegally, we will seek to remove you", she added.

Around 5,590 migrants have reached the UK since the scheme came into effect at the start of August.

Meanwhile a government appeal has been launched, aimed at limiting the time

migrants have to provide evidence to challenge their removal.

Further deportation flights are planned this week and into next week, the Home Office said.

Initially, it was thought another person would be leaving on a flight on Thursday - but the BBC

understand this is now not going to happen.

Another flight may potentially leave later on Thursday, the BBC understands.

The Home Office also said the first arrivals from France through the new asylum route are expected in the UK in the coming days.

"The UK will always play its part in helping those genuinely fleeing persecution, but this must be done through safe, legal, and managed routes - not dangerous crossings," it added.

Mahmood earlier vowed to fight "vexatious, last-minute claims" after the High Court intervened this week in the case of an Eritrean man who argued, after arrival in the UK by small boat last month, that he was a victim of modern slavery just hours before his flight was due to take off.

But the UK's independent anti-slavery commissioner told BBC Radio 4's Today programme she was "deeply concerned" about the home secretary's words.

Eleanor Lyons said that suggesting the system was being abused created a "tool for traffickers to use with those victims that they are exploiting".

UK 'not out of woods' on inflation says Bank as rates held

Desk report: UK interest rates have been held at 4% as the Bank of England governor warned "we're not out of the woods yet" in terms of rising inflation.

Analysts had not expected interest rates, which influence borrowing costs and returns on savings, to be cut given that prices are rising at nearly twice the Bank's target rate.

The Bank said it expected inflation to return to its key target of 2%, but remains cautious on when it will trim borrowing costs again. Alongside the interest rate decision, the Bank also announced it would reduce the amount of government debt it holds at a slower pace, coming just weeks after turmoil in the financial markets.

The Bank has cut interest rates five times since August last year as the pace of inflation eased.

However, since April inflation has been heading higher

again - fuelled in part by rising food costs.

While it kept rates on hold this time, the Bank said that two of the nine members of its rate-setting Monetary Policy Committee (MPC) had voted to cut rates to 3.75%.

The MPC will meet two more times this year to discuss

rates, and the Bank said any further cuts would depend on whether it sees evidence that price pressures were easing. "We're not out of the woods yet so any future cuts will need to be made gradually and carefully," said the Bank's governor, Andrew

Bailey. He said: "I continue to think there will be some further reductions but the timing and scale of those is more uncertain now."

The Bank also announced it would reduce the rate at which it sells its stock of UK bonds. This is mainly government debt the Bank

amassed during difficult periods, such as the global financial crisis of 2008-09 and the Covid pandemic, as a way of stimulating the economy.

As Chancellor Rachel Reeves prepares to announce the Budget on 26 November, a higher cost of servicing Britain's vast pile of debt risks reducing the amount of headroom she has against her self-imposed tax and spending rules. At its peak, the Bank of England had accumulated £875bn worth of bonds.

It has been reducing the amount of debt it owns by about £100bn a year through a process known as "quantitative tightening". But on Thursday it said that from October onwards, it would reduce that to £70bn a year. Mr Bailey said the change would allow the Bank to carry on with its plans "while continuing to minimise the impact on gilt market conditions".

Corbyn & Sultana clash over new party membership

Desk report:

Ex-Labour MP Zarah Sultana has accused Jeremy Corbyn of overseeing a "sexist boys' club" locking women out of the founding of a new left-wing party the pair announced earlier this year. In a statement on social media,, external Sultana said she had been sidelined by other members of the party's working groupdespite an agreement that she and Corbyn would jointly authorise key steps.

He comments come after Your Party supporters got an email on Tuesday offering £55 memberships only for Corbyn to later dismisses it as "unauthorised" - telling supporters he was seeking legal advice.

Sultana said she had launched the membership website "in line with the road map" set out by the party officials. Before her statement, Sultana had been posting on social media throughout the morning encouraging people to sign up at cost of £55 for full membership.

Sultana had claimed more than 20,000 people had signed up - meaning the new party could have raised more than £1m in a single morning.

In her statement she said: "My sole motivation has been to safeguard the

grassroots involvement that is essential to building this party.

"Unfortunately, I have been subjected to what can only be described as a sexist boys' club: I have been treated appallingly and excluded completely.

"They have refused to allow any other women with voting rights on the Working Group, blocking the genderbalanced committee that both Jeremy and I signed up to."

Before Sultana's comments, Corbyn put out a conflicting statement signed by Ayoub Khan, Adnan Hussain, Iqbal

Mohamed and Shockat Adam - members of the Independent Alliance of MPs who are founding the new party. Sultana's name was conspicuously missing from the list.

The statement supporters on Wednesday morning that an "unauthorised email" had been sent promoting a membership portal under a new domain name.

They urged backers to ignore the message and cancel any direct debits that may have been set up.

Sultana defended her decision to set up the membership portal, insisting

it was "in line with the roadmap set out to members on Monday and is a safe, secure, legitimate portal for the party".

She claimed she had set up the site to allow supporters to "continue to engage and organise", and that membership funds were held by a company set up by the party to safeguard money until November's founding conference.

Sultana also went on to raise concerns that long-time Corbyn ally Karie Murphy and her associates had been handed "sole financial control of members' money and sole constitutional

control over our conference". She called for Corbyn to publish all party structures arguing only transparency would "restore hope for our members, and ensure nothing like this can ever happen again".

"This party is bigger than any one person," she said, "and we owe it to the movement to uphold its democratic and socialist foundations."

The row is the latest falling out at the top of the new group that has yet to be named or hold an annual conference.

In July, has announced she is resigning from the party, saying she will be founding a new party with Corbyn. A move that took Corbyn and others involved in the project by surprise.

Despite the bumpy start the party began to build momentum, signing up more than 600,000 supportersunder the placeholder name of Your Party.

Earlier this week, Your Party emailed supporters saying membership would open by the end of September and draft party rules and policy positions would soon be published. This would be followed by national assembles in October and an online vote on the new name for the party.

Two teenagers charged over Transport for London cyber attack

Desk report: Two teenagers have been charged in connection with a massive cyber attack which caused Transport for London (TfL) months of disruption.

The National Crime Agency (NCA) says it believes the hack - which began on 31 August last year - was carried out by members of the cyber-criminal group, Scattered Spider.

Thalha Jubair, 19, from east London, and Owen Flowers, 18, from Walsall in the West Midlands, were arrested at their home addresses on Tuesday by the NCA and City of London Police. Both appeared at Westminster Magistrates Court on Thursday afternoon charged with conspiring together to commit unauthorised acts against TfL, under the Computer Misuse Act.

They have been remanded in custody to appear at Southwark Crown Court at a later date.

TfL says the hack caused it £39m of damage and disruption.

Deputy Director Paul Foster, head of the NCA's National Cyber Crime Unit, said:

"Today's charges are a key step in what has been a lengthy and complex investigation.

"This attack caused significant disruption and millions in losses to TfL, part of the UK's critical national infrastructure."

The court heard that the

TfL hack occurred while Mr Flowers was on bail.

After he was arrested, detectives found evidence he had also targeted US healthcare companies.

Mr Flowers has been charged with conspiring, with others, to infiltrate and damage the networks of SSM

Health Care Corporation and attempting to do the same to Sutter Health.

When Mr Flowers appeared in court, he wore a grey hoodie with "off the grid" written on it. Mr Jubair sat next to him, wearing a black hoodie and black glasses. Neither man spoke to each other during the proceedings.

The hack disrupted TfL services for three months.

Whilst trains, buses and other transport was unaffected, many TfL online services and connected information boards went offline as part of the attack.

TfL wrote to around 5,000 customers to say there may have been unauthorised access to their personal information such as bank account numbers and sort codes.

The bitter Farage-Boris feud that means Reform will never unite with the Tories

Desk report: Unite the Right!

It’s a catchy phrase that you will have heard with increasing frequency as Conservative defections to Reform UK gather pace. This week, it was the turn of Boris Johnson’s former political secretary, Danny Kruger, to abandon what he insists is a sinking Tory ship, which followed on from the defection of Johnsonworshipping former health minister, Nadine Dorries. For some who fear another Labour victory, a dream scenario of a ConservativeReform pact – or even a merger – is starting to take shape. Nigel Farage and Johnson are the two greatest communicators in British politics. If they worked hand in hand, the theory goes, they would form an invincible force that would restore the country to its natural home on the Right, and send Labour packing. However, there is as much chance of Farage and Johnson working together as there is of Donald Trump and Joe Biden forming a new centrist party in the US.

Where the feud began Farage came to dislike Johnson during the EU Referendum campaign, and after what the Reform leader regards as a betrayal over their 2019 election pact, he loathes him. Even if they got on personally, their political beliefs are oceans apart, and neither man is naturally suited to sharing power or playing second fiddle to someone else.

Here’s a taste of what the senior echelons of Reform think about Johnson. “Boris did more than any prime minister in history to throw open our borders and drive absolutely insane levels of immigration,” says one of the party’s most powerful figures.

“You can argue that Reform’s rise would have been less were it not for the appalling premiership of Boris Johnson.” The roots of the animus between Johnson and Farage go back to 2016, when rival groups were trying to set the agenda for the Vote Leave campaign ahead of the referendum. The campaign made it clear that Farage, then the leader of Ukip, would put off undecided voters. Matters came to a head when ITV decided to pit Farage against the former prime minister,

David (now Lord) Cameron, in a televised debate, rather than Gove or Johnson.

Vote Leave threatened legal action, accusing ITV of a “stitch up”. Farage told them to “put their egos aside”. When Vote Leave won the referendum, both parties claimed credit, rather than sharing out the plaudits.

Even so, Farage and Johnson retained a civil working relationship, which played a decisive role in the outcome of the 2019 election.

Farage agreed to stand down his Brexit Party candidates in 317 seats won by the Tories in 2017 to avoid splitting the pro-Brexit vote. He did so despite Johnson throwing the offer of a “Leave alliance” in his face.

Johnson, after all, insisted he had an “oven ready” Brexit deal ready to go as soon as he was re-elected. Not everyone in the Brexit Party approved of Farage’s pact with Johnson. Some of the hundreds of parliamentary candidates who were stood down said Farage had let Brexiteers down, and denied voters their democratic right to choose.

Farage defended the move by saying that Johnson had signalled a “big shift in position” on issues, such as further divergence from EU rules.

The fact that Johnson increased his majority to 80 seats was thanks in no small part to Farage’s

non-aggression pact, though Johnson never acknowledged this.

Accusations of betrayal

Within months of the election, Farage was crying foul, accusing Johnson of betraying Leave voters by pursuing a soft Brexit, and doing nothing to curb immigration. Instead of grasping the opportunities that Brexit had promised, Johnson squandered the Brexit dividend in the eyes of Farage. “He betrayed every principle he was elected to uphold, and everyone who gave him that majority,” a senior Reform figure now reflects. “He massively increased the numbers of people coming here, including a lot of people who don’t like this country.

“And that’s before you start talking about the constant lies, the lockdowns and his obsession with net zero.

“He is the antithesis of everything Reform stands for – secure borders, low to no net immigration and scrapping net zero. I can’t think of a more absurd suggestion than him joining forces with Reform.”

This is not, my source insists, an opinion that is held only by the leadership of Reform. “He elicits a visceral emotion in our members,” the source said. “One of the most consensual opinions among Reform members is that he was a disaster, and has already claimed the

title of the man who ended the Conservative Party’s chances of ever regaining power. “If we let him join Reform, there would be an exodus of 99.9 per cent of our members.” It is a view that extends to the Conservative Party as a whole. While individual members, like Kruger, are being allowed to join (Reform insists many more have been turned away), “there is literally not a single member of the Reform leadership that wants to deal with the Conservative Party”, the source said.

The feeling is mutual, with Kemi Badenoch repeatedly saying she could never do a deal with a party which has said its aim is to destroy the Conservatives.

Nor is Johnson beating a path to Farage’s door.

“He just doesn’t agree with them on immigration, Ukraine, public spending or net zero,” says a friend of the former prime minister.

“There is a gulf between them. The media tend to view them as too similar because they both have big campaigning personalities, but there is not very much in common there. “The broader question is whether the politics of the Right has changed irrevocably. I think the politics is changing rather than the characters.”

An evening of dinner and civil war

The differences between the Tories and Reform were held up in sharp contrast on Tuesday night when

the American broadcaster, Newsmax, invited members of both parties to a dinner on the eve of President Trump’s state visit.

The guest list was certainly high powered, with Farage, Johnson and Liz Truss among those drinking champagne with US secretary of state, Marco Rubio, and US treasury secretary, Scott Bessent.

Newsmax’s founder, Chris Ruddy, who organised the event, might have expected a Unite the Right vibe to come to the fore, but instead, it descended into a festival of blame and recrimination. After Farage, Rubio and Bessent had left to attend another event, the Tory big beasts and a smattering of Reform bigwigs sat down to an evening of dinner and civil war.

Johnson, Truss, former transport secretary, Mark Harper, and broadcaster, Andrew Neil, argued about the Tories’ record in government, particularly on immigration, and what the future direction of travel should be.

Jacob Rees-Mogg, who could be regarded as the current standard-bearer of uniting the Right, (he even attended the Reform conference this month), tried and failed to argue that they should all work together for the good of the country. Reform members smiled wryly as they watched the Tories tear lumps out of each other.

Up to 300 Tube staff at risk of being deported as Government faces calls to suspend new visa rules

Desk report: As many as 300 London Underground staff are at risk of being deported after changes to immigration rules, it is feared.

The revelation came as Eddie Dempsey, general secretary of the biggest Tube union, the RMT, called for the new rules to be suspended pending the publication of advice from the Migration Advisory Committee that is due next year. More than 100 union activists, led by Mr Dempsey, mounted a protest outside the Home Office on Wednesday morning. MPs John McDonnell and Zarah Sultana also attended the demonstration, while Diane Abbott tweeted her support.

Mr Dempsey said that 63 RMT members working for London Underground were facing deportation – some as early as November. But Maryam Eslamdoust, general secretary of the TSSA union, estimated the total could be as high as 300 Tube staff – mostly people working at Tube stations as customer service assistants.

Mr Dempsey told the protesters: “This is a really

serious situation. We have got members working for Transport for London who are facing deportation in a few short weeks’ time.” The Standard broke the news in July that dozens of RMT members were at risk of losing their jobs and being deported due to the change in the rules on which roles were classed as “skilled” and given special immigration status.

On Wednesday, Mr Dempsey accused the former Home Secretary, Yvette Cooper, of making a “knee-jerk decision” toughening the rules on how long foreign-born workers can remain in the UK, in response to growing political pressure from Nigel Farage’s Reform party over

rising immigration levels. The new rules increased salary thresholds for visa sponsorship to £41,700 a year for new applicants and removed key transport roles, including station assistant, from the “skilled worker” list - meaning it is harder for some foreign workers to remain in the UK.

Many TfL station staff began

their employment on the London Underground on two-year graduate visa schemes believing they could move into skilled worker positions.

Mr Dempsey said the Government had changed the rules at “breakneck speed” via statutory instrument – meaning there was no debate in Parliament or proper scrutiny.

He said the TfL workers at risk had been initially employed on student visas but were subsequently given permanent contracts of employment. He said: “Our members were employed with the full expectation that they would become full British citizens and would be staying here. They have brought their families, and bought their homes here. Now they could be forced to leave.

“This is unfair. We are not for open borders. We are for a fair migration policy – one that is humane and fair and treats people properly. This doesn’t meet that test.

Police brace for huge London protest against Donald Trump as US President carries out unprecedented second state visit

Desk report: Thousands of people are expected to descend upon the streets of London in protest at Donald Trump’s unprecedented second state visit. The US president arrives in Britain on Tuesday night for a twoday stay, during which time he and his wife Melania will meet King Charles and Sir Keir Starmer, the Prime Minister.

His Majesty will host Mr Trump and the First Lady on Wednesday at Windsor Castle in Berkshire, before the trip continues on Thursday at the PM’s Chequers country residence in Buckinghamshire. Trade, Ukraine and Gaza are set to dominate talks between Mr Trump and Sir Keir. The pair may also discuss the recent dismissal of Lord Mandleson, the former British ambassador to Washington, over his past relationship with convicted paedophile Jeffrey Epstein. Although

Mr Trump will not visit Parliament, which is currently in recess for the party conferences, campaigners vowed to demonstrate against what they called “our government’s choice to honour a man who is

violating human rights in the United States and around the world”. The Stop Trump Coalition — which is composed of more than 50 trade unions, charities and interest groups — will gather in Portland Place

near the BBC’s New Broadcasting House at 2pm on Wednesday before marching towards Parliament Square. It will also feature speeches from the likes of new Green Party leader and City Hall member Zack Polanski,

as well as former Labour leader and Islington North MP Jeremy Corbyn. Up to 150,000 people turned out for the Tommy Robinson-organised Unite The Kingdom rally on Saturday, far exceeding the estimates of organisers. And approximately 250,000 people marched across the capital to protest Mr Trump’s “working trip” in 2018, featuring a 20ft inflatable caricature of the president.

Zoe Gardner, a migration policy specialist, claimed Mr Trump was “opening the door to global fascism” and said his visit would drag Britain “further into the abyss”. In a video posted by the coalition, featuring an AI-generated dystopian Britain ruled by far-Right paramilitaries, Ms Gardner said: “There is a darkness coming. It has already swallowed America and now it is coming for us too.”

STOP THE BOATS

Desk report::

Donald Trump suggested Prime Minister Sir Keir Starmer could use the military to stop illegal migration at a news conference marking the end of the US president's second state visit to the UK.

Trump said he discussed migration issues with Sir Keir during a meeting at his country residence Chequers.

The US president talked about his policies to secure borders in the US and said the UK faced a similar challenge with migrants crossing the English Channel in small boats.

"You have people coming in and I told the prime minister I would stop it, and it doesn't matter if you call out the military, it doesn't matter what means you use," Trump said. "It destroys countries from within and we're actually now removing a lot of the people that came into our country."

Since his return to the White House in January, Trump has stepped up deportations of illegal immigrants and cracked down on unlawful border crossings.

In two days of pomp and pageantry, the US president was hosted at Windsor Castle by King Charles and the Royal Family, and attended a state banquet on Wednesday before his political talks with the prime minister on Thursday.

The President and First Lady Melania Trump departed the UK from Stansted Airport on Air Force One shortly after the news conference.

In a wide-ranging Q&A with UK and US journalists, the leaders were also asked about Palestinian statehood, free speech, the war in Ukraine, energy and other topics.

The pair touted the "special relationship" between the UK and the US, and announced a new tech deal Trump said would help the allies "dominate" in the world of artificial intelligence (AI).

The tech prosperity deal signed at Chequers will see US firms invest in the UK and boost co-operation on AI, quantum and other emerging technologies.

Trump and Sir Keir skirted around several contentious matters, including accusations of free speech being under attack in Britain, and the sacking of Peter Mandelson as the UK's ambassador to the US last week.

"I don't know him actually," Trump said, when asked about whether he had sympathy with Lord Mandelson.

In what could have been an awkward moment, Trump defused the question by

After the last page

handing over to Sir Keir, who fired Lord Mandelson over his links to the late convicted sex offender Jeffery Epstein. In one flashpoint, Trump said he had "a disagreement with the prime minister" on the subject of Palestinian statehood.

The prime minister plans to recognise Palestinian statehood ahead of next week's United Nations general assembly in New York.

Palestine does have some international recognition but has no internationally agreed boundaries, no capital and no army.

Currently 147 of the UN's 193 member states have recognised Palestine. By joining that list the UK would be making a strong political statement, albeit a largely symbolic one.

Trump is opposed to such a move and accused Palestinian armed group Hamas of "putting the hostages up as bait" in Gaza.

The war in Ukraine came up in a few questions too, with Trump expressing his disappointment in Russian President Vladimir Putin over his lack of engagement with peace efforts.

"He's really let me down," Trump said. Trump also urged Western allies to stop buying Russian oil to force Putin to the negotiating table, but did not commit to sanctioning Moscow.

There were no divisions between Trump and Starmer

on action to tackle illegal migration, as the leaders projected a sense of unity and affection for each other.

Standing alongside Trump, the prime minister said illegal migration was an issue his government had been taking "incredibly seriously". Sir Keir said his government had struck several migrant returns deals with other countries, including France, and had been taking action to crack down on people-smuggling gangs.

The prime minister pointed to the first migrant return under the one-in, one-out scheme with France.

"That's an important step forward," Sir Keir said. "But there's no silver bullet here."

More than 30,000 people have crossed the Channel in small boats so far this year.

It is the earliest point in a calendar year this figure has been passed since data on crossings was first reported in 2018.

The rise in crossings is one of the most prominent issues in British politics and has piled pressure on the prime minister to come up with a solution.

As part of his drive to tackle illegal immigration, Trump has issued a series of executive orders implementing a broad ban on asylum for migrants entering at the southern border and has sent in troops to assist border security efforts.

The arrests of migrants by the

of an overall plan for a "plan for peace" in the Middle East. And he added that Hamas, a designated terror group in the UK, could play "no part" in any future Palestinian state. Those comments were warmly welcomed by Trump, with the US president reaching across his podium to give Starmer a pat on the back.

2. Using troops to stop illegal migration

Trump was also given a chance to comment on another tricky political issue for Starmer - his efforts to stop illegal arrivals into Britain amid record numbers of small boat crossings in the English Channel this year.

This time however the US president did not mince his words, suggesting Starmer should potentially involve the military, and warning that illegal migration "destroys countries from within".

US Border Patrol have been decreasing since Trump took office.

Key takeaways from Trump-Starmer news conference

Sir Keir Starmer and Donald Trump have delivered a joint press conference at the end of the US president's second state visit to the UK.

The press conference at the PM's country residence Chequers, lasting just under an hour, saw the leaders field questions on topics ranging from world affairs to domestic politics.

Trump spoke warmly about his relationship with the UK, and largely avoided talking about contentious issues that came up in the questioning.

Here are the main points.

1. Trump skirted round Palestine 'disagreement' The UK's imminent recognition of Palestinian statehood was a potential flashpoint, with Trump having previously said that the move could reward Hamas.

But asked directly about the UK's plans, Trump merely noted that he had a "disagreement" with Starmer on the issue, adding for good measure that it was one of only a "few disagreements" between the pair.

Starmer emphasised that the timing of the UK's decision, which is set to take place in the coming days, had "nothing to do" with Trump's visit, and should be seen in the context

Trump referred to his approach to securing the US border and said the pair had discussed the issue during their private meeting earlier.

He added: "I think your situation is very similar. You have people coming in, and I told the prime minister I would stop it, and it doesn't matter if you call out the military, it doesn't matter what means you use."

Starmer said the first flight under the migrant returns deal with France taking off earlier, calling it an "important step forward" on the small boats issue.

3. Tough talk on Ukraine

An area where the pair were seemingly united was in condemning Russia over its full-scale invasion of Ukraine, after Trump said earlier this week said he could impose tougher sanctions on the country if Nato allies meet certain conditions.

Starmer condemned recent Russian missile attacks that saw damage to the British Council building in Kyiv, and said the recent actions of Russian President Vladimir Putin were not those of someone who wants peace.

The US president said Putin had "really let me down", admitting he thought solving the Russia-Ukraine war would be one of the easier conflicts to deal with.

He added, however, that he did not regret holding the peace summit in Alaska with Putin a few months ago, and he felt an "obligation" to help find an end to the war due to the enormous loss of life in the conflict.
